Abhimanyu rips into Bishnoi
Hisar, August 28 Addressing a gathering in Balsamand village of Adampur Assembly segment here today hours after the end of the three-year-old alliance, Abhimanyu said, “He (Bishnoi) is living with the delusion that dynastic politics will help him win the election. Gone are the days when the grandfather’s political legacy would help the grandson win. The voters now are politically aware and a person even without political legacy could win,” he said. Abhimanyu maintained that had Bishnoi merged with the BJP before the Lok Sabha election and contested on a BJP ticket, the party would have swept all 10 seats in the state. “Bishnoi has been desperate to promote family politics, which let to his fall,” he said. Abhimanyu expressed surprised over the personal attack on him by Bishnoi. Bishnoi had ridiculed BJP leaders, including Capt Abhimanyu, at a meeting in Loharu yesterday. He had claimed leaders such as Abhimanyu, Ram Bilas Sharma, Manohar Lal Khattar, Ganeshi Lal and Om Prakash Dhankar were incapable of winning on their home turf. “Ram Bilas Sharma has lost so many elections that it’s difficult to recall when he last won. Ganeshi Lal’s poll record is similar. Om Prakash Dhankar, too, lost when he contested the last Assembly election from Dadri in Bhiwani district. Capt Abhimanyu is looking for a safe seat as he is unsure of his victory on his home turf. Khattar has never contested an election and is also looking for a safe seat,” Bishnoi had said. Gurgaon, August 28 On Bishnoi’s allegations of betrayal by the BJP as it secretly supported the INLD in the Lok Sabha poll, Ram Bilas trashed the charges. “We did not betray anyone. The alliance broke because of Bishnoi’s overambitious plans. He did not care for the alliance’s objectives and benefits; so it broke. The HJC is lead by some Congress dropouts who are yet to break free of Congress-specific mindsets. We are very confident of victory.” However, experts said the altered political equation will deal a major blow to the BJP in all segments in Mewat. HJC leaders are very popular in the area boast of a large number of supporters. This factor is said to have helped the BJP defeat the popular Zakir Hussain of the INLD. If the HJC party fields its candidates, the BJP will have a tough time getting Meo votes.

New Delhi, August 28 “Bishnoi is working as the B team of the Congress to benefit Chief Minister Bhupinder Singh Hooda. There is anger in the people of the state against the Congress which is translating into a vote for change in favour of the BJP. Bishnoi aims to divide that vote,” BJP spokesperson Syed Shahnawaz Hussain said. Criticising Bishnoi for nursing aspirations beyond his rightful claim and not honouring people’s mandate, Shahnawaz said the BJP was in a position to contest all 90 seats on its own and that the next CM of the state would be from the BJP. He also refuted the charges that his party had betrayed the partner of almost three years. Shahnawaz said relations between the two parties had soured during the Lok Sabha poll when BJP rejected Bishnoi’s proposal to field Venod Sharma as a candidate. Party sources agree break-up with Bishnoi was something that the BJP leadership also wanted but did not want to make Bishnoi a martyr by becoming the first to walk out of the alliance. New alliance may swing voting patterns, alter equations

Chandigarh, August 28 While a section of political observers say the break-up would help the Congress, others say the HJC and the BJP would now individually bite into the non-Jat vote that may, in fact, dent the Congress. Their argument is simple: When the BJP and HJC were together, non-Jats either voted for or against the alliance. Those who voted against the alliance voted for the Congress. But in the newly emerged scenario the votes will split three ways. Former finance minister Birender Singh has said on record that the split would be injurious to both the BJP and the HJC. “They would have together fought the Congress, but individually they may not be such a formidable force,” he said earlier this week. On the other hand, state BJP leaders are happy to get additional seats from the HJC share as well as a bigger role in governance if the BJP forms the next government. There are two obvious predictable outcomes of the split and new tie-up: The first could be forging of a “maha alliance” of non-Congress, non-BJP and non-INLD parties such as the BSP led by Arvind Sharma. None of these parties have candidates for all 90 seats, but could prove formidable together. Politicians with little chance of getting ticket would flock to the “maha alliance”. The next few days could see greater movement from the INLD that has already announced most of its candidates and the Congress, which has set a formula for allotment of seats in which many may see no hope. The new alliance is likely to see lot of cross-party mobility in the coming week. The coming together of Bishnoi and Venod Sharma has paved the way for other political factions and new parties to come together and give big parties a run for their money.

Bishnoi frittered away his early gains
Chandigarh, August 28 The outcome of Bhajan Lal’s failed ambition to occupy the chief minister’s chair in 2005, the HJC was Bishnoi’s brainchild to project him as a leader in his own right. While it was an ambitious shot at challenging the Congress by offering a strong non-Jat alternative in a Jat dominated state, Bishnoi gradually frittered away his early gains. Initially, the going was good with the HJC attracting huge crowds but things peaked when the party won the Hisar parliamentary seat in 2009. In the four months between the General Election and the Assembly poll in Haryana held in October that year, the HJC briefly flirted with the BSP, but the two fell out in a month. Contesting on its own, the HJC won six seats, including that of Bishnoi, and were the natural allies for the Congress looking for allies to form the government for a second consecutive term. Bishnoi bargain hard though the former had offered him the post of Deputy Chief Minister. “Every time he revised his terms that were difficult to meet. Meanwhile, some Independents extended support to the Congress and we managed the number game,” a Congress leader said. By this time the HJC MLAs had begun to get restless and five of the six MLAs merged with the Congress. Bishnoi ignored then and they were left with no option but to take a call on their future course of action, they claimed. Smarting from this deception, Bishnoi levelled charges of horse-trading against the Congress, filed a petition before the Speaker seeking disqualification of the MLAs and finally moved court. Most of these MLAs were accommodated in the cabinet or as Chief Parliamentary Secretaries in the Hooda cabinet. In 2011, after Bhajan Lal’s death a by-election was necessitated, Bishnoi forged an alliance with the BJP and won from Hisar. He then fielded his wife, Renuka, from the Adampur and she too won. For the BJP then, the HJC seemed an attractive since it was disillusioned with then alliance partner INLD and the two agreed to contest 45 seats each in the assembly poll. |

Issue fresh ad for Gurgaon oustees, HC directs HUDA
Chandigarh, August 28 The directions by a Bench of Justice Hemant Gupta and Justice Kuldip Singh came on a petition by Hukam Singh and another petitioner. They were seeking a residential plot in lieu of acquisition of land in terms of rehabilitation policies framed by the state government from time to time. The claim came after their land was acquired in 1989 for Sectors 29 and 29-A in Gurgaon. As the case came up for hearing, the Bench asserted that the issue was examined by the court in an appeal filed by HUDA and other petitioners against Sandeep and other respondents. It was held that landowners whose land was acquired formed a distinct category and were entitled to plots as and when plots earmarked for oustees were identified and advertised for allotment. It was specifically held that an oustee’s right to allotment of a plot could not be taken away even if he could not apply in response to an advertisement issued by the authorities concerned or was unsuccessful in draw of lots in pursuance of the ad. The Bench asserted: “Even though there was a specific finding, still the respondents have issued a public notice to contemplate that only those landowners, whose land was acquired after March 5, 2005, are eligible to apply for plots. We find that the action of the respondents in putting a cut-off date in the advertisement runs counter to the Division Bench judgement of this court in Sandeep’s case. Since the action of the respondents is unjustified, the condition in the advertisement is set aside. The respondents are directed to issue a fresh advertisement inviting applications from all landowners, whose land was acquired in the area in question. The present writ petition is thus allowed”. Dues pending, Adanis snap power supply; crisis looms
Ambala, August 28 Sources said the reason behind shutting down the units was linked to a Supreme Court decision that stayed the enhancement of tariff recommended by the Central Electricity Regulatory Commission (CERC) in view of increase in prices of imported coal. Power- procuring states has moved the Supreme Court after the Appellate Authority on Electricity rejected their contention against a hike in tariff. Meanwhile, engineers of the Haryana Power Generation Corporation Limited (HPGCL) are maintaining generation at all 12 state-owned thermal units. These units are generating around 2,725 MW. As on Thursday, the Panipat thermal plant generated 1,125 MW, Khedar 1,060 MW and the Yamunanagar thermal plant contributed around 550 MW. The two units of China Light and Power in which the state has 90 per cent share are producing around 1,090 MW. NTPC’s Jhajjar plant is generating 475 MW at its two units of which the state gets half the power. The state power utility supplied 1,914 lakh units on Wednesday and no power shortage was reported. Jit Singh, senior vice-president of the HPGCL Engineers Association, said engineers were working to run the thermal plants as per requirement and the Discoms engineers were maintaining round-the-clock supply. Financial inclusion scheme launched
Chandigarh August 28 Speaking at a state-level function for the launch of the Pradhanmantri Jan Dhan Yojana organised by Punjab National Bank here today, Hooda described this as a great achievement of the state. He said the “Pradhanmantri Jan Dhan Yojna” would surely further benefit people of Haryana. Ram S Sangapure , Executive Director, Punjab National Bank, said it was a matter of pride that public sector and private banks had opened 5 lakh bank accounts in Haryana since August 15. He said the Jan Dhan Yojna would be implemented in two phases. In the first phase (August 15, 2014 to August 15, 2016), efforts would be made to ensure banking facilities to all families. The second phase of the scheme would be implemented from August 15, 2016, to August 15, 2018. Chief Secretary Shakuntla Jakhu, Additional Chief Secretary(Finance) Rajan Gupta and Regional Director of the RBI Rashmi Faujdar were among those present . Karnal: Rao Inderjit Singh, Union Minister of Defence, Planning and Statistics and Programme Implementation launched the Pradhanmantri Jan Dhan Yojna at the NDRI here. Coaching centre owner among 3 held

Rohtak, August 28 DSP (City) Karan Goel said Chand Singh, the owner of the coaching centre where Madhu and Nikita used to study, had been arrested for not informing the police about the stalking/molestation of the minor girls, which is an offence under the Protection of Children from Sexual Offences (POCSO) Act. Apart from Chand Singh, the police have also arrested Robin of Girawar village and Sunil of Farmana village. As per the investigators, Robin had given some written messages to one of the girls while Sunil allegedly used to stalk the girls along with Lokesh Dalal. Lokesh, Robin and Sunil were sent to judicial custody while Chand Singh was granted bail. Meanwhile, a team of the State Women Commission led by its vice-chairperson Suman Dahiya visited the girls’ families this afternoon. Birender Singh pre-empts disqualification, quits RS
New Delhi, August 28 By putting in his papers a year ahead of the end of his Rajya Sabha tenure, Birender Singh has preempted any move on part of his former party, the Congress, to initiate disqualification proceedings against him under the Anti-Defection Law. The law clearly states that a member of any party who voluntarily joins another party will attract disqualification from Parliament for defection. The Congress had earlier placed Birender Singh under suspension and strategically not expelled him because expulsion would have allowed the rebel leader to retain his RS membership as an unattached MP. Suspension from the Congress meant Singh was still a member of the party and would hold the position of a Rajya Sabha MP in his capacity as a Congress leader. Birender was elected to the RS in August 2010 from the Congress. Birender Singh today said he had resigned from his RS membership to make his exit from the Congress and formal induction into the BJP “graceful and dignified”. “If I am to join another party I either incur disqualification from the Rajya Sabha by not resigning from my membership or resign gracefully and seek membership of a new political outfit. If I continue my membership of the RS even after being suspended by the Congress I expose myself to the provisions of the Anti-Defection Law. I did not want that,” Singh added. |

Tohana school owner ‘beats up’ student
Fatehabad, August 28 When Jwala confronted the teacher regarding his “unruly behaviour”, he refused to listen to him. Jwala claimed that Kumar had earlier been booked for beating up another student, Lokesh Kumar, leading to a fracture in his thumb. “A case under Sections 323, 341 and 506 of the IPC has been registered against Kumar,” he said, Kumar denied the charge of thrashing Abhishek and, instead, alleged that the student had beaten up another student of the school. Jwala, meanwhile, alleged that the police had been dilly-dallying on the issue. “When I went to a police station to lodge a case against the teacher, the SHO refused to do so,” he claimed. The SHO, Rahtash Kumar, said he had withheld the action, as both parties desired to strike a compromise by tomorrow. |

A day after HJC chief Kuldeep Bishnoi ridiculed BJP leaders by calling them “serial losers” in electoral politics, party’s national spokesperson Capt Abhimanyu ripped into Bishnoi, describing him as arrogant and one who banks on dynastic politics.
State BJP president Ram Bilas Sharma described the break-up with HJC as painful and unfortunate, but said it would not affect the party’s victory prospects in the Assembly election.
The HJC’s exit from the alliance with the BJP and its coming together with Venod Sharma’s Jan Chetna Party (JCP) signals a rapid change in the state’s political scenario as it moves toward an alternative to traditional parties. Both the HJC and the JCP, which represent mainly the non-Jat segment, have risen from being small organisations to an alliance with the potential to swing voting patterns and alter equations.
The state is likely to face an electricity shortage as Adani Power has halted the supply of 1,424 MW from its Mundra plant following an alleged payment default.
Authorities from the Mundra plant informed the Western Regional Load Dispatch Centre
(WRLDC) on Wednesday evening that three of its units of 1,980 MW capacity that were supplying power to the state would not be operated due to default in payment, it is learnt. The three units are run on imported coal.
