HJC-BSP talks on tie-up hit roadblock
Sticking point is CM’s post; Bishnoi wants it for him, BSP wants rotation on yearly basis
Ravi S Singh
Tribune News Service

New Delhi, September 15
Talks between the HJC and BSP to forge an alliance for the Assembly election have hit a roadblock and efforts are on to put them back on track.

The central leadership of the BSP has conveyed to the HJC to hold talks on alliance with its MP and senior most national leader Raja Ram. A top HJC leader said BSP incharge of Haryana affairs, Rajveer Singh, has conveyed to them that Raja Ram is the sole authority on the alliance issue.

“Rajveer Singh categorically stated that former Congress MP Arvind Sharma, who recently joined the BSP, has not been authorised by party supremo Mayawati to hold talks with the HJC,” the leader said. Talks for an electoral understanding with the BSP will now be held afresh with the involvement of Raja Ram.

The leader confirmed that a meeting between Chander Mohan (former Deputy Chief Minister), HJC’s Dharam Pal Mallick and BSP’s Arvind Sharma took place in Delhi last week. Chander Mohan is the elder brother of HJC president Kuldeep Bishnoi.

In the meeting, the two sides reportedly agreed to a seat-sharing formula. Of the total 90 Assembly seats, the HJC would contest on 50 and the BSP on 40 seats. The HJC committed to part with 10 seats from its share to ally Venod Sharma’s Haryana Jan Chetna Party.

However, the meeting ended abruptly as the two sides could not resolve the issue of chief ministership. While HJC leaders were adamant that Bishnoi should be projected as the CM candidate, Arvind Sharma wanted the post be shared on yearly basis.

That Sharma’s is adamant on the CM’s chair is understandable. The BSP had declared him its chief ministerial candidate at the time of induction. But at that time there was no proposal for an alliance with any party.

The HJC leaders say that even while the party continues to explore its option of a tie-up with the BSP, it is preparing to go it alone if need be.

Karnal, September 15
Birender Singh’s loyalist Suresh Gupta Madlauda, who recently quit the Congress and joined the BJP, switched loyalties and declared to contest the Assembly election from the Karnal seat. He called a meeting of his supporters to discuss the future course of action.

Bishnoi hopeful of mega alliance
Parveen Arora
Tribune News Service

Karnal, September 15
HJC supremo Kuldeep Bishnoi today promised his supporters that he would try to provide them with facilities on a par with his family. He called upon them to work hard for the Assembly poll.

While addressing a Chatar Insaaf Mahasammelan organised by the JSO, a student organisation of the HJC, Bishnoi accused the BJP of selling its ticket. He said those candidates who got such ticket would never form an honest government.

Taking a jibe at the BJP for not announcing its CM candidate, the HJC supremo said, “The BJP is misleading the people of the state by not proposing its CM candidate prior to the elections. They don’t have a CM candidate and if they do, they should announce it before the elections. It is BJP’s habit to gain power by telling a lie.”

Keeping alive the possibility of mega alliance in the state, the HJC chief ministerial candidate said, “If any party comes forward, I will take it positively. Parties with same ideologies are always welcome. My party is working for the betterment of the state. People should support us.”

Accusing the INLD, he said it never thought about the goodwill of the people of the state and always indulged in corrupt practices.

Bishnoi said the list of party candidates would be announced in two days.

His son Bhavya Bishnoi also made a promise to the youth that, “It is my aim to conduct student union elections and provide quality education to the youth. I urge you to come forward to make this dream a reality.”

Faction wants khaps to stay apolitical

Jind, September 15
Politics has divided khaps in Haryana. Two days after a group of khap leaders in Narwana announced their decision to participate in politics during the Assembly election, another group today said it would oppose the politicisation of khaps as it’s against their basic norms.

“Khaps are completely non-political and no one has any right to take a decision on behalf of all khaps. The persons who announced support to a political party do not have the support of all khaps. We will not support any such move,” said Sarv Khap Panchayat (SKP) Haryana convener Kuldeep Dhanda.

Leaders of Barah Kalan, Dhull, Behra, Dalal, Sainbarah, Chahal, Rakkhi Barah and Kandela khaps participated in an emergency meeting convened in the Jat Dharmshala of Jind by SKP leaders. They said some of the leaders were trying to misuse the name of khaps for “political gain”.

They announced they will not allow anyone to take a decision on behalf of all khaps as they were not called to the Narwana meeting two days ago. The khap leaders said that if any one of their leaders wanted to join politics or support a political party, he may do so at his personal level.

“Khaps need the support of all parties to solve social issues. We oppose the decision taken by some khap leaders in Narwana two days back. We will not support any political party and remain non-political,” said Jitender Chahal, state Chief Advisor of Chahal Khap.

However, SKP spokesman Sube Singh Sumain, who presided over the Narwana meeting, said they had the support of majority of khaps. “We have called a meeting on September 28 and will take a decision that day. I do not see anything wrong if majority of khaps decide to participate in politics by openly supporting a party,” he said.

Prestige of 3 stalwarts at stake in Ambala
Suman Bhatnagar

Ambala, September 15
The prestige of three stalwarts of Ambala is at stake in the Haryana Assembly elections.

For Jan Chetna Party (JCP) chief Venod Sharma, who had resigned from the Congress a few months ago, this election is crucial since he has severed tied with the Congress and will be testing waters in alliance with the Haryana Janhit Congress (HJC).

The former legislator of Ambala city has joined hands with Kuldeep Bishnoi-led HJC. He has been campaigning in the city for the past one month and hopes to come out victorious. The BJP and Congress are yet to announce candidates from Ambala city.

As for BJP veteran leader Anil Vij, the poll pitch of the Ambala Cantt segment will be a test of his mettle. As he is one of the strong contenders for the Chief Minster if the BJP attains power, his win from the Ambala Cantt seat will increase his claim on the post. He is locked in a fierce battle with his old rival and former minister Nirmal Singh.

This election is vital for Congress veteran Phool Chand Mullana, who lost the Mullana Assembly segment in the 2009 poll to INLD’s Rajbir Barara.

This time, he has sidestepped from the contest and, instead, sough the ticket for his son Varun. According to sources in the Congress, Varun’s candidature is almost certain from this constituency.

Ignored, Karnal MP peeved

Tribune News Service

Karnal, September 15
Karnal MP Ashwini Chopra is peeved at not being consulted on the BJP’s choice for three Assembly segments in this parliamentary constituency.

Of the nine Assembly seats in the Karnal parliamentary constituency, the party has declared three candidates — Manohar Lal Khattar from Karnal, Bakshish Singh Virk from Assandh and Mahipal Dhanda from Panipat (rural).

“I was not consulted before naming the candidates. I am the Karnal MP, but nobody cared to ask for my views. The MP should be consulted before announcing any candidate for the Assembly elections as we have to work together,” Chopra said.

The MP, though, said he would campaign for all candidates the party would nominate from his constituency.

It is learnt that Chopra advocated that relatives of MPs should not be given the tickets and this created a controversy among parliamentarians.

Earlier this month, BJP district unit president Ashok Sukhija and other leaders had written to the party chief Amit Shah for not consulting them before naming the candidates.

“The party should have considered the local unit as well as the local MP before naming the candidates. I have sent a letter to the president on behalf of party workers, conveying their feelings about neglecting the local leadership,” Sukhija said. He, however, said all workers were united to support the party candidates.

Hisar/Bhiwani, September 15
There’s no end to resentment in the BJP over ticket allocation as party leaders in Hansi and Dadri Assembly segments have revolted against the nominees.

Sources said the party leadership was aware of the workers’ grievances and could reconsider the nominations at three to four seats.

Former BJP legislator PK Chaudhary has revolted against the party’s decision to field Chhatarpal Singh from Hansi. He claimed before the media in Hansi today that the BJP would be unable to open its account in Hisar district.

“Chhatarpal stabbed me in the back. I got him inducted into the party after he deserted the Congress and, now, he has got the ticket. I will campaign against him,” Chaudhary said, adding that the BJP fielded weak candidates on 10 to 15 seats, including in Hisar district.

As for the BJP’s choice for Dadri (Somveer Sangwan), former MLA Major (retd) Narpinder Singh Sangwan, who was a contender for the ticket after joining the BJP about two months ago, has hit a discordant note.

He held a meeting of his workers yesterday to decide the future course of action. “The party has fielded a person facing several charges. I will go by the decision of my supporters and announce the decision in two days,” Narpinder added.

Jhajjar, September 15
Former Bahadurgarh MLA Nafe Singh Rathi, who joined the BJP after quitting the INLD over a month ago, has served a two-day ultimatum on the party high command to cancel Naresh Kaushik’s candidature from Bahadurgarh.

Rathi, a two-time MLA from Bahadurgarh, has also threatened to contest the assembly elections as an Independent if the party does not take any decision in this regard.

“The state BJP leadership had promised me the party ticket from Bahadurgarh when I joined the party last month but it has betrayed me. I will enter the poll fray as Independent candidate if the party does not make me its nominee by cancelling Kaushik’s ticket,” Rathi told The Tribune.

Charging the BJP state president Ram Bilas Sharma with lobbying for Naresh Kaushik due to the caste factor, the former MLA said the party had got a secrete survey conducted to find out winnable candidates from Bahadurgarh and his name topped the list of such candidates.

“I will wait for the party’s decision for two days and thereafter announce my candidature as an Independent at a pubic meeting in the Bahadurgarh assembly constituency if the party does not give any favourable response,” said Rathi.

Rathi, a prominent Jat leader of the Bahadurgarh region, had contested the last four assembly elections on the INLD ticket and won the elections in 1996 and 2000. He lost the next two elections in 2005 and 2009 to Congress candidate Rajender Singh Joon.

Chetan Sharma may be BJP’s Kalka pick

Chandigarh, September 15
The BJP may field cricketer-turned-politician Chetan Sharma from the Kalka Assembly constituency.

The party top brass has even held meetings with the medium pace bowler, who unsuccessfully contested Lok Sabha elections on the BSP ticket from Faridabad in 2009.

When contacted, Chetan claimed that BJP senior leaders were in touch with him for a couple of months. The party has asked me to be ready for the state Assembly elections, he said. “I have a strong association with politics and willing to serve in Haryana only. I contested from Faridabad in the 2009 poll,” he claimed.

“I will abide by the orders of the high command this time too. If the party is willing to field me from any constituency in the state, I will contest. If they would like me to campaign, I will do that too,” said Chetan.

Kailash Vijay Vargiya, in charge of the state unit of the BJP, was tight-lipped on Chetan’s name. Reliable sources in the BJP, however, revealed that the party high command was in touch with Chetan Sharma.

The BJP has already fielded Gian Chand Gupta, a former Mayor of Chandigarh, as a candidate from the Panchkula constituency, while the party is looking for a suitable candidate for the Kalka constituency.

The sources also revealed that Latika Sharma, a senior BJP leader who was interested from the Naraingarh constituency, was the second candidate on the list of aspirants seeking ticket from Kalka.

Denied ticket, politicos wind up philanthropic activities
Sunit Dhawan
Tribune News Service

Rohtak, September 15
Certain cash-loaded politicians, who had been spending lavishly on various philanthropic activities to attract voters in anticipation of the BJP ticket, have curtailed their social-service initiatives after being denied the ticket by the saffron organisation.

Political observers say such moneybags had spent crores on community service ventures like organising medical camps, giving hefty donations for gaushalas, chaupals and other voluntary social bodies and other such charities.

Sensing the political undercurrents, these wannabe MLAs had been seeking the BJP ticket from their respective assembly constituencies. Apart from the aforesaid activities, they had also spent huge amounts on their image-building and publicity.

However, the charity-springs flowed by such politicos seem to have dried up as the BJP decided against fielding them in the upcoming elections to the Assembly.

Political observers point out that the fountains of charity have ceased ever since the allotment of the BJP ticket in their respective Assembly segments.

“The very timing of organising medical camps and doling out huge amounts of money in charity clearly indicate the intentions of these politicians,” says Dr Satish Tyagi, a political analyst.

Political observers further point out that most of such ticket aspirants are builders and colonisers.

“These political greenhorns wanted to wrest the BJP ticket and eventually the Assembly seat to further their business interests,” they maintain.

SAD, BJP & INLD are anti-Haryana Sikhs: Nalvi
Nitish Sharma
Tribune News Service

Kurukshetra, September 15
The senior vice president of Haryana Sikh Gurdwara Management Committee (HSGMC) Didar Singh Nalvi trained his guns at the SAD, BJP and the INLD, and said, “All these parties are hand in glove, communal and anti-Haryana Sikhs.”

Nalvi was here at the Dera Karsewa to attend the district wing meeting of the HSGMC on Monday. Nalvi said, “The Badals, INLD and BJP, have been unmasked and their anti-Haryana Sikh faces were evident when they objected the formation of the HSGMC.”

He said, “The BJP and the INLD have no social and economic policies for the state. Those who are saying that they will scrap the HSGMC Bill once they come to power must understand that Sikhs have domination in 31 constituencies of this state and Sikhs will not vote for such people. The Congress gave Haryana Sikhs their rights and now we will return the favour. I promise the Congress that the committee will make sure that it (Congress) wins minimum 68 Assembly seats in the state.”

When he was asked about Punjab Chief Minister Prakash Singh Badal’s proposed campaign for the INLD, he said, “In Punjab SAD and BJP are together, but in Haryana, SAD supports the INLD, what kind of statesmanship is this? The SAD is yet to announce its candidates for Ambala and Koianawali, once the tickets get announced; the HSGMC will launch a campaign against SAD on these two seats. The committee will expose SAD’s anti Haryana face.”

On the other hand, Kanwaljeet Singh Ajrana, Youth Akali Leader, said “The Akalis and SGPC are also ready to counter the HSGMC. A state-wide campaign will be launched against the Congress and the duties are likely to be assigned by September 25. Punjab Deputy Chief Minister Sukhbir Singh Badal, SGPC chief Avtar Singh Makkar and many other SAD and SGPC leaders will campaign in Haryana.”

Constituency watch: Narwana
Harsh realities may throw up non-Jat alternative
Parvesh Sharma
Tribune News Service

Narwana, September 15
Once known for its most-watched political battle between high-profile politicians such as the Surjewalas and the Chautalas, the Narwana Assembly constituency is struggling for basic amenities. Though the constituency is Jat dominated, the INLD has won from here only thrice, while the Congress has tasted victory seven times.

Narwana is one of the oldest constituencies. Before Haryana was separated from Punjab, two MLAs were elected from the constituency in 1952 and in 1957. Before its reservation for the SCs in 2008, the area was known as the bastion of the family of Haryana Cabinet minister Randeep Singh Surjewala. But after reservation, since Surjewala shifted to Kaithal city and locals supported INLD candidate Pirthi Singh, the constituency has not been developed the way it should have been. Locals allege that the INLD MLA has failed to get required grant from the state government.

Out of the total seven times, the Surjewalas have won six times in the constituency, while another Congress candidate, Neki Ram, won from here in 1968. In 2000, Om Prakash Chautala emerged a winner with a small margin of 2,194 votes, while in 2005, Randeep snatched back the constituency again.

There are around 73,000 Jat, 40,000 SCs, 13,000 Baniyas and 17,000 Brahmin voters in the constituency. All other communities such as Muslims, Sainis, Khatris and others have a population of 5,000 to 7,000.

Jat dominance

Residents allege that even after electing Om Parkash Chautala, Randeep and his father Shamsher Singh Surjewala, many areas of the city are still without basic facilities. They say politicians always play the caste card to win elections rather than taking steps for development. They also allege that since the constituency is being seen as a Jat stronghold, only Jat voters are getting preference, while other voters haven't received their due.

"Since the BJP has emerged as a strong third alternative, Narwana voters may surprise everyone by electing a non-Jat party candidate. This time, I strongly believe something new is going to happen," said Surinder Kumar, a local shopkeeper.

Basic amenities absent

"Narwana has been deprived of development and residents are still struggling for basic amenities. Chief Minister Bhupinder Singh Hooda did not take any step for the development of the region. My repeated pleas have fallen on deaf ears," alleged Ram Phal, who lost the 2009 elections. He fought the last Assembly poll on the Congress ticket, but recently joined the BJP with Chaudhary Birender Singh. He is now seeking party ticket from Narwana.

The town is located on the main Amritsar-New Delhi national highway. It is the first town of Haryana from the Punjab side. It has proper railway connectivity with the country, as many long route trains such as the Sriganganagar-New Delhi Inter-city Express, Ferozepur-Mumbai Central Janta Express, Chindwara Express and many others cross the city. However, it lacks basic infrastructure and a scope for business activities.

"I have repeatedly raised the issue of lack of development in the Assembly, but the state government did not release any grant for the development of Narwana," alleged Pirthi Singh.

Tribune News Service

Naraingarh, September 15
Three passengers, including two girls and a boy were killed while 45 others were injured when an Ambala-bound Haryana Roadways bus plunged into Begna River near Baragarh village, this morning.

The bus with over 55 passengers on board reportedly broke a section of the railing, on the bridge, before it fell on to the dry river bed. The riverbed was almost dry due to low rainfall in the region; else there would have been much more causalities. The bus had travelled only eight kilometres, when tragedy struck.

While two girls — Renu, a resident of Baroli village, and Suman Kumari of Nanhera village — died on the spot; Maneet Kumar, a resident of Berpura village, succumbed to injuries while he was being rushed to the PGI, Chandigarh, along with 22 other seriously injured.

Driver of the ill-fated bus (HR-37C-3414), Surinder Kumar, and conductor Balwinder Singh, also sustained serious injuries. They were also referred to PGI.

While 15 injured passengers were admitted to the Government Medical College and Hospital, Sector 32, Chandigarh, seven were hospitalised at PGI. Three of the accidents victims are under treatment at the Government Hospital on Sector 6, Panchkula.

The overloaded bus was on its way to Ambala Cantonment from Naraingarh when it met with the accident at about 8.30am. Most travellers on board were students and daily passengers.

Receiving the information about the accident, employees of the Haryana Roadways sub-depot, Naraingarh, scores of residents from nearby villagers and passersby, rushed to the spot to extricate the injured trapped in the damaged bus after break opening the windows. The public helped in rushing the injured passengers to the Naraingarh civil hospital.

Though the exact cause of the mishap could not be ascertained, some injured passengers recalled the driver lost control over the vehicle, which led to the accident.

Punjab pay scales may elude state employees
Notification ‘silent’ on modalities for Punjab scales
Pradeep Sharma
Tribune News Service

Chandigarh, September 15
Despite Chief Minister Bhupinder Singh Hooda announcing Punjab pay scales for state government employees from November 1, 2014, the new pay scales are likely to elude the staff.

In fact, the grant of pay scales on the Punjab pattern figures nowhere in the the terms of reference of the notification constituting the Pay Anomalies Commission issued by the state government on September 11.

The state government constituted the one-man commission under former IAS officer G. Madhavan to consider representations received from individual employees, associations, unions for the removal of pay anomalies and deviations, which might have arisen out of the implementation of the pay revision vide the HCS(Revised Pay) Rules, 2008, and the HCS (Assured Career Progression) Rules, 2008, as amended from time to time and make appropriate recommendations to the government on such recommendations.

Meanwhile, the main opposition INLD has reacted sharply terming Hooda’s announcement of pay scales on the Punjab pattern as an attempt to ‘befool’ the government employees ahead of the Assembly elections. “By November 1, the state would have a new government. If Hooda was serious about granting the Punjab pay scales to the state government employees, he should have implemented that decision during his almost 10-year-old tenure. He has no right to set agenda for the new government,” INLD spokesman RS Choudhary asserted.

Facing anti-incumbency in the upcoming Assembly elections, Hooda had announced to grant the Punjab pay scales to the Haryana employees from November 1during the August 25 Panipat rally. The state government employees had been on the warpath, demanding the Punjab pay scales for several years now.

Earlier, ahead of the 2014 Lok Sabha, Hooda had announced Rs 2,000 to each employee and Rs 5,000 to each policeman per month during the November 10 Gohana rally. However, Hooda’s ‘sop opera’ apparently failed to impress the voters with the Congress retaining only one of the 10 seats in the parliamentary elections.

CM Hooda’s ‘sop opera’

* Grant of Punjab pay scales not in terms of reference of the Pay Anomalies Commission notification

* Opposition terms Hooda’s announcement of new scales from Nov 1 as an attempt to befool people

* Pay Anomalies Commission to consider only anomalies in already-granted pay scales

* Hooda’s attempt to woo voters by granting Rs 2,000 each to employees and Rs 5,000 each to cops ahead of the Lok Sabha poll failed to pay any dividends

The panchayat held at Nangal Kalia village yesterday resolved to lay siege to the Mahendragarh Deputy Commissioner’s the in Narnaul on September 17.

The villagers alleged that false cases were registered against them while they were peacefully protesting to ensure the arrest of anti-social elements who assaulted some villagers a day before the incident.

Villagers vandalise Kherki Daula toll, thrash tax collectors
Say tax being charged from locals ‘illegal’
Tribune News Service

Gurgaon, September 15
Over 200 villagers today vandalised property at the Kherki Daula toll plaza in protest against the tax being charged from local vehicles.

The incident has taken place days after the plaza was being promised security.

It was a free-for-all at the toll plaza today when people from Manesar, Shikohpur, Sikanderpur, Kherki Daula, Narsinghpur, Rampura and other villages gathered at the toll plaza at around 11:30 am and forced open all the 21 lanes for almost two-and-a-half hours.

Toll plaza officials said the villagers thrashed toll collectors, damaged property worth Rs 20 lakh and even took away the cash. It was only after the Kherki police reached the spot along with the ADC and the SDM that the mob came under control.

The villagers claimed that they were forced to do so, as the toll authorities were “illegally” levying tax on local vehicles.

“They are charging toll tax from all local commuters and disrespecting the pact that exempts 31 villages. Not only this, but they are also charging extra money from every vehicle. It high time this fraud toll is removed,” said a protestor.

A toll plaza official, however, claimed that the villagers were flouting norms.

“This rowdism and vandalism is an everyday affair here. We again clarify that there is no exemption for local villagers. They do not pay the tax and take commission to let several other vehicles pass. We have registered a complaint with the police,” he said.

Faridabad, September 15
A 55-year-old resident of nearby Baroli village shot himself outside the Deputy Commissioner’s office at the crowded Mini Secretariat here today.

The deceased, Ved Prakash, had come to complain to the DC of alleged harassment at the hands of certain officials, including Central Police Station SHO Mukesh Kumar and Irrigation Department SDO SK Dagar.

Ajinder Chandila, Ved Prakash’s nephew, blamed the SHO, the SDO and one of their neighbours, identified as Ram Prakash, for the incident. The SHO, SDO and Ram Prakash have been booked on charges of abetment to suicide and the investigation is on.

Chandila told mediapersons his uncle was upset after the accused allegedly got his newly-constructed house near the Sector 9 bypass demolished and registered a case against them.

Chandila said his uncle came to the DC office around noon to complain against the accused and committed suicide around 1.20 pm soon after he came out of the office, perhaps due to sheer frustration, tension and the response of officials.

Chandila alleged the cops had also threatened to get his son, serving in the Haryana police, suspended if they did not stop construction on the land that he claimed was owned by his uncle.

He alleged the police acted in a biased manner and the case was false and aimed at harassing them as the dispute involved one of their neighbours, identified as Ram Prakash. He said he had formally lodged a complaint against the accused after the incident.

However, Police Commissioner AS Chawla said Ved Prakash and his nephew were booked by the police on September 4 for encroaching land belonging to the Irrigation Department and assaulting an employee at the site. The duo’s anticipatory bail plea was scheduled to be heard on September 16.
