Punjab seeks Central aid, but forgets to declare drought
New Delhi, July 28 Responding to queries on deficit monsoon and the Centre’s aid to combat drought-like situation, prevailing in many parts of the country, Agriculture Minister Radha Mohan Singh said, “No state has asked me for that help.” “Monsoon ka mizaz abhi acha hai (temperament of monsoon is good),” he said, stressing that rains had revived and would further improve. When specifically asked about Punjab and Haryana, which continue to reel under a deficit of 58 per cent and 55 per cent, respectively, in spite of “monsoon revival” in the country, he said a state first had to declare the prevailing situation as drought and then ask for Centre’s assistance. “No one, including Punjab and Haryana, has asked me for any help,” he added. According to the IMD’s classification, less than 20 per cent rains mean a drought. Moreover, as per Singh, states have “sufficient funds” allocated by the Centre to deal with such situations. “In case they require more funds they can ask the Centre, but for that they will first have to declare the areas suffering from drought,” he said. Notably, in the beginning of July Badal had said he had sought special Central assistance of Rs 2,330 crore to combat deficit monsoon and the prevailing drought-like situation in the state. Meanwhile, the Centre is banking on July rains to make up the country-wide deficit of around 25 per cent. However, the catch is that the deficit might be bridged (at least this is what the government will also like the people to believe), but for farmers it is not the question of the average rains they received in the season, but how well they were spread over the cropping period. Rains, after the sowing season is over, may improve government figures, but can be disastrous for farmers and crop production. Last week, rainfall for the country as a whole was above normal by 24 per cent — the highest of the season so far — as against 15 per cent below normal in the last week. West Uttar Pradesh, Uttarakhand, West Rajasthan, Odisha, Madhya Pradesh, Gujarat region, Madhya Maharashtra, Vidarbha, Chhattisgarh and Karnataka received excess rainfall (above normal by 20 per cent).

India, China admit to intrusion in Ladakh
Beijing/New Delhi, July 28 “The issue was properly resolved through the border personnel meeting,” the Chinese Foreign Ministry said in its response to query in Beijing on reports of Chinese herdsmen intruding into Demchok sector along the Line of Actual Control in Jammu and Kashmir. “Maintaining peace and tranquility in the China-India border areas is an important consensus and a common aspiration of the two sides. China will work with India to safeguard the peace and tranquility in the border area between the two countries,” it said. In New Delhi, Home Minister Rajnath Singh, responding to the reports of intrusion, said, “The Chinese went back after the flag meeting.” The incident is reported to have taken place on July 25 at the Charding Nilu Nullah Junction in the Demchok sector along the LAC. An Indian patrolling team was dispatched to the spot and later a team of China’s People’s Liberation Army also reached there. The reports suggested that a flag meeting between the commanders from both sides finally resulted in the Chinese agreeing to move back the herdsmen a day after. In the context of border disputes, the Chinese Foreign Ministry also cited President Xi Jinping and Prime Minister Narendra Modi’s meeting in Fortaleza, Brazil, on sidelines of the BRICS Summit this month, during which the two leaders agreed to manage and handle differences in a positive and forward-looking manner. — PTI |

UPSC row will be resolved soon: Govt
New Delhi/Lucknow, July 28
“The UPSC issue will be resolved within a week. Discussions are going on,” Home Minister Rajnath Singh said in Delhi. Singh said he had held a meeting yesterday to find a way out following a directive from the Prime Minister. He said the report of the three-member government-appointed committee, which is looking into the demands of the aspirants to change the pattern of the Civil Services Aptitude Test (CSAT) to give level-playing field to those coming from rural areas, would come soon. Singh, however, remained non-committal when asked whether the civil services preliminary examination, scheduled to be held on August 24, will be postponed. Exploring other options, a 21-member delegation of aspirants that included NSUI national president Rohit Chaudhary and general secretary Mohit Sharma met Rahul Gandhi. The Congress vice-president assured the delegation that no injustice would be done to the aspirants and that he would raise their concerns at all appropriate fora. In New Delhi, scores of aspirants staged protests outside the UPSC office, demanding scrapping of the Civil Service Aptitude Test (CSAT), calling it discriminatory to those with Hindi background. “We have been protesting for the past 20 days, but the UPSC is doing nothing for us. Nobody is ready to pay heed to our demand,” a protester said. Civil services aspirants gathered outside the UPSC office and started their protest against the CSAT. They also burnt posters of Congress leaders. The police had to erect barricades outside the UPSC office to prevent agitating students from barging inside. Later, police took all protesters to the Parliament Street police station in a bus. Uttar Pradesh CM Akhilesh Yadav, meanwhile, wrote to Prime Minister Narendra Modi demanding his intervention in the row as a large number of Hindi medium students from the state appear in the prestigious exam every year. — PTI |

Rain disrupts water supply in Mumbai
Mumbai, July 28 “We have already imposed a 25 per cent cut and a further 10 per cent cut may be imposed soon,” a BMC official said. According to the civic body, rainfall in Mumbai is at its four-year low. The BMC supplies 3,750 million litre daily in normal circumstances. Already water to commercial establishments and swimming pools in the city had been stopped completely. The city requires 13.50 million litre from October through June every year. As of now only 3,51,685 million litre is available. Total water stock available at the same time last year was 11,32,942 million litre. The weather department said heavy rainfall would continue for the next few days because of a low pressure area forming near the Bay Of Bengal.

Monsoon may revive like it did in 2012, says Crisil report
New Delhi, July 28 According to a report by Crisil Research, the monsoon has entered a crucial phase and the next few weeks will be critical. Monsoon is currently 24 per cent below the long period average
(LPA), which is worse than the deficiency seen in fiscals 2009 or 2012. While 2009 turned out to be a drought year, rains recovered sharply in the later half of the season in 2012. This year, Crisil says there is a higher probability of a turnaround – just like in 2012. This is consistent with the IMD forecast of rainfall deficiency to reduce to less than 10 per cent by the end of the season. “However, despite the recovery, we believe that the agriculture growth will remain muted at 1 per cent in fiscal 2015 as a strong statistical base-effect from the last year’s growth will kick in,” it says. That will be a replica of 2012 when the production of foodgrains clawed back to above long-term average, but farm growth came in at a measly 1.4 per cent because the year preceding - 2011 - had seen an above-trend 5 per cent farm growth. Moreover, some damage to sowing has already taken place with pulses and coarse cereals likely to be impacted the most. The only saving grace is rice, which alone accounts for 70 per cent of foodgrain production and has been less impacted due to better rains in north east. The report says if monsoon fails to revive in the coming weeks, agriculture growth is forecast to decline to 0 per cent shaving off an additional 30 basis points from the base-case GDP growth forecast of 5.5 per cent. New Delhi, July 28 Justice Suresh Kait posted the case for next hearing on November 5, stalling the EC’s move till then. The EC had issued a show-cause notice to Chavan on July 13 on a complaint filed by BJP leaders Mukhtar Abbas Naqvi and Kirit Somaiya seeking his disqualification. The EC had set a 20-day deadline for him to submit his response, prompting him to approach the HC. Chavan had won the 2009 assembly election from the Bhokar constituency, while he was elected to the Lok Sabha this year from
Nanded.

Delhi High Court to hear arguments tomorrow

New Delhi, July 28 The HC has made it clear that one of the main aspects to be decided was as to whether the project was located in the catchment area of the lake. It has asked all the parties – Punjab, central government, the Sarin Memorial Legal Aid Foundation, the company and others – to base their contentions on this. Punjab has maintained that the project was more than 100 metres from the wildlife sanctuary, the criterion set for all the other projects near the dozen sanctuaries in the state. However, it was for the Centre to take a call on this. On April 22 this year, the Supreme Court had transferred the cases pending with it and the Punjab and Haryana HC to the Delhi HC for adjudication by August 31. The apex court had said it would be better if the dispute was first adjudicated by the Delhi HC, instead of in Chandigarh in a “surcharged” atmosphere.

Indian researchers show the way in detecting liver disease
New Delhi, July 28 Led by medical experts at the department of gastroenterology at Sir Ganga Ram Hospital in the capital, the study conducted on 175 patients between 2012 and 2013 has convincingly proved the utility of non-invasive assessment of stiffness of liver with a technique called Fibroscan. The study, being hailed at path breaking in the field of liver disease, has been accepted for publication in the prestigious Indian Journal of Gastroenterology. The importance of the study lies in the fact that it is India’s largest research on diagnosis of advanced liver disease without using liver biopsy. Studies have so far shows that a significant proportion of Indian patients who are overweight, alcoholic, and those who have Hepatitis B or C or the fatty liver disease may ultimately develop end stage liver disease called liver cirrhosis which is a leading cause of liver cancers. Specific symptoms of liver cirrhosis such as jaundice, swelling of the feet or blood vomiting are however peculiarly absent till the disease advances to late stages. There was hence an urgent need for early diagnosis. Till recently, the gold standard for liver cirrhosis diagnosis was biopsy of the liver, which is an invasive procedure with associated complications. The cost of liver biopsy is about Rs 10, 000 to Rs 15000 and it requires day care observation. Fibroscan, on the other hand, is a new technique recently introduced in India for non-invasive assessment of stiffness of liver and tested on as many as 175 patients in a single OPD. “Until now, there was no large scale study on Indian patients authenticating the effectiveness of Fibroscan. Our study has found that Fibroscan in comparison to liver biopsy can predict liver fibrosis with 90 per cent accuracy in early as well as late stages of liver disease at one third cost,” says Anil Arora, Chairperson, Department of Gastroenterology , Ganga Ram Hospital.

UP assures relief for violence-hit Sikhs
Chandigarh, July 28 A three-member delegation of senior Shiromani Akali Dal leaders — Punjab Vidhan Sabha Speaker Charanjit Singh Atwal, Rajya Sabha MP Sukhdev Singh Dhindsa and Balwant Singh Ramoowalia today called on Chief Minister Akhilesh Yadav. They discussed the circumstances and current situation in Saharanpur for one hour at his Lucknow residence. The delegation also extended felicitations to the Muslim community on the occasion of Id-Ul-Fitr. The SAD core committee had to rush the delegation to Lucknow to take stock of situation in Saharanpur following tension over the control of a piece of gurdwara land near city railway station. “Akhilesh has assured us that peace and communal harmony would be maintained at any cost in Saharanpur by the government,” said Atwal while talking to The Tribune. He has also assured the delegation that curfew was clamped as a precautionary measure and would be lifted in phased manner as soon as, normalacy returned to the area. Fearing they may be framed in false cases, Sikhs meet DM Saharanpur, July 28 A delegation of Sikhs met District Magistrate Sandhya Tiwari today evening and apprised her about the fear among the community members of being implicated in false cases. The DM assured them that no injustice would be done with anyone. They alleged that the administration was under pressure from the people of other community to take action against them. “We were attacked twice on Saturday. First, the miscreants attacked on Shri Gurdwara Singh Sabha at 4 am and then again at 7 am. The administration might lodge cases against our people for the violence,” alleged a gurdwara devotee on the condition of anonymity. A senior officer of Uttar Pradesh government held a meeting with the people of Sikh community yesterday and sought their help to restore peace. DIG (Administration) Devender Chauhan also visited the Gurdwara Singh Sabha last evening. He appealed to people of all community that they celebrated the Eid together to restore communal harmony. Meanwhile, locals alleged that there were hundreds of mosques, temples and churches in the town and none of them was constructed after getting the maps passed.

HC orders FIR against TMC MP
Kolkata, July 28 Pal had openly threatened to kill CPM and other opposition workers and get their women raped. He was also heard saying that if needed he would not hesitate to use guns against his opponents. Pal made these remarks at a public gathering in a village near Birbhum town on June 14. His remarks had caused public outcry and resentment, but Chief Minister Mamata Banerjee maintained silence all through. On hearing a PIL against the TMC MP, Justice Dipankar Dutta ordered that the police should register a case against Pal in this regard and take appropriate action within next 72 hours and inform the court accordingly. An inquiry by the criminal investigation department (CID) was also ordered. The Congress, the CPM, BJP and other opposition parties welcomed the HC’s order. Different social organisations and intellectuals also thanked the HC for issuing the order. However, there was no reaction either from the chief minister or the
TMC.

The Congress today cited evidence from Gujarat government records and said farmers in the state used to get only eight hours of free electricity and even today they get the same quota under CM Anandiben Patel. Congress’ Gujarat leader and spokesperson Shanti Sinh Gohil said, “I had been seeking this evidence but have only got it now. Gujarat government’s own records show only eight hour electricity is being given to farmers. When we were in Government we used to give 17 hours of power to farmers. The PM misled the House by making a claim that is false.” Asked if the party would give a notice for breach of privilege against the PM in Parliament, Gohil said, “I am convinced of the authenticity of the evidence I have on the matter. We are raising the issue today. The Congress today hinted that it would also bring up in Parliament the latest CAG report which picks holes in the Gujarat development model on the basis of which Modi gained control of the Centre. Shakti Sinh Gohil while quoting from the report tabled this Friday said, “CAG has found that the Gujarat Government under Modi as the CM granted favours worth Rs 29,000 crore to various industrial houses which later obliged Modi during his election campaign. CAG also shows how the solar energy sector bidding in Gujarat was non transparent; it states that various girl beneficiaries of Modi’s much touted Vidyalakshmi Bond for the welfare of the girl child, never got the promised money’; and 81 pc principals’ posts in various engineering colleges in Gujarat are vacant resulting in over 11000 engineering graduates registering with the employment exchange. Narendra Modi however claimed in his election rallies that no one in his state was unemployed.”

New Delhi, July 28 Cracking the whip after his second surprise inspection of the offices attached to his Ministry in Nirman Bhawan, the minister found that a larger number of employees especially section heads and support staff did not report for work. Naidu, who went around various floors for over an hour 10 minutes after scheduled start of work hours at 0900 hours, took a serious view of some 80 people who were not found behind their desks and noted their names. Later, the minister discussed the issue with senior officials and directed that in addition to biometric attendance, all Joint Secretaries of the two Ministries under him will visit their respective establishments every day for a week, monitor attendance and find out chronic offenders. Manual attendance registers will be withdrawn 15 minutes after `due time of reporting’, those coming late be marked absent and not paid for the day. However, on his second surprise inspection the Minister found there was an improvement both in cleanliness and maintenance inside the building. During the inspection, the Minister was accompanied by Urban Development Secretary Shankar Aggarwal, who assured that through measures suggested by the Minister, punctuality would be enforced within two-weeks. Earlier, this month the Information and Broadcasting Minister Prakash Javdekar on inspection found staff coming late and directed they be penalized and half-day’s casual leave be deducted from their leave account. The Union Home Ministry in North Block had installed a system of biometric attendance when P Chidambaram was the Minster.

Agriculture Ministry okays hostels for cows
New Delhi, July 28 Agriculture Minister Radha Mohan Singh today announced the launch of a new programme aimed at protecting and conserving indigenous cattle breeds of India. “Indigenous cattle are robust and resilient and are particularly suited to the climate and environment of their respective breeding tracts,” he said, unveiling the programme christened Rashtriya Gokul Mission. Beginning with unutilised funds of Rs 500 crore lying under the 12th Plan period, the project involves setting up of gokul grams — “hostels for cattle”, including for those cows which are past their productive age — says the minister. “The mission is a project under National Programme for Bovine Breeding and Dairy Development, with an outlay of Rs 500 crore during the 12th Plan. Objectives of the scheme include undertaking breed improvement programme for indigenous cattle breeds; enhancing milk production and productivity of indigenous bovines; upgrading nondescript cattle using elite indigenous breeds such as Gir (Gujarat breed), Sahiwal (Punjab breed), Rathi and Tharparkar (Rajasthan breeds), Deoni and Red Sindhi; and distributing disease-free high genetic merit bulls of indigenous breeds for natural service.

Uttarakhand but it still lost the three seats in the state byelection. “Whether in Haryana, Maharashtra or Delhi, all factors need to be analysed. Situations differ in Assembly and general election. Though a majority of the state leadership in Haryana wants to go it alone, the decision needs to be taken in context with ground realities in the state such as formation of the Haryana Sikh Gurdwara Parbandakh Committee and its impact on Congress’ prospects and the Indian National Lok Dal’s upsurge,” sources say. The party may consider offering Bishnoi a compromise formula to ensure that he stays with the National Democratic Alliance. “But it will only be a compromise formula which would largely weigh in favour of the BJP,” they say.

Centre move to replace collegium system receives jurists’ approval R Sedhuraman Legal Correspondent New Delhi, July 28 "Everyone agreed that the collegium system has failed," Attorney General Mukul Rohatgi said at the conclusion of the meeting. The government had convened the meeting as part of its efforts to improve the JAC Bill 2013 in consultation with all stakeholders as recommended by the Parliamentary Standing Committee. All efforts were being made to have the Bill passed in the ongoing session of Parliament, sources said. Prasad had recently written to all political parties seeking their suggestions on the issue. The government has renewed the efforts on the JAC in the wake of the revelation that three successive former Chief Justices of India - RC Lahoti, YK Sabharwal and KG Balakrishnan - had come under government pressure to appoint a tainted additional judge of the Madras HC as a permanent HC judge by giving him several extensions. The former CJIs have denied the allegation. The move also follows the virtual confrontation between the Modi government and CJI RM Lodha-led SC collegium on the proposed appointment of senior advocate Gopal Subramanium as a judge of the apex court. Subramanium defused the situation by stepping out of the zone of consideration. Sources said the participants in today's meeting were also in favour of granting constitutional status to the JAC as suggested by the parliamentary panel. Introduced in the Rajya Sabha on August 29, the JAC Bill had been referred to the panel to suggest improvements. The upper House has already passed the related Constitutional Amendment Bill. Under the proposed Act, the JAC will have three judges of the SC - the CJI and two senior-most judges - the union law minister and two eminent persons - who will be selected by a three-member panel comprising the Prime Minister, the CJI and the Leader of Opposition (LoP) in the Lok Sabha. In the absence of any LoP in the present LS, the government may include an alternative member. |

New Delhi, July 28 Abdul Subhan was arrested from the Sarai Kale Khan bus stand last week and was subjected to interrogation during which he spoke about “brain washing” of youths from Rajasthan, Haryana and Bihar, official sources said today. His name had surfaced during the probe and questioning of two accused — Mohammad Shahid and Qari Rashid — both residents of Mewat district in Haryana. They had named Subhan as the prime motivator who conducted recruitment on behalf of Lashker-e-Toiba, sources said, adding a massive manhunt had been launched for his arrest.
