Chandigarh, August 5 As the current term of the Vidhan Sabha ends on October 27, it is only logical that the state would to go to polls sometime in the latter half of September. Sources suggest that the Election Commission (EC) is looking at completing the election process in such a way that a new government, if formed before the festival season, start with Dussehra on October 4. The ruling Congress has taken a lead in going to the voters since Chief Minister Bhupinder Singh Hooda has continued with his public interactions that started in run up to the Lok Sabha elections. Post-parliamentary elections, Haryana has seen fragmentation of the Aam Admi Party (AAP) in the state and it has decided not to contest the Assembly elections. At the same time, there has been a launch of new political outfits such as the Haryana Lokhit Party (HLP), Jan Chetna Party (JCP) and Smast Bharatiya Party (SBP), besides witnessing a strain in pre-poll alliance partners - the BJP and Haryana Janhit Congress (HJC). Of the 90 Assembly segments in the state, 17 are reserved for Scheduled Castes (SC). Traditionally, the state has been a battleground for the Congress and the Indian National Lok Dal (INLD) but, in the just-concluded Lok Sabha elections, things changed. BJP in upbeat mood
The BJP emerged as the largest party that won seven out of 10 parliamentary seats and led in 52 out of the 90 Assembly segments. The INLD and Congress that normally fight for the first two slots trailed behind the BJP. The INLD secured a lead in 16 segments and the Congress in 15. The HJC that contested two seats maintained a lead in seven segments. The BJP is in an upbeat mood on account of the Lok Sabha results and does not want to go ahead with the pre-poll alliance with the HJC, yet it does not want to initiate the break-up. HJC supremo Kuldeep Bishnoi has threatened to break the alliance if the BJP tries to make any changes to the 45:45 seat-sharing, pre-poll agreement. The final word on the alliance is expected this week. In spite of the upbeat mood, the BJP has so far failed to find any tall leader that could become a captain of the party. The INLD that won two out of the 10 seats is hopeful to make a dent in the Vidhan Sabha elections. However, in light of the conviction of its leaders - Om Parkash Chautala and Ajay Chautala - in the JBT teachers' recruitment scam, the party is finding its entire pre-poll campaign being managed by Hisar MP Dushyant Chautala and his uncle Abhay Chautala. The Congress is facing internal revolt against Hooda from detractors such as Birender Singh, who appear to be set to quit the party. Another leader Capt Ajay Yadav has been forced into a climbdown after the intervention of the party high command. This has forced Hooda to succumb to demands of various sections such as the employees and even accept the demand for a separate gurdwara committee. By this, Hooda, who is accused of partisan development, hopes to secure 30 to 35 seats where Sikhs can alter the results. All parties are preparing for the announcement of the polls by the EC. Once that is done, sometime later this month, the state will go into political spin and several interesting alignments and realignments could take many by surprise. |
Sampat losing grip; water, pillar boxes main issues
Hisar, August 5 The constituency came into being after the 2008 delimitation and comprises areas of Hisar city’s posh Sector 15, Defence colony, Azad Nagar, Nalwa village on Tosham road touching the Aravali ranges. A semi arid area it is dotted with sand dunes and has large tracts of fallow land. While farming is the primary occupation of the people, water – for drinking irrigation — is at a premium.
The average rainfall in this region is 360 mm, well below the Haryana average of 450 mm. Faced with official apathy and political indifference on the supply of canal water many enterprising farmers have shifted to sprinkler irrigation system to irrigate their wheat, sarson, guar and cotton crops. The same is not so in the case of small and marginal farmers who are solely dependent on canals. Water has become the most sought after commodity in the region owing to the prevailing climatic and geographical conditions. And during elections, it’s also a potent plank that can make or mar the prospects of any candidate. All parties have always given top priority to drinking water and irrigation schemes in their poll manifestos. The uninterrupted supply of power too figures high on their agenda on poll eve. The electorate had high hopes when they elected Congress’s Sampat Singh in the previous assembly elections. He had his task cut out in a region craving for basic amenities. By and large, he claims to have met the aspirations of the electorate at the end of his term and he cites the construction of 27 new canals and minors and repair of 182 distributaries to ensure that the water reaches the tail end villages at a cost of ~308 crore as his achievements. Similarly, 16 new waterworks were constructed in various villages during his tenure, he added. A pilot project of 24 hour-power-supply was introduced in 15 villages where the people agreed to replace the old meters with pillar boxes. However, the recent Lok Sabha election results indicate that the veteran leader seems to be losing the confidence of the people. Sampat, who contested the Lok Samba poll from Hisar on the Congress ticket, polled only 11,697 votes. Sampat is convinced that his constituency has undergone a major makeover in last five years with basic infrastructure. Carved out as a new segment by including villages of Adampur, a stronghold of former CM Bhajan Lal, Bawani Khera and Hisar city in the last delimitation exercise, it was no mean feat for the Sampat to defeat Bhajan Lal’s wife, Jasma Devi, in 2009. A visit to the constituency, especially in the far-flung villages revealed an undercurrent of resentment against the incumbent. Power and water are still potent political issues which could create problems for the ruling party. Though Sampat took pride in getting the pillar box scheme - a pilot project which ensures zero-power-cut and theft in Singhran and Chirod villages in April last year - it seems to have backfired and have has raised the heckles of the people. |
Caste politics ‘to blame’ for Lok Sabha rout
What are your main achievements? My constituency witnessed unprecedented development in five years. I ensured that every village gets drinking water and electricity. Not a single incident of road blockade for water took place in the villages whereas agitations were the norm earlier. Villagers complain of exorbitant power bills and blame you for this. There are no protests by the people but for instigations from by the HJC and INLD workers. Pillar boxes were installed only after getting consent of the whole village. I have been meeting people in these villages and they are enjoying the round the clock availability of power. Villagers complain of water shortage. What do you say? I have ensured water supply for far off villages from the Siwani feeder through lift system. A sum of ~308.28 crore was spent on various irrigation schemes. Another ~80 crores were spent on drinking water schemes for 25 villages. Similarly, waterworks, sewerage system, sewage treatment plant and drain for release of rainwater are going on in Azad Nagar. What were the reasons for Congress’ poor show in Nalwa during the LS polls? Hisar LS election was hijacked by caste politics. All other burning issues were relegated to the background. HJC and INLD leaders polarised the electorate on caste lines. How do you fancy your chances in this election? I am visiting the constituency and seeking their views on my re-election. The people insist on my joining the fray. The opposition won’t be able to divide people on caste lines this time. |
Hooda all-praise for govt policies
Sonepat, August 5 The rally was organised by Kharkhoda MLA and Chief Parliamentary Secretary Jaiveer Singh. He claimed it was result of the new sports policy of his government that the sportspersons from the state bagged one-third of the country’s haul at the 2010 and 2014 Commonwealth Games. “The success of the sports policy has been acknowledged at the national and international level,” he said. He reiterated that the INLD would be nowhere in the picture in the Assembly election and the polls would be a contest between the BJP and the Congress. “By all calculations, I can say the Congress will repeat its performance in the state for the third consecutive term,” he said. The CM announced grants of Rs 10 crore for the village and Rs 3 crore for the Kharkhoda municipality. He directed the administration to ensure there was no waterlogging in the Sabji Mandi in future. HPCC president Ashok Tanwar, Rohtak MP Deepender Hooda, MLAs Jagbir Malik and Sri Krishan Hooda addressed the rally. It became somewhat embarrassing situation for the CM after the people in the audience started hooting against the MLA Jaiveer Singh when MLA started addressing the rally. His speech was repeatedly disrupted and finally Prof Virender came on the mike and pacified the audience saying that the CM had taken note of their sentiments. The CM was scheduled to address the rally at 11.45 am, but the venue at the new Sabji Mani was inundated due to heavy rain. The CM reached the rally site around 3.30 pm. Most of the audience was accommodated under the shed at the mandi. |
Bhadana resigns from Congress
New Delhi, August
5 Bhadana, a senior Gujjar leader from the state, is expected to join the INLD which hopes to play the non Jat card with the inclusion of Bhadana in its ranks. For the INLD, this pre- poll move could mean political capital in Haryana’s Gujjar dominated areas. For the Congress, it would mean another resignation in the series of many that started with the exit of former Gurgaon MP Rao Inderjit. Speaking to The Tribune today, Bhadana said he had repeatedly petitioned several party leaders, including Sonia Gandhi, on his ongoing spats with Hooda but nothing came out of them. The resignation letter Bhadana submitted today alleges that Hooda worked against Congress candidates and facilitated the victory of BJP candidates. AICC general secretary Haryana Shakeel Ahmed, however, firmly backed Hooda saying he was the party’s chosen leader for the upcoming polls and would lead the party. “While many leaders have accused the CM of lopsided development in the state, there is no hard evidence to back their claims. We asked for RTI documents in support of this accusation but nothing happened,” said a senior leader. |
Decide on ties by this evening, HJC tells BJP
Jind, August 5 He said he had sought time from senior party leaders, but had not got an appointment as yet. About any change in seat-sharing (as per the 2011 agreement between HJC-BJP), Bishnoi claimed he could not change the earlier agreement of 45 seats each. “From the very first day, HJC leaders have been following the principles of coalition and have left 45 seats for BJP. How can we change it suddenly now?” asked Bishnoi. He advised state voters not to waste their time read the INLD election that he termed as a “bundle of lies”. “The INLD leaders are behind bars for corruption. The hooliganism by party activists is still fresh in the minds of the people. I am sure the state’s voters will not support the INLD. The party faces a bleak future,” said Bishnoi. Bishnoi did not spare CM Bhupinder Singh Hooda and accused him of regional discrimination against many parts of the state and concentrating on the development of his native Rohtak district. “Hooda has brought development only in Rohtak, while other areas are struggling for basic amenities such as roads, proper sewage and drinking water. Only the Haryana Janhit Congress could ensure equal development in all areas,” he said. |

Sirsa, August 5 “The people of Haryana want the BJP and the HJC to contest together to end Congress rule. My party was ready for it, but no state leader was ready to go to the polls with Bishnoi as the future CM after he lost both seats in the Lok Sabha election. But, he is not ready to give up his stubbornness,” Ganeshi Lal, a former minister, said. Ganeshi Lal said seat-sharing was a secondary issue, but Bishnoi first had to forgo his claim to the chief minister’s post. Meanwhile, BJP sources said the mistrust between leaders of the two parties over the past two months had further weakened the alliance. “Our leaders fear that if Bishnoi’s party is given 45 or fewer seats and half or some of them win, the Haryana Janhit Congress leader may walk away and join hands with another party,” said a senior BJP leader. “Even if Bishnoi does not ditch the BJP, there is no guarantee he will be able to keep his flock together, as it has happened in 2009. Five of his MLAs left him to join the Hooda government,” he added. |
HJC founder member Kaka joins INLD
Fatehabad, August 5 Kaka joined the INLD in presence of Ellenabad MLA Abhay Singh Chautala here last evening in a function organised in Sh Sobh Raj Batra Dharamshala. Welcoming him to the party fold, Abhay said whomsoever the INLD give ticket for the Assembly polls, Chaudhary’s position would be no less than an MLA in the party. INLD revolt: Hisar chief resigns, others follow
Hisar, August 5 In a major embarrassment to the party, the Hisar unit president Umed Lohan has resigned from his post along with several other office bearers. Though he cited personal reasons for stepping down and promised to work for the party, but sources revealed that he was upset after being denied the ticket from Barwala Assembly segment. In a letter to the party supremo OP Chautala, Lohan stated that he had worked in various positions and had always strengthened the party. “But I am unable to serve as district chief for personal reasons. I have thanked the party high command and Ajay Singh Chautala for their cooperation and affection. I would continue to work as a party worker,”he stated. His act has triggered a series of resignations as office bearers of several party units have submitted their resignations from their party posts. Other to follow suit are include vice president of Indian National Student Organisation (INSO), Harsh Bamal, and about 20 other officer bearers of various cells. Sources said that Lohan had been assured about his nomination from Barwala Assembly segment by party leaders and he had even started campaigning. But he was overlooked and Barwala worker Ved Narang was fielded in his place. The party had faced revolt in Sirsa, Kurukshetra, Panipat, Faridabad and Bhiwani too as several senior party workers have issued statements demanding a review of the ticket distribution process in their respective constituencies. The sources said that more leaders could leave the party as they have been in discussions with rival parties for tickets. Political observers are of the view that the resentment was an unusual reaction since the party is known to be very disciplined and dedicated. “Though the party leaders have been trying to placate the rebels, the dissent could play spoilsport as the INLD was looking strong due to an anti- incumbency against the Congress. The workers’ dedication and hard work had helped the party win a crucial election in Hisar during the Lok Sabha polls. The newly elected MP Dushyant Chautala too had given credit to the hard work of the party workers for his victory, the observers added. |
State seeks 140 companies of paramilitary forces for poll
Chandigarh, August 5 “We have sought 140 companies of the Central paramilitary forces and the ECI would take a call on the exact number of companies to be sent to the state for the smooth conduct of the polls,” Haryana Chief Electoral Officer (CEO) Shrikanth Walgad told The Tribune today. In the April 10 Lok Sabha elections, over 45,000 police personnel and 74 companies of paramilitary forces were deployed across Haryana to keep a watch on 16,244 polling stations in the state. Sources said the requisition for the Central paramilitary forces was always more and the states going to the polls usually got lesser number paramilitary forces, depending on the actual requirement of the respective states. The sources said the requisition for more number of paramilitary forces by the state election office was apparently in the wake of the standoff between the two factions fighting over the control of the Sikh shrines in Haryana. With the stakes for all political parties “high” in the upcoming elections, the need to ensure free and fair elections cannot be over-emphasised, sources said, justifying the demand for 140 companies of the paramilitary forces. |
Capt Ajay Yadav meets Rahul Gandhi
Rewari, August 5 Yadav also raised the discrimination allegedly being committed by Chief Minister Bhupinder Singh Hooda with people of the Rewari region in government jobs. “During my 20-minute meeting with Rahul Gandhi, I apprised him of the current situation of state politics,” Yadav said. “I urged Rahul to take corrective measures to maintain unity among leaders in Haryana as senior leaders are quitting the party one after the other. The situation may hamper the party prospects in the upcoming Assembly poll in the state,” Capt Yadav said. To show his resentment, Capt Yadav has not invited the Chief minister to the inauguration of Rajeev Gandhi Herbal Nature Care Park and the rest house of the Forest Department near the Masani Barrage tomorrow. |
Jhinda: SGPC chief can’t form panel to end impasse
Kurukshetra, August 5 Jhinda said, “No such authority has been given to the SGPC Chief. The committee representatives said they will discuss the matter with the other committee members and will let them know about the decision.” He said, “This is the one of the major problems that we face whenever we hold a meeting with them as they take decisions on our behalf as well. The SGPC and SAD give statements, just to mislead people and the latest attempt has been made to weaken our movement.” Jhinda added the HSGMC was firm on its decision that it would not lift its morcha until it got control over the management of Haryana shrines. He said there was no question of going back or accepting their (SAD’s) proposal of sub-committee, as after years of struggle the Haryana Sikhs had managed to get HSGMC. He said, “We have the legal possession and will do everything as per law.” HSGMC General Secretary Joga Singh, who attended the meeting along with Harpal Singh Palli and Bhupinder Singh Asandh, said, “The meeting that lasted for around two hours ended in a deadlock. They didn’t have any good proposal or clear agenda. A proposal to form a committee was given, but we said we will let them know about our final decision after discussing the matter with all 41 members of the HSGMC.” Joga Singh said, “We have nothing to do with their five members’ committee claims. The HSGMC has made it clear that a result can only be achieved if the SAD and the SGPC ask their supporters to vacate Haryana gurdwaras.” Last night the HSGMC leaders had a secret meeting with SGPC Chief Avtar Singh Makkar and senior Akali leaders Sukhdev Singh Dhindsa, Balwinder Singh Bhunder, MP Prem Singh Chandumajra and Daljit Cheema. Former president of Delhi Sikh Gurdwara Management Committee Paramjit Singh Sarna and his brother Harvinder Singh Sarna were also present there. Adamant to take the control of the management of Haryana shrines, the Sewa Sambhal Morcha set up by the HSGMC near Gurdwara Chhati Pathshahi, entered the fourth day. Besides the 10 minutes ‘shakti pradarshan’ done by the youth wing of the HSGMC, the day passed off peacefully. Around 2pm, 100 men led by HSGMC Youth Wing chief Amrinder Singh Arora, reached the venue and held the demonstration. The supporters climbed up
the barricades and raised slogans against Punjab CM Parkash Singh Badal, SGPC Chief Avtar Singh Makkar and Bibi Jagir Kaur. However, police intercepted them and asked them to stop raising slogans. The supporters then sat on a dharna at the morcha venue.

SC hikes compensation

New Delhi, August 5 A three-member Bench headed by Justice TS Thakur also reduced the development charges from 40 per cent, allowed by the Punjab and Haryana High Court, to 25 per cent, benefiting the affected farmers by another 15 per cent. The reference court had decided the compensation at ~2.66 lakh but the HC had reduced it to ~2.19 lakh. The apex court pointed out that the reference court had noted that the acquired land was adjacent to the township of Shahabad and fell within the municipal limits. Further, DAV College, a girls’ high school, cinema hall, cold storage, rice mills, grain market and private nursing homes had sprung up in the area before the acquisition. The Haryana government had also come in appeal to the SC, pleading that the deduction for development charges should be placed at 50 per cent of the market value. The farmers had pleaded for a deduction of 20 per cent, besides a higher compensation. “The impugned judgment of the Division Bench of the HC is set aside and the award passed by the reference court is restored. The appeals preferred by the state are dismissed,” ruled the Bench, which included Justices C Nagappan and AK Goel. |

5 He stated no appointment letters were issued to the commissioners and that some of them continued to hold offices of profit. Following Kasni’s allegations and noting on the file, various political parties had taken up the issue and submitted representations to Haryana Governor Kaptan Singh Solanki demanding the scrapping of the appointments. The Governor marked these representations to the government and sought a reply within a fortnight, causing embarrassment to the government. While Pradeep Kasni has been posted as Administrator, CADA, Panchkula, against a vacant post, he will also look after the work of Project Director, Haryana Aids Control Society, Panchkula. Maintaining he had received the news of his transfer from television, Kasni said his transfer was because of the controversy surrounding the recent appointments. “It is more than obvious. In my service of 30 years, I have been transferred more than 60 times. In this government, though I don’t know how many times I have been transferred, I have held charge as Secretary, Haryana Electricity Regulatory Commission, for half-an-hour only before being moved out. Also, I was once posted as Special Secretary, Health, for three or four days. In this new Department, too, if I have a file that needs noting, I will bring out the truth,” he said. Meanwhile, the government has given Ashok Sangwan, Managing Director, HARTRON, Special Secretary and Director, Electronics and Information Technology and Supplies and Disposal Departments, additional charge of Special Secretary, Administrative Reforms Department, the post Kasni was holding. Employees court arrest
Karnal, August 5 Om Parkash Sihmar, district chief of the Sangh, said the state employees should be given pay parity with that of the Central Government. The daily paid workers, who have been working continuously for two years in various departments, should be regularised. He demanded that employees working in the police, revenue, forest departments should be given similar salary as that of Punjab workers. Krishan Sharma, secretary of Sangh, said that the government had only made false promises that were yet to fulfilled. |

Rohtak, August 5 The woman alleged that Sandeep had threatened to eliminate her entire family in case she raised the alarm. He also allegedly threatened her with dire consequences if she disclosed the matter. The woman, however, raised the alarm, making the youth flee the scene. The police has registered a case. Meanwhile, the police have arrested three persons, Amit, Manjit and Sonu, in connection with the Mokhra village gang-rape case. Another youth, Raju Kalia, has also been arrested from the Gandhi Camp area in connection with the rape of a married woman of Chinyot Colony here. The arrested persons were produced in a local court, which sent them in judicial custody for 14 days. Man booked on rape charge
Faridabad: A local youth has been arrested for allegedly raping and blackmailing a teenager. The incident surfaced after the victim, a school student, informed her parents about the constant harassment and blackmailing she was facing. While the complaint was lodged with the police on Monday, the girl came into contact with the accused - Sandeep Kumar, a resident of Daultabad village, located near Sector-16, about three months ago. Sandeep offered the girl a lift in his car to drop her to school, but took her to a park and raped her in the vehicle after she consumed a cold drink laced with sedatives. He also prepared a video from his mobile and started blackmailing the victim. While the victim gave in to the demands of the accused at several occasions, she ultimately revealed the matter to her parents after the accused told her that he had shared the clip with his friends. The police arrested Sandeep after registering a case under various sections including 328, 363, 376, 506 of the IPC, Section 66 E and 67-B of the IT Act and Section-4 of the POSCO Act.
