Tired of playing second fiddle to regional satraps, party plans big at micro-level
Geetanjali Gayatri
Tribune News Service

Chandigarh, August 31
In a now-or-never battle for the BJP, the party leadership wants to leave nothing to chance this Assembly election. The party’s seriousness can be gauged from the fact that four senior leaders: Union ministers Rajnath Singh, Sushma Swaraj and Nitin Gadkari along with party general secretary JP Nadda fanned out across the state to mark the conclusion of the party’s Vijay Sankalp Yatra.

The coming days would see many more leaders campaigning across the state as the BJP intensifies its campaign. Senior leaders from other states are camping in constituencies and districts as the poll fever catches on and the party has already carried out surveys thrice over in the state to know where it stands.

This, party leaders maintain, is only the beginning and the leadership intends going down to the micro-level when planning this election since losing is not an option for the party which has always played second fiddle to regional satraps.

While Prime Minister Narendra Modi already held a programme in Kaithal, albeit an official one, party president Amit Shah, too, has attended two programmes and the frequency of visits of these “star campaigners” would increase once the election dates are announced.

State leaders claim since the BJP’s break-up with the HJC was expected, the party had been preparing to contest all 90 seats on its own. “We wanted a truncated role of the alliance partner and had offered only about 20-25 seats in the final deal. Since we were contesting a larger chunk of the seats, we were preparing accordingly,” a leader said.

The party has already covered all 90 Assembly segments and nearly 1,000 villages by way of the four Vijay Sankalp Yatras, which travelled in the areas assigned. “We’ve held small public meetings and have an edge on ground since we have practically touched every seat Assembly observers, who have been in the constituencies assigned to them for over a month, are working on strategies, meeting workers, guiding the cadre and keeping an eye on everything,” another leader explained.

In the three-tier arrangement already in place as far as the BJP is concerned, district in charges have been appointed to oversee the party working in the constituencies falling in their district.

“Once the elections are announced, the party will intensify its micro-level supervision by appointing outside leaders for booth-level management and strengthening the organisational structure in constituencies where we are weak,” party sources said.

Sources said the party intends to focus primarily on getting a comfortable majority in Haryana and would focus most of its energy on constituencies where the party is in a strong position. “We have a Mission-65 for Haryana and we are moving towards it. In the coming days, based on the feedback from various quarters, senior leaders will be ‘deployed’ to win this Haryana battle,” a leader claimed.

Vijay sankalp yatra concludes
Gadkari: It’s time to end father-son rule in state
Ravinder Saini
Tribune News Service

Jhajjar, August 31
Union Minister for Road Transport and Highways Nitin Gadkari has called upon people of Haryana to vote in the manner nation did in the Lok Sabha elections: “After ousting the mother-son (Sonia-Rahul) from power, it is time to vote out the father-son duo (Bhupinder-Deepender) from the state.”

“The dynastic politics must come to an end to usher in a new era of development politics in the state,” he said during the Vijay Sankalp Yatra at a grain market here today.

Taking a dig at the Congress government’s development model, the BJP leader said Chief Minister Bhupinder Singh Hooda limited the development initiatives to a few constituencies and extended undue benefit to his close relatives instead of paying heed to public welfare.

“People are waiting for the Assembly elections to root out the Hooda government from power for pushing farmers, unemployed youths and traders on the path of devastation,” Gadkari said, adding that Hooda had discriminated against people and followed corrupt practice to mint money.

He alleged that the government acquired land at nominal prices in the name of development. “Farmers’ sorry plight is the consequence of the government’s misrule.”

Exhorting people to give the BJP a chance to form the government, Gadkari said the Centre had taken a pledge to provide irrigation to every farmer and employment to every educated youth. The party would set an example by executing it, he added.

Rajnath: Working on 4-point agenda, acche din here to stay
Bijendra Ahlawat
Tribune News Service

Hathin (Palwal), August 31
Union Home Minister Rajnath Singh today announced that the Centre was working on a four-point agenda to fulfill promises made by the BJP prior to the Lok Sabha elections.

Speaking as a chief guest at the conclusion of the Vijay Sankalp Yatra here today, he claimed that the four-point agenda focused on crop prices, job to youth, price control of essential commodities and growth of all sectors. “Acche din are here to stay,” he said.

The Centre’s Pradhan Mantri Jan Dhan Yojana will ensure a bank account for each household in the country in the next couple of years, the minister said, adding that the government was working to ensure irrigation to every field in the country for which the Pradhan Mantri Gramin Khet Sinchai Yojana was on the anvil.

Rajnath said the BJP's mission was to get 65 tickets in the Assembly elections and claimed its government would provide a corruption-free rule.

He reiterated that party would not project anyone as the BJP’s chief ministerial candidate. “Corruption and land acquisition policy are the main issues in Haryana and these will be included in the BJP's election manifesto,” Rajnath added.

HJC-JCP alliance scouts for partners
Pradeep Sharma
Tribune News Service

Chandigarh, August 31
The newly-formed HJC-JCP alliance is looking for new partners to cobble together a grand alliance ahead of the Assembly election. All parties except the Congress, the BJP and the INLD are on its radar, with sources indicating that the BSP and Gopal Kanda’s HLP are likely to join the grand alliance.

Without naming any party, JCP chief Venod Sharma, a prominent non-Jat face in state politics, said the alliance was ready to join hands with any party except the Congress, the BJP and the INLD for the state’s equitable development and ending nepotism in government jobs.

With AAP shying away from fighting the Assembly election, the new alliance hopes to cash in on the strong anti-incumbency sentiment against the Hooda government. As the INLD struggles for survival following the revolt by certain senior leaders and the BJP faces a problem of plenty due to the exodus from other parties, the HJC-JCP alliance hopes to fill in the space vacated by the AAP. The fledgling party polled over 4% votes in the recent Lok Sabha election.

Moreover, the HJC, the JCP and possible alliance partners the BSP and the HLP would not have a problem in seat-sharing as all parties have respective pockets of influence. While Hisar district is the HJC’s pocket borough, the JCP commands sizable influence in districts along the GT Road. Kanda’s HLP has major influence in Sirsa district while the BSP has pockets of influence across the state.

Senior leaders said with strong anti-incumbency sentiment against the Hooda government and the people fed-up with existing mainstream parties, the new grand alliance could spring a surprise in the forthcoming elections. This coupled with no clear-cut wave in favour of any party and multi-corner contests in all segments could make the election anybody’s game.

Stitching up a grand alliance

  • On the radar: All parties except Congress, BJP, INLD
  • Hot favourites: BSP, HLP
  • Pocket boroughs: Hisar district is HJC’s home turf; the JCP commands sizable influence in districts along GT Road; HLP has major influence in Sirsa while the BSP has pockets of influence across the state

In favour

  • No anti-incumbency against alliance partners
  • Anti-incumbency against Hooda govt, voters’ aversion to mainstream parties
  • No problem in seat-sharing as partners enjoy respective pockets of influence
  • Grand alliance could fill the political space vacated by AAP

Up against

  • Partners have no pan-Haryana presence
  • Lack of strong organisational structure in substantial number of segments
  • No strong Jat face in the ranks of the alliance partner
  • Up against three major political parties, Congress, BJP and INLD

Constituency watch: Pehowa
Congress citadel cries for development
Nitish Sharma
Tribune News Service

Pehowa, August 31
A citadel of the Congress, voters from the Pehowa segment have been voting for the party despite the lack of development and several major demands remaining unaddressed.

The constituency is currently represented by Finance Minister Harmohinder Singh Chattha, who claims to have done major development works here and is confident that his party will retain this seat. However, the opposition claims that anti-incumbency, bogus claims of development and the recent controversy over the formation of a separate gurdwara committee for Haryana Sikhs will cost Chattha his chair.

Chattha won in 2005 and retained the seat in the 2009 elections by defeating INLDs Jaswinder Singh Sandhu with a margin of only 4,080 votes. “We have led in this segment during the Lok Sabha election in spite of the Modi wave and will do so in the Assembly polls too,” said Chattha.

May or may not contest

Rumor has it that Chattha may not contest the elections and seek the ticket for his son, Mandeep Singh, this time. However, he failed to give any satisfactory reply to this query and remarked that it was the prerogative of the high command.

The constituency has favoured the Congress, which won the seat five times since 1967. The JNP twice while the SWA, LKD, SAP and the INLD once each.

The BJP is one party that has never won this segment even once. Even the Modi wave failed to give a boost to the BJP here as its candidate, Raj Kumar Saini, finished third with 23,495 votes as compared to 45,491 votes polled by Naveen Jindal of the Congress, who came first while Balbir Singh Saini of INLD stood second.

Pawan Kumar, a priest, said, “The locals have many pending demands such as connectivity of the Pehowa teerth with major railway routes, beautification of the town, cleanliness of the shrines, but all these demands are yet to be redressed.”

Rajender Singh, a local resident, said, “Many development projects were promised, but they remained on paper. The sitting MLA is also the Finance Minister, but he has failed on all fronts. The 50-bed community health centre was to be upgraded to 100 beds, but nothing has happened. The easy availability of drugs is playing havoc with the lives of the youth.”

Admitting to the drug menace, Chattha said, “A large quantity of drugs reach here from Punjab. We have been trying to stop this and the police have been directed to take ction in such cases.”

Main issues
Traffic jams, rampant encroachment, drug peddling, no industries, poor sanitation, no efforts to boost tourism, unemployment and dismal law and order

This constituency comprises 96 villages and the municipal committee area. The Saraswati Teerth is one of the important Hindu pilgrim centres visited by lakhs of devotees every year for ‘pind daan’. Of the 1.55 lakh voters in this constituency, over 16,000 are Jat Sikhs, 15,000 Jats and Brahmins and other communities account for 10,000-13,000 of the electorate

Constituency watch: Panchkula
This segment remains Chandigarh’s poor cousin
Bipin Bhardwaj
Tribune News Service

Panchkula, August 31
Termed as the second capital of Haryana, this constituency is a satellite city of the Chandigarh. Despite having almost all main offices of the government departments here, the city residents still are dependent on the City Beautiful for facilities, especially, education and healthcare.

A part of the Ambala parliamentary constituency, Panchkula shares its borders with Chandigarh, Mohali and Solan districts of Punjab and Himachal Pradesh, respectively.

Panchkula constituency was carved out of Kalka Assembly segment during delimitation in 2007 and saw its first Assembly elections in 2009. Two world famous religious shrines — Mata Mansa Devi and Gurdwara Nada Sahib — are the main attractions of this constituency. The prestigious Chandimandir Cantonment houses the headquarters of the Indian Army’s Western Command.

Congress stronghold

It was a Congress stronghold and former Haryana Chief Minister, late Bhajan Lal, projected his son Chander Mohan from here. Though Mohan successfully contested the elections in 1993, 1996, 2000 and 2005, but he failed to bring any big-ticket project to the city during the tenure of his father or even when he was the Deputy Chief Minister during the previous tenure of Chief Minister Bhupinder Singh Hooda.

Post the Anuradha Bali alias Fiza episode, Mohan changed his religion and was dropped by the Congress in favour of incumbent DK Bansal who managed to retain the seat.

At present, Mohan is contesting from here on the ticket of the Haryana Janhit Congress (HJC), an outfit floated by his younger brother Kuldeep Bishnoi.

Issues of concern

Lack of healthcare institutions such as the PGI, quality educational institutions, job avenues, crumbling industry, poor public transport system in villages, poor road network in rural areas and scarcity of water are the main problems of residents.

The fly menace due to polluting poultry farms in Barwala has been bringing misery to scores of villages for decades. This area is the second largest poultry belt in the country. Residents of Chandikotla, Bir Ghaggar and Kharag Mangoli villages have been denied basic civil amenities after the state government declared them unauthorised, even after the villagers were issued voter identify cards.

The industrialists criticise the government for not making any effort to revive the industry that has shifted to Himachal Pradesh in view of various sops.

What segment lacks

There was no development initiative in the past five years, apart from the four-laning of the Zirakpur-Parwanoo stretch of the NH 22. The IT Park set up in Sector 23 failed to take off as per the expectations of public. The proposed artificial lake in Sector 24 is on paper only.

Panchkula lacks a university, a medical college and a dumping ground. Connectivity to sectors beyond the elevated Ambala-Kalka highway that divides the city in two parts is poor. Law and order is another cause for concern.

Public view

Vishnu Goyal, chairman, Haryana Chamber of Commerce and Industry, says the city developed only after some ancillary units came up to support HMT, Pinjore. Since the industry is dying a slow death, industrialists want conversion of their industrial units to the service sector, he added.

Main issues
Apart from better road connectivity with Chandigarh, direct public transport facility to Delhi, Shimla and Dehradun, widening of the Panchkula-Yamunanagar highway, scarcity of water, unemployment and fly menace in scores of villages in the Barwala belt are the main issues that need redressal. Residents also demand facilities on a par with Chandigarh.

Segment scan
Located on the NH22, it comprises Panchkula city and Barwala block of the district. The constituency is dominated by Punjabi Hindus, Haryanvi migrants and Muslims. Post-1984, a majority of the business communities from Punjab shifted to Panchkula. It includes 60 surrounding villages dominated by Banias, Brahmins, Jats, Rajputs, Sainis, Gujjars, and SCs.

Legislatorspeak

I brought projects worth Rs 700 crore during my tenure. Road network was strengthened in rural areas, a building of Government Hospital, Sector 6, and Kaushalya Dam were constructed. The state took stringent action against poultry farmers for violating the norms

Oppositionspeak

The local MLA failed to lay even a single brick in the constituency during his tenure. He never raised any public issue on the floor of the House. Betrayal part of BJP’s nature: Bishnoi

Ambala, August 31
In a massive show of strength, Jan Chetna Party (JCP) chief and former Union minister Venod Sharma, along with their alliance partner, Haryana Janhit Congress (HJC) chief Kuldip Bishnoi, jointly released JCP’s election manifesto at a huge rally organised in Ambala today.

The two leaders, who appeared to be reclaiming their political ground, not only laid out the political roadmap of the alliance, but also used the occasion to target their rivals, accusing them of failing to deliver what they promised.

While speaking about the election manifesto, which aimed at covering all possible issues that the rival political parties might harp upon, Venod Sharma emphasised on bringing about parity in development and equal opportunities for the state youth in the education and employment sector.

“Our manifesto is not just a list of promises, but a voice of the Haryanavis, who have been cheated by consecutive governments,” Sharma said amid rousing applause. He said the JCP-HJC alliance intended to provide an honest and dynamic government in the state.

Sharma alleged during the last nine years of the Congress government’s regime, major industrial clusters of Faridabad and Panipat had been reduced to small industrial centres. “Not even a single major industry has come to Haryana during the two tenures of the Congress government,” he said.

BSP to hold workers’ conventions

After garnering massive support in worker convention held at Karnal last week, the Bahujan Samaj Party (BSP) is now looking forward to gain more support for the party in the state. The party has announced to hold worker conventions in three different districts within a week.

BSP chief ministerial candidate Arvind Sharma said they had decided to organise workers convention in different districts in the coming days with an aim of boosting the morale of party workers.

Ex-MLA quits INLD to join BJP

Tribune News Service

Fatehabad, August 31
Former MLA and senior INLD leader Swatantar Bala Chaudhary has severed her relations with her party to join the BJP.

Chaudhary, who was on her way to Jind to announce her entry in the BJP in presence of Union Minister Sushma Swaraj yesterday, confirmed this while talking to The Tribune over telephone.

“My chair has already been placed on the dais and I am about to reach the rally venue where I will join the BJP in presence of Sushma ji,” she said.

Chaudhary, who became MLA from Fatehabad in a bypoll held here after her father-in-law Leela Krishan Chaudhary’s death in 2002, remained a member of the state Assembly till 2005.

She contested the 2005 and 2009 Assembly poll on the INLD ticket, but was defeated on both occasions. This time, she had conveyed her intention of not contesting the poll as an INLD leader well before the party started the process to select candidates.

However, speaking to The Tribune yesterday, Chaudhary did not rule out the possibility of contesting the elections on the BJP ticket if the saffron party fielded her.

“I have been approached by members of my Punjabi community, who want me to lead them. I have told them that I will not let them down,” Chaudhary said.

She said she had nothing against the INLD leadership or their candidate from Fatehabad Balwan Singh Daulatpuria.

Badal is our star campaigner, says Dushyant

Jalandhar, August 31
INLD’s Hisar MP Dushyant Chautala has announced that Punjab Chief Minister Parkash Singh Badal would be their star campaigner during the Assembly elections.

Dushyant, who was in Jalandhar to attend a programme, said the senior Badal was one of the most respected political leaders and had close ties with the Chautala family. “Hence, this election, Badal will be our main campaigner during electioneering,” he said.

Notably, INLD chief Om Parkash Chautala and his elder son Ajay Chautala are cooling their heels in jail for their involvement in the JBT teacher recruitment scam. However, on account of health grounds, both Om Parkash and Ajay Chautala are currently on bail.

According to party insiders, with Ajay and senior Chautala out on bail, both the leaders would be unable to campaign for the Assembly polls. “In such circumstances, INLD leadership is of the view that Badal is an apt choice during electioneering,” said Dushyant.

HSGMC hasn’t sought tickets: Nalvi
Nitish Sharma
Tribune News Service

Didar Singh Nalvi Kurukshetra August 31
The ad hoc Haryana Sikh Gurdwara Management Committee (HSGMC) senior vice-president Didar Singh Nalvi today claimed that the committee had not sought tickets for the Assembly elections for any of its members.

“Some unathourised persons have been demanding tickets from the Congress and using the HSGMC’s name for their vested interests. The demand stands valid if the committee passes a resolution or all members build a consensus on the issue. But nothing of the sort has happened,” he said.

Amarinder Singh Arora, HSGMC member from Karnal, and his supporters have demanded 15 Assembly tickets from the Congress. Nalvi has distanced himself from persons making the demand. He, though, has made it clear that the HSGMC would support the Congress in the elections, a payback gesture for forming a separate gurdwara body for Haryana.

On the reports of HSGMC member Baljit Singh Daduwal’s resignation from the committee, he denied receiving any letter in this regard. “If Daduwal does resign, the HSGMC will ask him the reason. Since some of the SGPC members have joined the Haryana body, the SAD and SGPC have been mounting pressure on Daduwal to resign from the HSGMC,” Nalvi said.

He questioned the Punjab Police claim on Daduwal’s reported resignation. “The Punjab Police have no right to make a statement in this regard. They have been playing in the hands of the Punjab Government.”

The senior vice-president claimed that Chief Minister Bhupinder Singh Hooda had assured to cancel the cases against 250 unidentified persons in connection with a clash between HSGMC supporters and police in Kurukshetra earlier this month.

Probe corruption charge against Samalkha MC officials: Lokayukta
Dharmendra Joshi
Tribune News Service

Panipat, August 31
The state Lokayukta asked the additional chief secretary, Local and Urban Department, to inquire into allegations of corruption against Samalkha MLA Dharam Singh Chhokar, Municipal Committee (MC) secretary Sham Sunder Duggal, former secretary JN Bansal, building inspector Dalbir Singh, and former building inspector Parvesh Koshish.

In a letter sent to the additional chief secretary on August 22, undersecretary for Lokayukta asked it to look into the allegations levelled by complainant and RTI activist PP Kapoor.

Forwarding a copy of the complaint, the undersecretary for Lokayukta asked the additional chief secretary to look into the allegations mentioned in it after associating the complainant and furnish the report in duplicate to the Lokayukta within 45 days to proceed further.

In his complaint supported by an affidavit, Kapoor alleged the above mentioned public servants knowingly and intentionally abused their positions to obtain undue gains to themselves or to any person and they are guilty of corruption.

A recognised architect with Samalkha municipal committee (MC) and practising as an architect for last 31 years, Kapoor alleged that corruption was prevalent in the MC in the name of construction in the areas falling under its jurisdiction.

Stating the modus operandi of the building inspectors, he said, “They go to those persons who construct their buildings without clearing their site plans and who gives them bribe. They turn a blind eye towards their construction and issue notices to those who refuse to pay bribes”

He alleged that bribes were taken by these public servants in 99% cases of building construction, and a proper inquiry must be conducted.

Citing various instances, he alleged that Samalkha municipal committee secretary Sham Sunder Duggal, former secretary JN Bansal, building inspector Dalbir Singh and former building inspector Parvesh Koshish, got bribes for construction of various building without clearing site plans.

Kapoor alleged that illegal construction of MLA Dharam Singh Chhokhar’s kothi near Chhokhar Filling Station was on for the last three years, but the MC did nothing except issue a notice under section 208 of Haryana Municipal Act 1973 on January 11 last year.

“Instead of demolishing the MLA’s kothi, the MC tried to benefit him by giving the name of “New Durga Colony” to this illegal colony where this kothi is being built and it had also sent a case to Haryana government to pass this illegal colony,” the complainant alleged.

RTI activist’s allegation

  • Public servants knowingly and intentionally abused positions to obtain undue gains
  • Rampant corruption prevalent in name of construction in the areas falling under MC's jurisdiction
  • Building inspectors go to defaulters who construct buildings without getting their site plans cleared, and cough up bribes easily
  • Bribes taken by public servants in 99% cases of building construction

Husband of Sacha Sauda chief’s adopted daughter apologises
Sushil Manav
Tribune News Service

Sirsa, August 31
Three years after Vishwas Gupta accused Dera Sacha Sauda chief Gurmeet Ram Rahim Singh of sexually exploiting his wife, he appeared in a religious congregation at the dera and sought a public apology for his conduct. Vishwas is the estranged husband of the godman’s adopted daughter, Honeypreet alias Priyanka.

Accompanied by his father Mahender Pal Gupta, Vishwas told the congregation that the allegations against the godman and Honey were false and were made under pressure from forces inimical to the dera.

Gupta said his family had faced immense hardship after they addressed a press conference against the dera head in Chandigarh in 2011. “My wife Urmila went into depression. I have developed high blood pressure and am unable to endure the hellish life I have landed myself in after levelling allegations against the godman,” he said. He also apologised to Honeypreet’s family.

“We had been living in the Dera for the 30 years. In July 2011, we went to live in Panchkula, where forces inimical to the dera induce us to speak against the godman. They also threatened us of dire consequences if we did not follow them. We brought this to the notice of authorities on August 5, 2011, but it did not help forcing us to succumb to the pressure of anti-dera forces,” he said.

However, when mediapersons wanted to quiz Vishwas on whether he was under some pressure, his father intervened and said he would answer the questions. Dera organisers had invited the media for the monthly congregation, saying big news was expected. The father-son duo was made to appear before the people.

Allegation of sexual exploitation

In 2011, Vishwas Gupta (in pic), the estranged husband of Dera head Gurmeet Ram Rahim Singh’s adopted daughter Honeypreet, alleged she was sexually exploited by the godman. Some days later, Honeypreet accused Vishwas, her father-in-law and mother-in-law of harassing her for dowry.
