4 govt lecturers nabbed Chandigarh, June 2 According to the Minister of State for Education, a special team today raided the residence of a chemistry lecturer, Mr.
D. K. Tayagi of Govt. College, Gurgaon, at 5 a.m. and found him teaching10 students. The lecturer initially refused to open the door and tried to send his students out through the use of a ladder through the backdoor. The raiding team videographed the entire raid. Similar raids were conducted in the last three days in Gurgaon district. A raid was conducted by senior officials of Higher Education Department and
S.D.M., Gurgaon, at an academy named “Success Point”. Two lecturers of Government college, Gurgaon were found taking private tuitions at the academy. They were Mr Sanjay
Kundu, lecturer in Physics, and Mr Rajesh Sharma, lecturer in Mathematics. Mr
O.P.Taneja, Chemistry lecturer at Government College, Kalka, was also found running a large-scale academy in Yamunanagar during the raid conducted by the Department of Higher Education. The Minister said a three-pronged action was being taken by the department against lecturers found guilty of private tuition. Besides suspension and initiating major penalty proceedings, which can result in removal from service, FIR under Section 168 of IPC was also being registered against such defaulters. The Income Tax Department was also being informed for action on account of tax evasion on undisclosed income. He said that the manner in which the managements of private colleges had been made accountable for checking private tuition by lecturers working in colleges under their control, had yielded effective results. The managements had become active in restraining their lecturers from indulging in private tuition. It had now become clear to the teachers that they would have to improve classroom teaching and take their classes regularly and seriously. These steps have been taken by State government to mitigate hardship of a large number of students who were coereced into taking private tuition by the lecturers. |

Vidya Bharati serves notice on Sonia Kurukshetra, June
2 In a press note issued here today, Mr Batra said para 10 of the resolution made baseless, motivated and malicious allegations against Vidya Bharati. He said some of the allegations made were that the textbooks used by Vidya Bharati in its schools were filled with text generating negative attitude towards the minorities and designed to evoke hatred against them in the young minds. It was alleged that these textbooks justified the caste system and other backward notions such as sati, child marriage at ct. in the name of Indian culture. It was further alleged that these textbooks were full of superstitions and concocted facts inimical to “scientific temper”, he added. Mr Batra said
the legal notice served on Mrs Sonia Gandhi had demanded from her and
all officer bearers of the AICC the withdrawal of the portions of the
political resolution, defamatory and injurious to the reputation of
Vidya Bharati and its office-bearers, and an unconditional written
apology to Vidya Bharati for lowering the intellectual and moral
character of the organisation. |

Orders in Ruchika case tomorrow Ambala, June
2 The Special Magistrate for CBI cases in Haryana, Mr Justice A.K. Tyagi, today adjourned the case till June 4 for passing of orders on the application filed by Mr Rathore and for admission or denial of documents. The CBI in its reply states “the applicant accused has not mentioned in both applications moved under Section 91 of the code of Criminal Procedure as to what for the accused wants the court to issue summons to CBI for the production of the documents mentioned in the application in the court. It is incumbent on the accused to specifically mention the purpose for which the documents mentioned therein are required by him.” The reply further states “even assuming that the accused wants to get them summoned and wants to use them for his discharge under Section 258, CrPC, the proceedings can be stopped only in exceptional circumstances i.e. when all the averments made in the accusation contained in the complaint charge-sheet may not constitute any offence or where any such complaint charge-sheet would become invalid for want of any particular formality or on account of some technical defect. The accused in both applications has not mentioned as to how all these documents or any particular document would bring his case within special circumstances so as to claim discharge in this case.” The CBI reply points out “the scope of Section 258 of the Code, by no stretch of imagination, can be said to be larger than as contained in Section 227 or Section 239 of the code. Even in these cases, the probative value of the evidence is not to be assessed at this stage and this in fact should be done during trial.” “It is a case of outraging the modesty of a woman based on direct evidence of eyewitness,” it contended. The CBI in its reply has stated that
while the statements of eight persons were recorded by the CBI under
Section 161 during investigation of the case separately and these are
in the case diaries of the case, the statements of five persons,
mentioned in the list of documents of the accused’s application,
were not recorded by the CBI. |

Policy fails to revive industry Rohtak, June 2 In the wake of globalisation of the market, the local industries, specially small-scale ones, are exposed to stiff competition with developed countries without having the infrastructural facilities even remotely comparable to the latter. One has only to drive to any of the industrial areas in Gurgaon, Faridabad, Bahadurgarh, Sonepat or Panipat to have an idea about such facilities. The entry roads to the industrial zones are full of potholes, craters and dirt. Rain water keeps stagnating on roads even weeks after the rain. If a sewerage is blocked, it takes weeks, if not months, to unclog it aggravating the woes of road users. The common refrain of the authorities is that there are no funds, a claim which is not always true. Most of the time only the priorities are different. With the provisions of the WTO in operation, greater interaction and joint ventures between the local and foreign business homes are likely. But this neglect of infrastructural facilities by the authorities acts as a discouraging factor for the local industries. The Industrialists want that the government should give top priority to develop infrastructure like the roads, sewerage, power etc. They point out that agencies like the HSIDC and HUDA develop well-planned industrial areas which look attractive in the initial stages, but are totally neglected after some time. They cite the examples of Faridabad and Bahadurgarh to substantiate their point. Faridabad was known as the industrial hub of North India, but it is languishing today due to neglect by the successive governments. Similar is the condition of the Modern Industrial Estate of Bahadurgarh. All resources and attention are now diverted to wards developing new areas leaving the older ones neglected. The industrial associations argue that to attract investment, the state should project an investor-friendly image. |
Dangi’s case adjourned Ambala, June 2 On May 29, an application was moved by Mr Dangi’s counsel, Mr Chander Mohan Sehgal, for implementing the order of Special Judge, Rohtak, in which the judge had granted Mr Dangi permission to meet his relatives and have food from home. The Special Judge directed the jail superintendent to continue the facilities. In another case concerning Mr Dangi, hearing will take place in the court of the Chief Judicial Magistrate on June 4. |

transfers Red Cross secys Rohtak, June 2 In an unprecedented action, the Governor-cum-Chairman has transferred over six secretaries from one district to another unmindful of the fact that their service conditions, pay scales and minimum educational qualifications differ from district to district. The appointing authority for the post of Secretary, District Red Cross Society, is the Deputy Commissioner, who is also ex-officio Chairman of the district unit of the Indian Red Cross Society created under an Act of Parliament in 1920. The Governor of the state is ex-officio Chairman of the state unit. The District Red Cross Societies do not get any grant from the state government. They generate their own sources of income to run and manage day-to-day affairs and expenses. Their income comprises donations from the public, membership fee and income from its assets, if any. Approximately 30 per cent of its collections through donations and membership fees are paid to the state unit to enable it to manage its affairs. Surprisingly, the pay scales of secretaries differ from district to district. While the secretary of the Rohtak unit is placed in the pay scale of Rs 8000- Rs 13,5000 his counterpart at Kurukshetra, Ms
Wahi, is in the pay scale of Rs 10,000 — Rs 15500. Their counterpart at Fatehabad gets a consolidated salary of Rs 6500 per month. Similarly, the qualifications of the district secretaries differ from district to district. While some are postgraduates a few are graduates or even undergraduates with different terms and conditions of appointment. The style of functioning of each district unit differs from other similar units. As such, while some district units were hard-pressed for mobilising financial resources many have handsome income. The Rohtak district unit of the Red Cross Society has a bank balance of over Rs 80 lakh in the shape of fixed deposits besides creating assets worth over Rs 2.50 crore. The Rohtak unit has constructed a Red Cross Institute for mentally retarded children at a cost of Rs one crore and a 300-bedded three-storeyed dharamshala for attendants of patients admitted to the local PGIMS besides Red Cross Bhavan, vocational training centre, staff quarters at Rohtak and Jhajjar, Bal Bhavan and children’s library and a working women’s hostel. Wrong man freed on bail Sirsa, June 2 According to information received today, the authorities released Darshan Singh instead of Dwarak. Darshan Singh, who has been jailed under the NDPS Act was released whereas the bail orders were issued in the name of Dwarka of the local Ther mohalla in a murder case. When the authorities were releasing Darshan Singh he repeatedly told that he had not filed any bail petition. But the authorities ignoring his assertion completed the formalities and released him. An unpleasant confusion was created when family members of Dwarka reached the district jail to take him back. When relatives of Dwarka claimed that they had released a wrong person the police came to know about the blunder committed by them. Panic gripped the authorities who informed the higher officials and the police station concerned. Police personnels found Darshan Singh at his residence who returned to the jail. |

Gupta and Mr Prithivi Singh Battan, Chairman and member of the
consumer court respectively, had been suspended by the Haryana
Commissioner-Secretary Mr Dharamveer Singh. Meanwhile, the state
government has asked Mr Mehar Singh Malik, Chairman of the Karnal
District Consumer Grievances Redressal Court, to take additional
charge of the Kurukshetra district consumer court. It may be
recalled that both officials of the consumer court had registered
criminal cases against each other following a clash between the two in
the courtroom itself a few weeks ago. UNI |

HC allows filing of application without fee Chandigarh, June 2 Pronouncing the orders in the open court, the Bench, comprising Mr Justice G.S. Singhvi and Mr Justice Nirmal Singh, also directed the state of Haryana and the police authorities to “get a specific notice inserted in Hindi, English and Punjabi newspapers of June 3, 2001, indicating that the applications presented for registration will be accepted by the authorities concerned without insisting on the deposit of Rs 500 as fee”. The Bench, however, clarified that the “registration of applications of the candidates without fee would be provisional and subject to the final adjudication of the writ petition”. The Judges also allowed the petitioners to submit their applications for registration without paying the fee of Rs 500. Issuing notice of motion to the state of Haryana and other respondents, the Bench also asked the respondents to file the reply to the writ petition within four weeks with advance copy for counsel for the petitioners who would file replication within two days. The case will now come up for further hearing on July 9. |
Civic conditions suffer Faridabad, June 2 Although the state government has convened a meeting of the senior officials of the MCF at Haryana Bhawan in Delhi today to discuss the matter, the agitating employees
(safai workers) of the corporation and leaders of the Haryana Nagarpalika Karamchari Sangh have appealed to the Chief Minister, Mr Om Prakash Chautala, to reject the proposal of handling over the safai work to private agencies. But on the other hand, the MCF and other officials of the department concerned seem to be confident of getting the proposal approved by the state government. The corporation here had earlier decided to hand over some of the work, including cleanliness and running of tubewells (water supply), to private parties to ensure more efficiency. While tenders were floated for some work, the MCF contacted Sulabh International (A civic organisation) to allot it the work of cleanliness in eastern part (sectors) of the Mathura Road here. It is learnt that a proposal was prepared to hand over the safai work at a cost of Rs 25 lakh per month to Sulabh International. It was also claimed that it would help save Rs 5 lakh, as the corporation was paying Rs 30 lakh towards salary of the 1,519 employees retrenched recently. But the agitating employees are not prepared to accept this view. They claim that the proposal would not save more than Rs 4,000 per month as the removed safai karamcharis numbered only 1275 and their salary was just over Rs 25 lakh. Meanwhile, the civic and sanitary conditions in this town of 22 lakh people have started deteriorating. Except for some main roads, the cleaning work and removal of garbage has come to a near standstill. Complaints of residents regarding the problem have been rising, admitted an employee of the corporation. Blocking of drains and choking of sewers have also been reported from the NIT area and colonies like
Dabua, Jawahar Colony, SGM Nagar, Sanjay Colony, Old Faridabad, Ballabgarh and villages located in the MCF limits. Some workers of a private organisation deployed in some areas prior to the CM’s last visit are not visible now, commented a resident of Sector 16. No senior official of the MCF could be contacted in this regard. The Nagarpalika Karamchari Sangh and Sarva Karamchari Sangh, Haryana, have, meanwhile, announced to step up the agitation, if their demand was not met. |

tensions behind suicides Jhajjar, June 2 It may be recalled that a family of four, including a young couple and their two children, ended their lives by consuming poison last week. A similar case had occurred last year when a woman along with three children, including a nine-month infant, set herself ablaze in Kherka Gujjar village. Two persons have committed suicide in the past two days in Bahadurgarh town and Gwalison village. Yesterday, a family of five consumed poison in the town. Two children died in the incident. District police records clearly indicate the gravity of the situation. The records put the suicide toll at 224 for the year 1999 with 96 dying due to consumption of poison. As many as 22 more died in 2000, 96 by consuming poison, 41 set themselves ablaze, 42 drowned themselves while eight hanged themselves to death. In 59 more cases, other methods were adopted for suicide. In the current year, 106 such cases have been reported by the police till date — 47 died after taking poison, 16 died of burn injuries and seven by hanging. These mind-boggling figures demand serious consideration by the government. The SSP attributed such incidents to social tensions arising out of nuclear family system and waning tolerance. Mr K.S. Sangwan, Head, Sociology Department, Maharshi Dayanand University, Rohtak, cited other reasons like individualistic approach, frustration caused by unsatisfied needs and impact of mass media on society. He maintained that the ‘‘average Haryanavi usually is not ready to go outside for employment and prefers his state to another state, his district and his town in contrast to Punjabis who venture out. This causes the Haryanavis economic hardship.’’ Mr Sangwan said an imbalance in the sex ratio, diminishing control of parents over children and materialism were other reasons. Shrinking land-holdings on account of industrialisation in the region had added to the woes of the people. This had led to unemployment as people in this belt did not feel comfortable with any occupation other than agriculture. |

Youth gets life term for murder Rohtak, June 2 His younger brother Parveen (14), an accomplice in crime, is being tried separately by the juvenile court here. According to the prosecution, Jagpal, then a student, and his younger brother Parveen went on a motor cycle to the house of Dharamvir, a cable TV operator, on November 1, 1998, and asked him to install a cable wire at their residence in Rajender Nagar Colony. Dharamvir was standing in front of his newly constructed house with his father Daya Chand and other members of his family, when Jagpal and Praveen arrived to ask for a cable wire connection. Dharamvir told the two brothers that they had fixed the house-warming ceremony for November 4 and that he would install the wire after the function. Jagpal and Parveen allegedly insisted for the installation of the wire on that day itself and heated arguments followed. They fired at Dharamvir and his father with the licensed double barrelled gun of their father. Both Dharamvir and Daya Chand were taken to the local PGIMS, where doctors declared Dharamvir as brought dead. Daya Chand, who had sustained bullet injuries, was later discharged after treatment. Jagpal has being sentenced to rigorous imprisonment for life and fined Rs 2,000 for the offence under Section 302 and 34, IPC. In default of fine, he would undergo further rigorous imprisonment for six months, the order said. The judge further sentenced Jagpal to undergo rigorous imprisonment for seven years and to pay a fine of Rs 500 for an offence punishable under Section 307 and 34, IPC. The accused shall further undergo imprisonment for six months in default of payment of fine. Though the judge acquitted Jagpal of charges under Section 25 of the Arms Act, he awarded three years’ rigorous imprisonment and a fine of Rs 500 for an offence under Section 27 of the Arms Act. All substantive sentences would run concurrently, Mr Madan ordered. |

Court quashes acquittal order Rewari, June 2 The Additional Sessions Judge has termed the quashed order as wholly illegal and unlawful. Mr Dharam Vir Singh has now directed the CJM to proceed with the case afresh, from the stage prior to the discharge of the accused. The verdict has come in the wake of a revision petition which was initiated suo motu by Dr S.K. Kapur, the then Additional Sessions Judge, Rewari. It is noteworthy that the accused police officials were arrested in November, 2000, following the custodial deaths of Mrs Sita Agarwal and her teenaged daughter Sarika. A case on the charges of wrongful confinement, causing hurt and abetment of suicide under sections, 342, 323, 306, 34 of the IPC was registered against these officials. However, they were set free after the CJM had acquitted them on February 5. |

Nine acquitted
by court Sirsa, June 2 According to information received today, in a murder case lodged against Madan and Bedi on a complaint of the brother of Kalu Ram, the Additional District and Sessions Judge Mr Virender Singh, acquitted them in the absence of any eyewitness. In another case lodged in 1998 on a complaint of Ronak Ram of the local Bajigar mohalla against Mohan Lal postman, and five of his relatives for allegedly forcing Ronak Ram’s daughter to commit suicide the Additional District and Sessions Judge listened to the arguments from both side and on the basis of dying declaration given by the Sunita to Chief Judicial Magistrate acquitted six of them on the benefit of doubt. Another person held in a poppy smuggling case was also released on the benefit of doubt by the Additional District and Sessions Judge, Mr C.B. Jaglan. |
June to be observed as anti-malaria month Faridabad, June 2 At a meeting held here recently under the chairmanship of the Deputy Commissioner, Mr S.C. Jain, the group discussed the objectives of the programme and steps to be taken to control such an epidemic. While the task force discussed the causes of malaria and dengue it decided to adopt all possible methods of control, including biological and chemical besides reduction of the source itself. Removal of unwanted water gathered in small pools, cleaning of drains and nullahs, removal of weeds and garbage are the measures to be taken under the source reduction step. Besides spraying kerosene or diesel on water collection spots the health officials have been asked to spray insecticides. The help of local departments, including the Municipal Corporation, of Faridabad (MCF), the Education Department, Irrigation, PWD B and R, HUDA and Public Relations has been sought in this drive. The MCF has been asked to step up cleanliness of drains and nullahs and check leakage and seepage of waste water besides removal of garbage from residential areas. It is learnt that this decision follows reports about a large number of cases of water-borne diseases coming to light in the district. Hundreds of cases of diarrhoea, enteritis, typhoid and dysentry have been reported in the district in the past month. While the district authorities claim the number of patients suffering from water-borne diseases reporting to civil hospitals had declined this year and there was no outbreak of any disease so far. Residents of several villages, including those from Hathin subdivision, have complained of diarrhoea and typhoid fever. Alleging that there were no doctors and medicines available in several primary health care centres, they claim more than 24 persons suffering from these diseases, which includes many children, have died or are facing death. |

to have eco clubs in 100 schools Chandigarh, June 2 The Haryana Chief Minister, Mr Om Prakash
Chautala, who also holds the portfolio of Environment, said these
clubs would help in spreading the message of environmental awareness
and also carry out action-based programmes for protection and
improvement of environment. One lakh students from class VII to XII
would participate in these eco clubs and help in spreading the
environmental awareness programmes at the grass-root level. He said
seminars, discussions, lectures and popular talks would be organised
on specific environmental issues in schools. Various awareness camps
would also be organised through field visits to sites of environmental
importance including polluted and degraded sites, wildlife parks and
sanctuaries. Rallies, marches, human chains, street theatre, speeches
and debates would be held in public places such as railway stations,
bus stands, agricultural markets and other crowded public areas to
mobilise public opinion. The Chief Minister said June 5 would be
observed as World Environment Day throughout the state. This year the
theme of day was “Connect with the worldwide web of life”. The
objective was to connect people and to motivate them to express their
environmental way of living and thinking through the medium of sound
and culture. |
