New Delhi, September 18 The sources said the list of candidates was expected to be announced only after the “shraadhs” were over. The last date for filing nominations for Haryana elections is September 27. “We still have time,” the sources said. The CEC on Haryana was first scheduled for tomorrow but Sonia Gandhi is said to have decided to first discuss Maharashtra alliance with NCP chief Sharad Pawar tomorrow. The Haryana CEC was accordingly scheduled for September 20. Sonia, who was abroad for a medical checkup, returned today. The Tribune has learnt that the Congress screening committee for Haryana headed by PC Chacko has zeroed down on candidates for each seat. While there are around 40 seats with single names in the panels to be sent for CEC consideration, the other panels have up to three names each. In around 35 segments, the Congress received over 18 applicants each making screening a tough job. “We have taken our time to identify Congress loyalists and recommend them even in seats where there was pressure from leaders to field their kith and kin. The final decision will be taken by the CEC,” said a source privy to the screening process. Leaders added that although there was consensus in the screening committee that Haryana CM Bhupinder Singh Hooda should contest from two segments for greater impact, the decision on his candidature would be taken by Sonia. ‘Shraadh’ hurdle

Reclaimed, but lost again to decades of neglect

Karnal, September 18 Today, the Nilokheri Assembly segment has failed to keep pace with the development. Four Cabinet ministers — Hukam Singh (Chief Minister), Jaisingh Rana (Independent), Chanda Singh (Independent) and Shivram Verma (Janata Party) — from here failed bring in development to the segment that was once considered for the state’s capital. Potholed roads, erratic power supply and lack of job avenues are the main issues.
Issues of concern
A toll plaza at Samanabahu, around 4 km from Nilokehri, is a sticking point for residents. They have been protesting, demanding that it be shifted. Suresh Midha, a resident of Nilokehri, said politicians always assured residents to shift the toll plaza before elections. But after the poll, nobody cared, he alleged. Besides, the work on a railway flyover is hanging fire. The demand for a government college in the block has been raised several times. A fort of ruler Prithviraj Chauhan at Tarori town in the segment is in a dilapidated condition. People have encroached on the fort, built around 1150 AD. The INLD has fielded sitting MLA Mamu Ram Gonder, while other parties are yet to decide their candidates. The probables are working hard to stake their claim to the ticket. Gonder alleged that since he was from the Opposition, the state government did not pay heed to the issues concerning his constituency. Congress leaders, however, rubbished his claim and said he was not serious about the segment’s development and did not raise any issue in the Vidhan Sabha. |
Dushyant kickstarts campaign in Dabwali
Dabwali (Sirsa), September 18 Ajay Singh Chautala, who was elected from here in the 2009 Assembly poll, is serving imprisonment in the JBT scam along with former CM Om Prakash Chautala and others since January, 2013. The party is still hopeful that he will be eligible for contesting the poll before the last date of filing nominations. However, if something does not go as per the INLD’s expectations, the party, sources said, had decided to field Ajay Singh’s wife Naina Singh Chautala from Dabwali. Dushyant said the allegations of the INLD that their leaders had been sent to jail under a conspiracy hatched by the Congress and the CBI had been vindicated by the contents of visitors’ register maintained at the residence of CBI chief Ranjit Sinha, which showed that CM Bhupinder Singh Hooda met him twice at his official residence. The MP also urged people to reach Jind on September 25 in large numbers to pay their respect to former Deputy PM Devi Lal and take a pledge to avenge the “injustice” done to them. Speaking to The Tribune, Dushyant said his father’s Assembly segment had been a victim of regional bias. “In the 13-odd villages I visited today, not even 13 youths have got government jobs in 10 years. BSP releases second list of 16
Karnal, September 18 Saran said Sudama Baudh will contest from Barwala, Rajbanti from Bawal, Mahesh Rana from Hodal, Master Surinder Yadav from Nagal Choudhary and Gopi Ram Chaliya from Jhajjar seat. The remaining candidates are: Dalbir Bhann (Guhla), Karnail Singh Nagla (Mulana); Ajit Singh (Pataudi); Rajesh Soni (Meham); Subhash Chander Sharma (Baroda); Sanjay Pehalwan (Buwanikehra); Sudhir Gautam (Jind), Jawed Ahmed (Sohna), Taiyab Hussain (Hathin), Sardar Ram Singh Kodwa (Naraingarh) and Subhash Solanki (Kharkhoda). Saran ruled out the possibility of alliance with any party and said the party would contest the election on its own in accordance with the wish of supremo Mayawati. Centre rubbishes CM’s claim of showing haste

New Delhi, September 18 In response to Hooda’s missive to him, Union Urban Development Minister Venkaiah Naidu said: “I have been taken by surprise by the choice of your words regarding the action taken in respect of vacation of bungalow number 12, Tughlak Road.” “It appears you have been misled in the matter, to which you said ex parte eviction order was issued by the government and electricity supply was disconnected causing unwarranted hardship to Ajit Singh. Facts point to the contrary,” he said. Naidu further said that all former ministers who were not members of the 16th Lok Sabha were given a month till June 27 as admissible under rules to vacate the official accommodation so that it could be allotted to the new ministers and Lok Sabha members. About a month later, cases of unauthorised occupants were referred to the designated authority under the Public Premises (Eviction of Unauthorised Occupants) Act, 1971, for necessary action. On the demand that the bungalow be converted into a memorial, Naidu reminded Hooda that in November 2000, the Centre had issued policy guidelines proscribing against such an act. Subsequently, the Supreme Court in the case of “SD Bandi versus Divisional Traffic Officer, KSRTC and others” dated July 5, 2013, had suggested against such conversion of bungalows into memorials. Rashtriya Lok Dal (RLD) chief Ajit Singh, meanwhile, slammed the BJP for lacking in “courtesy”. “Though I cannot stay in the bungalow as I am no more a Union minister, I should have been given time to vacate it. I had informed the government of my plans to vacate the house by September 24 after ‘pitra paksha’ (period when Hindus pay homage to their ancestors),” he said. “It is people’s wish to convert 12, Tughlak Road, into a memorial. After all, Chaudhary sahib lived here for 36 years,” Ajit said, and added that when there can be memorials for leaders such as Lal Bahadur Shastri and Kanshi Ram, there can be one for his father as well. EC lists dos and don’ts of poll code
Chandigarh, September 18 He stated this at a meeting with senior officials of the state government held here today. The meeting was organised to apprise the officials of the guidelines of the ECI on the model code of conduct for the Assembly poll. He said the secretary of the department concerned could make a reference to the ECI in writing through the Chief Electoral Officer, Haryana, and efforts would be made to resolve the same within 48 hours. Elaborating on the dos and don’ts of the welfare schemes of the government, Zutshi said the announcement of new projects or programmes, concession, financial grant in any form or promise thereof, and laying of foundation stones which can influence voters was prohibited. However, he made it clear that the schemes already implemented could be completed. Zutshi said fresh tenders were not allowed. However, tenders other than global tenders that are already floated may be evaluated but finalised only after discussion with the commission. The Deputy Election Commissioner said no government guest house would be allotted to any political functionary unless they were covered under Z or Z plus security. Apart from this, they could neither hold a meeting nor address a press conference in the guest house. Karnal, September 18 Jaswant Singh Mann, SAD (Amritsar) secretary-general, told The Tribune on the phone that the SAD had decided to contest from Ambala City, Ambala Cantt., Jagadhri, Yamunanagar, Chachrouli, Ladwa, Thanesher, Kaithal, Pehowa, Guhla, Shahabad, Nilokehri, Karnal, Assandh, Gharaunda, Indri, Sirsa, Fatheabad, Saffidon, Jind and Gohana, where the party has a massive support. The election committee, headed by Ajit Singh Kahlon, would announce the list of candidates here on September 20, said Mann. About a poll alliance, the SAD (A) secretary-general said: “We are inviting all parties having the same ideology. We are in touch with like-minded parties.” |
12 Sampla MC members snap ties with Cong
Rohtak, September 18 The 12 of the total 15 members of the committee, including its chairman and vice-chairman, are likely to join the INLD in a day or two. Alleging step-motherly treatment in terms of developmental works in their area, Sampla MC chairman Sudhir Kumar, vice-chairman Prem Narayan, Shamsher (husband of MC Sapna Devi), Yogesh Kumar (husband of MC Sushila), Virender Singh, Mahavir Singh, Surender, Ishwar alias Bobby (husband of MC Jagwanti), Sanjiv Sharma alias Sanjay, Rajender, Shiv Kumar Rangeela and Bhupender Kumar, announced their decision to part ways with the Congress, at a news conference organised today. MC chairman Sudhir said they had been forced to part ways with the Congress as the area was lagging behind in development and Chief Minister Hooda and his MP son, Deepender, had failed to act upon their repeated requests in this regard. “We have brought the matter of failed sewerage system in the town, pending construction of bypass, unfulfilled promise of developing Sampla as cyber-town, non-development of HUDA sectors, etc, to the notice of the Chief Minister and MP, a number of times, but to no avail. Hence, we were left with no option, but to distance ourselves from the Congress,” he maintained. INLD moves poll panel, wants Sonepat SP transferred
Chandigarh, September 18 Claiming that Nehra had worked closely with Chief Minister Bhupinder Singh Hooda as DSP for about five years, the complaint said anything short of his transfer would inhibit the free and fair process of the election. Bride-for-vote Jind, September 18 If the claims of both politicians and affected families are to be believed, the issue will be discussed in open rallies and meetings, in stark contrast to earlier times when it remained confined to private discussions between family members and relatives of bachelors. “The problem exists in many parts of the state as skewed sex ratio has caused shortage of girls. Like other issues, affected families have now openly started asking for a solution to lack of girls for their unmarried sons. We are discussing ways and means to tackle it,” said Pardeep Gill, INLD state youth president and spokesman. Some families alleged that due to lack of a legal mechanism to solve the problem, many have suffered huge financial losses after they were duped by fake marriage bureaus and gangs. Now they want a legal mechanism put in place to ensure brides for their youngsters. “We have met many victims of frauds by marriage bureaus. The HJC, after winning the election, would immediately take legal steps to help bachelors and control female foeticide,” said Karmbir Saini, HJC state spokesman. Though parties have not prepared a blueprint on how they will address the paucity of brides, some politicians confirmed they had plans to tie-up with some marriage bureaus in New Delhi to arrange brides legally for unmarried voters of their areas, if their verbal assurances during campaigning fail to convince unmarried voters and their parents. BJP Kisan Morcha president Om Prakash Dhankar, who created a stir in June after he promised to arrange Bihari wives for unmarried youngsters of the state after coming to power, said his party was serious on resolving the problem. Dhankar had in the last week of July organised a meeting of Jat and Khap leaders of Bihar and Haryana, respectively, in Jind and formed a committee for the purpose. “To check female foeticide, there must be a centralised server room of ultrasound centres in the state. The central server must record all scans. We will take all required steps to resolve this problem,” said Dhankar. |

land dispute Yamunanagar, September 18 The situation in the violence-hit village remained tense but under control with no untoward incident being reported today. The village has been turned into a police cantonment. Senior officials of the local administration, including Deputy Commissioner Mandip Singh Brar and Superintendent of Police Shashank Anand, held a meeting with members of both sides at the Sadar police station. They decided to form a peace committee to defuse tension and asked them to cooperate in police investigation. Thirty persons were injured after members of an upper caste and those belonging to the Schedule Caste clashed over six acres of panchayat land on Wednesday afternoon. Six of those injured were admitted to the Civil Hospital, Yamunanagar, while the remaining were discharged after first aid. While members of the upper caste wanted to construct a stadium on the land, the other side opposed the move saying it would become a source of nuisance for dwellers of a nearby Harijan Basti. Heavy police force was deployed at the village after the two sides clashed in the evening. Another clash broke out around 10.30 pm forcing the authorities to issue prohibitory orders. SIT formed A special investigative team (SIT) has been formed to investigate the case. EPFO slaps notices on 800 units
Karnal, September 18 Mohammad Shariq, regional PF commissioner, told The Tribune that they had issued show-cause notices to some state government and private establishments, who have not uploaded the know your customer (KYC) information of their employees for the UAN. “It seems to be an intentional violation of directions,” he said. He further said the Karnal EPFO regional office comprising eight districts — Panchkula, Ambala, Yamunanagar, Karnal, Kaithal, Kurukshetra, Panipat and Sonepat — had directed the establishments to follow the directions on the UAN immediately, otherwise action would be initiated against them. On the negligence of employees, the Regional PF Commissioner said, “It has come to the fore that several establishments have been taking this kind of work casually, which cannot be tolerated. They should understand the importance of these kind of directions. If they fail to do so, legal action will be taken against them.” “The non-submission of the information in the digital/electronic format as directed by the Commissioner under Sub Para 7 of Para 36 of the EPF Scheme, 1952, is tantamount to candid-contravention of the provisions of Section 14 of the EPF and MP Act, 1952.

Girls lock college, demand their shifting from dilapidated building

Sirsa, September 18 The girls raised slogans against the government and said they would boycott their classes till they were not shifted to a safer building. The students alleged that after five girls were injured in a lathicharge when they were holding a demonstration outside the DC’s residence on September 4, the authorities had assured them that they would be shifted to some other building soon. However, no such steps were taken, they alleged. Later in the day, Tehsildar Sanjay Bishnoi went to pacify the agitating girls and assured them that the authorities were serious about shifting them to an alternative building and efforts were being made in that direction. He persuaded the girls to continue their classes in the old building till alternative arrangements were made and assured them that no classes would be held in rooms which were in need of urgent repairs. The girls resumed classes after Bishnoi’s assurance. |
