Prof Faizan Mustafa conferred SAARC law teacher award
Dehradun, August 19 The award was announced by Prof NR Madhav Menon, an eminent jurist and founder Vice-Chancellor of National Law School of India University (NLSIU), Bangalore, and Lalit Bhasin, president of Indian Law Firms. The award, which includes a cash prize of Rs 1 lakh, citation and a plaque, would be given on September 6 in Delhi by the Union Law Minister in the presence of eminent professors of law, judges and eminent lawyers, including Ram Jethmalani and Fali Nariman. Earlier, awardees included NR Madava Menon, a Padamshree awardee, Prof Ranbir Singh, Prof GV Ajjappa, Prof VS Mani, Prof Laxminath and Prof Mizanur Rehman of Dhaka University, Bangladesh. Mustafa introduced several courses such as Intellectual Property Rights, International Human Rights Law and Tourism Laws at AMU. At NALSAR University of Law, Hyderabad, he designed and taught new courses such as Diversity Management Law, Comparative Strict Liability Law, Multi-culturalism & Minority Rights. He is the only academician who has been nominated as member of the National Legal Services Authority, which is headed by the Chief Justice of India. He is the member of several executive councils, academic councils and general councils of various universities. He has been a member of several search committees for the appointment of the Vice-Chancellors. He is the former Dean, Faculty of Law, Aligarh Muslim University, and has held numerous administrative positions such as Director, Coaching & Guidance Centre and MIC (Public Relations). He was also the Registrar of the university from 2005-2007. He has written seven books and contributed more than 120 articles. The Supreme Court of India has also quoted him. His articles have also been quoted in several other countries. He is also writing a volume on the Reinstatement of Indian Laws which is a huge project of the Supreme Court of India and Indian Law Institute. Prof Mustafa always picks up challenging and unexplored areas for his research and publications. He regularly writes in national dailies on current issues. Rain affects power generation in Doon
Dehradun, August 19 The turbines of the hydro-power projects are not generating electricity at its optimum level due to excessive silt in Himalayan rivers and its tributaries. The latest data compiled by the Uttarakhand Power Corporation Limited (UPCL), highlighted that power generation in 198 mw
Kalagarh, and 90 mw Maneri Bhalli-I is zero. The power generation in other hydro-power projects which are Kalagarh, Khatima, Chibbro, Mohamadpur, Chilla etc are badly affected due to silt. Madhusudan, an official spokesman of the UPCL, said the department had been continuously procuring electricity in order to bridge a gap between demand and availability of electricity in the state. He said power generation would be improved once silt would reduce
in Himalayan rivers and its tributaries in the coming days. “The demand of electricity is 35.57 million units against the availability of 35.44 million units of electricity in the state,” he added. Several areas of the capital city faced prolonged power cuts due
to maintenance works carried out by the Electricity Department officials. The electricity supply was resumed
in most of the areas. Maintenance works were also carried till late in the evening. |

Dhirendra Pratap resigns from party post
Dehradun, August 19 In a release issue today by him, Dhirendra Pratap said he has resigned as the new state Congress president Kishore Upadhyaya did not find it appropriate to inform him about the membership campaign committee meeting slated for tomorrow and thus there was no point for him to continue as the convener of the membership campaign committee. Pratap categorically held that he kept no remorse against anybody in Congress and will continue to fulfil his other obligations in the party. He said that he will be in Haridwar tomorrow to attend a meeting linked to state agitationists.

BJP to introspect on bypoll defeat
Dehradun, August 19 After the defeat in the byelections the Uttarakhand BJP has been in a state of stupor with reports emanating that BJP national president Amit Shah may take the state leaders to task. While heads did not roll nor any committee was formed to take stock of the situation, the three-day meeting at Rudrapur may help the party to reinvent the strategy to deal with the Harish Rawat-led Congress government in the state. “The BJP has not been able to zero in on any issue to pin down the Harish Rawat government. The Chief Minister and his government have got a new lease of life after our debacle in the Assembly byelections,” said a senior BJP leader. Rightly so, the BJP’s effectiveness as an opposition party had veered around its pursuit of tired and tested issues of land scams both in and outside the House, without actually denting the image of the Congress-led government. Party insiders say the problem lies within. The BJP has to first get rid of petty internal squabblings and simmering discontent on the importance being given to some leaders in the distribution of ticket and allotment of posts. “There has to be some semblance of discipline in the party. Most of the leaders, who had gone against the party during the Assembly elections in 2012, have either returned to the party fold or are likely to come back anytime. It does not send a good message,” he said. The meeting of the BJP office-bearers will be held on August 23 while the meeting of the state working committee will be held on August 24 and 25. |

Dehradun, August 19 BJP activists under the leadership of BJP Mahanagar president Neelam Sehgal, took out a rally in support of their pending demands. The agitators lamented that the Congress-led state government had become insensitive to address grievances of the victims. Sehgal said the state government was yet to take effective steps to carry rescue operation at disaster-hit areas of the state. She expressed concern that law and order situation had been deteriorating in the state. The agitators demanded monetary compensation for villagers, who faced the brunt of natural calamities. They demanded effective disaster management in disaster prone areas. Ravindra Kataria, Vipin Rana, Harish Narang, Anand Prakash, Sandeep Mukherjee, Savita Oberoi, Sushilla Kothari, Rajendra Vyas, Pawan and Praveen Sharma were also present.

Bureaucrats asked to tour districts, submit report
Dehradun, August 19 Close on the heels of Chief Minister Harish Rawat issuing diktats to officers to refrain from unnecessary foreign junkets comes another diktat asking Principal Secretaries and Secretaries to get in touch with the ground reality of the districts that may have been out of their radar while sitting in Dehradun. In affirmation of the earlier orders, Chief Secretary Subhash Kumar has issued instructions to Principal Secretaries and Secretaries to tour their districts and then submit their reports. “The Chief Minister has made it mandatory for Principal Secretaries and Secretaries to visit the districts that have been assigned to them and see the functioning of schools and colleges, institutions and health facilities. It will pave the way for greater accountability as officers would also have to undertake assessment of the ongoing schemes of the government,” said Subhash Kumar. Further setting the agenda for good governance, six Principal Secretaries and 17 Secretaries have been allotted one district each. Principal Secretary S Raju has been allotted Udham Singh Nagar, S Ramaswamy Nainital, Ranbir Singh Tehri, Om Prakash Pauri Garhwal, Radha Raturi Haridwar, MH Khan Bageshwar, Secretary Vinod Fonia Chamoli, Manisha Panwar Uttarkashi, R K Sudhanshu Rudrarayag, Amit Negi Almora, PS Jangpangi Pithoragarh, Ajay Pradyot Champawat. These officers have been made in-charge of districts and have been given a mandate to keep a track of the implementation and quality of key development goals set by the state government. Much to the relief of junior-level bureaucrats, it will be the Principal Secretaries and Secretaries who will be touring the districts, a task that they have been loath to perform in the past, when similar instructions were issued. Already there have been murmur of protests among officials and efforts are on to shirk the responsibilities on the pretext of health grounds or heavy work load of departments entrusted to them. |

Decision on ministry or panel for Himalayan states soon: Nishank
Haridwar, August 19 A positive discussion for several hours was recently done during the just concluded monsoon session of Parliament and in the next session the government may take a major step in this regard. This was stated by the lower parliamentarian from Haridwar Ramesh Pokhriyal Nishank today in a brief chat with The Tribune in Haridwar. Citing the already existing separate Ministry for Development of North Eastern Region comprising states of Manipur, Mizoram, Tripura, Meghalaya, Sikkim, Arunachal Pradesh and separate department for Jammu and Kashmir in the Union Home Affairs Ministry, Dr Nishank said that its quite surprising that only two Himalayan states, Himachal Pradesh and Uttarakhand, have been left out from the ambit of these twin covers. “In Parliament I tabled the resolution and mooted the idea of having a separate Himalayan ministry, which caters to the issues related with the 11 hill states of the country. For 46 minutes I spoke in favour of this idea, which was well supported and received by other political parties, be it Congress, AIADMK, Sikkim Democratic Front or Trinamool Congress.” Further, added Nishank, former Uttarakhand Chief Minister, strategic geographical location and ecological concerns necessitated a separate Union Himalayan ministry. “Himalayan belt requires attention as the borders need to be protected from infiltration. Global warming impact is being felt as glaciers are melting ,an issue which needs immediate attention.” Citing support of Darjeeling parliamentarian SS Ahluwalia, Nishank said that as Darjeeling was the hill portion of otherwise plain West Bengal, a demand has been made by Ahluwalia during the discussion on this subject in Parliament for including, Darjeeling Hill Autonomous Area in the Himalayan ministry, too. |

Pilgrims back in Nauti for onward yatra
Dehradun, August 19 Located at a distance of 10 km from Nauti, Eda Bandhani is a place where various yatras amalgamate to form one main yatra to reach Hemkund. Special prayers are held at Eda Bandhani to ward off any evil forces during the yatra. The yatra would start onward journey after spending a night at Nauti on Thursday. The 280 km-long journey would come to an end on September 6. Meanwhile, activities in the Kumaon region for the Nanda Devi yatra has intensified with people engaged in making sacred umbrellas to carried during the yatra after prayers.

Pithoragarh, August 19 According to sources, sacred umbrellas of bamboo are being made by traditional craftsmen in Almora, Bageshwar, Ranikhet, Chukhutia, Pithoragarh, Champawat and Nainital districts. In Almora district, which has been the traditional seat of the festival in Kumaon for centuries and from where over 150 devotees are expected to accompany the yatra, the anointment ceremony of the Nanda umbrella will begin at the Nanda Devi temple tomorrow. Representative of earstwhile Kumaon royalty KC Singh Baba will proceed on the yatra after worshiping the umbrella. “After worshipping the statue and the umbrella at the temple, the king, who is the traditional patron of the Nanda Devi temple, will flag off the yatra to its first stop at Mala on August 24,” said Shirish Pandey, chairperson of the Nanda Rajjat Committee in Almora. “Umbrellas from Chaukhutia and Ranikhet will be additional to the main umbrella from the Nanda Devi temple in Almora,” said Pandey. The Bageshwar district administration has made lodging arrangements for about 6,000 pilgrims at the Kot Bhramari Devi temple in Dangoli town of the district. The pilgrims from Kumaon will reach the temple on August 25 and move towards Nanda Kesri in Garhwal to bring together umbrellas from different villages and districts of the Garhwal region. “We have arranged for night stay and meals for the pilgrims in nearby schools,” said BS Manral, District Magistrate, Bageshwar. In Pithoragarh district, the main procession will begin from 2,610 metre high Martoli village in Munsiyari subdivision of the district. The procession of the Nanda umbrella will be taken out by five youths from the village, which has a tradition of worshipping Nanda Devi for over 200 years. It will reach the Kot Bhramari temple in Bageshwar after travelling 142 km in two days,” said Chandra Singh Martolia, a trustee of the Nanda Devi temple in Martoli village. |

Efforts on to restore Rajaji-Corbett link corridor to transfer tigers
Dehradun, August 19 But, the increasing intensity of human-wildlife conflict continues to be the biggest stumbling block in securing this corridor. The corridor holds the key to animal movement and is the very basis for the survival of species. The Rajaji-Corbett corridor in Uttarakhand runs through two stretches i.e. the Lansdowne forest division and the Bijnor forest division of the neighbouring Uttar Pradesh. The corridor passing through the Lansdowne division falls in the high ecological priority. It connects the eastern end of the Rajaji national park with the western end of the Corbett tiger reserve. This corridor is regularly used by elephants. A large number of villages are dependent on this corridor for livelihood, often resulting in to man-elephant conflict. The corridor passing through the Bijnor division connects the eastern part of the Rajaji national park with Sonanadi region of the Corbett. This stretch has been degraded due to cultivation and coming up of settlements. Only a few groups of elephants use this stretch. The proposed conversion of the Kotdwar-Laldhang and Kotdwar-Kalagarh road into highways and Gujjar settlements are a major threat here. A team of the Wildlife Institute of India, who held a survey of this corridor under the project named ‘Economics of living in the wild: cost benefit analysis for the forest corridor linking the Rajaji-Corbett national parks’. The survey revealed that 23 per cent households in villages falling under this corridor face livestock losses which prominently include cow, buffaloes and goats, causing them with an economic setback. Similarly, 10 per cent of the total household in these villages face attack from wild animals. The study also revealed that from 1972 to 1990, there had been a decrease in the dense forest cover by 1.8 per cent and open forest area by 8.7 per cent, thus, reducing the wildlife habitat. Similarly, between 1990 and 2010, despite best conservation efforts, dense and open forest cover has decreased by 4.5 per cent and 3.1 per cent respectively. The conservationists strongly believe that the Rajaji-Corbett corridor could play an important role in bringing tigers from Corbett to Rajaji. Dr Ruchi Badola and Dr SA Hussain, senior scientists were the principal investigators of the project.

ITBP to plant 1,000 saplings
Pithoragarh, August 19 According to a press note released by the Batallion today, over 500 saplings of various hill fruits and commercially useful trees were planted on the battalion campus and in high terrains of the Johar valley on the China border. “The campaign will run till August. By then, we have planned to plant over 1,000 saplings of various useful species,” said Ranvir Singh, commandant of the battalion. According to the commandant, ITBP personnel have been instructed to protect planted saplings in high Himalayan reaches and on the battalion campus. “We think planted sapling serves the environment as a soldier serves the country,” said the commandant. |

Saving Ganga from illegal quarrying
Haridwar, August 19 A saint from the ashram will stage an indefinite agitation from August 27. The name of the saint has not been disclosed yet.

to live up to the promise it made during the last month’s agitation by Swami Atmabodhanand Brahamchari. Swami Shivanand alleged that District Magistrate D Senthyl Pendiyan had assured of stern action against the illegal quarrying operators and stone crushers, but a mass scale of quarrying was being done on the Ganga river bed. Notably, on July 27, agitating seer Atmabodhanand broke his fourteen-day fast in the presence of ashram saints and administrative representatives after having positive talks
with Haridwar District Magistrate. “Illegal quarrying has become a business worth hundreds of crore per month. It is having a negative impact on the ecology and the Ganga river,” said Swami Shivanand. He said in the recent years flood had become a regular problem during monsoon season, owing to quarrying only. The District Magistrate had assured the ashram members last month that the district administration would take stern action against those involved in illegal quarrying. He also assured that they would strictly monitor the legal quarrying operations that were given license by the state government. The ashram members alleged that the administration and the state government were unable to take action against the quarrying mafia and stone crushers. “There is a nexus between the quarrying mafia, stone crushers, politicians and some government officials. The District Magistrate is also being pressurised for liaison. Therefore, we have decided to resort to agitation again,” said saint Dayanand Brahamchari. |

Dehradun, August 19 After inaugurating the newly constructed office of Uttarakhand Human Rights Commission’s office here today, Chief Minister Harish Rawat said that the state government was working efficiently for the protection of human rights of the common man of the state. He said that the state government will strictly follow guidelines issued by Human Rights Commission. He assured the gathering that the state government will assist the commission for its smooth functioning. Speaking on the occasion, Justice Vijendra Jain, chairman of Uttarakhand Human Rights Commission, said that it is the duty of the state government to ensure protection of human rights of residents. He said that the government’s support for protection of human rights of the common man is commendable. Justice Jain said that the commission is committed for fair justice and equal rights of the common man. He said that a series of seminars would be held at tehsil and district levels to solve human rights commission cases. Indo-Nepal Army exercise begins
Pithoragarh, August 19 While addressing the Army personnel, Nair said both Armymen have to learn from each other, especially the approach to handle challenges of insurgency and terrorism. Over 300 personnel comprising one infantry battalions from India and Nepal are taking part in the exercise. The exercise is seventh in the series of the Indo-Nepal military cooperation that began in 2011. “The military cooperation between two countries has come a long way since then. The platoon-level exercises have now risen to battalion level,” said Lt Gen Nair. According to a spokesperson from the Indian Army, the focus of the exercise would be to enhance existing military relations. “During the two-week period, the Army personnel will upgrade their practical skills of jungle warfare, counter insurgency and counter-terrorism operations in the mountainous terrains and disaster-management skills, including aviation aspects,” said the spokesperson. |

Dehradun, August 19 Addressing a press conference, Shoorvir Singh, one of the affected shopkeepers, said that in 2011, the district administration had razed 20 shops to widen the road. While 14 shopkeepers were given an alternate place for relocation, six shopkeepers have still not got any place for setting up their shops. “It has become very difficult to manage the financial expenses of the households and also to provide for meals. We have

Residents protest death of aged woman
Dehradun, August 19 She sustained serious injuries in the accident and succumbed to injuries today. Agitated over the accident, residents held a protest in the Jakhan area by putting the body of the deceased on the road and demanded arrest of the girl who was driving the car, which rammed over the victim. They blamed the police of trying to save the girl as she belonged to a known family in the city. On other hand, residents also claimed that the girl was under the influence of alcohol, but the police sources said the medical examination did not reveal that the girl was drunk. The Jakhan police have registered a case of negligent driving against the girl.

We would be intensifying our agitation in the coming days. On August 22 we would be taking out a silent protest demonstration till the Secretariat following which a meeting would be held of the committee members to decide the future course of action,” he added. Educational programme for kids on cleanliness
Dehradun, August 19 The function is part of the three children’s day programmes being organised as part of Gandhi Park Project managed by Waste Warriors in collaboration with the Confederation of Indian Industry (CII), launched on the July 19 to maintain the cleanliness of the park. The session began with the children colouring posters with clean and green slogans, which would be displayed in local shops. A butterfly collage using non-recyclable plastic and painted a banner with the slogan “Please Use the Dustbins” to be displayed at the children’s play area was also made jointly by the children. Some of the children then made purses from cartons. As the crowds gathered to watch, the general public was invited to join in by playing a memory game to learn how long different items of waste take to decompose. Kasiga School enter semis in football
Dehradun, August 19 In the senior boys’ category, Kasiga School entered the semifinal stage after defeating The Aryan School 1-0 with Khow scoring the winning goal at the 45th minute of the match for Kasiga. On other hand, the junior team of Kasiga School also entered the semifinal stage in the junior boys category after trouncing Pestle Weed College 2-0 with Prashant and Nishant scoring goals at the 16th and 29th minutes, respectively. In the senior girls’ category match, Kasiga School played a 1-1 draw against Gautam International School with Aditi scoring the goal for Kasiga while Sagun scored the equaliser for Gautam International School. Vishwa scored the winning goal in the 13th minute of the match. The Asian School defeated KV ONGC 1-0 in another match with Vankit scored the winning goal in the13th minute for The Asian School. Wynberg Allen also won its match 2-0 against Rashtriya Indian Military Academy (RIMC) with Allen scored both goals for his school at the 29th and 56th minute of the match. In a one-sided encounter, KV IMA thrashed DPS Ghaziabad 3-0 with Neeraj scored a goal at the 8th minute followed by goals from Gaurav and Nishant in the13th and 41st minute, respectively. In the last match of the day, Selaqui International School played a 1-1 draw with Doon Presidency School.
