No headway in talks, roadways’ strike continues

Man battered to death in Jhajjar village

A 62-year-old man was battered to death with bamboo sticks by six co-villagers in the main market at Dighal village last night. The assailants fled the spot after perpetrating the crime. The deceased, Ram Avtar, ran a grocery shop from his house and old enmity is stated to be the reason behind the crime.

Villagers seek police action into man’s death

Residents of Roopa Majara village blocked the Ambala-Hisar highway near Ambala City today, keeping a body in the middle of the road for two hours. The deceased, Jarnail Singh, who was a resident of this village, had gone to South Korea one and half years ago for a job. He had been missing for the past four months. A fortnight ago, his body was recovered there. His brother and a friend went to South Korea to bring the body to India. The body was brought to the village this morning.

CPI suggests leaders’ names for elections

The district committee of the Communist Party of India (CPI) has recommended the names of Jagtar Singh Jagga and C Bhola as party candidates from Rania and Kalanwali Assembly segments, respectively. Swaran Singh Virk, veteran leader of the CPI, told The Tribune that names were recommended during a meeting of the district committee of the party yesterday chaired by district secretary Jai Chand Saharani. He said the CPI would campaign against the pro-corporate policies of the Congress, BJP and INLD. The CPI, Virk said, opposed the arrest of All-India Sikh Federation (AISF) state convener Roshan Suchan, who along with girl students of Government National Post-graduate College had protested on Thursday for demanding construction of a college building since the existing one was unsafe. 3 dead in road mishap
Yamunanagar, September 7
Three persons, including a couple, were killed in an accident near Joriyo naka on the Yamunanagar-Delhi road this morning. The deceased have been identified as Ram Karan and Rani of village Antawa while the identity of the third person could not be ascertained. Sources said the couple were going to Chhachhruali to visit a doctor on their motorcycle. En route their motorcycle was hit by a truck heading towards Yamunanagar. After the accident the truck driver lost control over his vehicle and it hit an unknown person standing on the road side. While all the three persons died on the spot the truck driver managed to flee from the spot. The truck was impounded by the police. OC

The Shivalik Vikas Manch yesterday alleged that the Shivalik region was being meted out stepmotherly treatment regarding recarpeting of roads. Manch president Vijay Bansal alleged that information sought under the RTI had revealed that no road had been recarpeted by the Haryana Mandi Board in Panchkula district. He added that nearly 700 km of roads had been recarpeted by the board in Chief Minister Bhupinder Singh Hooda’s home district Rohtak and adjoining Jhajjar. TNS

1 killed, 3 hurt in accidents
Rewari, September 7
A man was killed and two others, including a woman, were injured in two road accidents in the district today. Satpal (53) of Baaluda village (Gurgaon) died and his wife Vijay Laxmi suffered serious injuries when a bus hit their car near Maalpura village. Laxmi was rushed to a hospital, where her condition is stated to be critical. In another accident, two youths received serious injuries when the motorbike they were riding was hit by a heavy vehicle near Kaprivaas village. They have been admitted to a private hospital. TNS

Youth held for double murder
Panipat, September 7
The district police claimed to have solved the case pertaining to double murder at Diwana village. A youth, Ravi, of the same village has been arrested for murdering INLD leader Kuldeep Diwana’s mother Murti Devi (65) and their maid Santosh (19). After adopting an aggressive stand in its election campaign, accusing the Congress on the change-of-land use (CLU) issue, the INLD is finding it difficult to cash in on the issue after the Punjab and Haryana High Court cancelled the land allotted to realty giant DLF.

The INLD has gone on the defensive after it was discovered that it was the INLD Government which conceived the project and acquired land for the Leisure Project at Wazirabad (Gurgaon) in 2003.

Initially, it was thought that the land in question was that in which Congress President Sonia Gandhi’s son-in-law, Robert Vadra, had stakes. All opposition parties upped their ante and launched a scathing attack on the Congress, calling CLU as a “continuous and unabated loot”, but once the INLD and the BJP realised that the land in question was acquired for “public purpose” and then transferred to DLF for developing air-conditioned apartments and villas, along with an 18-hole golf course, the opposition parties, mainly the INLD, dropped referring to the High Court judgement on the issue.

On the other hand, the Congress has gone all out to emphasis that the entire project was conceived and executed between 2002 and 2005 when Om Prakash Chautala was the Chief Minister. In a press briefing held on the case, Yudhvir
Malik, Principal Secretary, Haryana, disclosed that a notification under Section 4 of the Land Acquisition Act was issued on August 8, 2003, for acquiring 278 acres. Subsequently, a notification under Section 6 of the same Act was issue on January 20, 2004. Another 76 acres of Housing and Urban Development Authority (HUDA) land was also merged in 2003, taking the total area of the project to 354 acres. But all this happened during the Chautala regime.

Since the CLU issue is likely to dominate the forthcoming Vidhan Sabha elections, the Congress is keen to explain its position to the people lest it should draw adverse votes. At the same time, the INLD that was making corruption as one of the main planks after the CLU issue is finding itself on the back foot after it was revealed that the proposed Wazirabad project was conceived and initiated under the Chautala government. The INLD is also finding it tough to raise the corruption issue with its top leadership in jail after conviction in the JBT recruitment scam.

Documents procured by The Tribune reveal that the Chautala Government decided to go ahead with the project even after a consultant gave a presentation during the 281st board meeting of the Haryana State Industrial Development Corporation (HSIDC) on 29-11-2004 saying that “we do not visualise the government /HSIDC role as a developer for this project. It seems to be a straightforward private developer initiative”. It was finally on January 1, 2005, that the HSIDC resolved to acquire the land notified.

Chief Minister Bhupinder Singh Hooda said: “The entire process was conceived and planned during the Chautala regime. My government that took over reins of the state in March, 2005, only decided to continue with the project that was already in place. It was through a process of international competitive bidding that DLF got the project. There were other bidders like Country Heights Holding and Berhad (Malaysia) and a consortium led by Unitech . But DLF was the highest bidder and was allotted the project in a fair manner”. The Chief Minister said political parties were trying to mislead the people on the issue but his government had no role in envisaging the project.

State INLD president Ashok Arora said the Hooda government could not blame the Chautala government for its own “misdeeds”. “The Congress government struck a deal with DLF for the land acquired by our government to be developed by its own agencies. The court has not found fault with land acquisition but has ordered the cancellation of the deal with DLF which is the Hooda Government’s doing,” Arora said.

Punjabis hold the key to victory in this segment

Considered a Punjabi dominated seat, the Sonepat Assembly segment played a vital role in ensuring the victory of BJP candidate Ramesh Chander Kaushik in the Lok Sabha polls. Since 1966 when the state was formed, Punjabi candidates have won from here on eight occasions.

BJP the main player

The BJP was victorious for five times in 1968, 1977, 1982, 1987 and 2009 whereas its arch rival Congress won four times in 1967, 1972, 1991 and 2005. Interestingly, Dev Raj Dewan won from here in 1996 and 2000 elections as an Independent.

At present, BJP state vice president Rajiv Jain's wife and incumbent MLA Kavita won after defeating former Congress MLA Anil Kumar Thakkar. However, the victory margin was just 2,657 votes. All the other eight candidates forfeited their security deposit

This segment played a significant role in Kaushik's victory since he got the highest lead of 29,273 votes from here among the nine Assembly segments of Sonepat LS seat over his nearest Congress rival Jagbir Singh Malik (28,559 votes).

Several projects yet to be completed

Though this constituency is represented by Kavita Jain of the BJP, yet the Congress government launched several development projects worth several thousand crores. Tghese include construction of two RoBs, one RuB, widening of the town roads, storm water drainage system, drinking water and a sewage treatment plant.

Both Kavita and Thakkar claim credit for these projects and said that these projects were sanctioned following their efforts. However, as almost all the projects began in 2012, most of them have not been completed yet despite repeated extension of the time schedule.

The tender for the Bahalgarh flyover has invited and the work will begin soon. Similarly, efforts are on for setting up a solid waste management project and converting Old Tehsil Complex into a park for the benefit of thousands of residents of old localities.

BJP state vice president Rajiv Jain is keen to contest this time. In 2009, he candidature was declared but was withdrawn following his conviction is a disproportionate assets case. Instead, his wife Kavita was fielded and she won. Now that he has been acquitted by the court, there are indications that the party would field him.

Thakkar claims that the MLA was taking credit for projects started during his tenure. The construction on the RoB could not start due to some technical reason raised by the railways.

Birender seeks inquiry into ‘caste ragini’

Former Rajya Sabha MP Birender Singh has demanded an inquiry to find out who made an audio clip of a raagini purportedly interspersed with caste words. The clip circulated in the run up to the Lok Sabha elections.

“I had asked Chief Minister Bhupinder Singh Hooda to order an inquiry and find out who made the clip that sought to divide people on caste lines. Caste politics will ruin brotherhood in society,” he said at a gathering in Mangali village of the district today.

The BJP leader demanded that politicians who raked up caste issue must be banned from politics. “Those who rakes up the issues of caste and religion should be banned from electoral politics. The politicians should talk about the whole society,” he said.

Birender, who quit the Congress to join the BJP, claimed that the Assembly elections would give a new direction to the state. “People have made up their mind. The BJP will get an opportunity to form the government on its own for the first time in 48-year history of Haryana.”

He said the state had witnessed the worst of times as politicians indulge in the politics of casteism and regionalism. “I joined the BJP as this party is capable of getting Haryana rid of these evils plaguing the state for several years,” the BJP leader said.

Birender blamed that regional discrimination in development and jobs caused resentment against the Congress government. “Several politicians have floated parties in the run up to the Assembly elections and they claim to serve people. But the truth is they want to fulfil their interests.”

BJP leaders, including Amit Kajal, Udayvir Punia, Kanwal Singh, Ishwar Singh, Vijay Kaushik and Ranbir Lohan, addressed the gathering.

Clip that created sensation

An audio clip of a raagini purportedly interspersed with caste words had created sensation in the region in the rn up to the Lok Sabha elections. The politics of Jats versus non-Jats purportedly forms the theme of the raagini. The Haryana Janhit Congress, INLD and Congress had denied making or circulating the clip. Congress leader Sampat Singh, who contested the Lok Sabha elections from Hisar, had said that caste politics ruled the campaign during the General Election.

With speculation that national BJP executive member Manohar Lal Khattar is the candidate from Karnal Assembly seat, several posters expressing opposition to outsider candidates have come up at several places across the city.

There is no name of any party or candidate on the posters but these have become a talk of the town and people are speculating it to be a handiwork of some BJP workers, who are opposing the nomination of Manohar Lal Khattar from Karnal as he hails from Rohtak.

Political pundits are relating this to a rift in the BJP as during the party’s Vijay Sankalp Yatra, some local leaders had not participated. Meanwhile, some BJP workers showed blackflags to Khattar and raised slogans telling him to go back. Now, black-coloured posters carrying the message “Karnal per reham karo, bahri ummedwar vapas jao” have been stuck across the city.

A senior BJP leader, on the condition of anonymity, said, “The Central leadership of the BJP is imposing an outsider candidate on us, which is hurting the feelings of the workers who have been working for the party at the grass-roots level for many years. The candidate should be local, somebody who knows the issues and people very well.”

Jagmohan Anand, state BJP spokesman, said it was a mischief of someone who is against the popularity of the party.

Will contest from Karnal: Khattar

  • Putting at rest all speculations, Manohar Lal Khattar,a national BJP executive member, today hosted a house-warming party at his new house in Karnal and claimed, for the first time, that he would contest from the Karnal Assembly seat.
  • Talking to mediapersons after the function, he said, “Now, I am a resident of Karnal and have removed the tag of an outsider. Karnal’s development is my topmost priority”.

At functions held on the occasion, he harped on the development works carried out in Rewari during his tenure.

This move has invited criticism from various quarters with the opposition crying foul and terming it all as ‘a political drama’ to entice the voters. Locals say the minister should redress their basic grievances lying unaddressed for a long time.

“Yadav is trying to hoodwink the voters by laying foundation stones in an effort to deflect the public wrath against him,” said Raghu Yadav, HJC general secretary.

The minister was making futile efforts to woo the voters on election eve as the public was ready to teach him a lesson in the poll battle.

Local BJP leader, Sunil Yadav said“the minister has been laying foundation stones in an attempt to garner votes at the eleventh hour while most of the earlier projects are yet to be completed. Where was for the past nine years when the people were crying for development?”

Parveen Kumar, a shopkeeper, said the minister should work to improve the dilapidated roads, poor drainage system and traffic congestion in Rewari city instead of laying foundation stones.

Indian National Lok Dal (INLD) president and Thanesar MLA Ashok Arora has said that the Congress and the BJP were “equal political rivals” for them. While the Congress has looted Haryana over the last one decade, the BJP is fast turning into the Congress. He was talking to media persons after attending a workers’ meeting at the Punjabi Dharmashala here today.

“The BJP claims to be the cadre based party but it doesn’t even have 90 candidates of its own to contest in the assembly polls. The INLD doesn’t need anyone’s support and will be voted to power with a thumping majority,” he added.

Criticizing the Hooda government, he said “the agitations and strikes across the state every day are outcome of the wrong policies of the Congress. The ongoing stir by Haryana Roadways employees is an example of the government’s failure,” he pointed out.

“To defeat the Congress, the INLD is organising a mega rally in Jind on September 25 on the occasion of Jan Nayak Devi Lal’s birthday. Punjab CM Parkash Singh Badal, Andhra Pradesh Chief Minister Chander Babu Naidu, Janta Dal (U) leader Sharad Yadav, UP former CM Mulayam Singh attend the event,” he added.

No headway in talks, roadways’ strike continues

No relief seems in sight for the harried Haryana commuters. Buses did not ply for the second day in running today. These will remain off road following the failure of talks between the Haryana government and the six roadways unions in the state. The unions are seeking suspension of 3,519 private permits issued for various routes.

At a meeting held in Karnal today, Haryana Transport Minister Aftab Ahmed met the members of the various unions but failed to arrive at a consensus on the issue of private permits though the government has agreed to suspend the time-table of all private operators for the time being.

However, unions maintain that this is not enough. "Our strike is on till the government scraps the private permits altogether. The private operators will not be able to compete with as us far as public service is concerned. Earning money is their sole motive while we offer concessions to 42 categories. It is a loss-making proposition.

"Besides, a roadways bus provides employment to six persons while a private bus gives jobs to only two persons. We want the Transport Department to buy 10,000 new buses and operate them," says Sarbat Singh Punia, a member of the Roadways unions' coordination committee.

Sources said that after the strike in January this year, the government had accepted nearly all the demands of the protesting employees and even formed a panel to consider the unions' objections to private permits.

However, sources said the Regional Transport Authority, earlier this week, issued a time-table for private operators in Kaithal and followed it up with a time table for operators all over Haryana. This acted as a trigger and resulted in a strike.

Officials maintain that trouble has been brewing since private operators began parking their buses at the bus depots. This was opposed by the unions. Agitated, the union initially called for a five-hour strike on September 3 after which it decided to extend it across the state.

"We want the licenses to private operators withdrawn immediately failing which we will not ply buses. Though it is causing inconvenience, the public must realise we are fighting a battle since the private operators will charge exorbitantly. We have always been against the introduction of private operators," Punia claimed, unwilling to accept that the unions were resorting to "arm-twisting tactics" since elections were round the corner.

Sources said the unions had initially agreed to call off their strike after being assured that the time table for the private operators would be suspended.

"In informal talks, they had agreed that any decision on private operators could be put off till the verdict in a court case is out. The next hearing is on September 11. However, later they backtracked and announced a state-wide strike," an officer said.

Karnal: After an unsuccessful meeting between employees’ union and Transport Minister, Dalbir Kirmara, president of one of the unions, said the government was adamant on issuing permits to private bus operators.

Sarbat Punia, president of another union, alleged: “The government has taken the decision in haste to benefit their close ones. The government is promoting privatisation and this will not be tolerated.”

Ambala: Bus services in Ambala were affected following the indefinite strike. The employees sat on a dharna near the entry and exit gates of the depot and did not plying of buses. Nearly 200 buses remained park in the bus stand. Private buses and maxi cabs charged almost double the fare rate.

The All-India Power Engineers’ Federation (AIPEF) has blamed overdependence on the private sector for the power crisis in Haryana. VK Gupta, spokesperson for the federation, said the power engineers had repeatedly been cautioning the state government against depending on the private sector to maximise power supply to domestic consumers.

He said Haryana consumers, particularly in rural and semi-urban areas, had been facing power cuts of long duration since August 27 after Adani Power Limited suspended the supply.

Adani had been supplying power to the state under a 25-year power purchase agreement (PPA) from its three units of Mundra project (Gujarat) through dedicated Mundra-Mohindergarh HVDC transmission line.

The AIPEF has alleged that the states’ “faulty power polices” were responsible for the present crisis and accused the power giants such as Adani and Tata of “blackmailing” the state governments by shutting down their plants, which generate more than 8,000-MW electricity, to get the tariffs revised.

The federation said the government should act tough against private power-generating companies that adopt such tactics. The two private companies stopped generating power after the Supreme Court stayed the increase in tariff on August 25.

In case of Adani and Tata projects in Mundra, the PPA does not provide for tariff hike on account of increase in price of imported coal. Though the Central Electricity Regulatory Commission ( CERC) and Appellate Tribunal on Electricity decided in favour of Adani and Tata, the Supreme Court struck down these orders and disallowed the tariff hike sought by the two power-generating companies on the basis of rise in the price of imported coal.

The AIPEF alleged that the Centre was intervening in favour of Adani and Tata and mounting pressure on the procuring states to withdraw the case in the Supreme Court and go for out-of-court settlement, which would obviously be advantageous to Adani and Tata.

Instead of acting in the interest of consumers and the state distribution companies, the Union Ministry of Power batted for Adani and Tata, the federation alleged.

The AIPEF demanded that the BJP-led NDA Government should review the “faulty power policies” of the previous UPA Government at the earliest to ensure that a sector as vital as power remained immune to the “blackmailing” by private companies.

Khaps to campaign against drugs

State khaps will launch an awareness campaign against drugs following the alarming incidence of drug addiction among youngsters in Punjab and some narcotics finding their way into villages that share the border with the neighbouring state.

The decision was taken in a meeting of leaders of Sumain, Kandela, Satrol, Hooda, Brah, Nogama and some other prominent khaps here a few days ago. Youngsters from around 30 villages of Jind also participated.

Khaps will form 15-member special committees in big villages while smaller ones will have five-member panels to spread awareness. These committees will include educated youngsters of villages, elders and khap representatives.

There are around 150 khaps in the state that command immense influence in Bhiwani, Jind, Sonepat, Rohtak, Panipat, Mahindergarh, Gurgaon, Jhajjar, Karnal, Kaithal, Faridabad and Palwal areas.

The committees will keep a check on suspected drug addicts, convince them to shun drugs after proper treatment and help the police bust the supply line of drugs.

“Drug addiction is high in Punjab and its ill-effects can now be seen in villages along the Haryana border. For Punjab-based smugglers, it’s easy to enter these villages due to lack of security. Since khaps are involved at every level in the lives of state residents, we have decided to launch a special campaign against drugs and other social evils,” said Tek Ram Kandela, president of Kandela Khap and national convener of Sarv Khap Panchayat, Haryana (SKP).

Some khap leaders alleged that politicians try to use drugs and alcohol to get votes at the time of elections. They said the committees will also keep a strict watch over such activities in the run-up to the polls.

“Though the drug menace is not as rampant as it is in Punjab, but we don’t want to take any chances. So we decided to launch this campaign to nip the problem in the bud,” SKP, Haryana, spokesman Sube Singh Sumain said.

Breaking silence over the row on the SGPC’s latest decision on barring women with dyed hair from performing kirtan at Gurdwara Santokhsar Sahib, the HSGMC has come in the support of women and demanded immediate withdrawal it’s ‘Talibani’ dictate.

“Guru Nanak Dev recited Gurbani in forests for animals with the help of Bhai Mardana. The Sikh gurus never imposed any condition on reciting Gurbani and said anyone could recite it. From the latest ‘Talibani’ dictate, it appears that SGPC president and Akal Takht jathedar Avtar Singh Makkar and his team have started thinking above our gurus,” alleged HSGMC senior vice-president Didar Singh Nalvi. HSGMC sources said all committee members were against it.

“Though the SGPC had banned women with coloured hair from performing kirtan at Gurdwara Santokhsar Sahib, what step would it take against those women across the world who perform kirtan in the gurdwaras not controlled by the SGPC?” questioned Nalvi.

He also accused the SGPC of double standards and demanded that religious code of conduct must be the same for all. “What action is the SGPC going to take against those members who dye their hair and whose children have trimmed beard?” he asked.

“The Sikh Panth never imposes restrictions as it’s a very broad religion. Only governments impose restrictions. The latest restriction of the SGPC shows that it works like a government and not like a religious body,” alleged Nalvi.

He warned to SGPC that time was changing and religious bodies like the SGPC should not take such decisions with a medieval mindset. “The dictate will have a negative effect on the image of Sikhism. Religion is a fundamental right and no one has a right to interfere in it,” he said.

“We all must take steps for the betterment of Sikhism and refrain from taking such illogical decisions. But since the SGPC authorities appear to be lacking the knowledge of the basic tenets of Sikhism, they are taking such decisions. We demand immediate withdrawal of the ban,” added Nalvi.

Lack of buses
Students travel at their own risk in Jhajjar

Students dangling from bus doors and sitting atop overcrowded buses is a common sight on the Jhajjar-Bahujhholari road in this district, thanks to the apathy of the Haryana Roadways authorities, who have failed to ply adequate buses on the route, despite several requests.

Putting their lives in danger, the students have to travel in these overcrowded buses daily to reach their destination. There is merely a single roadways bus for the students of Bahujhholari, Khanpur Kalan, Khanpur Khurd, Chaihda, Khorda, Goriya, Jharli, Baajitpur, Saasrauli, Sunderheti, Naungawan and Maaliavaas village in the morning. Hundreds of students travel to Jhajjar and Rohtak daily to reach their schools and colleges.

“We have to travel by either sitting atop the bus or clinging to its door handles as the overcrowded bus does not even have space to stand on the aisle. Therefore travelling in an unsafe manner is our only option,” said Sandeep and Rakesh, students of a Rohtak college.

Though a special bus for women is also available at 6:30am on this route for Rohtak, but the roadways authorities should ply more buses keeping in view the rising numbers of students here, the students added.

“We have approaches the authorities at Haryana Roadways several times, but no one paid heed to our demand. We are now considering the option of disrupting traffic on the road to attract the authorities’ attention towards this problem,” said Bhim, another student.

Meanwhile, the Haryana Roadways employees, said, “The students do not pay attention to our warnings of no space in the bus and keep boarding it though they have to dangle at doorsteps and sit on the roof.”

The Jhajjar Roadways Depot, general manager, was not available for his comments.

500 booked for mob violence at Palwal

The police claimed to have booked 500 persons from 17 villages of the district for their alleged involvement in mob violence on National Highway No. 2 on Friday. The violence had triggered due to registration of a case against some youths. Four persons have already been arrested.

A police officer said while 37 of the accused had been booked by their name in the FIR, the rest were yet to be identified. They have been accused of assaulting policemen, setting ablaze and damaging vehicles and blocking traffic on the national highway. The violence had resulted in injuries to dozens of persons. These included 30 policemen, including Superintendent of Police Patram Singh.

Four persons — Manjit and Bhanwar Singh of Kakrali, Litesh of New Colony and Dhruv of Bharat Colony — who were arrested by the police, were remanded to judicial custody after being produced in the court today. According to the FIR, the mob had torched a police gypsy and damaged a dozen vehicles, besides injuring policemen while throwing stones. The policemen were trying to persuade the protesters to clear the highway, when they were assaulted by the mob, it has been claimed. The traffic movement remained disrupted for several hours on the highway. The authorities 
had to deploy additional police force from neighbouring districts to tackle the problem.

Some of those booked are Dharmender of Durgapur village, Mahender Sarpanch of Allika, Navin Dagar of New Colony, Navin Rawat of Dhamaka, Chattar, Sansar, Vikas and Netarpal Chauhan of Aurangabad, Ashok Sudhir and Vinod of Kherla, Rajesh of Phulwari, Vikas, Sunder, Naresh of Hodal, Rohtash, Dheeraj, Harichand, Naresh, Jogender and Preet of Mitrol, Pushpender and Shiv Kumar of Aharwan, Manoj of Bhagola, Brahm Dutt of Rajiv Nagar, Jamshed and Charu of Softa, Ashok of Janoli and Subhash of Gahlab village.

Locals have refused to lift their indefinite hunger strike even after meeting Haryana Chief Minister Bhupinder Singh Hooda here last evening. The protest has been going on against the Jind police’s failure to recover a17-year-old girl who was kidnapped from her home in Amarheri village nine days ago.

Sources said a delegation of the local Maid Sunar Sabha met Hooda last evening in the grain market after a state level SC/BC function. The members not only strongly criticized police for its failure and irresponsible statements trying to project the kidnapping as wilful conduct by the minor girl. They demanded departmental action against errant officers for damaging the reputation of the girl’s family.

The CM called the DGP for the early recovery of the girl. Later on, Hisar Range IG Haneef Quraishi also met the delegation and assured that the needful would be done. He also announced a reward of Rs 1 lakh reward for information about the girl and deputed a special task force to investigate the matter.

But the sabha and other NGOs have refused to discontinue their strike. “We would end it only after the girl is recovered. Jind cops are not taking the case seriously. A minor has been in the clutches of the kidnappers and anything could have happened with her,” said Ram Mehar , general sectary of the sabha.

She the morning of August 29, accused Anil from Shyam Nagar entered the house of girl, dragged her out her house and bundled her in his car. When her mother Suman and brother Deepak tried to stop the car, he hit them resulting in the death of Suman while Deepak suffered serious injuries.

Status quo on cultivating rights

The Supreme Court has ordered status quo in a case involving a claim to ownership right on the basis of cultivating possession of 11 bighas of land in Sonepat district for over 100 years.

A Bench comprising Justices Ranjan Gogoi and RK Agrawal also issued notice on an appeal filed by the descendants of those who have been cultivating it since 1909 challenging an April 23, 2014, verdict of the Punjab and Haryana High Court granting ownership right to the legal heirs of the original owners of the land.

Both the Additional Civil Judge and the Additional District Judge had declared those in cultivating possession of the land as the owners on the basis of adverse possession. But the HC had reversed the two orders, citing an apex court verdict against granting ownership right on the basis of adverse possession.

Appearing for the petitioners, Naresh and others, senior counsel Mahabir Singh and advocate Nikhil Jain pleaded that there were legal provisions for seeking ownership on the basis of adverse possession of a property.

Singh contended that this year’s verdict of the apex court (in Gurdwara Sahib vs Gram Panchayat Village Sithala) on which the HC had relied had only made a passing reference to adverse possession and as such it could be treated only as an exception, not as binding on similar cases.

Union seeks CM’s intervention

The strike of Haryana Roadways’ staff entered its second day today with no solution to the standoff pertaining to the issuance of permits to private transporters. The employees’ body has demanded direct dialogue with the Chief Minister on the issue.

“The issuance of 3,519 private permits is unacceptable as it is a violation of the previous agreement made with the state government. If the government fails to solve the problem, we will continue to strike work,” said Ram Asrey Yadav, state secretary, Haryana Roadways Workers Union.

Claiming that the talks with the Transport Minister on Sunday at Karnal had failed to bear any result, he said unless the Chief Minister holds a dialogue himself, the problem would linger as it was an important policy matter. He said the strike had been called by the Joint Acton Committee of all the main unions and they stood united on the issue.

Yadav said the issuance of private permits had been done under pressure from private transport lobby. He said it would adversely affect the operations of the Haryana Roadways.

Meanwhile, with no bus leaving the depot today, hundreds of commuters had to face inconvenience.

“I had come here to drop a relative, who had to go to Mathura, but was told that the bus stand was closed due to strike. We had to come out on the main road, from where he got a UP Roadways bus after waiting for 50 minutes,” said Sanjay Kumar, a resident of Sector-3.

BSP espouses notion of growth for all: Arvind

Former Karnal MP Arvind Sharma today accused the Congress and other political parties of ignoring the Brahmin community in Haryana. “In the Assembly elections, people will give the BSP the mandate to rule the state and, subsequently, the party will correct the wrongs of other parties by ensuring development of all communities, including Brahmins,” the BSP’s chief ministerial candidate said at a Brahmin Sammelan here today. Local Brahmin leader Baljeet Sharma organised the event.

Arvind urged Brahmins to unite and be politically strong in the changed political circumstances.

“The community has always believed in the policy of brotherhood and worked for the betterment of society and country. Therefore, if people vote for the BSP, all communities, including the Schedule Castes and Backward Classes, will be treated equally,” the former Congress leader said.

Without naming anyone, he said those who claimed to be leaders of 36 biraadris (communities) became leaders of particular castes after winning the elections.

Arvind said that till now, all Haryana Chief Ministers confined development works in their home districts.

The BSP would not discriminate and, instead, ensure all-round development, he said.

The BSP’s chief ministerial candidate promised to raise age limit for government jobs, besides taking other steps for the development of people if voted to power.

Man battered to death in Jhajjar village

Jhajjar, September 7
A 62-year-old man was battered to death with bamboo sticks by six co-villagers in the main market at Dighal village last night. The assailants fled the spot after perpetrating the crime. The deceased, Ram Avtar, ran a grocery shop from his house and old enmity is stated to be the reason behind the crime.

The Beri police has registered a murder case against six youths on the complaint of Avtar’s son Deepak. No arrest had been made till the filing of the news.

Sources said the accused thrashed the deceased when he was sitting outside his shop. He was taken to the PGI at Rohtak where he succumbed to his injuries.

“Preliminary investigations reveal that Avtar had a dispute with the accused which resulted in the fatal attack. We registered a case under Section 302 of the IPC against six persons and are conducting raids at their possible hideouts to nab them,” said Beri SHO Jasbir Singh. The statements of Ram Avtar’s kin have been recorded.

MDU land used to construct bypass to favour builder: Teachers

The Maharshi Dayanand University Teachers’ Association (MDUTA) has alleged that the state government got a bypass road and railway overbridge constructed through the university campus to favour a private builder whose township is located nearby.

“The road from the Delhi bypass towards Jhajjar was initially proposed to be constructed along a private township located nearby. However, to favour the builder, the road and railway overbridge was constructed through the university campus, thus depriving it of a huge chunk of land,” Surender Dahiya, MDUTA president and other faculty members of the university, said in a joint statement issued here on Friday.

The university teachers said the present state government claimed to have developed the university, but in reality, it had not given any special grant for the purpose.

The amount routinely provided by the state government to MDU was grossly inadequate to meet the expenses incurred by the university authorities, they said, adding that all development on the university campus had been carried out by funds generated by the university itself.

The teachers also lamented that the state authorities not only “snatched” the university college from the MDU administration, but also gave away the administrative block and Indira Gandhi Bhawan to the University of Health Sciences without providing the due compensation. — TNS

Police hike cash reward to Rs 1 lakh

To solve the blind murder mystery of Nitin Narwal, who was murdered on the Kaithal road railway flyover on August 18, the Karnal police have sought public support and have increased the cash money from Rs 50,000 to Rs 1 lakh for any information on the accused. The name of the informer would be kept secret, said the police.

Abhishek Garg, Superintendent of Police, said, “People can contact me anytime. They can either write a letter or send an SMS on DSP city Raj Kumar’s no. 9729990702, if they get to know about the accused.”

Meanwhile, the family of the deceased has also announced a cash prize on any information about the accused.

Davinder Narwal, uncle of the deceased, said, “If anyone has seen the accused or knows anything about them, I request them to come forward and help us.”

Nitin (16), a student of Class XII, was going to his father’s shop on August 18 when he was stopped by two youths. They attacked him with sharp weapon and slit his throat. After committing the crime, both the accused escaped.

Villagers seek police action into man’s death

Residents of Roopa Majara village blocked the Ambala-Hisar highway near Ambala City today, keeping a body in the middle of the road for two hours.

The deceased, Jarnail Singh, who was a resident of this village, had gone to South Korea one and half years ago for a job. He had been missing for the past four months. A fortnight ago, his body was recovered there. His brother and a friend went to South Korea to bring the body to India. The body was brought to the village this morning.

Jarnail’s younger brother Balwinder Singh said a resident of the village, who was an agent of an immigration company, had sent Jarnail and four others to South Korea promising them jobs there. He alleged that the agent and a few others had hatched a conspiracy to assassinate his brother. They demanded that the agent be arrested.

The blockade was lifted only after the police assured the protesters that necessary action would be taken.
