India gets Swiss invite for discussions
New Delhi/Berne, July 20 Besides, Switzerland has already transmitted “few positive responses” to India, a spokesperson in Swiss Finance Ministry said, without divulging any further details on this. Sources, however, said these “responses” may not be related to the Indian names figuring in the so-called ‘stolen lists’ of those having alleged Swiss bank accounts. Switzerland has been refusing to share details on names obtained by Indian authorities through other countries, namely France and Germany, saying they figured in lists stolen by certain ex-employees of the concerned banks and no details can be shared on the basis of illegally-obtained information.
“As written to the Indian government, the Swiss government would like to welcome a delegation of administration officials from India to discuss the further cooperation in tax matters in Berne, after the talks in February 2014 in India,” a Federal Department of Finance spokesperson told PTI from Berne. He was replying to queries on steps being taken by Switzerland to address India’s concerns over denial of information about alleged black money stashed in Swiss banks. A high-level delegation from Switzerland had held discussions on tax matters with the Indian government officials in New Delhi in February this year. Asked about the ‘few positive responses’ received by India from Switzerland and whether these were cases related to ‘spontaneous exchange of information’, the spokesperson said, “We can’t give you any details about the few positive responses that Switzerland has transmitted to India.” Typically, there are two types of information exchange frameworks followed by Swiss authorities — ‘spontaneous’ exchange where details are given voluntarily to a foreign country if any irregularity is found with regard to a foreign client; and exchange of information in reply to a request. The spokesperson also refused to share specific details about the number of requests received from India for exchange of information and the number of replies given by Switzerland. “The annual statistics of administrative assistance are not country-wise but give only total figures of all countries. It is published by the Swiss Federal Tax Administration,” the Finance Ministry spokesperson said. According to the latest data, Swiss Federal Tax Administration received a total of 1,386 requests during 2013, down from 1,499 in the previous year 2012. The number of such incoming requests stood at only 370 in 2011. In comparison, the Swiss Federal Tax Administration made six outgoing requests to other countries in 2013, up from two in 2012 and just one in 2011. Latest data from the Swiss National Bank showed that total money of Indians in Swiss banks increased to Rs 14,100 crore at the end of 2013, from Rs 8,547 crore a year ago. Last month, Indian government made a fresh request to Switzerland seeking details of Indians having unaccounted money in Swiss banks, to which a reply came on July 4. On Friday, Finance Minister Arun Jaitley informed the Parliament that Switzerland has raised some legal issues with regard to providing details of Indian citizens who have parked illegal funds in Swiss banks. A first: Railways to have derailment detector device
New Delhi, July 20 The derailment detector devices, a first for the Indian Railways, will be fitted in three Rajdhanis and two Shatabdi trains on a pilot basis and later more trains will be equipped with this system, said a senior Railway Ministry official involved with the project. The Rajdhani and Shatabdi trains that would be fitted with the device will be decided shortly. The level of vibrations increases dramatically if a coach, wagon or locomotive derails. “The severe increase in vibrations can be sensed by a derailment detector device,” the official said. The derailment detectors are fitted on the end of a coach or wagon, and are designed to immediately apply brakes in the event of such unusually high level of vibrations. The action time in detector system is much faster than the reaction time taken by the driver or the guard to sense that a coach or wagon has derailed, the official said. The device can, therefore, immediately apply brakes and save further consequential damages since the train would come to a halt much faster. Passenger coaches or wagons often tumble and overturn in the event of derailment which causes loss of lives and severe damages to coaches. The Railways witnessed a series of derailment in the recent past, including that of a passenger train near Roha station in Maharashtra on May 4, in which 19 were killed and about 100 injured. Railway Minister Sadananda Gowda had made it clear after assuming charge that the safety of passenger will be his top priority. The derailment detection system, operational successfully in Europe and the US, will be for the first time procured for the Indian Railways through a global tendering process. It
would cost about Rs 60 lakh per Rajdhani Express with 20 coaches, as the
system is priced about Rs 2.5 lakh per coach.

Never-before experience leaves innovators ecstatic
New Delhi, July 20 Be it farmer Gumail Singh Dhonsi, students Manisha Mohan and MB Avinash, teenager Tennith Aditya or rickshaw-puller-turned-entrepreneur Dharamveer Kamboj from Yamunanagar in Haryana, all of them had the unique experience of having been honoured to stay in the best address of the country from July 1. They got an opportunity to refine their innovations both in terms of quality and ending with a promise to pay back to society for whose benefit they pursued their dream. At a valedictory function at the Rashtrapati Bhawan auditorium complex, the work of these five innovators was recognised through their selection for this experiment initiated by President Pranab Mukherjee, coordinated by the National Innovation Foundation and worked to detail by the Secretary to the President Omita Paul. Kamboj (51), a resident of Damla in Yamunanagar, whose portable food processing machine earned him the scholarship told The Tribune that he enjoyed every minute of his stay, talking and working with scientists especially from the famed Pusa agricultural research institute,which has since agreed to collaborate. In his quest to create the machine, which he now markets, Kamboj narrated the travails his family faced as he was thrown out by his father who thought “he had turned mad”. His wife, who now runs his machine works business, broke down as Kamboj told the audience of how once his father let loose his cousins to teach Dharamveer a lesson by breaking his bones so that he forgets pursuing his dream. He now promised to go“village-to-village” unearthing innovators and encouraging them after this honour. Tennith Aditya (16) stole the show, as he spoke with spark in his eyes on how he drew immensely by interacting with scientists, policy-makers and decision-makers. He said the opportunity would allow young innovators to look forward to future with hope. He promised to deliver on the trust placed on him by the foundation. The best part was that top scientific labs have opened the doors for him to experiment. For both Avinash who is pursuing a doctoral research and Manisha Mohan, studying aeronautical engineering, the in-residence scholarship opened avenues of a different kind, setting them to think in the direction of higher application while getting experience of talking to various sets of officers each day who work in Rashtrapati Bhawan. Gurmail Singh (56) from Sriganganagar in Rajasthan too spent time working on projects inside the sprawling complex which for the first time opened doors for people like him and accorded them a treatment reserved for the guests of the President. |
India, Pak to discuss power trade, MFN tag in Thimphu
New Delhi, July 20 Sources said the two countries have formed joint technical teams and sub-groups for finalisation of cross-border electricity connection. The provisions to be laid down in the proposed agreement on the export of electricity on a commercial basis would depend on the outcome of discussions between the technical teams. “The construction of the cross-border inter-connection is expected to take about three years from the date of completion of necessary formalities by the two sides,’’ sources said. Under the proposal, India will supply power from Patti grid in Punjab to Wagah border. Both countries will have to spend hugely on creating the infrastructure for trade in power. The Punjab Government is learnt to be strongly in favour of selling electricity to Pakistan to strengthen economic and commercial links between the two countries. In fact, it was Deputy Chief Minister Sukhbir Singh Badal who had first discussed the idea of exporting power to Pakistan during his visit to the neighbouring country in November 2012. Critics in India, however, are questioning the government’s proposal to sell electricity at a time when the country itself is facing acute shortage of power. There are many who also oppose the move on the ground that Pakistan has still not accorded the MFN status to India and continues to deny New Delhi transit access to Afghanistan. The MFN issue also is likely to come up at the meeting between the Commerce Ministers. UPA rural job scheme effective: Modi govt
New Delhi, July 20 What's more, the new government, while enlisting changes brought about after implementation of the UPA's scheme, has given a largely positive review of it. Replying to a question in the Lok Sabha on "whether development in rural areas and the standard of life of job cardholders had not been satisfactory despite heavy spending under the scheme," Minister of State for Rural development Upendra Kushwaha underlined following findings of various studies related to impact of NREGA works. 1 Increase in agriculture wages and enhanced bargaining power of rural poor. 2. Creation of environment friendly jobs. 3. Reduction in soil erosion and enhancement in soil organic matter. 4. Improvement in ground water table and agriculture productivity and cropping intensity. 5. Reduction in water vulnerability index, agriculture vulnerability and livelihood vulnerability. 6. Reduction in distress migration NDA is contemplating changes in the scheme to make it more effective. Kushwaha said the ministry had initiated action to further improve the quality and sustainability of works being created under the scheme. Jaitley, when he "renewed" the government's commitment to provide wage and self-employment opportunity in rural areas in his Budget speech, also specified that henceforth wage employment would be provided under MNREGA through works that are more productive, asset creating and substantially linked to agriculture and allied activities. He allocated Rs 33,364 crore for the scheme in spite of suggestions from a section within the party that the UPA' largesse be scrapped or at least reduced by converting it into a scheme. Senior party leaders say even though the aim is reduce the burden of subsidies, populist schemes like NREGA will have to be sustained. "It is difficult to take away something that has already been given," they say. The programme, assuring 100 days of guaranteed wage employment in a financial year to every rural household, has been subject to allegations of misuse and corruption. As per the government figures, between 2011 till July 14, 2014, Rs 14,99,467.84 lakh were released and Rs 11,81,264.31 lakh spent. |
10 deaths a month during sterilisation ops in last 3 yrs New Delhi, July 19 The data on sterilisation (tubectomies for women and vasectomies for men) surgeries, which the Ministry of Health recently submitted to Parliament, shows that between 2010-11 and 2013-14, at least 363 persons died during sterilisation operations and 14,901 surgeries failed. Analysis of the data reveals that there were 15,264 cases of deaths, failures and severe complications and Rs 50.76-crore compensation was given to affected persons or their next of kin in cases of deaths. This translates into an average compensation of a meager Rs 33, 255 per person who died or whose surgery failed during sterilisation. Rajasthan, Uttar Pradesh, Haryana, Maharashtra, Gujarat, Chhattisgarh and Assam lead the mortality and failure charts. The data serves as a grim reminder to poor management of the family planning programme which relies heavily on sterilisations, mainly of women. Male sterilisation continues to be low at a mere 4 per cent of the total figure annually. Statistics show that the management of sterilisation leaves much to be desired. "The other problem is the continued dependence on mass sterilization camps which doctors conduct in unhygienic conditions on poor women mostly without seeking their informed consent or telling them what such an operation entails," says activist Devika Biswas, who had two years ago petitioned the Supreme Court against mass sterilisation camps. The SC is hearing the matter which Human Rights Law Network is fighting. Experts say unsafe sterilisation camps which mostly target women are the root cause of deaths and failures in the family planning programme which is voluntary by law. The SC had in 2005 laid down guidelines for such camps but these are hardly followed. |

Heart attack — New enemy in ITBP camps
New Delhi, July 20 The paramilitary force, whose troops are largely deployed in inhospitable high altitude areas, has pressed the alarm bell on the worrying trend with ITBP chief Subhas Goswami writing to his field commanders along the borders and other locations, asking them to make changes in the present cooking style and eating habits of the personnel. In his communiqué, the ITBP Director General has issued instructions to cut down on the use of high cholesterol ghee and oil for cooking at border posts, battalion locations and in mess rooms of the force as he expressed concern over the high number of deaths due to heart-related problems. Officials said while 36 jawans had sudden death, including 16 cases of heart attack, in the first six months of this year, over 50 such cases were reported last year from various locations of the force, including places where the troops are deployed in plains. What got the force worried was that some of the heart-related deaths took place among the younger lot who had joined the mountain-trained force in the recent past, the officials said. The DG, they said, has now got issued a first-ever exhaustive recipe book which talks about preparation of healthy food with the minimal use of oil, spices and salt. Henceforth, ITBP kitchens will only prepare food as described in these latest manuals. Goswami, officials said, took the step after he was told that high calorie and oily food was taking a toll on the health of the personnel in the absence of a standard cooking guidebook in the force. Subsequent to this, a 69-page guide recipe book was prepared with the help of nutrition experts charting out the preparation of a balanced diet of vegetarian, non-vegetarian food and desserts by the cooks of the force.

Govt mulls resumption of Aadhaar-linked DBT scheme
New Delhi, July 20 "The government may restart the Aadhaar-linked direct benefit transfer (DBT) scheme as it has initiated the exercise to evaluate the efficacy of the scheme," a source said. Planning Commission and Unique Identification Authority of India (UIDAI), which implements the Aadhhar project, are jointly preparing a report on the Aadhaar-link DBT scheme. Source said the UIDAI and the commission's senior officials are visiting 300 districts spread across the country to study the impact of the Aadhhar-based scheme. The commission has been asked to submit the report on the Aadhaar-based DBT in these 300 districts before August 15, he added. Earlier on January 30, the UPA government had suspended the ambitious direct benefit transfer for LPG (DBTL) scheme, where consumers in 289 districts in 18 states got cash of Rs 435 per month in their bank accounts for purchasing cooking gas at market rate. The DBTL scheme was put on hold due to complaints that many were not getting the benefit in absence of either an Aadhaar card or a bank account- linked Aadhaar. The working of the UIDAI had come under scrutiny of the Supreme Court, which in an interim order, had observed that the identification number cannot be made mandatory for availing of benefits of the government's subsidy schemes. As per experts, the government would have to seek apex court permission to modify earlier interim order for resumption of the Aadhaar-linked direct benefit transfer scheme for making payment of benefits.

DRDO makes portable bridge; to help in rescue ops
Chandigarh, July 20 The bridge, which can span gaps up to 13.5 metre and has a pathway of 1.5 metre supported by hand rails, takes 2—3 hours to deploy. It is an adaption of the man-portable Mountain Foot Bridge (MFB) developed for the armed forces, which can bridge dry or wet gaps up to 35 meters, but with a much narrower pathway. Two such bridges were released for public use by Dr R Chidambaram, principal scientific adviser to the government, at a function organised in Dehradun last week, a DRDO spokesperson said. After the devastating flash floods in Uttarakhand last year, Dr Chidambaram and Avinash Chander, scientific adviser to the Defence Minister, had visited DRDO’s Research and Development Establishment (Engineers) at Pune, where it was proposed to develop a suitable footbridge similar to the Army’s MFB. The brief was to keep the cost of the bridge low. These bridges, costing Rs 6.5 lakh each, are easy to transport and deploy. The launch does not require accesses to the far bank or elaborate site preparations, making it an ideal choice in a disaster situation. ONGC operations at Bombay High ‘near normal’
Mumbai, July 20 In a statement released here, ONGC said all non-essential personnel on board the rig Sagar Uday were evacuated after gas began leaking from well being drilled. “Yesterday, early morning, gas flow was observed from the outermost casing annulus. The operation has been stopped for safety reasons. Fortyeight persons have been evacuated to nearby installations,” ONGC said. No one has been injured. There has been no damage to its facilities. The state-owned company said there was no blowout and efforts were on to plug the leak. According to the ONGC, there would be no impact on the production of oil and gas from this facility. Output at 3,10,000 barrels per day was near normal. The company has deployed five vessels, including two Multi-Support Vessels (MSVs), for support if required. According to ONGC, it was drilling a well from a platform called NF on the Bombay High North field when gas began to leak. |

Paswan blames hoarders for price rise
Patna, July 20 "It has been noticed that food and vegetable prices shoot as hoarders stockpile these commodities and make a kill by creating artificial shortage of such commodities despite its availability in the market," he told reporters here. Sudden price escalation has been seen in the case of vegetables such as potato, tomato and onion recently as the hoarders stocked up these items for two to three days to create artificial shortage, Paswan said. “Other factors such as rumours and media reports about likelihood of shortage of food and vegetable items also have been responsible for the price rise as hoarders act promptly and stock up these items for couple of days to reap windfall later," he said. He said the Centre had identified hoarding as one of the major reasons for artificial spurt in prices of food and vegetable produces. The Essential Commodities Act should be amended to raise imprisonment for hoarders from six months at present to a year, he said.

Guard held for rape attempt, murder of 35-yr-old in Lucknow Lucknow, July 20 Two policemen have been suspended for dereliction of duty and action would be taken against all those officials found guilty of allegedly circulating pictures of the woman’s nude and blood-stained body on social networking websites, Additional Director General of Police (ADGP) Sutapa Sanyal said. The accused Ram Sewak (38), a security guard, who was deployed at an under-construction apartment site, was arrested this morning for the brutal murder and attempt to rape of the woman, a mother of two, whose body was found inside a primary school in the Balsingh Kera area of Mohanlalganj tehsil in Lucknow on July 17, Sanyal said. According to the forensic report, “no sexual intercourse took place,” she said, adding that the victim had resisted an attempt to rape after the accused hit her multiple times using his helmet and caused injuries to her private parts. “During interrogation, Ram Sewak revealed that the woman was living near the under-construction apartment and was searching for a flat here, during which she came in contact with him,” Sanyal said. The accused had stolen a mobile phone and called the woman on the night of July 16 impersonating as Rajeev, the ADG said. After analysing the victim’s mobile number, it was revealed that she had left her house that night after receiving a call from him. “On July 16 night, the accused, impersonating as Rajeev, took the victim to Balsingh Khera on his bike and attempted to rape her,” Sanyal said. She said when the woman resisted, Ram Sewak hit her multiple times using his helmet and caused injuries to her private parts. When the woman began bleeding excessively, the accused fled from the spot. news analysis New Delhi, July 20 Antony had criticised the FDI hike from the existing 26 per cent terming it as a “threat to national security”. Chairing the first Defence Acquisition Council (DAC) meeting yesterday, Jaitley okayed projects worth Rs 21,000 crore. Most of these were initiated by Antony. Notably, the DAC okayed a project to allow private sector to produce military planes in collaboration with their foreign partners. The idea was first mooted by Antony in 2013 only to see protests from Praful Patel, the then Heavy Industries Minister. The protest sought to allow Defence Public Sector Undertaking (DPSU) Hindustan Aeronautics Limited also to bid for the project. Antony threw up the idea that DPSUs will not be automatically nominated as Indian partners for big-ticket purchases. He wanted to open up some manufacturing for private sector. Jaitley has also taken a decision to station 32 of the the naval variants of the advanced light helicopters (ALH) on Navy and Coast Guard ships. The copters on ships need rotors which can fold, allowing storage of the machine on deck. The HAL has developed a foldable rotor. The twin engine copter uses Snecma engines of France. HAL will provide spares and servicing, saving some foreign exchange. The ALH, light combat aircraft (Tejas), Arjun tank and indigenous artillery guns were Antony’s pet projects. Badaun rape case
New Delhi/Badaun, July 20 Drawing flak from the family of the victims for the delay in the exhumation process, the CBI has contended that the decision to exhume the bodies can only be taken by the three-member medical board and the agency can only facilitate the process. CBI sources said the panel had met on Thursday and decided to exhume the bodies on Sunday. Soon after the decision was taken, they approached the district magistrate to take permission which was granted. Graves were seen fully under water with red flags atop two poles to mark the area. The sources said the exhumation process is not likely in the near future as the levels of the river have risen. “We will wait for the water to recede,” sources said, adding heavy machinery sought from the Uttar Pradesh Bridge Corporation will also be of not much help. They said with heavy rains predicted in Uttarakhand, there is no likelihood of river levels coming down in the near future and if the conditions remained like this, the agency may have to wait for months to carry out the process. Bangalore rape case: Skating instructor held Bangalore, July 20 “The police arrested Mustafa (31), who hails from Darbhanga district of Bihar, and has been staying in Bangalore for the past 20 years,” said Kamal Pant, ACP, Law and Order. City police commissioner Raghavendra Auradkar told mediapersons that Mustafa’s laptop contained obscene pictures and videos of children. These videos were downloaded from the internet. “Earlier, Mustafa was employed at another school. Though there were no written complaints against him, he had betrayed such tendency (of child molestation) there also,” Auradkar said. He said he was now in police custody and would be produced before a magistrate tomorrow when the police would seek further police remand for his extended interrogation. It is the first arrest in the incident which occurred on July 2 and came to light on July 14 after a police complaint was lodged. On others allegedly involved in the incident, Auradkar said he would not like to disclose anything further regarding the progress of the investigation at this point of time. “The investigating officer has not given out the specific evidence in the interest of investigation. The discovery of videos on Mustafa's laptop can lead to more specific evidence,” said Pranab Mohanty, ACP (Crime). This incident and the alleged rape of a 22-year-old woman in a car here on July 10 have led to an outpouring of public anger. While the Opposition has been spewing venom at the government on the issue inside the Assembly which is now in session, the BJP Minority Morcha also staged a demonstration demanding the arrest of guilty and punishment for the school management for not taking prompt action. Poor intel hurting security forces in Naxal-hit areas New Delhi, July 20 Last year, 115 security force personnel and 100 Naxals were killed. In 2012, 114 security force personnel lost their lives while battling Naxals, whose figure stood at 74. In 2011, again the security forces were at the receiving end with the loss of 142 personnel, while 99 Naxals were killed. Inadequate intelligence has been one of the root causes for the high number of casualties of security forces. “We may have the best weapons, but if we don’t know whom to use it against, what is the point of having it. Jiske pass intelligence hain woh sikandar hain (those who have intelligence are the winner). It is the biggest weapon and a force
multiplier,” said a source. On March 11 this year, about 300 Naxals had ambushed a 48-member contingent of the Central Reserve Police Force (CRPF) and the police near Tongpal, Chhattisgarh. Eleven CRPF and four Chhattisgarh Police personnel, besides a civilian, were killed. Intelligence failure was evident. Following the Tongpal attack, CRPF’s Director General Dilip Trivedi said the human intelligence was not forthcoming in that area. The intelligence department of the CRPF was set up at least two years ago. Currently, they are mostly dependent on the intelligence gathered by the state police and the Intelligence Bureau. Less than two months ago, the Ministry of Home Affairs, had done an analysis on the Left Wing Extremism (LWE) situation in India. The analysis revealed that the intelligence apparatus of the state police is not strong. Sources said even the State Intelligence Bureau (SIB) did not have the adequate expertise to gather human intelligence and analyse Naxal incidents by infiltrating into the Left-wing

New Delhi, July 20 The Congress’ deputy leader in Lok Sabha charged the Narendra Modi government with being “petty” and “unfair” to the Congress in not granting the official Leader of Opposition’s post and feared that key appointments like that of Central Vigilance Commissioner and others would not be made fairly. “The Congress has formally written to the Speaker for over 10 days now, but she is yet to give her decision. I wonder what is delaying the decision. The delay raises fears that her decision may be influenced by the government,” the former Punjab Chief Minister told PTI.
