But the leadership ignored my claim to the ticket in spite of giving me repeated assurances,” he said, adding that “I was fielded once in 1991 and lost with a small margin. After that, the party never considered me for the ticket”.

Six killed in mishaps

Gram sachivs get laptops

Deputy Commissioner, Yamunanagar, Mandip Singh Brar distributed 52 laptops among gram sachivs (secretaries) at a function organised by the local administration at the mini secretariat today. The DC said the laptops were given to gram sachivs under the Rajiv Gandhi Panchayat Sashaktikaran Abhiyan (RGPSA) to strengthen the Panchayati Raj system in the district and for the computerisation of gram panchayats. This is for the first time, that the gram panchayats in the district would be computerised. Minor missing from shelter home
Gurgaon, August 14
A 15-year-old girl went missing from Sector 21 Palam Vihar-based ‘Aarushi’ shelter home here today. The caretaker and other staff of the shelter home searched for her and informed the police. Police said caretaker Garima Bansal, a resident of Delhi, called them in the morning and informed them that a 15-year-old inmate had gone missing. The police reached the home and launched a thorough search and questioned everybody, including the inmates, but could not get any clue. A case of abduction was registered. — TNS

Days before the model code for the Assembly elections come into force, the state government has rehabilitated Hooda loyalist and HPCC ex-chief Phool Chand Mullana as chairman of the Haryana State Commission for Scheduled Castes.

The appointment of Mullana, who lost the 2009 Assembly election, is set to raise eyebrows as the Hooda Government is already under attack for rehabilitating its ‘blue-eyed’ bureaucrats and politicians and their kin on statutory bodies. Mullana was earlier adjusted as deputy chairman of the high-powered committee relating to the 20-point programme after his defeat in the last Assembly election.

Among those named members of the commission that has been constituted nearly one-and-a-half years after being approved by the Cabinet are retired Army officer Arya Vir, former HCS officer Roshan Lal and advocate Sonia Bharti.

In fact, setting up of the commission at the fag end of the government’s tenure is seen as a populist measure to appease the Dalits, who have been at the receiving end during Hooda’s tenure.

Hooda had been under repeated attacks from a cross section of society for alleged spurt in atrocities on Dalits during his nearly 10-year tenure. Last year, the Parliamentary Committee on the Welfare of Scheduled Castes and Scheduled Tribes that visited Haryana in the backdrop of a series of rape cases against Dalit women had recommended the setting up of the commission. The committee said the “dignity and morale of the SCs in the state is completely eroded due to the high-handedness of the dominant caste.”

Apart from coming under fire from the Opposition, social and Dalit activists, the government’s “failure” to prevent atrocities on Dalits, especially women, has drawn the ire of his detractors in the Congress, including Rajya Sabha member Kumari Selja.

It was after a lot of hue and cry against the backdrop of spurt in atrocities on Dalits, that the Cabinet approved the setting up of the commission on February 20 last year. Later, a high-powered subcommittee headed by Finance Minister Harmohider Singh Chattha was formed to finalise the notification for the constitution of the commission. The committee submitted its report in May 2013 recommending statutory powers, including that of a civil court, for the commission.

Meanwhile, the BJP reacted sharply to Mullana’s appointment. “Mullana’s appointment as the commission chief is a misuse of power by the Hooda government in rehabilitating rejected politicians,” alleged BJP state chief Ram Bilas Sharma.

Confirming a possible exodus of “angry” Congress leaders during the proposed August 16 BJP Jind rally, party rebel and Rajya Sabha MP Chaudhary Birender Singh today said the Congress will struggle to find candidates for all 90 seats after the event.

“Harassed Congress leaders earlier did not have an alternative, but now they see BJP as a suitable option. I have been in touch with many senior Congress leaders, former ministers and MLAs who are likely to join the BJP on August 16. I will take my final decision during the rally as per the wishes of my supporters,” said Birender after a meeting with his supporters here.

About the apprehensions of some senior state BJP leaders that Birender may stake claim to the post of CM after joining BJP, he neither denied nor confirmed this. He said he could comment on it only after joining the party. When asked if he had laid down any condition to join the BJP, he said he had not asked for a particular post and would join unconditionally, if he decided to. “I believe the August 16 rally will prove my influence. If I join the BJP, hopefully, the party will offer me position as per my stature,” said Birender.

Preparations for the rally are going on at the Safidon road venue. Some Congressmen close to Birender said they had been directed to bring as many supporters to make the rally a grand event.

Birender denied the allegation. “I have not appro-ached any Congress leader. After getting information about the proposed rally, leaders have been approaching me repeatedly to facilitate their entry into the BJP as they have only faced discrimination by Bhupinder Singh Hooda,” said Birender.

Sources said Kandela had been in the touch with some senior Congress leaders. And indication to this is that Chief Minister Bhupinder Singh Hooda presided over a function in Kandela village some days ago. “Congress and BJP leaders have approached me. I will take a decision in the coming days,” the khap leader said.

Since he is the president of Kandela Khap, which has a strong base in 28 villages of the constituency, his resignation is bound to change the poll calculations in the Jat-dominated constituency. Of the 1.61 lakh voters, nearly 42,000 are Jats. The other communities are Saini, Brahmin, Baniya, Punjabi and each number up to 15,000. Local INLD MLA Dr Harichand Midda refused to comment on Kandela’s resignation. All he said was he had been given the ticket for the second time and would win by a huge margin.

Cong leader Saini quits

Yamunanagar: Congress leader Nilay Saini has resigned from the party, alleging that it has turned into “Haryana Hooda Congress”. A former Pradesh Congress Committee (PCC) member, he is close to Congress rebel Birender Singh. “My leader is Birender Singh and I will follow him. His rally in Jind will bring a change in Haryana politics,” Siani said.

Located along the Haryana-Rajasthan border, the Ellenabad Assembly segment occupies the same importance for the INLD what Kiloi stands for the ruling party or Adampur means to leaders of the Haryana Janhit Congress (HJC).

At present, represented by Abhay Singh Chautala, the party’s tallest leader eligible to contest election after his father and elder brother were sentenced in the JBT teachers’ recruitment scam, people of this constituency realise that this could be the states next political capital if the INLD is voted to power.

Look at the past

Once famous as a hunting ground for Britishers and located on the north bank of Ghaggar, Ellenabad town was named after Ellena, wife of Robert Hutch, Hisar Divisional Commissioner during the Raj.

Ellena is said to have suffered labour pains when she was in this area for hunting. She delivered a baby in Kharial village and was nursed by the local people, following which Hutch renamed the village as Ellenabad and developed it as a town.

Chuatalas’ pocket borough

Geographically, the constituency stretches longitudinally towards the East – West direction and is very thinly spread towards the North – South. A SC constituency prior delimitation, the Assembly has more often than not elected candidates fielded by the Chautala clan.

INLD supremo OP Chautala contested this seat in 2009 Assembly polls and Uchana Kalan in Jind. He won both seats, but eventually vacated this seat. He polled 64,567 votes to defeat Bharat Singh Beniwal of the Congress.

In the ensuing bypoll, three months later in 2010, his son Abhay defeated Beniwal but the margin narrowed down from 16,423 to 6,227.

It was a straight fight with no other candidate even coming close in either candidates as Devi Lal Beniwal of the HJC came third with 3,360 votes in 2009 and Kusum Chaudhary of Samast Bhartiya Party polling 1,353 votes to come in third position in the bypoll.

‘Congress discriminated’

Abhay alleged that the state government has been discriminating against his constituency because of political reasons. The state did not provide teachers for a local college that the INLD got constructed by arranging land for the institute, he alleged.

He alleged he has raised these issues several times in the Assembly, but the government has been nursing a grouse against Ellenabad voters since they had defeated the Congress candidate in the bypoll held in 2010 even though CM Bhupinder Singh Hooda campaigned for the latter.

The Congress is yet to clarify whether it would field Beniwal, who lost the seat twice and is facing accusations of land grabbing, or field a new face this time.

Ellenabad segment comprises 84 villages and Ellenabad town. Towns adjoining Nohar and Bhadra towns of Rajasthan have huge sand dunes and the villages face an acute shortage of drinking water. Some villages on the Hanumangarh road are dominated by the Sikhs, while those near Chopta have a Bagri majority

In a development which has almost made it apparent that the wobbly BJP-HJC alliance has entered its last leg, HJC chief Kuldeep Bishnoi today held a rally of supporters in Ambala city rather than participating in the BJP state-level rally, which was addressed by party president Amit Shah at Mahendergarh.

While Bishnoi categorically stated that he had not been invited to the BJP Mahendergarh rally, he remained silent on the future of the BJP-HJC alliance in the state. He said people of the state wanted the alliance to survive and both parties should jointly contest the Assembly elections to ensure complete rout of the Congress and the INLD.

He said he would also not participate in BJP’s Kaithal rally as he had not received any invite for the same. Bishnoi said he would convene a meeting of the party executive on August 19, during which a final decision on the alliance with the BJP would be taken.

Bishnoi said the BJP state leaders were issuing unwarranted statements in the media which had a negative impact on the alliance between the two parties. He asserted that the BJP leaders should desist from doing so in the interest of the parties.

Earlier, while addressing the rally, he targeted the Congress and the INLD, accusing both parties of having overlooked the interests of the state. He said while Chief Minister Bhupinder Singh Hooda concentrated only on Rohtak to secure his political standing and that of his MP son Deepinder Hooda, the INLD emerged as a party led by those involved in criminal conspiracies. He said the INLD had lost its political base in the state.

He promised that if his party got the mandate to form the next government in the state, he would ensure overall development of the state unlike the policy of regionalism adopted by the Hooda government.

‘Cong, INLD overlooked interests of the state’

The Congress and the INLD have overlooked the interests of the state. Chief Minister Bhupinder Singh Hooda concentrated only on Rohtak to secure his and his son Deepinder Hooda's political standing. The INLD has emerged as a party led by those involved in criminal conspiracies.

Rather they say it’s just another day for them: nothing special, no celebrations. Why? This “village of rebel” has been fighting to reclaim land that the British confiscated after the 1857 revolt. The official apathy has been unforgiving.

Devender Boora, former block samiti chairperson, said that on July 20, 1858, Rohnat village was branded a “village of rebels” and its residents were stripped off its entire landholding of 22,656 bighas as a punishment for participating in the mutiny.

After a protracted legal battle, villagers managed to get back 65 per cent of the land. But the struggle for the remaining land has been a draining one. Hence they don’t celebrated Independence Day.

Boora said they would continue to boycott Independence Day celebrations till the villagers reclaimed land of their ancestors. “We have intimated the village school authorities about our objection to Independence Day celebrations. So the Tricolour will not be unfurled in the school,” he said.

A meeting of Sarv Boora Khap, of which Rohnat is a part, discussed the issue recently and considered to launch an agitation for justice to the village.

Peek into history

According to historians, several men of the village were crushed under a road roller on a road near Hansi town for participating in the uprising. That road is still known as laal sadak (blood-splattered road).

To break the financial backbone of the local populace, the Btitish auctioned off the entire land of the village, including agriculture and residential, except for a pond measuring 13 bighas and 10 biswas.

The residents of seven adjoining villages, including Umra, Raiman, Sultanpur and Dadri, acquired the entire land for Rs 8,100 on July 20, 1858, in an open action.

The Raj banned Rohnat residents from purchasing this land. But after Independence, when the ban was lifted, several villagers bought back the land of their ancestors at then market rates.

“The successive state governments have been unable to heal the wounds that the British inflicted upon us. I hope that Boora Khap will bring our honour back,” Balbir Singh Boora, a villager, said.

Darshan Singh, a freedom fighter who participated in the Quit India Movement in 1942, believes the new generation should wage a war against corruption that has sapped India’s strength.

“Even after 67 years of Independence, we haven’t got the real freedom we deserve. We have to fight again to attain another freedom from the evil of rampant corruption, crime against women, communalism and petty political system,” said Darshan Singh, while talking to The Tribune at his house in Ramnagar here. He said: “I along with other freedom fighters have always dreamt of a peaceful, crime and corruption free India, but the situation at present is opposite to what we dreamt of.”

He said: “We fought for country’s independence, but not the one we are living in today. Lakhs of freedom fighters have laid their lives to attain independence from the clutches of Britishers, but the situation has worsened with prevailing corruption. Now, the new generation should wage a war against corruption that has sapped India’s strength.”

He said: “My father Sardar Tara Singh was also a freedom fighter. He had actively participated in the movement of 1919. It was his inspiration, that I took part in the freedom struggle.”

He was felicitated with the Tamra Patra on August 15, 1972, by the then Prime Minister Indira Gandhi.

He said: “I had the privilege of going to the jail with great freedom fighters and have spent a great time with Mahatma Gandhi and Jawaharlal Nehru during the freedom struggle. But feel remorseful for not being able to meet Bhagat Singh, Rajguru and Sukhdev.”

Reacting to ceasefire violations by Pakistan at the LoC, Darshan Singh said the government should take strict action against such violations.

He said the law framed by the British was better than the present Indian law, adding that the law should be strict and efficient. He said the government should take an initiative to get black money back from Swiss banks.

Ashok Kumar Meena, Deputy Commissioner, Bhiwani goes as Deputy Commissioner, Jind, vice Rajiv Rattan, who goes as Deputy Commissioner, Fetehabad, in place of DK Behera, who will be the new Deputy Commissioner, Bhiwani.

Villagers protest as govt renames college after former minister

Over 200 villagers locked the building of Government College for Women at Bhodia Khera today to protest the state government’s decision to name it after former minister Mani Ram Godara.

Led by Sarpanch Jai Singh, the villagers sat on a dharna outside the college in protest against the government’s move after locking its main gate.

Gaurav Sharma, SHO of City police station and Darshan Kumar, Tehsildar, went to persuade the villagers to end their agitation. The villagers opened the lock after the Tehsildar assured them that their grievances would be conveyed to the government.

The naming of the college at Bhodia Khera village after former minister late Mani Ram Godara led to a controversy here. While a group of villagers led by Sarpanch Jai Singh opposed the move, another group maintained that Godara had strived hard for the opening of this college.

The government issued a notification on August 6 to rename the Government College for Women, Bhodia Khera, as Chaudhary Mani Ram Godara Government College for Women, Bhodia Khera. However, villagers led by the sarpanch maintained that the villagers gave the land for the college and they wanted the college to be named as Government College for Women only.

Taking suo motu cognisance of the large number of posters and banners dotting the town and nearby areas in the district, the Deputy Commissioner-cum-Municipal Commissioner, Dr Amit Kumar Aggarwal, has ordered removal of these with immediate effect.

Those not complying with the orders have been warned of strict legal action, which may include imposition of fine and/or imprisonment. The orders come in the wake of a poster-war waged by the representatives of various political outfits in view of the forthcoming elections to the state Assembly.

The orders issued under the Haryana Prevention of Defacement of Public Property Act, 1989, maintained that the district was dotted with banners and posters of political as well as other individual persons, groups and organisations.

“Defacing public property by putting up posters, banners, writing slogans and making wall-paintings is totally banned as per the said Act as well as directions of the Punjab and Haryana High court,” Dr Aggarwal asserted, adding that seeking prior permission from the competent authority was must in this regard.

President’s medal for ADGP Mishra

The President’s Police Medal has been awarded to Kameshwer Kumar Mishra, ADGP, Crime against Women, for his distinguished service while the police medal has been awarded to nine police personnel for meritorious service on the eve of Independence Day.

Nine other police personnel, who have been awarded the Police Medals for meritorious service include: Kaithal SP Kuldeep Singh, Jhajjar Additional Superintendent of Police Balbir Singh, DLF Gurgaon Assistant Commissioner of Police Dalbir Singh, Inspector Lal Singh, Rewari In charge of Prisoner Escort Guard Devender Singh, Gurgaon Sub Inspector at the Office of Commissioner of Police Bal Raj Singh, PSO to Principal Secretary to Chief Minister Sub Inspector Ram Karan, Panchkula Commando Training Centre Sub Inspector Surender Singh, and Chief Minister (H) Security Sub Inspector Jagbir Singh. Meanwhile, DGP SN Vasisht congratulated the police personnel for their distinguished and meritorious services.

Chief guest changed twice

Sirsa, August 14
The Information and Public Relations (IPR) Department had a hard time as confusion prevailed for over two days to decide who would be the chief guest at the Independence Day function here.

IPR officials had to get the invitation cards printed thrice, as the chief guest was changed from Cooperation Minister Satpal Sangwan to Chief Parliamentary Secretary Prahlad Singh Gillankhera and finally to Local Bodies Minister Savitri Jindal. On August 12, the state government released a list of ministers and CPS officers, who were to hoist the Tricolour at various districts in the state.

Those invited for the event had hardly opened their cards when news came that the government had revised its earlier programme. As per the revised schedule, Sangwan would be the chief guest at the Independence Day function in Mahendergarh at Narnaul.

Now, Gillankhera would unfurl the Tricolour at Hisar and Savitri Jindal would hoist the flag at Sirsa in his place. — TNS

Six killed in mishaps

Karnal/Sirsa, August 14
Three persons, including two women, were killed when a vehicle hit their bike near Danoli village of the district late last night. The deceased were identified as Gurlal Singh (42), Kulwant Kaur (35) and Ram Pyari (30), all residents of Assandh.

In his complaint Gurmukh Singh, cousin of Gurlal Singh, said his brother, sister-in-law and another woman were returning to Assandh after attending a religious ceremony in Danoli village on their bike when an unidentified vehicle hit their bike and escaped. They died on the spot. A case has been registered against the driver of the vehicle.

In another incident, three youths were killed while another was seriously injured when the motorcycle they were riding was hit by a school bus near Ellenabad town of Sirsa today. The victims hailed from Rajasthan and they worked in a tractor agency in Ellenabad. The youths, Subhash, Dheeraj and Sanjay, died on the spot while a critically injured Rakesh was shifted to the Sirsa General Hospital. — TNS
