New Delhi, September 12 Dalal’s candidature has been approved for Palwal Assembly segment by the Central Election Committee headed by party president Sonia Gandhi after the state screening committee named him as the top choice for the constituency, The Tribune has learnt. Dalal, a former four-time Palwal MLA, lost the 2009 poll to INLD’s Subhash Choudhry by a narrow margin of 6,672 votes. The other three non-MLAs whose candidature has been approved are Dillu Ram Baazigar for Guhla Cheeka segment; Uday Bhan for Hodal SC segment and Lalit Nagra for Tigaon constituency. The approved list has been kept pending for declaration. Hooda is learnt to be in favour of declaration of ticket in one go. The next lot of candidates will be finalised upon Congress president Sonia Gandhi’s return from abroad expected next week. Dalal’s name was approved in the absence of opposition to his candidature following former Congress MP Avtar Singh Bhadana’s exit from the party. Bhadana was Dalal’s staunchest critic. Baazigar’s nomination from Guhla SC segment is important as the BJP has also fielded a candidate from the community from this constituency. Baazigar was recently appointed convener of the party’s state Election Campaign Committee headed by state minister Capt Ajay Yadav. Hooda’s stamp is evident on the early approvals of non-MLAs Dalal and Baazigar as candidates. Baazigar was chosen over former Rajya Sabha MP Ishwar Singh’s son. Ishwar, aide of former Union minister Kumari Selja, was pushing for his son’s nomination from Guhla. State Congress chief Ashok Tanwar is said to have thrown his weight behind Ishwar’s son, but other leaders backed Baazigar. The Guhla segment is represented by INLD’s Phool Singh. For the Hodal (SC) constituency, the Congress has approved the candidature of Uday Bhan who lost the 2009 poll to INLD’s Jagdish Nayar by a little over 2,600 votes. Lalit Nagra, whose name has been cleared from Tigaon, had lost the seat by around 800 votes last time to BJP’s Krishan Pal. Nagra is a young Gujjar leader from the state. Barring four non-MLAs on the first approved list of 20 candidates approved by the Congress Central Election Committee in its first meeting on Haryana last week, all others are ministers/MLAs. These include Bhupinder Singh Hooda (Garhi Sampla Kiloi); Capt Ajay Yadav (Rewari) Kiran Choudhry (Tosham); Agriculture Minister Paramveer Singh; Education Minister Geeta Bhukkal; Industries Minister Randeep Surjewala; Urban Local Bodies Minister Savitri Jindal; Transport Minister Aftab Ahmad; Assembly Speaker Kuldeep Sharma and MLA Ram Krishan Gujjar. The party is weighing its options in seats where the BJP has fielded Congress rebels. Parties get active after EC announces Assembly poll date
Chandigarh, September 12 The INLD has announced 73 candidates so far while the BJP has announced 43. Other parties have finalised some names that are yet to be formally announced. The elections in Haryana and Maharashtra on October 15 are being viewed as the first test for Prime Minister Narendra Modi and BJP chief Amit Shah after the 2014 parliamentary poll. There is a lot of defections. After the parliamentary poll, in which the BJP won seven of the 10 seats, the BJP was a favoured destination. But the Panipat rally by the Congress has rejuvenated Congress workers while there is discontent among BJP cadres who have been forced out of the race by outsiders. The position of the INLD is no different from the BJP, having announced 73 names. The party is facing criticism from its leaders who have been denied the ticket. Despite claims of being firmly placed, most political leaders admit that there is no clear wave in the state. The Modi wave in the Lok Sabha elections is absent this time. In the parliamentary elections, the BJP won seven seats, INLD two while the Congress had to remain content with just one seat of Rohtak . In the 2009 elections, the Cognress won 40 seats, INLD 31, HJC 6, BJP 4, SAD 1 and others 7 in the 90-member House. In the 2014 Lok Sabha poll,the BJP maintained the lead in 53 Assembly segments, INLD 17, Congress 16 and the HJC 7. The ground situation has changed since then. In terms of the polling percentage, the BJP was on top, followed by the INLD and the Congress almost neck and neck. INLD leaders Om Parkash Chautala and Ajay Chautala are in jail in the JBT recruitment scam, putting the INLD at a disadvantageous position. But the bail application of the two is fixed for next weak and if they manage to come out on bail, this could alter many equations. Other parties such as the HJC have broken an alliance with the BJP over the issue of seat sharing and are locked in a bitter slanging match with the saffron party, terming the latter as “promise breaker”. The tie-up between the HJC and Venod Sharma’s Jan Chetna Party have put the alliance in a somewhat better position as compared to the two going alone. The BSP has taken on board former Congress MP Arvind Sharma as its state president and hopes to improve on its previous single-digit vote share.There are other political parties like the Samast Bharatiya Party and the Haryana Lokhit Party (HLP) floated by Gopal Kanda that have pockets of influence and are aiming to bite into votes in specific regions. As of now, there is no clear wave in favour or against any political party. |

Chandigarh, September 12 “The Election Commission (EC) has decided to use the VVPAT, which is intended as an independent verification system for the electronic voting machines (EVM) that allows voters to verify that their votes are cast as intended and can serve as an additional barrier to changing or destroying votes,” election officials said here today. The VVPAT, a printer-like apparatus, is linked to the EVMs. “When a vote is cast, a receipt is generated showing the serial number, name and symbol of the candidate, enabling the voters to verify the details of the vote. The receipt, once viewed, goes inside a container linked to the EVM and can only be accessed by the election officers in the rarest of rare cases,” they said. Meanwhile, 1.62 crore voters will be eligible to vote in the October 15 Assembly elections. What is VVPAT?

AAP launches helpline to expose ‘tainted’ nominees
Gurgaon, September 12 AAP was not contesting the Haryana Assembly elections as it did not have a strong base in the state, Yadav said, adding that “the party will not support any Independent candidate as well. But this does not mean that the outfit will shy away from its responsibility towards people. Party leaders and workers will toil hard to ensure fair elections”. The BJP, Congress and INLD have, however, dismissed the AAP’s claim to expose “tainted” candidates as another publicity stunt. “The party’s showing in the Lok Sabha elections (in Haryana) is no secret. Post-parliamentary-elections, the party has dropped the idea of contesting the Assembly elections. But the urge to be in the news has not died. Its claim is a mere publicity stunt,” a senior Congress leader said. |
Revolt in BJP over Barwala, Nalwa ticket
Hisar, September 12 BJP Barwala unit leader Jogi Ram Sihag, who was aspiring for the ticket, held a meeting of supporters and is likely to quit the party. He said he had sought his supporters’ opinion on the future course of action. Another party activist Sudharshan Kumar, a former sarpanch of Badhya Jatyan, and his supporters burnt the effigy of BJP state president Ram Bilas Sharma to protest the ticket to Master Hari Singh from Nalwa. He said the party had fielded a weak nominee.
Controversy over Sangwan’s candidature
Bhiwani: The selection of Somveer Sangwan as the BJP candidate from Charkhi Dadri has courted controversy with a complaint sent to the party high command, levelling allegations against him. The complaint alleged that the leader had been involved in cheque bounce cases and land disputes. Many cases were still pending in the court.

Ateli, September 12 The backwardness of this region can be summed by the bad condition of roads so much so that commuting or travelling has become very dangerous. The authorities have not carried out any repairs with the result that there has been sharp rise in road accidents in the past few years. Apart from disrupting the smooth flow of traffic, the dilapidated roads have entailed a financial burden on commuters as they have to spend more on the maintenance of vehicles which get damaged on the worse stretches. Former MLA and HJC leader Naresh Yadav took out an 18 km padyatra to mount pressure on the authorities to get the roads repaired but to no avail. Ateli MLA and CPS Anita Yadav claims that Rs 125 crore has been approved for re-carpeting of the potholed roads and construction work will soon start. All the main roads are in a good condition but the damaged link roads would be repaired at the earliest. Poor public transportation also adds to the cup of woes to the people who live in the inner areas. People have to wait for hours to travel by the roadway buses. In emergencies, they have to travel in overloaded and unauthorised private vehicles plying as cabs to reach a dispensary of hospital. All the state run hospitals have a shortage of doctors and other supportive staff and the Ateli civil hospital has become a referral centre and patients are referred to Narnaul, Rewari or other adjoining towns for treatment and get tests done. People, especially in the countryside, have to struggle for drinking water. A majority of the villages get the water supply from tube wells and the supply is usually disrupted during power failure. The situation gets worsened during summers forcing the people to resort to agitations to highlight their plight. Erratic power supply has become the order of the day here. The demand for setting up a women’s college has not been redressed forcing parents to discontinue the study of their daughters or have to send them to other places. Though there are two government co-education colleges here but a majority of the people hesitate to send their wards here. Anita Yadav says she managed to get a private college converted into a government college at Kanina during her stint. Unemployment is the other concern in the constituency which irks the locals who hold the MLA responsible for this situation. They allege that she did nothing to provide employment avenues for the youth. Om Prakash Yadav, a businessman, says the dilapidated condition of all main and link roads aptly describe the lack of development in Ateli. No problem has been redressed by the government. Dr Satpal Khairwal, owner of a private hospital, said there was need of professional educational institutes. |
HC dismisses plea against Haryana Gurdwara Act
Chandigarh, September 12 In his petition, Fatehgarh Sahib-based advocate Ram Singh Somal asserted that the Haryana Assembly was not competent to enact the Act. Elaborating, he asserted that the SGPC became an inter-state body corporate with the reorganisation of Punjab through the Punjab Reorganisation Act, 1966. He added any law regarding the incorporation, regulation and its winding could exclusively be passed by Parliament. He added that the Sikh Gurdwara Act, 1925, assumed the character of a Central Act with the reorganisation. “In the present case, the Central Government amended the Sikh Gurdwara Act from time to time by issuing different notifications. The Haryana Assembly did not have the legislative competence to exclude the operation of the Sikh Gurdwara Act in Haryana, which amounts to repeal of the Act as far as Haryana is concerned. Only Parliament has the legislative competence to do so”. Counsel for the petitioner Harchand Singh Bath added: “The provisions of the Gurdwara Management Act are repugnant to the provisions of the Sikh Gurdwara Act, which has been amended by Parliament from time to time after the Punjab Reorganisation Act came into force and is, thus, a law made by Parliament; and further Parliament is competent to enact such law. Therefore, the Haryana Sikh Gurdwara Management Act is void…” |
50 illegal commercial units sealed in

Faridabad, September 12 Some owners and residents reportedly protested and tried to prevent officials from sealing the units, mostly located near Hardware Chowk in the NIT area. “A team of MCF officials sealed several units, including shops, banquet halls, offices and small industrial units, functioning from subdivided industrial plots in Ward No. 3 after their owners failed to close these down despite being given adequate notice,” said MCF Commissioner Suprabha Dahiya. Dahiya said the sealing of units was in compliance with the directions of the Punjab and Haryana High Court in response to a PIL filed by a local social activist. KL Gera had filed a PIL in 2008 against several hundred units functioning from industrial plots that were subdivided in an illegal manner, resulting in various problems such as pollution and disturbance to local residents. He claimed the land mafia, in connivance with officials, had carved out nearly 1,500 plots from 66 large industrial plots lying vacant across the city without legal permission or policy, resulting in chaos. He had demanded action against the authorities who had allowed this. Meanwhile, the MCF held a meeting to discuss suggestions on the policy for shifting polluting units out of residential areas on Thursday. The meeting was convened after the High Court recently directed the state government to frame a policy in response to another petition that sought shifting of several thousand units operating in residential areas. |
CM urges PM to roll back diesel price to help farmers
Chandigarh, September 12 “The international crude prices have been witnessing a downward trend for the past several months with the benchmark Brent crude registering a 14-month low of $ 99.59 per barrel on September 8. This is the first time that the price per barrel went below $100 since June last year ,” Hooda said in a letter to Modi. “In view of the difficult situation being faced by farmers in our country, I strongly urge the Government of India to consider passing on this benefit of reduced diesel prices to the farming community by making the price differential a pass-through to the end consumer price instead of reducing the subsidy being given by the Central Government”. This is all the more required in view of the GOI’s decision to effect monthly price hikes in diesel since January, 2013, to offset the under-recoveries of public sector oil marketing companies, which has increased the burden on farmers in a staggered manner,” he wrote. Hooda contended that the farming community was facing pronounced hardship this year due to drought conditions exacerbated by scanty rainfall. “The farmers in the state are coping with the situation by resorting to irrigation powered by electric and diesel pump sets. Increasing access and affordability of diesel is of prime importance to sustain livelihood of farmers,” the letter added. |
Teacher thrashes girls for unfinished homework; fired
Jhajjar, September 12 The girls said Sandeep started beating them with a stick today morning as they had not completed their home work. “The teacher beat us up mercilessly. We cried in pain and repeatedly requested him to stop, but he did not,” they said. Sources said Sandeep had beaten up some students earlier too, but he was let off with a strong warning. Parents of the girls rushed to the school whenthey heard about the incident. They thrashed the teacher, locked the school gate to register their protest against the incident. |
Rewari DC finds senior officers absent, initiates action against them
Rewari, September 12 Besides them, Registry clerk Suresh Kumar and Tehsil clerk Pradeep Kumar were also found absent from their offices. Mother booked for child’s murder
Kaithal, September 12 After throwing Soham in the well, Jyoti, too, along with her another six-year-old son Hitesh, jumped in the well on September 5. When villagers came to know about the incident, they saved the woman and Hitesh, but Soham’s body could not be found. She said she took the step following a family dispute. Sources said villagers, with the help of the administration, had called divers from Rewari and other places to retrieve the body, but to no avail. They made another effort to retrieve the body yesterday and the search continued overnight. The body was fished out today morning. |
