According to the Returning Officer of the HAUTA, Mr Narender Singh, Dr Dalel Singh defeated his nearest rival, Dr Avatar Singh, by 516 votes. He secured 653 votes while Dr Avatar Singh got 137 votes. The third candidate, Dr Ved Pal Singh, got 119 votes.

Rain belies claims on cleanliness

Tall claims regarding cleanliness drive by the local Municipal Council not withstanding the normal life in the town was thrown out of gear following heavy rain for half an hour today morning. Roads and streets in most of the low-lying residential, commercial and industrial areas in the town were submerged in water following the rain.

Criteria for posts revised 
PGIMS staff smell a rat

The government’s revised criterion for filling vacant posts in the PGIMS here has not been received well by the faculty.

Selections to various faculty posts in the PGIMS on December 1, 2000, were abruptly cancelled following allegations that the prescribed criterion (85 per cent marks for academic merit and 15 per cent for interview) had not been followed and the selections were made on the basis of interview alone.

Although the then Director, PGIMS, Dr S.B. Siwach, had refuted the allegations and maintained that the procedure followed was the same as had been the practice for the past several years, the government cancelled the selections and also ordered a vigilance inquiry into these. The whole episode had cost Dr Siwach his job as Director of the institute. The posts were re-advertised and fresh selections partly made on May 26.

In spite of following the prescribed criterion of 15 per cent marks for interview, the government has reportedly changed the rules and fixed 50 marks for the interview now. Interestingly, the revised criterion was not applied in case of interviews held on May 26. The next date for interview for the selections is June 9.

Senior faculty members, on condition of anonymity, said the interview marks had been changed as the powers that be found that their favourites could not be adjusted by allotting only 15 per cent marks for the interview.

In the cancellation letter dated January 9, 2001, the government had said that in future experts would be selected by it. Does this mean that external experts were a hurdle in the selections?

Interestingly, the last date for receipt of applications was extended from April 30 to May 25. The corrigendum for extending the last date up to May 25 had appeared in newspapers on May 23. Can any applicant, after reading the corrigendum, obtain the form, fill it and send it to the authorities concerned within two days? This is a common question being asked in the PGIMS here.

The Haryana Governor, in consultation with the Punjab and Haryana High Court, has appointed 11 Additional District and Sessions Judges (ADSJs) by way of promotions on provisional basis.

According to an order, the Judges are: Jagadhi Civil Judge (Senior Division), Mr Lalit Batra, Ambala Civil Judge (Senior Division)-cum-CJM, Mr Arun Kumar Tyagi, Jagadhri CJM, Mr Ashok Kumar, Sonepat Civil Judge (Senior Division), Mr Om Parkash Verma, Chandigarh CJM, Mr Sant Parkash, Chandigarh LR, Mr Satish Ahlawat, Sonepat CJM, Mr Siri Krishan, Karnal Civil Judge (Senior Division), Mr Narinder Kumar, Faridabad Civil Judge (Senior Division), Mr J.R. Chauhan, Kurukshetra Civil Judge (Senior Division), Mr M.C. Mehra and Panchkula Civil Judge (Senior Division)-cum-CJM, Mr Ved Pal Gupta.

The Chief Justice and the judges of the High Court have also announced transfers and postings.

The Additional District and Sessions Judge, Mr M.P. Mehandiratta has been transferred from Jhajjar to Sirsa. Mr P.C. Goyal, ADSJ, has been transferred from Hisar to Jhajjar.

The Additional District and Sessions Judge, Mr S.K. Kapoor, has been transferred from Rewari to Panchkula. The Additional District and Sessions Judge, Mr B.S. Rawat has been transferred from Fatehabad to Jhajjar.

Move on cantonment boards opposed

The Army is believed to have asked the Defence Ministry that it should be allowed to exercise the functions of members of the Indian Defence Estate Service, who look after the lands and buildings owned by the defence forces. They are also posted as the Chief Executive Officers of the cantonment boards.

Since the Army is also believed to have suggested that the members of this all-India service should be absorbed elsewhere, it has led to apprehensions that the Cantonment Act of 1924 may be either repealed or amended, ultimately leading to the abolition of the 62 cantonment boards in the country.

So far, while the Sub Area Commanders are the presidents of the cantonment boards, members of the Indian Defence Estate Service are the CEOs of the boards. The rationale behind this arrangement was to maintain a balance between the defence forces and the civilian population residing in a cantonment. Certain public representatives are also made members of the boards through election. The vice-president is from among these representatives.

The move has frightened the civil population residing in the military area of Ambala cantonment like those residing in other cantonments in Punjab and Haryana. They fear that ultimately the civil population may be asked to vacate their houses, most of which are built on land which was perpetually leased out to them when the British established the cantonments. They also fear that the Army authorities may impose restrictions, affecting their free movement in the civil areas of the cantonments.

The Independent MLA from Ambala cantonment, Mr Anil Vij, has opposed the move to abolish the Cantonment Act of 1924 and has described it as an attempt to demolish the democratic character of the cantonment boards.

The president of the Ambala Cantonment Bungalow Owners Association, Mr Raj Kumar, said they would be severely affected if the democratic character of the board was changed because at present they could air their grievances before their representatives. If the entire control vested in the Army authorities, the civil population residing in the cantonments would be at their mercy for even basic amenities.

The chairman of the Ambala Cantonment Traders Federation, Dr N.C. Jain, has also criticised the proposal to abolish the cantonment boards.

The BJP MP from Ambala, Mr Rattan Lal Kataria, who is also the president of the Haryana unit of the party, says he will take up the issue with the Defence Minister, Mr Jaswant Singh, after he returns from his visit to Russia. Mr Kataria is also against the move.

Schools under panchayats: charge denied

The Haryana Minister of State for Education, Mr Bahadur Singh, today refuted the allegation levelled by a former Chief Minister, Mr Bansi Lal, that the decision of the state government to hand over control of schools to village panchayats would affect the studies of students.

Mr Bahadur Singh claimed that the government had taken this decision as part of its drive to empower panchayati raj institutions. He said the government had strong faith in the democratic system and was decentralising power so as to make the people an equal partner in the development process.

The Education Minister reminded Mr Bansi Lal that during the latter’s tenure as Chief Minister, power was centralised among members of his family. He was in the habit of not taking his own Cabinet members and legislators into confidence while taking decisions. Such an attitude of Mr Bansi Lal had brought about his fall and now he had no political base in the state.

He also refuted the allegation that Mr Chautala had “mobilised men and machinery” from Haryana for the success of his public meetings in Uttar Pradesh. He said Mr Bansi Lal was ignoring the fact that Mr Chautala had been to western UP thrice so far on the invitation of the Kisan Pradesh Sangharsh Samiti which had been striving to get the status of a state for that area.

Ex-VC defends private tuitions

Describing the blanket ban on private tuition in the state as illogical, various academicians, politicians and parents’ associations have appealed to the Chief Minister Om Prakash Chautala to review the decision.

Mr V.C. Sharma, a former Vice-Chancellor of Maharshi Dayanand University, said the government was misinforming the masses on the issue. He clarified that the college and university teachers took private tuition of schoolstudents preparing for various competitive examinations. He questioned how these teachers could coerce the schoolstudents into receiving tuition.

He said it was the parents of these students who requested the teachers to guide their wards as most schoolteachers were not competent to guide them for competitive examinations like IIT and PMT.

Therefore, he said, guidance from well-qualified college and university teachers had become the need of the hour for aspiring students.

He alleged the government decision was an attempt at lowering the dignity of teachers. He argued that taking private tuition was not a criminal offence.

Mr Krishan Murti Hooda, a former minister, termed the decision as a “well, planned conspiracy by politicians and the bureaucracy in Chandigarh”.

He said officials in Chandigarh were free to arrange private tuition for their wards, but they did not want students of Haryana to compete with them. He alleged the bureaucracy was playing with the future of the students of the state to benefit their wards.

He claimed that most government as well as private schools in the state were not capable of imparting quality education to the students as they lacked proper facilities and staff. In these circumstances, students of the state would be left far behind in matter of education and employment if they were not allowed to receive private coaching from experienced college and university teachers.

The former minister appealed to the Chief Minister to withdraw this ‘unjustified’ decision.

CM sanctions 125 schemes

The Chief Minister, Mr Om Prakash Chautala, yesterday heard grievances of the 25 villages of the Sonepat Assembly constituency.

Mr Chautala directed the district authorities to complete these works on the schedule on a priority basis. The works sanctioned include the pavement of streets, the construction and repairs of community, chaupals, the installation of handpumps, the construction of nullahas for the disposal of storm water, old-age homes, school rooms, gau ghats, sheds on cremation grounds, periphery and retaining walls, the repair of roads and the augmentation of the drinking water schemes.

The Chief Minister also announced a grant of Rs 2 lakh for each municipal ward in the city. He said to improve the sewerage in Sonepat City a sum of Rs. 3.39 crore had been sanctioned by the Central government. The entire swerage would be set right within two and a half years.

Mr Chautala also declared that all roads in this city would be repaired and streetlighting improved shortly.

He claimed that development works in the 73 assembly constituencies had been announced under the sarkar aap ke dwar” programme and that remaining constituencies would be covered during the current months.

Mr Chautala said that his party was a national party and it would contest the elections on its own. He was committed to providing a corruption-free government to people at all costs, he said.

Referring to the new education policy the Chief Minister disclosed that the state government had taken decision to set up at least one middle school in each village to facilitate people to send their wards aged between 6 and 14 years to schools.

To improve the standard and quality of education, the state government had sought options from the newly recruited teachers for their postings at the places of their choice. However, they would have to work at least for five years in the rural schools, he added.

Suicide note blames SI, 2 clerks

With the recovery of a suicide note from the residence of a registration clerk, Mahinder Pal, who allegedly committed suicide here on June 1, the busting of an inter-state car lifters’ gang case has taken a new turn.

Mahinder Pal’s relatives comprising his brother Sohan Lal, brother-in-law Chanda Singh and his friend Sukhdev, advocate, after distributing the photocopies of the suicide note, said Mahinder Pal had alleged that he was being implicated in a car-theft case by two clerks of the same office and a crime branch Sub-Inspector, who happened to be a brother-in-law of one of them.

Mahinder Pal, in his suicide note, has alleged that he was being implicated by CIA Sub-Inspector Desh Raj in connivance with his brother-in-law Dharam Veer, clerk, and Dharam Pal, clerk, who had been transferred here recently.

He wrote that the file number HR-07E-2266, for which he was being harassed and implicated, was handed-over to Dharam Pal on May 24. He said the file was not in his custody and, therefore, Desh Raj, Dharam Pal and Dharam Veer were responsible for his death.

The suicide note was written on May 31 and was found by a servant from the drawer of Mahinder Pal after his death.

Meanwhile, Mahinder Pal’s relatives have demanded a CBI inquiry into the incident. They have threatened to move the Punjab and Haryana High Court in case they do not get justice.

It may be recalled that the local SDM office vehicles’ registration clerk, Mahinder Pal, had been working on this seat for the past about one-and-a-half years. A resident of the local HUDA Sector-7, Mahinder Pal, who originally hailed from Khajoori village, Yamunanagar district, and had been serving the local district administration offices, for the past nearly 18 years, on May 31 left his office for his residence where he allegedly tried to commit suicide by consuming poison.

He was rushed to a local private nursing home from where he was referred to the PGI, Chandigarh, where he died.

Earlier, he was reportedly interrogated by the district police, crime branch, for some time and was sent home with instructions to come again for interrogation the next day. But, he allegedly committed suicide the next day.

His relatives have alleged that the mental tension, which followed the alleged torture as well as the police inquiry into the inter-state car lifters gang case, led to his death.

On the other hand, police sources have alleged that the deceased had been helping the inter-state car lifters’ gang members in issuing registration certificates on fake registration papers produced by the gang members.

Denying that Mahinder Pal was called by the police for interrogation, the district police chief, Mr Desraj Singh, said Mahinder Pal, in his signed statement given before the attending doctor, a few minutes before his death, had revealed that he went to his residence because he was not feeling well and mistakenly consumed poisonous tablets.

Rs 45 lakh research project for HAU

The Indian Council of Agricultural Research (ICAR) has sanctioned a research project costing Rs 45 lakh to Haryana Agricultural University (HAU) here to develop disease forecasting module for various crops.

Dr B.L. Jalali, director of research, said here today that under this project, a team of scientists, including fungal, bacterial and viral pathologists, led by a senior plant pathologist, Dr J.K. Dang, would evolve a crop disease forecasting module based on weather variables for major diseases of crop plants of this region.

He explained that the use of chemical fertilisers, assured irrigation and adoption of high-yielding varieties had helped in increasing agriculture production, but at the same time, natural agro-ecosystem had been drastically disturbed in the process. This, he said, had led to severe outbreak of pests and diseases.

Dr Jalali said besides Dr Dang, the research team would include Dr S.K. Gandhi,, Dr V.P. Sharma and Dr P. Dhawan. He said this research project had been tailored on inter-institutional mode, which also involved Dr S.S. Chahal from Punjab Agricultural University, Ludhiana, and Dr O.P. Sharma from National Centre on Integrated Pest Management, New Delhi.

Dr Dalel Singh is HAUTA president

Dr Dalel Singh was elected the president of the Haryana Agricultural University Teachers Association (HAUTA) here today. This is his ninth win. According to the Returning Officer of the HAUTA, Mr Narender Singh, Dr Dalel Singh defeated his nearest rival, Dr Avatar Singh, by 516 votes. He secured 653 votes while Dr Avatar Singh got 137 votes. The third candidate, Dr Ved Pal Singh, got 119 votes.

Dr Harish Gulati was elected secretary by a margin of 112 votes. He secured 517 votes while his nearest rival, Dr Jogender Singh Malik, got 405 votes. Dr Didar Singh was elected vice-president. He defeated his rival, Dr K.P. Singh, by a margin of 283 votes. He secured 619 votes while his rival got 336 votes. Dr B.S. Yadav was elected joint secretary. He secured 551 votes and defeated his nearest rival, Dr J. Dahiya, by a margin of 156 votes. Dr Raj Singh was elected treasurer by a margin of 124 votes. He got 540 votes while his rival, Dr Rakesh Mehra, secured 416 votes. The 11 members for the Executive Council of the HAUTA have already been elected.

Rain belies claims on cleanliness

Tall claims regarding cleanliness drive by the local Municipal Council not withstanding the normal life in the town was thrown out of gear following heavy rain for half an hour today morning. Roads and streets in most of the low-lying residential, commercial and industrial areas in the town were submerged in water following the rain.

Due of the lack of cleaning of drains and inadequate drainage system, the rain water entered the shops and houses of Tehsil Camp, Bishan Sarup Colony, Sanjay Colony, Assandh Road, Jatal Road and industrial areas.

Many vehicles were stranded in deep water on Tehsil Road leading to Sukhdev Nagar. To drain out the accumulated rain water, residents and shopkeepers were found opening mainhole covers of the sewerage lines which were found choked with polybags and garbage.

The “ganda nala” which passes through the town was seen overflowing, causing problems to residents of nearby areas. Though the Municipal Council authorities have claimed of cleaning the drain, still the drain is full of garbage, medical wastes and unwanted plantations, blocking the flow of water.

Entertainment duty cut

The Haryana Government today reduced the rate of entertainment duty from 125 per cent to 50 per cent and abolished the cinematograph show tax, which was 9 per cent earlier.

A 70-member delegation of the Haryana Cinema Owners Association led by Mr Ramesh Rana, MLA, had voiced its grievances in this regard.

The government also allowed cinema owners to fix the rate of admission and exempted them from affixing the relevant stamps to cinema tickets.

A decision regarding the closing down of video parlours running without a licence will be taken up at a meeting of Deputy Commissioners.

7 get breather in wheat scandal case

The Special Judge for the CBI cases in Haryana, Ms Anita Chaudhry, has granted stay on the arrest of seven persons till July 3, allegedly involved in the wheat scandal case here today.

Rishi Raj, Rajesh, Anirudh Sharma, Dayanand, Om Narian, Dalbir Singh and K.C. Suneja have filed an application in this court for the stay on their arrest through their counsel Devender Bansal. While granting the interim stay, the Judge has fixed July 3 for the next hearing.

According to prosecution, a case was registered against the then Regional Manager of the FCI, Haryana, Mr R.K. Ranga, and seven others under the Corruption Prevention Act in August 1996 at Civil Line police station, Rohtak. Later the case was handed over to the CBI on January 1997 on the direction of the Punjab and Haryana High Court. The CBI had filed chargesheet against Mr Ranga and others last month in Ambala.

Mr Ranga has already been in judicial custody in Ambala Central Jail for the last one month in another case registered against him by the CBI.

Permission granted

The Special Judge, Mr Lakshman Sharma, today granted permission to former minister Nirmal Singh to meet former minister and senior Congress leader Anand Singh Dangi who is in Central Jail, Ambala.

Mr Nirmal Singh through his counsel Mr Davender Bansal had filed an application in the court of Mr Lakshman Sharma for permission to meet Mr Dangi in the jail. He stated in the application that he and Mr Dangi remained MLAs in the same party in the last tenure and the applicant needs meetings with Mr Dangi to discuss the personal matters and to help him in providing the legal aid for contesting the case.

Case adjourned

Former minister Anand Singh Dangi was produced before the Chief Judicial Magistrate here today amid tight security in the hearing of the case No. 275/98 and 65/2000 lodged against him at Ambala city police station under Sections 418, 420, 467, 468, 471 and 120B, IPC. The case was adjourned for July 12.

On the direction of the Punjab and Haryana High Court, all the cases pending against Mr Dangi were transferred to Ambala. Last week Mr Dangi was shifted to Ambala Jail from the Rohtak Jail on the direction of Special Judge, Ambala.

2 shot dead in Ambala village

Ambala, June 4
Two persons were shot dead and two others seriously injured Segta village, 25 km from here, this evening when some persons of the same village made an attack on a family and his neighbours.

The deceased were identified as Sukhpal (18) and Ram Kishan (60). The elder brother of Sukhpal and resident of the same village, Mam Chand, who sustained bullet injury in his back, was admitted to the Ambala city Civil Hospital. Another resident of this village, Krishan, who sustained sword injuries, was also admitted to hospital.

Mam Chand said that the assailants were lashed with a gun, a pistol and swords. The relatives of the deceased have identified some persons involved in the incident. They have also disclosed their names and addresses to the police. The cause of the dispute could not be known.

The Superintendent of Police, Mr Sandeep Khirwar, visited the hospital. He also met the relatives of the deceased. He said this incident seemed to be the result of personal enmity.

According to information, there is tension in the village. Most of the deceased and the injured were daily wagers. The police force has been deployed in the village as a precautionary measure.

Two women were killed and two girls were injured in a road accident this morning on the GT Road in Ambala City. The deceased, Ram Kaur and Sunita, are members of the same family.

According to information, Army officer R.S. Yadav belonging to Rewari district was on the way to Vaishno Devi along with his family members in his private vehicle. His vehicle collided with a truck in Ambala City.

Two members of his family were killed in the accident, while Indu and Veenu sustained injuries. The injured were rushed to Army Hospital, Ambala Cantonment.

The driver of the vehicle also sustained injuries and has been admitted to the local Civil Hospital.

2 electrocuted

Kaithal, June 4
Two persons were electrocuted while another received severe shocks and was seriously injured in two incidents at different places during the past 24 hours in this district.

In the first incident, Mr Roshan Lal and Karnail Singh, linemen of the Power Board, were electrocuted when they were repairing a faulty electric line at Balbehra village in Guhla tehsil yesterday. While Mr Roshan Lal reportedly died on the spot, Mr Karnail Singh received severe shocks and was seriously injured. The injured was later rushed to Rajindra Hospital, Patiala.

In the second incident, Mr Narul Hasan of Bengal, who was working in a rice mill here, was electrocuted yesterday. He was reportedly electrocuted when he accidentally touched electric wires passing nearby the tree he had climbed to fetch twigs.

12 injured in group clash

Jhajjar, June 4
At least 12 persons were injured in a clash between two groups at Dehkora village of the district today.

According to reports, both groups used axes, lathis and iron rods in the clash in which twelve persons sustained injuries.

In another incident, a youth died on the spot and a 3-year-old boy sustained serious injuries in a car-truck collision near Dadri village on the Gurgaon road yesterday.
