Govt positive on ODI in Dharamsala
Shimla, September 15 Urban Development Minister Sudhir Sharma today responded positively to the remarks by Anurag Thakur, president of the Himachal Pradesh Cricket Association (HPCA), that he hoped for cooperation from the state government for a day and night match between India and West Indies on October 17. “We have directed the Kangra administration to hold a meeting with Himachal Pradesh Cricket Association officials so that whatever preparations need to be made for the match can be undertaken,” said Sharma, who also happens to be the local MLA of Dharamsala. There has been no love lost between the Congress regime and the sports body (HPCA), headed by Anurag Thakur, BJP MP and son of former Chief Minister PK Dhumal. The HPCA and the BJP have been crying hoarse, accusing the Virbhadra regime of unleashing political vendetta against it ever since it came to power in December 2012. The HPCA is facing six Vigilance cases and in two even the chargesheet has been filed in a court which names Anurag Thakur, besides others. The HPCA even owes money to the state government for the security provided for IPL matches earlier. It was on August 30 last month that the HPCA had made a request to the Deputy Commissioner and the Superintendent of Police, Kangra, for extending help for the international match. In a letter, HPCA Secretary Vishal Marwah had sought the help of the administration for security, parking, road repairs and proper streetlighting since it is going to be a day and night match. It is for the first time that somebody in the government responded to the request of the HPCA made on August 30. A copy of the letter intimating the change in the date of match from October 20 to 17 was given to the office of the DGP here today. “We welcome the move of the state government to extend help for the one-day match as we want the state to benefit from cricket and more so when the stadium in Dharamsala is loved by both Indians as well as cricket stars of other teams,” said Mohit. He says the Captain of the England team Alstair Cook, which had played a match here on January 23, 2013, had remarked that he would have loved it if all five one days had been held in Dharamsala. So far only one international event, a one-day match between India and England, has been held in Dharamsala on Januray 23, 2013. Besides this, a three-day match between Board President’s XI and the Pakistan team has been held here. Though a total of 11 IPL matches have been held here in 2009, 2010 and 2012, a one day will bring spotlight on Himachal, courtesy cricket. |

Shimla, September 15 The projects included the office of assistant engineer-cum-residential complex of the PWD to be completed with an outlay of Rs 58.56 lakh, a community health centre at a cost of Rs 215.86 lakh, a police check-post at a cost of Rs 103.25 lakh and the office building-cum-residential complex of the Irrigation and Public Health Department to be completed at a cost of Rs 46 lakh. The Chief Minister said he was aware of the problems of the people of the area regarding the road connectivity and directed the PWD to complete the road to Kashapat soon. The Chief Minister assured them that the matter for setting up a gas agency at Taklech would be taken with the
Union Government. Later, the Chief Minister, presiding over the closing ceremony of Rajmata Shanti Devi district-level boys school tournament at a school, Taklech, said he was pleased to be among the students and congratulated the teachers and other faculty members and people of the area for successfully conducting the tournament. He said the sports should not be politicised but a few politicians committed many irregularities in the name of sports under the garb of cricket associations, which won’t be allowed. He also inaugurated Rain Basera Guest House at Rampur constructed at a cost of Rs 40 lakh. Shimla, September 15 “Heavy rain and floods have wreaked havoc in many parts of the state and affected people are in need of help. But as per the relief manual, the victims will get relief only after the department assessed the losses but the shortage of the staff is hitting the assessment work”, he said in a letter sent to Chief Minister Virbhadra Singh today. Stating that the Chief Minister must be aware that a large number of posts of patwari were lying vacant, he said earlier patwaris of adjoining areas used to be engaged if the post was lying vacant. But due to a strike by the revenue staff, patwaris had refused to take up any additional responsibility and rain victims were suffering. The affected people whose houses, land, roads and cattle yards had been damaged had not been issued the certificates of loss and consequently, the distribution of relief had been held up, he said. He requested the Chief Minister to make some alternative arrangement by deputing the officials to assess the loss so that the people could get their houses and other damaged property repaired and rehabilitation process was accelerated. |

Kangra, September 15 Bali today disclosed this during at press conference here today. He said the government and the people of this hill state were extraordinarily concerned about the disaster that the Kashmir Valley was facing and the trauma that the people were undergoing. The state would contribute by all means to extend full support to the victims of the flood fury. All the members of the Nagrota Bagwan Congress Committee would contribute Rs 20,000 each through the CM’s relief fund. |

Centre’s decision to honour 1964 Olympic hockey team pleases veteran captain
Una, September 15 He said only eight players of the team were still alive. Though late, the gesture would motivate young players. Charanjit Singh hails from Mairi village of the district and has been living in Una after he retired as the Director of Sports and Student Welfare from Himachal Pradesh Universiy. He was also a member of the Indian team that had won silver in the 1960 Melbourne Olympics. He was later honoured with the Arjuna and Padma Shri awards. Charanjit said though he had yet not received an official communication from the Union Sports Ministry about the ceremony, he had learned that the function had been scheduled to be held on October 22 in New Delhi, adding that the press briefing by the ministry had already been done in the capital. He would turn 86 on October 22 this year. Remembering hockey legend Major Dhyan Chand, Charanjit said he regarded three players in the world as the best in their sports, namely Major Dhyan Chand in hockey, Brazilian footballer Pele and Australian cricketer Don Bradman. Referring to the government decision to honour Major Dhyan Chand with Bharat Ratna, he said this would be an honour to all hockey players of the country. Speaking about the changes in international hockey, Charanjit said the old skills had given way to power play. England had four votes in hockey, while Pakistan and India had just one vote each, he said, adding that the Europeans had moulded the rules and regulations to their advantage. |
Zila Banao Samiti flays CM for inaction

Palampur, September 15 The samiti, which met here today under the chairmanship of its president Jagmel Katoch, resolved to continue its fight for the welfare of the residents of Palampur, till both the demands were accepted by the state. The samiti said the CM should understand that reorganisation of districts in the state was overdue. The residents of Palampur, Deharagopipur and Nurpur deserved a district status as their right, not a favour. Katoch said during the Assembly elections, held in November 2012, Congress legislatures had publically promised a district status for Palampur, Nurpur and Deharagopipur and the CM must honour the commitment and respect the public sentiments. He alleged that the governments who ruled the state played dirty politics, discriminated with Palampur and ignored its development. He asked the local Congress leaders, particularly MLAs Kishori Lal, Yadvinder Gomma, Brij Behari Lal Butail and Jagjivan Pal, to clarify their stand on the issue. Jagmel Katoch categorically stated that the CM was playing politics on the issue and creating a division among the leaders of Kangra. The leaders should not forget that they were voted to power because of the support of the people, he added. Katoch regretted that the successive chief ministers never bothered to reorganise districts and Palampur suffered a lot in the absence of the status. The districts in the state were last reorganised in 1968, by late Chief Minister Dr YS Parmar, he said. |
Drowning of Engineering students Vijay Arora
Shimla, September 15 The court further directed him to file an affidavit after meeting the departments concerned on the steps taken by the government and also asked the parties to suggest measures to prevent such mishaps. The court also allowed the application of parents of the deceased students to intervene in the case. The Additional Superintendent of Police, Mandi, informed the court that investigation had been taken to logical end and the final report in terms of Section 173 (2) CrPC had been filed in the court. The Advocate General also informed it that a challan had been presented against the accused before the Judicial Magistrate, Mandi. The court also impleaded two Assistant Professors of VNR Vigyan Jyoti Institute of Engineering and Technology, Hyderabad, who had allegedly negligently identified the bodies of the deceased students . A Division Bench comprising Chief Justice Mansoor Ahmad Mir and Justice Tarlok Singh Chauhan passed these orders on a petition taken up suo motu by the court taking cognizance of the news reports on the tragic incident. The court posted the matter for further hearing on November 17. |
Built for EWS, 72 houses have no takers
Hamirpur, September 15 The houses were built under the Jawaharlal Nehru National Urban Renewal Mission (JNNURM) scheme, launched by the Government of India under the Ministry of Urban Development in 2005. The houses were built near the Hathali Khud area of the town by spending over Rs 3 crore. Each house has one bedroom-hall-kitchen (BHK). The houses were to be given at Rs 3.17 lakh per unit to each economically weak family. It was reliably learnt that about 50 applications were received at the municipal committee’s (MC) office, but since most of them did not qualify the norms, they were ineligible for allotment of these houses. Though the houses were built by the Himachal Pradesh Urban Development Authority (HIMUDA), these were not handed over to the municipal committee. It was also learnt that the houses were in a state of neglect and had no electricity connection and water supply. “Lack of knowledge about the ongoing schemes and relatively higher cost of houses was responsible for the poor response,” admitted Deep Kumar, president, MC. Initially, these houses were to be given at a cost of mere Rs 25,000, when the scheme was started. But now, the cost had been enhanced to Rs 3.17 lakh, he added. |
‘Quash appointment of chairman, members of child rights panel’
Sundernagar, September 15 The Department of Social Justice and Empowerment, Himachal Pradesh, had invited applications for the appointment of chairman and six other members last year in July. The advertisement was issued in the name of the member secretary, HP Commission for the Protection of Child Right. As many as 120 persons had applied for the post, of which 64 applied for the posts of chairman and 91 for the posts of member and 35 for the posts of both chairman and member. As per a source of the Department of Social Justice and Empowerment, Himachal Pradesh, many retired IAS officers, retired district and sessions judges, retired HAS officers and other social activists had applied for these posts. As per the information recently received by BR Kaundal, a retired HAS officer and an RTI activist, a meeting of the selection committee, chaired by the Social Justice and Empowerment Minister and attended by Chief Secretary P Mitra and Additional Chief Secretary, Social Justice and Empowerment, PC Kapoor, was held on April 27, 2013. After screening the applications, recommendations for appointments were made. It was also decided in the meeting that three more members would be selected in the next meeting. BR Kaundal, who was also one of the applicants, alleged that none of the applicants were called for an interview or a screening test and the recommendation for appointment were made without informing other applicants. He further alleged that no basis of rejection of applicants, who had more experience in the related fields than those selected, was assigned. Many applicants opined that the state should cancel the appointments immediately and they would challenge the selection before the High Court so that
the government would not “not befool eligible people” in the future. |
Uniform development charges leave small landowners in lurch
Dharamsala, September 15 The department has imposed uniform development charges of Rs 300 per sq m for getting the land use changed from agricultural to commercial nature in revenue papers. By this formula, any resident of the state will have to deposit Rs 3 lakh per kanal with the TCP Department to get his land converted for commercial use in papers before even conceiving any project. The investment is too high for poor farmers who have their land adjoining small towns such as Una, Kangra or Nagrota Bagwan, where the cost of land in some areas is equal to the charges of getting its use converted. The uniform development charges imposed by the department all over the state are a bane for small landholders wanting to develop some project in smaller towns of the state. The department has imposed development charges of Rs 300 per sq m for commercially viable areas such as Shimla and Baddi as well as smaller towns such as Nagrota Bagwan, Mehatpur or Una. People affected by this policy while talking to The Tribune said the development charges in several small towns were even more than the registered value of land in several areas. The government should impose the development charges as a percentage of registered value of land fixed by the respective deputy commissioner rather than equating all urban areas of the state, they said. Equating Shimla or Baddi, where the cost of land was very high, with other small urban areas of the state in terms of imposing development charges tax was illogical, they said. It is leaving smaller land owners at the mercy of rich investors, who have the capacity to pay huge taxes before conceiving development projects, they alleged. The previous government had decided to exempt village areas adjoining urban areas for TCP rules. However, the exemption was limited to allowing villagers from raising house in their agricultural land. As per the conceived exemption, villagers would not have to get their land use changed in case they wanted to bring up a house on their agricultural land. The present government has done away with the move on the plea that it was leading to unplanned growth around urban areas. The development tax is still implementable in case they want to carry out any commercial activity on their agricultural land. Senior officials of the department when contacted said it was a question of tax that was earning for the government and nobody would like to reduce the income of state keeping in view the current financial situation. However, in case the government lowers development charges as a percentage of registered value of land, it can increase the commercial activity in smaller towns that can make for loss caused to reduction of tax. Nod to Kol Dam water scheme for Shimla
Shimla, September 15 The approval was given after a detailed technical appraisal of the DPR and the state government has received a letter from the Centre. Initially, the project cost was estimated at Rs 515.89 crore, but it was reduced by Rs 120 crore to Rs 395.36 crore after the Union ministry pointed out some discrepancies and observed that the cost was on the higher side. However, the ministry was still not satisfied and observed that the cost could be further reduced as no duplicate treatment or engineering units and pipelines were required with the present day technology and the state Irrigation and Public Health Department submitted the second revised report further cutting the cost by Rs 60 crore to Rs 335 crore. The project, aiming at providing the additional water supply of 51 MLD per day to augment the present supply of 42 MLD, envisaged two-stage lifting after treatment of water at Sunni. The first lift from Sunni to Devidhar will be 575 metre while the second lift be of 600 metres from Dhwada to Dhumi while the water will run 7-8 km distance from Devidhar to Dhwada by gravity. The supply from Dhumi will be in two trenches - one for main water tank on the Ridge and other to the state museum where an underground tank will be constructed. With the commissioning of the project, the total water supply will be 93 MLD and the storage capacity will also increase to 52 MLD after building an additional 25 MLD capacity tank. Earlier, the ministry had expressed dissatisfaction over the report which lacked a detailed planning and investigation and had asked the state government to engage an engineering consultant for developing the comprehensive and self-contained DPR, matching the requirements of the manual of water supply and treatment, service level benchmarks and other guidelines as per the norms, sources in the department said. Initially, the state government had proposed two water supply schemes for Shimla, but the Pabbar gravity water supply scheme, costing about Rs 1,182 crore, was supported by Irrigation and Public Health Minister Vidya Stokes. SUNDERNAGAR: The much-awaited filling of 800 mw Kol Dam project will be delayed as during testing, it was observed that the water was found leaking from gates of one of the diversion tunnels Kush which is to be plugged before the filling of the 163-mt-high dam built on the border of Mandi and Bilsapur district. Delay in filling means the delay in generation of electricity. For the construction of the dam of 800 mw project, the water of the Sutlej was diverted from twin diversion tunnels Lav and Kush. The foundation stone for this project was laid on June 5, 2000, by former Prime Minister Atal Bihari Vajpayee and was to start production in 2008.

HP looks to hydropower for revenue
Shimla, September 15 With the Cabinet deciding to fix the base upfront money per mw at Rs 35 lakh in July earlier this year, the government is keen that the process for giving out the power projects is expedited. Even though Chief Minister Virbhadra Singh has tried to underplay the grave financial crisis that the government is facing, it is common knowledge that the financial health of the state is a cause for worry for all. The mounting debt trap coupled with the huge salary and pension burden is making the task of the government even more tough. Sources said technical bids for the 960-mw Jangi Thopan project were to be held on September 24 and this would bring in at least Rs 350 crore in the form of upfront payment. The reduction in revenue from the power sector too had also been a cause for concern for the government last year. The state government which had earlier been taking Rs 20 lakh per mw as upfront money had done away with this system as the bidding was being done on the free power over and above the 12 per cent power. The revival and enhancement of the upfront money per mw was also aimed at generating revenue. The power market scenario too does not seem to be good with the per unit rate of power hovering somewhere around Rs 3.60 as compared to Rs 6 per unit in the recent past. “Notwithstanding the fact that there are not too many buyers for our power and the rate per unit too being low, there is no dearth of people keen to take up hydropower projects in the state,” said an official of the power department. The Cabinet sub-committee on resource mobilisation has been constituted to suggest ways and means to cut down on wasteful expenditure and generate resources. The committee, headed by Horticulture Minister Vidya Stokes, met on September 12 and recommended that there should be ban on purchase of new government vehicles. It is expected that in the coming days, some more cost-cutting measures could be taken which will help the government rein in wasteful expenditure and improve its fiscal health. |

Solan, September 15 This area, which stood at 12.86 per cent of the total geographic area of the state prior to this exercise, has been enhanced from 7,160.75 sq km to 8,391.42 sq km. The state earlier had 33 wildlife sanctuaries and two national parks, while their number now stands at 26 sanctuaries, five national parks and three conservation reserves. The exercise was necessitated to exclude inhabited areas and cultivated land, where human interference was more, as it had become difficult to provide a safe habitat to the wildlife. Small sanctuaries, such as Silli in Solan, having an area of mere two sq km, have been converted into conservation reserves. Other conservation reserves include Darlaghat and Naini Devi. Dr Lalit Mohan, Principal Chief Conservator of Forests, Wildlife Wing, said the exercise would help in carrying out development activities in the restricted areas, where locals were facing problems in getting permissions for the development works and availing timber distribution rights. He said the workload of the sanctuaries had also been redrawn and handed over to the territorial and wildlife wings as per the plan drawn out to facilitate the locals. According to the notification, three sanctuaries, including Chail, Majhathal and Renuka have been reduced while Govind Sagar has been scrapped and two other sanctuaries, including Sainj and
Thirthan, have been merged with the Great Himalayan Park. Simbalbara sanctuary in Sirmaur has been upgraded and registered an increase in its area. The overall protected wildlife area increased as forests having rich wildlife, which were left out earlier, will now been included in the sanctuaries. The largest area of about 850 sq km has been included in the Kibber sanctuary, in the cold desert of Spiti. It is a natural habitat of rare snow leopard and marmot and will help in preserving their natural habitat. The exercise was underway since the last more than 10 years and was finally approved by a high-powered committee of the Supreme Court before being notified. Keep record of land given for development, dept heads told
Una, September 15 Presiding over a meeting of departmental heads, to bring about efficiency in administration, at the Bachat Bhawan, he said these registers would provide ready information to the department concerned as well as to the Revenue Authorities when needed. Jain directed the officers to ensure that there was adequate budget to construct buildings on the allocated land, adding that it had been observed that once a plot of land was allocated to a department for some purpose, it lay abandoned for many years. The same land could have been put to public use by another department. The Forest Department officials should not delay in
providing no-objection certificates (NOC) required for transfer of land for building infrastructure so that the pace of development is not hampered, he added. The DC said the Public Works Department (PWD) had identified about 70 black spots on roads within the district, which were prone to accidents. He directed the authorities concerned to rectify these spots at the earliest.
He also expressed the need to check the menace of youth indulging in over speeding while driving two wheelers, leading to fatal accidents. Jain said the names of all designated authorities under the Right To Information (RTI) Act should be duly displayed at a prominent place in the departmental office. He also directed the Mother and Child Welfare Department officials to organise a public awareness workshop on victimisation of children and women at homes, schools and work places. Construction of flyover hangs fire in Palampur
Palampur, September 15 However, because of a defective design, as claimed by the contractor, a span of the flyover collapsed twice killing three persons, including an officer of the PWD. The contractor suffered heavy losses and was left with no alternative except to suspend the construction. Besides, the contractor also wanted changes in the design because of the technical problems he had faced. However, the PWD refused to change the design saying it was approved by the Ministry of Transport. They pressurised the contractor to resume the construction as per the old design. The contractor again made efforts in 2011 to install the collapsed spans. But during construction, the same span again collapsed killing a supervisor of the PWD on the spot. Since then the construction of the flyover has come to a halt. Now after seven years, the cost of the construction of the flyover has almost doubled because of the delay on the part of the PWD to finalise a new design of it. However, official sources said the PWD had proposed certain changes in the design of the flyover to complete it early, but the matter is still hanging fire. Delay in the completion of the flyover is causing great inconvenience to local residents. In the absence of the flyover, there are traffic jams in the town daily. Despite the fact that the Holta bypass is fully operational, the administration has allowed the entry of heavy vehicles, including long-route buses, which has made the matter worse.

Research centre to fund innovative ideas
Palampur, September 15 Dr Sud said people with innovative thinking, not necessarily a scientist or an engineer, could design and develop a new product or a process at the centre. “What they need is a proper platform for technical guidance and financial support”, he added. It was a matter of pride for the state as the centre would facilitate original ideas to give them shape, Dr Sud added. He said any independent innovator or individual, with a technical idea, could take advantage of the facility to formulate a project and seek financial support to turn his or her ideas into a reality. Dr Sud, also the coordinator of the scheme, said any individual may avail financial assistance up to Rs 2 lakh for small projects like developing a proof of concept or prototype or a model, up to Rs 20 lakh for project on fabrication of working models process know how and their testing and trial, patenting or technology transfer etc. Dr Sud also said a maximum support of Rs 50 lakh, limited to 50 per cent of the total project cost, could be availed in phase II for enterprise incubation. Similarly, any research or academic institute or autonomous institution could avail a maximum support of Rs 50 lakh, limited to 50 per cent of the total project cost, for developing technological solutions aimed at helping medium and small manufacturing enterprises (MSME) clusters. He said the financial grant would be released only after approval of the project by a committee of the CSIR. He urged people of the state to come forward to avail the benefits of the scheme, with free technical support from CSIR scientists.

Kangra, September 15 VK Awasthi, Chief Engineer, HPPWD, Kangra Zone, stated this while addressing the 47th Engineers’ Day celebrated at the Polytechnic College here today to commemorate the birthday of Great Engineer Sir Mokshagundam Visvesvaraya. The programme was organised under the aegis of the Institution of Engineers, India, Students chapter of Government Polytechnic College, Kangra. The function was inaugurated with the lighting of the lamp by VK Awasthi, AK Abrol, Superintending Engineer, Nurpur Circle, and Vikas Sood , Executive Engineer, PWD Division, Kangra. Dinesh Sharma, Principal, welcomed the guests. Abrol threw light on the life and achievements of the Bharat Ratna awardee Visvesvaraya on the occasion. Declamation and portrait competitions on Sir Mokshagundam were organised on the occasion. Kartik Sharma, Sahil Mishra and Akshita bagged the first, second and third prizes in the declamation contest, whereas Amit, Apra Sharma and Saryu Mahajan got the first, second and third prizes in the portrait competition, respectively. Chief guest VK Awasthi distributed the prizes among the winners. Anil Sood, HoD, Computer Engineering, proposed a vote of thanks. Ranjit Katoch, adviser, IEI Students’ chapter, Pawan Chandel, Varun Gupta, Hari Singh Thakur and Ashok Verma were also present on the occasion.

One arrested for raping minor girl
Nurpur, September 15 As per information, he had allegedly raped a minor girl (14) of a nearby village studying in Class IX two days ago. The accused, working at a private clinical laboratory at Badukhar, was known to the victim. Vijay gave her a fake message on Saturday evening that her sister had been admitted to the Community Health Centre at Fatehpur. She immediately reached Fatehpur where Vijay met her and pretended that she had been shifted to Badukhar. He reportedly took her on his motorcycle to reach Badukhar, but on the way he got her to stay at his room as darkness had fallen. He allegedly raped her at night and sent her back home the next morning. The victim narrated the incident to her parents who took her to the Fatehpur police station yesterday and got a case registered against the accused. Jawali DSP DC Verma said after conducting a medical examination of the victim, a case under Section 376 of the IPC and Section 4 of the Prevention of Children Sexual Offences, 2013, had been registered against Vijay.

Man’s body found
Nurpur, September 15 It is suspected that the Dilabar had gone near the khud to answer the call of nature and was probably bitten by a poisonous snake there. DSP Manoj Joshi, who visited the spot, said a case had been registered.

Youth shot in Paonta Sahib
Nahan, September 15 Additional SP Nischint Negi said Daler, hailing from Kaithal in Haryana, had been residing at the village for the last three weeks. As per eyewitnesses, they heard gunshots around 11.30 pm and then saw a wounded blood-soaked Daler rush towards the road. He fell on the road and died on the spot. The police have registered a case under Section 302 of the IPC and
started investigation. As per preliminary investigations, the victim was living with his friends and allegedly indulging in liquor smuggling.
