Capt’s luncheon moves at work as Preneet Kaur files papers

At least 35 party MLAs and several former legislators today met Preneet Kaur, wife of Congress Deputy Leader of Opposition Capt Amarinder Singh, before she filed her nomination for the Patiala Aseembly bypoll scheduled for August.

A lunch was hosted by the royal couple for senior Congress leaders at New Moti Bagh Palace. Most of the leaders considered close to Amarinder made their presence felt.

Sources said that many senior Congress leaders have criticized such a get together, where only factional leaders owing allegiance to a particular leader are present. “This highlights the growing factionalism within the state Congress and these are not good signs to name the leaders who turned up and later flaunt their numbers”, claimed a Congress MLA.

Prominent among those present were Laal Singh, Tript Rajinder Singh Bajwa, Arvind Khanna, Kewal Dhillon, Amrik Singh Dhillon, Ramanjeet Singh Sikki, Sadhu Singh Dharamsot, OP Soni, Hardayal Kambhoj, Rajnish Babbi, Sangat Singh Gilzian, Tarlochan Soond, Kuljit Nagra, Gurkirat Kotli, Sunder Sham Arora, Gurcharan Singh Boparai, Mohammad Sadique, Amarinder Singh Raja Warring, Harchand Kaur, Ajaib Singh Bhatti, Balbir Sidhu, Chaudhary Jagjit Singh, Amarjit Samra, Rana KP Singh, KK Puri, Gurpreet Kangar, Love Kumar Goldy, Kikki Dhillon, Dharamvir Agnihotri, Sunil Dhatti, Surjit Dhiman, Pawan Dewan, Nathu Ram, Makhan Singh, Gurmail Pehalwan, Dr Raj Kumar Chabewal, Lakhbir Singh Lakha, Gurjit Aujla and Heera Sodhi.

While PPCC chief Partap Singh Bajwa, former CM Rajinder Kaur Bhattal and Patiala (Rural) MLA Brahm Mohindra were not present, leaders who attended the lunch said no formal invites were sent. They said whoever attended the lunch came on their own. Sources said another dinner had been planned for August 5 where Amarinder Singh was expected to assign poll duties for the Patiala bypoll.

10 candidates in Patiala, 9 in Talwandi Sabo

Ten candidates from Patiala and nine from Talwandi Sabo Assembly constituencies have filed their nominations for the by-elections scheduled for August 21.

State Chief Electoral Officer VK Singh said in Patiala Assembly constituency, five candidates filed their nominations on the last day of filing nominations today. They are Harpal Juneja as covering candidate of the Shiromani Akali Dal (SAD), Preneet Kaur of the Congress, Jasbir Kaur of the Bahujan Mukti Party, Ravi Kant of the Hindustan Nirman Dal and Balwinder Singh (Independent). He said earlier, Bhagwan Dass of the SAD, Harjeet Singh of the Aam Aadmi Party (AAP), Amrik Singh of the New All India Congress Party and Rajinder Singh Pawar and Balbir Singh (Independent candidates) had filed their nomination papers from Patiala constituency.

In Talwandi Sabo, six candidates — Nimrat Kaur as covering candidate of the SAD, Baljinder Kaur of the AAP, Balwinder Singh of the Bahujan Mukti Party, Makhan Singh Premi of the Punjab Labour Party and Balkar Singh and Bharpur Singh (Independent candidates) filed their nominations today. He said Jeet Mohinder Singh Sidhu of the SAD, Harminder Singh Jassi and his wife Manmeet Kaur of the Congress had filed their nomination papers from this constituency earlier.

The Chief Electoral Officer said counting would be held on August 25.

After the Aam Aadmi Party withdrew ticket to Punjabi singer Balkar Sidhu, the latter today filed papers as an Independent candidate for the Talwandi Sabo byelection. Earlier, Balkar held a meeting with his supporters for over three hours before deciding to file the papers.

He said the decision was taken unanimously after a meeting with his supporters, including AAP workers who, he claimed, had assured to support him despite the cancellation of the ticket.

“I have been defamed by AAP leaders who acted in haste to cancel my ticket following baseless allegations of human trafficking. AAP has many black sheep who are tarnishing its image. None of the senior AAP leader was pleased over my nomination,” the singer alleged.

Balkar said he went to party convener Arvind Kejriwal’s residence in Delhi where party leader Prashant Bhushan informed him about the development. “I was not even allowed to put forth my defence. Nobody even listened to Sangrur MP Bhagwant Mann’s comments over the allegations. The decision to cancel my ticket was dictatorial,” he alleged.

Cong puts ‘rebel’ Jagmeet on notice

The Punjab Pradesh Congress Committee has issued a show-cause notice to former MP Jagmeet Singh Brar for his “irresponsible and highly undesirable utterances”. He has been asked to explain his conduct by August 5.

In a statement issued today, PPCC president Partap Singh Bajwa said the notice had been issued following a directive from AICC general secretary and Punjab affairs in charge Shakeel Ahmed.

Bajwa said he had gone through Brar’s statement appearing in the media criticising the party leadership, which had been taken seriously “as such irresponsible behavior was not expected from a leader like him who had the privilege of enjoying the confidence of the party president for years”.

“In case he had some issues, the same could have been raised at the proper party forum instead of airing the views through the media,” he said.

Bajwa pointed out that his statement, seeking a “two-year break for Congress president Sonia Gandhi and vice-president Rahul Gandhi”, was “irresponsible and undesirable at a time when the party was discussing the causes and remedies of the setback suffered in the recent elections”, and the party was facing two crucial byelections in Punjab.

Reacting to what they described as the provocative statement of the former MP against the party’s national leadership, Punjab Congressmen, including former Finance Minister Laal Singh and MLAs Parminder Singh Pinki, Gurkirat Singh Kotli and Navtej Singh Cheema, demanded strict action against him.

They said that the public stand taken by Brar that Sonia and Rahul should own moral responsibility for the defeat in the Lok Sabha elections and demit office at least for two years was “highly reprehensible, inexcusable and unfortunate”.

They claimed it was not for the first time that Brar had exhibited his intentions to part ways with the Congress as he had the alleged track record of being a deserter. “His problem was his unbridled ambition but he had failed when given a chance to prove his mettle. It was Sonia Gandhi who had elevated him to the high office of the member of the Congress Working Committee. The party high command should set an example of maintaining discipline by taking exemplary action against Brar,” they said.

Amritsar MP Capt Amarinder Singh has condemned the statement by party leader Jagmeet Brar seeking the resignation of Congress vice-president Rahul Gandhi and questioning the party high command’s functioning and decision-making. Amarinder said it was unfortunate that a senior leader like Brar had broken the party’s discipline. “Senior leaders are not expected to behave like the leaders of opposition and it is absurd to seek Rahul’s resignation,” he said.

Even as the Congress has decided to call off the party’s political rally during Rakhar Punya Fair at Baba Bakala, near Amritsar, on August 10, in view of the bypolls, the faction led by former MLA Jasbir Singh Dimpa is going ahead with it.

This has once again brought to the fore factionalism in the Congress as Dimpa’s rival faction led by Ranjit Singh Chhajalwadi has issued to media a copy of the orders from PPCC chief Partap Singh Bajwa regarding the cancellation of the rally due to the by-elections in Patiala and Talwandi Sabo Assembly constituencies. Last year, the two leaders had put up separate stages and the party had a tough time uniting them on a single platform to hold its rally on the occasion. Chhajalwadi also stated that he had brought to the notice of the party high command as to how Dimpa “was making unnecessary interference in the party affairs in Baba Bakala Assembly segment” while claiming that the party had warned him against it. However, talking to The Tribune, Dimpa admitted that they are going ahead with the rally, the preparations for which were underway. On Chhajalwadi’s charges, he said he didn’t need to respond as he was making baseless statements.

On the other hand, PPCC chief Bajwa said despite the directions, if anybody still wanted to go ahead with it, he could not stop him. “It is just an advisory from the party and it is up to the leaders to follow it or not,” he said. He said Dimpa had called him up stating that they had already made arrangements and he had told them that they could go ahead with it at the local level.

During the 2012 Assembly elections, the Congress fielded Chhajalwadi from Baba Bakala seat. Dimpa wasn’t pleased with the party’s choice. He reportedly threw his weight behind party rebel Baljit Singh Bhatti, who polled over 17,000 votes and played a key role in Chhajalwadi’s defeat.

State should take over Adarsh Schools: Jakhar

Leader of Opposition, Sunil Jakhar, has demanded that the state government take over the management of Adarsh Schools as private managements/companies running various Adarsh Schools, were allegedly indulging in malpractices and exploiting teaching as well as non-teaching staff working there.

In a statement issued here, Jakhar said these Adarsh Schools were set up to improve the standard of education in rural areas, but due to the commercial approach of the organisations running these, the concept of Adarsh schools had been badly compromised.

As per guidelines of Union HRD Ministry, the staff in Adarsh Schools must be paid on the lines of employees working in Kendriya Vidyalayas, but the ground reality is entirely different. He said the staff was being allegedly exploited by private players, who want to make money and not improve the education system.

He said that recently a representation of teaching and non-teaching staff of Adarsh Schools had met him and apprised him of their grievances.

Instead of trying to set up Adarsh Schools at other places, the Akali-BJP government must concentrate on improving the already commissioned schools, he added.

Varsity name changed, SC panel puts state on notice

The National Commission for Scheduled Castes has taken a serious note of the state government’s move to rename Giani Zail Singh Punjab Technical University campus at Bathinda as Maharaja Ranjit Singh Technical University.

Commission vice-chairman Rajkumar Verka has issued a notice to the Chief Secretary, Punjab, questioning the basis on which the university is being renamed. Verka said Giani Zail Singh was the first Sikh President of the country and he came from the Ramgarhia community.

State govt ignoring sportspersons, allege Commonwealth medallists

Back home to a rousing reception after winning bronze medal in the Glasgow Commonwealth Games, wrestler Navjot Kaur today hit out at the state government and said it should learn how to support its players from the neighbouring state of Haryana.

Navjot, a resident of nearby Bagrian village, won the bronze medal in the 69-kg category in wrestling.

Talking to mediapersons on her return, Navjot said the government had offered her a constable’s job. “Had I been born in Haryana, I would have got the job of a DSP-rank officer.” She said the state government was spending crores of rupees on promoting kabaddi, which neither featured in the Commonwealth Games nor Olympics. She said it was disheartening to see that the players belonging to Punjab did not get their due even after a series of performances at the national and the international level. She felt that Haryana valued the feats of its players more. She was given a warm welcome on her return by the residents of the area. But except for the SDM, no other higher official or politician of the ruling SAD-BJP alliance came to receive her.

Hoshiarpur: Expressing his resentment with the state government, Commonwealth silver medallist judoka Navjot Chana said he was not being promoted by the Police Department despite of his numerous national and international achievements.
He said he qualified to be promoted to the rank of DSP and above, but he was still serving as an ASI. He claimed he last got his promotion only after filing an appeal in the Punjab and Haryana High Court. He alleged even the cash rewards declared by the state government for national and international medal winners were not given to him.

Rajya Sabha MP Avinash Rai Khanna and Lok Sabha MP from Hoshiarpur Vijay Sampla sought Arjuna Award for Chana. Khanna asked the state sports secretary to pursue his case with the Centre. 

Khanna and Sampla met Chana at his home and felicitated him. 

Will honour all medal winners, says Badal

Lambi: CM Parkash Singh Badal on Saturday said the government would honour all state players who had bagged medals in the Commonwealth Games. Talking to the media at his his Sangat Darshan here, Badal said the government had formulated a policy for honouring players who excelled in various international games.

Trains cancelled, commuters hit

Hundreds of passengers were inconvenienced at the Sirhind railway station today as many trains were either cancelled or diverted since a goods train derailed at Ambala cantonment railway station.

The goods train engine derailed at 8.30 am, thereby blocking the passage of other passenger trains. A large number of commuters were inconvenienced in the hot weather.

Station Superintendent RP Sharma said that various trains on their way to New Delhi and Kolkata had to be stopped at Sirhind, Mandi Gobindgarh and Rajpur stations. He said six passenger trains had to be cancelled. He further said Shatabdi Express, Delhi Superfast, Malwa Express, Nangal to Kolkata, Barauni, and Sachkhand Express trains had to be diverted to the Morinda-Chandigarh-Ambala line. He said all trains going towards Amritsar had to be diverted to the Chandigarh-Morinda track.

Amritsar: Ferozepur Zone Divisional Railway Manager Naresh Chander Goel confirmed that five trains to Amritsar were delayed today. Delhi-Amritsar Swarn Shatabdi, which reaches here at 1:25 pm, arrived at 4:14 pm. Similarly, it left for Delhi an hour late at 4:55 pm.

Shan-e-Punjab that was scheduled to arrive at 2:15 pm arrived over two hours behind the schedule and departed two hours after it was scheduled to leave. The Amarpali Express was also delayed. All these trains arrived here via Chandigarh.

Former YAD leader, ASI’s son booked

In a clash between two student groups at Government College, Muktsar, which led to the killing of a teenager yesterday, the Sadar Police have booked a former president of the district Youth Akali Dal and the son of an assistant sub-inspector (ASI).

Besides, seven identified and 10 unidentified persons have also been booked. However, no arrest has been made so far.

The case has been registered under Sections 302, 307, 341, 427, 148, 149 and 120-B of the IPC and 25, 27, 54 and 59 of the Arms Act.

Those named in the FIR included former district YAD president Pushkar Brar of Fattanwala village, who is also president of the Student's Organisation of Panjab University (SOPU), Bathinda. Pushkar is son of Amandeep Singh Brar, a former chairman of Block Samiti, Muktsar.

Others include Goldy Brar, son of an ASI posted at the Kotbhai police station, Vishal Kumar, Yadwinder Singh "Chandi Charewan", Samra, Kuldeep alias Lala, Sudhir alias Bhaiya, Suraj and Sunny Chaudhary.

Iqbal Singh, Station House Officer, Sadar police station, said: "Efforts are on to nab all the accused."

The victim 17-year-old Gurjeet Singh of Chak Modikhera village in Abohar subdivision of Fazilka was sitting on the rear seat of a Swift car when a bullet hit him.

He was a supporter of Amarjit Singh Sandhu. Despite a ban on student union elections in the state for over three decades, Sandhu, a BCA-I student of the college, got some posters pasted on the college campus declaring him the president of the student union.

As soon as Amarjit and his supporters came to the college raising slogans and brandishing swords and batons in their vehicles, the other group, allegedly led by Vishal Kumar of Bhullar Colony, challenged them, thus ensued the clash.
