Dehradun, August 6 Pramod Kumar Mandrwal, president of the PRD, said, “Since 2012, the government has been giving false promises to us regarding meeting The PRD personnel are claiming that they are performing their duties along with regular police force in the hilly areas as well as plains, but they are not given the facilities at par with the state government employees. They are also demanding removing current PRD structure from youth development department and setting up of a separate battalion. “We are demanding that only state domicile should be given priority in the PRD and Rs 20 lakh compensation be given to the family of the PRD personnel who die while on duty,” said Mandrwal. |

Review officers burn copies of govt order
Dehradun, August 6 The review officers under the banner of the Uttarakhand Secretariat Review Officers’ Association gathered on the Secretariat’s campus and raised anti-government slogans. They demanded timely promotion, filling of vacant posts, sanctioning of 16 sections, promotion of assistant review officers etc. The protesters expressed concern that they had submitted memorandums of demands to top bureaucrats several times, but the state government was yet to address their grievances. They said the association would intensify the agitation if the state government did not fulfil their year-long pending demands. Landslides block Badrinath highway

State’s own PR Act: Uphill task ahead
Dehradun, August 6 Despite censure by the Central Government urging the state to come up with its own Act so that it reflects the spirit of the 73rd constitutional amendment, both the BJP and the Congress have been unrelenting. In fact the Congress had even made it a poll promise in the last Assembly election but after coming to power in 2012, there has been little movement on this front. As for the BJP, buckling under pressure at the height of agitation launched by the association of pradhans, the Khanduri government had even tabled hastily a Bill in 2011 in the last days of it’s tenure. But under vociferous protests by the Opposition Congress, the Bill could not become an Act. Social organisations had found several lacunae in the Bill, including the provision in the Bill of casting out the pradhans on the basis of a simple majority, which would have spelt trouble for the stability of the grassroot level government. “The Chief Minister and his Panchayat Raj Minister Pritam Singh have envisaged interest in drafting the state Panchayati Raj Bill, but how many times this exercise would take place. Actually the politicians are not interested in implementing the provisions of the 73th amendment as they fear it would limit their powers. Under the 73rd amendment powers of 29 departments, including education and water supply, have to be passed on to the village elected functionaries but that would only diminish the role of the politicians,” said Avdhash Kaushal of Rural Litigation and Entitlement Kendra.

Chandigarh family has a harrowing experience saving property in Doon
Dehradun, August 6 In a letter addressed to the District Magistrate Chandresh Yadav and Mukhya Nagar Adhikari Harak Singh Rawat, the petitioner Rachna has urged the officials to take immediate action in safeguarding her father’s property after some unknown persons razed the walls of the house situated on the Municipal Road. The district administration was made the custodian of the property under Section 29 till the local heirs were not found. “We got to know about the incident on Sunday after some friends called us. We never thought despite being under the custody of district administration the property could be encroached upon. Is the administration sleeping or are they waiting for the plot to be completely encroached upon before taking any action,” said Dalip Singh, husband of Rachna. “In an order passed on May 30, 2013, the Nainital High Court had said that the district magistrate is the only custodian of the said property and no third party interference or change of any nature is allowed in any manner,” he said. “In case the district administration or local bodies fail to take any action in safeguarding the property, we would be filing a contempt case against the DM and MNA,” he added. When contacted, Rawat said that he was not aware about the case. “We will investigate the matter and an FIR would be filed against the culprits. Under no circumstances would the violation of law be accepted,” he added. Meanwhile, despite repeated attempts the DM could not be contacted for his version.

Disaster management centre to be opened on August 9
Dehradun, August 6 Addressing mediapersons, he said a seminar on disaster management, likely to be inaugurated by Chief Minister Harish Rawat, would also be organised on the inauguration day. He said IEI president Ashok Kumar was likely to inaugurate the centre. Director, Engineering Staff College, U Chandra Shekhar would also attend the function. He said members of the centre would create awareness among villagers about disaster management. They would also assist government agencies in a disaster-like situation. Narendra Singh said the main purpose of establishing the centre was to take swift action to save the lives of stranded people during any disaster. The centre would be equipped with latest communication and other equipment. He said SC Goyal would be chief coordinator and Ambrish Kumar Tiwari will be coordinator of the centre. |

Dehradun, August 6 According to information, IPS officer Nilesh Bharney is likely to take over as new SSP, Dehradun, from Ajay Rautela, who would be promoted to DIG by the year-end. IPS officer Ridhim Aggarwal, at present SSP, Udham Singh Nagar, might be shifted to some other district, and Karan S Naginiyal, SP, Champawat, could be new SSP, Udham Singh Nagar. Dilip Singh Kunwar, who has recently been promoted to the IPS cadre, could be new SP, Champawat. Rumours are rife that former SSP, Dehradun, Kewal Khurana, could get yet another stint as an SSP/SP in some district. At present, he is Commandant, IRB, Ramnagar, in Nainital district. An official said ,”CM Harish Rawat had recently declared that some important changes would be made soon and the bureaucracy, including the police, should be prepared for it.”

DM holds meeting on I-day celebrations
Dehradun, August 6 “The educational institutions would be conducting a prabhat pheri from 6 am till 8 am which will end at Gandhi Park. The flag hoisting in the offices would be held at 9 am. A function is being organised at the Parade Ground in which Chief Minister Harish Rawat would be hoisting the flag at 10 am. A tree plantation drive would also be carried out at district, tehsil and block levels,” said Yadav. Addressing the officials, Yadav said that fruits and sweets would be distributed in the district jail, government hospitals, leprosy homes, nari niketan and orphanage. “Also, a ban would be placed on the sale of liquor from the 10 pm on August 14. The district sports department would be organising a cycle race and cross-country race,” said the DM. |

Panchayat poll: BJP seeks amendment to Article 243
Pithoragarh, August 6 BJP state general secretary Prakash Pant has said after the defeat that his party will ask the Election Commission to amend the article to make the election of ZP
chairperson direct from the public like that being done in election of urban bodies. “ The show of muscle and money power by the ruling Congress cannot be matched by BJP or any other party which has neither money nor muscle power,” alleged Pant. According to BJP general secretary, if only one line of the article, which says, “the election of chairpersons of zila panchayats will be done from among its members’’ could be changed to “direct from common public,’’ their purpose will be solved. Reviewing his party’s defeat in Pithoragarh and Champawat districts where BJP was hoping to win, Pant said that in Pithoragarh it was the rebel candidate Khushal Piplia who claimed to get support of 19 members but could manage only 12 members who were with him. “ Taking a decision based on numbers, the party decided in his favour while the official candidate was asked to quit ,” said Pant. Pant cited use of money and muscle power in Champawat district where Congress people abducted one of the 15 members of zila panchayats Meena Devi and forced her to vote in favour of Congress by giving her some money and threatening her as well. “ We had 6 members in the 15-member Champawat zila panchayat. Had Congress not used money power and government machinery, the results would have been in BJP’s favour in Champawat,” said Pant. On the results in other 8 districts except these two districts, the BJP general secretary said that everywhere it was money and muscle power, besides use of government machinery that led to Congress victory. “ We are demanding change in the provision of the constitution only to avoid use of money power in the coming days,” said the BJP general secretary.

Haridwar residents get contaminated water supply
Haridwar, August 6 A delegation of residents met Jal Sansthan and Payjal Nigam officials here yesterday and apprised them of the problem. Jal Sansthan officials said due to some fault in water pipelines, the supply of potable water had been affected. They said the fault was being rectified. They, however, urged residents to drink boiled water to prevent the outbreak of waterborne diseases. BJP divisional president Vikas Tiwari threatened to gherao the Jal Sansthan office if the problem was not solved at the earliest. Jwalapur residents Rao Affaq, Ehsaan Qureshi, Naeem Qureshi and Tanveer Ali also urged Mayor Manoj Garg, MNA Vipra Trivedi and legislator Chandrasekhar Bhattewala to direct the officials to ensure the supply of potable water to their houses. |

In Tehri, a ZP member who was admitted in a Dehradun hospital was ferried in a helicopter so that he could vote for the Congress supported candidate,” alleged Bhatt. State to implement Kisan Pension Scheme from Aug 15
Dehradun, August 6 He said a pension of Rs 800 per month each would be provided to farmers. He said the step aimed at encouraging agriculture in the state. Guv demands report in woman ‘harassment’ case
Dehradun, August 6 He has directed the Chief Secretary and the DGP to submit a detailed report in this regard. The instructions were issued by the Delhi camp office late last evening as the Governor is in Delhi at present. The Governor described the incident unfortunate, shameful and disgusting. He said strict steps should be taken to prevent such happenings in any part of the state. The Governor was told by Ajay Bhatt over the phone that during the zila panchayat president elections in Champawat, Congress party workers allegedly thrashed a woman member and forced her to vote for the Congress candidate in the presence of the administration, public, representatives of certain newspapers and news channels. Devidhura fair sans stone war begins in Pithoragarh today
Pithoragarh, August 6 According to a legend, the tradition of stone war started in the old times to avoid human sacrifice at the temple of Goddess Barahi. The diety used to take human sacrifice from each family by turn in old days. “An old woman whose only son was in line for sacrifice prayed to the deity who took pity announced that she would not demand human sacrifice if all four clans shed blood equal to that flows in a human body by playing Bagwal. Since that day the tradition of Bagwal began,” said Bhuwan Joshi, in charge of the Devidhura temple committee. Bagwal is played between four traditional clans of the area, namely Chamyal, Balig, Gaharwal and Lamgaria, with shields made of bamboo. “The high court had ordered last year that Bagwal be played with fruits and flowers in place of stones. We are following the court orders,” said Joshi. According to the mela committee sources, Assembly Speaker Govind Singh Kunjwal would inaugurate the fair tomorrow. “The Devidhura fair witnesses cultural programmes, besides local sports competitions and Sanskrit plays based on Markandaye Purana. A large number of people from local villages and other districts take part in the mela,” said Joshi. |

School without requisite teachers for 16 years
Mussoorie, August 6
The apathy of the Education Department can be gauged from the fact that it has done nothing though the school has sent several reminders to it. “Around 550 students are studying in the school and most of them belong to villages. “Students of class XII are taking board examinations without teachers for the past 16 years,” said Dinesh Singh Raturi, gram pradhan, Ghodakhori. He added this year many students had failed in the board examination in subjects which were not being taught to them. The parents vented their ire saying the students were suffering in the absence of any guidance but the Education Department had not done anything to fill the posts. They added they would meet Education Minister Mantri Prasad Naithani in this regard. Principal of the school Acchey Lal Kanojia said the school students were suffering in the absence of requisite teaching staff. Senior Education Department officials had been apprised of the matter and they had promised to do the needful soon. |

Pithoragarh, August 6 Chufal said he along with his son and driver has received such calls. “I have submitted all details, including number, to the police,” he added. According to the police, Chufal has been called 10 times by the same person for the past two days. It seems these calls are connected with panchayat elections, the police said. According to BJP sources, the caller seems to be connected with the recent tussle between two candidates of the BJP, due to which the official candidate had to withdraw from the fray.

Tibet Week celebrations at Central School

Pithoragarh, August 6 Answering a question by MS Mahra, MP in Rajya Sabha, Union Water Resource Minister Santosh Gangwar said the detailed project report had been prepared after taking detailed survey and investigation by joint project officer comprising India and Nepal for which most of the field works had been completed. “Both nations have agreed on most of the parameters of the project, while some issues are being considered,” he said.

Mussoorie, August 6 The dispute that occurred last year over hoisting of the Tricolour at Gandhi Chowk resurfaced once again at the meeting. Kushal Singh Rana and Roop Singh Kathait, representatives of Mussoorie MLA Ganesh Joshi, vent their ire on sideling him and not inviting him for the discussions. Mussoorie MLA Ganesh Joshi and Municipal Council (MC) president Manmohan Singh Mall had entered into a verbal spat and jostled with each other to an extent that they nearly came to blows over the hoisting of the Tricolour during the Independence Day celebrations in 2013. Similar situation prevailed here when Kushal Singh Rana raised the issue of keeping Ganesh Joshi away from the discussions. Municipal Council president Manmohan Singh Mall, while responding to the allegation, said the names of Ganesh Joshi and his representatives not figuring in the discussion were unintentional and expressed regret over the matter. He said the Municipal Council was planning to invite a Cabinet minister and in case the minister fails to turn up, the Municipal Council president would hoist the Tricolour on Independence Day. He said MLA Ganesh Joshi would be sent an invitation as a special invitee for the Independence Day. He said the anomaly would be rectified in the preparation meeting for Gandhi Jayanti where the MLA and his representatives would be sent invitations well in advance. The SDM Mussoorie said the programme was fixed in accordance with the protocol, thus leaving no room for any dispute over hoisting the national flag this year. It was decided at the meeting that a cross-country race would be organised in association with Lions Club on August 12 and by the Mussoorie Sports Association on August 14. Five persons will be honoured on Independence Day for their immense contribution towards society. A committee will be formed to decide on the names. A cleanliness drive will be carried out in the town with the assistance of the Municipal Council and other agencies to mark the occasion. The SDM Mussoorie also directed the Police Department to chalk out a traffic plan considering heavy rush of tourists for Independence Day. It was also decided that schoolchildren will also join in the festivities by marching towards Gandhi Chowk with patriotic banners and placards in their hands. Students from Mussoorie International School will be singing patriotic songs to mark the occasion. The MC president said for first time in the history of the town, I-Day preparation meeting was organised on the Municipal council premises. Others who attended the meeting were members from the Lions Club, MC Ward members, representatives from schools and eminent citizens of the hill town.

No headway in college lab theft case
Mussoorie, August 6 Meanwhile, MC ward members Vinod Semwal and Ramesh Bhandari, who are part of the management committee, paid a visit to college to assess the lapses that led to the theft. During the inspection, they found that there were no grills on the windows of the lab, making it easy for the thieves to enter the lab. They said no chemical was found missing from the lab. They also met the Principal of the college and urged him to call a meeting of the management committee to pass a proposal regarding the safety measures to be adopted for the security of the college. Principal Sudhir Gairola said he had a detailed discussion on the topic with the MC ward members. Sudhir Gairola also demanded the identification of the drivers who park their vehicles near the college. He said the issue would be raised in the management committee meeting. The police said they were questioning several persons in this regard, besides taking help of the Dehradun police. |

Cataract surgery machine to be installed
Dehradun, August 6 Speaking at the launch of the technique, Dr Dinesh Sharma, founder of Amritsar Eye Clinic, said the blade-free cataract surgery machine would enhance results, reduce surgery time and deliver individually tailored procedure for each patient. “Among all available treatment options, this is the safest because it provides a complete blade free, painless, bloodless, injection less and walk-in-walk-out procedure,” he said. Cataracts are a clouding of the lens in the eye. The lens is responsible for focusing the light entering the eye on the retina, which then sends images to the brain. As the lens clouds, it blocks light from reaching the retina, making vision blurry. Eventually, the vision will be lost without treatment. During cataract surgery, a tiny incision is made in the eye and the damaged cloudy lens is removed. A new clear lens implant is then inserted into the eye. The introduction of the new all-laser cataract surgery is a giant step forward from the early days, when removing a cataract meant patients would have to wear thick glasses in order to see. |

Stress on developing social entrepreneurship
Dehradun, August 6 Professor Patrick spoke about the need to develop social entrepreneurship and how to tackle social conflicts in his guest lecture. On the last day of the guest lecture, the professor also dealt at length on the status of higher education in India and impetus on research activities. He said that in India in the universities the management was better but there was need to stress on developing leadership skills. “In order that India becomes a global player, it should focus on higher education and develop leadership skills among its students”, he said. — TNS |
