Seeking arrest of robbers, residents block Doon-Haridwar highway
Dehradun, September 11 On Thursday, tension continued to grip Balawala village and the nearby places after a large number of villagers took control of the important Dehradun-Haridwar national highway in protest against the robbery incident. The protest continued for more than four hours, causing inconvenience to the commuters. Vehicles were stranded up to a distance of 4 km on the main highway, after which the police had to divert the traffic to other routes to minimise the traffic jam. The villagers took to the street at around 8:30 am while the police took an hour to reach the spot. The villagers lifted the blockade only after Doiwala MLA Heera Singh Bisht and Chief Minister’s OSD Anand Bahuguna reached the spot and assured the protesters of taking all possible measures to nab the five robbers who broke into the house of Surendra Thapliyal and killed his son, Ankit. It is to be noted that in the wee hours of Wednesday morning, five armed robbers broke into the house of Surendra Thapliyal after breaking the window grill, and straight away entered the bedroom, where he and his wife were sleeping. Robbers confined them at gun point and started beating them up, after which their son, Ankit Thapliyal, their tenant and Surendra’s mother-in-law also woke up and ran towards the living room. Meanwhile, Ankit Thapliyal, son of Surendra, resisted the robbers after which they shot him by a double barrel gun and killed him on the spot. All the injured persons were admitted to CMI Hospital, where
they are being treated. Additional Director General of Police (ADG), Law and Order, Ram Singh Meena, along with SSP Ajay Rautela and SP City Ajay Singh also visited the house where they had to face the wrath of the local people. The police have set up five special teams to nab the culprits and teams have been sent to places in Uttar Pradesh as well to look for the gang members.

Businessman’s property ‘illegally allotted to PFA’
Dehradun, September 11 At a press conference held on the issue here today, the aggrieved advertising professional, Shivam Agarwal, said: “We own a three-room first floor apartment on Nari Shilp Mandir Road on Chakrata Road, which we bought in October 2012 from RK Goyal, and have been running our office there since then. But on last Monday, when we reached the office, we found there was a notice pasted on the gate that the property has been allotted to Gauri Maulekhi, who is PFA’s member secretary.” He also alleged that the property was in the name of his wife, Deepika Aggarwal, and he had its registry papers along with the mutation, which he got in 2012 after buying the property. “I took a loan of Rs 15 lakh against the property from a nationalised bank and I am regularly paying my monthly instalments to the bank. I still don’t understand that how can the district administration allot the property, which actually belongs to the bank until I pay off my dues, to someone else under the Rent Control Act.” Menwhile, Gauri Maulekhi, member secretary, PFA, told The Tribune: “Last year we had requested the district magistrate to allot space to PFA, which is a charitable organisation, for running operations. The district administration zeroed in on one three-room office at Chakrata Road, which according to me, was lying vacant for many years and was under Rent Control Act, under which the district magistrate has the power to allot the property on rent.” She also claimed that all the rules were followed in the allotment process and as per the procedure, a notice was also displayed on the office for one week to alert the landlord before allotment but the landlord did not come to the district magistrate’s court. On the other hand, Shivam Aggarwal is saying that he did not receive any notice from the court or the administration regarding the issue and termed it as a conspiracy against him. “I took out papers from the district administration and was shocked to find that some Vipin Chaudhary was receiving the notices sent to our address on our behalf, whereas I don’t know any person of that name, which clearly hints towards a grave conspiracy,” claims Shivam. The district magistrate and the city magistrate were not available for their comment on the controversy. |

NSUI sweeps MPG College poll
Mussoorie, September 11 Ritesh Rawat from NSUI garnered around 196 votes while Mohan Sajwan from ABVP could muster only 137, thus losing the post of college president here. The rebel candidates from ABVP playing spoilsport, Rahul Dimri and Mukesh Pal, garnered 125 and 87 votes, thus cutting the chances of the ABVP candidate. For the post of general secretary Mukesh Kumar from NSUI garnered 159 votes and defeated Prabha from Rock On group in a keen contest by a margin of 14 votes. Prabha mustered 159 votes. For the post of vice president, Jagvir from NSUI with 283 votes emerged victorious. He defeated Devender from ABVP, who could garner only 199 votes. For the post of treasurer Subash Rawat, NSUI, won convincingly by garnerering around 284 votes, while Lakshmi Upadhyaya from ABVP had to settle with only 205 votes. The only face saving result for the ABVP was that of university representative where Dheeraj with 250 votes defeated NSUI candidate Rajiv Rawat, who could garner only 235 votes. Out of 842 votes enrolled in the college, around 566 votes were cast, taking the percentage to around 67 % in the polling held today. The election officer Gangadharan announced the result at around 7 pm amid thunderous cheers from NSUI workers here. The president of the management committee of MC, Manmohan Singh Mall, along with the principal, MPG College, Sudhir Gairola, administered the oath of office to the new student body and presented certificates on the occasion. The elections were held amid tight security with over two platoons of PAC operating the polls amid a slight drizzle that carried on the entire day. The Mussoorie Youth Congress president Anuj Gupta congratulated the NSUI candidates for the emphatic victory and said that the credit for victory goes to the hard work and dedication of NSUI members. He said this year’s tally of NSUI dominance in the college had gone up “despite local BJP trying hard to defeat the Congress-supported youth wing, which means that students in Mussoorie have rejected the concept of Prime Minister Narendra Modi’s model of youth empowerment. On the other hand, the senior ABVP leaders blamed the infighting for the debacle and said that they would bounce back under unified command in the college elections next year. NGO holds workshop to make teachers, students eco-savvy
Dehradun, September 11 The focus of the initiative, which is fully funded by Nokia/Microsoft, is to provide guidance to teachers for conducting exercises and activities in the environmental sciences and is geared to engage and inspire students from class 5 to12. For CBSE schools, Microsoft has created synergies of the exercises being provided for teachers with continuous evaluation as per the (CCE) framework. During a four-hour induction workshop held at Scholars Home School, a set of 14 toolkits with a variety of exercises were presented to teachers during an interactive session. The toolkits incorporate a strategy for engaging students in activities related to sustainable consumption and lifestyle. As many as 20 teachers from 12 schools across Dehradun participated in
the programme. The third induction workshop will be held on September 27, followed by showcase events in November and January where teachers and their students present some of the creative activities they have completed. The programme concludes in February where successful schools will be presented with certificates at a felicitation event. Jodie Underhill, CEO of the Waste Warriors, who is conducting the initiative in Dehradun said, “We have had a great response to the programme and believe that education of this kind is the key to ensuring that the youth of India grow up into environmentally aware and responsible citizens. The prestigious Jeet Rauthan Memorial Football Tournament will begin under the aegis of R-Sports Club at Survey grounds in Mussoorie from September 13. According to the R-Sports Club manager Lalit Verma and convener Pravesh Panwar, more than two dozen teams from around the country will be participating in the coveted tournament held annually in Mussoorie. The wining team will receive a cash prize along with citations and awards, said Lalit Verma. He further said that the tournament was being organised in memory of late Jeet Rauthan, who himself was an outstanding football player but met with a fatal accident several years ago. He said that it is an important tournament in the calendar of the town where the talented players from around the country will be showcased amid a keen contest between the teams. He also invited a team from the Football Association to pick up outstanding players for the state and national-level following the tournament.

union poll now on September 13
Dehradun, September 11 The annual students’ union elections in the state’s biggest college were to be yesterday but were deferred after the National Student Union of India (NSUI) accused the Akhil Bharatiya Vidyarathi Parishad (ABVP) of allegedly distributing fake identity cards among the students on Tuesday evening, a day before the polling. Today, a delegation of students and college teachers led by chief election officer Dr RK Pathak met District Magistrate Chandresh Yadav and it was decided at the meeting to hold the elections on coming Saturday. “The college management has also decided to give identity cards to new students from 10 am to 2 pm on Friday and Saturday so that they could also cast vote. Only those students who have identity cards will be allowed to vote,” Prof RN Dikhsit, media in charge for the college elections, told The Tribune. The ABVP has been criticising the decision of the college management to postpone the elections. The ABVP activists burnt an effigy of Chief Minister Harish Rawat in front of the college gate today accusing him of indirectly interfering in the college affairs. On the other hand, the NSUI accused the ABVP of distributing forged identity cards among students to help its candidate win the elections. Meanwhile, on the direction of the District Magistrate, DAV College has set up a committee to investigate the charges levelled by the NSUI against ABVP leaders. The NSUI has also lodged an FIR against the ABVP leaders for allegedly distributing fake identity cards. There are 21 candidates in the fray for six posts of the students’ union. There is a straight fight between the ABVP and the NSUI for all main posts.

‘Habitat loss result of climate change’
Dehradun, September 11 Addressing the inaugural session of a consultative workshop on “Forestry Sector Mitigation- Gaps and Constraints” which began at the ICFRE today, Kumar said the habitat loss especially in the highly fragmented ecosystems was a direct result of the changing climatic conditions. “New technological inputs are required for plantation activities in difficult and inaccessible sites. Technically qualified human resource is also one of the constraints in climate change mitigation programmes in the forest sector,” said Kumar. Dr TP Singh, Additional Director General, Biodiversity and Climate Change, ICFRE, informed that the ICFRE had been involved in the preparation of forestry sector related programmes. Dr Jai Raj, Additional Principal Chief Conservator of Forests, Uttarakhand, presented forestry mitigation actions, gaps and constraints in the state action plan for Uttarakhand. VRS Rawat, scientist, climate change, ICFRE, presented a draft report on the forestry sector “Mitigation, constraints and gaps” to be presented to UNFCCC by the Centre and asked for the suggestion and inputs from the participants. DDG (Admin) Dr SP Singh, DDG (extension) Saibal Dasgupta, Director Rajaji National Park, Neena Grewal, DFO East Terai Forest Division Dr Parag Dhakate and officers and scientists from the ICFRE, FRI, state Forest Department were present on the occasion.

Dehradun, September 11 “The board will be operational under the Tourism Department. Rebate would be given to the production houses. Also, the parishad would initiate welfare measures for actors and those associated with other aspects of production,” he added. In the proposal titled ‘Uttarakhand Films Policy 2014’, the points suggested by the association included creation of a separate department for development of films, development of film productions as a business venture, provision of facilities at outdoor shooting locations chosen by the production houses, boost to regional films, rebate on tax, adequate publicity on local and national channels, publicity for films and development of cinema halls. The association suggested a panel that would be heading the board. The board members would include noted Bollywood and regional actors, directors and technicians hailing from the state along with representatives from Tourism, Finance, PWD and Information departments of the government. “The stay arrangements of the staff members accompanying the production houses should be made in the guest rooms under the Garhwal Mandal Vikas Nigam and the Kumaon Mandal Vikas Nigam and provided at a discount of 50 per cent. The government should also provide funds for construction of studios and technical labs in the state,” said association president SPS Negi.

Central Govt rules out green bonus for Uttarakhand
Pithoragarh, September 11 “The state has been provided special finances to recover from the losses it suffered due to the natural disaster last year,” said Rao Inderjit Singh, Minister of State for Planning in Union Cabinet, while answering a question on the state’s slow pace of development tabled by Mahendra Singh Mahra, Rajya Sabha member from the state. “The demand for Green Bonus has already been met by the 13th Finance Commission, which has granted a sum of Rs 5,000 crore as forest grants to the state,” said the minister. The minister responded to the special mention in the Rajya Sabha by Mahra when a sum of Rs 2,000 crore was demanded as Green Bonus to make up for slow pace of development work in the state owing to the state’s inhospitable geography and the natural disaster last year. “Due to various factors causing slow pace of development in the state, the state is already enjoying special category status, getting it special plan assistance (SPA) tied to projects on 90 per cent grant basis, special central assistance (SCA) and additional central assistance for externally aided projects,” said the minister in his reply to the special mention by Mahra on August 28 in the Rajya Sabha. Mentioning last year’s natural disaster that struck the state, the Planning Minister said the Government of India had already provided a financial package of Rs 7346.98 crore for the next three years. “Apart from the financial package, the state has already been provided relaxation in existing guidelines in some of the centrally sponsored schemes to make for better utilisation of funds in the areas where the damage has been caused due to last year’s natural disaster,” said the minister, responding to the special mention by Mahra in the Rajya Sabha.

Power shortage continues
Dehradun, September 11 The power generation has been affected due to silt in the Himalayan rivers and their tributaries after rains lashed higher areas of the state. The electricity generation in the state-run hydropower projects was 19.23 million units per day against a demand of 36.46 million units. The power generation in 198 MW Kalagarh and 42 MW Khatima hydropower project remained zero. Speaking to The Tribune, Madhusudan, an official spokesman of UPCL, said the department was purchasing electricity to bridge the gap between demand and supply in the state. He said the power generation in hydropower projects was hit due to an increase in the flow of silt in the Himalayan rivers and their tributaries. He said two to three hours of power cuts were imposed in small towns of Haridwar and Udham Singh Nagar districts. Among the worst affected cities were Jawalapur, Bahdrabad, Rudrapur, Roorkee, Kashipur and Haldwani. Madhusudan said stern instructions were given to the technical staff to rectify technical snags to avoid inconvenience to domestic and commercial consumers in the state. The limited implemented emergency power cut on 220 KV Roorkee-Puhana line was due to the maintenance work, which was carried out on Puhana line by the Power Grid Corporation of India. Different areas of the capital-Hathi-Bar-Kala, Patelnagar, Salawala, Dharampur, Old Dalanwala, EC road, Rajpur road, remained without power for smaller durations due to the testing of distribution lines by the department. |

Hill View residents seek removal of trenching ground, submit memo
Dehradun, September 11 “However, till date no action has been taken to remove the dumpyard either by the DMC or the state government. The assurance promised in the memorandum is being violated deliberately to harass residents staying in the close vicinity of the trenching ground,” said the memorandum. The memorandum states that the authorities have failed to spray the effective microorganisms (EM) solution to defuse the bad smell emanating from the garbage dump. “Further, no efforts have been made to reconstruct the approach road. The trucks are plying upto 11 pm as against the deadline of 8 pm. The garbage being brought by the trucks include plastics, animal carcass, paper, vegetable and hospital waste. 90 per cent of the trucks carrying the garbage are not covered. As a result, a lot of garbage is being dumped on the main roads,” it stated further. The members of the association threatened to take a stern step in case the DMC failed to come up with a solution to their problems. Landslides damage roads in Kumaon
Pithoragarh, September 11 Sources in the Nainital district administration said as many as 16 families from the Balianala locality of Nainital were shifted to safer places today as the locality was cut off from the main road after landslides. “Over 24 families have been temporarily shifted to the Government Inter-College building,” the souces said. In Pithoragarh district, the road to Munsiyari from Thal town was closed on Wednesday after heavy rains triggered landslide and washed away a 30 metre portion of the road at the Hararia bend near Thal town. “After five hours of hard work, we cleared mud and debris from the road to Munsiyari and opened it for traffic movement this morning,” said PC Joshi, a PWD engineer. In Bageshwar district, the road from Bageshwar to distant town of Bharari remained closed for 10 hours after debris from a landslide fell on it at Dulam village. “The roads were opened for vehicular movement after debris was removed from the spot,” said CS Negi, a PWD engineer.

Residents seek probe into work on drainage
Pithoragarh September 11 “The one-day closureof the market has caused a loss of Rs 25 lakh to the traders while the loss of Rs 1 crore is likely to be incurred by the banks,” said Anurag Arya, SDM, Gangolihat. The residents have long been demanding an investigation into the issue as they alleged that despite the release of Rs 8 crore by the government for the project, the road is still full of pits beyond Duni village to Gangolihat town. “As the government has done its duty, we are demanding action against the corrupt PWD engineers who neglected the quality of work,” said Surendra Rawal, convener of the action committee that led the bandh. According to SDM Anurag Arya, the state government has set up a team of 20 engineers to look into the matter. “The 20-member team will soon come to the town and start investigation into the matter,” said the SDM. “As the administration has assured us of holding a probe into the matter, we have decided to wait till September 15,” said Surendra Rawat.

Lakhwar power project set to get investment clearance
Dehradun, September 11 The Lakhwar multipurpose project does not come under the ambit of the Supreme Court orders of August 13, 2013, imposing a ban on hydropower projects and was applicable only to 24 hydropower projects on the Alaknanda and the Bhagirathi. The Chief Secretary had urged the Secretary, Planning Commission, Sindhushri Khullar, to expedite the clearance process so that the construction work on the multipurpose project could be started. Khullar told him that the investment clearance would be given as soon as possible. |

Govt teachers’ stir enters seventh day
Dehradun, September 11 Gathered under the banner of the Uttarakhand Rajkiya Shikshak Sangh, the teachers refused to call off the strike until their demands were met. Karnail Singh, president of the Sangh, said the state government was not concerned about the welfare of teachers. The government has failed to address their long-pending demands. The indifferent attitude of the state government towards the teachers has caused widespread resentment amongst the teaching fraternity,” he added. “While CM Harish Rawat is trying to improve the image of the state by urging the associations for not staging demonstrations, officials in the government machinery are not interested in listening to the problems of the protesters,” he added. Dehradun, September 11 Addressing a press conference in Dehradun, Bhatt said he would visit Rudraprayag, Pithoragarh, Bageshwar and Uttarkashi districts that were affected by rain disaster last year and would assess all aspects of relief and rehabilitation works being done in these areas. He said the visits held importance as he would be assessing the amount of relief being given to rain disaster victims. He said he had been informed that in many cases, while landlords had been given compensation
for destruction of their houses, the tenants had not been compensated.
