Panipat, August 24
Chief Minister Bhupinder Singh Hooda today formally launched the election campaign while addressing the gathering at the Vijay Sanklap Rally here. In his speech, Hooda not only targeted Prime Minister Narendra Modi for his failure to check unruly BJP supporters at the Kaithal rally, but also counted his government’s achievements during the last 10 years.

Supporters of various tickets aspirants left no opportunity to register their presence at the rally grounds. The supporters of All India Youth Congress general secretary Himmat Singh kept waving banners carrying his photo and raising slogans in his favour while standing in front of the dais. Himmat is a ticket aspirant from Ambala City from where Hooda’s confidant Venod Sharma is an MLA.

In his 42-minute speech, Hooda made populist announcements such as hiking pension for aged, disabled persons and widows from ~1,000 pm to ~1,500 per month. Similarly, he declared to hike salary of all Haryana employees, including policemen, to bring it on a par with their Punjab counterparts.

However a head constable deputed near the media gallery, said, “This is a mere announcement, let us see when it gets implemented.”

Show of strength

  • A huge main dais with a sitting capacity of 1,000 leaders was erected. Despite this, several leaders were standing

The Congress Pradesh Election Committee (PEC) is meeting here tomorrow to screen winnable candidates out of over 1,000 applicants for 90 Assembly seats in Haryana. Ahead of the PEC meeting, Congress leader in charge of Haryana affairs Shakeel Ahmed had a preparatory meeting today to chalk out a strategy to be adopted for screening.

Apart from considering the feedback received from Haryana leaders, the Congress will, for the purpose of overall screening, refer to the results of a state-level survey which 10 centrally appointed observers have conducted. These observers (each handled one parliamentary segment in the state) have submitted their findings to Congress general secretary in charge of the Central Election Committee (CEC) Madhusudan Mistry.

Sources said the final selection would made on the basis of the CEC’s reports and the findings of another state-level survey commissioned by Haryana Chief Minister Bhupinder Singh Hooda.

The Pradesh Election Committee meeting, to be attended by state party chief Ashok Tanwar, Chief Minister Hooda, Rajya Sabha MP Kumari Selja, among others, is expected to finalise the schedule for the first meeting of the Haryana screening committee headed by Congress leader PC Chacko.

“The inputs from the Pradesh Election Committee will go to the screeningcommittee which will keep the candidates’ report ready for consideration of the Central Election Committee expected to meet inthe first week of September.

The CEC headed by Congress President Sonia Gandhi is scheduled to meet on September 7 after which the first list of candidates will be released. Congress leaders said: “The attempt would be to strike a fine balance between seniors, youngsters and women in the list of candidates; winnability will be the top factor for selection”.

While CM Hooda remains the star campaigner in the state, other top leaders have also received their due,’ sources said referring to Sonia Gandhi’s decision to appoint Hooda detractors, Capt Ajay Yadav and Kiran Chaudhary, as chairman and co-chairperson, respectively, to the campaign committee for Haryana.

Women power prevails in ‘mini-Haridwar’

Rohtak, August 24
Kalanaur township in Rohtak district constitutes a reserved segment of the state Assembly. It has mostly been a stronghold of the Congress and has elected a nominee of the party six out of 11 times since the formation of the state.

Thanks to the existence of a large number of religious places and shrines in the township, it is also known as the mini-Haridwar of Haryana. Thousands of devotees throng the place during fairs and auspicious occasions every year adding to the revenue of the place.

In a state infamous for its skewed sex ratio, Kalanaur constituency has favoured women candidates and in the recent past two legislators — Kartar Devi and Jai Narayan — went on to become ministers holding important portfolios.

Due to this, this segment has witnessed noticeable development during the successive tenures of the Congress regime in the state. It bagged big ticket projects like the Indian Institute of Management (IIM), Industrial Model Township (IMT), Police Training Centre and Jail Complex during this period.

The four-laning of the Rohtak-Kalanaur road and construction of a bypass around Kalanaur have also been the high points for the constituency. Many other projects announced by the government are in the pipeline and the residents are hoping that they see the light of the day.

Nevertheless, as far as the common residents are concerned, they are still grappling with a wide variety of problems in their day-to-day life. The lack of basic civic amenities emboldens the Opposition to claim that the residents at the grassroots level have remained deprived of any meaningful progress.

Limited availability of drinking water is a big issue in the area with many villages getting drinking water only once in several days. Erratic supply of electricity in the rural segment is also a limiting factor for the local legislator. Women are the worst affected as they have to go travel great distances just to quench the thirst of their families. Farming too suffers as irrigation means are limited.

Locals maintain that the IMT has brought some big industrial projects to the area but not many local youths have been able to get jobs in these units. Potholed roads, including the railway road of the township also continue to be another major irritant. Protests by residents have failed to evoke any response.

Inadequate emphasis on development of educational infrastructure in the area has forced local youngsters to remain dependent on the Rohtak town if they want to go in for higher studies. The condition of health facilities in the constituency also leaves much to be desired and in case of any emergency or specialised they have to rush to Rohtak.

Segment scan

HJC alliance almost over: Vij

“Alliance with the HJC is a closed chapter now,” Anil Vij, Leader of the BJP Legislative Party in Haryana, told The Tribune today, adding that the state unit has already sent panels of candidates for all 90 seats to the national body.

Asked what offer BJP president Amit Shah had given to Kuldeep Bishnoi , Vij said: “Our party did not give him (Bishnoi) any offer. We merely told him that it was impossible to move together on the terms (sharing of 45 seats each and rotation of the CM’s post between the HJC and the BJP for two-and-a-half year each with Bishnoi getting the first term) agreed upon earlier. He was very clearly told that he could neither be given the post of Chief Minister nor 45 seats.”

“Bishnoi was told that keeping in view the results of the parliamentary poll, if he had any realistic proposal, he should come to us with that. However, he has not given any proposal to the BJP so far. With the elections inching closer and fewer days left for active campaign, it appears that he has been deliberately delaying and derailing our campaign,” Vij said.

He said the BJP was of the view that under the given circumstances, it was not possible to continue the alliance because Bishnoi was not cooperating at all.

Former minister Ganeshi Lal, another senior BJP leader and a convener of the alliance along with HJC’s Daharampal Malik, said: “The ball is in Bishnoi’s court now but he does not seem interested in the alliance anymore”.

Bishnoi-Shah meeting today

Khap leaders hop aboard political bandwagon

As political parties throw open their doors to khap leaders in poll season, khap leaders have been quick to jump on to the political bandwagon. In about a month, several prominent khap leaders have seized the opportunity, with many more eager to follow.

Those who have made the switch include prominent leaders such as Tek Ram Kandela of Kandela Khap (Jind), Baljit Malik of Gathwala Khap (Sonepat), Sube Singh of Samain Khap (Hisar), Om Prakash Dhankar of Dhankar Khap (Jhajjar), Om Prakash Maan of Jat Mahasabha (Bhiwani) and women khap leaders Santosh Dahiya, pradhan of the women wing of Sarv Khap Mahapanchayat and Sudesh Chaudhary of Satrol Khap.

Their decision to join politics has not gone down well with those who insist they want to retain the khaps’ identity as non-political organisations. They say drastic politicisation of the centuries-old institution could threaten its existence.

Those who have taken to politics justify the decision, saying they do not want to misuse the khap platform. Rather, it’s their commitment toward society that spurred them to enter the political arena.

Kandela, who joined the Congress recently, said there was nothing wrong with it. People who are associated with society and its issues should become their representatives and reach the Lok Sabha, Rajya Sabha and state assemblies, he said.

Baljit Malik who joined the BJP, too justified his decision. “Politics doesn’t deter you to raise social issues. In fact, it’s good for society that people who emerge from the grassroot become members of decision-making bodies,” he said.

Om Prakash Maan of Bhiwani and Ramkaran Hooda of Rohtak have joined the BJP. Om Prakash Dhankar is ticket aspirant in the same party.

Of the two women striving for women representation in the khaps, Santosh Dahiya is the INLD’s candidate from Beri Assembly segment in Jhajjar while Sudesh Chaudhary has joined the BJP. Both maintained that were committed to the cause of women and would continue to raise the issues in the khap panchayats.

Sarv Khap Panchayat convener Kuldeep Dhanda refused to comment on the khap leaders’ decision, but said khaps should not get involved in politics.

Paswan hopes to forge ties with BJP

Paswan, Union Minister of Consumer Affairs, Food and Public Distribution, said this while talking to the mediapersons after a function held on Saturday that the party was in talks with the Haryana unit of the BJP to set the terms of the alliance.

“We want to root out the Congress from Haryana and hope that the NDA government will be formed in the state after the next Assembly elections. The LJP is a constituent of the NDA in Bihar and we have decided to have an alliance with the BJP in Haryana too,” Paswan said.

He however refused to reveal about the number of seats the party could be contesting in Haryana stating it was not important for the party to contest the poll as the main objective of the alliance would be to dislodge Congress from the state.

The Union minister claimed that the newly installed NDA government had been able to contain inflation and corruption during its brief stint after replacing the UPA government. — TNS

The event would be remembered for the sops offered by Haryana Minister Bhupinder Singh Hooda to various sections of society in the run up to the Assembly elections. But Hooda had something more than “please all” in mind and he used the rally to bring about a major turning point in fortunes of the Haryana Congress.

After being booed at Kaithal on August 19 in the presence of Prime Minister Narendra Modi, the Chief Minister turned the coming elections into “Kaithal slight versus Haryana’s pride”, asking people of the state to avenge this insult through their vote. Unprecedented crowd responded well to the Hooda’s emotional appeal.

The message he sent out was loud and clear — use your vote to teach the BJP and Congress defectors, whom he called “malai chor”, a lesson on the day of polling. He told the crowd that he was aware of a conspiracy being hatched to insult him. Without naming anyone, he indicated that the Congress defectors and state BJP leaders were behind the incident. Therefore, these people must pay for trying to tarnish “Haryana’s pride”.

Hooda today used his “report card” from his two consecutive terms to draw a comparison between his tenure and that of the Indian National Lok Dal (INLD), whose government he succeeded. For example, he said old-age pension during the INLD term was Rs 250, which was raised to Rs 300 when Hooda assumed office in 2004, taking it to the current level of Rs 1,000. This will be further increased to Rs 1,500 from November 1.

Hooda juxtaposes Haryana model with Gujarat’s

The Chief Minister was well prepared and countered most of the allegations his opponents have been levelling against him. Apparently, seeing BJP as his main rival in the coming elections, Hooda drew sharp comparisons between the Gujarat and Haryana model of development. As against a per capita income of Rs 75,000 in Gujarat, Haryana’s per capita stands at Rs 1.35 lakh. In his two terms, he claimed to have taken the state from 19th slot to numero uno position in the country in terms of social and economic indicators.

All issues that are expected to become political issue were raised by him. And this marks the launch of his political campaign for the elections. Hooda announced that this was the 61st rally after the Lok Sabha elections.

He announced that the election manifesto was ready and it had something for everyone ranging from Scheduled Castes, backward castes, employees, traders and women. He claimed that not a single promise made in the last manifesto remained unfulfilled. These included the formation of the HSGMC, building four thermal power plants, constructing four medical colleges, Education City and several other development projects.

Dissidence, main concern for Congress leaders

One of the biggest worry for Hooda and state Congress president Ashok Tanwar remains dissidence in the party. The two made it clear by repeatedly saying that now was the time to stand united and fight the opponents or else it would be too late.

Many election slogans were raised, but Hooda seems to have given the catch line that said, “Kar liya faisla, kar ke vichar, Congress sarkar teesri baar (We have decided after a discussion to give the Congress a third term).”

Narrating an incident when he almost got washed away in the Ganga, Hooda said: “The day I survived, I pledged that I will lead the rest of my life in humility for the welfare of the people and repeat my pledge again for those who may not have known.”

The crowd, for once, seemed to be responding emotionally to Hooda.

Addressing a gathering of local residents at New Char Chaman of the city, organised by Surjeet Shamgarh, an international player, in favour of Manoj Wadhwa, INLD candidate from Karnal, Abhay Singh said the INLD would form the next government and would implement its election manifesto promises from November 1 including hike in old age pension, security for women, employment for youth, more facilities to girl students for higher education and many such schemes.

Claiming the ‘vijay sankalp’ rally as an announcement, the INLD leader said, “The announcement made by the CM earlier at many occasions, are still hanging fire and the future of today’s announcement are uncertain.”

Taking a dig at Hooda over the meeting with the Prime Minister Narendra Modi, he said, “It seems that the Chief Minister might desert the Congress and join the BJP before the elections.”

Hooda misused govt machinery: Abhay

INLD leader Abhay Singh Chautala today accused Chief Minister Bhupinder Singh Hooda of misusing the government machinery and treasury during his tenure.

Addressing party workers at Babain block of Ladwa constituency today, Abhay said, “The 10-year Hooda regime will be remembered for exploitation of all sections of society, property dealing by government functionaries to deprive farmers of their land and huge benefits to corporates. Hooda has been a failure on almost all fronts whether it’s crime, social indicators or governance. He has been working as a property dealer.”

Taking a dig at leaders from Kurukshetra who recently quit the Congress to join the BJP, he said, “The property dealers who have shared space with Hooda have joined hands with new people.”

BSP’s Arvind to launch campaign from Karnal today

BSP’s projected CM candidate and three-time Lok Sabha MP Arvind Sharma would launch the party’s statewide campaign from Karnal on Monday. He called a state-level workers convention at Sector 12 of the city, where further strategy would be announced.

Arvind Sharma would share dais with MP Raja Ram, MP Satish Mishra and others party leaders, who would enthuse the party workers for the upcoming elections.

As per political experts, Arvind Sharma chose Karnal for this state level convention as he remained the MP from here for two consecutive terms in 2004 and 2009. Earlier he had won from Sonepat in 1996 as an Independent candidate.

In 2014 he contested the Parliamentary election from Karnal and failed to score a victory, but despite that, he succeeded in bagging 2.34 lakh votes from this seat.

A political analyst said Sharma could dent the vote share of different political parties and would make the contest interesting.

Replying to a query about where he would contest from, he replied, “It will be decided by the party leadership and I will go with the decision. In this convention we will interact with the workers and seek suggestions from them for the strengthening the party.”

On the future plans of the party in the state, the BSP chief ministerial candidate said they had lots of plans for the development of the entire state without discriminating any district.

To strike a chord with local traders, Indian National Lok Dal (INLD) nominee from the Sirsa Assembly seat Makhan Lal Singla on Saturday alleged the highest revenue in the state paid by the traders was being diverted for development activities in Chief Minister Bhupinder Singh Hooda’s Rohtak and Jhajjar constituencies.

Singla, himself a multi-billionaire businessman with interests in liquor, real estate, construction and many other areas, was interacting with Sirsa traders at the grain market during his shop-to-shop campaign.

Accompanied by a cavalcade comprising a bevy of luxury vehicles, Singla went to the main grain market of Sirsa town to mobilise support for his election.

“Sirsa district is at the top in production of cotton and wheat and is amongst the biggest producers of paddy too. The district accounts for the highest collection of revenue in shape of market fees. However, the funds collected from our traders are being diverted to Rohtak and Jhajjar for development activities in those districts represented in the parliament by Hooda’s son,” Singla alleged.

Fatehabad candidate’s campaign gets going

Fatehabad: The INLD candidate from the Fatehabad Assembly seat, Balwan Singh Daulatpuria, today launched his campaign by seeking blessings from his elders in his native village Daulatpur in the district. Though part of the Ratia Assembly segment, Daultapur is 3 km from Fatehabad town. The INLD nominee organised a public meeting in the village. He accused the Haryana Government of being indifferent towards Fatehabad. "Not a single development project was started in the constituency during the Bhupinder Singh Hooda's rule," Daulatpuria said, adding that there had been no addition to the projects set up during the Om Prakash Chautala's rule. — TNS

The district unit of Indian Bahujan Sandesh Party (Kanshi Ram) led by its former national Chief Kanta Alariya joined the BJP on Saturday, in the presence of the party’s state vice chief and former MLA Ramesh Kashyap and district Chief Dhuman Singh Kirmach.

Kanta Alariya, who had recently joined the BJP, said, “I have been struggling for the rights of minority communities for almost 29 years and have seen many state and centre governments came and go. But no one ever took a single step for the betterment of backwards. We have confidence in Prime Minister Narendra Modi that he will make efforts for minorities and that is why we have unconditionally joined BJP.”

Mahapanchayat wants Kherki toll plaza shut

Irked over toll fee being charged from local vehicles, a mahapanchayat of nearly 60 villages convened in Narsinghpur village today passed a resolution demanding removal of the Kherki Daula toll plaza on the Delhi-Gurgaon Expressway and exemption for all Gurgaon-registered vehicles till that time.

The mahapanchayat chose Shyam Singh Thakran of Jharsa as their leader. “The authorities long ago recovered the money they spent, but toll continues to be levied. When the barrier was set up, it was decided that no tax shall be levied on vehicles of neighboring villages. But some days ago they started taxing all vehicles. This is illegal and we want all Gurgaon-registered vehicles exempted from tax and finally removal of the toll barrier,” said Thakran, adding 31 villages were exempt from paying the toll since the plaza’s establishment.

The Millennium City Expressway Ltd is the concessionaire company while Skylark Highway Solutions is operating the expressway. People from over a dozen villages had on Tuesday forced open the toll barriers for over an hour-and-a-half.

The villagers are also up in arms against the local police and the government. “When they took our land, they promised we will not have to pay tax. But government has supported only them and is bothered only about their collections,” said Thakran.

Sirsa farmers seek compensation for crop damage

Insufficient rains are likely to affect the production of paddy and guar crop in the district this year. Farmers have sown paddy on 61,900 hectares in the district this year, slightly higher than last year’s area of 58,000 hectares.

In contrast, guar, which was grown on over one lakh hectares last year, has been sown on 80,000 hectares this year.

Farmers from Chopta and adjoining villages falling under the Ellenabad Assembly segment alleged that their crops was damaged due to scanty rainfall and demanded compensation from the government.

Sube Singh Chaharwala, a Congress leader and president of the NGO Nai Subeh, said he had written to Chief Minister Bhupinder Singh Hooda about the problem.

“I have requested the CM to declare Chopta a drought-hit region and announce compensation of Rs 25,000 to 30,000 per acre for them,” Chaharwala told The Tribune.

Wazir Singh, Deputy Director (Agriculture), Sirsa, however, maintained that despite scanty rainfall, farmers had been irrigating their fields through canal water and tube well.

“Only those farmers who had planted paddy on higher altitudes are facing this problem,” he said.

Wazir Singh said due to higher returns from paddy last year, many farmers had sown paddy on sand dunes in the Chopta area of Sirsa.

“These lands are not suitable for paddy and in any case their crop would have suffered damage,” he added. Guar, on the other hand, is normally sown on semi-arid land and is often dependent on rains.

Health Dept to lodge complaint against KBC

The state Health Department has decided to lodge a complaint with the Broadcasting Content Complaint Council (BCCC) against the Kaun Banega Crorepati (KBC) producers in view of a display board promoting abortion.

Sources said the authorities were also contemplating legal action against the show managers for giving ‘incorrect’ information about gender ratio in Madana Khurd village of the district. The BCCC is an independent council set up by the Indian Broadcasting Foundation which examines complaints about television programmes and ensures that the programmes are in conformity with the Self-Regulatory Content Guidelines.

In a documentary shot by the Kaun Banega Crorepati managers after Rishi Kumar of Madana Khurd village was selectzed for the game, a board was shown which read “500 rupees me garbhpaat karwao aur 5 lakh ka dahej bachao (get abortion done for Rs 500 and save dowry of Rs 5 lakh)”. It also read that the village had a poor sex ratio — 378 women against 1,000 men.

The documentary produced by the makers of the famous qiz show, Kaun Banega Crorepati, created a stir among the health authorities when it was aired last week.

The authorities had to rope in doctors and other supportive staff to find out the veracity of the information. The staff did not find any such display board in the village.

Sources said a door-to-door survey carried out by the local health workers the next day of the episode revealed that the village had an improving sex ratio. Rakesh Gupta, Mission Director, National Rural Health Mission (NRHM), told The Tribune that they had prepared a complaint against Kaun Banega Crorepati and it would be lodged with the Broadcasting Content Complaint Council soon.

“We want to know why did the Kaun Banega Crorepati managers presented a dismal picture of Madana Khurd village. The documentary has misguided the viewers by giving wrong information about this village,” said Gupta, adding that not only Madana Khurd village, but the entire Jhajjar district had witnessed an improved sex ratio in the last few years.

School lecturers to gherao Shiksha Sadan today

Lecturers under the aegis of Haryana School Lecturers Association (HSLA) would go on mass leave across the state and gherao the Shiksha Sadan in Panchkula tomorrow.

HSLA president Dayanand Dalal said lethargic attitude of the Hooda government had forced them to fight a decisive battle against them to get their justified demands met.

“We have been demanding revised pay grade of Rs 5,400 in place of Rs 4,800; special policy for those who possess the qualification for college lecturer and want to shift in the colleges and their post name be used as lecturer instead of PGT teachers, but the government is not paying any heed to our demands causing acute resentment among the school lecturers,” said Dalal.

He informed the lectures would reach Shiksha Sadan in Panchkula tomorrow and hold a massive demonstration against the state government. “We will decide after discussing the prevailing condition whether or not, we should launch an indefinite dharna over there in support of their demands,” said the HSLA president.

Meanwhile, Haryana Education Minister Geeta Bhukkal said the government was seriously considering their demands and would try to accept the justified ones hence the lectures and their association should withdraw their agitation campaign.

INLD demands implementation of Swaminathan report

Ashok Arora , state INLD president, today asked the Centre to implement the recommendations of the Swaminathan Commission report which was promised by Prime Minister Narendra Modi during the Lok Sabha election.

Addressing a meeting of party workers in Ambala City, he said before coming to power, the BJP was of the view that the support price of the farm produce should be fixed by adding 50 per cent to the cost of production as recommended by the National Commission on Farmers headed by MS Swaminathan, but now it had increased the nominal MSP of paddy.

Criticising the state government, he said during the Hooda government, corruption, crime and unemployment had multiplied and incidents of rape and atrocities on the Dalits had also increased. He alleged that government jobs were not allotted on merit basis. The Congress had been losing its base and credibility in the country and it would not repeat another term in the state, he said.

Arora asked party workers to support the candidates who were allotted ticket by the high command. He assured the leaders of the party that they would be accommodated in the government if they did not get the ticket this time. — OC

LAND ACQUISITION of 1,300 acres

The Supreme Court has asked the Gurgaon Collector to produce within two months all sale deeds in respect of over 1,300 acres of land sold by farmers to private builders and colonisers reportedly under the state government’s duress.

A Bench comprising Justices JS Khehar and Arun Mishra passed the order on an appeal filed by the Haryana government, challenging the Punjab and Haryana High Court’s January 10, 2014, verdict quashing the acquisition of 87 acres in Gurgaon district.

Initially, the state had planned to acquire 1,400 acres in eight villages of the district – Badshapur, Behrampur, Nangli Umarpura, Tigra, Ullahwas, Kadarpur, Ghatta and Medawas in Sohna Tehsil – for developing residential sectors 58-63 and residential-cum-commercial sectors 65-67. Subsequently, the declaration was made for acquisition of only 800 acres under Section 6 of the Land Acquisition Act. Ultimately, the government acquired only 87 acres.

The HC quashed the acquisition after the affected farmers had contended that the government had announced the scheme for acquiring 1,400 acres only to create a psychological fear among the farmers that their land would be taken away for a song and thereby to force them to sell their land to private builders for a better price.

The state government dropped from the acquisition scheme all land sold to the builders and finally acquired only 87 acres owned by those who refused to sell their land to private parties.

Opposing the state government’s appeal in the SC, the farmers’ advocate, Jasbir Malik, contended that no purpose would be served by acquiring just 87 acres against the requirement of 800 acres for developing the new sectors. The government’s real intention in acquiring the land would be exposed if the court asked for the sale deeds of over 1,300 acres released in favour of private colonisers and builders, he pleaded.

Upon this, the SC asked the Collector on August 22 to produce the sale deeds and made it clear that he would not be allowed to pass on the blame to his juniors if he failed to submit any of the documents.

Kalayat farmers block NH, blame Cong leaders for diverting water

Farmers of many villages today blocked the Chandigarh-Rajgarh national highway at Kanchi Chowk here and raised anti-government slogans to protest inadequate water for irrigation.

Farmers from Baalu, Chaushala, Julanikhera, Ramgarh, Khark Pandva, Basikri and Kalyat accused some powerful Congress leaders of diverting water to Kaithal. They alleged the Irrigation Department had reduced the supply of water to Kalyat constituency that is represented by INLD MLA Ram Pal Majra on the directions of Congress leaders.

The farmers said the Sudkain and Kapil Muni water channels were not getting adequate water supply and several villages were dependent on these for irrigations needs.

“Congress politicians are taking the major share of water to Kaithal as Congress minister Randeep Singh Surjewala won the election from there. We are facing acute shortage of water. We will block this road indefinitely if water supply is not improved soon,” said Leela, a farmer from Khark Pandva village.

Protesters said they met a senior officer of the Irrigation Department two days back, but were pushed out of his office and warned of more problems for booing of the chief minister in the Kaithal rally in the presence of the Prime Minister. They, however, did not name the officer.

“We met a senior officer in the Irrigation Department on Friday, but he did not listen to us. He told us we would face more problems for the hooting of the CM at the Kaithal rally despite the fact that we did not attend the rally,” said Suresh, another protester.

Irrigation Department executive engineer KK Bhukal reached the spot and pacified the protesters. He promised to take up the matter with the higher authorities and denied allegations of water being diverted to Kaithal. “There is shortage of water due to scarce rain. We are supplying water to various areas on rotation,” he said.

Govt moots hefty penalty to regularise ‘unauthorised’ plots

The government has mooted a hefty penalty for regularisation of ‘unauthorised’ allotment of plots in licensed colonies under the no profit-no loss policy. A hefty composition fee of Rs 15 lakh has been proposed per plot on independent floors allotted without approval of the Director of the Town and Country Planning Department in the hyper potential zone.

The penalty will be Rs 10 lakh in high potential zone, Rs 5 lakh in medium potential zone and Rs 2 lakh in low potential zone.

The guidelines have been circulated by Director for Town and Country Planning Anurag Rastogi for inviting suggestions within 45 days.

Regarding composition fee for plots, the policy has categorised the plots into two categories, before and after June 26, 2012.

An amount of Rs 10,000 per plot will be levied as composition fee for allotments before June 26, 2012, and Rs 20,000 after the said date.

In cases where the policy rates are not sought by the developer, Rs 50,000 per plot will be charged for allotments before June 26, 2012, and a penalty of Rs 1 lakh will be imposed in cases after the said date.

Under the policy, 25 per cent of total plots ranging between 125 square metres and 225 square metres are allotted by developers. There has been large-scale deviation, necessitating the new policy.

After the new policy comes into forces, a penalty of Rs 5 lakh per plot is proposed in hyper potential zone, Rs 3 lakh in high potential zone, Rs 2 lakh in medium potential zone and Rs 1 lakh in low potential zone.

ONGC to drill tubewell near Saraswati Sarovar

The senior authorities from ONGC visited Adi Badri in the district, where the company will drill a tubewell near Saraswati Sarovar. Dr NK Verma, director (exploration), ONGC visited Adi Badri recently and held a meeting with president of the Saraswati Nadi Shodh Sansthan, Darshan Lal Jain, general secretaries Vaibhav Garg, BB Bharati, DP Dastur and SM Sharma.

He undertook a detailed study of all sites related to Saraswati River in Adi Badri, and he was provided information regarding the excavations carried out by the Archaeological Survey of India. The 87-year-old, social crusader, Darshan Lal Jain, said, “Dr Verma suggested various points in which ONGC can help in preventing soil erosion of this area and damage to the hillock, on which the ancient Shree Adi Badri NarayanMandir is located, from Somb river waters.” — OC

Self-attestation scheme introduced

The Deenbandhu Chhotu Ram University of Science and Technology, Murthal, has become on of the first universities to introduce self-attestation scheme to students taking admission this academic session.

Vice Chancellor RP Dahiya said the university had taken the step to mitigate the problems students used face in getting their documents and certificates verified and attested from government officers. He said through self-attestation, students would become conscious of their responsibilities and also realise the importance of their signatures. “It will create a sense of discipline also among them,” he said.

Appreciating the decision, students Rachna, Vivek, Rachna, Anjali and Pooja said lot of time used to get wasted in getting the documents attested from government officers. They said the scheme should be introduced in other institutions also.

Drug addicts ‘murder’ Sonepat farmer

A farmer was allegedly kidnapped and murdered by three drug addicts at Pipli village in the district yesterday. The victim has been identified as Krishan (55). His body was thrown in the Delhi branch of the West Yamuna Canal.

The body is yet to be recovered. Villagers nabbed the accused three hours after the alleged murder and handed them over to the police. Their blood-stained Innova car was seized. Krishan was returning from his field when three car-borne miscreants kidnapped him, the police said. The motive was to loot him. The farmer raised the alarm.

One of the villagers who was in a nearby field heard him shouting and rushed to the village to inform others. The villagers in 10 to 12 cars started searching for Innova car and after about three hours, the car was found parked in the village.

The villagers identified the accused, who are from the same village, and were handed over to the cops. The police said the accused confessed to their crime. — OC

Father, other relatives booked for child’s death

The police has registered a case under Section 304-A (causing death by negligence) against the father and other members of the family of the child who fell to her death at the family home in Sirsa yesterday.

Two-and-a-half-year-old Ananya fell from the third floor of her house under mysterious circumstances in Savera Hotel Wali Gali near the bus stand yesterday. She got entangled in electricity wires passing through the street and hit the ground after electrocution.

SHO Sirsa City Police Station Suresh Pal said the case was registered on the complaint of Ananya’s mother, Varsha. She has been living with her parents in a different area following a marital discord. She had accused her husband and mother-in-law of killing her daughter. The SHO said, prima facie, the case appeared to be an accident.

Panchayat member murdered in Bhiwani

Joginder Lamba (35), a panchayat member was hacked to death at Alakhpura village in Bhiwani district last night. The victim’s body was found lying on a cot in the fields this morning.

The police rushed to the spot along with forensic experts. A case of murder has been registered.

In another incident, a man was found dead in fields at Adampur village of Hisar this morning. The victim, Rajesh, had injury marks on his body lying in a room in the fields outside the village. The police have registered a case.

The National Dairy Research Institute (NDRI) set another milestone in the field of dairy research by developing ‘Bajra Lassi’, produced with the help of milk and pearl millet.

It contains high amount of iron and fibre, which would help to overcome the deficiency of these nutrients in the body, claimed scientists.

New online application software

The Department of School Education launched ‘sugam sampark’ on Saturday, an online application software for employees to submit online their service benefit related requests.

A spokesman said a ticket number would be generated after submission of request, which would be the reference number for future communication. The employee would be able to check the status of the request using the ticket number. — TNS
