Goods train engine derails near Ambala
Ambala, August 2
The engine of a goods train derailed near Ambala Cantt railway station this morning. A number of trains running on the Delhi-Amritsar line were badly affected. Sources said several trains, including Swarn Shatabdi Express, Shan-e-Punjab, Jan Shatabdi Express and Dadar Express, were diverted via Chandigarh. The rail traffic was restored around 3 pm.

Youth held for kidnapping, raping minor
Fatehabad, August 2
A 17-year-old girl was allegedly kidnapped from her Talwara village in Fatehabad district and raped by a youth from Singreri village in Mansa district of Punjab. In his complaint to the Jakhal police, the victim’s father alleged that the accused kidnapped his minor daughter on the night of July 31 and raped her.

Two held with 13 pistols

After meeting Congress president Sonia Gandhi on Saturday morning, a sulking six-time MLA from Rewari, Capt Ajay Singh Yadav, said he would remain a Cabinet minister. He said the party chief Sonia Gandhi had assured him that all grievances centering around discrimination in government jobs would be resolved.

Interacting with mediapersons after addressing a workers’ meeting at his residence in the Model Town locality, Yadav said he apprised Sonia Gandhi during their 20-minute meeting of discrimination being committed by Chief Minister Bhupinder Singh Hooda against the people of the Ahirwal region in terms of government jobs.

Yadav said he raised the issue of appointing a non-Jat leader as chief minister and said he was most eligible for the post, having remained an MLA for 25 years. “She assured me that the party would consider the demand for appointing a non-Jat chief minister, but for now, the party must go to the polls with Hooda in command,” he said.

“Apart from government jobs, I expressed my resentment over non-fulfillment of my long-pending demand of setting up a government medical college in the Rewari region. I urged Sonia Gandhi to extend preference to non-Jat politicians in the state as the Jat reservation issue had affected the party in the Lok Sabha poll,” said Yadav.

He added, “Sonia Gandhi listened to me patiently and assured me of resolving all grievances. Thereafter, I decided to remain a Cabinet minister.” In reply to a question about discrimination in government jobs, Yadav said merely one candidate of Rewari under the OBC category had been selected among 68 posts of patwari recently.

Candidates of the region were being sidelined in appointments of teaching and non-teaching staff at Indira Gandhi University in Meerpur, he added. On the issue of development, he said the state government left no stone unturned to ensure overall development of the region during last around 10 years. Tthe level of development was not as much as the Rohtak region, he added. “Two government polytechnics, three universities and many engineering colleges have been established during the Congress regime, which clearly reflects the level of development in the Ahirwal region,” he said. Justifying the development in Rohtak, he said every chief minister preferred his home district. Bhajan Lal, Bansi Lal, Om Prakash Chautala and Bhupinder Singh Hooda did the same for their hometowns during their respective tenures, he added.

Without disclosing the name of the BJP leader concerned, Yadav said, “After my resignation, the BJP leader sent me several messages to join his party, but I categorically turned down his proposal, stating that I am a loyal soldier of the Congress and will remain in the Congress throughout my life.”

Eye on CM’s chair

Addressing supporters, Capt Ajay Yadav projected himself as a strong contender for chief ministership if the Congress retained power. “I have been serving as MLA for 25 years. Being one of the seniormost Congress leaders, my claim for chief ministership is justified. I will not miss the opportunity if the party high command asks me to hold the reins of the state,” said Yadav. He maintained that the party would contest the Assembly poll under the leadership of Chief Minister Bhupinder Singh Hooda, but the chief minister would be decided by party MLAs after the Assembly poll. “I was in the race for chief ministership last time, but could not gather the desired strength of MLAs. This time, I will make full preparations from the beginning and not miss the chance,” said Yadav. He added that chief ministership was imperative to ensure overall development of the Ahirwal region. — TNS

Finally breaking his silence on the status of alliance with the BJP, Haryana Janhit Congress (HJC) chief Kuldeep Bishnoi stated the alliance agreement had been signed by both parties and any change in it was unacceptable.

Talking to The Tribune on the sidelines of a Parivartan rally organised here today, Bishnoi pointed out that top BJP leaders had publicly stated that the alliance would prevail irrespective of the circumstances.

“I stand by my commitment to the written alliance pact and also expect the BJP to observe the coalition dharma,” the HJC leader maintained.

On being asked in case the BJP remained adamant on reviewing the alliance agreement and revising its terms and conditions, Bishnoi said in that case, he would take the matter to the people’s court and seek their opinion.

Posters and banners bearing slogans like “Ab ki baar Kuldeep sarkaar” dotting the rally venue and Bishnoi’s supporters addressing him as “Haryana’s would-be CM” said the rest and explained the party’s stance.

Earlier, addressing the gathering on the occasion, Bishnoi exhorted them to vote and support for his party in the forthcoming elections to the state Assembly. He promised to ensure a job for each family and uniform development on coming to power.

Coming down heavily on Chief Minister Bhupinder Singh Hooda, Bishnoi said he had property in many countries across the globe and indulged in corrupt practices during his successive terms as head of the Congress regime in the state.

The HJC leader said Hooda was the most corrupt Chief Minister and had only ensured the welfare of his near and dear ones while in power. He also castigated the state government on the pitiable law and order situation. Not sparing former Chief Minister and INLD chief Om Prakash Chautala, Bishnoi said the state was subjected to “goonda raj” during his tenure.

He said while Chautala was serving a jail term and was not eligible to contest elections, his party members were seeking votes in the name of making him the state Chief Minister.

Barwala MLA misbehaves with official

The inauguration of a new road by an elderly resident angered Congress MLA Ramniwas Ghorela on Saturday. He allegedly slapped a junior engineer (JE) of the municipal corporation (MC) and misbehaved with him while other officials fled to escape the wrath of the infuriated MLA and his supporters.

The MC had invited the Barwala MLA for the inauguration in Shrinagar colony at 10 am. MC chairperson Shakuntala Rajliwal, other staff members and local residents arrived in time.

The MLA was late while MC officials and people kept waiting for him for 45 minutes. When people started leaving the venue due to the delay in start of the function, senior officials, in consultation with the MC chairperson, decided to proceed with the inauguration at 10:45 am.

JE Bharat Joon, in a complaint to the executive engineer of the MC, stated that they decided to go ahead with the function.

In consultation with the MC chairperson and senior officials, they decided to get the rituals for inauguration performed by an elderly person of the locality. The resident broke the coconut to perform the ritual, accompanied by the chairperson and the MLA’s son. In the meantime, the MLA and his supporters arrived on the spot.

He asked for the coconut to perform the rituals. “When told about the conclusion of the ceremony, the MLA got infuriated and used unparliamentary language. The MC engineer fled by scaling the wall while his supporters caught hold of me. The MLA slapped me on the cheek,” he complained.

He stated that some other persons intervened and helped him out. Stating that the behaviour of the MLA was unbecoming of a public representative, he demanded action against him.

When contacted, the JE confirmed the incident, adding that the MLA approached him later at his office and tendered an apology for the act.

“I submitted the complaint to my seniors, who forwarded it to the police for action. Since the MLA has apologised for the incident, I will withdraw my complaint,” he said.

The MLA denied slapping or maltreating the JE, stating that a party worker was involved in the row. “I brought both of them to talk, after which they forgot and forgave.” He alleged that some opposition activists were responsible for dragging his name into the incident.

Party workers objected to the nomination of Manohar Lal Khattar, who belongs to Rohtak and raised slogans against him.

District BJP president Ashok Sukhija said resentment prevailed among party workers over the candidature of an outsider from Karnal. The party observers were informed about the feelings of the workers, he said.

Sukhija said they would meet state party president Ram Bilas Sharma and national president Amit Shah soon over the issue.

He said the candidate should be familiar with problems and issues of the Assembly segment.

If the party imposes an outsider, the workers would feel dejected, said Deepak Gupta, a local worker. They would not accept any outsider at any cost, he added.

“The feelings of the workers would be conveyed to the party high command,” said Ramesh Kaushik.

18 seek ticket

There are 18 candidates who wish to contest from Karnal, including Gurcharan Lakhanpal, Jagmohan Anand, Chander Prakash Kathuria, Om Prakash Arora, Manohar Lal Khattar, Krishan Garg, Rajinder Swami, Bhagwan Dass Aghi, Renu Bala Gupta, Parvesh Sharma, Narinder Pandit, Shashipal Mehta, Ashok Bhandari, Subh Lakshya Bansal, Naveen Kumar Jain, Yashpal Thakur, Anurag Sethi, Sujata Arora and Ashok Sukhija.

INLD lists 39 ‘favourites’ for IGU appointments

Accusing Indira Gandhi University (IGU), Meerpur, of favouritism in recruitment of teaching and non-teaching staff, the INLD has released a list of 39 aspirants whom the authorities allegedly wish to appoint by sidelining meritorious ones.

Satish Yadav, state spokesman, INLD, said the university was carrying out recruitment process for posts of assistant professor and associate professor, but was ignoring meritorious aspirants with the intention to accommodate ones who had political approach.

“The recruitment procedure is yet to be completed, but the list of selected candidates has already been prepared by the authorities, which clearly proves unfairness in the procedure. Among the 39 aspirants, 10 are from Rohtak and five from Rewari, where the university is located,” he added.

Yadav said revised result of screening test for assistant professor (law), change in interview and screening committees without procedure and arbitrary approach in calling aspirants above the prescribed criteria for typing test for non-teaching posts were examples of unfairness of varsity in appointments.

Appointments on merit

Rubbishing allegations, IGU Vice-Chancellor Mahender Kumar said, “No irregularity has been committed in recruitment. Appointments are being made purely on merit. The interview result is yet to be declared.”

BJP seeks judicial probe

District BJP chief Satish Khola demanded a probe by a retired Supreme Court Judge into the appointments. He alleged that gross irregularities were being committed by the university to select less meritorious aspirants, as a result of which several aspirants had approached the High Court.

Villagers want quota

Meerpur residents have demanded 10 per cent quota in jobs for the village youth in lieu of 100 acres for setting up the university. “The government had promised us 10 per cent quota in varsity jobs, but the authorities are reneging.”

No provision: Capt Yadav

Irrigation Minister Ajay Singh Yadav said there was no provision of quota in jobs in universities He said he would raise the issue with the CM. He asserted that 2 per cent reservation in admission has been given to villagers.

INLD takes chance at Indri, adds new faces in Assandh, Karnal

With the announcement of the candidates for the upcoming Assembly elections by the Indian National Lok Dal (INLD), the election fever in the state has hit a new high as the INLD is the first party, which has announced its candidates.

Ellenabad MLA Abhay Singh Chautala and the party's state president Ashok Arora declared a list of 62 candidates on Friday at Chandigarh including five candidates from Karnal district.

Party leaders have retained two sitting MLAs Narinder Sangwan from Gharaunda seat and Mamu Ram Gonder from Nilokehri Assembly segment. They also took a chance on Indri MLA Ashok Kashyap's wife Usha Kashyap, a government teacher. The party is banking on a Punjabi card at the Karnal seat by giving the ticket to Manoj Wadhwa, Deputy Mayor of Karnal Municipal Corporation, to gain a major share of Punjabis votes.

The INLD also displayed interest in Rajput candidate and district president Yashvir Rana from the Assandh seat. As per the results of the last Assembly elections, the INLD won three of the five segments.

Narinder won the Gharaunda seat with a margin of 1,660 votes as he defeated Congress candidate Varinder Singh Rathore in a closely fought contest. Narinder Sangwan secured 35,256 votes, while Varinder Rathore got 33,596 votes. On this seat the BSP also showed its strength and its candidate Harwinder Kalyan stood third with 29,232 votes.

From Nilokehri, Mamu Ram defeated Meena Mandal of the Congress by 16,723 votes as Mamu Ram received 47,001 votes and Meena Mandal bagged 20,278 votes.

INLD faces revolt in Sirsa

The Indian National Lok Dal’s decision to nominate Makhan Lal Singla, a non-political person, from the Sirsa Assembly segment has not gone down well among party workers. Leela Dhar Saini, vice-president, Sirsa Municipal Council, has revolted against the party.

In a meeting of his supporters here today, Saini said the party workers would not accept Singla as their candidate.

“The party will have to either change the candidate or I will contest the forthcoming Assembly election as an Independent,” Saini told mediapersons after the meeting.

Later in the evening, Saini told The Tribune that “Chautala saab” (OP Chautala) had called him to Gurgaon and he was already on the way.

“I wish to contest from Sirsa to defeat Gopal Kanda. However, I fail to understand why the party has fielded Singla, who is not acceptable to anyone in the party,” Saini said.

He said he had always been loyal to the INLD and even today, he had no intention to go against the party.

“I will request Chautala saab to review his decision, but if the party refused to review its decision, I can quit politics and stay at home rather than supporting Singla,” Saini said.

The INLD yesterday surprised its rank by fielding two non-political persons Makhan Lal Singla and Ram Chander Dhanju from Sirsa and Rania, respectively.

“None of the two has ever been seen in the party’s programmes in the district and they may not even be primary members of the INLD,” said a senior INLD leader.

Singla (65) is basically from Mehta village in Bathinda district of Punjab, but now, he and his brothers are settled in Sirsa, Fatehabad and Gurgaon and they have joint business interests in liquor, automobiles and real estate.

Krishan Kamboj, sitting MLA from Rania, who has been denied ticket to accommodate Dhanju, said he and his supporters were disappointed, but they would go with the party’s decision.

Hooda banks on development, claims Cong will return to power

Chief Minister Bhupinder Singh Hooda while addressing a Vikas Rally, organised by Gannaur MLA and Vidhan Sabha Speaker Kuldeep Sharma, said, “The Congress will return to power in Haryana for its third consecutive term on the basis of its 10 year rule of all round integrated development and welfare of every section of society.”

Hooda said there was no Modi wave in Haryana as it had ended with Narendra Modi becoming the Prime Minister; he added the BJP could never be pro- farmer, labourer and poor people.

“From all calculations and ground realities of politics including the public opinion, I can say that the Congress will come back to power in the state,” he claimed.

He said the government had prepared a road map for all round development of the Gannaur region, which had been a priority area of the state government in term of launching new projects including the international market for fruits and vegetable. HPCC President Ashok Tanwar, Vidhan Sabha Speaker Kuldeep Sharma and other local leaders including MLAs also addressed the rally.

Interestingly, former Congress MP and two times MLA, Jitender Singh Malik from this constituency was not present at the rally. Moreover, like many other occasions earlier in the state, the CM did not announce, who would be the party candidate in the coming Assembly elections.

“If we want to see progress in the state, we have to end middlemen culture prevailing at every level in the present state Congress government,” he said. He alleged that Congress leaders with the help middlemen had been minting money from land deals and recruitments.

“The rising unemployment is pushing our youngsters towards drugs and crime. The state government is responsible for the rise in crime as it has failed to provide equal job opportunities to youngsters of all areas,” he alleged. He said the Chief Minister was responsible for regional discrimination in the state.

He said the August 18 rally would give a new direction to the state politics. “I have been protesting against the lack of development in Jind and other areas. My supporters are repeatedly asking me to leave the Congress and if I leave the Congress, this step will also be for the betterment of the people,” he said.

He said the issues on which the Lok Sabha elections were fought would be repeated in the Assembly elections too besides the local issues.

He said names of the candidates for the Assembly elections would be finalised soon. However, he maintained silence on the issue of alliance with the Haryana Janhit Congress and joining of the BJP by Congress leader Birender Singh. He said these issues would be decided by the party high command. He said the party tickets should be given to grass roots level workers.

Lambasting the state Congress government, Gurjar said, “Gone the days of the Congress in Haryana too.”

On timely announcement of INLD candidate, Gurjar said the INLD was a one-man show party and the man could do anything. On the other hand, the BJP believed in democratic system, therefore, a single person could not take any decision in their party.

Later, he addressed workers in Jagadhri and gave them tips on improving their working. He exhorted them to toil hard to ensure the party’s victory in the state.

Fatehabad Deputy Commissioner is in dock for prima facie interfering in criminal investigation. The Punjab and Haryana High Court has asked the State of Haryana to specify whether appropriate action needs to be initiated against him. He had entertained applications from accused and complainant in an assault case.

The query by Justice Rajan Gupta came on a petition filed by Dr Kuldeep Saini and another petitioner against the State of Haryana and other respondents. They were seeking the quashing of a criminal complaint after they were summoned as accused.

An FIR was registered in the matter on June 17, 2009. In the medico legal report, the doctor was of the opinion that an injury was caused by a sharp-edged weapon, but the accused submitted an application-cum-objection to Fatehabad DC.

He, in turn, entrusted it to Ratia CMO for inquiry. A board of doctors, comprising the petitioners, was then constituted. They were, however, of the view that the injury was caused by a blunt weapon.

The complainant then moved an application before the DC, claiming that the opinion expressed by the board of doctors was incorrect. The Deputy Commissioner then marked the case to Rohtak PGIMS for opinion. The board constituted by PGIMS expressed opinion that the injury was indeed caused by a sharp-edged weapon. Thereafter, the present complaint was filed by the complainant against the doctors of Fatehabad General Hospital and the investigating officer. They were, subsequently, summoned to face trial. Scanty rain leads to insect attack on cotton crop

Cotton crop is under attack from thrips, tiny and slender insects with fringed wings, which suck the underside of plant leaves. Cotton fields in many parts of Sirsa, Fatehabad, and other districts of Haryana have been hit by the attack of thrips, also called thunder bugs or corn lice or “Churada” in Hindi.

Hot and humid weather accompanied by scanty rains have aggravated the attack, as the thrips thrive in such season. “Thrips are sucking insects, which are very minute in size and can be seen with the naked eye if a person has a perfect vision. Or it can be seen with magnifying glass, as its size is less than one millimetre. It damages the plant leaves by sucking it from the underside. It discolours the leaves when the impact is lesser and can tear the leaves in cases of severe infestation,” said Dr Dalip Monga, a Principal Scientist and Head of the Central Institute for Cotton Research.

He said the thrips were washed out during a good rain and no insecticides were needed in that condition, but the pests had to be managed with insecticides if the attack was severe and the rains were scanty. Dr Monga said even during minor infestations, insecticides should be avoided, as the damage in such minor attacks was very less.

Meanwhile, Chaudhary Charan Singh Haryana Agriculture University has warned farmers from the possible attacks of white flies, “tela” and “kaatra” to their cotton crops in view of humidity in the air.

Child health programme effective: Sandhu

Additional Chief Secretary Health Navraj Sandhu has said the Rashtriya Bal Swasthya Karyakram (RBSK) is being effectively implemented by recruiting mobile health teams in all 119 blocks for early screening of children suffering from birth defects, including club foot.

She said district early intervention centres had been set up in all 21 districts for management of birth defects. She said more than 500 cases registered in club foot cells were being managed by the Ponseti technique in the state.

Sandhu was speaking during the concluding function of the three-day national training of trainers on the Ponseti method for management of club foot under the RBSK at the State Institute of Health and Family Welfare in Panchkula.

The programme was organised by the Union Ministry of Health and Family Welfare in collaboration with the Government Medical College and Hospital in Chandigarh and State Institute of Health and Family Welfare Panchkula. The programme was attended by orthopaedic surgeons from all over the country.

Sewage overflows on National Highway-2

Faridabad, August 2
The strike of municipal corporation (MC) employees continued for the ninth day on Saturday. The strike, coupled with the rain, resulted in sewage flooding roads and streets. Water overflowed on National Highway 2 (Mathura road).

“The water is spilling on the highway and has engulfed a part of the Ajronda chowk for two days,” said an automobile showroom employee. He said a complaint had been lodged, but the problem remained unattended to, perhaps due to the strike.

“Work on six-laning the highway and the Metro track along the highway has resulted in inconvenience to commuters due to accumulation of mud and water at several points. The problem gets aggravated in case of rain,” said Deepak Bansal of Ballabgarh.

Garbage dumped at the collection point near Sector 8 had started spilling on the road. Chander Dutt, sanitary inspector, Ballabgarh zone, claimed that the problem had arisen due to termination of the contract to remove garbage and the strike of the MC staff.

He said the situation was likely to improve after the strike ended. A spokesperson of the civic employees union said the strike would continue till the demand to regularise staff was accepted. Officials claimed that efforts were on to resolve the issue.

Goods train engine derails near Ambala

Ambala, August 2
The engine of a goods train derailed near Ambala Cantt railway station this morning. A number of trains running on the Delhi-Amritsar line were badly affected. Sources said several trains, including Swarn Shatabdi Express, Shan-e-Punjab, Jan Shatabdi Express and Dadar Express, were diverted via Chandigarh. The rail traffic was restored around 3 pm.

Additional Divisional Railway Manager SK Sinha said passenger trains between Ambala and Nangal Dam and Kurukshetra and Ambala were suspended and a few trains were diverted via Chandigarh.

Youth held for kidnapping, raping minor

Fatehabad, August 2
A 17-year-old girl was allegedly kidnapped from her Talwara village in Fatehabad district and raped by a youth from Singreri village in Mansa district of Punjab. In his complaint to the Jakhal police, the victim’s father alleged that the accused kidnapped his minor daughter on the night of July 31 and raped her.

The police arrested the accused last evening and recovered the girl from his possession.

The police said a case had been registered against the accused.

One held on rape charge

Kaithal: The police have arrested Om Parkash of Siwan on the charge of rape. He was produced in a local court on Saturday and sent in judicial custody.

The victim reported that Om Parkash offered her a lift to Kaithal on his motorcycle when she was returning from Siwan after meeting her in-laws on Thursday. She added that he took her to the fields and raped her. The police got her medically examined and registered a case. A team led by ASI Sunita Devi investigated the case and arrested Om Parkash.

Man booked

Fatehabad: A man allegedly molested a 22-year-old woman at Laloda village of the district and when she threatened to lodge a complaint.

Though the police have booked main accused Jaswant, his brother Kulwant, their mother Manjit Kaur and sister Seema Rani under various sections of the IPC, but Pardeep Kumar, SHO, Tohana Sadar police station, said the complaint appeared to be false, as the accused was first cousin of the victim.

The victim alleged that Jaswant outraged her modesty when she had gone to the fields. Later, he and the other accused entered her house and beat her up, as she had threatened to lodge an FIR.

No arrest has so far been made in the case. However, the police crime report mentioned the victim as a Jat Sikh, while Jaswant Singh and his family members have been shown as Rai Sikhs thereby belying the SHO’s claim that they were first cousins.

Two held with 13 pistols

Rohtak, August 2
The police have arrested two persons and seized 13 pistols from their possession. Rohtak SSP Saurabh Singh got a tip-off that some youths were taking firearms to Hisar in a vehicle. A police team apprehended the vehicle near Titoli village today.

Two persons were arrested, while one managed to escape. 13 .32-calibre pistols and four bullets were seized from the possession of those arrested.

The arrested youths have been identified as Satish and Hoshiyar of Baliyala village in Fatehabad district. The one who escaped was Dharampal of Tohana. — TNS
