Jind, September 25 It was Chautala’s first public address in the past 20 months as he had been in jail after being convicted in the JBT teachers’ recruitment scam. “Vaade mukhalafat se mat darr itna, ye hawai to chalti hai tujhe ucha uthan ke liye (Be not afraid of deceit, these times will lead you to success),” said Chautala to “Om Prakash Chatuala zindabad” slogan during a rally at Pandu Pindara village of the district today. The INLD organised the rally to commemorate the 100th birth anniversary of its founder and Deputy Prime Minister Devi Lal. Chautala’s poetry-laced speech spelt out the message that he was the only chief ministerial candidate of his party, putting to rest speculations about the elevation of his family member to the CM post if the INLD came to power. “Make me the Chief Minister for the bright future of Haryana. I will take oath as the CM in Tihar Jail. After my elevation as the Chief Minister in jail, a member of my family will vacate a seat, paving the way for my election,” said former Chief Minister and, dressed in the traditional attire — a green turban and a white kurta pyjama. He said he was not scared from going to jail for just causes and had been imprisoned several times fighting for the rights of farmers, teachers and government employees. “This time, the government sent me to jail as a criminal and this is incorrect.” “We gave jobs to 3,000 unemployed youth of Haryana. If it’s a crime, next time I will commit a bigger crime by giving jobs to 3 lakh people,” Chautala said. He not only touched all vital issues of state such as unemployment, law and order and corruption, but also reminded his family’s contribution to the state’s development. “Hum pankh se nahi, haunsalo se udte hain (We do not fly on wings, but on morale of our supporters),” he said while referring to the importance of his supporters in his life. “We are from the family of Devi Lal, who had refused to become the Prime Minister. Our aim is not to assume power. We have always worked for the state’s benefit,” the INLD chief said. He concluded his speech by seeking one more chance. “Mai to ek awsar maagne aaya hun (I have come to seek one chance),” he signed off.

Chandigarh, September 25 Chautala is currently on bail from Tihar jail, where he is serving a sentence after conviction in a teachers recruitment scam. The bail granted on medical grounds prohibits his participation in any political activity. But, given the rumblings in the party, in his absence, it was Chautala alone who could have clarified two major issues in the mind of the voters. He took the opportunity to clarify that he alone would be the Chief Minister in case the INLD were to come to power in the state after the October 15 poll. And secondly, he wants to curtail dissidence that has erupted in the party after the announcement of tickets. Chautala used the Jind rally, held to observe the 100th birth anniversary of former deputy Prime Minister and Jat leader Devi Lal, to attain both these objectives. He made an emphatic request asking that when he speaks slogans should not be raised and he should not be applauded. It was apparent that he did not want his speech to be interpreted as a “political activity” and that his presence should be seen only as “participation in the anniversary celebrations”, while he successfully made his point. Amid talks of Chautala not keeping good health, it was also imperative that he personally assured his supporters that he was in good shape. Lately, there has been talk that the INLD has no leader who can perform the duty of a Chief Minister. The entire INLD campaign is being run by a handful of INLD leaders, Abhay Chautala, and Chautala’s grandsons. Chautala in his first public appearance in 18 months, initially spoke about Devi Lal’s contribution and sacrifices in life for the Jats and the nation. He then moved on to asking people for their vote for the INLD as a tribute to Devi Lal, which in turn would help the state get “rid of the Congress”. Finally, he said if the INLD were to form the government, he would take oath as Chief Minister inside Tihar jail. “Sher Singh Badshami was a minister in my government for six months, before contesting elections. It is not essential to contest elections to become Chief Minister,” he said to make his point. Chautala did appear worried about the dissidence in the party over distribution of seats, and said, “I seek forgiveness from those who are annoyed over selection of candidates, but if you unite to win the polls, there would be several positions where those who were left would be accommodated”. Chautala cleverly sought votes in the name of Devi Lal, asked people to avenge his being sent to jail and promised to provide three lakh jobs to his supporters despite “serving a sentence for providing 3,000 teaching jobs. “If giving a job is a sin, I will commit this sin yet again at the cost of staying in jail longer,” he said. Sympathy, appeal, lures, etc. were all part of Chautala’s 17-minute speech. He, however, did not make any specific promises, but told the gathered audience that he stood by the party’s manifesto. He was categorical in telling the people that Congress’ TV ads that clearly target the INLD more than any other party were misleading. |

Even as farmers have been on the warpath over the large scale acquisition of their fertile land for industralisation, the entrepreneurs blame the government for not providing sufficient uninterrupted power and lack of the effluent treatment facilities which has started polluting the ground water in the region, The segment is represented by Jai Tirath Dahiya of the Congress while his father Rizak Ram too was an MLA from this constituency in 1952, 1962, 1967, 1972 and 1977. In the last assembly election, Jai Tirath defeated his nearest rival Inderjit Dahiya of INLD by a margin of 4666 votes. In the last Lok Sabha elections, BJP candidate Ramesh Kaushik polled 34,932 votes over his nearest rival Jagbir Singh Malik of the Congress who got 29,978 votes. INLD’s Padam Singh Dahiya was a close third with 29,610 votes. The HSIIDC’s industrial complexes at Kundli, Rai and Murthal and around 21 projects of the real estate builders in the constituency are being projected by the state government as limitless job opportunities for the youth and of the better living conditions for the people. So far as the farmers’ agitation was concerned, the state government had hiked the land compensation by four times after acquisition of the land in 2006 for the Rajiv Gandhi Education City. Most of the farmers who accepted the compensation had applied for the residential and commercial plots in the city but nothing had happened on this account. The MLA denies this and said the allotment process was in the last stages. The opposition is misguiding the farmers and the agitation does not enjoy the support from the local farmers, he added. On the other hands, Inderjit alleges that though the government had hiked the compensation Rs 55 lakh, but the market rate in the area was nearly Rs 3 crore per acre. This is nothing short of loot to oblige big business houses by the state, he alleged. |
Tanwar meets Rahul, back to work after being ticked off
New Delhi, September 25 The Tribune has learnt that Tanwar also met Congress Vice President Rahul Gandhi this evening to explain his position and the latter asked him to move on about candidates and campaign for the party. Earlier in the day, Tanwar, flanked by Congress secretary for Haryana Asha Kumari, got back from his “yesterday’s hiding” to sign Forms B of candidates and distribute them the party symbols so that they can complete the formality of filing nominations. The first candidate whom he gave the form and Congress symbol was state minister Geeta Bhukkal, whom the Congress had kept as a stand by to replace Tanwar in case he continued to sulk. Tanwar had yesterday gone into hiding and was not contactable even by AICC general secretary in charge of Haryana Shakeel Ahmed who today said, “Ashok Tanwar is a bright leader and he has party’s best interests at heart.” Though the Congress continued to downplay Tanwar’s public display of aggression yesterday following differences over ticket distribution, it is learnt that Tanwar is particularly miffed with nominated candidates in two seats in Sirsa Lok Sabha segment which he has represented in the past. These candidates are KV Singh from Dabwali and Ranjeet Singh Chautala, the brother of INLD chief Om Prakash Chautala from Rania, both in Sirsa LS segment. Tanwar’s was opposing the candidature of these two leaders (both from the Chautala family) on grounds that they worked against him in the recent LS polls. Sulking over these differences, Tanwar yesterday stormed out of the residence of Haryana Congress Screening Committee President PC Chacko who had invited both him and Haryana CM Bhupinder Sigh Hooda to take a final look at the candidate list before it was announced. It is learnt that Chacko had day before accompanied Tanwar to Congress President Sonia Gandhi’s residence and the latter had told Tanwar to “put anxieties behind him”. But yesterday at the meeting at PC Chacko’s residence, Tanwar again came up with resistance to some names prompting Chacko to remind him of Sonia’s message. At this point, Tanwar left the informal meeting only to remain untraceable to leaders through the day. Not just that he even refused to guide minister Kiran Choudhry when she called him up for time to sign her Form B, which is part of the poll nomination documents. Congress sources while saying today that Tanwar was now on board added, “Everyone’s recommendations cannot be honoured every time. All but two seats in the Sirsa LS segment were given on Tanwar’s recommendation.” When contacted Shakeel Ahmed said Tanwar had no problems and had not considered quitting his post. This even as Tanwar again appeared visibly upset when he was seen this afternoon signing poll nomination forms of candidates. Though he could not manage to win post 1996 but has been giving a stiff competition to arch rival Rao Daan Singh in the last three elections. This time too, Sharma and Rao, both prominent leaders of Ahirwal, are pitted against each for the fifth consecutive time. As far as last four assembly elections are concerned, Sharma won in 1996 when he defeated the then Independent candidate Rao with a margin of 3,708 votes. Ever since, Rao as a Congress candidate won in the 2000, 2005 and 2009. Poor drainage results in water-logging in the streets of the town during monsoons. People have to wait for days for the water to recede. Our business remains affected throughout the rainy season due to this recurring problem which is a nightmare for us. The MLA had assured us for laying a proper drainage system here but nothing has been done so far, said a shop-keeper on the Vishavkarma road. MLA Singh claims that Rs 72 crore has been spent to upgrade the current drainage system in the city. Key concerns Poor roadways bus services, especially on the Ateli, Bhojavaas, Bawania and Dulout routes is a cause of harassment since they either have to wait for hours for the buses or commute on the rickety private jeeps. The sick and the elderly have to arrange their own conveyance to reach their destinations. The state government had recently a roadways sub-depot in Mahendragarh town but the residents term it an election sop. Healthcare services too are in bad shape. All state run hospitals have become referral centres due to acute shortage of doctors and other staff. There are two degree colleges (men and women) here but without adequate teaching staff. Development The MLA lists a Central University in Jatpali village, a stadium, a swimming pool, a park spread over 14 acres and an auditorium have come up in Mahendragarh while a railway over-bridge (RoB), new buildings of mini secretariat, civil hospital, men and women colleges, judicial complex as his achievements during his ten year tenure. Construction work of a 300-beded medical college, Central school and Kisan Model School is underway on the university campus, he added. What voters say Ram Singh Yadav, a shopkeeper, said that the MLA has failed to provide better bus services during his tenure. There are several such routes on which not a single bus plies causing hardship to the people. Shekher, a polytechnic student, said “Nothing was done to get a big industrial unit established to provide employment the youth who have to work at distant places to earn their livelihood. Om Prakash, a farmer, said the conditions of the roads have improved in the city only while all the link roads in the rural belt are potholed causing great acute inconvenience to the people. |

CM-Tanwar tussle
In the Congress, Chief Minister Bhupinder Singh Hooda may have had the last laugh in the tussle with state unit chief Ashok Tanwar over the choice of candidates. But their rift is out in the open after Tanwar “threatening” to quit over ticket distribution. This is detrimental to a party that fared poorly in the recent parliamentary elections. This new headache for the Congress comes in addition to Hooda’s “weakened detractor camp” that has its own “unsettled scores” with the Chief Minister. Though it is true that the departure of senior leader Birender Singh from the party has quelled open rebellion by the detractor camp, the party’s performance in the General Election has ensured they focus on winning from their respective constituencies before settling scores with Hooda. Though the onus to deliver is on the Chief Minister since he was given a free hand in selecting candidates, lack of cooperation from the state president and any open display of disunity is bound to harm the poll prospects of a party fighting anti-incumbency and poor public perception post-parliamentary elections. The resounding success of the BJP in the Lok Sabha elections has raised its expectations in a state where its showing has been no match to its regional party. Having snapped its alliance with the HJC, the BJP started on a high note, hoping it could ride the “Modi wave” to power in Haryana as well. However, the declaration of candidates has upset party’s calculations with the election boiling down to a “turncoats” versus “loyalist” battle. The party giving away over 35 seats to “outsiders” has left the cadre and loyalist leaders, essentially locals, miffed. While some have snapped their ties and moved to other “more welcoming” outfits, the threat on non-cooperation by the party cadre looms large in seats where turncoats are the party faces. This could play a spoiler for a party exuding “over confidence”, insiders claim. The BJP has a long list of second-rung leaders, but it does not have a pan-Haryana face that can appeal to the electorate as a whole. Two centres of

With INLD’s top leadership — president Om Prakash Chautala, and his son and party secretary general Ajay — in jail for their involvement in the JBT teachers’ recruitment scam, the rudderless party has developed two centres of power divided between the family. One team is led by senior leader and Ellenabad MLA Abhay Chautala, while the other seems to owe allegiance to Ajay’s MP son and party’s Uchana Kalan candidate, Dushyant Chautala. Though the party has tried to gloss over the differences between the two and maintains there is no clash of thinking, the differences within the two camps are the outcome of a desire to control the party. Ticket distribution evoked protests initially and eroded the staunch party cadre, but this seems to have been taken care of in a party where the Chautalas have the last word on any matter. The leadership has already announced that the party supremo will be the Chief Minister if it gains majority despite serving a jail sentence. Jhajjar, Karnal Cong leaders quit to join BJP
Jhajjar/Karnal, September 25 Sagar announced his decision during a public meeting organised by BJP nominee from Badli Om Prakash Dhankar at the Grain Market in Jhajjar before filling his nomination papers. BJP national spokesperson and MP Meenakshi Lekhi was also present at the rally. While addressing the gathering, Sagar accused Chief Minister Bhupinder Singh Hooda of committing discrimination with Jhajjar district. He said Hooda paid all his attention to develop Rohtak on all counts, but ignored Jhajjar causing acute resentment among the locals. “Rohtak has enjoyed the benefits of power for the last 10 years and now it is Jhajjar’s turn to get the chaudhar (supremacy),” said Sagar, who also called upon the people of Badli area to vote in favour of BJP in the Assembly polls. Though Sagar held indiscrimination with Jhajjar responsible for quitting Congress, it is believed that he resigned as he was denied the party ticket from Badli Assembly segment, for which he had been lobbying hard. Meanwhile, Pankaj Gaba, who resigned from his post yesterday, joined the BJP with his supporters in Karnal today. Pankaj was one of the ticket aspirants from the Karnal Assembly seat and was angry over being ignored. The Karnal ticket went to district president Surinder Narwal, who wanted the ticket from Assandh seat. BJP candidate from Karnal Manohar Lal Khattar welcomed Gaba and his supporters to BJP. The BJP state youth general secretary Manish Yadav announced to give the post of state vice-president in the youth wing to Pankaj Gaba. |

Karnal, September 25 The party has fielded first-timer Gian Chand Sahota from the Nilokehri seat and former MLA Bhimsen Mehta from Indri. The party has also played its luck again on Virender Rathore, who has unsuccessfully contested from the Gharaunda seat twice. Sumita Singh’s nomination from Assandh was speculated, but Narwal came as a surprise for the ticket aspirants as well as the ground-level workers of the Congress. Political analyst said both candidates would have to work hard as their constituencies had changed. Narwal is living in Karnal and interacts with the people of the segment. Being a district president, he is in touch with the workers. However, the fielding of Sahota is not a surprising move as his name had been taking rounds for some time. Former minister Meena Mandal was also on the list. Bhimsen Mehta has a strong hold in the Indri segment, but he has to face a tough competition from former MLA Rakesh Kamboj of the HJC. The INLD has fielded sitting MLA’s wife and the BJP has given ticket to a candidate hailing from Yamunanagar district. Karnal, September 25 After quitting the Congress, Mann, former state general secretary of the women Congress, said: “My husband Surinder Mann and I gave our golden years to the party, but the party has betrayed us by not giving ticket to me. Keeping in mind the feelings of the workers, I will contest as an Independent.” Zile Ram was elected from Assandh as HJC candidate in 2009, but later left it to join the Congress along with four other HJC MLAs. He was the CPS, but had to resign after his “involvement” in the Kambopura sarpanch suicide case. Displeased over the decision, Zile Ram called a supporter’s meeting and declared to contest as an Independent. “I have done my best for the party, but it did not acknowledge my efforts and hurt the feelings of the workers. I have decided to contest this election and will file nomination on Friday,” said Zile Ram.

HJC names 58 candidates, stalwarts to focus on Hisar
Chandigarh/Hisar, Sept 25 Releasing the first list of 58 in Chandigarh today, HJC chief Kuldeep Bishnoi announced his candidature from Adampur. His wife Renuka, who represented Adampur segment in the Assembly previously, will fight from Hansi while his elder brother and former deputy chief minister Chander Mohan will be the party’s candidate from Nalwa. Dura Ram, Bishnoi’s cousin, will be the party’s Fatehabad candidate. With this line-up, Bishnoi has attempted to strengthen the family’s hold on the home turf of Adampur. He managed a lead of a mere 16,191 votes from Adampur, which was one of the factors for his defeat from Hisar in the Lok Sabha poll. He has sought to strengthen his position in the district by fielding Chander Mohan from Nalwa in place of his mother Jasma Devi, who lost in 2009 to Congress’ Sampat Singh. Chander Mohan, a four-time MLA from Kalka segment in Panchkula, is considered more accessible as compared to Bishnoi. Addressing a press conference with alliance partner Jan Chetna Party chief Venod Sharma, Bishnoi said the HJC would contest 65 seats while Sharma would field candidates from 25 seats. “We will finalise our list by tomorrow morning,” Sharma said. Bishnoi claimed all 36 castes had been given representation in a “well-balanced” list and added that the names of remaining seven candidates would be released shortly. While senior party leader Dharam Pal Malik will contest from Gohana, two “turncoats” Ravinder Rawal and Arjun Singh — who joined the HJC this morning after being denied a ticket in their parties — have been fielded from Panchkula and Jagadhri, respectively. “We have fielded a young team in which 45 candidates are less than 55 years, only two candidates are above 70 years and five women are in the fray,” he said, adding that HJC leader Shashi Sharma had decided to make way for Rawal as the party candidate from Panchkula. Bishnoi, Venod in soup over unauthorised landing
Sonepat, September 25 Sources said the leaders were scheduled to come to Gohana for opening the office of senior HJC leader Dharam Pal Singh Malik and the permission was obtained to land their chopper at the helipad of the government women’s medical college at Khanpur Kalan. However, the helicopter landed at the adjoining helipad of the women’s university and it was considered a breach of the model code of conduct. Malik explained that the helipad at the medical college site was not in good condition and unsafe for landing. It could have been dangerous for the persons onboard, he added. Deputy Commissioner-cum-District Electoral Officer Samir Pal Srow said he had received a report about it and a show-cause notice would be issued in the matter. — OC |
Subhash Batra gives HJC a shock, resigns
New Delhi, September 25 “I am hurt at the Punjabis being ignored by the HJC. I had rejoined the party on its promise that it will work for political empowerment of the community,” said Batra. A confidant of Batra said the leader sent his resignation letter to HJC president Kuldip Bishnoi yesterday. In the letter, he said the Punjabis were being ignored by the party in the distribution of tickets. He has also charged Bishnoi of being “autocratic”. In the letter, he is also said to have raised objection to the “dynasty” culture and the party having fielded Bishnoi and his relatives from five Assembly seats. The HJC is in alliance with the HJCP. It is contesting on 65 of the 90 Assembly seats in the state. Out of the nominees announced for 58 seats, only three are Punjabis. Batra said some of the seats where the Punjabis were in large number but have been ignored by the HJC include Nalwa, Sirsa, Hisar, Hansi, Gohana, Bhiwani, Panchkula, Gharaunda and Fatehabad. Bishnoi and his relatives among other non-Punjabis had been fielded from these places, he said. Bishnoi could not be contacted for comments. However, it reliably learnt that efforts are on to placate Batra. It is learnt that the chief of the HJCP Venod Sharma had a talk with him this morning.

Neighbouring states assure support for fair, peaceful polls
Karnal, September 25 The meeting was chaired by Akil Mohammed, ADGP, law and order, Haryana. Officials from the neighbouring states assured the ADGP of full assistance for conducting peaceful and fair elections. The ADGP directed all officials to keep a check on state-borders to stop smuggling of illegal liquor, drugs and weapons that could affect the law and order situation. The ADGP, accompanied by Commissioner of Ambala Neelam Pardeep Kasni, IGP Karnal Range Rajbir Deswal, IGP Hisar Range Hanif Kureshi, IGP Patiala Paramjeet Singh Gill, DM Saharanpur Inderjeet Singh Yadav, SSP Saharanpur Rajesh Kumar Pandey, SSP Patiala ASP Sirmor (HP) Nishchint Negi, and several other senior officials, said around 80 companies from the Central Government had reached and were deployed in various parts of the state. — TNS |

Hooda defends ticket to MLAs in CD sting, calls op INLD’s witch-hunt
New Delhi, September 25 In an exclusive interview with The Tribune, Hooda said, “There is no case against our MLAs, not even a notice. Everyone knows who brought out the CDs. The Congress couldn’t have succumbed to INLD’s political witch hunt on poll eve. They specifically targeted our Hisar division legislators to harm our prospects. There’s not an iota of taint on our MLAs.” The MLAs in question, including Ram Kishen Fauji, were caught on camera demanding money for change in land use, but the Congress election committee headed by party chief Sonia Gandhi decided to give them the ticket on grounds that they were victims of political conspiracy. On the issue of visible heartburn within the Congress over ticket distribution (Haryana Congress Chief Ashok Tanwar is sulking), the CM said the party list was a “consensus list”. “The party has rewarded all loyalists. Even independents and former HJC leaders who backed us have been nominated. All sitting MLAs have been named except two,” said the CM. Asked how he saw the BJP in the state elections, Hooda said the BJP “won’t hold ground as it has had a history of opportunistic alliances in the state. The BJP is a first timer. Its history doesn’t inspire confidence and its alliances in Haryana have always been based on opportunism, never on policy,” said the CM, who faces 10-year anti-incumbency in Haryana. Hooda, however, refuses to acknowledge the anti-incumbency challenge. Answering a question on how the Congress would beat a two-term anti-incumbency, the CM said, “There is no anti incumbency against us. There is only pro-incumbency. We will go to the people on the plank of development.” Accused by his detractors, including former minister Kumari Selja, of favouring a particular caste in the state to the disadvantage of others, Hooda said he was not here to play caste politics. On a question about being the only formidable Jat leader in the fray (INLD’s Om Prakash Chautala is in jail in the JBT scam) and whether he thought that the factor would work to party’s advantage, Hooda said, “I don’t play the caste card. I will seek votes in the name of the good work we have done. We have fulfiled all our 2009 poll promises.” The Congress for its part is planning to use Hooda’s Jat identity as a subtle poll strategy. In at least 45 segments, Jat votes decide who wins. The CM also said he didn’t see the upcoming elections as “particularly challenging” even though they were the first polls after BJP’s landslide Lok Sabha victory. “These elections are as challenging as any election. The advantage of a pro-Narendra Modi wave the BJP had in LS poll is gone. The Modi government has failed to even stabilise prices. People’s hopes have turned into hopelessness,” said the CM. Answering a question on how he would appeal to the secular forces to unite against the BJP, Hooda said, “We will attain a majority on our own. We do not need to appeal to anyone.”

BJP workers resent ticket to ‘parachute’ candidate
Jhajjar, September 25 In a meeting held at Imli temple in Beri town on Wednesday, distressed party workers not only charged the party high command of ignoring grass-root workers in terms of ticket allocation, but also sought giving Kadian’s ticket to a dedicated party worker. Addressing the meeting, block presidents Anil Dalal (Chhara), Dharam Joon (Dighal) and Raj Singh Saini (Beri) said the party fielded a ‘parachute’ candidate from Beri leading to acute resentment among grass-root workers. “We have decided to write to party national president Amit Shah in protest against the candidature of Kadian, who was not a member of the party before getting the ticket,” they said. |
BJP launches campaign from Rohtak
