Kaithal, July 19 “Tusi kaun ho bhai sahib, kinu milna hai, kitho aaye ho, ki naam hai (who are you, brother? Whom do you want to meet and from where are you? And what’s your name?),” a turbaned man with grey beard, standing near the main gate, fired these questions on this reporter when he asked the way to the room of gurdwara manager. But when this reporter gave his introduction in Punjabi, Kulwant singh, a SAD worker from Barnala district, said: “Aasi sochiya kite Haryana CID wale ho (we thought you are from the Haryana CID wing).” More than 150 SAD workers from Sangrur, Barnala and Malerkotla along with six SGPC members are camping in the gurdwara to thwart any attempt of the Haryana Police and the HSGPC to take its possession. Several SAD workers and leaders are also camping at Gurdwara Sahib 9th Patshahi, Jind, and Gurdwara Dhamtan Sahib. But most of them are on the move and their strength keeps on changing to avoid any problem with the local police and intelligence officers.
Nada Sahib gurdwara turns fortress
Nada Sahib (Panchkula): The situation is no different at Gurdwara Nada Sahib. SGPC leaders are continuously addressing gatherings in a convention hall of the gurdwara, while the local police in plain clothes stand guard in and around here. All roads leading to the shrine have strong pickets of police personnel with the riot-control vehicle around the gurdwara. Sucha Singh Langha, a member of the SGPC core committee, claims that it was a ‘Dharma Yudh Morcha’ and they would fight to the end.
Buzz at Yamunanagar gurdwara
Yamunanagar: Gurdwara Pahli (first) and Dasvi (10th) Patshahi” in Kapal Mochan village here is buzzing with activities. Senior Akali leaders, including ex-Education Minister Upenderjit Kaur, and many SGPC men are camping on the gurdwara premises.

Chandigarh: Congress Deputy Leader in the Lok Sabha Capt Amarinder Singh on Saturday took a strong exception to the Union Home Ministry asking the Haryana Governor to reconsider his assent to the Act passed by the state Assembly. He said the Home Ministry's act amounted to constitutional impropriety. "You don't order a Governor, who is the constitutional head of the state, to withdraw his assent to a law passed by the state legislature", he said.

Surjewala picks holes in MHA

Chandigarh, July 19 Surjewala explains that the stance of Central Government is in “total negation of rights of Legislature of Haryana flowing from Articles 245 and 246 of Constitution”. He said the Haryana Assembly enacted the HSGM Bill, 2014, in accordance with provisions of Section 72 of the Punjab Reorganisation Act, 1966, by virtue of which Punjab, Haryana, HP and Chandigarh were carved out as separate identities with divisions of institutions, assets and other allied matters. Surjewala said Haryana, as the successor state of erstwhile joint state of Punjab, was within its right to constitute a separate body through an Act to manage Sikh shrines in its jurisdiction.

Chandigarh, July 19 Congress leader Bir Devinder Singh, who started his political career as an activist of the All India Sikh Students Federation in 1960s, said: “It is time for the SAD to introspect than to launch a
morcha”. After Haryana, why are Sikhs in Chandigarh and other states asking for separate gurdwara committees? he asked. The SAD leadership and the SGPC’s failure to take the Sikhs along was responsible for such a demand, he said, adding that the SAD had abandoned the demands such as transfer of Chandigarh, Punjabi-speaking areas and enactment of the All-India Sikh Gurdwara Act long ago. Its leadership has even failed to raise voice against the change in original character of the Chandigarh by its administration over the years, he said. Punjab Pradesh Congress Committee president Partap Singh Bajwa alleged that Badal was trying to vitiate the atmosphere in the region by reverting to the morcha politics. It seemed he had not learnt any lesson from the decade-long turbulence that this border state was pushed into by him. He alleged that Badals were exploiting the SGPC for their vested political interests. Bajwa asserted Haryana Chief Minister Bhupinder Singh Hooda had only responded to the aspirations of the Sikhs from his state.

SAD to hold world Sikh meet on July 27
Chandigarh, July 19 Sources said the members were of the view that the matter could not be taken lightly after the Union Ministry of Home Affairs asked the Haryana Governor to withdraw his assent to the Bill and if need be, the party would organise "morchas". It was decided that CM Parkash Singh Badal would lead the agitation, while Deputy CM Sukhbir Singh Badal will run the affairs of the state. The Akali strategy, it seems, is to maintain pressure on the NDA government to act and revoke the Haryana Sikh Gurdwara (Management) Bill, 2014. By calling a meeting of Sikh leaders from all over the world at Darbar Sahib in Amritsar, the Akali Dal is seemingly trying to polarise Sikhs and make it a "Sikhs versus Congress" issue. So far, the party has been isolated on the issue of creation of a separate gurdwara management body in Haryana and has failed to find much support from either Sikhs within the country or from abroad.

Mulayam draws flak for saying rape cases lowest in UP
New Delhi/Lucknow, July 19 “You are talking about UP. It has a population of 21 crore. If there is any place which has the lowest number of such (rape) cases, it is UP,” Yadav said replying to queries from reporters in Delhi on the rape and murder of a young woman in Mohanlalganj area of Lucknow. The remarks by the SP supremo were latched on to by the Opposition which said they had exposed the “insensitivity” of the Samajwadi Party (SP) government. The SP chief had earlier also sparked controversy when he questioned the death penalty for rape, saying “Ladke, ladke hain; Galti ho jaati hai (Boys are boys. Mistakes happen sometimes)”. Union Minister and BJP leader Smriti Irani said it was unfortunate that such remarks had come from a prominent leader like Yadav and asked the state government to take strict action to check crimes. “The state government had come to power promising to combat crime but instead it has been rising. It is unfortunate.... Law and order is a state subject. I can only say that the state government should ensure that the laws are not restricted to books but are implemented on ground so that the people of the state get some relief,” she said in Amethi. UPCC president Nirmal Khatri said Yadav’s statement only highlights his insensitivity toward crimes, specially those against women. “Such crimes take place during the Samajwadi Party government because it gives shelter to those involved in wrong deeds. “The incidents in Badaun and Mohanlalganj have taken place because of the insensitivity of the government,” he said in Lucknow and alleged that “upright” officials were being harassed and transferred from one district to another. Congress leader Rashid Alvi said that even one such case was shameful. “The state government should try that not even one case occurs as it sends a wrong message in the country,” he said. National Commission for Women member Shamina Shafiq said UP leaders “just have to read newspapers” and they will know the number of rape cases in the state. She said while only a few are highlighted, may are reported from the districts.

Fireman’s kin refuse to take body, relent later after demands accepted

Mumbai, July 19 Earlier, Shubhangi refused to take the fireman’s body even after Fire Department officials paid tributes to him at the Byculla fire station. She alleged that the authorities had betrayed him. “My husband was literally thrown into the flames and left to die. He was not provided necessary equipment such as gumboots and gloves. He often spoke of how fire brigade personnel were short of necessary equipment,” Shubhangi told reporters after the official ceremony. She demanded a written assurance of the compensation from the government for education needs of their daughters aged 2 and 6. So far, Mumbai’s mayor Suresh Prabhu has announced a compensation of Rs 15 lakh for Yewlekar’s family. “We have offered Shubhangi a job for on compassionate grounds depending on her educational qualification,” said Sunil Nesrikar, Deputy Fire Officer. Officials demand changes in building code: The city’s fire officials are demanding that changes be made in the building code so that putting up glass façades in buildings are strictly regulated. Parents accuse police of inaction

Bangalore, July 19 The angry mob also tried to ‘gherao’ Bangalore (City) Police Commissioner Raghavendra Auradkar, but he quickly boarded his Innova and left the place. “Shame, shame Auradkar,” shouted the protesting parents. The agitators gathered at the ground behind the HAL police station at Bangalore’s Old Airport Road to protest against the alleged rape of the six-year-old on the premises of Vibgyor High School on July 2. Parents of children studying in other schools of the city also joined the protest today. They marched through the streets — from Vibgyor High School to the HAL police station — in a long queue and held banners reading anti-rape slogans. Parents scared of sending their child to school also demanded justice and strict punishment for the culprits. As agreed, the protesters were to submit a memorandum to the Police Commissioner today, but he was not present when the parents reached the designated place. After frantic calls by ACP (Law and Order) Kamal Pant Joint CP (Law and Order) and KV Sharat Chandra, the Police Commissioner reached the ground behind the HAL police station. Addressing the noisy and emotionally-charged crowd, Auradkar said the police were trying to solve the case. The complaint was registered with the police after much delay, he said, adding that the incident took place on July 2 but it was reported on July 14. But the Police Commissioner’s appeal fell on deaf ears. The protesters wanted the arrest of culprits at the earliest. |

Monsoon in plains brings temporary relief
New Delhi, July 19 According to the IMD, the south-west monsoon has been vigorous over Himachal Pradesh, Uttrakhand and Gujarat region and active over west Uttar Pradesh, west Madhya Pradesh, Saurashtra and Kutch and coastal and south interior Karnataka. Till July 24, the monsoon will be active along the west coast, central and east India and along the foothills of Himalayas. However, the activity would be weak for south interior parts of Peninsula and extreme north-western parts of the country. However, people can expect relief from searing heat as temperatures are expected to cool down. After its arrival around 15 days back, the monsoon system had weakened without bringing much rains to the northwest. After its revival last week, the weekly rainfall for the country as a whole this week was 15% below normal as against 41% in the last week. The seasonal rains are likely to continue in an active phase especially over many parts of east and central India, Gangetic plains and adjoining foothills and along the west coast. Near normal rainfall would occur over north-eastern states and west India. Rain/thundershowers yesterday occurred at most places in Jammu and Kashmir, Himachal Pradesh, Uttrakhand, Punjab, Haryana and Delhi, Uttar Pradesh and east Rajasthan and at isolated places over west Rajasthan. Temperatures also ruled below normal by 2 to 3°C at a few places in Himachal Pradesh, Punjab, Haryana and Delhi, east Uttar Pradesh, bringing down the deficit in the region.

Badaun rape case
Badaun (UP), July 19 Following the advice of three-member medical board, the CBI started the process to exhume the bodies this afternoon as the rising river level threatened to submerge the graves, CBI sources in New Delhi said. However, after efforts of nearly three hours when divers looked for the graves in eight-foot deep water, the agency had to abandon the process for today, they said. “The exhumation process has been suspended due to rain and the rising water level in the
Ganga. The district administration is contacting UP Bridge Construction Corporation for advance equipment," CBI spokesperson Kanchan Prasad said. The medical board and a CBI team are camping in Badaun and will review the situation tomorrow before proceeding to exhume the bodies, CBI sources said. Executive Engineer of flood division DK Jain said in Badaun he did not see any possibility of the operation to exhume the bodies resuming tomorrow.

Uddhav says Rane needs consolation
Mumbai, July 19 He was speaking after Rane aide Ravindra Phatak, a Congress corporator from adjoining Thane joined Shiv Sena along with six other Thane Congress corporators. On Friday, Rane had hit back at Uddhav for his “not welcome in saffron camp” remark and asserted a “real” politician has vacancy everywhere. Rane had said Uddhav had no moral right to comment on his future political plans. “Shiv Sena is a leaderless party. A person like Uddhav who can’t handle his own outfit should not comment on others. Those who fear my shadow should not criticiZe me,” he had said. Asked to comment on Rane’s virulent attack against him, the Shiv Sena chief said, “I think he needs consolation.” To a query on whether the entry of Phatak into Sena was an attempt to weaken Rane, Uddhav said, “Phatak and others were marginalized in Congress and so they decided to join Sena.” Phatak, considered a trusted lieutenant of Rane, said he felt “marginalised” in Congress. “I joined Congress along with Rane but the party did not do justice to me and others,” he said.

New Delhi, July 19 “Life-threatening diseases should be accorded priority and cases should be decided on need and merit,” the PM was quoted in a statement by the PMO. Besides providing immediate assistance to families of those killed in natural calamities and victims of major accidents and riots, relief is provided to people for medical treatment for cancer, and kidney transplantation.
