New equations in Haryana Cong

New equations are emerging in the Haryana Congress with the onetime sworn political adversaries former Chief Minister Bhajan Lal and former HPCC chief Birender Singh joining hands after a long time. The new-found friendship between the two is likely to raise the hackles of HPCC chief Bhupinder Singh Hooda who once staunchly backed Mr Birender Singh against Mr Bhajan Lal when the latter was the Chief Minister in 1991.

Mr Birender Singh has been nominated to the Central Election Committee of the Congress, which has been revived after a gap of over 20 years. On the other hand, Mr Bhajan Lal is member of the Congress Working Committee and Leader of the Opposition in the Haryana Assembly. The two are now scheduled to appear together at a political function here next week.

Mr Birender Singh’s supporters are organising a civic reception for their leader here on June 3 following his nomination to the CEC and Mr Bhajan Lal is slated to preside over this function. Mr Bhajan Lal’s presence will be significant since he had earlier this month, refused to attend the Lalkar rally organised by Mr Hooda under the party banner.

Mr Birender Singh and Mr Bhajan Lal had thus far never seen eye to eye during their long political careers. This was more because of political considerations in the caste-ridden Haryana polity rather than personal or ideological differences. Mr Birender Singh is a Jat tracing his lineage to Sir Chhotu Ram. As against this Mr Bhajan Lal is a Bishnoi who, over the years, has emerged as a leader of the non-Jat communities in the state.

Mr Birender Singh has been member of the Bhajan Lal cabinet. However, even as a minister he lost no opportunity to air his differences with Mr Bhajan Lal publicly. After Mr Bhajan Lal became chief minister in 1991 pipping Mr Birender Singh to the post, the latter along with Mr Hooda, Dr Ram Parkash and Mr Shamsher Singh Surjewala raised the banner of revolt against the then Chief Minister, which led to his ouster from the Cabinet.

Mr Surjewala fell out with them along the way but Mr Birender Singh and Mr Hooda who are also distant relatives continued their campaign against Mr Bhajan Lal till Mr Hooda came to be head the HPCC. It was at this point that Mr Birender Singh found himself isolated in the party while Mr Hooda and Mr Bhajan Lal continued to be in the limelight mainly because of their mutual dislike.

Sources in the faction-ridden Haryana Congress say the Birender-Bhajan tie up could upset Mr Hooda’s applecart. This is because Mr Birender Singh with his new status as a CEC member could draw a sizeable chunk of the Jat following in the party to his own camp much to the chagrin of Mr Hooda. At the same time Mr Bhajan Lal could continue with his fight against Mr Hooda and thus retaining his non-Jat following while at the same time assuring himself of a foothold in Jat heartland courtesy Mr Birender Singh.

Together, they say, the duo could play a crucial role in influencing the party high command’s mind insofar as Haryana affairs are concerned as the two now occupy berths in the Congress’s two most important panels at the national level. In fact, the idea behind the June 3 reception here is to project the twosome as national level Congress leaders which in turn would project Mr Hooda as a mere regional satrap.

The development has aroused fresh interest among Haryana Congressmen in the party’s functioning. The young and not so young in the Haryana Congress who comprise Mr Birender Singh’s base in the party are especially excited by Mr Birender Singh’s nomination to the CEC. The veteran Jat leader has always maintained a good rapport with this section of the Congressmen.

He is now under pressure to resume his public outings and rallies beginning at the district level and culminating in a few major rallies all over the state. Sources close to him say that he could carve a niche for himself again if he took up the cause of the people on behalf of the Congress whose other leaders remain confined to politicking for personal political survival.

Chautala’s UP rallies fake: Ajit Singh

The ongoing row between the Haryana Chief Minister, Mr Om Prakash Chautala, and the Rashtriya Lok Dal (RLD) leader, Mr Ajit Singh, over RLD’s entry into the NDA hotted up today with Mr Ajit Singh expressing surprise at Mr Chautala’s attempts to block entry of the RLD into the BJP-led alliance.

“We are trying to work out an electoral alliance with the BJP in UP for which negotiations are taking place with senior leaders of the BJP. What Mr Chautala has got to do with it?” asked Mr Ajit Singh while talking to the TNS this morning from Delhi over telephone.

With the Assembly elections in UP approaching, the Haryana Chief Minister is trying to find a foothold for his party in western UP. He had addressed two public meetings at Meerut and Kosikala each in Mathura district in which he supported the demand of a separate state for the inhabitants of western UP. Mr Chautala is scheduled to address another public meeting at Muzaffarnagar on June 2. Leaders of the Kisan Sangharsh Samiti, a UP-based political outfit, are actively supporting Mr Chautala.

Mr Ajit Singh, however, claimed that Mr Chautala’s attempts to extend his influence in western UP would come to a naught. The RLD leader said that the late Mr Devi Lal had also tried to win over the Jat populace of the western UP after the death of his father, Chaudhary Charan Singh, but his efforts did not produce results.

The RLD leader also claimed that people of western UP also had reasons to be hostile to the Chief Minister as due to Haryana Government’s policy farmers of western UP were not getting sufficient water from the Eastern Yamuna canal.

Also, the Haryana Government did not allow the farmers of UP to sell sugarcane inside Haryana leading to resentment among them.

Mr Ajit Singh also alleged that people were brought from Haryana to swell the attendance at meetings addressed by Mr Chautala. Quoting a senior police officer of Mathura, the RLD leader alleged that 70 per cent of the people attending Mr Chautala’s rally at Kosikala in Mathura were from Haryana. Similarly, the infrastructure for Mr Chautala’s rally at Meerut were brought from Haryana, said Mr Ajit Singh.

Meanwhile, Mr Karan Singh Dalal, a known detractor of the Chief Minister, threatened to organise a rally in the Faridabad area to be addressed by Mr Ajit Singh as well as other political leaders opposed to Mr Chautala. Mr Dalal, who has roped in Ajit Singh as well as former MLA Partap Singh, one of Mr Chautala’s three brothers, for his Haryana Nirman Manch, said the rally would wake up Mr Chautala to his waning popularity in Haryana.

INLD not against Ajit Singh joining BJP

“If Ajit Singh joins the BJP INLD will not oppose”, according to the Haryana Chief Minister, and INLD chief Mr Om Prakash Chautala.

He was talking to the mediapersons at his residence here today after attending a meeting of his party MLAs and office-bearers.

Answering a question Mr Chautala said if Mr Ajit Singh join the NDA INLD might review its support to the NDA govt but if he join the BJP it was their internal matter.

Regarding filling the Rajya Sabha seat left vacant after the death of Ch. Devi Lal, Mr Chautala said in today’s party meeting he had been assigned the responsibility to nominate a candidate and he would decide in a day or two.

HISAR: Mr Pratap Singh, a former MLA and brother of the Chief Minister, Mr Om Prakash Chautala today said that Mr Chautala was likely to get himself elected to the Rajya Sabha to stall Mr Ajit Singh, from joining the NDA government at the Centre.

Addressing mediapersons here, he said Mr Chautala himself would contest the Rajya Sabha seat as INLD nominee and would elevate his son Mr Abhay Singh Chautala as his successor in Haryana.

Mr Pratap Singh said there was a great concern in the Chautala camp over the proposed induction of Mr Ajit Singh in the NDA. Mr Chautala wanted to prevent him from doing so at any cost as he was keen to project himself as the supreme leader of the Jat community in the country. He said that Mr Chautala wanted induction in the Vajpayee Cabinet only to sideline Mr Ajit Singh.

Mr Pratap Singh said he had learnt from family sources that this decision had already been taken by the Chautala family.

Reacting on Mr Chautala’s rallies in western UP, he said his brother was interfering in the politics of that area for petty political interests. There was a strong resentment among the farmers of western UP against Mr Chautala’s move to harm Mr Ajit Singh.

2000 cops inducted in Haryana police

More than 2000 constables were inducted into the Haryana Constabulary after the passing out parade held here today.

Mr M.S. Malik, Director-General of Police, presided over the function. The constables put up an impressive marchpast.

The DGP said the Haryana police had decided to launch an ambitious programme of making the entire constabulary computer-literate during the next two years.

He said all 38,000 constables, head constables, assistant sub-inspectors, sub-inspectors and inspectors would be made computer-literate.

He said basic training would include acclimatisation with the entire hardware and software of personal computers with hands-on experience on computers.

Steps are being taken to set up a computer training college at Madhuban. This would be in addition to the training centres imparting computer training at all four range levels at Ambala, Rohtak, Hisar and Gurgaon.

He said the course for training would be designed in accordance with the syllabus laid down by the Director, National Crime Records Bureau, Government of India, New Delhi.

Mr Malik said this training would enable the police force to record FIRs straightaway on computers and provide copies of the FIR free of cost to the complainant instantaneously.

In the first phase all 206 police stations in the state were being provided computers.

These computers would be connected with district, range and state police headquarters within the next one year. Funds for this computerisation were being provided under the centrally sponsored modernisation scheme.

He said the connectivity of police stations with district, range and police headquarters would enable instant flow of information at all levels. It was also being planned to provide this information including FIRs, on the website of the Haryana police to the public.

He said after the basic training the entire force would be trained in the prevention and detection of cyber crime, which till now, go undetected because of lack of computers and its training.

He said cyber crime courses and seminars for senior officers including inspectors and DSPs, were already being organised at the Police Training College, Karnal, besides running such courses at the range headquarters.

Mr Malik said with connectivity being established between the district, range and police headquarters the paper work would reduce considerably, as most of the data would be transferred on computers.

This would also reduce the load on the wireless system, thus making it more effective in maintaining law and order in the state. This inter-connectivity would also ensure secrecy of police communications, he added.

He said training would be classified in six groups — SPs to inspectors up to 45 years of age, SIs to constables graduates below 45 years of age, SIs to constables above 45 years and non-graduates and induction-level courses for head constables and constables in the Police Training College and range-level courses.

He said the Police Training College had been directed to prepare training material in Hindi and English by giving examples in manuals and workbooks relating to police working. The training methodology would lay emphasis on online hands-on training. It would be compulsory for the induction-level officers to pass the test. PTI

2 arrested as 3 die in wall collapse

Two senior management officials of a textile factory here have been arrested by the police in connection with the death of three workers.

The workers died when a storm accompanied by rain led to the collapse of a wall on the factory premises yesterday.

The SSP, Mr Ranbir Sharma, said at least five persons, including four directors and an engineer, of Luthra Textile Mills, located in Sector 27-A on the Mathura road have been booked for gross negligence leading to the death of three workers and causing injuries to several others.

He said while two of the accused, identified as Darshan Luthra and Inderveer Singh, had been arrested, the others, identified as Sipan Jutsi, Hitesh Pruthi and Dinesh Aggarwal, could not be arrested. A case under Sections 337, 338 and 304-A has been registered against them.

It is reported that three workers, identified as Rajkumar (40), Bablu (25) and Ramesh (28), were killed and 16 others got injured, two of them seriously, when the walls of a storeroom being constructed on the roof of a factory caved in and fell due to the impact of storm.

While workers who were attempting to rescue one of their fellow workers buried in the first collapse that occurred on the western side of the factory shed, another beam and wall being constructed on the eastern side fell on the workers when they came out. More than 15 workers got buried under the debris. The collapse took place at 7.30 p.m. when high velocity winds and rainfall hit the region.

While a majority of the injured have been admitted to Escorts Hospital one of the grievously injured, Umesh, has been shifted to Delhi. The injured include, Rambabu, Rameswar, Rajesh, Ram Sarup, Pradip, Krishan Kumar, Tej Bhan, Ashok, Dinesh, Ravinder, Vinod, Vipin, Umesh, Manik Chand and Rakesh. It is alleged that gross negligence and irregularities in safety precautions led to the incident. The factory has been closed down.

Case against dacoit, Jail Supdt

A case has been registered against five persons, including a dacoit and superintendent of the Bhiwani district jail. The dacoit, who was imprisoned for 25 years under the TADA Act was released on fake bail orders. The jail superintendent is absconding whereas the others have been arrested by the police.

Disclosing this, the Superintendent of Police, Dr Suman Manjri, told mediapersons at a press conference here today that Zile Singh, son of Dharm Singh of Basai (Gurgaon), was undergoing imprisonment in cases of dacoity and theft, including a big dacoity in the Zafarpur area in Delhi in which he was awarded jail for six years in 1993. A court had also awarded seven years’ jail term in a case of Jhajjar in 1991 and he was arrested under the TADA Act. he was undergoing 25 years’ imprisonment for all these four cases and was transferred from Rohtak jail to Bhiwani in 1996.

According to the police, he managed his impersonation on the basis of fake papers on July 29 last year from Bhiwani jail. An anonymous complaint was made to the Deputy Commissioner and the SP about these fake orders. The Deputy Commissioner ordered the SDM, Mr Y.C. Bhardwaj, to inquire into the matter.

Dr Manjri said, the covering letter which endorsed the release order was sent to the superintendent of the district jail by the Assistant Registrar (Criminal), Punjab and Haryana High Court. It was fake and the superintendent, Mr R.K. Gupta, and his subordinate staff released a notorious prisoner on the basis of a fake letter without checking its authenticity.

The SP added that the inquiry officer had charged jail superintendent R.K. Gupta, Deputy Superintendent (Jail) Sewa Singh, Deputy Assistant (Jail) Dharmbahadur, clerk Naresh Kumar and sewadar Anju Devi for conspiring in the case.

One more prisoner, Dhani Ram, son of Ami Lal, played an important role in this case. Dhani Ram is an expert in preparing fake release papers and is facing 50 such cases in different courts.

The police, on the basis of an inquiry report of the SDM, registered a case under Sections 420, 467, 468, 471, 120-B and 201 of the IPC today. The SP said the police arrested Zile Singh today after 10 months near the railway crossing here. Deputy Superintendent (Jail) Sewa Singh is posted at Narnaul. He was arrested today along with Dharmbahadur, Naresh Kumar and Anju Devi. Jail superintendent Gupta, who is absconding since the morning, has gone underground, apprehending arrest.

Sources said Zile Singh had met Dhani Ram at Rohtak jail and after their transfer to Bhiwani jail they had conspired for the release of Zile Singh.

The Health Department authorities and officers of the PWD (Public Health) continue to be at daggers drawn with each other over the reasons for the outbreak of typhoid in Tohana town in the district even as one more person died of typhoid in the General Hospital, Tohana, on Monday.

The victim, Leela Devi (16), a resident of nearby Guloli village had been brought to the hospital in the afternoon only. The death toll has risen to five.

The doctors attending on her said she was brought to the hospital in a precarious condition. Though no test could be conducted on her in the hospital, her family told this correspondent that the girl was suffering from typhoid fever for the past few days.

Even as the district administration has taken measures for combating the spread of enteric fever in the area, the Health Department and the PWD (Public Health) authorities here continue to be at loggerheads over the spread of enteric fever in the area. Senior officers from both departments are blaming each other for the failure.

The Health Department officers allege that contaminated water is being supplied in the town and there is leakage in supply pipes of the Public Health Department. On the other hand the authorities from the Public Health Department allege that the Health Department’s allegations are meant to cover up their own failure.

The Deputy Commissioner, Mr O.P. Indora, told this correspondent that teams comprising Public Health, Health Department and administrative officers had been set up to oversee the steps being taken to combat the disease. The teams had so far taken samples of potable water from 26 places. The situation was under control, he added.

Level crossing of despair

The level crossing near Hindu College here is becoming a nightmare for residents as it remains closed to vehicular traffic several times during the day.

A large number of trains pass through the city every 24 hours. At the level crossing, an average of four trains cross in an hour, every time necessitating the closure of the barriers. As road traffic has become heavy over the years, long queues of vehicles can usually be seen on either side of the level crossing. At times trains have to be stopped at the outer signals for five to 10 minutes to let the vehicles pass. This upsets the railway schedule.

A number of accidents have taken place at the level crossing as people often cross the railway line when the barriers are closed. The victims of such accidents are not paid any compensation because the Railways treats these as cases of trespass.

The barriers at the level crossing have been damaged many times by mischievous elements. Trains generally slow down at the crossing to avoid accidents.

According to the Haryana Roadways authorities, bus services to Gohana, Jind and beyond are adversely affected because of the frequent closure of the barriers.

The Railway authorities feel that road traffic in the area can be regulated if an underbridge or a flyover is constructed near the college.

Demolition: hand of influential persons seen

Leaders of various local political parties and social organisations condemned the demolition of houses of the Scheduled Castes and weaker sections at Intal Kalan village in the district.

After visiting the scene of the demolition, CPM leader Phool Singh Sheokand said yesterday that it appeared that wrong demarcation of land was the cause behind the demolition. The administration should have taken the affected persons into confidence before demolishing their houses he added.

He demanded adequate compensation for the affected. Mr Ved Pal, Kisan Sabha leader, and Mr Ramesh Chand, CITU leader, also criticised the government for this act.

Mr Mange Ram Gupta, former Haryana minister and MLA of Jind alleged that the houses were demolished at the instance of influential persons of the village.

Meanwhile, activists of the local unit of the Shiv Sena and various organisations of Scheduled Castes held a procession in protest against the demolition. They also submitted a memorandum to the Deputy Commissioner.

Gang of robbers busted

The district police has arrested four youths planning loot on the Jind-Panipat road, near Hansi Branch Canal bridge at Safidon town, in the district.

Stating this here today, Mr O.P. Singh, Superintendent of Police, said the arrested youths had been identified as Shamsher of Dahola village, Surender of Ram Nagar village. Vikram of Jind town and Satyawan of Kapro village. He said one of their accomplices managed to escape. He had been identified as Murari of Jind town, he added.

The SP said on a tip-off, a police party raided a building under construction at Safidon on the Jind-Panipat road where the youths were hiding. He said on seeing the police, they tried to run away but four of them were nabbed while the fifth youth managed to escape under the cover of darkness. The police seized two pistols and two cartridges from them. The police also recovered a stolen motorcycle from them.

Distribute TA, DA among poll staff: DC

The Haryana Government has released Rs 10 lakh for disbursement of TA and DA to the employees who performed duty during the panchayat elections in the district.

According to official sources, the Deputy Commissioner has taken a serious note of the non-distribution of the amount among the employees despite the fact that it was received in March.

The DC has ordered officials of the Panchayat Department to disburse the amount immediately.

Maharshi Dayanand University (MDU) will conduct the entrance test for admission to the LL.B (three years) on June 3 at the centres located in University College (Rohtak) and the Faculty of Laws. The entrance test for the integrated five-year law course of MDU National Law College, Gurgaon, will be held at Gurgaon in the college on June 3.

The university has dispatched admit-cards and roll numbers to all eligible candidates. Candidates who do not receive the same by tomorrow should collect these in person from the result -II branch of MDU during working hours on June 1 and June 2. The candidates must bring along a copy of attested passport size photograph. Classes of LL.B courses in the new session will commence from July 9.

The award will be presented by the Union Minister of State for Non-Conventional Energy Sources at the annual conference on renewable energy strategies to be held in New Delhi on June 1.

Haryana also won the second prize under the National Programme on Improved Chullah.

The main hall of the Municipal Council, Ambala City, was named as the Lala Murlidhar Hall on August 16, 1994.

Lala Murlidhar was born on May 30, 1848. He was considered the “grand old man of Punjab” and always remained a fore runner in the people’s movement of resistance to the imperialists.

He was instrumental in founding the Indian National Congress in 1885. He renounced his title of Rai Saheb and surrendered the medal of Kaisar-I-Hind, sanads and badges in protest against the oppressive regime. He organised lawyers, set up social organisations and remained associated with the Municipal Committee since 1884.

A symbol of communal amity and creative work, Lala Murlidhar served the people of Ambala during famines, droughts and other odds. He died on April 25, 1922.

The Deputy Commissioner of Ambala, Mr D.D. Gautam, said the repairs of Lala Murlidhar Hall would be carried out in due course of time. “Since the matter has been brought to my notice, I will issue necessary instructions for the upkeep and maintenance of Lala Murlidhar Hall”, he said.

The President of the Municipal Council, Ambala City, Mr Rajendra Guddu, said that he would try and get the hall repaired. “We will look after the hall,” he said.

A municipal councillor said: “I am not aware whether any programmes are going to be held tomorrow on the occasion of the birth anniversery of Lala Murlidhar. Not only Lala Murlidhar’s contribution seems to have been forgotten, the hall named after him is also lying in a state of neglect.”

Man shot dead by relative

The son of former chairman of milk plant was shot dead allegedly by his relative and neighbourer in Kanganpur village in the district.

According to information received here today, Amrik Singh, son of Gurmukh Singh of Kanganpur village in the district was shot dead allegedly with a .315 bore gun by his relative.

It is reported that his relative, who allegedly nurtured an ill-will against Gurmukh Singh, had abused Gurmukh Singh’s sons and threatened to kill them. Amrik Singh and his brother Prem Singh lodged a complaint with the police. However, while they were returning home, Amrik Singh was shot at allegedly by the relative. Amrik Singh, who received a bullet injury in the stomach was taken to the local Civil Hospital from where he was referred to CMC, Ludhiana, but he died on the way. The relative, along with his wife and son, is reportedly absconding.

According to a police spokesman, a case has been registered under Sections 307/34 of the IPC against the relative, his wife and son. Section 302 of the IPC was added after the death of Amrik Singh.

Housing society head sentenced

Mr Shushil Grover, President, Sonepat District Consumer Forum, yesterday awarded two years’ rigorous imprisonment with a fine of Rs 10,000 to S.K. Miglani, president of the Sidharth Cooperative Housing Building Society, Sonepat, on a charge of violating the orders of the forum.

The forum president also ordered that the accused would have to further undergo a six-month rigorous imprisonment if he failed to pay the fine. He asked Ajit Jhamb, who had given surety for the accused, to appear before the court on July 16 as the latter had violated the surety conditions.

According to the prosecution, a woman from Dimapur (Nagaland) had filed a complaint about non-allotment of plots by the society. The forum president had directed the accused to allot a plot to her and pay interest on the advance sum.

Housing board to auction booths

The Haryana Housing Board will auction built-up shopping booths and shop-cum-flats at Bhiwani, Rohtak, Bahadurgarh and Gurgaon from June 27 to 30, according to a board spokesman.

The Haryana Urban Development Authority will auction freehold commercial sites at Faridabad on June 8.

Youth held for damaging idols in 3 temples

The police has arrested a youth for damaging idols in three temples at Hodal town in the district.

Ashok Kumar, a resident of Rajoda Mukhaina village, was nabbed from a spot following information by the local residents. The suspect had been posing as ‘Lord Shiva’ and behaving in suspicious manner.

The SSP, Mr Ranbir Sharma, said on interrogation, the accused had admitted to have broken the idols on Monday night. He told the police that he was unemployed and it was out of frustration that he did the act. According to some local residents, the youth had lost his mental balance and had been roaming aimlessly in the town.

Family consumes poison, 3 die

In a ghastly incident, a couple and their three children consumed poison near Dilly Gate area here today. While two children and their father died, the other family members are struggling for life at the PGI, Rohtak.

According to the police, Madan (28) and his wife Nirmala (26) attempted suicide by consuming poison along with their children Anil (6) Sunil (5) and a five-month-old Poonam at 3.40 a.m. today. While Madan, Anil and Sunil died, the others were rushed to the PGI at Rohtak, where their condition was stated to be critical.

Police sources said economic hardship was the likely reason for this extreme step.
