Dehradun, August 5 The BJP could manage to win only two seats of chairman of Chamoli and Tehri zila panchayats. Out of the 11 ZP seats, the BJP candidates managed to bag the posts of chairman of Tehri and Chamoli ZPs, while the Congress supported candidates won a total of nine seats of posts of chairman of ZPs. In Dehradun ZP the Congress supported candidate won the chairman post by 17 votes; he defeated his nearest rival Madhu Chauhan, the BJP candidate and former chairman who managed to get only 13 votes. Chaman Singh garnered a total of 30 votes. Dubble Singh owing allegiance to the Congress Party won the seat of vice chairman of Dehradun ZP. He defeated BJP candidate Subhash Sharma. Dubble Singh garnered 26 votes while Subhash Sharma
17 votes. Terming her defeat as a sabotage the BJP candidate Madhu Chauhan said, “The late declaration of support by the BJP had cost her dear. There has been a sabotage. How come the vice president nominated by my party has received more votes than me,” she said. On the other hand the triumphant Congress candidate termed his victory as the victory of the Congress Party’s policies. Elsewhere, in Pauri, Congress supported candidate Deepti Rawat won the seat of chairman of Pauri ZP by bagging a total of 23 votes. In Rudraprayag, Lakshmi Rana won the seat of chairman of Rudraprayag ZP by bagging a total of 13 votes. In Nainital district Sumitra Prasad, a Congress Party supported candidate, won the seat of chairman of Nainital ZP by bagging 16 votes. From Pithoragarh Prakash Joshi won the seat by bagging 26 votes. In Champawat Kushal Adhikari, a Congress candidate, won the chairman seat of Champawat ZP. The BJP even after declaring its official candidates could only bag two seats. In Tehri BJP’s Sona Sajwan won the chairmanship of Tehri ZP, and in Chamoli it’s candidate Munni Devi won the chairman seat of
Chamoli ZP. In Uttarkashi Jasoda Rana, a rebel candidate of BJP, won the seat of chairman of Uttarkashi ZP. In Bageshwar Harish Ethani, a Congress supported candidate, won the seat of chairman of Bageshwar ZP. Earlier Congress candidates were elected unopposed on the US Nagar zila panchayat chairman and vice chairman seats.

Protesting teachers yet to hear from govt
Dehradun, August 5 Ironically, Rana is a qualified postgraduate in engineering and despite being on government rolls for the past 10 years, he is still jobless. His story is no different from the hundreds of polytechnic teachers, who are working on contractual basis with the government-run ITI’s across the state. Gathered under the banner of the Uttarakhand Polytechnic Contractual Teachers Society, the protesters are on an indefinite hunger strike from the past eight days. Even as the state government is making all efforts to brighten future of the youth in the state, the plight of these contractual teachers present the real picture where even the postgraduates and PhD holders are finding difficult to find a job. Hailing from almost every nook and corner of the state, these teachers are fighting with the government to bring a change in the contractual policies related to ITIs. Poonam Chauhan said she had been working with the Kashipur-based ITI for the past four years. “Unlike other staff, we are made to sign a bond for 10 months only. Every year, we have to appear for interviews to get a job at the same institute where we have been teaching in the past session. Despite having experience, we have to fight for a job with new comers and in case some ‘relative or known’ of the principal appears for the interview, the job is gone,” she added. “We are tired of leading this life of uncertainty where despite having experience and qualification there is no guarantee for job. The government should increase the contractual agreement for four years instead of eight months,” said Shweta, who has been teaching for the past six years in the ITI. To join the fight against the government, they have left their homes to participate in the strike started a fortnight ago. “While some are staying with the parents, a lot others have taken joint accommodation in the lodges. On an average, we are spending Rs 300-400 per day towards boarding and food expenses. We have no other option, but to fight for our rights,” said Jagdish. “The new session has started from July 16 and till date, we have not received any intimation from the colleges for re-joining. It seems that we won’t get job this session. My family is now having only two meals a day. The school fee of both my children is pending. If the situation is not improved, we will have to move out from the state,” said Sandeep. “I am 48 years old and have taught in the ITI for almost 10 years now. Even if I go out and look for a job in a private institute, I will have to fight with youngsters. There is no chance that I will get a job outside. Moreover, if I have given so many years to a particular institute, shouldn’t government do something for me? Is it too much to ask for an increase in the contract period from 10 months to four years?” questioned Rana. While the teachers are fighting for their rights, the government appears be sleeping over the issue. “Nobody from the government has visited us or taken any step to resolve the issue. Is this the development that Chief Minister Harish Rawat spoke about during the election campaigns,” said Arvind

Bar members resent online registry mechanism
Dehradun, August 5 Addressing a press conference, advocate Rajiv Sharma, association president, said that the state government decision to make the registration process online was against the welfare of general public and would cause more chaos than relief. “Earlier, we were working from 10 am till 5 pm and were generating the maximum revenue for the state government. Even though the state government is proposing two shifts from 7 am till 9 pm for the online process, it would tremendously increase the workload. Also the public would have to visit registry office in order to get the online payment receipt stamped. The online process is just asking for the details of property. To get the photographs and signatures one has to visit the registrar’s office. Moreover, it won’t be safe to visit the court complex at 9 pm. There is no security here,” said Sharma. “Moreover, the state government did not consult any one us on the proposed move of making the process online. The bar association should have been taken into confidence. Instead of announcing new online projects, the state government should concentrate on the existing ones that are already in doldrums and performing poorly,” he added. |

19 BJP councillors begin stir
Haridwar, August 5 Agitating ward councillors even alleged that MNA Vipra Trivedi was encouraging corruption and malpractices in the civic body working. These ward councillors said that till action is not taken on their 11-point demand agenda,they will not give up their agitation. Ward councillor Sapna Sharma said that MNA Vipra is not serious about the garbage disposal and sanitation condition in the city, as a result of which local people, pilgrims and tourists are facing problems. Support has been pouring in for MNA Vipra Trivedi from Congress and Independent ward councillors. A section of the trader fraternity under Zila Vvapar Mandal at Vinayak dharamshala held a meeting in which traders passed a resolution in support of the MNA. District president Sandeep Sharma said that MNA Vipra Trivedi was an honest official who has changed the working of MC. Citing the financial interests of BJP ward councillors in an illegal nexus between BJP’s Mayor Manoj Garg and the land mafia, who are eyeing civic body land, Sharma said that to protect their interests only BJP councillors are staging agitation. Independent councillor Lakhan Pal Chauhan criticised the BJP councillors’ agitation, remarking that this was an attempt to pressurise an “honest MNA”. Lakhan said the civic body has massive lease property, which is being eyed by BJP mayor and councillors. “Many hotels of the city which belong to BJP leaders are exempted from tax. This aspect is not included in the 11 point agenda of BJP councillors nor is there any development oriented demand,” said Chauhan. Demands of agitating BJP councillors include appointment of an advocate in Usha Breko ropeway-MC dispute, action against encroachers of Sledge Farm and investigation into Rs 57 lakh worth of road construction since the MC came into existence a year ago. Congress ward councillors criticised the agitation by BJP councillors, terming it as “tactics to divert attention of their involvement in illegally occupied lease land and properties of MC.” Councillors Aman Garg, Tehsin Ansari, Upendra Kmar, Satendra Vaerma, Rajesh Kumar, Ashok Sharma and Murselien condemned this agitation. |

Monsoons wreak havoc in Kumaon
Pithoragarh, August 5 A total of 15 persons lost their lives and 80 village roads and 512 houses damaged in the rains in the Kumaon region. AS Nayal, Commissioner, Kumaon, said, “A survey is being carried out to assess the damage caused to government property.” He said the departments concerned had been directed to get the damaged roads repaired and open it to the public as soon as possible. Officials had been asked to provide all possible help to those who lost their kin or property in the rains. According to officials, 28 roads damaged in Champawat, 18 in Pithoragarh and 14 in Almora. Three roads damaged in US Nagar, 10 in Bageshwar and 11 in Nainital.

Chinmay Science College gets 85 additional seats
Haridwar, August 5 Prof PS Rana, registrar of Chinmay Science College, Shivalik Nagar, BHEL, said the college management had got a written consent letter from the central university in this regard. He added 85 seats comprised 20 seats each for BSc in mathematics, physics and computer science, five seats each for MSc in chemistry, zoology, and microbiology and 10 for MSc (Physics). College principal Alok Kumar said with additional seats they could now accommodate more students who couldn’t get admission earlier. Payal Bisht, a college graduate, said the additional seats would benefit local students, who, otherwise, had to move to Dehradun or Delhi to pursue science courses in the absence of science colleges in the city. Meanwhile, Shravan Nath Math Jawaharlal Nehru College released the list of students for BCom self-finance course today. Notably, the list for general seats was released last week. Principal of the college Dr Avneet Kumar Ghildiyal said the list of 180 self-financed BCom seats had been released and the counselling and admission process would continue this week. Students have been asked to bring all academic and other requisite documents at the time of admission. |

Three killed in gang war outside Roorkee prison
Haridwar, August 6 The incident occurred in the evening when noted historysheeter Chinu Pundit was coming out of prison after serving imprisonment. As soon as Chinu came out of the main gate, four unknown persons who were waiting near the gate fired on Pundit. Three persons died on the spot, including brother of Chinu Pundit, while seven got injured in the shootout that rocked the city. It is believed that Sunil Rathi gang tried to kill Chinu Pundit, as both had been at loggerheads for the past few years. Chinu Pundit escaped from the spot while the assailants fled. Rural Superintendent of Police Parmendra Dobhal arrived at the spot with additional police personnel. Tarun Tyagi,brother of Chinu Pundit,Lokendra and Raman Marwah died on the spot, with multiple bullets fired on them. One injured has been referred to Jolly Grant Hospital owing to critical condition,while six others have been send to Civil Hospital for medical treatment. Haridwar SSP Dr Sadanand Date also arrived later at the Roorkee prison and has ordered a probe into this matter.Security has been beefed up both inside and outside the prison. In the wake of this episode security has been beefed up at Haridwar district prison, too. Notably on October 2011, at this very site at Roorkee prison, the then Deputy Jailor Nagendra Singh was shot dead by two bike-borne assailants. |

CM hails Modi’s approach on Pancheshwar project
Dehradun, August 5 Interacting with mediapersons here today, the Chief Minister, while thanking political leadership in Nepal, said a joint survey of Nepal and India had already been conducted for the Pancheshwar hydropower project. He said the project would pave way for a better coordination between the two countries. He said Uttarakhand had already made its stance clear on the project and hoped that its rights would be protected in process. Rawat said Uttarakhand stands a prominent stakeholder in the project. He sought a comprehensive policy for rehabilitation of villages in
Uttarakhand that would be affected in the Pancheshwar project. He said with limited resources, Uttarakhand is not in a position to undertake rehabilitation of the affected villages on
its own. Responding to other queries, the Chief Minister said he would ensure that Panchayat Raj arrangements become effective in the state. He said the usage of money and muscle power must be checked in panchayat elections. He also held that they were contemplating mapping of all rivulets and other water bodies in the state as part of preparedness to check frequent landslides. Referring to previous day’s incident when a student of Raipur Sports College was badly thrashed by the college principal, when the former complained about poor quality of food being served in the college, the Chief Minister said a strict action would be taken against the principal. Residents protest slow pace of construction works
Dehradun, August 5 The protesters said the nodal agency had stopped the construction of a sewage treatment plant and a pumping plant in the colony. They have threatened to intensify their agitation if the department does not take effective steps to address their grievances. The residents also met the managing director of the Peyjal Nigam and apprised him of the problems being faced by them due to the slow pace of the construction works in the area. They complained that despite the submission of a memorandum of demands to officials several times, nothing had been done so far. A soulful voice in Carnatic music
Dehradun, August 5 “As a child my voice was not suitable for singing. So I was made to learn violin. To my utter delight, after reaching the adolescence, there was a discernable change in my voice, making it suitable for singing. As I was already initiated into music, I did not have to start from the scratch. I was first tutored by my grandfather OV Subramaniam, a key name in the Carnatic music, who later put me under the tutelage of V Janakiraman,” said the vocalist in an interaction with The Tribune on the sidelines of a concert organised by SpicMacay. Though living in the company of an accomplished Carnatic vocalist, Raghuraman would have taken up dancing if she had her way. “It was the thing that I wanted to do as a child. It was close to my heart. However, my elders did not favour it,” said Sudha. However, she remained connected with dance through dance recitals. “Usually concert singers hesitate to sing for dance recitals but in my case, it is different. I look upon my singing as an art that serves the purpose of taking the dance to a higher level,” she said. Sudha Raghuraman enthralled the audience with the selection of ragas by presenting various nuances of the Carnatic music, including abhang dedicated to Lord Vishnu. Wildlife management training course begins
Dehradun, August 5 N Sonzalian, Principal, Central Academy for State Forest Service, Dehradun, said the course aimed at generating awareness about and competence in wildlife management, providing field-oriented practical inputs and improving knowledge and skill of the participants on the subject. Course coordinator Meera Iyer said senior forest officers and scientists of the Wildlife Institute of India would provide the inputs for the course. The programme would highlight topics such as management planning, habitat management, wildlife laws in India, ecological census techniques and man-animal conflict. Fourteen forest officers from Chhattisgarh, Gujarat, Himachal Pradesh, Madhya Pradesh, Maharashtra, Rajasthan and Uttarakhand are participating in the week-long programme. |

Children buried under mud rescued unhurt
Mussoorie, August 5 The neighbours rescued the children-Aman (7) and Kunal (nine months)- around 4.00 pm. Raj Sharma said his wife Pushpa was sleeping in one of the rooms of the house with his three sons and she tried to drag the children out of the mud debris but failed. Officials of the local administration rushed to the spot immediately to assess the damage to the house and said the overnight rain was the cause of the landslide. |

Safety wall caves in near Chamba
Mussoorie, August 5 Meanwhile, the nagar panchayat has stopped the payment of the contractor and directed him to construct the safety wall again. According to the local residents Chandi Kothyal and DL Saklani, the work on the safety wall that came down early morning today, near Dharasu road, was on the verge of completion but due to the use of ‘’substandard material’’ it could not withstand the pressure of overnight rains here. Dehradun, August 5 Rivers in the state are also in spate due to incessant rains. The water level in the Alaknanda has touched 623.90 m, 3.1 m below the danger mark. The Mandikini has touched 623. 35 m mark. In Bageshwar, the Saryu and Gomti rivers have touched 866.45 m and 863.40 m mark, respectively. The Sharda river in Champawat has touched 220.15 m mark, 1.55 m below the danger mark. Meanwhile, several key highways in the state are blocked due to landslides triggered by rains. The Rishikesh-Yamunotri highway is blocked at Junglechatti and Hamumanchatti.

Dehradun, August 5 The Chief Secretary said on the basis of the reports filed last year, it had been found that the performance of some officials was commendable though a few Principal Secretaries had under performed. He ordered that in the next two weeks, a report report regarding the inspection carried out

Dehradun, August 5 Addressing a press conference here today, Senior Superintendent of Police (SSP) Ajay Rautela said, “The accused, Monu Kumar of Moradabad, and his accomplices booked one taxi in May from Dehradun. They thrashed the taxi driver at Haridwar and ran away with his car. Later, a case was registered under Sections 328 and 379 of the IPC at the Kotwali police station.” On Sunday, acting on a tip-off, a police team, led by Inspector Mukesh Tyagi, nabbed Monu Kumar from Bannu Chowk and recovered the stolen car.— TNS |
