The Haryana Janhit Congress (HJC) has rejected outrightly a suggestion of its ally, the BJP, to review the formula for sharing of seats between them for the Assembly elections. On statewide call, govt employees court arrest

As part of the statewide ‘Jail Bharo Andolan’, around 2,000 state government employees of the Sarva Karamchari Sangh, the largest such body in the state, courted arrest at Mini-Secretariat in Faridabad this afternoon. They were protesting government’s “indifference” towards their demands. The union has been seeking regularisation of jobs for employees who have completed two years of service.

The Punjab and Haryana High Court today said Sant Rampal will have to be present before the Bench when asked. The directions by Justice Rajive Bhalla and Justice Surinder Gupta came after the HC took suo motu cognizanse of the alleged gherao of Rohtak court complex by his supporters, while he had gone there for a case. Sant Rampal had established Satlok Ashram in Karontha village of Rohtak in 1999. But some of the activities were to the dislike of Arya Samaj followers. On July 12 2006, tension gave way to a violent clash between the followers of the two groups. Rampal was arrested on murder and attempt to murder charges. — TNS

Didn’t get more than 1 plot: Gupta

TC Gupta, Principal Secretary, Town and Country Planning Department, today said he had never been allotted more than one plot by HUDA. Reacting to a news item published in a section of the press, he claimed neither he nor his wife had availed the benefit of government servant quota more than once. “We have not been allotted any plot by HUDA either under the discretionary quota or the general category in Haryana,” he said. “Besides, we have not been allotted or have purchased any plot from any colonizer in Haryana, including the period when I was Chief Administrator, HUDA, or Director or Principal Secretary (Town and Country Planning).” — TNS

Congress vice-president Rahul Gandhi today inaugurated Indira Gandhi Hospital at Raipur village near Sohna. HJC refuses BJP’s plan for redrawing tie-up

The Haryana Janhit Congress (HJC) has rejected outrightly a suggestion of its ally, the BJP, to review the formula for sharing of seats between them for the Assembly elections. It has also shot down BJP’s request to propose a new formula that could be the basis to carry forward talks between the two parties regarding election preparations, including sharing of seats.

A well-placed source, on the condition of anonymity, said that in a crucial meeting between top leaders of both parties here last Sunday, Haryana BJP chief Ram Bilas Sharma suggested to the HJC leaders for re-drawal of the contours of the alliance.

A BJP source also confirmed of the meeting that lasted for more than three hours. The meeting was hosted by the BJP and Union Minister Krishan Pal Gurjar, who was the Haryana BJP president in 2011 when the alliance was forged, took part. Other BJP leaders from Haryana who were to attend the meeting could not make it.

The chairperson of the coordination committee of the BJP-HJC alliance, Dharmpal Mallick, and former Deputy Haryana Chief Minister Chander Mohan were among the HJC leaders who attended the meeting.

The sources said the meeting ended abruptly with deadlock between the two parties continuing. No roadmap was prepared to break the ice between the allies.

Sharma reasoned that the HJC must review the earlier terms of alliance and should scale down its demand for the number of seats to its share. He, however, made it known that the final call on the issue would be taken by BJP central leadership.

During the discussions, the HJC leaders expressed reservations at the “casual” approach of the BJP towards the alliance and alleged its leaders were disregarding the “alliance dharma” and commitments. They made it known to the BJP that it would be difficult for the HJC leadership to dilute its political interest by reducing its share of seats.

Responding to Sharma’s suggestion to draw a fresh proposal, the HJC put the onus on the BJP to reveal its card and put forth it proposal since, post-parliamentary elections, it is keen to junk the earlier terms of agreement regarding the alliance.

Leaders of both parties met in the backdrop BJP leaders questioning the utility of the HJC that lost both Lok Sabha seats it contested. On the contrary, the BJP won seven out the eight seats it contested.

Deadlock continues

BJP, HJC chalk out plans to go it alone

Sirsa: Though the last word on the HJC-BJP alliance in Haryana is still not out, both parties are chalking out their respective plans to contest the Assembly elections from all 90 seats alone. The BJP has announced its programme of organisng "Vijay Sankalp Yatras" from August 14 to cover all 90 segments, while HJC media coordinator Devi Lal Manjhu has said the party has a plan in place in case the BJP snapped ties with his party. A senior BJP leader today said his party was waiting for Kuldeep Bishnoi's announcement on the alliance, as the ultimatum he had given to the BJP had ended. “Bishnoi gave a two-day ultimatum to the BJP to clear its stand on the alliance. Our stand has been explained to him several times. He has been told to meet state leaders if is ready to contest on lesser seats than agreed upon and leave claim over the Chief Minister's post," said Anil Vij, MLA from Ambala Cantt and leader of the BJP Legislative Party. Sources in the HJC said the party would contest all seats, but its focus would be on nearly 60 of them. The party may not emphasise on INLD chief Om Prakash Chautala’s bastion, Sirsa, and CM Bhupinder Hooda’s strongholds, Rohtak and Jhajjar. Instead, the HJC is likely to focus on districts under the NCR — Panipat, Karnal and Ambala, besides Yamunanagar, Hisar, Bhiwani, Mewat and Mahedragarh. Top sources in the party indicated that the leadership is in constant touch with Haryana minister Kiran Choudhry, another disgruntled leader in the state Congress unit, who has made her displeasure known on more than one occasion.

AICC office bearers in charge of the state recently got Kiran Choudhry to meet party chief Sonia Gandhi in a bid to calm her anxieties around her role in electoral affairs of the state.

Party’s general secretary in charge of the state Shakeel Ahmed today admitted that the central leaders had been meeting Kiran Choudhry. “She has some concerns which will be addressed,” he said.

The Tribune has learnt that Kiran had recently desired to quit the Hooda cabinet after another minister Capt Ajay Yadav tendered his resignation. She was talked out of that.

Since then, Congress leadership has been communicating with the senior leader in a bid to “prevent any potential blow from her side”.

Top party sources when contacted to enquire if Kiran had been calmed said, “We are talking to her. Her concerns will be addressed. She is a senior leader.”

Kiran Choudhry is said to be upset at the prospect of being sidelined in the ticket distribution process in Haryana which goes to polls this October. She has expressed her concerns to party leadership and demanded partnership in the decision making process.

Congress’ central leaders are learnt to have yesterday met Bhiwani MLA Kiran Choudhry in Chandigarh to assure her of redressal of her concerns. Party sources said she would be suitably placed in the poll-related committees which the Congress chief is set to announce.

An important committee under formation is the campaign committee for Haryana elections. The party earlier constituted manifesto committee for the state in which Kiran’s daughter Shruti was named among 16 members.

The BJP has attributed registration of criminal cases against nine named and 70-75 unnamed leaders of the party to political malice. The persons have been booked for blocking a national highway on Chief Minister Bhupinder Singh Hooda’s visit to Sirsa on August 4,

Though the police are still refusing to confirm the FIR, Jagdish Chopra, state convener of the Training Cell of the BJP and in charge of Sirsa parliamentary constituency, alleged that nine senior leaders of the party, including himself, had been booked under Sections 147, 149, 283 and 341 of the IPC and Section 8-A and 8-B of the National Highway Act in FIR number 764, registered at City Police Station on August 4.

Others booked in the FIR include Dr Ved Beniwal, state patron of the Indian Medical Association (IMA), who recently joined the BJP after quitting the Congress and Surinder Nehra, son of former minister Jagdish Nehra, who also joined the BJP recently after his nearly four decade old association with the Congress.

The BJP leaders booked by the police also included Rohtash Jangra, state vice-president of Samajik Nyaya Morcha of the BJP, Balwan Jangra, district general secretary, Satpal Mehta, president of the city unit of the BJP, Manoj, an RSS activist, Jitender and Pradeep Ratusaria, leaders of the BJP. The FIR also includes 70 to 75 unidentified activists of the BJP.

Chopra, a senior advocate, alleged that the intentions of the police could be gauged from the fact that they were not providing any information to them despite their frequent requests.

“The police even failed to submit a copy of the FIR in the appropriate court on the day the case was registered, though it is mandatory under the law. It was with great difficulty that we have been able to get a copy of the FIR from the court today,” Chopra alleged.

He added that when Congress activists stopped a train, under the leadership of Ashok Tanwar, after the Rail Budget, the police did not take any action, but when the BJP leaders protested “illegal detention” of ABVP activists, they were booked for rioting and other offences.

The BJP activists had blocked NH-10, near Sangwan Chowk in Sirsa on August 4, after the police detained a number of ABVP activists as the police believed they were planning to hold a demonstration against the CM.

Though the sources in the police confirmed the case, they expressed ignorance of the persons named in the FIR. Mauji Ram, SHO of City Police Station, said he was not aware of the case.

SP Mitesh Jain did not respond to a call and an SMS sent to his official mobile to know the police version.

A day after two-time INLD legislator Balwant Singh joined the BJP, Pinki Chhappar, INLD Sadhaura (reserved) candidate, held a workers’ meeting in Bilaspur town today. The meeting turned into a rally as the venue witnessed an impressive gathering. Addressing the meeting, senior party leader Abhay Singh Chautala said the workers, who were not given party ticket, would be given bigger responsibility after the formation of INLD’s government in the state.

He did not speak about Balwant Singh, who had resigned from INLD and joined the BJP yesterday after being denied ticket. However, he appealed to the workers to work hard to make Pinki Chhappar an MLA from Sadhaura.

Any party man, who had left the party, might return any time and he/she would be accorded a warm welcome, he added.

Abhay also addressed workers’ meetings in Jagadhri and Yamunanagar.

CWG medallists gets award money

Haryana Chief Minister Bhupinder Singh Hooda today doled out cash awards amounting to Rs 13.75 crore to 43 sportspersons, including 21 women, of the state at a function in Rajiv Gandhi Education City near Rai.

The awards amount included Rs 1 crore for a gold medallist in the recently concluded Commonwealth Games (CWG), Rs 50 lakh for a silver medallist, Rs 25 lakh for a bronze medallist and Rs 5 lakh each for the participants.

The sportspersons who were awarded were five gold medallists at CWG — Sushil Kumar, Yogeshwar Dutt, Amit Dahiya, Babita and Vinesh Phogat in wrestling; 14 silver medallists — Gagan Narang, Seeman Antil, Sardar Singh, Vijender Singh, Mandeep, Sakshi Malik, Lalita, Satya Varat, Bajrang Punia, Geetika Jakhar, Sanjiv Rajput, Anisa Saiyyad, Gurpal Singh and Harpreet Singh; and bronze medallists — Pawan Kumar and Pinki Rani.

Hooda claimed that the state’s new sports policy and its tagline, padak lao, pad pao, had changed the mindset of the youth and the results were for everyone to see. — OC

Narnaul, August 8
Bringing water by the SYL canal for farming, easy availability of drinking water, jobs for educated youths and construction of the city bypass are major issues facing the voters of Narnaul Assembly constituency.

The caste equation too plays a vital role in deciding the candidates’ fate here and is raised by every political party during elections. Before delimitation Narnaul was dominated by Gurjar and Brahmin communities. Post- delimitation, several Gurjar villages were merged with the newly carved Nangal Chaudhary Assembly segment while parts of Ateli segment – dominated by Ahirs and Sainis – were attached with Narnaul.

This development changed the poll arithmetic and resulted in a huge advantage for Ahir and Saini candidates. Rao Narender is the first Ahir MLA from here.

Development works

Health Minister and MLA Rao Narender spent Rs 200 crore for the development of Narnaul. A major part- Rs 160 crore – was used to provide drinking water and strengthen the sewerage system. A hospital worth Rs 488 lakh, an auditorium costing Rs 438 lakh, a new mini secretariat worth Rs 1047 lakh, new grain, fodder and vegetable market costing Rs 705 lakh, 12 extra rooms and a SC/BC hostel in Government College for Women were constructed. The long-pending demand of Narnaul bypass has also been met.

Allegations

INLD leader and runner-up of last assembly polls, Bhana Ram Saini, alleged Rao Narender only minted money in the name of development funds or getting change in land use (CLU) done. Many roads and streets were made on papers only for which Narnaul Municipal Council (NMC) chairperson and her husband has been booked.

Public view

Dharamvir, a farmer, said Rao Narender had failed to provide irrigation water while he made tall claims for doing this in the last polls. H did not even make any serious efforts in this context. Abhay Singh, a businessman, said the government had released adequate funds to improve the dilapidated condition of the roads, street and sewerage system in Narnaul.

The Bahujan Samaj Party (BSP), today witnessed a revolt as senior leader and ex-state president of Kisan cell Bhagwant Bhamba and other workers burnt effigies of party’s vice president and MP Raja Ram and party’s state convenor Rajbir, accusing them for selling the tickets.

Following this, Bhamba and his supporters were expelled from the party for the anti- party activities. He alleged that some leaders have reduced the party to a front for selling tickets during elections. This was witnessed during the Lok Sabha elections and was being repeated in the upcoming Assembly elections, he alleged.

Old workers have been sidelined by the opportunistic leaders for personal gains. “I raised this issue in front of senor leaders, but to no avail. I had left the party the day I burnt effigies for the first time in Assandh a few days back,” he added.

As part of the statewide ‘Jail Bharo Andolan’, around 2,000 state government employees of the Sarva Karamchari Sangh, the largest such body in the state, courted arrest at Mini-Secretariat in Faridabad this afternoon. They were protesting government’s “indifference” towards their demands. The union has been seeking regularisation of jobs for employees who have completed two years of service.

The employees were released after about two hours. Sources said though the police had arrested them after registering a case under Section 144 of the IPC, the protesters were let off from the same place as the police could not arrange adequate number of buses to shift the arrested persons.

“Employees posted in Faridabad, Ambala, Panipat, Jind and Hisar districts too have courted arrest today,’’ claimed Subhash Lamba, a spokesperson for the union. He claimed a total of over 12,000 employees courted arrest today.

He said the conditions attached with theregularisation policy announced by the government in June were unacceptable as these denied benefit to a majority of the contractual employees. He said the employees wanted regularisation on the basis of two years of service and that the ten-year condition attached with the policy could be acceptable if it was applicable retrospectively.

Ambala: Government employees of Sarv Karamchari Sangh courted arrest in Ambala City Ambala today. The employees reached in front of the Deputy Commissioner’s office and raised slogans against the government. The police took the employees in four buses and left them in the Naggal area, around 10 km from Ambala City.

A day after the Supreme Court directed status quo on the raging inter-state gurdwara row, HSGMC president Jagdish Jhinda accused Punjab Chief Minister Parkash Singh Badal and SGPC president Avtar Singh Makkar of insulting the Sikh community and Akal Takht by going to court over the issue despite the status quo by the Takht.

“By violating the orders of Shri Akal Takht and taking the matter to the apex court, both Badal and Makkar have disrespected the Takht. They must apologise to all Sikhs in the country and clarify whether they have lost faith in the Takht,” said Jhinda. He was interacting with the media at the Cheeka Gurdwara after inspecting ongoing preparations for bhog of Akhand Path on Saturday.

Jhinda alleged it was for the first time that the SAD and the SGPC have taken the issue of gurdwara to court and both must face punishment from the Takht.

“We will fight a legal battle against both the SAD and the SGPC. The HSGMC is the sole legal body in-charge of Haryana gurdwaras. The SAD and the SGPC are sitting in our gurdwaras illegally,” said Jhinda.

He alleged the gurdwara’s financial records and money from the donation box was missing when they opened it last evening.

Sources in the HSGMC said supporters had been invited from across the state for the first bhog of the Akhand Path being organised by the HSGMC after taking possession of the first gurdwara in the state after its formation.

Y’nagar gurdwara management complaints to Guv

The management of Gurdwara Thada Sahib, Jhiverheri, has complained to Governor Kaptan Singh Solanki that a group of people allegedly entered the gurdwara and misappropriated cash and records. The management sent a letter to the Governor yesterday. The letter, signed by Jaswant Singh, gurdwara management president, said a group of people forcibly entered the gurdwara at about 2.30 pm on August 6. The sewadars tried to stop them but were manhandled and threatened with dire consequences. The miscreants also broke the locks of the office and other rooms of the gurdwara. — OC

SGPC has control of Gurdwara Chhevin, Novin Patshahi, claims Virk

Shiromani Gurdwara Parbandhak Committee (SGPC) senior vice-president Raghujit Singh Virk today trashed the Haryana Sikh Gurdwara Management Committee’s (HSGMC) claim of wresting control of Gurdwara Chhevin and Novin Patshahi.

“Their (HSGMC) claims of having control of the Cheeka gurdwara and five others that are under local management committees are baseless. Since the records of gurdwaras and keys of the ‘golaks’ are with the SGPC, HSGMC can’t claim it has possession,” said Virk.

The HSGMC claims Chhevin and Novi Patshahi at Gulha Cheeka (Kaithal), Neem Sahab (Kaithal), Dasvin Patshahi (Pehowa), Jheevan Heri (Yamunanagar), Banni Badarpur (Ladwa) and Dodi Sahab (Taslempur) are under its control.

Stating that handing over control was a legal process, Virk said, “Until the SGPC handovers possession, how someone can claim it? The employees at those gurdwaras were appointed by the SGPC; they are discharging their duties like usual.”

About the absence of manager, he said “The manager is not physically present there but he is discharging his duty efficiently from outside.”

SGPC ex-chief Bibi Jagir Kaur confirmed the Haryana gurdwaras were still under SGPC’s control. “They (HSGMC members) are sitting there as Sikh Sangat and any ‘Guru-Naam-Leva’ can go and sit there. Merely having physical presence at some place doesn’t give someone its management control or possession. Let them worship and enjoy the langar. If they try to break the locks of guru ‘golak’ or any other cupboard in which records have been kept by the manager, the SGPC will take legal action and lodge a case.”

HSGMC chief Jagdish Singh Jhinda said the body was in legal possession of Haryana gurdwaras. “They (SGPC) should accept the fact that after the formation of the HSGMC, it has no legal control over Haryana shrines. The SGPC and SAD leaders and supporters have been camping there illegally.”

About the employees hired by the SGPC, he said, “As per the Act, the existing employees have become HSGMC employees. Those who want to work with us can continue their duties. The HSGMC can suspend or sack employees and appoint new ones.”

About the manager and records of the Cheeka Gurdwara, he said, “We repeatedly tried to contact the manager, but could not. The HSGMC has not sacked him yet, but Darshan Singh Barradi of Gullha Cheeka has been appointed the new manager. He has been provided new books to maintain records and has started discharging his duties. Legally, the SGPC can’t keep the keys of Guru Golaks and records of gurdwaras.”

About the case in Supreme Court, he said “After the Akhand Path Bhog at Gurdwara Chhevin and Novin Patshahi tomorrow, the committee will appoint its advocate. A new bank account will also be opened as per the Supreme Court’s directions.”

7 IAS, nine HCS officers shifted

The government has issued transfer and posting orders of seven IAS officers and nine HCS officers with immediate effect. Among IAS officers, Suprabha Dahiya, Administrator, HUDA, Faridabad, has been posted as Commissioner, Faridabad MC, and will continue as Administrator, HUDA, during the training period of PC Meena.

Vijayendra Kumar, Director General and Secretary, Technical Education, has been given the additional charge of Secretary, Revenue and Disaster Management Department.

Praveen Kumar, Commissioner, Gurgaon MC, Chief Administrator, Shree Mata Sheetla Devi Shrine Board, Gurgaon, and Special Secretary, Land Use Board; has been posted as Chief Administrator, Housing Board, relieving Vinay Singh.

Vikas Yadav, Commissioner, Faridabad MC, has been posted as Commissioner, Municipal Corporation, Gurgaon, and Chief Administrator, Shree Mata Sheetla Devi Shrine Board, Gurgaon; and Administrator, HUDA, Gurgaon; vice Praveen Kumar and Phool Chand Meena, respectively.

Ashok Sangwan, Managing Director, HARTRON, Special Secretary and Director, Electronics and Information Technology Departmen,; Director, Supplies and Disposal, and Special Secretary, Administrative Reforms Department; has been given the additional charge of Director, Employment.

Phool Chand Meena, Director, Employment, and Administrator, HUDA, Gurgaon, has been posted as Administrator, HUDA, Faridabad.

J Ganesan, Additional Secretary, PHE Department and Revenue and Disaster Management Department, has been posted as Administrator, HUDA, Hisar, relieving Rajeev Ranjan of the charge. Nine HCS officers were also transferred.
