Srinagar, September 13 The meeting was attended by PDP president Mehbooba Mufti, CPM legislator Mohammed Yousuf Tarigami, Jammu and Kashmir Pradesh Congress Committee chief Saifudin Soz, Minister of State for Home Sajjad Ahmed Kichloo, Peoples Democratic Front representative Hakeem Mohammad Yaseen, Ghulam Hassan Mir and Nazir Ahmed Wani. The meeting expressed deep condolence over the loss of precious lives in the floods, an official spokesperson said here. The political parties also expressed deep sympathies with those injured and displaced in floods. All the parties expressed complete solidarity with the flood-affected people and resolved to rebuilt lives, livelihood and
public infrastructure, the spokesperson said. They also conveyed appreciation for the support extended to the state by the Government of India and its agencies, including the Army, the Air Force, the National Disaster Response Fund and others, in this hour of crisis. PM assures JK ministers of all-possible Central help
New Delhi, September 13 A group of seven ministers, led by Deputy Chief Minister Tara Chand, called on Modi on the authority of Chief Minister Omar Abdullah to impress upon him for liberal assistance to the state to reconstruct itself and to provide succor to the people affected by the floods. During the meeting, which lasted for about 45 minutes, the group of ministers submitted a copy of memorandum, which was addressed to the Prime Minister by Omar.

Of disaster, snapped links and a hope to see family again
Srinagar, September 13 On Sunday morning, I left for office from my residence at Bemina, on the western outskirts of Srinagar city. Half of Bemina was already submerged and since the rain had stopped, there was little guesswork that the water will stream over the road and cross into the other half of Bemina, where my family lives. There was chaos on Bemina roads. Residents of Bemina’s submerged colonies were on the road — there were horrified women, men, children and old. By the time I was halfway to office, situated near Jehangir Chowk in Srinagar, the roads were getting flooded and it was impossible to reach anywhere. Midway, I got a lift in a vehicle of a ‘Self Help Group’ — volunteers providing drinking water and food to the displaced people whose number was increasing by the minute. The car drove through five feet of floodwater to reach Zero Bridge, from there onwards locals were roving boats to evacuate the residents of Raj Bagh, a posh locality on the banks of the Jhelum. Raj Bagh was a close-up of a disaster that was about to devastate the people of Srinagar city and the water level was a haunting 25 feet. The locality was flooded overnight. The Jhelum, the river which meanders through Kashmir valley from south to north before it flows into Pakistan, was roaring maddeningly, destroying every barrier in its way and expanding unprecedentedly. At the Zero Bridge, it was a humanitarian crisis. Children were being rescued and their parents were trapped. Everyone was mourning as entire families were trapped and a few were being evacuated by young men in makeshift boats. There were a few moments of utter hopelessness. A phone call received by a volunteer of the ‘Self Help Group’ was the grim moment of the day. It was a young mother, trapped on the second floor of her house inside Raj Bagh locality, calling for help as her 15-month-old baby had slipped from her lap and was drowning inside the flooded room. “Do not drop the call,” she kept pleading, as the volunteer listened helplessly. “My son is drowning and we do not know how to swim and save him. I beg you do not drop the call, please rescue us,” she said. By early afternoon, the chaos deepened as mobile connectivity snapped and for the next many days people had no idea who had survived in their families. At 6 pm, all localities in southern and western parts of city were flooded. I tried to reach home but there were no roads. The city was decaying under a sea of water. At 9 pm, a friend drove me to his home at Khanyar in the old city. The exterior localities of the old city were getting submerged as the water level was rising every moment. It was a sleepless night. At 3 am on Monday, a short while before dawn, I managed to make a call to my stranded family in Bemina. It was a moment of grief and hope. Everyone at home was alive but was stranded at the first floor. The ground floor was under water. It was the last call for next week and the world around was shrinking. Next morning, on Monday, the water was knocking at the door of the house at Khanyar where I had spent the night. I, along with the family which hosted me for the night shifted to Koh-e-Maraan, the hillock around which the downtown is located. The day was spent inside a school, which was turned into a relief camp. Thousands were taking refuge at the hillock and hundreds kept coming during the day. The day ended. Srinagar was a shrinking city, water was drowning locality after locality and many people had only a few drops to drink. Over the next five days, Jhelum’s water receded, initially inch by inch and the water level of the Dal Lake began to submerge more areas in downtown. On Saturday, seven days since I left home, there is still no contact with the family. The area is still under water. There is a hope, however, that stock of water would make them survive the few more days of this disaster.

90% of damaged LoC fence repaired
New Delhi, September 13 Almost 10 km of fence, largely in the Akhnoor sector, had been washed away or buried under mudslides in the floods that followed heavy rain since the start of this month. More than 90 per cent of this has been re-erected, sources said. The work to repair the fence is being carried under heavy security with gun-toting troops keeping guard against any intruders. Restoring the fence along the LoC and also along the 198 km-long international border is the top-most priority, officials said. The Border Security Force (BSF) is deployed along the international border. The fence is a 10 ft-high obstacle of iron girders with coils of barbed wire strung across and it acts as a first obstacle for intruders from PoK. Almost simultaneously, work is on to repair bunkers, observation posts and shelters used by troops. Some of these had been flooded and were filled with muddy waters forcing evacuation of troops of the Army and BSF with helicopters. Sources said there were radio intercepts that terrorists based in Pakistan-occupied-Kashmir (PoK) will try and enter Kashmir using the gaps in the fence hoping that the Army’s guard is down. August, September and October are traditionally seen as peak months for infiltrators. A few IAF and Army Aviation helicopters have reportedly been hit by stones thrown by people, which could have been incited by separatists. Some of the stones hit the copters as there are small “dents” on the body frame. This can turn serious incase the stone is sucked in by the engines or it hits the rotor blades. The copter can drop like a stone killing the crew and those being rescued.

Situation under control in flood-hit areas of Jammu, says Army
Jammu, September 13 The GOC also said the Jammu-Srinagar national highway, the main road link connecting Kashmir valley with the rest of the country, would be thrown open for light motor vehicles soon. The highway had been closed for traffic following massive landslides that swept away nearly 250-metre stretch near Ramsu in Ramban district following incessant rain and flash floods. The officer, however, said the jawans of Army and Border Roads Organisation (BRO) were on job and the highway would be cleared for light motor vehicles soon. “The situation is under control and it is returning to near normalcy. All major arteries in the south of Pir Panjal range have been restored,” the GOC added.

ABVP sweeps DUSU polls after 17 years
New Delhi, September 13 The ABVP won posts of president, vice-president, secretary and joint secretary, improving its last year's performance when it only lost the post of secretary. The win assumes significance as the BJP is ruling at the Centre and indicates that the Modi wave seems to have done the magic for the ABVP — something which is acknowledged by the newly elected student leaders. "No doubt, we won because of the Modi wave. But we also worked hard for the whole year and fulfilled our promise of scrapping the four-year undergraduate programme (FYUP). We will not let students down," said ABVP's national secretary Rohit Chahal. "We have revived activism among students on the campus over the last one year. We have worked on their issues and protested on streets. Students have been able to connect to us and our message," said Mohit Nagar, who won the president post by defeating NSUI's Gaurav Tushir (19,804) by 914 votes. The issues mentioned in the manifesto, including providing security on the campuses and in colleges, better transport and accommodation facilities to outstation students, are our priority, Nagar said adding that the immediate task at hand will be to take necessary steps to help flood victims of Jammu & Kashmir. Parvesh Malik (21,935 votes) won the vice-president post defeating NSUI's Mona Choudhary (14,076 votes). Kanika Sekhawat has been elected the secretary, beating NSUI's Amit Singh-Teema by 3,022 votes. ABVP's joint secretary candidate Aashutosh Mathur was the most jubilant as he defeated NSUI's Abhishek Choudhary by 11,068 votes. Mathur received 23,133 votes while his adversary's support stood at 12,065 votes, as per the results declared by DUSU Chief Election Officer Prof DS Rawat. Ashutosh said the new DUSU would work towards a compact campus apart from creating east and west campuses The ABVP's newly elected panel hopes to reap the maximum benefits to fulfil promises made to DU students. While the NSUI faced a smashing defeat much due to its "silence and unclear stand" on the FYUP, the ultra-Left affiliated All India Students' Association failed to garner much support despite its struggle against the FYUP ending up third in all top posts. "We'll continue the fight for re-evaluation, special chance for students, and more colleges and hostels this year. Less than 2% students get hostels and it is a top priority. Pak for normalising relations with India
New Delhi, September 13 The remarks were made by Pakistan High Commissioner Abdul Basit here, days after External Affairs Minister Sushma Swaraj said there was no “full stop” in diplomacy while replying on the future strategy towards talks with Pakistan. Addressing a meet of businessmen from India and Pakistan, Basit also talked about his meeting with India’s National Security Adviser Ajit Doval earlier in the day and said both agreed that destinies of the two nations are inter-linked and there was a need to move forward. “We both agreed that the time has now come to get out of this pattern (taking a step forward and two steps backward) and to have a new narrative which helps the two countries to keep moving forward. That is easier said than done,” Basit said at the meet, held on the margins of Pakistan trade fair here. “Unfortunately, there has been a setback last month. I would say a political setback. But that should not in any manner deter us from continuing with our efforts and I am confident that things will come back on track,” Basit said. The Pakistan top envoy said there were complex problems between the countries but, irrespective of that, India and Pakistan should move forward. “We understand that the complex problems would not go away. They will be there. On certain issues, we will have agreements or compromise quickly but on other issues we will perhaps have to wait longer. But important is to keep moving forward and we hope that this trend will continue in days, months and years ahead,” he said. Security blanket thrown for Modi, Xi visit
Ahmedabad, September 13 Blaring sirens from speeding police vehicles and a huge contingent of security personnel, both uniformed and in civil dress, along with Chinese security personnel can be spotted on the roads leading to Sardar Vallabhbhai Patel International airport, Vastrapur lake, riverfront in Ahmedabad and Gandhinagar as Modi and Xi visit Gujarat next week. Sources said the Ahmedabad police have sought the help of several Chinese interpreters as security men from China were facing a language hurdle. A Home Department source said: “More than 3,000 security personnel are being deployed all along the venues and routes, where the visiting leaders would be passing through.” Security has been stepped up at Ahmedabad Civil Hospital which is being readied for emergency measures as it prepares for the visit. A source at the hospital said: “The hospital has been put on alert so that no untoward incident happens. Authorities, medical staff and doctors have been told to be prepared. Ambulances and medical equipment have been checked...” “Special machines such as mirror detectors that can look under vehicles, hand-held metal detectors and door metal detectors have been installed at the hospital. Besides, people entering and exiting the hospital are being frisked.” Hospital Superintendent Prabhakar said: “Yes, we have employed some equipment as a security measure. Although we have not received any official information in this regard, we have beefed up security to meet any eventuality.” Gujarat Police personnel visited Alpha One mall that shares the common wall with the hotel where Xi and his delegates are putting up, so that they can inspect the place, verify the staff and assess the security measures taken by the mall, a source at the mall said. While the mall authorities have not been told to close down, there are chances that the police may ask them to shut it either on September 16 or 17. “If we are asked to close down then we will have to do it,” said the source. The mall is one of the most visited shopping areas in Ahmedabad, witnessing over 30,000 footfalls during the week. — IANS

Mars Orbiter in pink of health: ISRO
Chennai, September 13 “The MOM keeps sending us vital information about the health of its various modules and measurements from sensors. This is called telemetry signal. Today’s telemetry confirms that the MOM is in the pink of health,” Indian Space Research Organisation said on its micro-blogging site. “The MOM uses 2.2 m high gain antenna to send us signals from the present distance of 211 million km,” it said. ISRO said
the spacecraft had completed 95 per cent of its heliocentric journey towards Mars and was less than “4 million km” away from it. — PTI

India keen to boost ties with Vietnam
New Delhi, September 13 The President said the India-Vietnam partnership had reached a “high point” and was also beneficial to ASEAN and the region beyond. “Political, defence and security cooperation is one of the major pillars of our cooperation. We are of the view that there is much more potential that can be realised in these areas and both sides are working towards it along with our regional partners,” Mukherjee told Vietnamese News Agency (VNA) on the eve of his departure for a four-day state visit to the country. Mukherjee, who will meet the top leadership of Vietnam, including President Truong Tan Sang, said his trip was aimed at enhancing the mutual goodwill between the two countries and translate it into further mutually beneficial cooperation. “During my visit to Vietnam in the coming days, I look forward to strengthening this partnership through discussions with my counterpart President Truong Tan Sang and other leaders of Vietnam,” he said. The visit, which will take Mukherjee to capital Hanoi and the historical Ho Chi Minh City, is set to witness inking of a number of memorandums between the two countries, including the one between ONGC Videsh Limited (OVL) and Petro Vietnam with regard to exploration activities in the South China Sea, a move opposed by China. “Bilateral relations between India and Vietnam are excellent. They have never been better than what they are today. Our strategic partnership, which was established in 2007, is now entering its eighth year of implementation. In recent years, our relations have witnessed a continuous broadening and deepening in all aspects. Al-Qaida threat: Kamakhya Temple’s security stepped up
Guwahati, September 13 Gogoi, who also holds the Home portfolio in the state Cabinet, reviewed the security arrangement in and around the temple, which is visited by hundreds of pilgrims every day, at a meeting with senior officials of the state police department and the civil administration a few days ago. Gogoi directed the state police to augment security apparatus in and around Kamakhya Temple, located atop Nilachal Hills overlooking the Brahmaputra to its north. The Assam Police in coordination with the Kamakhya Temple management committee have geared up security measures. So far, 30 closed-circuit television cameras have been installed in and around the temple premises in addition to 25 such cameras that had already been installed. Metal detectors have been installed at all four main entrances to the temple while arrangements have been made for night patrol by a seven-member team of the city police. Patrolling will also be carried out by the River Police force along the stretch of the Brahmaputra at the foot of Nilachal Hills. The police said the temple management committee had also engaged 30 private security guards to monitor the movement of visitors to the temple. Private security guards will work in coordination with the police personnel from now onwards. |

Won’t shy away from CM’s post, says Sena chief Uddhav
Mumbai, September 13 “If the people give me a chance, they will not have any reason to regret it,” Thackeray said at a function organised by a media group here. The Sena chief, however, said he was not hankering for the CM post but if entrusted with the responsibility he would not shy away from it. “I am Balasaheb Thackeray’s son and won’t shy away from my responsibilities,” Uddhav said. His statement came in response to a question on the BJP- Shiv Sena coalition’s plans for the Maharashtra polls. Insisting that the Shiv Sena contributed much to the BJP’s victory in the Lok Sabha elections, Thackeray said the alliance favoured Narendra Modi as its face for the polls. “All allies in the coalition were responsible for the NDA’’s performance (in Maharashtra). Was there any Modi wave in Tamil Nadu, Punjab, Orissa and West Bengal? So a lot depends on alliance partners as well,” Uddhav said. He said the party was in no mood to concede ‘winnable’ seats to the BJP. “The seats we do not want to contest from will go to the BJP,” Thackeray said. He went on to say that the face of the saffron alliance would be from his party alone, adding that seat-sharing talks with the BJP were still on. Earlier in the day, Thackeray warned the BJP not to press for more seats. “Excessive lust leads to divorce,” Thackeray warned his ally through party mouthpiece Saamna today. The party is likely to field Chavan’s wife Amita from Nanded apart from nominating several of his close associates in the region, the sources said. After the death of former Chief Minister Vilasrao Deshmukh, the Congress is banking on Chavan to don his mantle. Reopen HAL Airport: Aerospace major chief
Bangalore, September 13 Addressing a function organised by the Society of Indian Aerospace Technologies today, Tyagi said reopening of the airport would place the city in the league of international cities having more than one airport. The HAL has the experience, infrastructure and capacity to run the airport after it is again opened to commercial traffic, he said. While there have been many such instances of various interested quarters urging the authorities to reopen the airport for civilian use, a stringent clause in the agreement, which has been entered into by the Centre and GVK-led Bangalore International Airport Limited (BIAL), which runs the international airport on the outskirts of the city, will make it difficult for a second airport within a 150-km radius.

Muzaffarnagar, September 13 Praveen Kumar was arrested from Bahawdi village in the district yesterday, SIT inspector BL Yadav said. Kumar was allegedly involved in four cases of murder and two of arson during the riots that took place last year, Yadav said, adding he had been absconding ever since. He was remanded in 14-day judicial custody by Chief Judicial Magistrate, the inspector said. — PTI

Judiciary has to be independent, taint-free, says CJI RM Lodha
New Delhi, September 13 “I am more than confident that the independence of the judiciary would be maintained by everyone and anyone for whom judiciary is dear at any cost,” the CJI said in his inaugural address at a conference organised here by the Bar Association of India. Asked for his comments on the CJI’s remark, Law Minister Ravi Shankar Prasad told reporters at another function that the NDA government had the highest regard for the judiciary and had a deep sense of commitment to retaining constitutional safeguards, be it independence of the judiciary or freedom of speech enjoyed by the people and media. He said most of the NDA ministers had their baptism in fighting for the rights of the judiciary, media and citizens by taking part in the Jayaprakash Narayan’s movement against the Emergency and as such they cherished the value of freedom. “We have suffered for the cause of judiciary. Independence and integrity of judicial independence is sacred and dear to us,” the Law Minister said. Former CJI KG Balakrishnan, CJI-designate HL Dattu, Supreme Court judges and other legal and constitutional experts were present at the conference on rule of law. Justice Lodha asserted that independence of the judiciary was non-negotiable. He, however, did not refer to the government’s move to replace the present collegium system of judges’ appointment with a National Judicial Appointments Commission (NJAC) that would include the Law Minister and two eminent persons, besides the CJI and two senior-most SC judges. Parliament has already passed the NJAC Bill and amended the Constitution for the purpose. The commission would be set up after the constitution amendment was ratified by at least half of the state assemblies. “I can say with confidence that judicial independence has come to stay and no effort will succeed in taking it away. By and large, people understand that this can’t be touched. I have come to this conclusion after being a judge for more than two decades,” he said. At the same time, Justice Lodha called for eradicating corruption from the judiciary by appealing to the participants to work for achieving this.

Manmohan’s role vital in 2G case, says Telecom Minister
New Delhi, September 13 When asked to comment on the allegation of ex-CAG Vinod Rai that former PM Manmohan Singh was aware of the controversial decisions made around the allocation 2G spectrums that led to losses to the state exchequer, Telecom Minister Ravi Shankar Prasad said, “Surely, the PM’s role was important”. Addressing the media on the achievements (telecom sector)of the first 100 days of the NDA government, Prasad said although the matter had been debated upon at length, if appropriate decisions had been taken at the appropriate time, much of the mess (that has been created) would have been sorted out. His statement came after ex-CAG Rai also alleged some Congress leaders had sought to apply pressure on him to keep the former PM’s name out of the audit report. The comments assume importance as Prasad, who was a member of the Joint Parliamentary Committee (investigating the 2G scam), his other colleagues and the Left parties had insisted on the former Prime Minister be called in front of the JPC, a demand which was rejected by the Congress and UPA members. The former CAGs comments are his first direct attack on Singh who has so far denied knowledge of the decisions made by his ministers and scandals that rocked his premiership and contributed to the ouster of the Congress party-led UPA government in the April-May Lok Sabha elections. In interviews just before the launch of his tell-all book ‘Not Just An Accountant’, Rai has said the former PM cannot shirk responsibility in the 2G and coal scams, adding that “In 2G case, all letters written by A Raja were to him and he was replying to those letters. I got no reply to any letter I wrote to him.”

Moderate to high turnout in bypolls
New Delhi, September 13 The polling in the three LS constituencies — Vadodara (Gujarat), Mainpuri (Uttar Pradesh), where Tej Pratap Singh Yadav, the nextgen of Samajwadi Party chief Mulayam Singh Yadav’s extended family is making his debut, and Medak (Telangana) where the BJP is locked in a straight fight with the ruling TRS — was recorded at 49, 56 and 67% respectively. While the turnout was 53% in the 11 Assembly constituencies in UP, where the BJP and its ally Apna Dal are hoping to retain all of them, the nine assembly seats in Gujarat, where the bypoll is considered as much a challenge for Anandien Patel saw 49% polling. Four Assembly seats in Rajasthan saw 66% voting while contrasting turnout was recorded in Basirhat Dakshin and Chowringhee in West Bengal, where the ruling Trinamool Congress is seeking to retain the two seats, with 79.59 and 47.13%, respectively. Around 50% voting was witnessed in the Antagarh assembly segment in Maoist-hit Kanker district of Chhattisgarh while the three Assembly constituencies in Assam, where the ruling Congress is looking to recover some ground after the Lok Sabha poll setbacks, recorded 70% polling and over 87% was the turnout in Tripura’s Manu seat. Around 68% turnout was registered in the Nandigama Assembly seat in Andhra Pradesh where the ruling TDP is pitted against the Congress. The counting of votes is scheduled for September 16. — PTI

Heavy penalty for traffic offenders proposed
New Delhi, September 13 The draft of the new Road Safety and Transport Bill 2014, put up on its website by the Ministry of Road Transport and Highways, also proposes a fine of Rs 5 lakh per vehicle as well as imprisonment for faulty manufacturing design, besides cancellation of licences for rash and negligent driving. The Bill has been put up on the website for seeking suggestion from stakeholders. It also proposes penalty of up to Rs 1 lakh or imprisonment for six months which may extend to one year or both in case of using vehicle in unsafe conditions. First offence for drunk driving will attract "Rs 25,000 fine, or imprisonment for a term not exceeding three months, or with both, and a six-month license suspension. Second offence within three years will result in Rs. 50,000 penalty or imprisonment for up to one year or both, and a one year license suspension.

Mumbai, September 13 The legislator from Solapur has been booked under Sections 376 (rape), 323 (voluntarily causing hurt) and 506 (criminal intimidation) of the Indian Penal Code by the Borivali police, said Deputy Police Commissioner Balsingh Rajput.
