Dharamsala, September 6 The 16 accused in the case have been asked to appear before the court on October 27. The Vigilance and Anti-Corruption Bureau had filed a chargesheet on April 25 against 18 accused in the court of special judge, Kangra, under Sections 420, 406, 218, 120(B) and 201 of
the IPC and Section 13(B) of the Prevention of Corruption Act. The accused were charged for changing the status of the HPCA
from society to company and converting the assets of society to that of the company. The summons have not been issued to two IAS officers accused in the case as the permission for their prosecution is yet
to come from the Union Government. The Vigilance Bureau accused the HPCA of acquiring land fraudulently, obtaining documents such as no objection
certificates with a criminal intention and conversion of the HPCA, which was registered
as a society, into company for ulterior motives to cause wrongful loss to the state. After a year-long inquiry, the Vigilance Bureau had also indicted Dhumal. The state government had on April 2 got sanction from the Governor to initiate proceedings against Dhumal, who is now the Leader of Opposition in the state Assembly. Additional Chief Secretary Deepak Sanan (then Principal Secretary, Revenue) and Deputy Commissioner, Bilaspur, Ajay Sharma (then Director
of Sports and Youth Services) have also been named in the chargesheet. Sanction to prosecute both the IAS officers is awaited. The chargesheet said Sanan had approved the land for commercial use
at his own level and changed the cabinet’s decision, for which he was not

Maintain status quo on cricket academy: HC to Shimla MC
Shimla, September 6 The interim order was passed by a Bench comprising Chief Justice Mansoor Ahmad Mir and Justice Tarlok Singh Chauhan on a petition filed by Surinder Singh Thakur, vice-president, Himachal Pradesh Cricket Association (HPCA). Thakur had sought a stay on the orders of the MC to demolish the structure constructed at the academy. The petitioner had moved the high court against the recent notice served by the MC to demolish the temporary structure on the ground that the area falls under green belt. Prior to this, the civic body had issued a show-cause notice on October 8, 2013, questioning why the temporary structure should not be demolished. Thereafter, the Municipal Commissioner had passed orders on January 8, 2014, to demolish the structure. The HPCA had filed an appeal before the Additional District Judge
and the same was dismissed on August 1. Now, the petitioner has filed a petition before the court saying that the temporary structure was built after obtaining necessary sanction and permission from the Conservator of Forests, Government of India, and after taking
permission from the state government. The petitioner has also submitted before the court
that the application for building a permanent structure was rejected by the Single Umbrella Committee in 2011 on the ground that the area falls under green belt and a revision petition in the matter was still pending. The court directed the MC to file a reply
before September 16, on which date the matter is listed again. The case

NHAI rejects land acquisition awards
Shimla, September 6 The project will now be delayed by almost one year as the matter will go into arbitration. The NHAI rejected the land acquisition awards on various grounds, including that it was not in conformity with the circle rate. The NHAI conveyed its decision at a meeting chaired by Chief Secretary P Mitra. Narinder Chauhan, Principal Secretary, Public Works Department (PWD), also attended the meeting. “Of the awards for 66 villages given by the SDM, the NHAI has accepted awards for eight villages,” revealed an official of the department. The Rs 1,200-crore award includes Rs 500 crore for the state government land. The matter of concern for the state government is that the ambitious Rs 3,200-crore project will be delayed by almost six months or more. “Out of the Rs 1,200-crore land awards, Rs 500
crore is for the state government land, which should not have been included,” said an engineer. “We have accepted and forwarded the awards for eight villages falling in Kasauli tehsil,” said Satish Kaul, Project Director, NHAI. He said the awards of around 12 villages falling under Solan tehsil were likely to be approved by the NHAI. The fallout of the dispute over the land acquisition awards is that instead of seeking 60 per cent of the total land before starting work, 90 per cent of the land will have to be cleared now. “Though the Government of India as per an order dated August 8, 2014, has simplified the procedure for giving forest clearance, even then the Shimla-Parwanoo four-laning project is bound to be delayed by over six months,” lamented the officials. The cost of the project is also likely to escalate due to the delay. More than 650 structures at Dharampur, Kandaghat, Dhalli and Battakufar will have to be removed to pave way for the four-laning project. |
Transport services hit in Palampur
Palampur, September 6 Several trains on this section were either late or suspended due to landslides on the track. Many passengers remained stranded at different railway stations for hours. The power supply in various parts of the region was adversely affected. Rural areas in Palampur, Baijnath and Jaisinghpur remained without electricity for hours. Bus services on “kacha” routes have been suspended. Buses between Baijnath and Kothi Kohar remained suspended for the second consecutive day today. Residents of Deol village of Baijnath sub-division have been spending sleepless nights as heavy landslides have hit the upper areas of the village. Reports said that because of “reckless cutting of hills by power
company”, debris and boulders had come sliding down, damaging houses and resulting in large-scale erosion. Binwa, Neugal and Awa — the three major tributaries of the Beas river — are in spate. |
‘No threat from Parechu lake’
Shimla, September 6 Hemant Gupta, Joint Member Secretary of the council, said consequent to the formation of
the lake in the Tibetan region in the Sutlej catchment in June 2005, and its sudden breaching which caused extensive damage, the lake was being monitored every year to assess its vulnerability. “Since then the council has been monitoring the Parechu lake using high resolution satellite every year between April and October,” he said. He said as part of the disaster preparedness plan, the council had been monitoring the lake and this year too it was found that there was no threat. “The inflow and outflow seem to be normal except a small variance on the frontal side. But, there seems to be no perceptible threat,” he added. |

Tribals seek upgrade of middle school
Chamba, September 6 After passing Class VIII, children, including girls of the area, have to trudge a distance of about 5 km to reach Lilh for getting senior secondary education. Lalit Thakur, president, Akhil Bharatiya Gaddi Janjatiya Vikas Samiti, has reiterated his demand to upgrade the Kuned school, along with other schools of the tribal terrain, for providing education to poor children of the area. |
Ordinance for regularisation of structures
Shimla, September 6 The amendment will remain in force for a period of one year and the application forms will have to be submitted within 45 days from the date of the notification. The application forms will be available on the website www.himachal.nic.in/tcp. The appeal will be considered within 30 days and decided by the appellate authority within six months. Applications pertaining to regularisation of deviations up to 70 per cent from the approved map will be considered. The regularisation will be considered for six storeys, including basement, attic and parking floors. No fee will be charged for up to two parking floors. The regularisation fee will increase by 100 per cent for commercial buildings and hotels and industrial purposes. |
Hamirpur principal records statement in suicide case
Hamirpur, September 6 The police were on the lookout for him for the past two days after he was denied an interim bail by the District Courts. He was then granted interim bail by the HP High Court yesterday. Shamsher Singh, Additional Superintendent of Police, said Gautam had recorded his statement and the report would be placed before the High Court on September 12. It is to be noted that on August 27, Amit Kumar, a student of first-year civil engineering, committed suicide. The police registered a case under Section 306 of the IPC and the HP Educational Institution Anti-ragging Act, 2009. He was found hanging from the ceiling fan at his rented accommodation. The victim had complained of harassment and named two boys. He also gave the phone number from which he had reportedly received threatening calls. Sources said the principal told the police that the complaint of the victim was looked into by the anti-ragging committee of the college. Though the contents of his statement were not revealed by the police, he is learnt to have denied allegations of ragging or negligence on the part of the college authorities. |

Man, wife electrocuted in Kullu village
Kullu, September 6 Villagers rushed to the spot on hearing their shrieks and rushed them to the hospital, where both were declared brought dead. Mahipal was a priest at the Raghunath temple in Sultanpur of the town. They are survived by a six-year-old son. Local MLA Maheshwar Singh expressed grief over their death. DSP Sanjay Sharma said the police were investigating the matter. The HPSEB authorities said preliminary investigations revealed that the service wire and the meter of the building had been tampered with. |
