Dehradun, October 1 While the sky was clear in the morning, it turned cloudy by the evening. Rain that started around 4 pm continued for more than an hour. The higher reaches of the state witnessed rain coupled with hail. Residents complained of prolonged power cuts and traffic jams were witnessed at major inter-crossings in
Dehradun. The Dehradun Meteorological Centre has forecast partly cloudy sky in Dehradun and light to moderate rainfall in the higher reaches of the state.
Anand Sharma, Director of the Dehradun Meteorological Centre, said the weather would remain sunny on Thursday and slight possibility of rain could take place in higher areas of the Dehradun district. He said light to moderate rainfall may be experienced in higher areas of the state. The department has issued no warning for any parts of the state. |

Day of elder persons celebrated by HelpAge
Dehradun, October 1 The walkathon was flagged off from Shivaji Dharamshala by Mayor Vinod Chamoli. On this occasion, state head (Uttarakhand), HelpAge India, Dr Aapga Singh, read the written message of the Central Minister of Social Justice and Empowerment, which focused on the importance of International Day of the Elderly and emphasised on the importance of ‘Swachchh Bharat Abhiyan’. The walkathon was lead by centenarians, Siddha, 110, from Majri village, Bhagwanta Devi, 106, resident of Prem Dham Old Age Home and Rajendra, 103, resident of Prem Dham Old Age Home, in an open and decorated jeep. There were around 500 participants of different age groups, including students of GRD Academy (Lalpul), Lovedale Academy (Subhash Nagar), CNI Boys (Paltan Bazar), Government Girls Inter College (Lakhibagh) and SGRR (Vasant Vihar), office-bearers and members of various senior citizen associations of Dehradun, members of elders’ self-help groups, individuals and volunteers etc. Students made the public aware through slogans such as ‘Kahte hain sab ved puran, karo buzurgon ka samman’, ‘Hamari sanskriti ki hai pehchan, buzurgon ki suraksha aur samman’, ‘Get active, stay active’, ‘Cleanliness is next to Godliness’ and ‘Hamari shaan, Swachchh Bharat Abhiyan’. The walkathon concluded at GRD Academy, with cultural presentations by the children and senior citizens. A play titled ‘Swarag and Narak’ was presented by Aayushi and group under the direction of Dr Arpita Singh. Another play titled ‘Neki kar dariya me daal’, presented by Aishwarya and group of GRD Academy threw light on today’s problem of migration loneliness encountered by the elderly. On the occasion, Manjuri Saxena and KL Ahuja presented songs and bhajans. Rohtas Kumar Goyal, resident of Prem Dham old age home, gave a talk on stress management. HelpAge India SAVE Anthem was sung by girls of GRD Academy. The programme concluded with a HelpAge India SAVE pledge and a signature campaign by school students and children. The SAVE pledge was administered across 23,500 schools of Government of Uttarakhand (including aided schools), where more than 9.7 lakh students took the pledge. International Day for the Elderly celebrated The Young Women’s Christian Association (YWCA), Dehradun, celebrated International Day for the Elderly here today. Chief guest Juhi Mehta on the occasion reiterated YWCA’s commitment for welfare and uplift of women and elderly people in society. She said the day was celebrated every year to raise awareness about issues affecting elderly people in society. She said the day not only symbolised society’s resolve to check elderly persons’ abuse, but also aimed to appreciate the contribution of elderly to the society. Senior Citizens in Suryalok Colony oppose commercial activities
Dehradun, October 1 Led by president of the society, Padmashree awardee Avdhesh Kaushal, the residents, who staged a protest meeting, demanded reconstruction of roads in the locality. The roads, they said, had not been repaired for the last more than 8 years. “The condition of the roads is so pathetic that these are full of potholes. Their condition gets even worse during the rainy season as the water blocks the pavement,” 90-year-old NC Marwah alleged. The residents alleged large-scale commercial activity in the locality. “Lots of illegal complexes have come up in the locality. These cause parking problems and great inconvenience to senior citizens. This poses increased risk to security and safety of the residents,” Marwah pointed out. Avdhesh Kaushal, president of the society, urged the authorities concerned to start the repair work immediately, or residents who are above 65 years of age would sit on indefinite dharna and approach the law court. |

Dehradun, October 1 The activists gathered at the war memorial to register their protest here. The founder of the samiti, BL Sakhlani, started his two-day hunger strike, and demanded from the state government construction of a museum for statehood activists. He said a memorandum highlighting their demand, which is construction of a museum, was submitted to public representatives many times, but the state government is yet to take effective steps to address their grievances. Mahar adamant on holding protest
Pithoragarh, October 1 He said he would start an agitation after bilateral talks between him and Uttarakhand Chief Minister Harish Rawat’s representative, Vidhan Sabha Speaker Govind Singh Kunjwal had ended without reaching any fruitful conclusion here yesterday. Alleging apathy on the part of Congress-led state government, Mahar said that the memorandum was given many times to the CM, but the state government is yet to take effective steps to sanction development-related works in Pithoragarh state Assembly constituency. He demanded construction of base hospital, government engineering college and drinking water schemes for Pithoragarh city. Mahar lamented that the constituency lacked basic amenities like road, potable water, medical and health centres and the situation is worse in higher reaches in the district. After assuring that Mahar’s demands would be fulfilled on priority, Kunjwal said that proof highlighting that his demands were fulfilled would be given to him. He said that principal secretaries of respective government departments were instructed to complete all pending projects. |

He directed the DSO to conduct surprise checks on the ration shops in the town to curb the black marketing. He also directed the executive officer of the Municipal Council to repair and maintain hygiene and cleanliness in the public toilets of the town. Residents also complained that several hotels open their sewage lines during heavy rains at the Camels Back Road resulting in contaminated drinking water from pumping station at
Bhilaru. Ganesh Joshi directed officials from the MDDA, Jal Santhan, Municipal Council to form a joint team and take punitive action against hotels indulging in such activities after thorough investigation. He also said that a grant of Rs 80 lakh given to Mussoorie Post Graduate (MPG) College had been misused and the account was not maintained properly by the management. Principal of MPG College Sudhir Gairola refuted the charges and said every penny had been utilised and the work done was well documented.

St Jude’s School initiates cleanliness drive
Dehradun, October 1 Parents and children donated rice, pulses, sugar, spices and blankets for people in dire need of help. During the initiative, the areas targeted were ‘Touching Lives’ in Tapovan Enclave and ‘Leprosy Colony’ at Rest Camp. Two teams of teachers accompanied by students distributed goods collected over the past four months to the needy. To take part in Clean India Campaign, school students made posters and banners with powerful slogans. These were made to help make Doonites aware of the importance of cleanliness. These posters will be put up at the ISBT and areas around the school on October 2.

Unison World School team back after 15-day visit to UK
Dehradun, October 1 This year a delegation of 15 students accompanied by two members of the staff of the Unison World School visited United Kingdom based St. Francis College for the exchange programme. The students of both schools attended many lessons to gain hands-on experience of each other’s teaching methodology and curriculum. Various informative and interesting workshops on cooking, science and many other things were organised for the visitors. The students also conducted many workshops for their fellow students on Mahatma Gandhi, Hindi and cooking Indian cuisines. They learnt to adapt to an unknown environment and exchanged information with the students of St. Francis College. According to the management of Unison World School, during their stay, the students visited interesting and important places in United Kingdom. Their visit to Warner Brothers Studios, Leavesden, to watch Harry Potter’s studio was very fascinating. Moreover, they visited Brighton to see the Royal Pavilion and Brighton Pier. In the Royal Opera House they witnessed ‘The Royal Ballet,’ an acclaimed tragic ballet of Kenneth MacMillan. The staff and students of Unison World School celebrated the harvest festival with the staff and students of St. Francis College and organised a cultural show for them. They presented many contemporary dance forms and musical compositions on stage. According to the students who came back after their 15-day visit, the international exchange programme was an enriching experience which stimulated creative ideas and enhanced relationships and strengthened multicultural understanding among students and teachers. |

sansthan, and purchased seeds and equipment. “We also released our newsletter Krishi
Drapan, agriculture calendar for coming crop year and new varieties of maize and wheat suitable for local conditions,” said Dr JC

Drive deferred after two hours; police to educate people first
Dehradun, October 1 “We found during the two-hour drive against the violators that there is still a lack of awareness about the introduction of the new rule and people have complained to us that they were not aware about this compulsory wearing of helmets for pillion riders rule,” SP, Traffic, Pradeep Rai told The Tribune. The traffic police are planning to carry out the awareness campaign for the next three days in the city. Notably, the police carried out a two-hour drive against flouting the new rule in the morning and even issued challans to over 200 riders but in the afternoon, on the directions of senior police officers, Dehradun traffic police stopped issuing challans. A traffic police official told The Tribune: “We got directions from our senior police officials on Wednesday afternoon that first we must educate the people about the new rule and then implement it.” It is to be noted that Dehradun traffic police decided to introduce the rule of compulsory helmet wearing for pillion riders from October 1 after receiving flak from the Nainital High Court on the issue. |

Money laundering case against Balkrishan closed
New Delhi, October 1 The agency had registered a case under the Prevention of Money Laundering Act (PMLA) against Balkrishan in 2012 on charges of alleged laundering of funds on account of travel and investments made abroad using a purportedly forged passport. The ED case was based on an earlier CBI FIR which alleged that Balkrishna had violated rules of the Passport Act and forged his documents. “The ED found that there was no evidence vis-a-vis charges of money laundering against Balkrishan. The agency’s office in Dehradun has filed a closure in the case,” said an official. The agency suspected that Balkrishan, who has been looking after various trusts run by Ramdev for a long time, could have parked the alleged laundered money abroad using the forged passport as claimed by the CBI. Sources said the financial documents and information gathered by the ED in this case do not show any wrongdoing on part of Balkrishan or illegal investments made by him and hence he was given the clean chit. The CBI had registered a case of cheating and criminal conspiracy against Balkrishan on July 23, 2011, for allegedly procuring fake degree and violating Section 12 of the Indian Passport Act by furnishing fake and forged high school and graduation certificates to the passport authorities for obtaining the document. — PTI |

New districts’ creation continues to keep politicians engaged
Dehradun, October 1 In 2011, a few months before the Assembly polls, the then Chief Minister Dr Ramesh Pokhriyal Nishank had announced creation of new districts comprising
Kotdwar, Yamunotri, Didihaat and Ranikhet, hoping to secure a few political brownie points. But in May 2012, after the Congress government came to power, the government order was cancelled, and instead, District Reorganisation Commission was set up to examine the financial, administrative and geographical aspects before creating the new districts. But since the creation of the commission, not a single meeting has been held. “The commission was given six months to come up with its suggestions, but two years have passed and nothing has come about,” said former BJP chief BS
Chuphal. Just after winning the 2012 Assembly polls, the Congress government under former Chief Minister Vijay Bahuguna cancelled the government order issued by the erstwhile BJP government. Today, if the Chief Minister seems restrained in his response to the demand raised by his
partymen, it is not without reason. “The demands are area-specific and may appear tenuous in the absence of feasibility studies that could look into the economic and other aspects, before the creation of the new districts,” said former bureaucrat Dr RS
Tolia. In 2011, the Congress had created ruckus in the house, demanding creation of new districts of
Pratapnagar, Bhilangna, Ranwai valley and others. Both the parties have their own district-specific demands. Recently, a delegation led by Congress president Kishore Upadhyay reminded the CM that the demand even figures in the manifesto of the Congress. Notwithstanding the political and financial fallout of such a decision, no effort has been made for setting up of norms for reorganisation and creation of new administrative units. |

Dehradun, October 1 The delegation submitted a memorandum to the CM, urging him to create new districts in the state. They asserted that smaller districts were easy to manage and also fulfil the long standing demands of the people. Upadhyay pointed out that the Congress in last Assembly elections had promised creation of new districts and asked the Chief minister for fulfilment of that promise. Wildlife Week begins
Dehradun, October 1 Rawat was addressing the inaugural function of Wildlife Week celebrations here today. He said it is important that man-animal conflict is kept to a minimum. He asserted that it can be done only through collective efforts, which should include both forest officials and common people. Rawat underlined the need for community participation in conservation efforts. He said conservation can never be successful if those residing alongside forests are poor. He released the Postal first day cover for Gangotri National Park, that has completed 25 years of its existence. He also inaugurated an exhibition on wildlife. State Forest Minister Dinesh Agarwal said forests and wildlife are inalienable parts of Uttarakhand. He said the state was committed to sustainable development, keeping environment concerns in mind. Rare snake reported from Terai forest area
Dehradun, October 1 The new extremely rare snake was reported from the Surai range of Terai east forest division of the state. It is the first time that coral red kukri snake has been reported from Uttarakhand with only three other recorded specimens from across the country. Among other three, one is from Assam and other two from Lakhimpur and Katerniaghat areas of Uttar Pradesh. A wildlife survey team of the Uttarakhand Forest Department comprising wildlife biologist Vipul Maurya and herpetologist Jai Pratap Singh came across the snake while collecting baseline data of different wildlife species Terai east forest division of Uttarakhand. Divisonal Forest Officer Terai, east forest division, Dr Parag Madhukar Dhakate, has greeted the wildlife survey team for being instrumental in reporting of this rare new snake species. He said reporting of coral red kukri snake amply reveals the state’s rich faunal biodiversity, particularly in the Terai areas. Kukri snakes are so named due to their curved teeth which resemble a kukri, a long curved knife favoured by the Gurkhas. These snakes are protected under Schedule - 4 of the Wildlife Protection Act, 1972. Interestingly, the team also found one more dead coral red kukri snake from the same area, which was found crushed by a speeding vehicle. The dead specimen has been preserved by the department for further studies. |

Dehradun, October 1 The activists demanded from him effective steps to renovate Dhanagar panchayati dharamshala under ward Khurbura mohalla, Dehradun. The activists were led by Satyaprakash Katariya, president of Dhanagar Panchayati Dharamshala Samiti here today and submitted a memorandum to Municipal Corporation of Dehradun, Mayor, Vinod Chamoli. They said that residents are unable to reconstruct or renovate the dharamshala due to their poor financial condition. The activists demanded effective steps for renovation of the dharamshala at the earliest. |

Religious procession to mark Dasehra celebrations
Dehradun, October 1 He said Dasehra celebrations would take place at Parade Ground here on Friday. Nagpal informed that Chief Minister Harish Rawat would be the chief guest for Dasehra celebrations. He said religious procession would be taken out and nearly 15 tableau depicting mythological characters would be the part of the procession. Nagpal said that the height of statue of Ravan would be 60 feet while the height of Kumbhkaran and Meghnath would be 55 feet and 50 feet respectively. Nakronda dacoity kingpin arrested
Dehradun, October 1 Addressing a press conference, Senior Superintendent of Police, Dehradun, Ajay Rautela, said, “Sajid hails from Jhabrera in Haridwar district and was arrested from Buggawala on Tuesday evening by the police team. He is the kingpin of the gang. He is the one who shot dead Ankit Thapliyal after he resisted them.” Police have recovered two country-made pistols, 11 bullets, a mobile phone, a gold necklace and a gold ear-ring from his possession. With Sajid’s arrest, four suspects in the robbery case are now in the custody of Dehradun police. Nadeem was arrested by Dehradun police last Sunday while Shahzad and Aanees were arrested by Bijnor police on information from Dehradun police last week. Sajid pehalwan, Akram and Akhlaq are still at large. Sajid was arrested on the basis of information provided by Nadeem. He told that under Sajid’s leadership, they committed numerous dacoities in UP and other states. |

Mountaineering expedition flagged off
Dehradun, October 1 The expedition has been organised to familiarise the population living in the Garhwal Ranges about the reputation, strengths and the valour of the Indian Army, besides widening the horizon of the troops toward the varied flora and fauna of the picturesque region. With an aim to commemorate the 50th Golden Jubilee Year of the Engineer Regiment, the expedition will showcase the spirit of adventure and quest for challenges, which symbolises the Indian Army in general and the Golden Key Division in particular. The trekking expedition is expected to complete its mission and return on October 23, 2014.
