Double-murder case: four booked
Ambala, June 5
The police has registered a case against four persons in the Segta double-murder case in which two villagers were shot dead on Monday evening by some assailants Two of the relatives of the deceased who sustained bullet and sword injuries are admitted in local Civil Hospital and their condition is stated to be stable.

Boy’s death: one more held
Kurukshetra, June 5
The local police claims to have succeeded in arresting the third boy responsible for pushing two minor boys into a ditch from a height of 15 metre near Sheikh Chehli’s Tomb here on June 2 last. One of them died in the incident.

The small-scale industry in India, the backbone of economy, is facing an acute crisis due to globalisation and open market in the post-WTO era, Dr R.K. Chauhan, Vice-Chancellor, Guru Jambheshwar University, said here today. He was inaugurating the first refresher course in Management.

Dr Chauhan said developed countries were not addressing the problems of developing countries. Hence, most developing countries of Asia suffered from poverty, illiteracy, malnutrition and undergrowth. Today multinational companies’ products were readily available in the Indian market. This would wipe out domestic markets in these countries.

He said information technology had changed our lives completely. Rapid developments in IT had brought about drastic changes in our perception. Advances in the digital network, the Internet and satellite communication during the past two decades had promoted communication at a mindboggling speed. But the benefits of the IT revolution would mean nothing if domestic industry, especially the small-scale sector, was not protected from the foreign onslaught.

He further emphasised that all functional areas of management, including finance, personnel, production and marketing, were changing in the context of globalisation. This had put additional responsibilities on teachers. He hoped that participants in this refresher course would deliberate on these emerging issues and the teachers would be better informed and more competent to handle their classes.

In his address, Mr H. L. Verma, Pro-Vice-Chancellor, said the government was not paying due attention to higher education. Since competition had increased, education had become highly demanding and challenging. Job-seekers were increasing but job opportunities were on the decline. In such conditions, effective management played a vital role in solving these problems.

He said India had not developed any model or theory of management. “Thus, we purely depend on the models and theories of developed countries which do not suit our management requirements. We have to create our own management models according to our social, cultural, political and economical needs,” he said.

In his keynote address, Mr Prern Kumar, Professor of eminence from the Punjabi University Regional Centre, Talwandi Sabo, said opportunities had increased but the ability to use these was a major challenge for the teaching community. Society was divided into two categories - the “knowledge-rich and knowledge-poor”. This paradox had to be removed for sustainable development in the field of management. He emphasised the need for proper training and guidance to management students according to the present-day needs.

Mr M.S. Turan, Chairman of Business Administration Department and coordinator of this refresher course, said 40 participants from various universities, colleges, management institutes and industry were taking part in the refresher course.

Schools to have eco-clubs: Chautala

Chandigarh, June 5
The Haryana Governor, Babu Parmanand, and the Chief Minister, Mr Om Prakash Chautala, today urged the people to launch a movement to plant more saplings so as to make the environment pollution free.

The Governor and his wife, Mrs Sudesh Kumari, planted saplings of neem and chhatim (alstonia scholaris) at a function organised at the Haryana Raj Bhavan here today to mark World Environment Day.

The Governor stressed the need for sensitising the teachers, students, panches, sarpanches and the people about the significance of planting saplings and their maintenance.

The Chief Minister said a target had been fixed to plant about one crore saplings in the state during the current financial year. It had been decided to set up eco-clubs in 100 schools in each district so as to make students aware of clean environment.

PANIPAT: World Environment Day was jointly observed by the Pollution Control Board, the Forest Department, National Fertilisers Limited (NFL) and the Panipat Oil Refinery at Hotel Gold here on Tuesday.

Inaugurating the function, Additional Deputy Commissioner Suprabha Dahiya said such a public awareness programme should have been held at a public place where maximum number of people could have participated.

The ADC stressed the need for making the people environment conscious. Residents should form committees at ward and colony levels to keep their surroundings clean, she added.

The Sub Divisional Magistrate, Mr B.S. Hooda, said the government had planned to shift all dyeing units at one place in order to overcome the growing problem of the contamination of sub-soil water due to the release of polluted water by these units.

ROHTAK: World Environment Day was celebrated with fervour at Maharshi Dayanand University here on Tuesday. Pro Vice-Chancellor, Mr J.K. Sharma, inaugurated an environment conservation programme on the Indira Gandhi Vidya Bhawan campus.

Employees of various offices located at the bhawan building participated in the programme by uprooting congress grass.

YAMUNANAGAR: World Environment Day was jointly observed by the District Environment Committee, the Society of Environment Management and the Bio Research and Pollution Control Board at Guru Nanak Khalsa College here on Tuesday. More than two hundred saplings were planted on the occasion.

Mr Rajeev Sharma, Deputy Commissioner, delivered a keynote address and stressed the need for a clean and pollution free environment.

AMBALA: The non-existence of effective legislation and the lack of consciousness for the protection of environment in India are leading to depletion of natural resources and environmental degradation in the country.

This was the consensus arrived at a state-level seminar on the occasion of “World Environment Day” organised by Kurukshetra University at a local college here on Tuesday. Mrs Anuradha Gupta, state Higher Education Commissioner, was the chief guest.

GURGAON: The Haryana Government will set up “eco-clubs” in all districts of the state. This was disclosed to TNS on Tuesday by the Director of Environment, Haryana, Mr Sarban Singh, at a function on the occasion of World Environment Day.

The government would set up 100 eco-clubs in schools in each district. Every school would have one club, he added.

KAITHAL: World Environment Day was observed here on Tuesday with much enthusiasm. The Deputy Commissioner, Mr Fateh Singh Dagar, planted a sapling on the Panchayat Bhavan premises on the occasion.

Mr A.S. Chawla, SP, flagged off a ‘prabhat pheri’ of students from various schools, members of the Nehru Yuvak Kendra and the Sarvdeshik Arya Yuvak Parishad.

The prabhat pheri later reached the Panchayat Bhavan where the Additional Deputy Commissioner, Mr J.P.S. Dahiya, presided over a function organised on the occasion.

Officer cremated with honours

Rohtak, June 5
The mortal remains of BSF Commandant Rajinder Singh Ahlawat (36) were confined to flames with full state honours at his native village Kharkhara today.

Mr Ahlawat, CO, 41st Bn, BSF, was killed during cordon and search operations at Ichoo village, near Kokarnag area in Anantnag (Kashmir) in the wee hours yesterday.

Wrapped in the Tricolour, the body of the brave soldier was brought by air to Palam last evening. It was brought to his house in Preet Vihar here this morning and later to his native village Kharkhara near Meham.

Almost every resident of the village was present when the body arrived at the ancestral house of the Ahlawats in a BSF truck escorted by DIG (HQ) S. Thangappa and Commandant G.S. Oberoi. The Deputy Commissioner, Mr Anil Malik, and the Senior Superintendent of Police, Mr A.S. Ahlawat, were present.

The village panchayat met in the morning today and resolved to allocate half-an-acre of panchayat land for cremating the body and raising a memorial in honour of the valiant soldier. The Sub-Divisional Magistrate, Meham, said any decision by a village panchayat was obligatory under law.

Contingents of the BSF and the Haryana Police reversed their arms and sounded the last post when the nine-year-old Anmol, the eldest son of Commandant Ahlawat lit the pyre amid slogans of ‘Rajinder Singh Ahlawat — amar rahe’.

Breaking centuries-old tradition, women of the village joined men at the cremation ground to bid farewell to the brave son who sacrificed his life while fighting militants in the Kashmir valley. Many villagers especially women, were seen wailing when Anmol lit the pyre of his father.

Capt Inder Singh, MP, Mr Balbir Singh, alias Bali Pehalwan, MLA, Mr Manphool Singh, former Speaker and HVP leader, Mr Ram Chander Jangra, general secretary, HVP, Mr Ranbir Singh, former minister and ex-member, Constituent Assembly and Mr Dharam Pal, Chairman, Zila Parishad, were among those who paid respects to the departed soldier.

The Haryana unit of the CPM said the killing of personnel of the BSF and the Army and civilians in Kashmir was the result of the “directionless” policy of the NDA government.

The state secretary, Mr Inderjit Singh, said a large number of martyrs belonged to Haryana and the impact of the loss of lives on their families was unimaginable. The Kashmir problem could not be solved through military action alone, he said.

Paying tribute to the bravery, valour and dedication of the gallant officer, Maj-Gen B.S. Suhag (retd), Vice-Chancellor, Maharshi Dayanand University, said the supreme sacrifice of the officer had made the state of Haryana and the nation proud.

Pro-Vice-Chancellor J.K. Sharma, Registrar S.P.S. Dahiya and PRO S.S. Panwar expressed sympathies with the bereaved family.

Base plan on WTO implications: panel

The Union Planning Commission has urged the Haryana Government to draw up a strategy for the 10th Five Year Plan, particularly in the wake of implications of the WTO.

This was stated here today by Mr M.D. Asthana, Principal Adviser, Agriculture, in the commission, at an interaction with senior state government officers, progressive farmers and representatives of agro-based industries and institutions. He invited the participants to give suggestions which would help ward off the ill-effects of the WTO, particularly in the context to Haryana agriculture.

During the meeting, various problems relating to the agricultural sector were identified and the opinions of the representatives sought.

Mr Asthana congratulated the Agriculture Department on its implementing resource technologies, which included zero tillage technology for wheat production.

The Haryana Financial Commissioner and Secretary, Agriculture, Mr Naseem Ahmad, said priority should be given to effective water management, power and infrastructure for overall rural development.

The Haryana Director, Agriculture, and Joint Secretary, WTO, Mr Rajeev Arora, laid stress on the drawing up of a plan for the diversification of agriculture for effective soil conservation and providing additional income to farmers.

Drive to check plying of illegal tourist buses

In order to check the plying of illegal tourist buses in the state, a special campaign has been launched by the Haryana Prohibition, Excise and Taxation Department. A spokesman of the department said many private bus operators were misusing the incentive announced by the Union Government for the promotion of tourist activities. It had come to the notice of the department that many operators were plying their buses in the name of promotion of tourism whereas they were only taking passengers from one place to another.

The department conducted raids on Saturday last by setting up four checkposts between Sonepat and Ambala. During the raids 60 buses were found plying illegally carrying passengers for Delhi, Jalandhar, Ludhiana, Amritsar and Dharamsala on private visits while showing that they were on tourist visits. An amount of Rs 1.50 lakh was recovered as fine from certain bus operators while others were challaned and issued notices.

Cinema owners hail decision

The Haryana Cinema Owners Association has hailed the recent decision of Haryana Chief Minister Om Prakash Chautala of reducing the rate of entertainment tax from 125 per cent to 50 per cent and abolishing the cinematograph show tax (CST) which was 9 per cent earlier.

In a press statement issued by the state unit president of the association Mr Sohan Lal Punani, here today, said cinema owners had been suffering losses for the past many years.

He said the government income in the shape of taxes had come down during the past few years. It came down from Rs 14 crore to Rs 13 crore in 1999-2000 and Rs 9 crore during 2000-2001.

Regarding the government permission to allow cinema owners to fix the rate of admission and exemption from affixing the stamps on cinema tickets, Mr Punani clarified that the ticket rates would be fixed on the basis of the demands and supply of films. The government entertainment tax on the basis of 50 per cent of total sold tickets would be deposited every week in the government treasury under the direct supervision of the Deputy Exice and Taxation Commissioners of the districts, he added.

Inter-school competitions mark

A rally over 300 students was jointly flagged off today by the Assistant Commissioner of Parwanoo, Mr Sanjay Sharma, and the DSP, Mr Sanjeev Lakhanpal to mark the celebration of World Environment Day. The president of Parwanoo MC, Ms Meenakshi Sharma, and principal of Eicher School, Parwanoo, Ms Shalini Kashyap were also present on the occasion. This rally was jointly organised by Eicher School, Parwanoo, and the HP Pollution Control Board, Parwanoo.

Earlier, on the eve of World Environment Day various inter-school competitions were held in Eicher School. The prizes were given away to the winners by Mr Sanjay Sharma, Mr Sanjeev Lakhanpal, and Ms Meenakshi Sharma at a function held at Assistant Commissioner’s office.

School children, accompanied by their teachers, carrying placards and shouting slogans, marched through the streets of Parwanoo. A street play titled “Karaha uthi Zindegi” was put up by children of Eicher School Sector 1, Parwanoo. Their aim was to draw public attention towards growing more trees, saying no to polythene bags, decreasing air and noise pollution and keeping the environment pollution-free.

Later, students of Eicher School, accompanied by their teachers, personally visited various factories in Parwanoo region and handed over their appeal to save the environment.

Results of the inter-school competitions organised by the HP Pollution Control Board and Eicher School, Parwanoo, are as follows: poster making competition: (Classes — KG to IInd) Sonia (Ist), Dikshit (IInd), and Shubham Goel (IIIrd); (classes IIIrd to Vth): Neha Verma (Ist), Anshu (IInd) and Harleen Kaur (IIIrd); (Classes VIth to Xth): Samridhi (Ist), Vaishali Gautam (IInd) and Sapna (IIIrd).

Quiz competition: Radhika, Priyanka, Vivek and Payal of Eicher School (Ist); Vinay, Neha, Monica and Rhythm of Eicher School, and Sanjay, Reena, Madhu and Shilpa of Government Senior Secondary School.

Debate competition: Payal Sharma (Ist), Gitika Arora (IInd) and Pallavi (IIIrd).

212 schools come under ZP chief

The Deputy Commissioner, Mr Anil Malik, handed over the charge of 240 primary schools in the district to the Chairman, Zila Parishad, and the municipalities of Rohtak and Meham yesterday.

According to official sources, 212 schools have been given to the Chairman, Zila Parishad, and 26 and two schools to the municipalities of Rohtak and Meham, respectively.

The Deputy Commissioner has directed the authorities of the Zila Parishad and the municipalities to take over the charge of the schools before they reopen after the summer vacation to ensure their smooth functioning.

Further remand for Vinod Marya

Fatehabad, June 5
The Judicial Magistrate Tohana, Mr C.L. Mohal, has further remanded former Haryana minister Vinod Marya in judicial custody for 14 days in a case related to allegedly accepting bribe from a youth for getting him recruited as Constable. He was earlier remanded in judicial custody for 14 days on May 22 and was admitted to Postgraduate Institute of Medical Sciences, Rohtak, on the advice of doctors.

Mr Suresh Kumar, a resident of Mirzapur village in Hisar district, had made a complaint with the police alleging that the former minister demanded and received of Rs 1 lakh as bribe from him for getting him recruited to the state police as Constable. When his name did not appear in the list of successful candidates, Mr Marya allegedly gave him two cheques for Rs 50,000 each as refund of the bribe amount but the cheques bounced. The police had booked the former minister under Section 420 of the IPC and Sections 3 and 17 of the Prevention of Corruption Act.

Petition on plots dismissed

A petition filed by commission agents of Barwala village in Hisar district, seeking the allotment of plots, has been dismissed by Mr Justice Jawahar Lal Gupta and Ms Justice Bakhshish Kaur of the High Court.

In their petition against the State of Haryana, Mr Khem Chand Bhagwan Dass and others had earlier sought directions to the respondents for allotting them plots in New Vegetable Market at Barwala at “1996 rates”.

Double-murder case: four booked

The police has registered a case against four persons in the Segta double-murder case in which two villagers were shot dead on Monday evening by some assailants Two of the relatives of the deceased who sustained bullet and sword injuries are admitted in local Civil Hospital and their condition is stated to be stable. The assailants against whom the case was registered include Balkar, Guljar and Jagdeep.

Meanwhile, relatives of the deceased and a few BSP leaders are demanding the inclusion of one more name in the FIR registered by the police in this case. It is not learnt whether the fifth name was included in the FIR.

The post-mortem of the deceased was conducted by a team of doctors and the viscera was sent to state laboratory for chemical analysis. The bodies were later handed over to the relatives of the deceased whom they transported to Segta village.

The police authorities are not confirming the arrest of the accused.

Boy’s death: one more held

The local police claims to have succeeded in arresting the third boy responsible for pushing two minor boys into a ditch from a height of 15 metre near Sheikh Chehli’s Tomb here on June 2 last. One of them died in the incident.

Confirming this late at night here today, the district police chief, Mr Desraj Singh, said the minor boy who had been arrested under Section 304 of the IPC had been identified as Sheru (11) of Rajpoot Basti near Sheikh Chehli’s Tomb.

Sheru confessed to having pushed Abhishek and Deepak Verma into the ditch. Abhishek died due to dehydration. Abhishek was the grandson of Mr Radha Krishan, Municipal Councillor.
