After resignation, a face-saver: Yadav made Irrigation Minister
Geetanjali Gayatri
Tribune News Service

Chandigarh, July 31
A day after Haryana Power Minister Ajay Singh Yadav agreed to withdraw his resignation, the Congress today “rewarded” him with a “face-saver” by re-allocating portfolios and giving him a ministry of his choice.

While Haryana Finance Minister HS Chattha will now be the state’s Power Minister as well, the Irrigation portfolio Chattha was holding has been given to Yadav who was always keen on the department since water is a chronic problem in southern Haryana.

Sources maintained that the shuffling of portfolios meant little since Haryana goes to the polls in a couple of months and there was not much Yadav would be able to do.

“However, the only positive point is that Yadav has got a face-saver and can claim that raising his concerns about the government working had some impact,” sources said.

Meanwhile, Yadav said he could not turn down Congress president Sonia Gandhi’s directions to take back his resignation.

The minister, who had resigned on July 29 to protest against lopsided development and nepotism in appointments, said that he would hold a workers’ meeting on August 2 before withdrawing his resignation.

The decision comes after Yadav met Congress general secretary in charge of Haryana, Shakeel Ahmed, in Delhi last evening. “The general secretary told me that the Congress president wanted me to withdraw my resignation in the interest of the party. I could not say no to her directions. I will withdraw my resignation after taking my workers into confidence and explaining the circumstances in which I took the decision. As a loyal Congress soldier, I have no other choice,” he said.

Yadav said Ahmed had assured complete redressal of his grievances. “Among other things, I raised the issue of a few officers of the Power Department who worked in complete disregard of my orders. They must fall in line and understand that I head the Power Department. Also, I have said that local people should be recruited in the university in my area, besides demanding adequate representation for my people in government jobs. The general secretary made note of these and assured to take these up with the Chief Minister,” Yadav maintained.

Meanwhile, the minister said his resignation was not an “escape route” out of Rewari as was being perceived by the Hooda camp. “I am not looking for a way out of Rewari. I will contest from my constituency only,” he maintained, adding that his resignation should not be linked to his son Chiranjeev’s desire for the party ticket in the forthcoming Assembly elections.

“Chiranjeev has been active in party politics. He has been the president of the state Youth Congress after winning an election. He wants the party ticket in his own capacity given his experience and standing,” Yadav said.

Tribune News Service

Uchana, July 31
Days after his meeting with BJP chief Amit Shah, Congress rebel and Rajya Sabha MP Chaudhary Birender Singh sharpened his attack against his party here today. At his first public interaction with supporters after the meeting, he said they wanted him to leave the Congress as early as possible and join the BJP for the betterment of Haryana and to rid the state of Team Hooda’s “regional discrimination”.

“I met Amit Shah to discuss state politics. There was nothing personal about the meeting. We sat and discussed matters,” said Birender.

He said he wanted to meet his supporters and know their opinion before chalking out the course of action. “I am nothing without my supporters. I wanted to know what my supporters want me to do, which is this meeting was organised. They have asked me leave the Congress immediately without wasting time and are in favour of my joining the BJP. I will announce my decision on August 18 at the Kaithal rally,” said Chaudhary.

Youth organisation Yuva Shaktri Badlao Ki Aur that has been formed by Chaudhary’s supporters will organise a rally in Kaithal on August 18. BJP chief Amit Shah will be present there and Chaudhary Birender Singh is likely to announce his decision to formally join the BJP at the event. Though Chaudhary denied immediate plans to join the BJP, sources confirmed the Kaithal rally was planned for Chaudhary’s the entry into the BJP.

“My supporters strongly believe I have wasted many years working for the Congress. Now, we believe I will be able to serve Haryana in the best way by leaving the Congress and joining another political party,” said Chaudhary.

Reiterating his allegations against Haryana CM Bhupinder Singh Hooda, Chaudhary said he was working only for a selected area of the state and ignoring the rest.

CM announces multipurpose stadium for Shahabad
Says he hasn’t accepted Captain Ajay Yadav’s resignation
Nitish Sharma
Tribune News Service

Bhupinder Singh Hooda, CM on Birender SinghShahabad (Kurukshetra), July 31
Haryana Chief Minister Bhupinder Singh Hooda today said he had not accepted Captain Ajay Yadav’s resignation.

Talking to mediapersons after the vikas rally at the local grain market, the CM said, “Yadav’s continues to be in the Cabinet.” To another query about Birender Singh, he said in a democracy every leader has the right to join any party. It will not make any difference to our party, Congress was still strong. Power minister Yadav on Tuesday had resigned from the cabinet alleging discrimination by the CM.

Earlier, Hooda announced a couple of projects and grants for the region. He announced a multipurpose stadium, grant of Rs 10 crore and Rs 3 crore for villages under HRDF and Shahabad city, respectively, and Rs 21 lakh for setting up Shaheed Udham Singh Memorial. He was flanked by local MLA Anil Dhantodi.

“I feel proud when I see Shahabad girls playing hockey at the internati.onal level. Besides, the government will construct a multipurpose stadium on land to be provided by the city authorities. The 50-bed government hospital would be upgraded to 75 beds now and later on it will become a 100 bed facility. A government college will be constructed in the next term,” he added.

Flaying the BJP and the Indian National Lok Dal, Hooda said the Modi government has raised rail fares and freight charges besides hiking diesel, petrol, and sugar prices.” About the INLD, he said that the party did nothing for the betterment of the state.

Khanna MLA Gurkirat Singh Kotli also spoke on the occasion. Harmanpreet Singh from the HGMC presented a siropa to the Chief Minister.

Martyrs sacrificed for all castes and religions

Addressing a rally organised by Haryana Kamboj Sabha in Radaur town of Yamunanagar, Hooda said that the martyrs had not sacrificed their lives for any particular section of society but for everyone. Shaheed Udham Singh was a great freedom fighter and had played a great role in the freedom struggle of the country. He announced a grant of Rs 11 lakh for setting up a Kamboj Dharamshala at Radaur.

He said only Rs 58 crore was spent on the development of Radaur assembly segment during the tenure of INLD-BJP government whereas the present government has spent Rs 412 crore on this account.

Targetting the BJP, he said that an atmosphere was created in the country in favour of a particular individual that he alone had a magic wand for solving the problems of the people of the country. The BJP would never be pro-farmer and pro-labour, he added.

The people are already feeling cheated at voting the BJP into power. This is reflected in the lok sabha results in Uttrakhand where the Congress lost all five but during the by-elections the party won three seats, he pointed out.

Rohtak, July 31
Grappler Satyavrat Kadian may have missed the gold medal at the Glasgow Commonwealth Games by a whisker, but the silver is a dream come true for both him and his coach-father Satyawan, an Arjuna Awardee and Olympian wrestler.

Satyawan could not win a medal for the country in top international events. Indian grapplers could not participate in the Commonwealth Games of 1986 and 1990 and in 1988 he sustained a nasal injury during the Seoul Olympics.

He went on to establish his akhara in Rohtak to groom wrestlers, including his son Satyavrat. Last night, when Satyavrat won the silver in the 97-kg category celebrations broke out in his hometown.

“We are very proud of Satyavrat. He has brought laurels to the country and helped me realise my dream. He may have missed Gold this time, but we are hopeful he’ll strike gold,” said Satyawan.

Acquaintances thronging the family home are welcomed with sweets. Satyavrat’s mother Indu and grandmother Dhanno Devi can’t seem to stop gushing since the win. “He has made our heart swell with pride. We can’t wait for him to reach home and celebrate,” they said.

A similar scene could be seen at the home of wrestler Sakshi Malik, silver medalist in the 58-kg category, in HUDA Sector 4 and their native village, Mokhra. Her mother, Sudesh, an aanganwadi supervisor, and father Sukhbir, a conductor with the Delhi Transport Corporation, say their phones haven’t stopped ringing since last night.

“Our daughter has done us and the country proud. Sakshi aspired for the gold medal and is hopeful of bettering her performance. We are grateful to her coaches Rajbir and Mandeep, whose training enabled her to accomplish the feat,” said Sudesh and Sukhbir.

Rohtak, July 31
The Haryana Insaaf Society, an intellectual social group, organised a meet of social activists and intellectuals here yesterday to discuss social reforms in Haryana. The group members decided to conduct a survey to assess the status of school education and basic healthcare in the state and prepare a people’s manifesto in view of the coming Assembly elections.

Prof DR Chaudhry, general secretary of the society, observed that the social reform movement had been rather weak in Haryana due to the barriers of caste, community, regionalism and gender the dismantling which could help promote healthy politics and healthy society .

Former IPS officer VN Rai stressed the need for evolving a well-defined strategy and studying some successful models and experiments to facilitate the implementation of social reforms in the state.

Dr Jagmati Sangwan, a well-known woman activist and general secretary of the All-India Democratic Women Association (AIDWA), focused on the need for a common perspective among different groups in the state for social reforms in Haryana.

Dr RS Dahiya, a senior professor at the University of Health Sciences, emphasised the use of cable for mass communication and to have a common website for different groups in the state. The crisis of marginal farmers and caste issues should be taken up on priority, he added.

SP Singh, joint secretary of the society, observed that the caste conflict in Haryana should be taken seriously. Crisis in education, use of intoxicants and oppression of women also deserved priority.

Dr Ram Kanwar, an RTI activist from Jhajjar, lamented people’s dependence on the government which, he said, was ruining society.

DR Chaudhry observed that in view of limited resources, two issues—growing conflict between big landowners in villages and the weaker sections and use of intoxicants in the state—-should be taken up for mass awareness and struggle. Then, the issues of school education and basic health services could be focused upon.

Army Chief’s village lacks basic amenities
* No health centre
* Poorly-maintained roads
* Drinking water unavailable
* Erratic power suply

Tribune News Service

Bisaan (Jhajjar), July 31
After elevation of their illustrious son General Dalbir Singh Suhag as the Army Chief, residents of this dusty hamlet now wish that decade’s old civic problems plaguing them would be redressed.

The main road and streets of the village are in dilapidated condition, women have to cover long distances to fetch drinking water, students have to struggle to reach their education institutions due to poor public transportation and erratic power supply disrupts the routine of the villagers every day.

This is the sorry state-of-affairs at the native village of the General which has shot into national limelight following his elevation as the Army chief. Villagers rue that despite their best efforts to get the situation improved over the years, successive governments have turned a blind eye to their plight. They are now hopeful that things will change after the General takes over his prestigious assignment.

“The water being supplied from a tubewell in the village is salty hence it is used to take bathe and wash clothes. Women have trudge long distances to fetch drinking water every day,” Rajpal Suhag, a retired Flying Officer and a long time resident said.

He added that a water pumping unit was constructed in the village some years ago but it was lying unused. The entrance road of the village too was in a pitiable condition.

“Villagers have to face a tough time using the main since it becomes slushy and unmotorable during monsoons. The condition of inner village roads is no better,” Rajpal added.

Ishri Devi, mother of General Suhag said that poor public transportation service was also a major problem. “There is only one bus timing for Rohtak in the morning. Thereafter, the villagers have to struggle to travel to nearby areas. At least four-five more buses should be plied on this route to facilitate villagers,” she observed.

Villager Satyender said: “The village has no health centre. Residents have to go to Beri or Jhajjar for medical treatment. We called on MP Deepender Hooda several times to get these issues resolved but he has failed to do anything to redress our grievances.”

Villagers celebrate with 150 kg ladoos

Residents of Bisaan village today celebrated General Suhag’s elevation by distributing sweets and bursting of crackers in the village. The villagers got over 150 kg of ladoos made from Beri town to celebrate the historic day.

“We cannot express our joy in words. There is a festival-like atmosphere in the village since morning as one amongst us has gone on to head the Indian Army. It is a great achievement for Suhag and a proud moment for all of us,” said Rajbir Suhag, cousin of Dalbir Suhag.

Rajpal Singh, head of a 12-member-committee formed to felicitate General Suhag in the village, said the villagers this morningdecided to distribute 1.5 quintals of ladoos to celebrate General Suhag’s achievement.

Dental surgeons to boycott health programmes from today
Sushil Manav
Tribune News Service

Fatehabad, July 31
Dental surgeons working in government hospitals across the state will boycott all national and state health programmes from tomorrow in protest against the state government’s alleged apathy towards their demands.

Dr Kuldeep Goury, a senior dental surgeon and Vice-President of the Haryana Civil Dental Surgeons Association, today said, “The association has decided to perform only dental duties from tomorrow and not take any other responsibility that is given to them under various health programmes.”

The dental surgeons will take out candlelight procession at Matka Chowk in Chandigarh on August 2 and stage a dharna outside the headquarters of the health department in Panchkula from August 4.

“For the past many decades, there was a complete parity in the pay scales and grades payable to the members of the two services — Haryana Civil Medical Services and Haryana Civil Dental Services. Even the entrance tests for the two courses —MBBS and BDS — are identical. However, after a notification dated February 20, 2009, a disparity was created in the pay scales of the two services,” said Dr Goury.

“Besides, the medical officers get their second assured career progression (ACP) after 10 years, while dental surgeons get it in 11 years. They get the third ACP after 15 years against 17 years for us,” he added.

He said, “Medical officers get six increments after completing their MD or MS course, while dental surgeons get four increments after doing MDS though the duration of courses is the same - three years.”

Medical officers, he said, are given Class 1 status at the entry level, but the same has been denied to dental surgeons.

The grouse

Kaithal, July 31
The Haryana Sikh Gurdwara Management Committee (HSGMC) organised its first executive body meeting here today. There was a vast difference between the meetings of the Amritsar SGPC and the HSGMC, though they both have similar powers to take steps for the welfare of Sikh communities of their respective states.

Some HSGMC members, who were earlier SGPC members, said, “The SGPC conducts it’s executive body meeting in Golden Temple with all facilities such as rooms, food, transportation and tea and snacks. The preparations for the executive body meeting of the SGPC start many days in advance. However, the first meeting of the HSGMC executive committee here lacked even the basic amenities such as proper transportation and food arrangements for executive committee members.”

“There is dedication here. In today’s meeting all members spoke freely without any hesitation, while during the SGPC executive body meetings, no one is allowed to speak except a few members, having political connections,” alleged Kuldeep Singh Jundla, who has retired from the post of supervisor of the SGPC after working for 35 years in Teja Singh Samundari Hall of Golden Temple and now helping the HSGMC committee.

In the hall of Neem Sahib Gurdwara, two mats were put on the floor, while a few chairs were arranged from Gurdwara Sahib for the meeting in a non-AC room. There were no special langar or tea arrangements for HSGMC members.

Bhupinder Singh Assandh, SGPC and HSGMC member, alleged, “SGPC meetings take place like that of MNCs, where members get all facilities like good rooms, transportation and other facilities as per their demands. However, SGPC members don’t bother for the welfare of Sikhs of the country as they are playing in the hands of SAD leaders.”

“I was an executive body member of the SGPC earlier and have attended many meetings. In terms of facilities, there is a lot of difference between the HSGMC and the SGPC meetings. However, we are working with full dedication without any vested interest, but SGPC’s executive body members always take decisions with vested interests,” alleged Assandh.

Suspecting that a body was burnt in an incinerator of a biomedical waste management unit in the district’s Phoolka village, residents locked the unit today. They alleged that stink of a burning body was emanating from the unit. The protesters called the police and showed them the stains of blood scattered near the incinerator.
