BJP blames internal sabotage for ZP poll defeat in Kumaon
Pithoragarh, August 7 The BJP workers in Pithoragarh suspect it to be the result of sabotage by a section of party workers, including a former district president. In Champawat, BJP workers blame the defeat to the “money power” used by the Congress. In Pithoragarh district, party workers gathered at the district headquarters and burnt an effigy of former party district president Kishen Singh Bhandari. They blamed him for the defeat of the BJP in the eldctions in the district. “Bhandari himself had more supporters with him so he changed the candidate and asked his supporters not to vote in favour of the party. This resulted in party’s defeat in the zila panchayat elections, despite the BJP having a clear majority,” said Bahadur Bam, a senior party worker. BJP workers also burnt Bhandari’s effigy at Didihat, Gangolihat, Ganai, Nachni and Berinag towns and demanded his ouster from the party. “It was also because of Bhandari and a senior party state functionary that a clear majority turned into defeat of the BJP in the region,” said a party worker. In Champawat district, BJP MLA Puran Singh Phartiyal demanded the rejection of panchayat poll. He said since a member was abducted from the Jankande area, the Congress manage to win the elections. The MLA also blamed the Champawat district administration of being biased towards the ruling party. “We have decided to file a petition at the Nainital High Court seeking rejection of the Champawat zila panchayat poll on the ground of corrupt practices used by the Congress,” said

Police gather vital clues in Roorkee prison shootout case
Haridwar, August 7 As per an SOG official, on condition of anonymity, till date they have arrested 20 persons in the case and vital clues regarding the involvement of Rathi have come to light. The car used by the assailants in the crime was brought from Delhi and a team
has been sent there for further investigations in this regard. The police are also learned to be dwelling on shifting Sunil Rathi from Roorkee prison to some other prison in the district. This will be kept a total secret, as now Chinu Pundit gang may retaliate by killing
Sunil Rathi. Meanwhile, the state government has approved the setting up of a police checkpost adjacent to the Roorkee prison. Three years ago, Deputy Jailor, Roorkee prison, Nagendra Singh was fired at near the prison gate. A demand for a police checkpost and setting up of CCTVs
was being made by the prison administration since then. SSP, Haridwar, Sadanand Date said police personnel deployed at the checkpost would be provided with hi-tech equipment. The CCTV network would be beefed up both inside and outside the Roorkee prison. The SSP said at present only four CCTV sets were installed in the prison but they would be enhanced by 28 additional sets and a mobile
jammer.

Revenue staff threaten to intensify agitation
Dehradun, August 7 The protesters have threatened to intensify the agitation if the state government fails to take effective steps to address their
grievances at the earliest. The agitated ameen employees continued their agitation under the banner of the Uttarakhand Revenue Sangrah Ameen Association at the Parade Ground. They raised anti-department slogans in support of their long-pending demands. The demands of the agitators included timely promotion and reservation. They said a memorandum highlighting their demands was submitted many a times to the officials concerned, but the department was yet to take effective steps. Nishank demands interest-free loans for disaster victims
Dehradun, August 7 While expressing his views during zero hour in Lok Sabha, Ramesh Pokhriyal Nishank expressed concern over the deteriorating condition of those villagers, who faced the brunt of
natural calamities. He said that Congress-led state government had not taken any effective steps to address grievances of displaced villagers. Nishank said that a number of pilgrims visiting Uttarakhand had come down after natural
calamities. He lamented that poor condition of roads along Char Dham Yatra is among the main reason behind low pilgrimage. He expressed concern that the business community and villagers are among the main sufferers due to natural calamities. He also expressed concern over agriculture sector. Nishank said that issuing of notices by bank officials has increased the plight of those villagers who faced the brunt of natural calamities. Nishank demanded from the Union Government to sanction interest-free loans to villagers and business community, and to waive off interest from the existing loans. He also demanded to draft a special policy to rehabilitate disaster-hit villagers of
the state. He stressed that reconstruction of damaged infrastructure and reopening of blocked roads along Char Dham Yatra route was the only solution for re-development of

Shortage of teachers irks Kumaon residents
Pithoragarh, August 7 Demanding deployment of teachers in the schools of their respective schools and colleges at various places in Kumaon, people today took to streets. They threatened to start a long-term stir if these schools are not provided teachers. These schools are running with very less teachers and are thus spoiling careers of rural students, they said. Guardians of students of Kaphligair junior schools near Almora town demonstrated for cancellation of transfer of the lone teacher in the school. They said if the teacher is transferred, the syllabus will not be completed in time, adversely affecting studies. “We have sought cancellation of the teacher’s transfer,” said Gopal Singh, president of PTA in the school. Guardians of Bhilkot village of Gaur block in Bageshwar district today blocked the road at Baiznath square and blocked vehicular traffic to Bageshwar Kausani, Gwaldam and Baiznath for some time. They were demanding appointment of teachers in local schools which have been without teachers for several years. “The government has opened an intermediate college without appointing a teacher there, which is causing inconvenience to guardians and students,” said Chandan Ram Das, BJP MLA from Bageshwar. Guardians of students of a primary school in Takana in Pithoragarh district took to streets and locked the CEO’s office today. They were demanding filling of teachers’ posts in the school, which has more than 120 students at present. “We have been demanding an increase in number of teachers in the school for the last two years as the two teachers cannot take care of 127 students of different classes,” said Vikram Valmiki, a councillor in Pithoragarh Nagar Palika Parishad. Parents and guardians of students of Badiakot intermediate college in Kapkot today held a meeting at the school and demanded that teachers of Hindi, Physics, Chemistry, Economics, English and Biology be appointed in the college besides filling some administrative posts in the college. “Even the available teachers are being sent to other schools. If this is not done, we will launch a stir to have teachers in the college, which is the only hope for studies up to intermediate level,” said Kedar Singh Danu, gram pradhan of Badiakot. Guardians in Chaukhutia and Masi villages in remote Almora district are an unhappy lot as the number of teachers in both GGICs have teachers less than required. “While Government Girls Intermediate College at Masi has only four teachers against the sanctioned 22 posts for 225 girls students, GGIC Chaukhutia has six teachers against the sanctioned strength of 22 for 456 students. We have requested the Education minister to get us sufficient number of teachers,” said Madan Singh Bisht, Congress MLA from

Mussoorie, August 7 The situation turned ugly when Joshi entered into a verbal spat with Naib Tehsildar Virendar, who had brought cheques for Rs 4,000 for only
four families affected by the landslides. Joshi demanded interim relief for other families, which were living in a dharamshala due to the fear of landslides. When the Naib Tehsildar refused to give relief cheques to other families citing norms Joshi got agitated and started arguing with him. He demanded relief for other families
as well. Joshi said the affected families, which were living in a dharamshala due to the fear of landslides, should also be given interim relief and the refusal by the administration to give them relief was unfortunate. He added the state government had failed to address the problems of the natural disaster victims even though it had received several thousand crores of rupees as grant form the Centre, and contribution by NGOs and various organisations around the country. He asked the state government to come out with a white paper on the disaster relief funds received and spent. Meanwhile, Joshi’s supporters and BJP workers continued to raise slogans against the administration and the state government until SDM, Mussoorie, Ramji Saran arrived there. Joshi called off the protest when the SDM told him that the distribution of interim relief cheques had been delayed due to the strike by ministerial employees. Municipal Council president Manmohan Singh mall said the government was committed to providing relief to the disaster affected persons and Joshi was playing petty politics. BJP women’s wing resents rise in incidents of crime
Haridwar, August 7 Led by district BJP president Sanjana Sharma, women activists cited the cases of rape, molestation, chain snatching and forced prostitution that occured in the last fornight in the city. Sanjana said be it posh colonies of Khanna Nagar, and Awas Vikas or suburban Jwalapur, women were living in fear as several cases of chain snatching had occured in the area in a month. District secretary of the party Reena Tomar cited the crime data of the past few years and said the crime against women was on the rise, which was not good for the pilgrim city. Reena said Haridwar being a world famous pilgrim city had additional police deployment yet they had not been able to curb crime against women. “If this is the condition of women in the pilgrim city, one can imagine their condition in rural areas,” she said. |

Sanskrit symbolises ancient India: DM
Haridwar, August 7 This was stated by City Magistrate KK Mishra while addressing Sanskrit scholars during the inaugural week-long programmes as part of the countrywide Sanskrit Week celebrations at Rishikul Vidyapeeth here today. The City Magistrate lauded the efforts of Vidyapeeth teachers to teach and popularise Sanskrit language. He urged students to actively take part in co-curricular activities including sports as it helps in overall development. Veteran ward councillor Hema Mishra blessed the students on the occasion, saying that Sanskrit language needs to be given its due status, appreciating the Sanskrit Week concept to popularise the language. Rishikul Vidyapeeth principal Dr Kamla Pati Shastri said that as per directives of the Union Minister for Human Resources, Sanskrit Week, from this year onwards, has been made mandatory at all schools affiliated to the Central Board of Secondary Education, Kendriya Vidyalayas and other schools aided by the Central Government. Shedding light on the contribution of Rishikul Vidyapeeth since 1907 to Sanskrit education, he said Pandit Madan Mohan Malviya had founded this Vidyapeeth in Haridwar to propagate Sanskrit language. Since then, it’s one of the finest Sanskrit learning centres not only in Uttarakhand but in the entire country, Shastri added. Sanskrit teachers Naveen Pant and Heera Balabh Belwal guided the students in an awareness march. Students carried placards, posters and banners related with the Sanskrit Week. DAV students oppose merit-based admissions
Dehradun, August 7 President of DAV PG College students union Siddharth Rana told The Tribune: “The college management decision will deprive those students who have got less marks in their 12th board exams from pursuing law and only those students who have good marks in 12th exams will get admissions on the basis of merit.” Notably, the college students burnt the merit forms which were sold with effect from today in the college. The students have threatened to close down the college on Friday if the management does not take its decision of taking law admissions on the basis of merit back. It is worth recalling that entrance exam used to be held for taking admissions in the law course in the DAV PG College. |

Refused admission, students of Nainbagh college create ruckus
Mussoorie, August 7 The students burnt an effigy of the college administration and raised slogans against the state government for depriving the first year students of their right to higher education. President of student union Babi Singh alleged that the college administration was playing with the future of 70—80 students by refusing them admission to the courses in first year of graduation. He further said
most of the students belonged to the lower strata of society and sought admission in the
college on yearly basis, and were saddened with the refusal of admission this year. He demanded that the college administration should admit the students without any delay,
else a massive agitation would be launched in the near future. Senior professor Dr Junish Kumar said according to the UGC guidelines, one professor had been deputed for around 60 students and the college, adhering to the norms, had already filled the seats. He further said the UGC had been apprised about the students who had been left out of the process and any decision would be taken in accordance with UGC
directives.

Deadline for food licences extended
Dehradun, August 7 The lack of seriousness among state governments to strengthen the department by hiring manpower and setting up infrastructure had already slowed down the implementation of the Act. Now with the BJP government extending the time period for acquiring food licences under the Act for food operators to six months, there are concerns that the Act may even undergo radical changes. “The new government may do away with harsher penalties as envisaged in the Act to appeal to its own vote bank, but it would only defeat the purpose of the Act,” said a senior official. |

76 govt orchards likely to get a facelift
Dehradun, August 7 The poorly managed government gardens, which are in need of a facelift, present a
discouraging picture to farmers, especially when the government has been urging them to
adopt horticulture activities ina big way for economic prosperity. The department will soon launch a pilot project in Kumaon and Garhwal taking up one garden and running it under the society mode through the formation of committees aptly named as district horticulture and nursery committees. “The committees will comprise chief development officers as chairman, district horticulture officers as chief executive officer and other members comprising horticulture experts hailing from the state universities. In case the pilot project is successful, we will replicate it in other parts of the state,” said Horticulture Minister Harak Singh Rawat. The money generated through the sale of planting material would be handled through accounts jointly operated by the district horticulture officer and the senior horticulture inspector. The committees will also play the role of propagating good horticulture practices, encourage farmers to adopt scientifically backed methods of gardening, including altogether shunning of planting trees through seeds. “Most of our gardens are not fenced properly. Some of them lack water facilities and in some cases due to shortage of manpower, there has not been regular upkeep,” said Dr Ranbir Singh, Principal Secretary, Horticulture. Significantly, the erstwhile Tiwari government had leased 77 gardens to private companies and NGOs free of cost, resulting in a huge loss to the state exchequer. After an outcry by the BJP, a commission was set up to inquire the alleged scam. Later, the government terminated the lease with some of the private partners. Out of the 104 gardens, 76 are with the government and the remaining have been leased or awaiting lease renewal.

Mysterious disappearance of dustbin from Balbir Road
Dehradun, August 7 In what is being perceived as a clear instance of a nexus between the civic authorities and builders, unknown persons removed the dustbin two days back. Incidentally, a society with residential flats has come up right opposite the spot where the dustbin was kept from the past several years. The spot now wears a clean look with a sign that warns against the garbage dumping. Fuelling the situation further, the sanitation workers refused to collect the garbage from homes, citing the unavailability of the dustbins to dump it. Even the little garbage which was collected from the roads was dumped in front of the main gate of Bhagirathi Enclave Residents Welfare Society. It was only after the residents of the society and Balbir Road raised a hue and cry, the area supervisor removed the dump from there. When enquired the supervisor failed to answer as to why the dustbin was removed or where it has been kept. While the residents of Bhagirathi Enclave Residents Welfare Society and Balbir Road are alleging the hand of local MLA and authorities behind the mysterious disappearance of the dustbin, the DMC higher officials are feigning complete ignorance over the issue. When contacted Mukhya Nagar Adhikari Harak Singh Rawat denied giving permission for the removal of the bin. “A proper plan is followed before placing the dustbins in an area. Also, the removal and placement of dustbins require special permission from the authorities. I was not aware of the situation until some residents lodged a complaint with me. However, an enquiry has been ordered and the dustbin would be placed back at the original spot on Friday,” he added. |

Rawat for scheme to promote agriculture in hilly areas
Dehradun, August 7 In a meeting held at the Bijapur guesthouse here today, Rawat met Chief General Manager CP Mohan and spoke at length about the problems being faced by farmers in higher reaches of the state. “The state government would fully support the schemes launched by the NABARD for welfare of the farming community in the state. NABARD should find ways to recharge water sources and safeguard the produce from wild animals. While a plan to construct boundary wall in the villages to safeguard the produce from wild animals is already underway, enclosures are being made to keep the monkeys at bay. NREGA is also involved in the project,” said the CM. “The help to farming community in the hilly areas would resolve the issue of migration and preserve land fertility. There are plans to involve plantation of flowers and fruits to promote agriculture in the state,” said Rawat. NABARD officials informed the Chief Minister that they had come up with lots of projects to help rural development, under which, financial assistance is extended to villagers and farmers. “Plans are afoot to develop more projects related to sheep rearing and foodgrain godowns,” said Mohan. |

State least interested in Nanda Devi Yatra: MP
Dehradun, August 7 Vijay said Union Tourism Minister Sripad Naik informed that the Centre had provided Rs 24 crore for the 2013-2014 Nanda Devi Raj Jat Yatra, but the government did not take the matter on priority. Naik also informed that the state government had not even presented any detailed project report (DPR) on schemes proposed for 2014-15. State keeps immense potential in food processing: Study
Dehradun, August 7 A study, “Food processing opportunities in Uttarakhand,” carried out by ASSOCHAM recently, states that Uttarakhand keeps an immense potential in food processing. It can create 30,000 direct and 2.90 lakh indirect jobs in the food processing sector. PK Jain, Chairman ASSOCHAM, while addressing a press conference here today, said Uttarakhand was set to get a major fillip in the sector with the start of two mega food parks, one in Haridwar and the other in Udham Singh Nagar district, within next three-four years. “This is likely to contribute Rs 6,000 crore to the state’s gross state domestic product (GSDP),” he said. Referring to ASSOCHAM’s efforts towards mobilising investments in Uttarakhand, Jain said ASSOCHAM had created a special cell to mobilise investments and technology in the food processing sector and to get at least 50 new companies for setting up their units in Uttarakhand. Jain said there was a tremendous scope for promoting bio-tech industry for seed production in Uttarakhand as the state was ideally suited owing to its varied climate, soil and topography. DS Rawat, secretary general, ASSOCHAM, said the body would hold an agri and food processing conclave, “Opportunities, finance, technology and market”, at Rudrapur on November 27 as part of efforts to promote the food processing industry in Uttarakhand. He said the state government should invest more in creating modern storage and link roads in the hilly and rural areas to reduce wastages and also encourage food processing units to set up their facilities close to producing centres. He said the study had revealed that over 20 lakh tonnes of fruits and vegetables were produced across the state, besides 1.75 lakh tonnes of foodgrains and 66 lakh tonnes of sugarcane. He said the study had stressed on encouraging farmers to adopt fruit cultivation in significant part of their land as by adopting simple value addition techniques, they could supply intermediary products to large processors. Rawat said the study had recommended that the cultivation of medicinal and aromatic plants, mushroom, tea, sericulture, apiculture and other such product groups should be developed commercially on lines of plantation crops as these crops were labour intensive and provided an opportunity for local labour to gainfully participate in such collective farming.

Resentment brews among physiotherapists in govt hospitals
Dehradun, August 7 The Department of Medical, Health and Family Welfare has already raised the grade pay of pharmacists and laboratory technicians from Rs 2,800 to to Rs 4,200 and X-ray technicians from Rs 4,200 to Rs 4,800. Physiotherapists said whenever they raised the issue of hiking their grade pay with the authorities concerned, their demand was turned down on the pretext that the provision of the grade pay was in line with the Central Government grade pay and could not be raised. “If the hike has to be done on the basis of the Central Government’s orders, the government should also not have raised the grade pay of pharmacists, X-ray technicians and laboratory technicians,” said
a physiotherapist at Doon Hospital. “Even in terms of qualification, we are better placed than pharmacists and laboratory technicians. We enter the service after a four-year course while they do a two and a half years diploma,” said a physiotherapist. “The state government has not only failed to set up a separate physiotherapy council but has also been ignoring physiotherapists who are 43 in number in state government hospitals,” said another physiotherapist. |

Documentary on Nanda Devi Raj Jaat Yatra screened
Mussoorie, August 7 The organisers also extended invitation to the people here to participate in the pious journey of Nanda Devi Raj Jaat Yatra scheduled to begin from August 18. The president of Nanda Devi Raj Jaat Yatra committee 2014, Rakesh Kunwar, said that the yatra will begin from from village Nauti in Karnaprayag on August 18. The yatra after passing through the panoramic Himalayan landscape of Garhwal and Kumaon region, covering around 280 km will end at the height of Roop Kund and Hom Kund where the a four-horned sheep will be freed following the yagna. He said the committee has arranged for the pilgrims participating in the gruelling journey at 22 stopovers. He also said that due to heavy rain and cloudburst in June 2013 in Uttarakhand that led to major loss of life and property and caused massive destruction to the region, the Nanda Devi Raj Jaat Yatra was postponed for this year. Haridwar, August 7 Youths demanded filling of potholes and dug-up roads, as locals have been facing inconvenience while commuting on these roads this monsoon. They objected to sub-standard material being used for construction work and corruption within the department. Social activist Neha Kashyap said despite the PWD getting huge funds for construction and maintenance of roads during Maha Kumbh and Ardh Kumbh fair in addition to the annual budget, city roads were in a pathetic condition. “Every rain exposes the low-quality material and work done by the department. There are numerous potholes which make commuting dangerous. It’s not for such inconvenience that we pay tax. We will resort to agitation if the PWD does not change its working,” said Neha. Former BJP youth wing leader Kishan Bajaj said be it Ranipur, Kankhal, Shivalik Nagar, Subash Nagar, Roshanabad or Jwalapur, roads are in a dilapidated condition. He added they had apprised the PWD officials about the issue, but no action had been taken. If in a week, the PWD did not start filling the potholes and recarpeting of the broken patches, they would resort to agitation on the office premises on a daily basis, he said. |

Landslides block Yamunotri highway for 10 hours
Mussoorie, August 7 Vegetable vendors spent the entire night in their vehicles. Officials from the Barkot subdivision of the National Highway Authority of India (NHAI) today visited the spot to clear the debris. JCB machines were also pressed into service and the road was cleared of the blockade at 10 am. Residents alleged the state government had failed to learn any lesson from the natural catastrophe in the state in June last year. Review officers continue to boycott work
Dehradun, August 7 But this did not deter the agitating review officers to continue with their four-hour boycott of work and shift their venue for staging protests near the front gate of the Secretariat. Later the Chief Minister asked Chief Secretary Subhash Kumar to hold parleys with the members of Uttarakhand Secretariat Review Officers Association so that the deadlock could be broken. The meeting was still own at the time of filing of this report. Work has come to a standstill due to the boycott call by review officers in the Secretariat. There has been hardly any movement of files in the morning. Among six demands raised by the association, the government has expressed its inability to create more departments to lessen the workload on the review officers. The demand to set up more departments figures in the six-point charter of demands raised by the agitating staff.

Welham Boys School clinched titles in the U-15 and U-18 category in the CBSE Sahodaya School Complex Inter-School Football Tournament after winning both matches being played at Scholars Home here on Thursday. In the U-18 category, Welham Boys School defeated Army School Clement Town 3-2 in a tiebreaker after both teams played a goalless draw. For Welham Boys, Ali, Arjun and Parth scored the goals while for Army School, Lokesh and Yogesh scored the goals. Welham Boys School also won the junior category title after defeating host Scholars Home School in a tiebreaker by 4-2 with both teams scoring 1-1 during regular duration. Vivek Chaudhary of Scholars Home scored the first goal at the 26th minute but at the 29th minute, Yaksh of Welham Girls School scored an equaliser. In the junior category, Abhigyan of The Asian School won the best goalkeeper title while Tushar Thapa of Scholars Home was adjudged best player of tournament. Doon Eagle Football Club defeated DMK Club 2-1 in a match in the ongoing Nemidas Memorial District Football League played at Pavilion Ground here on Thursday. For Doon Eagle, Karan scored the first goal in the 25th minute while Rahul netted a goal in the 58th minute of the match. Abhishek scored the lone goal for DMK Club in the 34th minute. In the under-17 boys singles matches, Chirag Sen of Andhra Pradesh defeated Arjun Gupta of Delhi in straight sets 21-12 and 21-5 while Lakshya Sen of Uttarakhand defeated Abhinab Gogoi 21-16 and 21-17. Vaibhav Chauhan of Uttarakhand also won his match against Ambrish Kumar from Bihar in straight sets 21-17 and 21-11.
