Revolt erupted in the Congress in the states of Maharashtra and Assam when two senior ministers today quit the party governments opposing their Chief Ministers.

Maharashtra’s Industries Minister Narayan Rane formally resigned from Chief Minister Prithviraj Chavan’s Cabinet. After submitting his resignation to Chavan this afternoon, Rane told reporters that he had quit as he had not been made Maharashtra CM.

In Assam, in the wake of Congress high command ignoring the Sunday deadline set by dissident MLAs in Assam to remove Chief Minister Tarun Gogoi, the leader of the rebel MLAs, Himanta Bishwa Sarma today resigned as the health and education minister seeking Gogoi’s ouster.

He submitted his resignation to Governor J B Patnaik. Sarma was accompanied to Raj Bhawan by 28 dissident MLAs.

“Yes I am angry. Nine years ago when I joined the Congress I was told that I would be made CM in six months. But the promises were not kept,” Rane said.

Blaming Chavan for the defeat of the ruling coalition in the Lok Sabha elections, Rane accused the CM of being indecisive. “Decisions were not taken on time and when some decisions were taken they were not

implemented,” Rane said.

Hitting out at the state leadership, Rane said the Congress was headed for defeat in the forthcoming Assembly elections as well.

“Another reason I have quit is because I don’t want to be a partner to the Congress party’s defeat in the Assembly elections,” Rane said.

A former chief minister during the Shiv Sena-BJP government in the state, Rane said he was not resigning from the Congress. “The CM has told me that he will speak to Sonia Gandhi and get back to me. I will announce my next move after that,” Rane said.

Shortly after Rane announced his resignation, state government sources said Chavan was yet to accept his resignation. The CM is said to be in touch with the party’s central leadership before deciding on the matter, sources said.

The Congress has total of 77 MLAs in the 126-member Assam Assembly and dissidents claim support of at least 35 of them. Sarma has been a minister for 13 years after the Congress came back to power in Assam in 2001 Assembly polls.

After quitting as the minister, Sarma said, “From now onwards we (he and his supporter MLAs) would continue to try dislodging CM Gogoi by opposing him within the party fora and without toppling government which belongs to Congress workers.”

“We (dissident MLAs) will play the role of constructive opposition in the Assembly, but obey party whip whenever there is one. We don’t have the confidence in Gogoi but we are bound by party discipline. As long as Congress president Sonia Gandhi does not remove him, we can’t do anything but register our protest this way. In 2016 polls Congress will not come to power if inefficient Gogoi remains the CM,” he said.

Sarma said he was called to Delhi by a very senior party leader (not C P Joshi or Ahmed Patel) on Saturday and told that the CM would not be changed for the time being and asked to work together with Gogoi.

“I then asked for a mechanism to be put in place to work with Gogoi. Then I was told that CM would call me. So, I went to meet Gogoi on Sunday after he had called me. During discussions I found that Gogoi had no concrete plan to revive the party before 2016 Assembly polls and made strange proposals like reshuffling the minister every four months. I then decided that it would not be possible to remain minister under him mentally, physically and politically,” Sarma said.

Meanwhile, Chief Minister Tarun Gogoi said, “I was completely taken aback when I came to know that Himanta Biswa Sarma had gone to meet the Governor on Monday as he had met him on Sunday evening at his official residence and had also promised to come back for further discussion along with some MLAs.”

Gogoi made it clear that he didn’t suggest reshuffle of his ministry after every four months to Sarma. “How can one change a ministry after every four months? This allegation has no basis”, Gogoi said.

  Govt to decide on Civil Services exams in 2-3 days

New Delhi, July 21
A decision on whether or not to change the pattern of the Civil Services examination will be taken by the government within two-three days, Union Minister Jitendra Singh said today.

“The government will decide on the issue within another 2-3 days. Whatever decision we take, we will take Prime Minister Narendra Modi and Union Public Service Commission (UPSC) into confidence,” Singh said.

The Minister of State for Personnel, Public Grievances and Pensions had earlier urged the UPSC, which conducts the examination to select IAS, IFS and IPS officers among others, to postpone the preliminary exam in view of demands for changes in the exam pattern raised by various aspirants.

The Civil Services (Preliminary) Examination 2014 is scheduled to be held on August 24. A three-member committee is looking into the demands of the aspirants who have been demanding that the pattern for the Civil Services Aptitude Test (CSAT) be changed to give level-playing field to those coming from rural areas.

They had recently held protests in various places in the national capital in support of their demands including that to postpone the date of prelims examination. There are two compulsory papers of 200 marks each in the preliminary examination. These papers are also known as CSAT I and CSAT II. — PTI

West Bengal Chief Minister Mamata Banerjee today called for a movement against the BJP, CPI (M), Congress, and other communal forces. She stated this while addressing the Martyr’s Day rally, which threw traffic out of gear in the city. Lakhs of people from the districts converged in the city to participate in the rally, which was also billed as thanksgiving for the party’s success in the state in the General Election.

She said there was no room for BJP and other communal forces in Bengal. She claimed that the BJP, which had two MPs in Bengal, would be routed out from the state.

The rally also saw the switching over of four MLAs —- three from the Congress and one from the CPI (M) to the TMC in Banerjee’s presence, apart from hundreds of local leaders and workers from Opposition parties.

In her 45-minute speech, she reminded the partymen of their duties and responsibilities towards the people, who supported the TMC vigorously by ousting the CPI (M) which had been in power for 34 years since 1977.

She also narrated the achievements of her government and announced future development plans and programmes, which would be completed before the next Assembly elections in 2016.

Martyr’s Day is being observed on July 21 in the memory of 13 Youth Congress activists who died in police firing in 1993.

Urging the warring Israel and Palestine to come to the negotiating table and look to implement the peace plan as prepared by Egypt, the government today asserted that India’s policy on Palestine issue remains unchanged and it would not take sides over the Gaza conflict as the Congress-led Opposition staged a walk-out in the Rajya Sabha demanding a resolution on the issue.

As the government forestalled a resolution on the issue as demanded by the Opposition, External Affairs Minister Sushma Swaraj said the House should not be divided and should condemn violence the world over.

Hitting out at criticism of the NDA government over its stance on the Gaza conflict, Swaraj also clarified that there is no change in the Narendra Modi government’s foreign policy with regard to Israel and Palestine and it believed in good relations with both.

“There is absolutely no change in India’s policy towards Palestine, which is that we fully support the Palestinian cause while maintaining good relations with Israel,” the minister said and emphasised that this policy has been in vogue through various governments, including those of the Congress, the BJP and coalition governments headed by Deve Gowda and I K Gujral.

She was replying to a short-duration debate on Gaza situation during which the Opposition condemned the violence in Gaza, pressed for adoption of a resolution, demanded suspension of all military purchases from Israel and wanted India to raise the issue at the UN.

Rejecting Opposition demand for a resolution, Deputy Chairman P J Kurien said the rule 176 under which the discussion took place does not provide for a resolution or motion of any kind. Besides, he pointed out that the government was not agreeable to a resolution or motion of any kind and there was no consensus, because of which he could do nothing.

Later, almost the entire Opposition, which had stalled the House last week by pressing for a discussion on the issue, staged a walkout. BJD, however, did not join them.

Responding point-by-point to the issues raised by the Opposition members, the External Affairs Minister asked how could the members accuse the government of not speaking on the issue as on July 15 India had reacted to it in a joint statement issued at the BRICS summit in Brazil.

“On July 15 we gave our reaction on the BRICS platform and the statement came in for praise, there was no shortcoming in it,” said Swaraj. Prime Minister Modi attended the BRICS - Brazil, Russia, India, China, South Africa - Summit in Brazil July 15-17, where a joint statement condemning the violence in Gaza was released.

Opposition parties today condemned the violence in Gaza and persisted for adoption of a resolution by Parliament against it. They also demanded suspension of military purchases from Israel.

At the end of the debate, members of the Opposition walked out despite External Affairs Minister Sushma Swaraj’s repeated appeals to members of the Opposition Benches that the Rajya Sabha should not be divided, but instead send a message that wherever there is violence, it is condemnable. Both Israel and Palestine should accept Egypt’s offer of peace talks, Swaraj said, asserting that India’s policy on the Palestine issue remained unchanged. CPM’s Sitaram Yechury said Israel was the biggest supplier of arms and ammunition to India. — TNS

  Manipur man beaten to death in Delhi

New Delhi, July 21
A 29-year-old Manipuri man succumbed to injuries after he was allegedly beaten up by five men in south Delhi's Kotla Mubarakpur locality today. The deceased has been identified by the police as Akha Salauni, who belonged to the Senapati district of Manipur.

During the incident, Salauni was accompanied by his friends, Kazahiirii Dihe (25), from Manipur and Nagendra Sharma (40), from Bihar. Dihe and Sharma had fled the spot as the victim was being beaten up by five men and informed the police. A case under sections 302 (murder) and 34 (acts done by several persons in furtherance of common intention) of the IPC has been registered. On Monday evening, the police apprehended three of the accused, Sanjay Basoya (24), Shakti Basoya (21) and Raju alias Bittu (25), who are residents of Garhi area of south Delhi's Lajpat Nagar locality. The other two accused are at large.

The incident was reported to the police around 2.47 am today. Dihe told the police that he and his two friends were attacked outside a shop at Nehru Road of Arjun Nagar.

A police team from the station reached the site and found Salauni in a pool of blood. He was taken to the AIIMS Trauma Centre in south Delhi, where he succumbed to injuries around 3.10 am. The police recorded the statements of Dihe and Sharma. Dihe has not mentioned racial abuses by the attackers. Sharma said the attackers bypassed him and attacked Salauni, raising suspicions that they might be targeting the north-east men only.

Union Minister of State for Home Affairs Kiren Rijiju visited the victim's sister Julet at the AIIMS and said that it seemed like the entire incident was pre-planned.

Now it is up to Information and National Heritage Minister Pervaiz Rashid, who had received an order from Prime Minister Nawaz Sharif earlier this week about designating the house as a heritage, to resolve the conflict because the Department of Archaeology is a national heritage wing of his ministry.

Information and National Heritage Secretary Mohammad Azam, who did not appear to be aware of the reply given by the department, said officers concerned were already in Peshawar to work on the proposed project and prepare a report on how to go about it.

In a letter to the ministry, the archeology department said the house was situated in a highly congested area and could not be easily accessed through a street that was as narrow as six feet and 33 feet long, making the approach difficult for visitors.

“The house is totally unsuitable for conversion into a museum or library being very small and congested,” it said, elaborating that the house of three to four rooms was not protected under the Antiquities Act of 1975 either.

It also said the owner had demanded Rs 80 million for the house in 2013, which is many times higher than the market price. Arguing against sustainability of the project, the department said the price was too high to purchase the house for the very purpose it was being acquired for.

The letter said: “The Information, Public Relations and Culture Department, Khyber Pakhtunkhwa, has termed it wastage of taxpayers’ money.” A source in the heritage ministry said even after its acquisition, significant funds would be required for its preservation and transforming it into a museum or a library, besides a huge recurring expenditure. “The purpose for which all this is being done will not be fulfilled.”

Auradkar has been transferred with immediate effect and posted as Additional Director General of Police of Karnataka State Reserve Police. The step came amid continuing protests over the alleged rape of the girl.

The city police chief had come under severe criticism over the handling of the issue and faced public ire with protesters demanding answers for the delay in arresting the culprits involved in the incident which had evoked outrage.

The incident at Vibgyor High School had happened on July 2 and the first arrest of a skating instructor employed with the school was made yesterday, six days after the police complaint was lodged.

Recently, a 22-year-old woman was also allegedly raped when she was with her friend in a car. A 16-year-old girl was also allegedly raped inside a Christian seminary. MN Reddy, Additional Director General of Police (Law and Order), has come in place of Auradkar.

The Uttar Pradesh Governor's statement comes after Samajwadi Party supremo Mulayam Singh Yadav stirred up a controversy earlier with his statement that even with 21 crore people in Uttar Pradesh, the number of such cases were the least in the state.

  Principal held for thrashing 3 visually impaired students

Hyderabad, July 21
In a barbaric incident, a visually challenged principal of a private school for blind allegedly beat up three visually challenged boys in Kakinada town of Andhra Pradesh, district officials said today.

The incident, which took place two days back, came to light today after local TV channels showed a video footage of the incident in which the principal was purportedly shown “mercilessly” beating up the boys with a stick, they said.

The footage also showed the principal pushing one of the boys to the wall and was seen assisted by another person in the act.

The school principal, identified as Srinivas, and another person, school’s secretary KV Rao who assisted in the act, have been arrested based on the complaints by the parents of the students, East Godavari District Collector Neetu Kumar Prasad told PTI over phone.

The district administration has taken over the private school to run it as of now, she said.

Taking note of the incident, the Collector, who along with senior officers visited the school, ordered an inquiry into the incident and the teshildar concerned has been asked to carry out a detailed inquiry and submit a report.

“Once the report is submitted we will take necessary action against those involved in the incident,” Kakinada Revenue Divisional Officer (RDO) B R Ambedkar.

According to preliminary information, the principal resorted to beating up the students for their “indiscipline” as they played outside the school premises, the RDO said, adding that an inquiry was on.

National Commission for Protection of Child Rights chairperson Kushal Singh has asked for a report from the state government in the matter. “It is definitely brutal. It is something which all of us need to be ashamed about," Singh said. — PTI

 Safety net in place to avert grid collapses, says govt

The government today assured the Rajya Sabha that a safety plan was in place to avert power grid collapses.

Measures are also being taken to strengthen the inter-state and inter-regional transmission capacity to overcome outages. Replying to questions, Power Minister Piyush Goyal said: “The Indian Electricity Grid Code (IEGC) issued by Central Electricity Regulatory Commission (CERC) contains the details of administrative and technical steps, including safety plan to monitor functioning of the power grids to avert collapse.”

“Various defence plans include, inter-alia, islanding schemes, under-frequency relays, special protection schemes, and automatic demand management schemes for secure grid operation,” said Goyal.

The overall operation of the inter-regional grids is supervised by the National Load Despatch Centre (NLDC) and the operation of the regional grids is supervised by the Regional Load Despatch Centres (RLDCs), the minister said.

“The funds for functioning of NLDC/RLDCs are collected from various power utilities as per the Central Electricity Regulatory Commission (Fees and Charges of Regional Load Dispatch Centre and other related matters) Regulations, 2009,” he said.

Further, the power system development fund (PSDF) which has recently been operationalised would also be used to implement various protection schemes for grid security, he added.

Replying to a question on power shortage, Goyal said, “The reason for shortfall in power inter alia is less generation due to fuel shortage in some power plants, Low Plant Load Factor of some of the thermal generating units, transmission and distribution constraints, less hydro generation because of poor monsoon in some areas”.

He also said High Aggregate Technical and Commercial (AT&C) losses of state discoms and poor financial health of state utilities was responsible for shortfall in power.

The steps being taken to overcome the power shortages are acceleration in generation capacity addition during 12th Plan with a proposed target of 88,537 MW from conventional sources and 30,000 MW from renewable energy sources.

It also includes undertaking a massive programme for strengthening of inter-state and inter-regional transmission capacity, he said. Goyal said a new scheme has been announced for strengthening of sub-transmission and distribution networks besides undertaking segregation of agricultural feeders and expeditious resolution of issues relating to environmental and forest clearances for power projects.

“The JD(U) state executive has taken a decision to fight the bypoll for 10 Assembly seats next month together with the RJD and the Congress,” he told reporters.

“The party has authorised state president Basistha Narayan Singh to initiate talks with parties opposed to the BJP to unitedly fight the bypoll in August end,” said Kumar. Kumar, however, said he was yet to hold talks with RJD president Lalu Prasad in this regard.

Bihar JD(U) president Basistha Narayan Singh separately told reporters about the decision to fight the bypoll with the RJD and the Congress. “I am going to Delhi tonight and may talk to leaders of these parties,” he said. — PTI

  36% teaching slots vacant in 16 IITs

New Delhi, July 21
The Central Government on Monday said 36.5 per cent and 40.8 percent of teaching positions were vacant in the country's 16 IITs and 30 NITs, respectively.

"There are 36.5 per cent and 40.8 per cent vacancy in teaching positions in 16 IITs (Indian Institutes of Technology) and 30 NITs (National Institutes of Technology) , respectively," Human Resource Development Minister Smriti Irani said.

"The reasons for faculty shortage are due to retirement, resignation, increase in students' intake and non-availability of qualified candidates for taking up teaching assignments," the minister said in a written reply in the Rajya Sabha.

She said the institutes have been taking various initiatives to "attract outstanding candidates for faculty positions".

"Some of these measures include year-round open advertisements, holding of selection committee meetings through video conferencing, invitation to alumni, scientists and faculty to reach out to potential candidates, advertisements in international journals, outstanding young faculty awards," she said.

She said as regards NITs, the institutions are engaging contract and adjunct staff as well as using the online mode of teaching to overcome these shortages.

"Moreover, faculty in NITs has now been given pay parity with faculty in IITs with a view to attract quality faculty," she said.

She said with a view to make it possible for foreign faculty to join the institutes, the ministry of home affairs has "reduced the salary limit for employment visa to foreign faculty from $25,000 to $14,000". — IANS

 Army Chief visits Western Command headquarters

Chief of the Army Staff General Bikram Singh yesterday arrived here on a two-day visit to Headquarters Western Command, Chandimandir.

He was briefed by Lt General Philip Campose, General Officer Commanding-in-Chief, Western Command, on operational aspects pertaining to areas of responsibility of the command. He was apprised of training initiatives being taken by the command to enhance the operational effectiveness especially with regard to counter terrorist operations.

The Army Chief, who is superannuating at the month-end, interacted with the veterans residing in the tricity as well as commanders and other officers of the command. He also addressed all officers of the command and exhorted them to continue working hard and maintain the highest standards of operational, training and administrative activity.

He today paid homage to martyrs and laid a wreath at the Veer Smriti war memorial.

General Bikram was accompanied by Army Wives Welfare Association (AWWA) president Bubbles Singh, who interacted with ladies, including veer naris.

Pays obeisance at Takht Sri Kesgarh Sahib

General Bikram and his wife Surjit Kaur today paid obeisance at Takht Sri Kesgarh Sahib at Anandpur Sahib.

He said he was here to thank god for his successful completion of tenure as the Army chief.

While talking to mediapersons, he said he did his best for the forces since he took over as the Army chief on May 31, 2012.

The period of two years was meant to bring about a change in the force. This, however, was a continuous process and his successor would look after the remaining things, said the General.

He, however, refused to reply queries on the reports of ceasefire violations by Pakistan stating that he was on a religious visit.

  NDA seeking views of parties on judicial commission

New Delhi, July 21
The NDA government is seeking the views of various political parties and eminent jurists to set up a Judicial Appointments Commission (JAC), which seeks to scrap the present system of judges appointing judges, the Lok Sabha was informed today.

Law Minister Ravi Shankar Prasad said a Constitutional Amendment Bill to set up the proposed commission had lapsed following the dissolution of the 15th Lok Sabha and an accompanying Bill was pending in the Rajya Sabha.

"The government is seeking the views of various political parties and eminent jurists on the proposal for setting up of a Judicial Appointments Commission," he said in a written reply.

An earlier effort by the NDA government to replace the collegium system in 2003 did not succeed. The then NDA government had introduced a Constitution Amendment Bill, but the Lok Sabha was dissolved when the Bill was before a Standing Committee. Finance Minister Arun Jaitley was the Law Minister then.

Parliamentary nod to the Judicial Appointments Commission Bill had eluded the UPA government despite it agreeing to the demands by jurists and the BJP to grant constitutional status to a proposed commission for appointment and transfer of judges to the higher judiciary to ensure that its composition cannot be altered through an ordinary legislation.

According to the UPA Bill, while new Article 124 A of the Constitution will define the composition of JAC, Article 124 B will define its functions. — PTI

  WTO Bali pact: Cabinet to finalise India’s stand 

New Delhi, July 21
Amid sharpening differences between India and developed world on WTO issues, the Union Cabinet headed by Prime Minister Narendra Modi will finalise this week New Delhi’s stand on Bali agreements, including ratification of the trade facilitation pact.

The Cabinet meeting on Wednesday comes close to the July 31 deadline for ratification on protocol of trade facilitation agreement (TFA).

India has vehemently opposed the process of implementation of the WTO’s Bali agreements which include TFA, permanent solution on India's public stock holding of foodgrains for its food security programme and issues pertaining to least developed countries (LDCs).

The final protocol for the TFA, which is dear to the developed world including the US and Australia, was concluded by the WTO members but "no single meeting" has happened on India's food security related issues, a senior commerce ministry official said. "India do not trust the intentions of the developed countries. There are examples in the history for not trusting them. India's stand will now be decided by the cabinet," the official said. — PTI

  Coal scam: CBI examines former PM adviser Nair

New Delhi, July 21
The CBI has examined TKA Nair, adviser to former Prime Minister Manmohan Singh, in connection with its probe into alleged irregularities in the allocation of coal blocks when Singh was also holding the charge of coal ministry.

CBI sources said Nair was examined twice last month when the agency wanted some clarifications on his responses given earlier this year.

Sources said the CBI had sent a detailed questionnaire seeking his responses on the alleged irregularities to which he had provided his replies early this year.

Replies of Nair were sought on delay in auctioning of coal blocks, missing coal files and events leading to the Talabira coal block being given to Hindalco in which the CBI has registered a case against then coal secretary P C Parakh and chairman of Aditya Birla Group Kumar Mangalam Birla.

They said on the analysis of his responses, the agency felt the need to seek clarification on a number of points as the responses were not clear to the investigating officers.

The sleuths then met Nair twice in June and recorded his clarifications on the issues underlined by the agency.

The agency has not ruled out examination of former Prime Minister Manmohan Singh in connection with coal scam but also added that it has no such plans in the immediate future.

Highly placed sources said they may examine Singh if it is needed during the probe.

The agency had already examined two former PMO officials, Vini Mahajan and Ashish Gupta, who were posted in the PMO between 2006 and 2009.

Mahajan, a 1987-batch IAS officer from Punjab cadre, was a director with the PMO during the period and has now been repatriated back to the state where she is principal secretary-level officer. — PTI

Modi: Present human face of India’s nuclear capabilities

Mumbai, July 21 
Prime Minister Narendra Modi today asked the atomic energy establishment to present the human face of India's capabilities in nuclear science to the world and extolled its success achieved despite years of international technology denial.

He asked the Department of Atomic Energy (DAE) to make special efforts to expand its research and extend on a national scale applications of atomic science in areas like healthcare, waste management, water treatment, agriculture and food preservation.

The PM expressed these views during a visit to DAE in Mumbai where he was briefed by R K Sinha, Secretary, Department of Atomic Energy, and other top officials and scientists at the Bhabha Atomic Research Centre on India's atomic energy programme, an official press release said.

He was also told about DAE's extensive research and development and education programmes and its contributions in varied areas such as healthcare, especially cancer treatment, food security, solid waste management and water purification.

Modi reaffirmed his belief that energy security, which was increasingly based on clean and reliable sources, was the critical driver of India's rapid and sustained long term development. He saw an essential role for nuclear energy in India's energy strategy, given the scale of demand. 

He assured the DAE of his full support in the implementation of its ambitious expansion programme and expressed hope that it would meet the target of increasing the capacity by three times from the present level of 5780 MW by 2023-24 within the projected cost. — PTI

Vice-President Hamid Ansari, Home Minister Rajnath Singh and former Prime Minister Manmohan Singht were among those who attended it. Prime Minister Narendra Modi, who was on an official visit to the Bhabha Atomic Research Centre, Mumbai, was conspicuous by his absence. The Hindu’s Associate Editor Smita Gupta and Business Standard’s Associate Editor Nitin Sethi have been selected for the Prem Bhatia Award for excellence in political reporting and environmental reporting, respectively, this year.

The Prem Bhatia awards have been instituted in the memory of late Prem Bhatia, one of the most eminent journalists of his era. 

The awards will be presented at the 19th Prem Bhatia Memorial Lecture at the India International Centre on August 11, the Prem Bhatia Memorial Trust announced. 

The annual lecture this year is being delivered by TN Ninan, Chairman, Business Standard, on “Reviving the Indian Economy” and Dr Bibek Debroy will preside over it. — TNS

Haryana sailor dies of bullet injury on ship

Visakhapatnam, July 21
A 25-year-old sailor from Jhajjar town died on vessel INS Kalinga with the Navy today claiming that the death was caused by a bullet injury sustained while handling firearms and the police suspecting it to be a case of suicide.

The deceased, identified only as Virender, sustained a bullet injury while handling firearms on duty at 'INS Kalinga' last night, according to a Naval release here. He was shifted to a hospital where he succumbed to injury. The police were informed and a board of inquiry has been ordered into the incident at Naval establishment, it said.

Virender, a bachelor who hailed from Jhajjar town in Haryana, had joined the Navy five years ago. However, Bheemili Police Station Inspector S Appala Naidu, who described Virender as a marine commando, said he shot himself in the head with the pistol allotted to him. No suicide note was found from the spot, he said.

The police said Virender was not in his uniform at the time of the incident, after which he was taken to a corporate hospital, where a medical team declared him brought dead. Police have filed a case under CrPC Section 174 (suspicious death) and started investigation from various angles. — PTI
