Govt offices using pirated software

Violation of copyright under Information and Technology (IT) Act has come to light in the Delhi government as most of its computers are using pirated software.

Software company, Microsoft, has issued warning to the Delhi government for illegally using its software and operating system following which the Information Technology (IT) department has put a strict ban on the usage of such applications without obtaining a valid licence.

RK Verma Principal Secretary (IT), issuing a circular to all the departments of the government in this regard, said that the staff have been warned against use of any pirated or unauthorised software. "The employees have been requested to strictly avoid the use of pirated software in offices." he said.

A senior IT official said that most of the systems in the government were not complying with the IT rules and using paid applications and software without taking proper licence which is considered illegal.

The circular also stated that unauthorised use of software in violation of the copyright will lead to adverse action under IT Act/Indian Penal Code. The circular was sent to all the principal secretaries, secretaries and heads of the departments of Delhi government. It was issued after top officials of Microsoft raised the matter with Delhi IT department and complained about illegal applications and software being used by the staff.

"We have provided them with a list of paid as well as non-paid applications which can be used as per convenience. They are free to choose from it subject to the instructions issued. The paid applications cannot be used without a licence otherwise it will be considered an offence under Indian Penal Code," the official said.

"We cannot encourage the employees to use software of a particular company. Hence, options have been suggested which are equally enhanced in terms of security, support, usability, features and solutions," he said.

Jung reviews progress of Budget schemes

Lieutenant Governor Najeeb Jung today conducted a detailed review of various schemes and projects announced by the Union Finance Minister while presenting the Budget of Delhi government for the year 2014-2015 in Parliament.

He directed the Principal Secretary and Secretary to prepare a detailed implementation plan for each project or scheme with defined timelines for various activities. They have been asked to take the ownership for all the schemes and projects and personally monitor progress.

The Principal Secretary (Finance) was asked to ensure adequate finance for these projects. The Secretary (PWD) was asked to prepare two case studies of big projects which got delayed in the past along with analyzing the reasons for delay.

While reviewing the schemes and projects of the Health Department, the LG directed the Secretary (Health) to ensure that required infrastructure must be in place and also make sure that the faculty for the New Medical College with 100 seats at Rohini should be recruited on time so that the student intake starts from the next academic session.

He told the Secretary that 400 beds planned to be added to the government hospitals this year must be done without fail and the Rajiv Gandhi Super Specialty Hospital at Tahirpur be made operational at the earliest.

According to a senior official of LG office, he directed the Education Department to hold principals accountable for lack of cleanliness in any of the schools.

The department of Social Welfare has been directed to review the facilities for senior citizens by assisting them in the process of submission of their applications for old age pension.

The Secretary PWD has been asked to expedite the work of new old age homes, working women hostels and homes for the mentally challenged.

Man kills elder sister

New Delhi, August 6
A 26-year-old man has been arrested for allegedly murdering his 30-year-old sister in south Delhi's R K Puram locality today, over the apprehension that she would not give him a share of their father's pension.

The man who has been arrested is identified as Mahender. A police officer, privy to the details of the case, said that after allegedly committing the murder, Mahender dialled "100" and told the police that "I have killed my sister".

According to the officer, Mahender and his sister, Jyoti, stayed at government accommodation, a DDA flat in R K Puram. "They had retained the flat after their father died in 2008. He was a government servant," said the officer.

The mother of the siblings had also passed away a few years ago. They were receiving their father's pension and were dependant on it as they were unemployed.

"Mahender believed that his sister would stop sharing the pension. A fight took place between them over the issue in their house at about 4 am today. Mahender slit his sister's throat with a kitchen knife. He then placed a call to the police, informing them about the murder," said the officer.

The police arrested Mahender from his house. He has been booked in a case of murder registered under the Indian Penal Code at the R K Puram police station.

Manipuri woman molested

A 23-year-old woman from Manipur was allegedly molested by a man at Malkaganj area in north Delhi on Tuesday night.

The accused, Vikram Singh (29), has been arrested and booked under Section 354 (molestation) of Indian Penal Code. He stays near MalkaGanj and runs a small press which publishes visiting cards, according to the police.

A police officer said that the victim was returning to her house after office when the accused allegedly molested her.

Housing complexes for judicial officers

Judicial officers of different courts in Delhi will be able to get modernized government housing complexes within two years.

The Public Works Department (PWD) would construct multi-storeyed accommodation at Rohini and Dwarka, said a senior government official today.

While giving the information, PWD Secretary Arun Baroka said that the PWD will spend Rs 89.53 crore for these two projects.

Three trafficked girls working as maids saved

Three girls, said to be trafficked to the national Capital, have been rescued from a West Delhi house in Madipur during a raid by the labour department and police with the help of child rights NGO Bachapan Bachao Andolan here.

Girls, aged between 10 and 15 years, were brought to the Capital in lure of work by a placement agency called Golden Placement services whose owner Daniel during interrogation admitted that the girls were trafficked from districts Chaibasa, Jharkand and Orrisa by trafficker named Sushail who had brought them to work in Delhi as domestic helps.

During the raid conducted after a tip-off, officials found the victims in under deplorable condition deprived of proper food and other essential facilities.

President of Delhi unit of the party, Satish Upadhyay has held a number of meetings with different levels of office-bearers to take stock of the situation. He will make changes in the present list, sources said.

Teen stabbed to death in Ambedkar Nagar

An 18-year-old boy was stabbed to death allegedly by five men acquainted with him in south Delhi's Ambedkar Nagar locality on Tuesday.

All the accused have been apprehended after CCTV footage showed the brutal assault on the victim, Sachin Singh, according to the police.

Sachin lived with his parents and six sisters in Madangir. His family deals in construction material and lends trucks.

Sources said that Sachin was the leader of a local gang and the five attackers were allegedly part of the gang.

"Being the leader of the gang, he bullied them for two-three years due to which they decided to eliminate him," according to a source.

According to police, Sachin was on a motorcycle with a 17-year-old friend, when the incident took place at around 3 pm in Madangir Market. The CCTV footage shows the attackers running towards his motorcycle with country-made pistols and knives.

"Without any warning, Sachin was slashed on the neck due to which he lost control over the motorcycle. His friend managed to flee from the spot, but Sachin was stabbed multiple times," said a police officer.

After being thrown off the motorcycle, Sachin's friend ran in the opposite direction and was not chased by the attackers. However, Sachin was surrounded and overpowered. "He was stabbed at least 15 times," the officer added. Sachin tried to run in all directions, but the attackers kept following him and stabbed him from all directions.

It was only after he fell heavily bleeding that the five boys left the spot, but while fleeing they also opened fire in the air.

The police took Sachin to AIIMS?Trauma Centre, where he was declared brought dead. A case of murder under Indian Penal Code and Arms Act has been filed with Ambedkar Nagar police station.

Sachin's body was handed over to his family after the postmortem on Wednesday.

DDA revises policy for function site bookings

The DDA today announced revised the policy of temporary allotment of land for social functions by incorporating more checks and balances.

Announcing the change of policy, Vice-Chairman Balvinder Kumar said that one of the main modifications in the policy is to auction 15 sites of prime location used continuously for marriage purposes. These sites were identified after a survey by DDA staff and after ascertaining the booking pattern of these sites.

The function sites have been categorized into 'A' 'B' 'C', having an area of 2,000 sq mt, 4,000 sq mt and 6,000 sq mt respectively. The booking charges will also vary and will be Rs 8 per sq mt for category 'C', Rs 10 for 'B' and Rs 16 for category 'A', he said.

The period of booking has also been increased and booking will be done 120 days in advance as against the present period of 90 days.

Payments for bookings will be accepted through online only from the account of the person concerned and not in cash. The payment can also be made by credit card, debit card and Net banking. The blocking of the sites without payment will be limited to 1 day only.

If the cancellation is done 30 days prior to the date of function, 20 per cent of the booking amount will be forfeited. If it is cancelled 15 days before the function, 50 per cent will be forfeited.
