Karnal, September 12 This incident has once again exposed the poor law and order condition in the city as this was the fifth murder in the district during the last 30 days. The murder of 16-year-old Nitin remains a mystery for the police and now this incident has created another challenge for the police, as there are no clues about the whereabouts of the accused. Demanding the arrest of the accused, the deceased’s family members and relatives along with other residents from the city, blocked the road near the Hospital Chowk. DSP Satish Kumar and SHO Civil Line Lalit Kumar pacified the irked protesters and asked them to remove the blockade. Elaborating the incident, the DSP said Raj Kumar was a property dealer. He was leaving the HUDA office compound in the afternoon. Meanwhile, two persons were waiting outside the HUDA office and one of them fired at him and escaped with his accomplice. People tried to catch them, but could not succeed. Raj Kumar was rushed to the Kalpana Chawla Government Medical College Hospital, where he was declared brought dead. IGP Rajbir Deswal and SP Abhishek Garg along with the forensic experts visited the spot, where the experts collected some evidence. To ascertain the cause of death, the police are also questioning eyewitnesses and also investigating the call details of the deceased’s mobile phone. The police are also inquiring the family members to know if Raj Kumar had any personal enmity, said a police officer. “A case has been registered against unidentified persons under Section 302, 34 of the IPC. New norms for devolution of funds to civic bodies
Chandigarh, September 11 The grants would now be issued on the basis of the Infrastructure Gap Index (IGI) formulated by the Local Bodies Department. The IGI showed a composite picture of the local bodies considering five indicators such as slum population, area of the local body, road length, water supply and sewerage coverage. While the slum population and municipality area gets a weightage of 30% each and the road length 20% . The water supply and the sewerage coverage is given a 10% weightage each in the formulation of the IGI, an official communication said. In fact, 78 local bodies of Haryana have been divided into four categories— IGI less than 0.5, between 0.5 to 1, between 1 and 4 and more than 4 for the allocation of funds. The communication said 50% of the funds shall be distributed for financing urban sanitation, cleanliness, solid waste management, water supply and sewerage and other civic infrastructure. However, 25% funds would be kept for strengthening urban infrastructure schemes announced by the Chief Minister from time to time depending upon the specific needs of the municipality concerned. Meanwhile, a committee headed by the Chief Minister and having the Urban Local Bodies Minister, the Chief Parliamentary Secretary of the Urban Local Bodies Department and the Principal Secretaries of Finance and Urban Local Bodies as members would be authorised to review the allocation from time to time. The mission, which has time duration of 2010-11 to 2015-16, would endeavour to ensure sustainable development of the cities in a phased manner. The guidelines

Chandigarh, September 11 An official spokesman said the HSFDC had waived loans of Rs. 73.52 crore granted to 1,20,787 loanees whereas the HBCKN has given a waiver of Rs 81.23 crore to 43,173 beneficiaries belonging to backward classes. Giving district-wise details of HSFDC loanees benefited under the debt waiver scheme, the spokesman said that the debt of 6,454 loanees had been waived in Ambala district, 7,331 in Bhiwani, 4,552 in Faridabad, 3,786 in Fatehabad, 2,477 in Gurgaon, 11,130 in Hisar, 2,381 in Jhajjar, 11,034 in Jind, 8,311 in Kaithal, 8,480 in Karnal, 4,106 in Kurukshetra, 3,927 in Mewat, 6,055 in Narnaul, 5,218 in Palwal, 3,759 in Panchkula, 5,625 in Panipat, 5,567 in Rewari, 4,253 in Rohtak, 5,892 in Sirsa, 4,828 in Sonipat and 5,581 in district Yamunanagar. As many as 2,595 persons had been benefited in Ambala district under the debt waiver scheme of the HBCKN. Gurgaon, September 11 An FIR has been registered against Inspector Pradeep Kumar (SHO), ASI Ashok and Dinesh of Sohna police station and three members — Deep Chand Mahajan, Subhash and Dinesh — of Wasim Khan’s former employer’s family under Section 302 of the IPC on his father’s complaint. As the victim died
in police custody, a magisterial inquiry has been started by JMIC Sachin Yadav, who recorded statements of Wasim’s family members. The
22-year-old from Chilli village in Hathin block of Palwal district was brought to the police station for allegedly attempting to kidnap his ex-employer’s son. The police said Wasim had been working as
a driver with dairy owner Deep Chand Mahajan in Sohna for the four years. He lost his job after Mahajan’s family suspected him of
committing thefts. The police alleged Wasim plotted to kidnap Mahajan’s son in spite. “He went to Jindal High School in Sohna and told the staff that he had come to take Mahajan’s son as his maternal uncle died. The school administration got suspicious and called up his father who reached the school and got him nabbed. He reportedly confessed to planning the abduction in police custody and named Mahajan’s present driver as his partner in crime. An FIR was registered against him on Tuesday and he was arrested,” said the investigator. Wasim was sent to lock-up around 11 pm, but
was found hanging in the police station toilet with a piece of blanket in the early hours of

Tax evasion: 30 policemen to be deployed at Kherki Daula toll plaza
Gurgaon, September 11 The decision was taken at a meeting between representatives of the company and Sanjeev Kaushal, Principal Secretary, Public Works (B&R), and Architecture Department. The toll operator claimed that the company was promised support by the police to stop violation of the Gazette Notification of India; Motor Vehicle Act, 1988; NHAI Instructions; and provisions of a tripartite agreement. “In spite of all regulations in place, hundreds of vehicle owners refuse to pay toll. On insisting, commuters create ruckus. To rein in such vehicle owners, the meeting decided to deploy 10 policemen in each shift,” a company spokesperson said. Kaushal assured that the Regional Transport Authority (RTA) would be instructed to issue show-cause notices to defaulters and, if need be, cancel their permits, he said. Besides, industrialists whose goods pass through the toll plaza would be instructed to pay tax and honour the Gazette Notification of India and provisions of the tripartite agreement. The meeting decided that to elaborate on the exemption policy and deal with tax evasion, notice would be published in leading Hindi newspapers. The company has been crying foul as hundreds of commercial vehicle owners from 30 nearby villages do not pay toll, claiming they were exempted from it. When company employees insist for it, villagers resort to violence. “Villagers run a syndicate of parallel toll system. They make fake documents and take money to let hundreds of vehicles pass without paying tax, saying vehicle owners are from nearby villages. This has been causing revenue loss,” the company said. BJP nominees bank on Modi Magic in Hisar
Hisar, September 11 Party national secretary Capt Abhimanyu, fielded from Narnaund Assembly segment, is the party’s best bet and most prominent face in the district. Launching his campaign, Abhimanyu said Narnaund was lagging in terms of development as a politician from an Opposition party had been elected in the past. “The people will not repeat their mistake. Narnaund would be developed on the pattern of Adampur and Kiloi-Garhi Sampla segments,” he said, while indirectly staking claim to the CM’s pots. Narnaul, September 11 The office-bearers included Narnaul mandal chief Shri Ram Saraf, Bhushan mandal president Kaptan Ramesh Chand and Hudina mandal chief Sadaram Meyi, besides Shakti Kendra chief Jagdish Singh. Later, Saraf told the media that state party chief Ram Bilas Sharma had first ignored “dedicated” party workers in the Lok Sabha elections and cheated them again ahead of the Assembly poll by allotting the ticket to a person who had joined the party a few days ago. Yadav is considered close to Union Minister Rao Inderjit Singh, who is believed to have played a role in getting him the ticket. “Resentment prevails among workers following the wrong allotment of the ticket to a newcomer. We have resigned from our posts and not quit the party,” Saraf clarified. Later, party workers took out a march across the city and burnt Sharma’s effigy at Mahavir Chowk. A group of the BJP Yuva Morcha had protested outside the Sharma’s house in Mahendragarh yesterday to protest against Yadav’s candidature. Debate rages on doing away with interviews for jobs
Sirsa, September 11 “Corruption prevails in the interview system of government jobs. This practice is full of loopholes and is keeping the deserving candidates out,” Shrama told The Tribune. There have been widespread allegations of favouritism and nepotism in the interview process. On July 2, Sharma along with his supporters were arrested when they were protesting at the office of the Haryana Staff Selection Commission in Panchkula. The JCP has made a spoof on the interview process. It shows a son telling his father that he would have to sell his 4 acres if he was to clear an interview for a government job. The spoof is being run on television. Irrigation Minister Capt Ajay Yadav, too, has alleged favouritism in recruitment. He, though, has not commented on the interview system. The INLD has assailed the Bhupinder Singh Hooda government several times, accusing it of favouratism in the selection process. The party has on more than one occasion released lists of candidates selected for the HCS and allied services even before the lists were officially released. Hisar MP Dushyant Chautala said abolishing the interview system was not a solution. The party, instead, would introduce a scaling system prevalent under the UPSC and bring in place a system whereby a candidate scoring 80 per cent in the written examination is not given lower than 70 per cent in interview. |

Fatehabad, September 11 Addressing a meeting to admit senior INLD leader Ram Raj Mehta into the party, he said that their surveys predict the victory of 38 out of the 43 candidates announced in its first list. He said the second list of BJP candidates will be released soon after annou-ncement of polls. Knowing well that the Congress would be wiped out, CM Bhupinder Singh Hooda had placed his propped his close friends at different places by floating new political parties to confuse the voters opposed to his government. SGPC all set to campaign against Cong
Kurukshetra September 11 “SGPC chief Avtar Singh Makkar has given directions to campaign against the Congress and HSGMC. Punjab Deputy Chief Minister Sukhbir Singh Badal, Makkar, and other SAD and SGPC leaders will be part of the campaign,” state Youth Akali Dal (YAD) leader Kanwaljit Singh Ajrana said here on Tuesday. The Congress and SGPC have been loggerheads over the formation of a gurdwara committee for Haryana. In an apparent reference to HSGMC chief Jagdish Singh Jhinda and senior vice-president Didar Singh Nalvi, Ajrana said: “Some people excommunicated by Akal Takth are proclaiming themselves to be representatives of the Sikhs. The SGPC supporters will appeal to people to boycott such persons who seek support from the Congress.” The Congress stopped them (Jhinda and Nalvi) from appearing before Akal Takht, he alleged. “They are trying to degrade Akal Takth which is the supreme temporal body of Sikhs. These people are working at the behest of the Congress.” The YAD leader accused Nalvi of circulating an eight-year-old photograph showing Arjana standing behind Nalvi. The photograph was recently published in a newspaper along with Nalvi’s critical view against the SGPC. “Nalvi should apologise for this. If he doesn’t, I will file a defamation case against him,” Ajrana, husband of SGPC member Bibi Ravinder Kaur, said. The HSGMC senior vice-president, however, refuted the allegation. “I have nothing to do with the photograph and did not circulate it. It was a file photo used by the newspaper. If he (Arjana) wants to file any case (against me), he is free to do so,” he said. HSGMC to set up village-level panels Jind: The ad hoc Haryana Sikh Gurdwara Management Committee (HSGMC) will form village-level coordination committees and participate in rallies to ensure maximum support for the Congress in the Assembly elections. Presiding over the HSGMC's executive committee meeting on Wednesday in Guhla Cheeka, its president Jagdish Jhinda said, “Though we have identified four Parliamentary constituencies from where we could get maximum votes for the Haryana Congress, but our special committees will work across the state to convince voters to choose the Congress.”

Ladwa, September 11 The region is famous for progressive farmers producing sugarcane, paddy and wheat. Besides, Ladwa and Pipli mandis are known for carom seeds (ajwain), potato and onion trading. This segment was carved out of the Thanesar Assembly constituency during the 2007 delimitation and witnessed its first election in 2009. At present, it is represented by INLD legislator Sher Singh Badshami, who along with former Chief Minister Om Prakash Chautala and his legislator son Ajay Chautala was sentenced to a 10-year jail term in the JBT recruitment scam. Voting pattern Badshami, who contested his first election in 2009, defeated Congress’ Kailasho Saini by 2,505 votes. He bagged 32,505 votes (28.93 per cent) out of 1,12,361 votes, while she polled 30,000 votes (26.7 per cent) and BJPs Mewa Singh came third with 21,775 votes (19.38 per cent). Independent Pawan Garg managed to secure fourth position by bagging 15,081 votes (13.42 per cent) . Modi wave had its impact But the absence of the sitting MLA and the Modi wave in the Lok Sabha elections gave a boost to the BJP in the constituency with the result that the INLD dropped to third position in the constituency. Out of total 1,30,262 votes, the BJP candidate Raj Kumar Saini polled 54,650 votes (41.95 per cent), Congress candidate Naveen Jindal got 33,786 votes (25.93 per cent) while the INLD candidate Balbir Saini bagged 30,237 votes (23.21 per cent). Locals opine that choosing an opposition party leader as their legislator and later his absence due to his conviction in JBT Scam is the prime reason behind the poor development of this region over the past five years. Public view Ramesh Saini, a local, said: “The constituency has not seen any significant development over the last five years. A couple of projects like the Centre of Excellence for Mango in collaboration with Israel at a cost of ~5 crore was to be set up and a bypass was to be built but both the projects remained on papers.” Randhir Singh, a farmer, said: “The space in grain market is insufficient and farmers have to wait for days to off-load their produce. There are no government colleges and healthcare institutions in the region. It is not connected with rail line. The CHC lacks medical facilities and staff. The sitting MLA has failed to get local issues resolved.” However, Sher Singh’s elder brother, Puran Chand, said that hopefully his brother would contest. The judgment in JBT case is pending in court and we are hopeful that the verdict will be in our favour. He is ready to contest and we will seek relief as per the old provisions of the Representation of People Act once the elections are declared, he added. |

XEN caught taking bribe
Sirsa, September 11 Executive engineer Rakesh Sharma had allegedly demanded Rs 15,000 from generator contractor Manohar Lal Jain for clearing a bill. When the XEN refused to release the payment despite repeated requests, Jain approached the State Vigilance Bureau office at Sirsa with a complaint. When Jain delivered the phenolphthalein-laced notes to the XEN, Vigilance men arrested him with the money. A case under the Prevention of Corruption Act has been registered against the XEN. — TNS Naib Tehsildar held The state Vigilance arrested Naib Tehsildar Jaimeet Rai Garg red-handed while receiving a bribe of Rs 40,000 from Gurpreet Kaur of Saniana village for entering the mutation of her land sale deed at his office at Bhuna in Fatehabad. Yamunanagar, September 11 His brother Ashok Kumar said they had a tea stall on Tejli road near the Ram Sharnam temple. They closed the shop around 9 pm yesterday and he left for home on a motorcycle while Pawan went away on his cycle.
