Mussoorie, September 2
Vice President Mohammad Hamid Ansari said here today it was imperative that dynamic civil service officers should be ready to adapt to the changing needs and aspirations of citizens. He said this while addressing over 300 IAS probationers at the Lal Bahadur Shastri National Academy of Administration (LBSNAA) in Mussoorie during the inauguration of its 89th foundation course.

He said officer trainees should focus on ways and means to improve the public service delivery mechanism so that the benefits of public policies and programmes of the government reach the intended beneficiaries in an efficient and effective manner, thus making them the primary instrument for discharging this solemn duty.

The Vice President also advised the officer trainees to work hard with integrity, commitment to selfless service and an unending pursuit of excellence.

Ansari while dwelling on some harsh truths said much had been achieved in decades following Independence but the fruits of development had reached the public unevenly. “High levels of malnutrition, under nutrition and deaths due to starvation and widespread poverty, unemployment, lack of basic civic amenities like healthcare, education, water supply, sanitation, transport and communication are stark realities,” he added.

He said, “Acute social and gender inequality and related discrimination are pervasive in our society. India ranks 135 out of 187 countries on the UNDP’s Human Development Index.”

He highlighted the need to do away with social discrimination and inequality based on caste, religion or region as each of these derogated the ideals of justice, equality and fraternity.

Speaking about the government’s outreach programmes, Ansari said large investments had been made in social and physical infrastructure and programmes aimed at poverty alleviation, employment generation, literacy, food security, healthcare etc., at a heavy cost to the exchequer, but due to leakages in the public service delivery the development agenda remains unfinished.

He asserted that there was a need to plug the leakages and use resources more efficiently. Ansari said they must always remember that emancipation of the deprived and marginalised sections of society was a special responsibility and unless they were uplifted, we could not emerge as a strong and prosperous nation.

He said the country was emerging as an important player on the world stage, with its political and economic weight of the country increasing. “With it, newer challenges are emerging in which political and geographical boundaries provide no protection against competition emanating from beyond our borders. Civil servants should continuously enhance their skills and upgrade their knowledge in order to remain globally competitive,” he said. He recalled the time he spent on the academy
campus in 1961 and felt it was a homecoming for him. Academy Director Rajiv Kapoor and others were present on the occasion.

The course has 180 IAS, 35 IPS, 30 IFS, 16 IFoS and six IRS officers, besides civil, forest and police officers of the Royal Bhutan Service (290 officers in the entire batch). Eighty-one of the 290 trainee officers are women.

Governor Aziz Qureshi, who was the special guest of the function, said people expected public and civil servants to have a special ethical identity and integrity. They were expected to work fearlessly, impartially and honestly for the welfare of people.

He called upon all officer trainees to ensure during the course o f their duty that justice is done to the helpless, downtrodden and voiceless people and their grief is mitigated.

He referred to the first speech of Pandit Jawaharlal Nehru in which the first Prime Minister said that our struggle would continue till their was even a single tear in the eyes of even one citizen of the country.

The Governor wished officer trainee all the best for his or her future and expressed the hope that that dedicated service by them would bring about a positive social change. Academy Director Rajeev Kapoor welcomed the trainees. The 89th Foundation Course co-ordinator Saurabh Jain threw light on the course. The Director presented the chief guest with a framed photograph of the 1961 batch of which Vice President M. Hamid Ansari was a participant.

Residents, BJP workers protest power cuts
Tribune News Service

Haridwar, September 2
With long-duration intermittent power cuts being the norm for the past two days, several protests were organised by various political parties and local residents to express their resentment against the Power Corporation today.

A protest was staged by the BJP divisional wing at the Power Corporation office on the Tibdi bypass.

Led by divisional president Vikas Tiwari and city secretary Anamika Sharma, party activists raised slogans against Power Corporation officials and the state government.

Vikas Tiwari said while Uttarakhand is called Urja (power) state, erratic power supply in Haridwar exposes this claim.

Referring to an announcement by former Congress Chief Minister Vijay Bahuguna during a convention of the Hydro Power Union at Town Hall two years back, Anamika Sharma said he had then claimed Haridwar was on its way to becoming a power cut-free city.

“In reality, the claim was just a poll gimmick. For the past two years, rarely any day has passed when there was no power cut in Haridwar. Such is the condition when Vijay Bahuguna has been replaced by Harish Rawat. It’s an irony that Harish Rawat was a Haridwar parliamentarian for a full five years, yet he hasn’t been able to ensure a “power cut-free” tag for the city, not even as Chief Minister,” stated Anamika.

Power Corporation officials assured the protesters that due to the ongoing work at various transformers and power lines, power cuts were resorted to, but now, normal power supply has been restored.

A protest was staged by the city’s traders’ fraternity in which union members warned of a massive protest if such intermittent long-duration power cuts recur.

Sudesh Virmani of Traders Committee said owing to 4-6 hour-long power cuts, their trade had suffered and the monsoons had already triggered a fall in the number of pilgrims, devotees and tourists coming to the pilgrim city. He said power cuts had aggravated their woes and if the need arises for such outages, the department should release information about these through newspaper clippings a day in advance.

State to get Rs 30 cr Japan aid for slope stabilisation
Neena Sharma
Tribune News Service

Dehradun, September 2
Amid increasing cooperation between India and Japan, Uttarakhand is also set to benefit from the technical expertise of the Japanese in slope stabilisation and urban river training in landslide-prone areas.

The state is in dire need of technical expertise for carrying out slope protection in areas vulnerable to landslides and the Japanese International Cooperation Agency (JICA) will fill in the gap by providing Rs 30 crore assistance for capacity building and training engineers of the state Public Works Department (PWD).

Since the natural disaster hit the state last year, restoration works under a World Bank-financed project is being implemented in the affected areas. However, the whole process is suffering in the absence of expertise in carrying out slope stabilisation and urban river training, which pertains to reducing soil erosion during floods.

“The JICA will address issues under disaster risk management. The Japanese experts will impart training to our people. Some models too will be developed and in the later stage the worst landslide affected areas of Sirobagar and Lambagar areas, where unstable rock morphology is a cause for concern, will be addressed. It is a long process but World Bank has shown interest in financing such initiatives,” said Amit Negi, Secretary in charge of the PWD and Programme Director, Disaster Recovery Project.

While carrying out restoration works in the aftermath of the disaster what has been niggling the state government is the absence of expertise among national and state agencies in the area of disaster risk management which, among other things, involves slope stabilisation and urban river training. “Though a task force comprising experts from the Geological Survey of India (GSI), Wadia Institute, Dehradun, IIT, Roorkee, and the Central Road Research Institute (CRRI) have been roped in to prepare a basic module for carrying out slope stabilisation. The Japanese technical assistance will further sharpen our know how,” said Negi, who had visited Japan recently.

Significantly, 42 chronic landslide-prone zones on the national and state highways in Uttarakhand have been identified for slope stabilisation and river training.

Infighting weakens Cong in Haridwar
Resentment brewing among supporters of Harish Rawat and Vijay Bahuguna
Sandeep Rawat
Tribune News Service

Haridwar, September 2
In 2009, when current Chief Minister Harish Rawat won by a record margin of 1.40 lakh votes from the Haridwar parliamentary constituency, the Congress wrested the seat after 20 years.

Party leaders as well as political pundits had then claimed that the Congress would be able to retain the seat for at least the coming 10 years. But in the recent Lok Sabha elections, the party’s applecart was upset in Haridwar just like in the four other constituencies.

As Harish Rawat became Chief Minister, he fielded his wife Renuka Rawat from Haridwar. However, Renuka suffered a crushing 1.78 lakh vote defeat to BJP candidate Ramesh Pokhriyal Nishank, giving a jolt to the party’s prospects there.

Now, resentment among party ranks is being witnessed on a regular basis. After the defeat in the Lok Sabha elections, groups close to Harish Rawat and Vijay Bahuguna have been blaming each other on various issues. Now, some youth wing activists are targeting Ambrish Kumar, a former legislator, who had been in the Samajwadi Party for nearly a decade.

Kumar is facing opposition from these party leaders. Kumar was brought into the Congress fold back by Harish Rawat during the May 2014 election campaign to boost Renuka Rawat’s election credentials, as he supposedly holds sway among minority and youth voters.

A few days ago, chaos was witnessed in presence of Renuka Rawat at the Ganges Riviera Hotel, where Renuka was thanking party activists for supporting her during the election campaign.

Late last evening too, during a similar thanksgiving party programme at Shivalik Nagar, where Renuka Rawat, along with her daughter Anupama Rawat, the party’s state women cell general secretary, was present, verbal volleys were exchanged between Ambrish and former Haridwar Lok Sabha youth constituency representative Ram Vishal Deo.

Ambrish’s and Vishal Deo’s supporters clashed with each other after the programme was over, with Anupama calling in the police.

An angry Anupama pacified the party workers and even warned them of taking the matter up with the party’s disciplinary committee and high command if in the near future, similar indiscipline was witnessed on a party or public platform.

When contacted, city Mahanagar president OP Chauhan said due to some misunderstanding, a minor episode was blown out of proportion.

Chauhan said Ambrish is a veteran leader, who has been in politics since 80’s and party activists should ensure all seasoned leaders are given due respect.

On the other hand, Ram Vishal Deo said he just referred to a controversial statement by Ambrish Kumar linked to Harish Rawat’s victory in 2009, wherein he didn’t credit Rawat and the party activists for the win, but the anti-BSP wave that led to the Congress victory in Haridwar.
