Cops looking for 11 citizens who tried to enter UK on forged visa

The Delhi Police are searching for 11 Indian citizens, including six from Punjab, following a complaint of the Indian immigration that the 11 persons had allegedly tried to enter the United Kingdom through Turkey on forged UK visas, which they had procured from an "agent" in Moscow earlier this month.

The passports of the 11 persons were sent to the British High Commission through the Foreign Regional Registration Office (FRRO) in Delhi. The British High Commission's verification report confirmed that "the suspected UK visa stamped on page number eight in the above-mentioned passports were stolen and counterfeit print had been added on them. Thus, the passengers have committed an offence by using the fake UK visa," read a senior Indian immigration official's complaint to the Delhi Police. The official is posted at the arrival wing of Delhi's Indira Gandhi International (IGI) Airport.

The police were informed of the incident on this July 20. They have registered a case under the Indian Penal Code sections of cheating and forgery and section 12 of the Passports Act at IGI Airport police station in Delhi.

The 11 accused are Dev Kapoor, Seema Kapoor, Jay Kapoor, Sanaya Kapoor, Poorvi Kapoor, Kunal Kapoor, who reside at Nawanshahr in Punjab; while Raj Singh, Harjeet Kaur, Chahat Singh, Karan Singh and Buneet reside at south Delhi's New Friends Colony, according to the complaint.

The complaint to the police further states that these passengers had left for Moscow from the IGI Airport on June 14. In Moscow, they allegedly came in contact with an "agent", who gave them UK visas. From Moscow, they tried to reach the UK via Turkey. "In Turkey, they approached the immigration authority for receiving the clearance to the UK on the basis of their passports and the UK visas. On having suspicion over the visas, they were deported from Turkey through Moscow on July 4 by flight and arrived at the IGI Airport at 5 am," read the complaint.

The passengers had told the immigration authorities that they had procured the UK visas from an agent in Moscow, which were purportedly issued from Delhi.

A police officer, privy to the details of the case, said that the immigration suspected the visas in their passports as forged. "The 11 passengers left the airport. There was no complaint against them on the day (July 4) they had landed. We can only take action if there is a complaint. It was only after the immigration had sent their passports for verification to the British High Commission, which confirmed that the visas are fake, did the immigration lodge a complaint with the police. And that day was July 20. By then the accused had already fled," said the officer.

The officer explained that the case is being investigated and after apprehending the passengers, they will question them about the people who are behind this racket of procuring forged UK visas.

Rs 29 cr granted for temporary medical college in Rohini

The Delhi Expenditure Finance Committee today approved Rs 29.59 crore for the construction of temporary structures of Medical College of Dr. Baba Saheb Ambedkar Hospital, Rohini, benefiting 300 students.

"The Delhi government has decided to construct the pre-fabricated structures of medical college.

“It will facilitate intake of 100 students in a year apart from providing infrastructure to boost medical education in Delhi," said Chief Secretary SK Shrivastav.

The pre-construction and construction works would be completed within nine months. The construction of medical college under temporary structure will help the Health Department in filing a formal application as per the Medical Council of India (MCI) norms.

"By the time the permanent construction is completed, at least three batches or 300 students (100 students per batch) would be benefitted. After completion of the permanent building, the pre-fabricated structure will be used for low-end facilities viz. labs, storage, etc," said Shrivastav.

"The proposed pre-fabricated structure is as good as permanent one with a life of approximately 20 years and can be utilized for the entire life of 20 years without dismantling as the site has been identified carefully and will not cause impediment in the construction of permanent building," said a senior government official.

The estimate includes air-conditioning, lighting and is scaled as to fulfil minimum requirement of the MCI norms.

Hindustan Pre-fab Limited CMD who has been invited to render special technical advice was in agreement with the proposal presented by the PWD and Health Department for erecting such pre-fabricated structure.

These projects will be completed by March 2015. When the pre-fabricated structure is dismantled after completion of its useful life, revenue generated as promised by the PWD and Health Department shall be deposited with the Delhi government, said the official.

Awareness campaigns needed for hepatitis, say experts

Awareness campaigns similar to those of polio or HIV are needed for hepatitis in India, stressed experts at AIIMS today during an awareness programme organised to mark World Hepatitis Day.

On the occasion, Dr SK Acharya, gastroenterology HoD, AIIMS, said hepatitis vaccination has to be implemented in the universal immunisation programme across the country.

At present, vaccination for hepatitis is available in some states like Delhi, Haryana, West Bengal and Andhra Pradesh. The initiative needs to be spread to other states too, Dr Acharya said.

"We have had massive awareness campaigns for polio, HIV or tuberculosis in our country. Similarly, hepatitis is also one such disease which can be prevented to a large extent if people know about it," he said.

He said awareness lacks about the disease and that is the reason people most of the time get to know about it at terminal stage. "Viral hepatitis is inflammation of liver which is a major cause of morbidity and mortality. Hepatitis B and C are major causes of cirrhosis and liver cancer in India and they are preventable and treatable. But we do not have enough awareness campaigns about the disease in our country," he lamented.

He said, "We conduct information, education and counselling activity for spreading awareness about the disease. Such initiatives need to be taken to larger level to apprise people of the basic symptoms and preventive measures of the disease."

Going by a report of Institute of Liver and Biliary Sciences, Delhi, India is home to more than 40 million hepatitis B patients, second only to China and constitutes about 15 per cent of the entire pool of hepatitis B in the world.

Trading body calls for extending date of registration under Food Safety Act

The Confederation of All India Traders (CAIT), apex body of the trading community in the country, today called for an extension of the last date of registration under Food Safety & Standards Act that is expiring on August 4.

In this regard, the traders' body has submitted a representation to Union Health Minister Dr Harsh Vardhan in which it has also demanded the formation of a high level joint committee, comprising senior officials, traders' representatives and food experts.

CAIT said the Act was enforced by the previous government "without consulting" the stakeholders while noting that the present Foreign Minister Sushma Swaraj and senior BJP leader Murli Manohar Joshi strongly pitched for amendments to the Act.

Police turn a blind eye to BJP banners on public property: AAP

The Aam Aadmi Party today accused the Delhi Police of bias against its party volunteers while alleging that the police machinery was acting at the behest of the Bharatiya Janata Party (BJP).

It also questioned the Delhi Police whether it has taken any action against the BJP whose posters and hoardings can be seen across the national Capital.

AAP's reaction comes after the Malviya Nagar police arrested four AAP volunteers for pasting posters of party's public meeting to be held on August 3 at Jantar Mantar. Charged with defacing public property, they were released on bail today.

"The national Capital has been subjected to an unprecedented assault by the BJP, with posters, banners and hoardings of its party leaders hanging from all sides in all parts of the city. According to the Delhi Police that does not amount to defacing the public property. Have the police taken any action against the BJP?" asked the AAP.

"It appears the Delhi Police is under severe pressure from the BJP-led Central government's home ministry. But the AAP will not be quiet on the issue and will protest the police bias.

Pointing that the police also took into its possession the car of AAP MLA and former Law Minister Somnath Bharti, the party leaders added, "According to the police, arrest was made for defacing public property. But the posters merely convey information about the public meeting and contain a political message."

The party condemned the police saying that the BJP is politicising the Delhi Police by using it as a puppet of the Central government to shield its party MLAs and their relatives involved in cases of corruption and serious crimes.

The party is also raising the issues of alleged murder of Manipuri youth -Akha Salouni--on the night of July 20 by allegedly a close relative of another BJP MLA, Ramvir Singh Bidhuri and police action against civil services aspirants.

In this regard, a delegation of 21 members of UPSC aspirants led by the National Students' Union of India (NSUI) national president Rohit Choudhary, general secretary Mohit Sharma and NSUI Delhi unit president Vikas Chhikara met Rahul Gandhi.

In the meeting, the delegation apprised Rahul of all the technicalities and concerns of the aspirants. He assured the delegation of doing his best to resolve their issues.

According to protestors, the introduction of Civil Service Aptitude Test (CSAT) is a big setback for aspirants coming from government schools and colleges.

Auto strike called off

New Delhi, July 28
Commuters in various parts of the national Capital had to face problems in finding an autorickshaw till afternoon as a section of drivers went on strike in favour of their demands.

However, representatives of Delhi Autorickshaw Sangh, which had called the one-day strike against alleged highhandedness of traffic police, agreed to run vehicles around 1 pm after an assurance from senior police officials.

In the morning, commuters in various parts of the national Capital faced difficulty in finding autorickshaws.

"I got late for office as I did not get any auto. Hiring an auto became a difficult task for me," Subhash Pandey, a commuter.

"We decided to call off our one-day strike midway after senior traffic police officials assured us that traffic cops would not prevent drivers from taking passengers from railway stations and Metro stations. They have also assured that traffic cops will not challan drivers by posing as passengers," Delhi Autorickshaw Sangh general secretary Rajendra Soni said.

Soni said that they were also promised by Delhi Traffic Police that a driver, who is going home in the evening and has put up a board of "No service" in front of his vehicle, would not be challaned either.

"After getting assurance, we announced to call off strike around 12.30 pm today and asked auto drivers to run their vehicles," he added. — PTI

Woman catches
robbers after chase

A 24-year-old woman chased and nabbed two of four robbers who stole her mobile phone and purse in Janakpuri area of west Delhi.

Commending her effort, the Delhi Police have decided to reward her for her bravery.

Ankita, a resident of Uttam Nagar, was returning home from Janakpuri area in a private bus on Saturday evening when the four robbers, standing near the door of the bus, snatched her purse and mobile phone, and jumped off the moving vehicle, a senior police officer said.

Ankita immediately asked the driver to stop the vehicle and got off it and started chasing the accused.

She managed to catch two of the robbers, while the others fled.—PTI

DU student attacked with paper cutter by two men 
She had spurned their advances several times earlier and even got a molestation case registered against them

A 22-year-old Delhi University student was allegedly attacked with a paper cutter in east Delhi on Sunday evening by two men whose advances she had spurned, the police said today.

One of the accused, Wasim Akram (25), has been arrested. The other accused who is his friend and neighbour, Wasim Khan (24), is at large.

The girl is studying B.Com. The incident took place when she was returning to her residence on Sunday evening. She was accosted by the accused, Akram and Khan, on a road in east Delhi's New Ashok Nagar. She knows them, they being her neighbours.

According to the police, the accused, who are allegedly infatuated with her, attacked her with a paper cutter. She sustained multiple cut marks on her head, face, stomach and left arm.

She was taken to the Lal Bahadur Shastri hospital in east Delhi. Her condition is stated to be critical. She underwent a minor surgery for a deep wound on her head.

The police learnt that the two accused had allegedly been after her for the last two years. She had spurned their advances several times. "She had even registered a molestation case against at the Kalyanpuri police station in 2013," said a police officer.

On the basis of the statement given by the victim, Akram was arrested from his residence in Kalyanpuri area of east Delhi. Khan is on the run. "A search for him has been started," said the officer.

A case of attempt to murder has been registered against the two accused.

Sanitary inspector's house burgled

The residence of a sanitary inspector with the Defence Ministry in south Delhi's R K Puram locality was allegedly burgled on Sunday.

Cash and jewellery worth Rs 15 lakh was stolen from the residence.

The victim, Satish Mann, told the police that when he returned home from his uncle's residence in Rohini, he saw that the doors of his house were open and the lights switched on. When he entered, he saw it was ransacked.

In his complaint to the police, he alleged that his daughter-in-law and her family are involved in the burglary. The investigating officers have summoned all the suspected persons to the local police station and are questioning them.

Mann alleged that jewellery, including four gold sets, gold biscuits (100 grams each), chains and earrings were missing. Along with the jewellery, Rs 1.28 lakh in cash was also stolen.

A forensic team who reached the house has collected the samples of the fingerprints and is likely to match them with the suspected accused. When the cops asked him the reason for suspecting the involvement of his relatives, he told the police that in the past his daughter-in-law's relative had stolen a car from his house.

A case under the relevant sections of the Indian penal Code has been registered at R K Puram police station.
