Dehradun, September 18 Rawat said during the meeting that it was the priority of the government to ensure progress for all communities. He said the state government had been working sincerely for welfare of the minorities. “A separate department has been set up for the purpose,” he said. He asked the Ulema council to come up with suggestions for welfare of Madrasa Board. Ulema council office-bearers, on the occasion, requested the Chief Minister to fill the vacant posts in the Madrasa Board. They extended gratitude to the Chief Minister Harish Rawat for resolving a number of issues of the minorities and understanding their issues. They thanked him for ensuring construction of boundary walls around cemeteries and providing scholarships to meritorious students from the minority community. General secretary of Ulema council Maulana Irfanul Haq Kadri, principal of Madrasa Gausiya Arbi College Khatima Hakim Ameer Aalam, Maulana Furkan Khan of Rudrapur, Maulana Jaleel Ahmed of Kicha, Maulana Tasleem Khan of Sitarganj, Sayed Mohammad Qasim and other office-bearers of the council were present at the meeting. |

CM gives officials 15 days to finish flood control works
Dehradun, September 18 In a meeting held at the Bijapur guest house in Dehradun today, the Chief Minister while reviewing progress of the irrigation and flood control works also gave orders to complete flood control work, particularly near rivers, by January. After which, he said, the Public Works Department can complete the road construction work. Rawat also held that assistant and junior engineers will be appointed for work regarding irrigation and asked the department not to make an excuse of shortage of engineers for any delay in works. He also directed that the irrigation and flood control work must be done in close coordination. He stated that a huge amount of money will be invested for flood control arrangements and, thus, the department must prepare itself physically and mentally. The work of identifying problems and looking for their solution must be taken up on priority. He said Rs 137 crore had been sanctioned for Centrally-funded flood control schemes. A total of Rs 20 crore had been sanctioned for flood control programmes in Uttarkashi. He added that the work of creating Detailed Progress Report must be completed and a deadline should be set. He stressed on holding a comprehensive survey of Char Dham routes along with river areas and also identify areas requiring flood control work. “This is to be done to curb damage of roads,” he said. The chief minister also emphasised on developing a river front along rivers of the state. He stressed the importance of building check dams and setting up small dams on rivers. He suggested setting up of two to three small dams on Lakhora river near Saraikhet in Almora to solve drinking water problems being faced by the Kumaon and Garhwal regions. During the meeting , the chief minister also informed the officials that the forest department is building small check dams which will block water leading to increase in the recharge of rivers. Building of small dams in Kosi will provide for water for irrigation during winters. Directing the officials to increase the pace of flood control work in Kedarnath, Chief Minister Harish Rawat demanded a description of river treatment plan for river Mandakini at the earliest. He has asked for an inquiry in flood control work from Gaurikund to Lincholi and up to Kedarnath. Irrigation Minister Yashpal Arya, Additional Chief Secretary Rakesh Sharma, Secretary, Irrigation, Ajay Pradhyot and Additional Secretary to the Chief Minister Dilip Jawalkar among other senior officials of the Irrigation Department were present on the occasion. |

Ministerial staff strike hits work at collectorate
Haridwar September 18 Particularly, work related with issuance of various certificates and court got affected, with people seen waiting for the employees at collectorate and tehsil premises to return to work. Notably, from September 10-12, ministerial employees had resorted to boycott of official work, while from September 15, they went on indefinite strike, citing non-acceptance of their demands by the state government as the reason. Due to the strike even the hearing of cases related with district magistrate, subdivisional magistrate and additional district magistrate was getting affected. Applicants coming to Jan Adhar centre are also facing major problems, though teshildar Dinesh Mohan Uniyal himself overlooked the issuance and submission of Jan Adhar forms. Shamsher Ali, an applicant, said that he had come for making caste certificate but due to employees’ strike no work was possible. Sunita Devi of Parshu Ram Nagar lamented that for the past week she had been coming to the tehsil to get income certificate but due to the strike she had to return each time. Tehsildar Mohan Uniyal said that as talks are going on between the administration and ministerial employees’ representatives, in a day or two the strike will get over. |

MLA seeks better health facilities
Mussoorie, September 18 Ganesh Joshi informed the health minister that around five doctors were transferred elsewhere in the state from St. Mary’s Hospital in Mussoorie but no replacements have been given as yet, which was leading to a lot of inconvenience to the people of the town. He also demanded that a specialist doctor should be sent from Doon Hospital to Mussoorie so that the patients from the poor strata of society benefit from such service here. He also apprised the state health minister of the delay in the construction work of the combined medical hospital near old civil hospital that was going on since the past five years. He raised the issue of the lack of operating room, resulting in no operations being conducted in the town for the past two years despite the presence of orthopaedic surgeon. Joshi informed the minister that shortage of radiologists and other technicians was hindering health services in the town. He raised the issue of shortage of medical staff at government hospital in Dobhalwala on the occasion and demanded solution to the problems of the people. The state health minister Surendar Singh Negi assured the Mussoorie MLA that the appointments at the vacant seats in Mussoorie would be made soon. He also said that a plan of upgrading the health facilities in the state was in the offing and would be introduced soon. |

Speed up development, officials told
Mussoorie, September 18 The MLA said the officials should address grievances of people of the block without showing any bias or neglect. Rangad said the officials should attend to the calls and address grievances of the people reaching the block headquarters from far off without any delay. He directed officials to ensure adequate relief to the disaster-hit region of Saklana Patti. He directed the Panchayat Mantris to address people’s grievances and said they should visit the villages instead of Dehradun. He directed officials to speed up release of payment under various employment schemes to the villagers here. Police still groping in the dark in Balawala robbery case
Dehradun, September 18 Although, five police teams are working round the clock to crack the robbery case and Dehradun police had even released the sketches of two suspects a couple of days back, according to the police officials, they are still not anywhere near solving the case. The Tribune has learnt that police teams have interrogated the members of a number of gangs active in western Uttar Pradesh to ascertain their possible involvement in the robbery. One official familiar with the ongoing investigation said that police teams were also trying to track the whereabouts of labourers who did whitewash work in the house of Surendra Thapliyal a few months back. It is to be noted that the robbers entered the house by breaking the window of the room in which the wife of Surendra Thapliyal was sleeping. The police are suspecting that the robbers were aware of the fact who slept in which room. Reportedly, five armed robbers broke into the house of Surendra Thapliyal after breaking the window grill in the wee hours of last Wednesday morning. After confining the family members at gunpoint, robbers started beating them up after which their son, Ankit Thapliyal, their tenant and Surendra’s mother-in-law also woke up and ran towards the living room. Meanwhile, after finding that all the family members had woken up, the robbers got panicky and started beating up everybody. Meanwhile, Ankit Thapliyal, son of Surendra, resisted the robbers after which they shot him by a double barrel gun and killed him on the spot. Consequently, the local villagers of Balawala carried widespread protest against the incident and even blocked the Dehradun-Haridwar national highway twice demanding arrest of the culprits. |

Preserve art & craft of U’khand: Minister
Dehradun, September 18 Chairing the meeting today, the state’s Revenue Minister Yashpal Arya said the government was committed to preserving the art and craft of Uttarakhand. He said, “A survey needs to be undertaken to ascertain the number of craftsmen in the districts pursuing the ancient craft of the
state. We need to preserve the art and efforts are on to set up an institute that would look into such aspects,” he said. He said the institute could play a vital role in carrying out research in dying crafts, providing employment and
carrying out efforts for preservation of art and crafts of the state. Former MP Pradeep Tamta also emphasised on the need to undertake a survey of craftsmen and support those who have been facing financial problems. He emphasised on the need to link
crafts with culture so that these could be promoted in a big way. Former MLA Ram Prasad Tamta said he
was in favour of setting up of a trust dedicated to the memory of Hari Prasad Tamta. He said such a trust could
help train young craftsmen and provide them source of employment. |

Congress councillors submit memorandum to MNA
Dehradun, September 18 Led by leader of opposition Neenu Sehgal, the delegation demanded that the area supervisor should be given the rights to verify birth and death certificates. “Prior permission should be taken from the area councilor before the distribution of sodium light. It is also observed that Reliance Company is digging roads in the entire city for laying underground optic cable, which is causing a lot of problem besides destroying the government property. Even the area councilors are not aware of the permission granted to the company. This process should be stopped immediately,” said Sehgal. “Since last few days the Uttarakhand Power Corporation Limited has been setting up electricity poles in various parts of the city. In fact, the electricity poles have been placed in the drains, causing an obstruction in the flow. The poles should be uprooted so that the drains are not clogged. Also, every ward should have atleast 10 street lights for adequate lighting during night,” said the delegation. The delegation also took the issue of the removal of ‘Raen Basera’ from the Faltoo Line shopping complex. Highlighting the issue, Sehgal said the homeless shelter set up in the basement of the complex was causing a lot of problem to the shopkeepers. — TNS |

Parents identify bodies in murder case
Pithoragarh, September 18 “The dismembered bodies are that of Nisha and Vijay. They belonged to Bareilly in Uttar Pradesh and were working in a hospital in the district. They had been missing since September 6. Nisha and Vijay were married separately but were not living with their spouses,” said TD Vailla, ASP, Udham Singh Nagar. Vailla said Balakram Gangwar, a resident of Bareilly, identified the man’s body as that of his missing son Viajy, while Poshaki Lal Sharma, also from Barreilly, identified the woman’s body as that of his daughter Nisha. “We got an important lead in the case when we found a key ring of a hotel where Nisha and Vijay had stayed. The investigation at the hotel revealed the role of some doctors in the murders. We have registered cases against them,” he said. Balakram Gangwar, Vijay’s father, stated in an FIR that he suspected Dr Harendra Pal Singh, a surgeon from Bareilly who worked in the hospital where his son also worked, was involved in Vijay’s murder. Dr Harendra shared accommodation with the duo and had allegedly developed illicit relationship with Nisha. The woman at the same time was going steady with Vijay. Dr Harendra out of fear of earning a bad name murdered Nisha and Vijay. “We have registered a case against the doctor who is absconding,” said the ASP. The police have also recorded the version of Nisha’s father, who had said his daughter was killed as she knew about some illegal activities going on in the hospital. “We have recorded the versions of the bereaved parents and are investigating to catch the killers,” said JR Joshi, investigating officer in the case. |

Mussoorie MC chief mourns ward member’s death
Mussoorie, September 18 The ward member Ramesh Bharti died after suffering a major heart attack yesterday. Manmohan Singh Mall along with other ward members of the council paid tributes to the deceased ward member by offering flower petals on his portrait today. Several ward members remembered Ramesh Bharti as a cheerful person who was always available to address the grievances of the people of his ward in the town. Vinod Semwal, Sashi Rawat, Jasvir Kaur and others expressing their grief said that the death of Ramesh Bharti was an untimely loss for the family and also for the ward, which he had been nurturing from the past two decades. Former Congress president Bhagwan Singh Dhanai said that despite being elected as ward member for more than two times in the council, Ramesh Bharti lived his life in austerity and was barely able to fend for his family. He demanded from the council and the government to provide financial assistance to his family without any delay. Member of the Uttarakhand Tourism Development Board Sandeep Sahni, senior BJP leader Vijay Ramola also expressed grief over the sad demise of the MC ward member. The MC employees also extended their condolences to the bereaved family of the deceased ward member. Ramesh Bharti, aged 48, is survived by his wife, three daughters and one son. |

Differences emerge on issue of staffing
Dehradun, September 18 Representatives of IMA expressed their inability to fulfil the criterion of equipping small nursing homes and clinics with staff, even as the Department of Health was willing to give them two years to ensure all the small clinics and nursing staff have trained staff. “The staffing issue continues to be contentious as most of the small clinics and nursing homes will not be able to dismiss their staff who do not possess training certificates as they have been working for over 20 years. So we had suggested short-term training for the staff and the government committee could award them certificates, but this was not agreed upon,” said Dr DD Choudhury, general secretary of IMA.

District Magistrate reviews progress of projects
Dehradun, September 18 He directed the departments concerned to submit a detailed report on the progress of the projects by September 25. He said the salary of September would not be released until the report was submitted. “Also, no funds will be released to the departments in case the report is not submitted by September 25. The heads of the departments will be held responsible and stringent action will be taken against them in case of failure to file the report,” added the District Magistrate. |

Middle-aged woman commits suicide
Dehradun, September 18 Reportedly, she committed suicide after her husband had gone to work and her son was at his school. The incident came to light today afternoon when her son came back from his school and found that the door was locked and his mother was not opening the door. He was shocked to see his mother hanging from a ceiling fan. He managed to break open the door with the help of
neighbours. The husband of the deceased, Harshwardhan, was informed about the incident and the police were called. According to the police, a suicide note was found from inside the room. Shailini, in the note,
said no one was to blame for her death. |

Dumpers seized
Dehradun, September 18 After getting constant complaints, the Mining Vigilance Force led by DIG Sanjay Gunjyal carried out a sudden raid to check the mining material carried by the dumpers from the mining sites. The team seized 26 dumpers for carrying mining material beyond prescribed capacity and paying less tax, causing loss to the state exchequer. According to the Mining Vigilance Force officials, a large number of trucks transported mining material in the state from mining sites in Paonta Sahib and Vikasnagar areas and flouted norms by understating the material and paying less tax on it. Meanwhile, DIG Sanjay Gunjyal has prepared a report on the issue and sent it to the government for further action against the culprits. |
