Tantrik deprives parents
of child, gets RI Hisar, May 24 Mr Sanjiv Kumar, Additional Chief Judicial Magistrate, had yesterday convicted tantrik Prem and the child’s foster parents Gulshan Kumar and Kamlesh on charges of fraudulently depriving the child’s real parents of the boy. The tantrik’s brother, Jagdish, was acquitted of the charges. While the judge had sent the foster parents and the tantrik to jail after their conviction yesterday, he had ordered the Civil Surgeon to hand over the child to his real parents within a month. Interestingly, the convicted parents had been living with the boy in the hospital ever since he was sent to the custody of the Civil Surgeon. Both of them had been devoting a considerable time to him there. The case goes to 1995 when it was first reported in The Tribune. The grandfather of a couple — Narender Singh and Surinder Kaur — registered a complaint with the police, alleging that the tantrik had deprived them of their child and given it to his followers Gulshan Kumar and Kamlesh. The complaint said that they had been visiting the tantrik for treatment of Narender Singh who had a psychiatric problem. When a boy was born to his wife, they took him to the tantrik for his blessings. The tantrik, they alleged, looked at the child and described him as an evil genie who could lead his parents to death. He asked them to leave the child with him for a couple of days so that he could free him from the influence of evil spirits after which he could lead a normal life. They said they left the child with the tantrik who was then operating from a Kali temple here and had a huge following which included dozens of prominent persons. When they went back to collect the baby, the tantrik told them that the child had died and the evil spell on them had vanished. After a few days, they, however, came to know that the child was with Gulshan Kumar and Kamlesh, who claimed the child to be their own. The parents launched criminal proceedings against the trio and the tantrik’s brother, besides filing a civil suit for the custody of the child. The matter went to the court and the child was sent to the custody of the Civil Surgeon and was brought up in the General Hospital here. During the trial lasting six years, Gulshan and Kamlesh brought up the child with the assistance of the hospital staff. His parents never visited him during this period. During trial, the court ordered a paternity test which determined that Narender Singh and Surinder Kaur could not be
excluded from being the parents of the child. However, the foster parents had refused to undergo such a test. The court also did not pay heed to the testimony of an additional sessions judge of Delhi who had appeared as a defence witness and stated that the tantrik was present at his house in Delhi for performing a havan for treatment of his son on the night of October 10, 1994, when the incident had reportedly taken place. |
End exam by June 28, urge KU students Karnal, May 24 The students in a memorandum to the Vice-Chancellor of Kurukshetra University and to the controller of Examinations have urged them to adhere to the proposed schedule of examinations from June 12 to June 28. They said students selected by infosys and ITC the MBA courses at the IIM, Kolkatta, were starting from June 19 and admissions with late fee was up to July 2. The Kolkatta institute has made it clear that after this date, the admission would stand cancelled at the IIM, Kolkatta, has said that his son’s request for late joining the course had been agreed with certain conditions. The first is that all requirements for the completion of B Tech degree papers should have been completed by June 30, otherwise the candidate would not be eligible for admission. The late reporting for admission has been allowed till July 2 and after that admission would stand cancelled. The institute has also informed the father of the student that no claim or correspondence in respect of refund of Rs 35,000 paid as admission fees would be entertained. It has also been brought to the notice of the authorities that examinations at the REC at Allahabad has been completed in the second week of May and in the REC, Chandigarh, in the third week of May, only the examinations at Kurukshetra University were being held late. |
3 pc quota for sportspersons Chandigarh, May 24 The decision was taken by the state Cabinet at its meeting here today under the chairmanship of the Chief Minister, Mr Om Prakash Chautala. According to the policy, a provision has been made for providing 3 per cent horizontal reservation for outstanding sportspersons in government jobs in groups C and D categories. The Cabinet approved a proposal of the Prohibition, Excise and Taxation Department (PEDT) for providing benefit of 4 per cent sales tax on the sale of telecommunication cables by the local tele cable manufacturers of the state to Bharat Sanchar Nigam Limited and Mahanagar Telephone Nigam Limited. The Cabinet accepted the department’s proposal for extending this benefit up to March 31, 2002. The Cabinet approved a proposal of the PEDT regarding amendment to Section 64 of the Haryana General Sales Tax Act, 1973. The amendment will enable the state government to give retrospective effect to the rules notified for granting sales tax concessions to industries. The Cabinet approved the location of Cyber City in sector 25 and 25 A in Gurgaon. The Cabinet approved an amendment to the Punjab New
Capital (Periphery) Act, 1952. According to the amendment, Director, Town and Country Planning, Haryana, will exercise all the powers conferred under sub-section (3) of Section (2) of the above act in place of the Deputy Commissioner of a district. The Cabinet approved the Haryana registration of Birth and Death Rules, 2001. The Cabinet approved a proposal of Urban Development Department regarding the sale of municipal land measuring 1,494 sq yards at Rampura Colony, Yamunanagar, to the Telecom Department, 5 acre of Municipal Committee, Ganaur, to HAFED for the construction of godowns, 4 acre of Municipal Committee, Rania, to Government Vocational Education Institute, Rania, for the construction of building and transfer of 27.47 acre situated near FCI godown, NIT, Faridabad, to Municipal Corporation, Faridabad. It approved a proposal of the Urban Development Department regarding the sale of land measuring more than 9 kanal of Municipal Council, Bhiwani, to Swami Sewanand Jankalyan Trust. The Cabinet approved a proposal of the Rehabilitation Department to transfer a piece of land at Gaunchhi village, in Faridabad, to HUDA. It approved a proposal of the Irrigation Department to dispose of its surplus land and buildings in Rohtak, Jhajjar, Rewari, Jind, Fatehabad, Sirsa and Ambala districts through public auctions. |
Judicial remand for ex-minister Fatehabad, May 24 The district police had arrested Mr Marya on Tuesday on the complaint of Mr Suresh Kumar of Mirzapur village in Hisar district. The complainant had alleged that the former minister had taken a bribe of Rs 1 lakh from him to get him recruited in the police force in 1999. However, when he could not be selected, he demanded the money back. Mr Marya gave a cheque for Rs 50,000 on September 15, 2000, but it bounced. The judge had sent him to a day’s police remand yesterday. The prosecution yesterday demanded a further remand on the grounds that it had to recover the cheque-book from him and also the bribe amount. It said the police could not recover the same during the police remand as he was a heart patient and had not co-operated with the police. The accused, according to the prosecution, broke down several times and said he had no money to pay back. He had said he was a cardiac patient and needed treatment from the PGI, Chandigarh. In another case, the Judicial Magistrate, Mr Gopal Krishan, summoned four police officials of the Bhuna police station in this district for allegedly beating up a dhaba owner and implicating him in a case. They have been asked to be present in the court on August 18, in the orders issued today. Mr Ashok Kumar, a dhaba owner, had filed a petition, alleging that the four policemen visited his dhaba on June 5 last year and asked him to send the cook to the police station. They said as their cook had gone on leave, they wanted to utilise the services of the cook for few days. When the petitioner refused, they allegedly hurled abuses at him and threatened him with dire consequences. They again came to the dhaba on June 10 under the influence of liquor and took him to the police station where they reportedly beat him up. They also implicated him in a case under the Excise Act. |
Education Gurgaon, May 24 The core committee of the association, which was floated by parents of the local chain of Salwan Public School, met here yesterday with a view to expanding the movement in Faridabad, Rewari and Mahendergarh districts. The association is against the management of the school for hiking in tuition fees and charges under various heads. The association had also got it self registered a few days ago. The president of the association, Mr Vashist Kumar Goyal, said the campaign against the business culture adopted by the private schools had been well-received in surrounding districts. Parents whose wards were studying in private schools in other parts of the state wanted to associate themselves with the movement, he said. They would also take up other schools in Gurgaon on the agenda after it settling the issues with Salwan Public School, he added. The management of Salwan Public School has rejected the demand of the parents. It has asked the parents to deposit the fees by the end of this month. The agitating parents are, however, firm on their earlier decision not to deposit the fees till their demand for a reduction in fees was accepted. The association is also considering to approach court against the school management. The district administration has already validated the stand of the parents. The Deputy Commissioner, Mr A.K. Singh, said the school’s charges were the highest in the city. In comparison to other schools, the charges were more by about Rs 200. Mr A.K. Singh said he had asked the school management to reduce the fees and other charges. The Governing Body of the school will meet on May 26, he said. A few days ago, the Principal of the school, Dr Indu Khetrapal, justified the hike in fees, saying that the parents were only taking in account the charges and not the better facilities provided by the institute. According to her, the school was recently affiliated with the CBSE and had to comply with its standards. The district administration has initiated a probe into several allegations of the parents through the district education office. The probe was ordered by the Deputy Commissioner following a meeting of a delegation of the parents with the Governor of Haryana. |

rumour on monkey-man, held Rohtak, May 24 The police has arrested the student, Sandip, son of Ram Kumar of Kheri-Saadh village. He is a first year student of Vaish Technical College. The police today escorted him to the examination hall so that he could take his examination. Sandip along with one of his colleagues, Munish Yadav, resides on the third floor of a rented house in the Arjun Nagar locality. On Wednesday night, while Munish was sleeping, Sandip went out of the room for urinating. He said when he stepped out of his room, a creature wearing a mask on his face and gloves in hands has attacked him with a knife on his right arm. He raised the alarm and narrated the incident to his room-mate and neighbours were awakened. A few neighbours then met the Superintendent of Police, Mr Attar Singh Ahlawat, in the night and briefed him about the incident. Mr Ahlawat immediately directed the SHO to investigate. During investigation, the police found that the injury on the arm was self-afflicted and claimed to have seized a blade-type knife with which the injury was afflicted. |

Fatehabad, May 24 According to reports, the names of Jugal Tuteja, Ashok Mal and Mal’s brother Sham Lal appear in the FIR number 3/2000 lodged by the State Vigilance Bureau in Ambala. The court had issued warrants for the arrest of the three on March 27, 2001. A team of the Vigilance Department had raided the residences of the accused twice since then. The court, during the trial of the case had on April 26 instructed the IG Hisar range to get the arrest warrants against the three accused implemented through a police officer of the rank of DSP. The DSP, Mr Shiv Charan,had been assigned the duty of arresting the accused. As the pressure had been mounting on the police for the arrest of the accused, the two preferred to surrender before the court. The court, according to the sources, has asked the police to implement the arrest warrants of Sham Lal without further delay. |

‘Water crisis to be over soon’ Kalka, May 24 The SDM also said most roads in the town were being renamed. On May 25, Maharana Partap Jyanti, the road from Khadi Ashram of Pinjore to Bitna village will be renamed Maharana Partap Marg. Bitna Community Centre at the village will be renamed Maharana Partap Community Centre. The road to Ratpur Colony from the Kalka-Pinjore highway will be renamed Chaudhary Devi Lal Marg. A park that is being developed near the road will be renamed Chaudhary Devi Lal Park.

Restore power supply, say villagers Jind, May 24 Following this a theft of electricity wires from the power main line on May 16, electricity to Rajpura village was disrupted. Residents of the village approached the authorities concerned in this regard but they were reluctant to restore power supply unless pending electricity bills amounting to Rs 3.27 crore were not paid by farmers of the village. This led to confrontation between the district authorities and the BKU. In view of apprehension of traffic blockade on the Jind-Hansi Road by B.K.U. workers the administration deployed a large number of policemen on Jind-Hansi Road near Ramrai village. Mr Ramphal Kandela, state general secretary of the state BKU alleged that the authorities deliberately removed electricity wires from the poles to harass the villagers for the recovery of pending electricity bills. He said the recovery of pending bills was a separate issue and the government should hold talks with the farmers on this issue. He said farmers would not pay electricity bills unless the issue was settled by mutual discussion. He urged the district authorities to restore electricity to Rajpura village. Representatives of Kandela Khap, Alwea Khap and Nogama Khap Panchayats supported the demand of B.K.U. for restoration of power to Rajpura village.

Man shot dead Hisar, May 24 According to eyewitnesses, he was going on a motor cycle when he was accosted by the youths on another motor cycle. They shot at him from close range. He fell on a bench and was shot at again. He died on the spot. The police suspects the involvement of another suspected criminal, Subhash Channi, in the murder. |
2 arrested for selling petrol Faridabad, May 24 The accused identified as Ranvir and Rambir, who reportedly run a roadside dhabas near Palwal, allegedly sold petrol and diesel to vehicle owners at their dhabas. It is reported that the duo had been working in nexus with some oil tanker drivers who used to supply petrol and diesel to them in an illegal manner. The police recovered at least one and a half barrel of diesel and an oil tanker during a raid. |
