Rohtak, August 25 Initially, the girls’ sudden illness and subsequent death were being attributed to consumption of a soft drink. However, the surfacing of their suicide note blaming molestation for the extreme step changed the course of investigation. According to police investigators, Madhu and Nikita of a residential locality near Jind bypass in the town were close friends and used to go to the Babra Mohalla for tuitions. Today they purchased two packs of a soft drink from a shop located in the vicinity of their tuition centre. A little later, their condition deteriorated and they fell unconscious while being taken to the local PGIMS. The girls’ family members also rushed to the PGIMS . The girls could not be saved. The death was being attributed to the consumption of a soft drink. However, the police found their suicide notes during a visit to the tuition centre. In the suicide notes, the girls, aged 16 and 17 years, have stated that they had been forced to take the extreme step due to continued molestation by some motorcycle-borne youths. They have also mentioned the registration number of a motorcycle used by the youths to stalk them. The girls have written that incidents of molestation should be curbed lest more girls should be forced to end their lives. They have apologised to their family members for taking the extreme step. The police recorded the statements of family members of the girls and registered a case. The police said a hunt had been launched to arrest the youths who allegedly used to molest the girls. Nikita was a topper in her class and had obtained 98 per cent marks in her Class X examination. She wanted to be an IAS officer. A few days ago, she had informed her family members about the molestation. Her family members also tried to identify the youths but to no avail. |

BSP launches campaign with a bang
Karnal, August 25 Addressing the convention, called by the party’s chief ministerial candidate Arvind Sharma at the HUDA Grounds in Sector 12 here, he called upon the workers to be ready for the election, which he called the “ultimate test” for them. He conveyed party supremo Mayawati’s message to the workers to unite and ensure the party’s win in the state. Sharma, who left the Congress to join the BSP and has been nominated its CM candidate, hit out at Chief Minister Bhupinder Singh Hooda and termed his tenure as full of corruption and discrimination against castes and regions of the state. The ex-MP claimed the state government acted as an agent and middleman for property dealers and builders and development work was concentrated only in Rohtak district. On Hooda’s referring to turncoats as ‘malaikhors’, Arvind challenged the CM to an open debate and said he had never asked him for a personal favour. “I repeatedly raised the issue of discriminations in jobs and development, but my requests were ignored,” he said. Terming Hooda’s sops a gimmick, Arvind said the recent announcements cannot be fulfilled as the Congress will not form the next government. “There are many MLAs and ex-MLAs who want to join the BSP. They are waiting for the model code of conduct to come into force,” he said. Safidon (Jind), August 25 Expecting better days, the voters elected an INLD MLA during the previous elections, but the Congress retained power in 2009 and allegedly did not take any steps to improve the condition of this area. Though MLA Kali Ram Patwari is confident of retaining his seat but the fact that the BJP Sonepat candidate Ramesh Chander Kaushik got 47,986 votes from this constituency against 32,067 of the INLD candidate is giving sleepless nights to the latter’s supporters and party. “I repeatedly raised the issues of lack of amenities in my constituency on the floor of the house but to no avail. It seems that the government has forgotten all about the people here. Since the voters here elected an opposition legislator, they have been facing discrimination from day one,” alleged Patwari, who was busy in door to door campaign when TNS caught up with him.
Lack of development, as alleged by PM Narender Modi during his Kaithal function, is evident in this constituency. The potholed roads, lack of sewage system, poor health facilities, unavailability of drinking water and erratic power supply electricity have made the lives of voters of this area miserable. The ground water is unfit even for agriculture purposes and there is no arrangement of canal water for irrigation leaving the farmers here at the mercy of rains. More than 50 villages of this constituency have been facing acute shortage of drinking water for the past man years. Since the ground water in all these villages is unfit for human consumption, women have to walk for long distances to just get drinking water for their families. On an average every women walks for 2- 3 km everyday for this purpose. In the last assembly elections, Haryana CM Bhupinder Hooda — Chaudhary Birender Singh supremacy for power was clearly visible here as in 2009 party the allotted the ticket to Ram Kishan Bairagi, a Birender supporter. But Hooda confident, Bachan singh Arya, fought the elections independently and secured 23,182 votes delegating the official Congress candidate Bairagi to third place with 19,771 votes. The INLD MLA won by polling 38,618 votes. “The state government has always adopted a biased attitude towards this constituency as we voted for the INLD. Hospital and primary health centres are without required staff and other infrastructure while our area has been facing maximum problems in power distribution as posts have not been filled over the years, ”alleged Satbir, a youngsters sitting near the civil hospital. Though there around 32,000 Jat voters in this constituency, but other communities – 22,000 Brahmins, 5,000 Aggarwals, 9,000 Rors, 5,000 Punjabis and 8,000 Sikhs - can play a vital role in the winability of any candidate. “Safidon has not seen any development and residents are still struggling for basic amenities. Hooda has discriminated with this area as Birender enjoys a good rapport with the people here,” alleged Ram Kishan Bairagi, who joined the BJP along with Birender but had fought the 2009 election on a Congress ticket. |

Hisar, August 25 Later, talking to the media, Singh urged the EC to impose the model code of conduct soon. To a query, he said he would resign from the Rajya Sabha membership in a day or two and then join the BJP formally. He claimed that the BJP would win more than 80 seats in the Assembly elections. Singh said several senior Congress leaders were expected to defect to the BJP in next few days. He, however, refused to reveal any names. Hitting out at Hooda, he reiterated that the Chief Minister’s “biased attitude” in carrying out development would become the reason for the Congress’ fall in the state. On the Chief Minister being booed during his speech at the Kaithal rally, he said Hooda should introspect why people were not ready to listen to him. About the allegation that leaders with vested interests were leaving the Congress to join the BJP, the Rajya Sabha MP said only those Congress leaders were leaving the party who were frustrated with its discriminatory attitude in the past decade. |

Mahendragarh, August 25 Appealing his supporters not to raise slogans hailing him as the CM, the minister said the party’s central committee would announce the CM after getting the opinion of all the elected legislators. Hence, hence supporters of every leader should abstain from naming anyone. Sharma too made a similar appeal to his supporters. Both leaders had to do so since their supporters had tried to outdo each other in the presence of BJP national president, Amit Shah at ‘Vijay Sankalp Rally’ in Mahendragarh on August 14. Sources said the Shah took a strong view of the incident and directed both the leaders to ask their supporters not to raise such slogans in future as it sends a wrong message to the party workers and the people. The yatra, launched jointly by Inderjit and Sharma from Rao Tula Ram Park here today would pass through various parts of the 24 assembly segments in the four districts of South Haryana. Bishnoi-Shah meeting put off again; HJC miffed
New Delhi, August 25 The chairperson of the HJC campaign committee for the Assembly elections, Subash Batra, confirmed that the meeting was not held. When asked about the reason, he said: “Shah’s office had sounded Bishnoi’s yesterday of the meeting to be held today. But the BJP did not get in touch with the HJC leader after that.” Bishnoi and Shah had met on last Tuesday here following the intervention of the Rashtriya Swayamsevak Sangh (RSS) chief Mohan Bhagwat. The meeting was inconclusive. A subsequent meeting was slated for Saturday and it was postponed to today. Voicing irritation in the HJC camp at the BJP’s nonchalance towards the alliance, Batra said the patience of his party
with its ally had run thin. “The HJC will take a final decision on the continuance of its alliance with the BJP within 48 hours in case the saffron party continued giving cold shoulder to it.” “The HJC has finalised a panel of prospective candidates for majority of the Assembly seats. INLD heavyweights quit party
Kaithal, August 25 Leela Ram, a Gurjar who was elected on the Indian National Lok Dal (INLD) ticket in 2000, announced his decision to quit the party in the presence of a large number of his supporters. He said he was denied the ticket in the 2005 and 2009 elections, but Kailash Bhagat was allotted the ticket this time despite having been defeated twice. This time, too, Bhagat got the ticket. Leela Ram said he was feeling ignored and neglected by the INLD leadership and was forced to take this decision as he had no option. “Had Om Parkash Chautala and Ajay Singh Chautala been active in party affairs, I would not have been ignored. I will shortly join the BJP,” he said. Jat leader Sajjan Singh Dhull, son of HPSC ex-chairman Harphool Singh, contested on the Congress ticket from Pai Assembly segment in 2005 and got 26,700 votes, but he lost. He joined the Indian National Lok Dal (INLD) in 2008 and contested on the party ticket from Pundri seat. He got 23,700 votes, but was defeat again at the hands of Sultan Singh Jadoula, an Independent. This time, too, Dhull was keen on the ticket from Pundri segment, but was not accommodated. KUOEA, the contracts of its members have not been renewed by the new service providers. So the association demands joining letters for its 1,420
members. Subhash Jangra, KUOEA president, said: “The association’s demand for salaries as per the rate fixed by the DC was met by the new service providers, but they did not provide the joining letters to the KUOEA members. The employees will remain on fast till the university takes us back.” KU registrar KC Relhan said: “The strikes by the two employees’ unions go against the work culture of the university. The KUNTEA’s demands have been fulfilled and they are protesting to support the contractual employees.” On the demand of contractual employees, he said: “As per the KU record, there are nearly 1,200 contractual employees, hired by previous service providers. The requirement is of 600. Death trap for deer, Hisar farmers told not to put up barbed wire fences
Hisar, August 25 The Bishnoi Sabha, a representative body of the Bishnoi community in Hisar, who are also against the killing of animals, have been demanding removal of these wires from the fields stating that these result in the death of a large number of animals in the region. Bishnoi Sabha president Krishan Bishnoi maintained around 60 deer died this year after they were mauled by stray dogs or when they got stuck in these wires. He added three deer died after being mauled by dogs in the last two days. Divisional Forest Officer (wildlife) Shakti Singh also took up the issue with the Deputy Commissioner in a letter on July 16 when he complained that the blades or the barbed wires around the fields to protect crops from wild animals instead acted as death traps for these deer. The DFO said the region was thickly populated with black bucks and chinkaras, which are protected animals under Schedule 1 of the Wildlife Protection Act, 1972. He stated villages of Adampur, Sadalpur, Chaudhariwali, Khairampur, Balsamand, Kohli, Ladvi, Kishangarh, Khara Barwala, Durjanpur, Kajla, Mallapur, Landhri, Modhsara, Seeswal, Bagla, Jakhod Khera, Telanwali, Chikanwas, Nyoli Kalan, Nyoli Khurd, Budak, Kutiawali, Babdaheri and Asrawan, had a significant population of deer and these wires must be removed so that the engendered species could be saved from extinction. Barred from interview, degree holders cry foul
Yamunanagar, August 25 The candidates, including Dr Uday Bhan Singh from Yamunanagar, Dr Suresh Pal from Rohtak, Dr Anita Rani from Hisar, Dr Vijay Vir Singh from Jind and Dr Mamta Sharma from Jagadhri, said the Supreme Court had cleared the decks for the appointment of a candidate with master’s degree in public administration as a political science lecturer. It was after the Supreme Court verdict that the state government decided to consider candidates holding PhD/NET in public administration for the post of lecturer in political science. “According to the Supreme Court, the subjects of political science and public administration are inter-changeable and inter-related. A candidate who possesses a master’s degree in public administration is eligible to be appointed lecturer of political science,” said Dr Uday Bhan Singh. The candidates met state Higher Education Department Director-General Ankur Gupta on Monday demanding justice. They have also given a representation to the vice-chancellor of Kurukshetra University. The interview for the post of assistant professor of political science was conducted at Jagadhri’s Maharaja Aggrasain College on August 22. Candidates with a master’s degree in either political science or public administration had applied for the post and were called for the interview. Candidates from public administration background alleged they were told by members of the selection committee that they could not appear in the interview as it was for the subject of political science when they reached there. Dr Uday Bhan Singh said there was no public administration subject expert in the selection committee. Demanding cancellation of interview, he termed it a violation of proceedings. “The selection committee had committed contempt of court by barring us from appearing in the interview. We will soon challenge the selection committee’s arbitrary decision in court,” he added. When contacted, RS Yadav, nominee of the Kurukshetra University vice chancellor in the 10-member selection committee, refused to comment on the issue. |
4 held for plotting kidnapping of Cong leader’s son
Gurgaon, August 25 Interestingly, the accused had drawn the idea from the TV crime show, ‘Crime Patrol’ and got Grover’s number from hoardings put across the city. The arrested accused were identified as Harish Adlakha alias Raju, resident of New Palam Vihar, Gurgaon; Lalit alias Lucky, native of Darbhanga in Bihar; Aman alias Shibbu, native of Kangra in Himachal Pradesh, and Harish alias Hari, resident of Almora in Uttrakhand. The plan was headed by Harsh Adlakha. Madan Lal Grover’s son, Sahil, had been contacted by them for buying a car. They went to his house and did a recee. They then got Grover’s number from a hoarding and made numerous calls to him from four different numbers between August 20 and 24. Grover filed a complaint and police commissioner Alok Mittal constituted a special team headed by joint commissioner (crime) Vivek Sharma. “We traced their calls and managed to trace the extortionists and a police party went after them. They were chased till Ghata village where the culprits were trying to escape in a Swift D-zire. They tried to escape many a times, but were finally nabbed when their car hit a divider,” said Vivek Sharma, joint commissioner of police (crime), Gurgaon. Oppn against proposed hike in toll at F’bad
Faridabad, August 25 Supporters and workers of BSP leader Giriraj Sharma held a demonstration at the toll barrier on Sunday to protest against the proposed hike in toll from September 1. The authorities concerned have proposed to hike the toll by around 17% for cars as part of the annual revision in toll policy, it is reported. Describing it as an exploitation of the masses, Sharma the BSP candidate from Tigaon constituency, in the upcoming Assembly polls, charged both the BJP and the Congress of befooling the voters by promising to end the toll system prior to the Lok Sabha polls, this year. He said both the parties failed to provide relief from the menace of paying heavy toll. While allowing a free run for vehicles for over ten minutes, the BSP leader announced to step up the stir, if the toll revision policy was not halted. Vikas Chaudhary a local INLD leader has also condemned the proposed hike at Badarpur plaza from September 1. In a statement issued today, Chaudhary, who had earlier staged a demonstration at the toll plaza at Faridabad-Gurgaon road in April this year, threatened to stage a similar protest at Badarpur, in case the rates were revised. Charging the state and the union government of working in unison over the matter, he said the people will not give in to the wrong policies of the government. Claiming the BJP government at the Centre stood completely exposed on the issue, he said the local MP, who was now Union Minister of Road Transport, ‘tricked’ the masses to vote for him by promising to remove the toll plazas before the Lok Sabha polls and taking a U-turn after getting into power, citing technical reasons. Cabinet raises retirement age to 60
Chandigarh, August 25 The decisions were taken at a Cabinet meeting presided over by Hooda here. The government, at its last meeting, had decided to provide extension by two years conditional to the fitness of the employees. “The Cabinet raised the age of retirement by two years, approved an increase in pension under social security schemes to Rs 1,500 and pay scales to employees on the Punjab pattern from November 1,” Hooda told the media. The decision to increase the age limit for entry into government service had been taken on the basis of public demand, he said. The Cabinet also decided that full pension will be allowed on the completion of 20 years of service instead of 28 years. This will be effective from the date of notification. The Cabinet decided to close a toll point TP-28-Bhattu Ludesar-Jamal Road which is up to the Rajasthan border. The decision to close the toll point was taken because the average daily collection was just Rs 9,241 that comes out to about Rs 33.73 lakh per annum. Earlier, the government closed 10 toll points as their collection was less than Rs 50 lakh per annum. |

Solar policy gets approval
Chandigarh, August 25 The policy will come into effect from the date of its notification and will remain in force up to March 31, 2017. The policy aims at achieving mega-watt scale grid connected solar power project, rooftop grid interactive scale Solar Photovoltaic (SPV) system, small capacity of grid solar power projects and devices, promotion of solar thermal collectors, introduction of training programme on solar energy power plants/devices in ITI and diploma courses, development of model villages in the field of solar energy, promotion of research and development in the field of solar energy in engineering colleges and generation of funds for implementation of Haryana Solar Energy Policy. The policy will have a provision to install metering equipment, have power evacuation facility and incentives would be given by the state government. The required solar power generation capacity by 2022 is required to be increased to 1,300 MW as against present installed capacity of only about 8 MW, officials said. The state government will give incentives to set up solar energy power projects which would be permitted by the Town and Country Planning Department without levying conversion charges, change of land use charges, external development charges, scrutiny fee and infrastructural development charges. The state government will create a separate fund known as Green Energy Fund under the control of Board of Governors of HAREDA and Director General, Renewable Energy Department and HAREDA for accelerated development of solar power projects in the state. HC sets aside allotment 43 industrial plots in Hisar
Chandigarh, August 25 The orders by a Bench of Justice Hemant Gupta and Justice Kuldip Singh came on a petition filed by Jai Narayan Jakhar through counsel Vivek Khatri. Jakhar claimed that Haryana Urban Development Authority invited applications for three industrial plots of 1/8 acre each, and other categories of plots, in Hisar’s Sector-27-28 in August, 2007. The preference was to be given to ex-serviceman, women entrepreneurs, unemployed engineering graduates, oustees and for expansion and shifting of existing units. The petitioner also applied for a plot under the ex-serviceman category before depositing the earnest money. He came to know that in June 2008 Haryana Urban Development Authority allotted plots of 1/8 acre each to 43 applicants against three plots advertised by Haryana Urban Development Authority. Khatri claimed that the petitioner approached the High Court initially in May, 2009, after the official respondents acted in arbitrary and illegal manner by ignoring his “meritorious candidature” and allotting 43 plots against the three advertised. But during the course of proceedings, the official respondents filed an affidavit expressing willingness to accommodate the petitioner and to reconsider his case. The writ petition was disposed of on the basis of the affidavit. But his candidature was again rejected, alleging that he had failed to secure the minimum qualifying marks. Khatri added the writ petition was again being filed on the grounds that “the act and conduct, as well as the action of the official respondents with regard to allotment of industrial, is totally illegal, arbitrary and unconstitutional from the very beginning”. The allotment was in violation and total disregard to Haryana Urban Development Authority’s own brochure and advertisement. The increase in the number of plots was never intimated to the petitioner and the general public, “which was totally illegal, unjustified and arbitrary”. |

Haryana’s staff regularisation policy under judicial scanner
Chandigarh, August 25 As the case came up for hearing this morning, a Bench of Justice Satish Kumar Mittal and Justice Arun Palli issued notice of motion. Notice regarding stay was also issued by the Bench. After the notice was accepted by counsel for Haryana, the Bench fixed September 16 as the next date of hearing in the matter. The notice came after a challenge was thrown to the policy by Sonepat resident Yogesh Tygai and another petitioner, seeking directions to set aside the policy. The petitioner alleged that the policy issued by the government in routine on June 16 and July 7 was illegal. Referring to the Supreme Court order in the case of Karnataka versus Uma Devi in 2007, the petitioner contended that a five-Judge Bench had directed all states that services of employees hired through the back door could not be regularised . In another similar case, the court had made it clear that the government could not regularise the services of temporary staff without following the prescribed procedure. The development is significant as the Hooda government was all set to regularise the services of contractual employees in bid to woo them ahead of the Vidhan Sabha elections. The Haryana Cabinet has already decided that as a one-time measure, an employee who has been appointed against a sanctioned post and has or will complete 10 years of service by December 31, 2018, shall be considered for
regularisation. |

Man kills parents over land
Jhajjar, August 25 The crime came to light when a neighbour went to their house for some work and found Krishan Chand and Bimla Devi lying in a pool of blood on the floor in their room. He immediately alerted other villagers who informed the police. Personnel from the Salhavaas police station reached the spot and sent the bodies to the civil hospital for post mortem. Jhajjar SP Balbir Singh said the accused had confessed to his crime during interrogation. He revealed that Jai had a dispute with his parents over two acres of ancestral land. The parents wanted to hand over the land to his sister, Dinesh Devi, while he himself wished to get entire land for earning his livelihood,” the SP added. He maintained the accused first shot his father dead firing from a revolver and then strangulated his mother to death. He fled from the spot after the crime. A case under Section 302 of the IPC and Arms Act has been registered against Jai on the complaint of his sister Dinesh Devi, the SP said. |
Case against MLA Anil Vij, eight others discharged
Ambala, August 25 As many as eight workers of the BJP were also discharged. According to the prosecution, a case was registered against Anil Vij and eight other BJP workers including Lalita Prasad, Satpal Dhal, Dimple Gupta, Suresh Garg, Raj Kumar, Nitin Bhatia, Narender Bangali and Gurjant Singh, at the regiment Police Post Ambala Cantt on the complaint of ASI Zile Singh on November 22, 2009. The ASI had said in this complaint that he was checking the vehicles at Ambala Cantt. In the meantime Anil Vij reached there and prevented him to discharge his duty. A panel of three advocates: Sandeep Sachdeva, Dilip Mittal and Punit Sarpal, appeared in court on behalf of Vij. They pleaded that since Vij was an MLA, the police could not register a case against him until permission was granted by the Speaker of Haryana Assembly.

Relief for teachers
Chandigarh, August 25 Now, the candidates having four years of teaching experience and who have passed the Haryana Teachers' Eligibility Test (HTET) or State Teachers' Eligibility Test (STET) without the qualification of B Ed, will be required to qualify B Ed and HTET, as the case may be, by April 1, 2015. Also, the candidates appointed as post-graduate teachers (PGTs) will be given extension to fulfill the criteria by April 1, 2018. For the post of principal, the ratio of promotion to the post from among headmasters of high schools PGTs is currently 33:67. However, against a sanctioned strength of 1,500 headmasters in high schools, there are nearly 1,300 headmasters. Therefore, the Cabinet approved a proposal to amend the ratio as 20:80.
