Chandigarh, October 1 The manifesto, which was released at Panchkula by Chief Minister Bhupinder Singh Hooda, Congress general secretary and party state in charge Shakeel Ahmed, party secretary Asha Kumari, chairman of the manifesto committee Ram Prakash, HPCC chief Ashok Tanwar and former MP Naveen Jindal, promised to put the state on a higher growth trajectory. Despite its dismal performance in the Lok Sabha elections, the Congress again sought mandate in the name of development with a heavy dose of welfare measures for all sections. The thrust areas included agriculture and horticulture, irrigation, energy, industry, trade, commerce, FDI, health, besides employment, women empowerment, urban and rural development, besides education. The manifesto promises to set up a university, super-speciality hospital and a national-level fruit and vegetables market in every district. The manifesto mentions that efforts will continue for a separate high court for Haryana in Chandigarh. Mining will be resumed after getting approval from the Environment Department, students union elections will be permitted in universities and colleges while a roadmap will be prepared for each of the 90 Assembly segments so that their needs are fully met, the manifesto states. Haryana being a leading agrarian state, the manifesto said the government would pay 50 per cent interest of farmers who return the long-term loan regularly. Land acquisition policy will also be further rationalised, stated the manifesto. Efforts will continue to secure Centre's approval to lower the interest rate on long-term loans of farmers to 4 per cent. Credit limit to farmers will be provided on the similar pattern as industrialists. Organic farming will be promoted. Minimum support prices of potatoes, onions and tomatoes, like other crops, would be fixed to safeguard producers from exploitation and attempt will be made to persuade the Centre for this, the manifesto asserted. Faridabad, October 1 Yogesh Sharma, a political and social analyst, said residents in parts of the state were battling issues of basic existence and did not buy the government’s claims. “Crores are being spent to publicise claims and counter claims, but this is not expected to affect the common man’s approach, as he struggles to make both ends meet,” he said. The Congress recently started a campaign through specially prepared publicity vans that compares development on various parameters in Haryana and Gujarat in the recent years. The state Congress claims the Hooda government is way ahead on many fronts, including old age pension, power prices, roads, social welfare schemes and prices of crops. It said Gujarat was riding only a hype wave. “Harping on the ‘Haryana No. 1’ slogan, party leaders including Chief Minister Bhupinder Singh Hooda seem to believe outshouting is the only way out to counter the Gujarat model. They have got more vocal after the Modi wave in the country,” said Devender Singh a resident here. AAP releases list of ‘tainted’ candidates
Chandigarh, October 1 Stating that he would release the AAP’s second list soon, he said the party would distribute handbills and posters against such candidates. Yadav said Gopal Kanda, who had formed the Haryana Lokhit Party (HLP) and was contesting from Sirsa, was an undertrial in the infamous Geetika Sharma suicide case . He had also been charged with abetment to suicide, criminal intimidation, destruction of evidence, forgery of documents, sending offensive messages and criminal conspiracy and was also declared a proclaimed offender in 2012 in another case. Yadav pointed out that INLD leader Abhay Chautala, who was contesting from Ellenabad, had been charged with possessing assets disproportionate to his known sources of income. The CBI investigation had revealed that he had amassed wealth worth Rs 119 crore which was more than five times his known sources of Income. His appeal against the CBI chargesheet was dismissed by the Supreme Court, he alleged. OP Chautala to campaign in state, says grandson Dushyant
Jind/Sirsa, October 1 He also alleged that criticism of his grandfather only showed how frustrated other parties’ candidates were. He said they had understood after the INLD’s Jind rally that his party would form the next government in the state. “My grandfather is a former CM and knows the law well. He did not say anything wrong. He would campaign for the INLD and we are preparing his schedule. Most likely our leader will start campaigning in the next two-three days,” said Dushyant after the inauguration of party’s election office in Uchana Kalan today. Requesting the INLD workers to support the party, he said, “Uchana Kalan voters will elect the next CM of the state. We hope with your blessings, we will improve the lead of 50,000 votes that we got in the Lok Sabha elections. Everyone has started criticising our leader because they are scared of him and want to create unnecessary controversies,” said Hisar MP, when asked about the allegations of opposition parties that the senior Chautala violated law by attending the Jind rally without court’s permission. Sirsa: The INLD has postponed former CM Om Prakash Chautala’s schedule for his campaign in the state due to his indisposition. Instead of October 2, he will now kickstart his campaign on October 5. He will be in the state till October 9. Besides Chautala, Punjab Chief Minister Parkash Singh Badal and Deputy CM Sukhbir Badal will campaign in the 22 Sikh-dominated Assembly segments of the state for the INLD. Ellenabad MLA Abhay Singh Chautala and INLD state chief Ashok Arora today confirmed that Chautala would campaign in Uchana Kalan, the seat he presently represents in the state Assembly, on October 5 and 6. BJP to move EC against INLD chief
New Delhi, October 1 Chautala has been sentenced to 10-year jail in the teachers’ recruitment scam case. The Delhi High Court has directed the INLD leader to surrender by October 17, taking a strong view of him campaigning while out on bail on health grounds. The BJP also clarified that it had nothing to do with the presence of mafia don-turned-politician DP Yadav at BJP chief Amit Shah’s rally in Haryana. Naqvi said the party was investigating the reason behind Yadav’s presence at the election rally addressed by Amit Shah. “Yadav is no way related to the party. We don’t know how he reached at the rally. The party had not invited him,” Naqvi said. Reports say Yadav accompanied Shah at three rallies in Haryana on Monday. He was quoted calling Shah a “friend” and also said he might join the party. Yadav is Vikas Yadav’s father who has been convicted in the Nitish Katara and Jessica Lall murder cases. Yadav was inducted in the BJP in February 2004 but his membership was terminated after four days. New Delhi, October 1 Though Shah’s strong pitch for Abhimanyu is being read as a virtual endorsement of him as the next CM in case the BJP manages to reach the half-way mark in the election, the party hastily denied any such attempt. The
BJP, which is trying to keep its flock intact in the face of deep divisions among the party’s senior leadership in the state on various issues — seat allocation, ticket to outsiders and nearly six CM aspirants — said every candidate was the party’s captain in his or her constituency. “The decision (on the Haryana CM) will be taken by the Parliamentary Board. First let there be elections. No decision has been taken on the issue. For the party, each candidate is a captain in his or her constituency,” senior leader Mukhtar Abbas Naqvi said in response to a query on the large number of probables for the CM’s post and Shah’s endorsement of Abhimanyu at a rally in his constituency. Speaking in Narnaund where Abhimanyu is the candidate, Shah said the people wanted a CM who is “young, educated, efficient, patriotic and can directly speak with the PM to bring a spate of relief projects”. He said “injustice done to the people of Haryana” prompted the BJP to send Abhimanyu to the
state. Abhimanyu has been the party’s national spokesman. In the organisational reshuffle after Shah took over as president, Abhimanyu was dropped from the panel of spokespersons, which many perceived as a precursor to him being propped up as the Haryana CM candidate. Uchana Kalan, October 1 The allotment of the BJP ticket to Birender’s wife Prem Lata Singh has come as a big surprise to the people of the area, as a majority of voters wanted to see Chautala and Birender fight in out in the elections. They expected Birender to be the candidate from here. The conviction of OP Chautala has compelled the INLD to give ticket to his grandson and Hisar MP Dushyant Chautala. Though both Birender and the INLD supremo are not in the fight this time, the constituency is all set to watch a high stake political battle between the two families. Unlike other constituencies of the state where development is the main issue, the supremacy of caste in Uchana Kalan appears to be dominating the minds of voters here. It was clearly visible in the recent Lok Sabha elections. Despite the Modi wave sweeping across the country, the majority of Jat voters here voted for the INLD. The Jat and non-Jat divide is noticeable in the constituency as 55 per cent Jat voters here have always given preference to a candidate of their caste over development. In the recent Lok Sabha elections, Hisar INLD candidate Dushyant Chautala got 87,243 votes from here, while the HJC-BJP got 36,254. The Congress stood third with 13,070 votes. In the 2009 Assembly elections, INLD candidate OP Chautala had got 62,669 votes, while then Congress worker Chaudhary Birender Singh managed to get 62,048 votes. “Uchana voters are with me and we are sure of winning the Assembly elections. The constituency has not witnessed any development, since Hooda is only interested in the development of Rohtak,” said Birender, who has recently joined the BJP. Though local voters allege lack of basic amenities, when asked if they would vote for a candidate from another caste, they said no. INLD MP Dushyant Chautala said Uchana residents were aware of the false implication of his family members in the recruitment scam. “I got a lead of over 50,000 from this constituency in the Lok Sabha elections. I am sure of winning the Assembly elections with a huge margin,” said Dushyant. Rewari, October 1 Former Chief Minister Rao Birender Singh, renowned politician Sumitra Devi alias Baiji, three-time MLA Rao Abhay Singh and former Union minister Colonel Ram Singh belonged to this region. All four of them proved their mettle in the national as well as state politics. Rao Birender started his political innings from Rewari, while Sumitra Devi was elected legislator four times consecutively from here. She had scripted a record of being the first woman elected unopposed in 1950s. Plans were chalked out to ease the traffic congestion, but these remained on paper,” Ashok Yadav, a shopkeeper, said. Interior roads and streets in the city are in a dilapidated condition. The circular road considered the lifeline of Rewari has developed potholes. Capt Yadav, however, claims otherwise. “Most of roads are in a good shape, while the construction is on at some places,” he said. But ask residents and they have a different story to tell. “Not a single road in the city is free of potholes. Chandigarh, October 1 Hooda who refused to join issues with Shah said a “nervous” BJP was trying to use cheap antics to secure votes. “Everyone knows Shah’s background. So no one in Haryana takes him seriously,” Hooda said after the release of Congress manifesto here today. He alleged that the BJP was desperate to assume power and, for this, it was employing every tactic. (This includes seeking help of people such as DP Yadav who was expelled from the BJP a decade ago over his alleged criminal background). Today, this “mafia don-turned-politician” is sharing stage with the BJP president that shows what kind of “achhe din” the BJP sees for the state. Former Congress minister Anand Sharma said in Delhi that he could not respond to Yadav sharing stage with Shah (Yadav has called Shah a personal friend), while in-charge of Haryana affairs Shakeel Ahmed, who was present at the release of the Congress manifesto, was more forthcoming in his reaction. “Shah faces charges of extortion and fake encounter for which the CBI has submitted a charge-sheet against him. The presence of Yadav on the same stage as Shah is no surprise. But with a background of this kind, the BJP has to explain a lot about the conduct of its president,” Ahmed said the BJP was showing signs of nervousness and could try all possible ways to grab power in the state. “The people of Haryana have seen through the game of the BJP as well as the INLD’s. The choice before people is obvious.” The Congress leader said that after the BJP’s defeat in Uttar Pradesh, Shah was desperate to check the erosion of his party’s base, lest he would lose his job if the same thing happened in Haryana. The Congress leader said the media deserved all the credit for highlighting how INLD supremo Om Prakash Chautala had sought parole on the ground of ill-health, but was addressing four to five “sabhas” (meetings) every day. “Can a sick person be so aggressive in his campaigning?” he questioned. Ellenabad (Sirsa), October 1 Speaking to the media at Shakarmandori village of Ellenabad today, Chautala said that if the Haryana Director-General of Police still did not order the registration of FIR against these MLAs, it shall be presumed that he was functioning as aCongress worker and not as the head of the police force. He said the party would approach the EC against these legislators. Abhay alleged that Chief Minister Bhupinder Hooda had tried to shield these MLAs at every stage. He also accused Hooda of befooling farmers on the issue of price of Basmati paddy and alleged that the reason why farmers were suffering in Haryana was heavy taxes imposed by the state government. Chautala alleged that Haryana Government charged 5 per cent VAT and 4 per cent market fee on basmati whereas Rajasthan charged 1.6 per cent while Punjab had exempted rice exports from taxes. Barara (Ambala), October 1 It is difficult to miss the Ravana effigy while travelling on the Ambala-Jagadhri road as it becomes visible from a distance of over 15 km. The effigy has been lit with LED bulbs and is a huge attraction. The Barara Ram Leela Club has been erecting this effigy since 1986. It started with a 20-feet effigy and club members have subsequently been increasing the height by a few feet. For the last four years, the effigy has found mention in the Limca Book of World Records for being the tallest effigy to be burnt. Vijay Sharma, general secretary of the club, said Rs 20 lakh has been spent this year to erect the effigy. The sword alone is over 50 feet long. Around 60 quintals of steel along with 30 quintals of bamboo, and 10 quintal of other material has been used to fill the effigy. It took three hydraulic cranes more than 12 hours to lift the effigy and make it stand upon completion. Explaining the idea behind increasing the effigy’s height each year, club patron Tejinder Chauhan said it carried a message that no matter how huge the evil grows in size, it takes a few moments for good to destroy it. He said over 2 lakh persons were expected to converge on Barara on October 3 to see the effigy go up in flames. “An area of 200 feet around the effigy was being kept out of reach for visitors. Fire and security personnel will be on standby. Huge parking spaces had been identified on all roads leading to Barara as more than 20,000 vehicles are expected,” he said. High VAT to blame for fall in basmati prices: Millers
Sirsa, October 1 The price of paddy has become a big poll issue in the state, this election. Farmers across the state are unhappy as their basmati varieties of paddy – Muchhal, PUSA 1121 and PUSA 1509 – are fetching them between Rs 2,400-Rs 2,500 per quintal. Last year, the same crop sold between Rs 3,500-Rs 4,000 per quintal. The fall in paddy price was first raised as a poll issue by Chief Minister Bhupinder Singh Hooda, but BJP president Amit Shah as well as Union Minister of State for Agriculture Sanjeev Baliyan have refuted his allegations vehemently and charged the state government responsible for it. This year, the farmers have sown more basmati paddy instead of the normal Parmal varieties of paddy. While the Parmal is purchased by the government, Basmati varieties are completely procured by the millers. Daljit Bal, proprietor of Namdhari Rice Mills, Jeewan Nagar, maintained that high taxes in Haryana, low availability of money with the millers and traders was responsible for the situation. “Millers in the state are upset because the state government charges 5% VAT and 4% market fees on paddy. Faulty results: MDU officials to hear out students’ grievances
Rohtak, October 1 MDU Vice Chancellor HS Chahal has maintained that official representatives of all result branches would be available to listen to the grievances of students at the reception lounge of Pariksha Sadan from 9 a.m. to 11 a.m. on all working days. Similarly, officials of the registration and stipend branch would also remain available at the reception of the university secretariat during the said hours. He appealed to the students to submit their complaints to the grievances redressal cell of the university, adding that their genuine concerns would be addressed promptly. The VC also urged the principals of the affiliated colleges to collect the complaints of their students and send these to the university administration through their representative. KAITHAL, OCTOBER 1 In case they fail to pay the fine, they will have to undergo further imprisonment for four years. Police spokesman Roshan Lal Khatkar told mediapersons here today that Ranbir, alias Buta, of Balbehra village went for a stroll on July 27, 2012. His body was recovered from the village pond on July 28 with injury marks on his stomach and neck. The police arrested the deceased’s neighbour, Surinder, alias Kala, on August 11. Following Kala’s interrogation, the police arrested the victim’s wife, Seema, on August 13 . Both accused revealed that they had murdered Ranbir, who was an obstacle in their love story. |
Ex-Delhi cop shot dead in Jhajjar village
Jhajjar, October 1 Nanhe Ram (61) was playing with his granddaughter outside his house in the village today evening when assailants armed with pistols came there and fired several rounds from close range and fled. Nanhe was rushed to the Jhajjar General Hospital where doctors declared him brought dead. The police have started investigation after booking three villagers. Enmity is believed to be the reason behind the killing. “Nanhe Ram retired from the Delhi Police last year and had a dispute with some villagers. A murder case has been registered and a special team has been constituted to carry out raids at possible hideouts of the accused,” said Jhajjar SP Balbir Singh.
