Politics likely to divide khaps

Jind, September 13
Attempts of some leaders to politicise non-political khaps is likely to cause a division. Around 50 khap leaders decided during a meeting in Narwana on Saturday to actively participate in Assembly elections.

They announced that they would organise a meeting of all khaps in Jind on September 28 to take a final decision to extend support to a political party, but some senior khap leaders objected to this politicisation.

Leaders of the Satrol, Bura, Kundu, Khera, Hooda, Deswal, Benain and many other khaps attended the meeting in Narwana.

They said khaps should openly support a political party, which would ensure that their long-pending demands were met. Some khap leaders indicated that they could demand ticket for some candidates.

“Khaps do not want to stay behind the scenes and want to directly participate in government formation. Around 50 khaps attended the meeting. We have called a meeting of all khaps in Jind on September 28 to take the final decision,” said Sube Singh Sumain, spokesman of the Sarv Khap Panchayat (SKP).

Political pundits believed that khaps could tilt the scales in favour of any party as these had a strong base in most districts of Haryana.

There are around 150 khaps in Haryana, which command influence in Bhiwani, Jind, Sonepat, Rohtak, Panipat, Mahendragarh, Gurgaon, Jhajjar, Karnal, Kaithal, Faridabad and Palwal areas.

“Khaps should participate in politics. After winning elections, khap leaders can raise their voice in the Vidhan Sabha,” said Tek Ram Kandela, president of the Kandela khap and national convener of the SKP.

Khaps had never joined politics in Haryana, but many khap presidents had been active in politics for the last many years and had been supporting various parties.

Some young khap leaders wanted to openly participate in politics and had started claiming that seniors were misusing khap names for their personal gains.

The announcement did not go down well with some senior khap leaders. “Khaps are non-political and should remain this way. We will never back any move to support a party in elections,” said Kuldeep Dhanda, state SKP convener.

Kanda’s poll manifesto has something for everybody

Chandigarh, September 13
Leaving no stone unturned to woo voters in the upcoming Vidhan Sabha elections, the Haryana Lokhit Party (HLP) on Saturday released its manifesto with a number of populist announcements, including increase in old-age pension, laptops for students, “shagun” scheme for two girls per family, free housing and 200 units of free power.

Terming the manifesto as an “oath document”, party president Gopal Kanda said his party was “zooming towards” forming the next government in Haryana. He did not rule out an alliance with like-minded people and other parties in the state keeping in mind interests of the state.

He indicated that the party was in negotiations with some parties like the BSP on seat sharing and an alliance could be formed. He said the list of candidates would be out in the next three or four days.

The HLP, which had been allotted kite as its election symbol, promised to hike wages of Haryana Police personnel and other employees on par with their counterparts in Punjab. It promised that every household would get 200 units of free electricity and students in class VIII and above would get free laptops.

Announcing other sops in the manifesto, Kanda said his party would raise old-age pension to Rs 5,000. The manifesto promised “beti ghar ka chirag” scheme, which comprised payment of Rs 5,100 on the birth of a girl, Rs 1,000 per girl till her wedding and Rs 1.51 lakh as “shagun” at the time of wedding.

The HLP promised to insure crops of farmers and all goods of traders and shopkeepers. Closed-circuit cameras would be installed in every market to safeguard property of traders, Kanda said.

To harness talent in the state and to curb unemployment, a film city would be set up, he said. Several societies comprising 21 members each would be formed from among unemployed youth, who would be handed over mining operations, he said, It would end unemployment and check resources from being plundered by affluent politicians, he claimed.

The HLP manifesto promised to pay 13-month wages to women on maternity leave. Liquor vends would be set up only in villages where women gave their consent, it added. All places of worship would get free electricity and water round the clock, it further promised.

The party promised setting up three tax-free industrial zones in the state, where unemployed youth would be preferred for setting up industrial units. All clearances would be granted through a single window within seven days, Kanda said. Non-committal on the issue of probing land scams, he said tackling corruption would be his priority. He added that he was relying on himself to be the star campaigner for his party and was confident of getting an overwhelming mandate as people were familiar with “corruption” in other parties.

Rebellion fear forces Cong to delay first list
Pradeep Sharma
Tribune News Service

Chandigarh, September 13
Alarmed at the prospect of rebels playing spoilsport for its official candidates in the upcoming Assembly elections, the Congress seems to have held back its first list sending prospective candidates in a tizzy.

Though the party’s Central Election Committee has reportedly zeroed in on 20 names, including some ministers and senior leaders, the list has been put on hold till next week, apparently pending approval from AICC president Sonia Gandhi, who is on a foreign visit.

Sources, however, indicated that the official list was being delayed to curb dissension and rebellion in the party on the lines of the BJP and the INLD. The Congress wants to avoid state wide rebellion on the pattern of the BJP and the INLD which is set to mar the chances of victory of the official candidates, a senior leader reasoned.

The delay in the release of the list would provide lesser number of days to the rebels to create trouble in the run-up to the October 15 elections. The Congress, which is facing strong anti-incumbency, can ill afford a rebellionm, which seems a certainty after the declaration of the list. Recently, the rebellion in the BJP and the INLD over ticket allotment seems to have rattled the party bosses.

Meanwhile, the exit of senior leaders like Birender Singh and Avtar Singh Bhadana and rampant factionalism in the party pose other problems to the party to decide the right candidates for the assembly elections.

Despite its dismal performance in the 2014 LS elections where it could retain only one of the 10 seats, over 1200 prospective candidates had applied for tickets for the 90 assembly segments.

Besides, the ‘problem of plenty’ the high command would have to take certain difficult decisions like giving tickets for the MLAs accused of demanding money for the grant of change of land use (CLU) permissions.

Who winks first?

INLD (73) and the BJP (43) are the only major parties which have released their first list so far. In fact, smaller political parties like the HJC, JCP and HLP seem to be anxiously waiting for the Congress list as the influential leaders not making to the Congress’ official list would throng these parties for the tickets. Even in case the Congress does not nominate certain candidates, they would have the option to fight elections as Independents with the support of ‘like-minded’ parties.

Why the delay

  • The party's Central Election Committee has reportedly zeroed in on 20 names; the list has been put on hold till next week as it is pending approval from AICC president Sonia Gandhi
  • Sources say the official list is being delayed to curb dissension and rebellion in the party on the lines of the BJP and the INLD
  • The delay in the release of the list will provide lesser number of days to the rebels to create trouble in the run-up to the October 15 election

Two-time INLD MP from Hisar joins BJP
Deepender Deswal
Tribune News Service

Surender BarwalaHisar, September 13
The BJP has got a shot in the arm by inducting two-time MP from Hisar and senior INLD leader Surender Singh Barwala into the party.

Barwala, who had defeated stalwarts such as Om Prakash Jindal and Birender Singh in Hisar in the 1998 and 1999 Lok Sabha poll, has been a known face in Hisar and Jind for the last three decade.

Barwala joined the BJP yesterday in the presence of senior party leaders, including general secretary JP Nadda, Haryana co-in charge Anil Jain, Haryana election in charge Kailash Vijayvargiya and national secretary Capt Abhimanyu, who is also the party nominee from the Narnaund Assembly seat.

His switching over to the BJP is also a major setback in the region, as he had considerable following at the personal level. Sixtythree-year-old Barwala has been elected MLA from the Lok Dal from the Barwala Assembly segment in Hisar in 1987. He also served as a minister in the state Cabinet during 1990-1991.

However, his victory during the Lok Sabha election in 1998 when he defeated stalwarts such as Om Prakash Jindal, who contested on the Haryana Vikas Party ticket, sitting MP Jai Prakash and Congress nominee Ranjit Singh brought him to limelight at the state level. He again won the seat for the INLD in the 1999 Lok Sabha poll when he defeated senior Congress leader Birender Singh.

After joining the BJP, Barwala said he, along with his supporters, would campaign for the party in the state.

Tanwar admits differences with CM on some seats
Sushil Manav

Sirsa, September 13
State Congress chief Ashok Tanwar today admitted he had difference of opinion with Chief Minister Bhupinder Singh Hooda over distribution of tickets in some Assembly constituencies of the state.

He, however, said the difference should not be construed as factionalism in the party, as the party, he maintained, was completely united to face the poll. “Two political leaders can have completely different views about one leader. Had there been no differences, there would have been no need of the lengthy exercises of ticket distribution,” he maintained.

Tanwar, who was on a one-day visit to Sirsa, was speaking to mediapersons at a temporary helipad set up at Chopta village in Sirsa.

When mediapersons asked about his stand on party ticket to Chief Parliamentary Secretary Sharda Rathore, who recently took a U-turn after holding meetings with senior BJP leaders Rajnath Singh and Amit Shah, Tanwar said anyone who had worked towards weakening the party did not deserve to be nominated.

He said he was hopeful that the ruling party would come to power for the third time in the state. Tanwar said given the performance of Hooda government in the past two terms, the Congress was set to surpass its seats tally of 2005 and was likely to get two-third majority after the poll. Asked when the party planned to announce its tickets, Tanwar said the process was on and the Central Election Committee had cleared some of the names.

He said the lists would be released within seven to 10 days. Women and youths would be given fair representation, Tanwar said.
