Implementation of
Direct Assured Career Progression

September 12 The move came in after a delegation of government doctors was assured by both Chief Minister Harish Rawat and state Health Minister Surinder Singh Negi about their willingness to implement the Direct Assured Career Progression (DACP). In fact, the assurance by the top leaders has created divisions within the PMHS, as one section of seniors doctors are not in favour of adopting confrontationist tactics while the other, especially the present office-bearers, are in no mood to relent. “The
issue has been pending for a very long time, it requires immediate
redressal all this while we have been given false assurances, but the
matter has not been sorted out,” said Dr RK Goswami, secretary, PMHS. However, the senior doctors who are in favour of adopting a constructive approach point out that it is the state bureaucrats who are stalling the move to implement the DACP. “Over
the years, the bureaucrats have been touting one excuse or the other so
as not to implement the DACP. We are often told that it would put an
unnecessary burden on the state and other employees too may demand a
similar arrangement. But they forget, in order to attract and retain
doctors, the DACP is the best option which has been implemented by the
Centre,” said a senior doctor. So far, the Department of Medical Health and Family Welfare has failed to attract young doctors in the state. When it had last advertised through the Uttarakhand Public Service Commission for 583 posts, a total of 68 doctors were selected, but only 22 joined. The DACP was recommended by the RK Tikku Commission in 1994 to provide a better career path to doctors all over the country. The 6th Central Pay Commission had recommended the system of four time-bound progressions in grade pay for all doctors in the organised and unorganised medical services under the Central Government. The grade pay will reach Rs 10,000 on the tenure of 20 years. Some of the states have implemented the scheme, but Uttarakhand has been hesitant in implementing it so far. |

Mussoorie, September 12 On the first day of the workshop organised under the aegis of the National Institute of HRD and Advancement (NIHA) here, Director of NIHA and legal management consultant Sanjay Sharma, addressing the participants, stressed on the need to equip people with skills and tools to achieve excellence. Sharma said a competitive global scenario had thrown up new challenges for organisations and the role and responsibilities of office functionaries had grown more complex. “Behavioural skills have great significance in present-day life. We have to understand each other’s attitude, behaviour and culture. That is the best way we can understand each other,” he added. Sharma said there were various factors like mutual understanding, sharing, decision-making, transparency and congenial atmosphere that were of utmost importance for survival of an organisation. The Oil India employees also learnt skill-enhancing techniques at the customised workshop where various topics relating to Corporate Social Responsibility (CSR), Right to Information Act (RTI), Man-Management Contract (MMC) and importance of project management besides various soft skills, namely visionary leadership, high team performance, management of stress, anger and conflict were discussed. Sharma, stressing on the need to include issues related to women at the workplace, said, “With the rise in number of women at the workplace and the associated government initiative to induct more women in various departments, it has become imperative to sensitise the existing workforce on various issues related to gender rights and possible discrimination at the workplace.” The participants interacted with the local community in Mussoorie in order to understand the local perception about different aspects. The officials went to Convent of Jesus & Mary, Waverley School and interacted with the staff and children. Rumpi Gogoi and Manavendra Gogoi, participants from Assam, said for them, sharing their experiences with locals and understanding their culture was a unique experience. |

Mussoorie Master Plan
Mussoorie, September 12 Municipal Council (MC) president Manmohan Singh Mall, on his return from the meeting, informed mediapersons about the decisions taken here. Mall further said the officials told the minister that the biggest bottleneck in preparing the master plan was lack of clear demarcation of the Notified and De-Notified forest land under the Forest Conservation Act 1980 in the town. He told the minister that the delay in the survey work was hindering the formulation of the master plan in the town. The Secretary Housing, BS Garbyal, when asked about the delay in survey work by the Urban Development Minister, said out of 218 estates, the survey work for 100 estates had been completed and work on 76 estates in the second phase was proposed that could not take off due to non-availability of funds. The Municipal Council president also emphasised on the need to include the villages adjoining Mussoorie, namely Bakarna, Rikholi, Kyarkuli, Bhatta, Chamasari, Nali, Kalighat, Sarona, Bhitarli and Majhada, in the proposed master plan for effective development of the region. The removal of freeze zone clause that was supposedly hindering the town’s development apart from providing relaxation to households interested in renovation and new construction was also discussed at the meeting, said Mall. Member of Uttarakhand Tourism Development Board Sandeep Sahni welcomed the move. He said it was a step in the right direction as once the master plan is in place, better town planning can be done, which would help boost tourism. He said the rich culture and heritage of the town should be taken into consideration while developing a master plan for the city. He said dedicated pedestrian and bicycle tracks should be made to promote leisure tourism. MC president Manmohan Singh Mall thanked the Urban Development Minister Pritam Singh for making an effort to develop Mussoorie. He said it was high time to create smart hill stations when there is talk of creating smart cities at the Central Government level. Winterline Carnival in Mussoorie from December 25
Mussoorie, September 12 This was decided at a meeting chaired by Mussoorie Municipal Council president Manmohan Singh Mall and the Mussoorie SDM on the Municipal Council premises here today. The venue for the festival will be Hotel Vikas and a wide variety of musical programmes, performances and plays be staged as a part of the event to enthral tourists, said Manmohan Singh Mall, president, Municpal Council. The members decided to rename the society from the Mussoorie Mahotsav Committee to the Dehra-Mussoorie Mahotsav Committee. The estimated budget for the festival was discussed and the members decided to finalise all details within two weeks. The modalities for the festival will be announced by September 29. Manmohan Singh Mall said that the Winterline Carnival held last year proved a shot in the arm of the tourism industry that was reeling under the affect of natural disaster last year. Efforts were on to celebrate the festival at a larger scale this year, he said, adding that the publicity for the festival in and around the country would begin as soon as the itinerary for the festival was finalised. The festival is named after the much-hyped winterline, a unique natural phenomenon visible at sunset from October to Late February. Residents of the town have welcomed the move but said that the promise of developing points for viewing the winterline phenomena after which the festival is named have not been developed, despite several reminders. Sandeep Sahni, a member of the Uttarakhand Tourism Development Board, said a proposal had been sent to the state government in this regard. Pithoragarh, September 12 The Pantnagar market remained closed and heavy police force was deployed by the administration after a tailor’s shop was set afire following destruction of idols at some religious place by a miscreant, who was later arrested by Rudrapur police. “Besides the alleged culprit, we have arrested his brother and mother. A case of arson and disturbing of communal harmony has been lodged against six persons,” said the
SSP. Meanwhile, leaders from Pantnagar, Rudrapur and Kiccha town criticised the defiling of the religious place and called for communal harmony among communities. “We condemn the elements that are out to disturb communal harmony on the university campus and at adjoining towns,” said a leader on the Pantnagar university campus.

BJP, locals oppose broadening of Ganga canal in Haridwar
Haridwar, September 12 Agitating people protested at the Sub-Divisional Office of the Uttar Pradesh Irrigation Department, demanding closure of the expansion work, which will increase the water capacity of the canal from 10,000 cusecs to 13,500 cusecs. BJP divisional president Vikas Tiwari said due to the ongoing construction work from Damkoti till Jwalapur, the canal stretch had been damaged, leading to problems for the commuters. Tiwari also sought immediate restoration of the safety walls that had caved in owing to expansion work of the Ganga canal for the past six months. City secretary, Anamika Sharma, said the Reorganisation Act, 2000 clearly stated that only maintenance work can be carried out by the UP on the canal, if its head originates in Uttarakhand and tail flows in Uttar Pradesh. “But Uttar Pradesh is behaving in a tyrant way as despite 14 years of coming into existence of the Uttarakhand, 41 major canals are still being operated and owned by the Uttar Pradesh. Uttarakhand is not getting any advantage, despite these canals originating from our land. Neither potable or irrigation water nor any rent from the Uttar Pradesh is provided to Uttarakhand, which is nothing but a monopoly of the Utta Pradesh,” said Anamika. Mukesh Kaushik, brother of city legislator Madan Kaushik, said as a case was pending in the High Court related with distribution of properties of the Irrigation Department between Uttarakhand and UP, no construction work would be done on these disputed properties. Notably, Haridwar MP, Ramesh Pokhriyal Nishank, had also raised the broadening of the Ganga canal issue with Uttar Pradesh Irrigation Department officials, registering his resentment. MP Nishank had also apprised Chief Secretary, Uttarakhand and Uttar Pradesh Irrigation Minister Shiv Pal on this matter. |

All set for DAV College students council poll

collected their identity cards from different counters set up on the college
campus. The college administration said nearly 5,000 students were expected to
cast their votes in the election. Candidates contesting the election under
different banners appealed to students to cast their votes in their favour.
Around 5,000 admissions have been made against the capacity of 17,000 seats as
admissions were held on merit basis. First-year admissions for various courses
have been completed while the admissions for second and third year of degree
courses are on. |

Alert sounded for leopard movement
Dehradun, September 12 In the appeal issued on Wednesday, Patnaik said adequate measures like removal of bushes in close vicinity and appropriate lighting arrangements must be done. He said extra care must be taken during evening and morning hours. He said children must not be left alone in open, particularly during evening and morning hours. First phase of rehab project completed
Dehradun, September 12 Under the first phase of the project, Rebuild Uttarakhand, 50 permanent houses and 75 makeshift houses have been constructed in disaster-torn areas of Uttarakhand, thereby benefiting a total of 125 families. The funds for the construction of these houses have been made available under corporate social responsibility by insurance giant HDFC Life. Addressing a press conference in Dehradun today, Habitat for Humanity India Director Justin Jebakumar disclosed that Habitat for Humanity through its disaster response initiatives has helped rebuild the lives of families uprooted by the terrible disaster that has impacted the people of Uttarakhand. He said that apart from providing timely winter kits, transitional shelters, they have been reconstructing permanent homes, besides also rebuilding school premises and community halls in the disaster-hit areas. He also lauded HDFC Life for providing funds benevolently towards ensuring that the families who lost their homes during the Himalayan Tsunami have safe and decent homes. Dr K.K. Upadhyay, CSR head, FICCI, said FICCI members were contributing to the relief and rehabilitation measures in Uttarakhand. Rajendra Ghag, senior executive vice president, HDFC Life, said as part of CSR initiative, it was the company’s utmost responsibility towards fellow citizens. |

Pithoragarh, September 12 “People from the Byans valley villages of Bundi, Kuti, Grabyang, Nabhi and Rongking took part in the festival,” said Anand Singh Garbiyal, priest of the deity Namjung. “Residents of Byans valley from across the country and even from abroad make it to the festival every year. The festival is considered as sacred as Upanayan Sanskar by Hindus,” said Garbiyal. According to legend, deity Namjung had guided the local deities to reach the sacred peak of Kailash to have a glimpse of Lord Shiva, with the help of a long stick, when they expressed their will to have a darshan of Lord Shiva in the month of Shravan.

Cornea distribution system set up
Dehradun, September 12 Dr Nishant Nawani, corneal surgeon, speaking at a press conference today said that in the absence of an eye bank it was virtually impossible to carry out cornea transplant surgeries. “In Uttarakhand there is only one eye bank located at the Jolly Grant Hospital. Due to high cost and red-tapesim similar efforts to set up an eye bank in Dehradun did not yield encouraging results. So we decided to set up the cornea distribution system, which would help us to access corneas from eight eye banks under the aegis of Eye Bank Society. These would be sent to us through flight or train and help us perform transplants,” said Dr

Blueprint for ‘Hamara pedh, hamara dhan’ project ready
Dehradun, September 12 Chief Minister Harish Rawat, a few days ago, had asked officers of the Forest Department to prepare a blueprint of the ‘Hamara pedh, hamara dhan’ project. He said participation of the common people must be ensured. Giving this information, Principal Secretary Ranbir Singh said the scheme will be implemented on private lands in the plains and hill areas. The land owners will be the beneficiaries of this scheme. The application for the project will be available on the department’s websites as well as all offices of the forest department free of cost. Plants for tree plantation will be available at the forest department as well as registered women’s and farmers’ nurseries at concessional rates. The responsibility for the trees will be that of the applicants who plant them. The Chief Forest Conservators of Garhwal and Kumaon and nodal officers would be responsible for successful implementation of the project, which would be coordinated by the Forest Conservators and Van Panchayat. ‘Hamara pedh, hamara dhan’ is a 10-year project and the plantation work will be carried out for 5 years. A target for 50,000 plants has been set for this year. In case of excess number of applicants, the names of beneficiaries will be decided through lottery system. A single applicant will get a maximum of 100 plants. The government will be giving cash incentives in the form of fix deposits to the farmers under the scheme. |

Workshop on hospitality training concludes
Dehradun, September 12 The workshop was organised by Dazzle Key, an event management training and development hub. The staff from all four departments, including front office, housekeeping, F&B service and F&B production, were not only trained in their respective spheres, but also in soft skills, grooming, staff behaviour, customer handling, organisation behaviour, etiquettes and complete kinesics along with effective communication skills. CM urged to release compensation
for priests
Dehradun, September 12 The members said the reconstruction of the Kedar valley should be in the same manner as it was before the floods. “The priests and locals should be given the same place for rehabilitation where they were based. Compensation should also be given to those whose land was coming in the road widening process,” she said. Speaking about the losses suffered by the priests, the MLA urged the Chief Minister to release the compensation amount at the earliest. “A list of 50 priests who lost everything in the floods was prepared by the committee and submitted to officials concerned. A compensation of Rs 25,000 was announced for them. Even though other disaster-affected persons have been given the compensation amount, nothing has been done for the priests,” she added. |

It also appealed to consumers to immediately lodge a complaint at 0135-2653159 in case faulty machines are being used. Haridwar, September 12 One lakh tree saplings will be planted in the Partition riot victims’ memory. The saplings will be planted at Kurukshetra, Haryana and twin pilgrim cities of Rishkesh-Haridwar. This special ritual will be done by Parmarth Niketan Ganga Action Family in collaboration with Panchnad Smarak Trust and Punjabi Maha Sabha, Uttarakhand. Union Human Resources Minister Smriti Irani was handed out a symbolic sapling today by Parmarth Niketan Swarg Ashram chief, Swami Chidanand Muni, in New Delhi. Swami Chidanand Muni after returning from Delhi later today said that mass prayers will be held to ensure that such a tragic chapter does not occur again. On September 13 and 14, the sapling plantation drive will begin on the banks of the holy Ganga. To participate in this unique event about 1000 next of kin of those who laid down their lives during Partition will be reaching the twin pilgrim cities. |

GMVN staff yet to hear from govt
Dehradun, September 12 Under the banner of Sanyukt Karamchari Manch Garhwal Mandal Vikas Nigam, a large number of employees from across the Garhwal region gathered near the Secretariat and started raising anti-government slogans in the wake of non-redressal of their seven-point demands. In a memorandum submitted to Chief Minister Harish Rawat, members of the association alleged that despite repeated reminders, the state government had failed to improve the deteriorating financial condition of the GMVN and resolve the employees’ problems. Addressing the protesters, Jitender Singh Negi, president of the association, said in the wake of financial woes, salaries of the staff members were not being paid in time. “The 2013 June disaster has adversely affected the tourism industry in Garhwal region. As a result, a huge drop has been registered in the revenue earnings,” he said. Suggesting alternate methods for revenue generation, the association suggested that in the past, mining by the GMVN had brought in a lot of revenue for the state government besides cheaper availability of building material to the public. Therefore, the entire mining operation should be given to the GMVN again, the body stated. Due to the disaster, the nigam suffered a loss of Rs 40 crore, it was stated. The state government should give the employees salaries for the next five years, besides giving them the status of state government employees, said the demand. Those who were part of the demonstration included SP Pant, Surender Bahukhundi, Kishen Singh Panwar, Vishwanath Benjwal, Saroj Kukreti, Rashmi Namburi, Ramesh Panwar, Rajesh Ramola, Ajaykant Sharma and several others. Sanitation workers protest Irked over the non-fulfilment of their long-pending demands, a large number of sanitation workers, under the banner of Rashtriya Valmiki Krantikari Morcha, staged a demonstration and later took out a rally here today. The workers submitted a memorandum to the Chief Minister through District Magistrate Chandresh Yadav. Association’s president Bhagwat Prasad Makwana said for long, the state government had been neglecting the interest of sanitation workers and members of the Dalit community. “Being neglected for long, the community has failed to progress socially, financially and legally. Even the employment opportunities are limited,” he said. |
