DMC raises tax on slaughter houses, cinemas halls
Dehradun, September 3 In a meeting held here, it was decided that the fee being levied on the slaughter houses would be increased from Rs 10 per animal to Rs 50 per animal. Elaborating on the move, Mayor Vinod Chamoli said that the state government had already passed a government order on increasing the fee. We are just implementing the same. The fee would be applicable from June 2014 and the slaughterhouse owners would have to give the arrears too,” he said. After some councillors raised concerns regarding the slaughtering of pregnant and unwell animals, the mayor said that health inspector along with a veterinary doctor hired
on contractual basis conducted regular check-ups of the animals being taken to the slaughter houses. “Apart from checking
the log details, surprise checks are also undertaken from time to time,” he added. The board members also gave the nod to the increment of the cinema show taxes from Rs 10 to Rs 2,500 for single-screen theaters and from Rs 20 to Rs 5000 for multiplexes per show, respectively. The proposal was given by the working committee members of the DMC as part of the revenue generation plans. The board would be giving timings to the cinema hall and multiplex owners for registering their objections, if any. The final decision would be taken later. The councillors also raised concerns about the derailing sanitary conditions in the city and the menace being caused by stray dogs and pigs. Besides discussing the various manners in which door-to-door collection of garbage can be proved, the councillors rejected the proposal submitted by the working committee to fine those who do not give the garbage to the collector. The committee members had suggested imposing 10 times user charges on those households and business establishments that are not giving garbage. The board also gave its clearance on the hiring of additional sanitation workers. In yet another decision to beautify the city, the board members decided to earmark Rs 1 crore from the infrastructure fund for the renovation and upkeep of Clock Tower. It may be mentioned here that in the past, the Mussoorie Dehradun Development Authority had tied up with Housing and Urban Development Corporation (HUDCO) for renovating the historical site. However, despite several attempts nothing was done. The board members also mulled over the proposal of levying entry fee for the Gandhi Park so that funds can be generated for its upkeep and maintenance. To tackle the stray animal menace, the board members asked for the construction of animal sheds. The issues pertaining to the functioning of Raipur bus stand and encroachments were also discussed.

Dehradun, September 3 While addressing press conference here, President of the K2 Group, Kuldeep Negi, said the group had been working for the interest of students in DAV PG College for the past one year and would continue working for the rights of students. Speaking on the occasion, Harish Kumar Arya said the environment in the college was not ideal for students and our group would try to bring some changes to make the environment in the college more student-friendly. 82 nomination forms sold on first day
A total of 82 forms were sold on the first day of the nomination process for DAV PG College student election scheduled to take place on September 10 here today. However, only five candidates belonging to various student union organisations filed nominations on the first day. “On the first day, two nominations were filed for the post of president, one for vice-president, and one each for the post of university representative and joint secretary,” said Professor RS Dikshit, media coordinator. The most important nomination was filed by Paras Goyal, Akhil Bharatiya Vidyarthi Parishad (ABVP) nominee for the post of president. It is to be noted that the ABVP has been winning the post consecutively for the last six years. Meanwhile, the process of filing nomination will continue till Thursday and final list of the candidates would be published on September 6. The polling will take place on September 10 and counting of the votes on September 11. |

Revenue Dept staff accuses govt of bias
Dehradun, September 3 “Over the years, the state government has increased the salaries of employees of various departments but done nothing for the ameens working in the Revenue Department. When the ameens were under the Uttar Pradesh Government, they were promoted to the post of Naib Tehsildar. However, since 2009 they have not being given any promotions, thus affecting their morale,” said Virender Singh Sajwan, general secretary of the sangh. “The discriminatory policy adopted by the state government towards its employees has been exposed. The 10 per cent increment in the stationery allowance is not sufficient in the wake of the inflation,” said

Dehradun, September 3 Dr GS Joshi, DG Health, chaired the meeting. He evaluated the preparation and asked doctors to maintain a constant vigil. “Elisa tests are being carried for testing patients for dengue at Doon Hospital, but I will appeal to
the officials concerned to take immediate steps to destroy the larvae of the mosquito and deploy ASHA workers to spread awareness among people,” Dr Joshi said. Agitating UPNL employees arrested
Dehradun, September 3 The agitators have threatened to intensify the agitation if the state government does not take effective steps to fulfil their pending demands. The ongoing agitation by UPNL employees entered its 10th consecutive day today at old Raipur bus stand. The agitators lamented that the memorandum highlighting their demands had been submitted many times to the state government, but it was yet to take steps to fulfil their year-long pending demands. Speaking on the occasion, Bhawesh Jagudi, state president of UPNL Employees Association, said the association members had been protesting for the last several days, but the state government had not sent across any representative to address their grievances. Ansari asks foresters to work for society
Dehradun, September 3 He was interacting with the probationers of the 2013-15 batch of Indian Forest Service officers at the Indira Gandhi National Forest Academy (IGNFA) in Dehradun today. A total of 76 probationers, including 28 women, participated in the interaction. While replying to a question by a probationer, the Vice President said in hills villages were settled on hilltops, but in the recent past a tendency had developed to construct houses on riverbeds, resulting in a great loss to life and property during cloudbursts. The large magnitude of the Kedarnath calamity last year was a result of indiscriminate construction on the glacial bed. To another question, Ansari said there had always been a gap between promises and delivery, which was similar to the difference in demand and supply and aspirations of society and the resource management that is expected of a young forest officer. He said a soldier takes care of the external security while a forest officer was responsible for the security of the environment and both were important. Asked what should be the prime duty of a forester, Ansari said, “Give your best to your ability to the society.” Earlier, Director, IGNFA, RK Goel, welcomed the Vice President to the academy and informed him about its working. |

Animal sacrifice stopped in Kumaon
Pithoragarh, September 3 The district administration today placed barricades at Jyotikota, Hanumangarhi, Kaladungi, Barapatthar and Malilal crossing on the way to Nanda Devi temple to prevent devotees to reach the temple campus for animal sacrifice. Pankaj Bhatt, Assistant Superintendent of Police, Nainital, said that heavy police personnel were deployed on the way to the temple in order to prevent devotees from reaching the shrine. He said that two circle officers, four inspectors, one PAC company, women’s platoon wing of PAC,16 sub inspectors etc. were deployed. He said animal sacrifice was stopped at Ranthi, Dandahar and Gangolihat in Pithoragarh district and Kapkot in Bageshwar district. The district administration stopped animal sacrifice in Bhagwati temple in Champawat and Nanda Devi temple in Almora also. |

Relief granted to rain-hit hoteliers
Dehradun, September 3 In a press note issued here, the media-in-charge of Chief Minister, Surender Kumar, said in his address on August 15 that the CM had promised to pan out some plans for rehabilitating the hoteliers and businessmen affected by the disaster that struck the state in 2013. “As part of the move, those who had businesses located beyond Tilwada, would be benefited under the plan. Chief Minister Harish Rawat has instructed the District Magistrate at Chamoli and Rudraprayag to prepare reports and assess the number of affected parties,” said the release. |

Tehri Dam allowed to store water up to 830 m
Dehradun, September 3 The decision in this regard was taken at a meeting chaired by Chief Secretary Subhash Kumar at the Secretariat here today. The corporation has to follow certain norms set by the Central Water Commission. The cost of collateral damage to the tune of Rs 32 crore will be borne by the THDC. The Tehri District Magistrate, Yugal Kishor Pant, has been directed to submit the list of works being undertaken under the collateral damage to THDC and the corporation will have to ensure the payment of 2 per cent of its total earning of installed capacity or Rs 5 crore under the corporate social responsibility. The rehabilitation directorate will maintain roads, pipelines of drinking water, electricity supply at the rehabilitation sites. With the conditions mentioned above, the state government has allowed the THDC to fill its reservoir up to 830 m. Present on the occasion were Power Secretary Umakant Panwar, Irrigation Secretary Ajay Pradyot, DM, Tehri, Yugal Kishor Pant, CMD THDC RST Sai and other senior officials. |

‘Vested interests working against slum dwellers’
Dehradun, September 3 Addressing a gathering here today, Dhasmana said some miscreants were working towards dislodging and uprooting the slum dwellers from their homes for fulfilling their vested interests. “Till date the Dehradun Municipal Corporation has failed to come up with a development plan for the slums, despite the state government’s move to regularise slums and provide ownership rights to those residing there. Ajay Bhatt: Bickering affecting governance
Dehradun, September 3 Bhatt said that the chief minister was spending time pacifying one or the other MLA as a result of which development initiatives were not being properly implemented. “Chief Minister Harish Rawat has little time to put into place schemes for the benefit of the people. Due to absence of adequate preparation, the national food security scheme was put on hold. Even the appointment of chairman of Lokayukta has been put on hold by bringing changes in the Act,” said Ajay Bhatt. Further, he said, that a cold war that has erupted between Chief Minister Harish Rawat and his Cabinet minister Harak Singh Rawat on the issue of banning foreign tours of ministers is refusing to come to an end. “With the Cabinet minister declaring that commissions to the tune of 40 per cent for undertaking works under a scheme are being allegedly taken by the MLAs, it gives credence to the perception that corruption is all pervasive in the state and the Congress government is ready to look the other way,” he said. |

Dehradun, September 3 The former Chief Minister said the Nanda Devi Raj Jaat Yatra this year would be remembered more for mismanagement and poor facilities. “Despite Rs 100 crore at its disposal, the Harish Rawat government failed to make adequate arrangements for the pilgrims though there was unprecedented response for the yatra,” said Pokhriyal, who himself visited four padavas that fall on the yatra route. Nishank said Rs 79 crore was allocated to the PWD for laying roads and facilitating trek routes but nothing was visible on the ground. “Similarly Rs 25 crore was allocated to the Tourism Department but nothing was visible on the ground. Deprived of water, shelter and food, the pilgrims were left to fend for themselves,” he said. He said the CM should refrain from taking credit for being able to attract around 50,000 pilgrims. “After inviting people, the government should have made adequate arrangements but strangely none of the ministers or officials were seen on the route,” he added. Nishank said even the Raaj Jaat Samiti members were appalled to see the poor state of affairs prevailing at Gairoli Patal, where no tent was set up for providing shelter to the Nanda Devi doli. He said the Harish Rawat government was in the throes of a constitutional crisis as MLAs from his own party had cast aspersions on his ability to be in total command of the state. “His MLAs have said rather than the Chief Minister, it is three bureaucrats who are running the show in the state. The matter is serious and the Chief Minister should disclose the name of these bureaucrats,” he said. |

MLA Mahar revolts against his own govt
Dehradun, September 3 Mahar told mediapersons at his residence here yesterday that he would start an indefinite fast in front of the statue of Mahatma Gandhi on October 2, if his demands were not met by then. He said his dream project of providing drinking water to Pithoragarh town through the Anwalghat scheme, despite sanction of a budget, had been cancelled citing technical reasons. “It seems that the government does not want to work on the scheme and wants to hurt my political career,” he added. He also accused the government of scuttling another project of a base hospital in Pithoragarh district. He said though land had been identified for the hospital, the in charge minister of the district disapproved of the site during a visit to the area.

Rs 25 crore loss
Pithoragarh, September 3 Addressing mediapersons here yesterday, GP Patel, Managing Director of Uttarakhand Jal Vidyut Nigam Limited (UJVNL), said it would take nearly two-and-a-half months for the project to regenerate electricity. Patel said UJVNL had set priority to generate electricity through hydropower project at the earliest. He said that work for repairing transmission lines had started and instructions were given to technical staff to expedite the repairing work. He said the department had been extensively working to remove mud from plant to find out that whether turbines of plant were to be removed, or it can be repaired. Patel said officials of the Irrigation Department of Uttar Pradesh were told not to release water as it could further damage the plant. He said that department had been working round the clock to ensure regeneration of electricity at the project.

Mussoorie, September 3 The code of conduct was thrown to the winds as candidates from major groups, namely ABVP, NSUI, Aryan group and many others filed nominations, flouting norms amid fanfare. Students from various factions of Aryan Group reached the college on motorbikes, apparently in an intoxicated state for filing nomination forms of their favoured candidates here. Several miscreants not belonging to the MPG College were far more vociferous and indulged in creating nuisance as the college management had not arranged to check identity cards of the enrolled students here. Candidates belonging to National Students Union of India (NSUI) were the first to file the nomination papers. Ritesh Rawat for the post of president, Mukesh Kumar for the post of general secretary, Aarti Raunchela for the post of joint secretary, Rajiv Rawat for the post of university representative and Subash for the post of treasurer, filed their nomination papers. On the other hand, ABVP was a divided lot as two of its candidates filed their nomination papers separately for the same post here. Mohan Sajwan for the post of president, Sonvir Raunchela for the post of general secretary, Neeraj for the post of university representative, for the post of treasurer and Devendar Nakchuwal for the post of vice president filed their nomination papers along with the other faction of the same group. Rahul Dimri for the post of president and Prabha for the post of general secretary from another group of ABVP filed their nomination papers in alliance with Rock on group. From the Aryan group, Om Prakash Negi for the post of general secretary, filed his nomination papers here. The other candidates to file their nomination papers were Mukesh Pal and Vineet for the post of president as independent candidates, Devendar from All India Students Federation (AISF) for the post of vice-president and Jagvir Singh for the post of vice-president as an independent candidate. The PAC deployed for the occasion found it difficult to pacify the unruly students who were involved in skirmishes here. The college principal Dr Sudhir Gairola, speaking on the occasion, said the nomination filing period was from 2.30 to 4 pm. The scrutiny of the papers will begin tomorrow and the final list of candidates will be released after the last date for withdrawal of nominations elapses on September 5. Cong seeks timely pensions for differently abled
Dehradun, September 3 Led by Congress leader Deep Vohra, party workers apprised Social Welfare Officer Ram Avtaar of the problems being faced by a number of elderly differently abled persons who are not getting their pensions on time. The protesters claimed that despite the Chief Minister’s directions to different departments to hold field camps to solve people’’s problems, the Social Welfare Department had failed to hold any camp in the slums to dispose of pension-related complaints of poor people. The party workers threatened to intensify the stir if the department did not change its style of functioning and solve the problems of the differently abled and the poor.

However, Trivendar Panwar, president of UKD (T) and State Urban Development Minister Pritam Panwar from the UKD quota stayed away from the meeting here. The two-day fest witnessed participation by students from across 12 schools of Dehradun and Mussoorie, who participated in more than 12 different contests and competitions. Students participated in various events, namely Turn Coat, Impasto, Perspective, Plan-a-playlet, Do-a-duet, Shoot-a-flick, Aa Cappella, Mono Acting, Through the lens, Headgear Designing, Ad-world and Hindi solo. The overall championship trophy was presented to St Joseph’s Academy, Dehradun by AB Mishra, guest of honour on the occasion. Principal of Wynberg-Allen L Tindale congratulated the winners and thanked the principals of various schools for their participation.

Dehradun, September 3 In the second quarterfinal match, Adhoiwala Boys defeated Cantt Blues 3-2. Gaurav Sharma scored two goals in the 49th and 53rd minutes and Mahender scored the third goal for Adhoiwala Boys.
