SHO held taking bribe

Haryana Chief Minister Bhupinder Singh Hooda today threatened to boycott functions of the Centre if “a government function was going to be politicised” in this fashion.

Hooda was booed by BJP supporters who made up the crowd at Prime Minister Narendra Modi’s rally after he laid the foundation stone of a four-laning road project between Kaithal and Rajasthan. He was not allowed to speak at the function organised by the National Highway Authority of India (NHAI).

Hooda, accompanied by PWD Minister Randeep Singh Surjewala, later told the media that he was invited and agreed to share the stage since it was a government function.

“It turned out to be a political rally and the way the crowd (BJP supporters) behaved in the presence of the Prime Minister was unethical. What if the same thing happens to a BJP leader at the August 24 rally (Congress’ function in Panipat)? I have respect for the institution of the Prime Minister, but the way the crowd behaved is condemnable,” Hooda said, adding that he did not want to comment on the content of Modi’s “political speech”.

Hooda termed his hooting down a “conspiracy of a few” and claimed that the “violation of ethics” was not in democracy’s interest.

The Chief Minister said the four-laning of the project was initiated during the UPA Government’s rule and the concessionaire for the project was appointed on May 6. He assured the state government’s help in early completion of the project.

“I had put forth many demands, but the PM did not mention one in his speech. We had a lot of expectations from him since this was his first visit to the state (after becoming the Prime Minister),” he said.

Hooda said he had urged the Prime Minister to convert some highways into four-lanes. These included 95-km Ambala-Kaithal stretch of NH-152, 68-km stretch on the NH-352 from Jind-Narwana to Punjab border, and 104-km Yamunanagar-Panchkula stretch on the NH-344.

He also drew Modi’s attention towards the hindrances being caused in the traffic flow because of the slow pace of the Panipat-Jalandhar road project.

“I requested the Prime Minister to do away with the policy of charging toll on national highways because high toll at frequent intervals cause inconvenience to commuters and suggested that the government should have a uniform rate of toll, which should be charged at the time of purchase of vehicle or on its registration,” he said.

The Chief Minister also urged the Central Government to get the Rail Coach Factory, which has already been sanctioned for Haryana be speedily set up and work on rail lines already sanctioned for Haryana be started at the earliest possible. He assured State’s Government help for such projects.

On Modi’s allegation about newly carpeted roads being washed away, Hooda said: “He might have been referring to another state. Since he was the Gujarat CM, he could have been talking from personal experience. This could have been true in Gujarat’s case.”

Modi’s Kaithal speech sets the tone for BJP campaign

Prime Minister Narendra Modi today virtually launched the BJP’s election campaign during his first visit to Kaithal for a government function. In his speech, he targeted the issues that the Hooda Government treats as its strengths.

Modi was in charge of Haryana affairs of the BJP before his elevation as the Gujarat Chief Minister and he did not leave the opportunity to tell the people of the state that he was very familiar with all the galis and mohallas (streets and colonies) of Haryana.

“I know Haryana as much as Gujarat,” he said, meaning that he was aware of the problems and issues concerning the state. Though Modi did not directly refer to the overwhelming victory of his party in the 2014 parliamentary elections when the BJP won seven of 10 seats, he told the people he would not betray the confidence they had in him. “I will return the love you have showered upon me with interest in terms of development for the state”.

The Prime Minister made it apparently clear that the BJP considered the Congress as its main rival in the forthcoming Assembly elections. Modi raised all those issues that the Congress is going to the polls with. Chief Minister Bhupinder Singh Hooda’s is hoping to get a favourable response on the issue of development. Modi hit out at this by saying that “there is a lot of development along the national highway 1, but the areas in the interiors of the state are lacking in terms of development,” hinting at the charges of “partisan development” against the Hooda government.

The state government has been taking credit for getting roads, railway lines and airports for the state. But Modi carefully chose words to counter it. He said: “There are several unfinished and abandoned projects of the UPA Government in Haryana. I promise I would ensure that these are completed and everyone moves on the path of development”.

He raised the issue of corruption, difficulties being faced by farmers, shortage of water, need for reforms in animal husbandry, employment generation and jobs. In short, Modi gave a clear indication on the line the BJP would take to seek votes against the Hooda Government. His speech revealed that the BJP would raise the issue of “partisan development”, favouritism in jobs, Haryana Government being unable to get central projects despite the UPA being in power at the Centre, inadequate remunerations for crops.

Raising the issue of “Mera kaya, Mujhe Kya” in the presence of Hooda was aimed at embarrassing the Chief Minister on the issue of corruption. Some Congress leaders are facing charges of demanding money for facilitating change of land use (CLUs) permission. The BJP intends to make this into a big election issues.

Modi announced the Prime Minister Gramin Sinchai Yojana that will ensure water for irrigation, knowing that a shortage of water is a major issue in the state. And finally by saying that Haryana must find its place among the top states of the country, Modi was obviously targeting Hooda’s “No 1 Haryana” catch line that is used to highlight achievements of the Haryana Government.

The biggest challenge that all candidates may face here comes from billionaire Devender Singh Babli who has carved a niche for himself by spending crores on social causes during the past five years.

He has been doing so with an eye on the elections and has been reaching out to the people on various occasions.

On New Year Eve, he hosted a lunch in which nearly 50000 people from the constituency participated. In a samman samaroh, Babli sought the blessings from nearly 30,000 senior citizens of the constituency. He presented dhotis, kurtas, walking sticks and pugrees to men and suits, shawls and walking sticks to women.

e also gave Rs 15 lakh to a girls’ college for a bus and also foots the tuition fees of 200 poor girls of the college. At a mega eye camp, 10,000 people were examined and 1000 were operated for cataract free of cost.

His supporters claim that the BJP might field Babli and this development is bound to queer the pitch for the major players in the field, given his popularity among the electorate. Situated just two km from the Punjab border in the north-west of Haryana, Tohana is known as a land of canals since the Bhakra Main Line passes through the town.

This constituency is represented in the Assembly by Agriculture Minister Paramvir Singh, who won this seat both in 2005 and 2009. Earlier, his father, Harpal Singh, represented this seat five times in 1967, 1968, 1972, 1982 and 199.

The seat went outside this ruling family on five occasions – Karam Singh Dangra of Janata Party in 1977, Hanuman Singh Bishnoi of the Congress in a bypoll held in 1984, Comrade Harpal Singh of the CPM in 1987, Vinod Marya of the INLD in 1996 and Nishan Singh of the INLD in 2000.

Being the pocket borough of Agriculture minister Paramvir Singh the city witnessed good development. A railway over bridge (RoB) worth Rs 19 crore has been built on Chandigarh road and a mini secretariat has been constructed at a cost of Rs 11 crore. A town park is being built on six acres at a cost of Rs 6 crore, a four lane bridge is being set up on Bhakra for Rs 8 crore and Tohana – Chandigarh and Tohana – Ratia road falling under Tohana stretch are being constructed at cost of Rs 2.5 crore and Rs 1.90 crore, respectively.

A sewerage treatment plant is being set up at a cost of Rs 10 crore and a polytechnic is being built for Rs 15 crore. A railway over bridge would be built on Jakhal – Dharsul road for Rs 25 crore and two bridges on Ghaggar would be built for Rs 6.5 crore and Rs 1.70 crore respectively.

Narnaul bypass construction a poll stunt: Oppn

The construction work of the Narnaul bypass has sparked off a strong reaction in political circles a day after its inauguration by local MLA and Haryana Health Minister Rao Narender Singh.

Leaders of Opposition parties here have not only termed the development as a political stunt to woo the electorate in the run-up to the Assembly polls but also slammed the minister for not making any serious efforts in this direction during the past five years.

The minister had opened the construction work of this 8-km-long bypass from Nangal Chaudhary T-point to Nang Tihari village yesterday and claimed that the work costing Rs 16.77 crore would be completed within a year.

Local residents have been demanding the bypass for the past two decades to reduce the number of heavy vehicles which cause traffic jams in the city.

Prof Roshan Lal, district chief of HJC, said that Rao Narender had sensed that the people’s mood was against him. Hence, he was leaving no stone unturned to tempt them prior to the Assembly poll.

“Narender should make public the name of the company, its contractor, the design of the project and other technical information required to initiate the construction work of any development project if he wishes to get the bypass road constructed in the real sense,” he said.

Rakesh Sharma, a local BJP leader, said the foundation stone of this project was laid by Chief Minister Bhupinder Hooda two years ago but no construction work was initiated after that. Rao Narender should clarify why he did not make any effort to get the bypass constructed in this period, he added.

“Narender is misleading the people by making false claims. The fact is that the authorities are yet to complete many necessary formalities in this regard,” he said.

Rao Bahadur Singh, district chief of the INLD, said it was nothing but a political drama. No development project at this stage could not protect Narender from a debacle in the Assembly polls, he said.

Rao Narender could not be contacted despite repeated attempts.

Abhay dares Hooda to sue INLD for chargesheet

Ellenabad MLA and senior INLD leader Abhay Singh Chautala today dared Chief Minister Bhupinder Singh Hooda to file a defamatory suit against his party in response to its chargesheet submitted to the Governor.

Abhay was reacting to Hooda’s statement wherein he threatened to sue the INLD if it did not apologise for defaming him in the 140-page chargesheet that accuses the CM and his family members of amassing wealth by corrupt practices in the past 10 years.

“Our additional chargesheet with details of a number of benami properties owned by Hooda is ready and will soon be submitted to the Governor. We will be happy if Hooda files a defamatory suit against us in a court of law so we can expose him completely,” Abhay said.

Hooda had said it was ridiculous that leaders against whom charges had been framed in the court of law for amassing disproportionate assets were levelling allegations against him.

Earlier, launching INLD candidate Nishan Singh’s poll campaign by addressing a workers meeting at Tohana today, Abhay ripped into the Hooda government’s claims of Haryana being number one in the country.

“If Haryana is number one in any sphere, it is in the field of corruption, rape, crime and in unemployment,” Abhay said. He said the past 10 years of the Hooda regime had witnessed a regional bias in development, favouritism in jobs, corruption in bureaucracy and a plethora of land scams.

INLD state president Ashok Arora said senior party leaders Om Prakash Chautala and Ajay Singh had been jailed not for providing jobs, but for speaking against Hooda and Robert Vadra. “The key of the jails in which our leaders have been locked lies in your votes. The moment you elect Chautala the next CM, the locks keeping him in jail will break automatically,” Arora said.

Haryana Janhit Congress (HJC) chief Kuldeep Bishnoi met BJP chief Amit Shah today and put across his viewpoint about ensuring a “better deal” for his party, sources say.

Indications favouring the continuance of the BJP-HJC alliance, which was almost being written off in the wake of political grandstanding from both sides, now seem to be emerging.

Sources say “positive results” can be expected within the a couple of days with the announcement of new parameters for the alliance. Though there is no official confirmation, things seem to have once again started moving in favour of the BJP-HJC alliance.

Amit ShahIndications are that the BJP may also announce candidates for the “safe and tussle-free” Assembly constituencies in poll-bound Haryana soon.

A top leader said today that the screening and selection process of the panels could start around the weekend or next week. Considering the immense competition on each seat with hopefuls lining up in the party office, sources say nominations for some of the difficult seats could be withheld to avoid confrontation and rift within the party.

The BJP’s biggest challenge in the state is its state leadership, with different groups working at cross-roads eying the post of Chief Minister and the maximum number of seats for supporters.

The absence of HJC chief Kuldeep Bishnoi from PM Narendra Modi’s rally here has worsened the already not-so-well relationship between both parties. After the rally, BJP leaders alleged that by boycotting the PM’s function, Bishnoi has not only violated alliance principles, but has also insulted the country’s government as it was purely a government function and not a political rally of the BJP.

“We had invited Bishnoi. Our senior leaders had also sent him a written invitation. We had kept a chair vacant for him during the function. At least, he should have clarified whether he was coming or not as it was the function of the PM, who always speaks for the development of Haryana” said Haryana BJP president Ram Bilas Sharma after the function.

On the future of the HJC-BJP alliance, BJP senior leader Anil Vij said, “There is no confusion as our leaders have already clarified that the HJC-BJP alliance will only be on new terms and not the earlier formula of 45-45 seats. We have been preparing at all 90 seats and will announce our candidates at all the seats in the coming days.”

BJP asked to name its chief ministerial candidate

Rohtak MP Deepender Singh Hooday today asked BJP national president Amit Shah why his party was hesitant in announcing the party’s chief ministerial candidate in Haryana before the polls.

He was addressing meetings of the party workers at Rai and Sonepat to moblise support for party’s Panipat rally on August 24.

It had been the practice of BJP to announce its PM and CM in advance. In the last Assembly and Lok Sabha elections, the party had announced the CM candidates in Delhi, Rajasthan, Chhatisgarh and Madhya Pradesh. Even Narender Modi had been announced as the PM candidate, he added.

“The Congress is seeking votes in the name of Bhupinder Singh Hooda as CM,” he said and asked who will be the BJP’s CM face this time. Only those leaders who were incapable of winning elections were joining the BJP, he commented.

He blamed the INLD for working against the interests of the farmers and weaker sections of the society. During INLD’s two tenures, a number of farmers were killed by the police while agitating for demands, he added.

Faridabad adds 28,000 voters

At least 28,000 new voters will exercise their franchise in the upcoming assembly poll in the district. These new voters have been added after a revision of the voters’ list in the six assembly segments recently. The total voters have now swelled to over 12.20 lakh.

The six assembly segments had around 11.92 voters in the Lok Sabha poll held on May 16 this year. The total number of voters in the Faridabad (Urban) segment has gone up to 1,97,991 from 1,91,096. The increase in the number of voters in the Prithla and Tigaon assembly segments was 2,465 and 4,282, respectively.

Gurgaon villagers attack toll collectors

High drama prevailed at Kherki Daula toll plaza here today when nearly 300 residents of 31 villages charged at it, protesting against their commercial vehicles being charged toll from August 18.

The protesters removed the toll barriers, making the passage of vehicles free for almost an hour.

The toll operator, in its statement to the police, claimed that the collectors were beaten up, documents were torn and about Rs 50,000 was looted.

A sarpanch alleged that the toll operator violated the agreement of not charging toll from villagers living nearby. “Are we supposed to pay toll if we visit a village 1 km away. The toll operator violated the decision. So we went to reason out with him,” he said.

The sarpanch admitted that the protesters removed the barriers. He, thought, denied beating up anyone or looting money. “Had we done so, the police personnel present at the protest site would have arrested us,” the sarpanch added.

“As per the NHAI norms, all commercial and private vehicles are supposed to pay toll, but these villagers have been evading it for six-and-a-half years. Majority of the attackers own nearly 10 vehicles each. They were served notices before we started charging toll from August 18,” read the toll operator’s statement.

If further said they (protesters) removed all barriers today and made the passage of vehicles free, causing huge revenue loss. “They did not stop at this and started attacking the toll operators, tore documents and took away Rs 50,000.” The toll operator alleged that the police personnel present at the spot did not stop the protesters and vandalism continued for almost an hour.

He claimed that villagers and goons had taken contracts to ensure free passage of commercial vehicles. “They take money from commercial vehicle owners to get them through without paying the toll. It’s high time that the police look into all these aspects and set things right,” the statement added.

“The SHO and Manesar ACP reached the spot after learning about the incident. The toll collection was revived. The police are investigating the matter,” said Police Commissioner Alok Mittal.

Govt puts 293 rail police constables on notice

Nearly three months after the Haryana Government communicated its decision against showing the door to more than 300 constables recruited in the Government Railway Police during former Chief Minister Om Prakash Chautala’s regime, the Punjab and Haryana High Court was today told that show-cause notices had been issued to 293 constables

As the case came up for resumed hearing, the information on issuance of show-cause notices to the constables was furnished through an affidavit by the Haryana Railway Police.

The affidavit said 312 constables were selected at that time against 350 vacancies . Out of the total, 19 have left the force. The recruitment of constables in the GRP and the Haryana Armed Police was carried out in 2003-04. The High Court, on the previous date of hearing, had called for the list of the selected candidates along with complete particulars for enabling the issuance of notices.

The state had earlier submitted an affidavit stating that the “state government has decided it will not be appropriate to dispense with their services.” Giving reasons, Additional Chief Secretary PK Gupta asserted that the original record was unavailable. In its absence, it could not be specifically ascertained who all were selected on merit.

Gupta added the selected candidates had put in more than 10 years of service, had gathered experience and there was nothing adverse against them. Besides, the state had incurred heavy expenses on their training.

Taking note of the assertions, The Bench observed: “The matter is serious in view of the completely tainted process of selection and the refusal of the state government to scrap that process allegedly on the ground that it is not possible to distinguish between the candidates who came through a tainted process and who were selected on merit….it may require issuing notice to all selected candidates who can, of course, be served through the department. The list of the selected candidates along with complete particulars be made available by the Additional Advocate-General to the Registry of this court so that the necessary orders can be passed….”

Constable booked on rape charge

The police have booked a constable on the charge of sexually exploiting a woman on the pretext of marrying her. The accused is on the run. The victim alleged that the accused, identified as Satish, befriended her about one-and-a-half years ago when she was working at a tea stall run by her mother at the intersection of Sector 15 and 16 here.

She claimed that Satish offered to marry her if she divorced her husband, Pravin. The victim, a native of Delhi, was involved in a dispute with her husband, Pravin, of Uttar Pradesh, and had filed for divorce.

She claimed that Satish forced her into a physical relationship and she got pregnant twice and he made her terminate the pregnancy before marrying her secretly at a temple in Kalkaji.

The victim said Satish had been keeping the relationship to exploit her sexually. The accused had allegedly threatened her and her family after she insisted on marrying her publicly. The police have booked a case under Sections 376-B, 313, 494 and 506 of the IPC against the accused.

Girl abducted

The police have booked a man on the charge of abducting a teenage girl from Adarsh Colony of Ballabgarh town. It is suspected that the victim (15), a student of Class 10, was abducted on the pretext of marriage.

Dalit minor gangraped in Sirsa village

Sirsa: A minor Dalit girl was allegedly kidnapped from her house and gangraped by four youths at Nathor village of the district on Sunday night.

After allegedly raping the victim (14), the accused threw her in a cotton field in an unconscious condition. The family found her lying in the field yesterday evening and admitted her to General Hospital here.

The family approached the police after doctors said she had been raped.

A police spokesperson said the process of recording the victim’s statement in the presence of a judicial magistrate was in progress and further action would be taken later.

The girl’s family alleged that the village sarpanch in collusion with the police had mounted pressure on them to withdraw its complaint.

The police, however, the allegations could not be substantiated as the victim was to be medically examined.

The victim had named one of the accused and did not know the others, the spokesperson added.

Rape victims get compensation

The District Legal Services Authority (DLSA) in separate rulings have awarded compensation to two rape victims under the victim compensation scheme. Chief Judicial Magistrate-cum-Secretary of the DLSA Suruchi Atreja Singh awarded a compensation of Rs 1 lakh to first victim - a 14-year-old - who was raped in 2013.

The victim’s family had applied for compensation highlighting their poor financial condition. An enquiry highlighted how the victim had been shifted back to her village to escape societal biases and pressure.

Though the victim was in dire need of rehabilitation the family seemed unable to support her and was given Rs. 1 lakh.

In second case, a compensation of Rs 2.5 lakh was given on the basis of the recommendation received from the court of Additional Sessions Judge Alka Malik.

The victim’s mother justified the need of compensation highlighting the trauma that victim is still undergoing after the incident in 2012 where the rapist dragged her to bushes, raped her and mutilated her face with a brick.

The girl was still to overcome the mental trauma as she is still scared of men and refuses to be alone for even a second. The girl’s father is bedridden and though she is getting free treatment from a local hospital, but the family was unable to bear the rehabilitation and transportation costs to the hospital, the mother contended. — TNS

On PM’s call, Karnal group to build toilets for girls

Motivated by the call of Prime Minister Narendra Modi given from the Red Fort on Independence Day, Jyoti Group, associated with the manufacture of machinery for rice shellers, has taken the initiative and made a commitment to build toilets in government schools for girls in the district.

The work will be done in a phased manner. The project will begin with two toilets at the government school of Taraori this week. Later, with the help of other entrepreneurs, the initiative would be spread to other parts of Haryana and Punjab.

The process for identifying the schools has begun and construction work will start by this week. Anil Gupta, MD of the Jyoti Group in Taraori, said, “I was inspired by the call given by our Prime Minister to the corporate sector for contributing to the social uplift of society and maintaining hygiene. So I have decided to build toilets for girls in schools.”

He said, “I have good relations with many entrepreneurs and will motivate them to build toilets and take their help to meet the target of 100 toilets in Haryana and Punjab at the rate of 10 toilets a month. It is my privilege to contribute to the betterment of society. We are in the process of identifying schools for this cause.”

Sugar mill worker’s wages hiked

Chief Minister Bhupinder Singh Hooda has given the approval to increase the monthly wages of daily wagers of cooperative sugar mills depending upon their length of service.

Of the total 781 daily wagers working in cooperative sugar mills of the state, 569 daily-wagers who have completed 20 years or more of service would now get emoluments amounting to Rs 14,000 per month.

Similarly, 131 daily-wagers who have completed more than 15 years of service but less than 20 years would now get Rs 13,000 a month while 69 daily-wagers who have completed 10 years but less than 15 years of service would get Rs 12,000 a month.

He said 12 daily-wagers who have completed less than 10 years would get the existing emoluments. — TNS

ASHA workers want minimum wages

Accredited Social and Health Associates (ASHA) workers today held a demonstration and burnt Union Health Minister Harsh Vardhan’s effigy against his reported statement describing them as volunteers.

Sheela Shakarpura and Veena Shehnal, president and secretary, respectively, of the Fatehabad ASHA Workers Association, alleged that while replying to a question in Parliament on August 12, the Health Minister had described ASHA workers as volunteers, who were working on their own and said they could quit any time.

They said the minister further said the government neither planned to give them minimum wages nor setting service conditions for them. — TNS

The indefinite dharna by hostel mess employees in the National Institute of Technology (NIT), Kurukshetra, entered its 14th day today. The employees are seeking regularisation of their servicets.

Satbir Singh, president of the Mess Kalyan Karamchari Sangh, said: “There are about 350 mess workers who have been demanding regular jobs since long but no attention has been paid towards our demands. After blocking road for 3 hours, Jhajjar girls get bus to Rohtak

Girls belonging to Matanhel and surrounding villages today disrupted vehicular traffic on the Bahujhholari-Chhuchhakvaas road in this district for over three hours against the state government for not plying special roadways buses for women to go to their educational institutes in Rohtak.

The Jhajjar Roadways Depot general manager, along with other officials, rushed to the spot on getting information about the road blockade and persuaded the girls to clear the road.

The protesting girls did so only after an assurance by district administrative officials that special buses would be run from the village twice daily — in the morning and evening — from tomorrow.

Earlier, the girls gathered at the road in the morning and decided to disrupt vehicular traffic to attract the attention of the district authorities towards their grievance.

“We have been demanding special buses for women to travel to Rohtak for education for a long time but the authorities did not pay any heed to it. A week ago, we had also called on Education Minister Geeta Bhukkal who promised us the buses within a week but to no avail,” the protesting girls told mediapersons.

Nearly 180 lecturers working in the government colleges of Haryana as guest faculty members have expressed outrage at the decision of the state Department of Higher Education of adopting a “selective” approach while regularising their services according to government policy.

The department today issued a list of 56 guest lecturers whose services the department plans to regularise.

Through letters to the principals of the colleges where these guest lecturers are posted, the director general of higher education has asked them to fill their attestation forms for verification of their antecedents.

According to the Haryana Government’s policy, guest lecturers completing three years of service are to be regularised. However, the department’s move of selecting just 56 lecturers has upset the 180 other guest lecturers who have been left out.

“The department has included the names of only those who were either PhD or National Eligibility Test (NET)-qualified at the time of their appointment. The department has left out 180 teachers who got jobs on the basis of M Phil. Many of them have already got their PhD or have cleared the NET examination,” complained some guest lecturers.

Traders shut shop against SDM’s transfer

Traders and shopkeepers of the main markets of this industrial town not only closed their establishments but also staged a dharna in the tehsil premises here in protest against the transfer of SDM Subhita Dhaka.

The protesters demanded the cancellation of the transfer order of Dhaka who had been shifted to Kanina sub-division of Mahendragarh district. They also decided to call on Haryana Chief Minister Bhupinder Singh Hooda soon in this regard.

Earlier, Ram Kishan Mahlawat, while addressing the protesters, said that Dhaka during her tenure as Bawal SDM created a congenial atmosphere for traders and shopkeepers in the town by addressing most of their grievances. “Rewari Deputy Commissioner has assured us of arranging a meeting with the CM in the next two days to resolve the issue,” said Mahlawat.

Unsafe Karnal: Teen’s throat slit; 8th murder in 3 weeks

A teenager was killed on Kaithal road’s railway overbridge with a sharp-edged weapon late last evening. This is the eighth murder in the district in three weeks. DSP (city) Raj Kumar said Nitin Narwal (16) was going to his father’s shop in the evening after a game of volleyball.

Two unidentified youths stopped him on the bridge, slit his throat with a sharp weapon and fled. Passersby rushed him to the hospital, where he was declared dead.

Nitin, a resident of Shiv Colony, was a student of Class XII. “A case has been registered under Section 302 of the IPC against the accused. Four special teams have been formed to nab the accused. Nitin’s body was handed over to the family after the post-mortem,” said the DSP.

SHO held taking bribe

The Vigilance Bureau (VB) today arrested a Station House Officer (SHO) for allegedly accepting Rs 20,000 as bribe from a local parking contractor. The accused, Sandeep Kumar Mor, is posted in Sector 29 police station. He was arrested from his office on the complaint of Rakesh Kumar, a parking contractor.

“He (the SHO) asked me to pay Rs 1 lakh as ‘parking fee’, claiming that I was responsible for vehicles being parked in no parking areas. I tried to reason out, but in vain and he settled the deal at Rs 20,000. It was then that I approached the VB,” the complainant alleged.

The department formed a special team headed by Inspector Samar Singh and arrested him red handed.

“Rakesh has reportedly paid Rs 10,000 to the SHO. We are currently interrogating Mor and can’t say now,” an official said.

Missing woman found dead in locked house

Yamunanagar, August 19
The decomposed body of a woman was found in a house in Yamunanagar’s Joginder Nagar on Tuesday. She is suspected to have been murdered by the owner of the house who is untraceable.

The deceased has been identified as Manjeet Kaur (32). Her mother Parvesh Kaur told the police Manjeet was living with them for four years following a dispute with her in-laws. She worked as a domestic help for their neighbour, Jitender alias Jeetu (24). Jitender, a government employee, lives alone in the house.

Parvesh Kaur said Manjeet had been missing for three days. Jitender’s house was also locked. She said they got a complaint registered with the police last night after failing to find her.

Today afternoon, Parvesh Kaur said a foul smell began to emanate from Jitender’s house. They found Manjeet’s body lying on the floor in the bedroom after they broke open the door.

According to information, there were a number of blood stains in the bedroom where her body was found. A sharp-edged weapon was also found at the crime scene. Injury marks were also found on Manjeet’s neck.
