DM wants daily attendance report of schoolteachers
Dehradun, September 17 A decision to this effect was taken during the review meeting of the Rashtriya Madhyamik Shiksha Abhiyaan (RMSA) held at the Collectorate office here today. Instructing the District Education Officer (middle and basic) to ensure complete attendance of the teachers, other staff and students, a daily attendance report would be submitted to the Chief Education Officer (CEO) office by 5 pm. The “Every day, there are several complaints regarding teachers frequently taking leaves from the school, thereby severely affecting the quality of learning process. Chief Education Officer SP Khali should ensure that the teachers are present every day and are not taking leave frequently. It is important to take steps for improving the quality of education in government schools. A weekly report would be prepared about attendance of teachers and other staff members. In case there is problem in implementing the same, the office should be informed about it immediately,” said Yadav. Expressing resentment over slow pace of construction work in various government schools in the district, Yadav said the same should be completed within the given time frame. The DM also passed directions for release of the tenders within a week for construction work to be undertaken in Bhaniyawala and Chakrata-based Government Inter College. “Special emphasis should be laid on quality of the material being used in construction of the structures on the school premises. Beams should be constructed so that in case of expansion, construction could be carried out in future. Also, the construction should be carried out in such a manner that enough space is left for playground on the premises,” said the DM. Those present at the meeting included Jharna Kamthan, Pratap Saha, Geeta Nautiyal, CN Kala, Parmendra Saklani, Ram Avatar and several others. |

Bharti, he said the state had sought an overall package of Rs 10,000 crore from Centre for ensuring cleanliness of the
Ganga. These include making arrangements for as many as 132 townships, whose sewage go into various rivers ultimately entering into the
Ganga. It also entails setting up of the solid waste management plants in 36 places. He said the state government would also ensure that even the treated water coming out from sewage treatment plants did not go into the
Ganga. He, however, also expected speedy flow of funds from the Centre in this regard. “Centre must understand that the Ganga cleanliness campaign goes through
Uttarakhand,” Harish Rawat pointed out. He said the Uttarakhand was committed for the cleanliness of the
Ganga. Rawat also disclosed that a Kedarnath plan would shortly be announced by the state government. He said the plan would be in consent with the wishes of priest community of the

Tibetans oppose visit of Chinese Prez
Dehradun, September 17 In a statement Tenzing Jigme, president of the Tibetan Youth Congress, said: “The Chinese must end the occupation of Tibet. The situation inside Tibet is very critical. Since 2009, over 130 people in Tibet have set themselves on fire. We want such issues to be resolved. The Chinese president must listen to these issues and find a solution to them.” He said that lending support to the protest held by the Tibetans in New Delhi, several Tibetans from Dehradun participated in the protest over there. “While India has been more than a friend to the oppressed people of Tibet, we feel that the Chinese government must review it’s hardline approach and work towards resolution of the Tibetan issue,” he added. |

UPNL employees vow to continue protest
Dehradun, September 17 The protesters said they would withdraw their agitation only after the state government fulfilled their pending demands. The employees under the banner of the UPNL Employees Association gathered at the Raipur bus stand and raised anti-government slogans. They lamented that they had submitted memorandums highlighting their demands to Chief Minister Harish Rawat, Panchayati Raj Minister Preetam Singh Panwar, and Soldier Welfare Minister Harak Singh Rawat but nothing had been done fulfil in this regard. Mahesh Bhatt, state general secretary of the UPNL Employees Association, said they had held many protests but the state government was yet to take effective steps to address the issue. He added their demands include extension of tenure of employees under Panchayati Raj through the UPNL, pay anomalies, and timely promotion. Bhatt said they had decided to intensify their agitation if the state government did not take effective steps to fulfil their demands. He added their scheduled meeting with Chief Minister Harish Rawat this morning was not held but could take place late in the evening. The city police had cane-charged protesters while they were marching towards the Chief Minister’s residence yesterday. Infuriated at the incident, five protesters climbed a water tank, and descended only after they were assured of action by Surendra Kumar, media in charge to Chief Minister. Garhi Cantt residents protest water shortage
Dehradun, September 17 The residents, who had gathered under the banner of the Cantt Yuva Samiti at the Cantt Board office, said a tube well had broke down many times but the board officials did not get it repaired. They demanded that the damaged tube well be repaired or replaced and potable water be supplied through tankers in the affected colonies of the Garhi Cantt area. They threatened to intensify their agitation if their demands are not met.

Dehradun, September 17 While launching the drive, all India election commissioner of NSUI and in-charge of Uttarakhand Iftkhar Ahmed said that any student who is a regular student of any college or university, whether government or private, can become member of the NSUI, provided he or she is born on or before December 31,1987. He further added that NSUI under the leadership and guidance of Rahul Gandhi, AICC vice-president, had always opened the doors of student politics for common students and brought internal democracy in NSUI and Youth Congress. “In order to suppress criminalisation of politics, those who have criminal case cannot become member of NSUI and also cannot contest any election on the ticket of NSUI,” said Iftkhar Ahmed. Notably, the NSUI leadership has divided Uttarakhand into two zones, Garhwal Zone and Kumaon Zone. Dehradun, September 17 For distribution of the collected relief material, MAD has joined hands with an NGO, People’s Welfare Society, whose Emergency Response Team (ERT) delegation is leaving for Srinagar from Dehradun on Thursday. According to Abhijay Negi, founder chairperson of MAD, “In barely a few days’ notice in the midst of school exams and college placements, MAD members were able to collect hundreds of water bottles, ORS packets, small bandages, toothpastes, crepe bandages, toothbrushes, soaps, liquid anti-septics, cotton roll for dressing and torches.” |

Statehood agitators raise slogans against police
Dehradun, September 17 Protesters said the residents of Dehradun were living in fear due to a series of robbery and theft incidents in the city in the last few months. They said Dehradun police had adopted an ineffective style of policing, which had triggered a rise in number of crime incidents. Meanwhile, the protesting statehood activists demanded a fresh verification drive for labourers and people living on rented accommodation in the city. UKD (P) blames govt for poor law and order
Dehradun, September 17 He also criticised the Harish Rawat government in the state for failing to restore damaged roads that were washed away in last year’s rain disaster in the state. He said that a team of their party had recently visited Badrinath and was aghast to find that most the stretches of Char Dham roads were still damaged. Panwar condemned the state government for “patronising” mining mafia. He said the mafia had destroyed agriculture land. He said the entire state was in a disarray as a large number of unemployed people were protesting in streets for want of jobs. Maharaj bats for intl flights from Dehradun

Joint efforts required for Ganga rejuvenation, says Uma Bharti
Dehradun, September 17 Bharti was addressing a meeting between the officers of the Union Government and the state government that took place in Dehradun today in the presence of the Union Minister of Water Resources, River Development and Ganga Rejuvenation Uma Bharti as well as Chief Minister Harish Rawat. An memorandum of understanding between the Union Government agency WAPCOS Limited and the state government was signed on water conservation, power and infrastructure development project identification as well as planning. The MoU was signed by the Chairman and MD, WAPCOS, RK Gupta, and by Secretary, Irrigation, Dr Ajay Pradyot, on behalf of Uttarakhand government. Union Minister Uma Bharti said that the work on Ganga rejuvenation would begin from Uttarakhand. This mission could only be achieved through the joint efforts of the Union and state governments. The Chief Minister said the Char Dham Yatra route could not be made completely safe unless work was done on flood control. Since Uttarakhand has weather related obstacles, work here took longer than usual. As such, he requested the Union Government to approve the state government’s flood control projects at the earliest so that work could begin immediately. Women asked to rise above religious dogma
Pithoragarh, September 17 Addressing a state-level workshop of women activists of the organisation, she said more struggle is in store for women rights in the society. “Women organisations today need to identify issues and problems at local, national and international levels which are directly related to their strength and empowerment at these levels,” she said. The women leaders taking part in the workshop opined that crimes against women and apathy towards their issues is increasing day by day as the state government has not taken up issues pertaining to women empowerment on priority. “The deteriorating condition of women in the state is due to lack of leadership among women in the state. As a result, issues of women are not being understood by the respective governments which came to rule the state after it was formed in 2000,” said Sunita Pandey, secretary of ADWA at state level. The workshop concluded with a resolution that women organisations should come out of the fold of caste and religion if they want to derive benefits from economic programmes such as MNREGA and from programmes being run for health and security of women in the country and state. “Even the menace of violence against women could be combated by women from all sections of the society if they come together cutting across lines of religion and castes,” said the central executive member of

Preparations for Tourism Day reviewed
Dehradun, September 17 Addressing a gathering of officials, the minister said apart from holding potential for the travel tour operators, Tehri makes an ideal spot for water sport destination. Besides travel tour operators from across the globe being invited, experts in the field of water sports would be attending the function. “Besides a cultural evening, a laser show will be part of the two-day celebrations. A team from Indian Air Force will showcase parajumping, paragliding and water sports. The state government has made arrangements for hot air balloons,” said Dhanai. The department has formed a committee for overlooking the work. Officials have been given instructions for issuing security passes to local travel tour operators participating in the event.

‘New modes of dispute resolution need of hour’
Dehradun, September 17 Law and legal process aim at regulating human conduct. One of the important aspects of regulation is dispute resolution. The formal mode of judicial determination and related process has been slow and cumbersome. Therefore, resorting to new modes of dispute resolution has become a necessity. These modes should be less formal and the time taken should be short. Mediation is one such alternate mode of dispute resolution. Though the clause of mediation has been existing in the Civil Procedure Court of India since 1908, it was as late as 1987 that the Legal Services Authority Act recognised and appreciated the value of mediation and incorporated the implementable mode of this in the CPC. It provided for creating statutory bodies called mediation centres at the state and district levels. The objective of these centres was to promote out-of-court settlements by providing free legal aid to the public. It was a voluntary initiative of a few practising lawyers in some High Courts in this country in 2002 which brought on ground the reality of mediation centres. Mediation centres were then physically established in some High Courts and have since been functioning. This path of resolving disputes is slowly gaining momentum and is getting synergised by the very fact that wherever the court can apparently see elements of mutual resolution in litigation, they recommend and also direct the litigants to come through the mediation channel. The workshop was conducted for 161 students by grouping them in 16 batches. CM reviews development works in Doon
Dehradun, September 17 The Chief Minister ordered installation of five mini tubewells and four public toilets in all the five Assembly constituencies. The Chief Minister said the state government would finalise a policy on quarrying in riverbeds and discuss it in the Vidhan Sabha. He asked the officials to prepare a project for beautification of crossings and parks of urban and suburban areas of Dehradun and installation of streetlights. As much as 50 per cent of the cost would be derived from SIDCUL under CSR and 25 per cent each would be taken from MDDA and the state government. He said it should be ensured that the overhead water tanks in Dehradun do not remain unutilised. He said the income received from compounding by MDDA must be used to improve the drainage system in the district. In case of deficit of money, funds would be provided by the state government. In case of illegal parking complaints, the District Magistrate would look into the problem. It was also directed that the trenching ground should be shifted following the Supreme Court’s decision. Rawat said a “Handicraft Haat” should be set up at Tera Gaon and space should be provided to women NGOs there. He said land for Raipur Degree College could be taken on lease from individuals or the gram sabha. He said the Child Development Department must prepare a project report to identify where Anganwadi centres were required and buildings for this could be taken on lease from private parties. He has also issued instructions for upgrade of primary health centres to community health centres. The financial approval for upgrade of Raipur High School to Inter College must be given within 15 days. He said a Martyrs’ Memorials must be developed in each district only at one place and the one at Dehradun could be built at the proposed city park. Reviewing the Vikas Nagar Vidha Sabha constituency, the CM said there was a need for a power sub-station between Dak Patthar and Khodri. He said fund for establishing a blood bank at Vikas Nagar could be done from the CM’s relief fund. It was stated that the estimate for a majority of roads in Vikas Nagar had been prepared and a fire station would be set up at Herbertpur. It has to be ensured that the roads built by ADB do not get damaged during rains, it was stated. The CM said a mother and child welfare centre must soon take off in Doiwala. He emphasised on the need to develop Doiwala as an urban city. The airport connectivity route must be prepared on priority, it was stated. It was stated that the government order for Ranipokhri Polytechnic had also been issued. Work on construction of approved agriculture building must begin soon. Tubewells have to be installed in Bhogpur, it was further stated. Bird watching to promote tourism
Pithoragarh, September 17 Bharatari said the bird watching programme would function through camps and special festivals at select places. “We have decided to organise first such camp at Pauri from September 26 to 29 which will be followed by a camp at Rudraprayag on October 10. Camps will be organised at Kyari village in Nainital in December followed by a gala festival of bird watchers at Pawalgarh in February,” he added.

Lack of training hits TB control programme
Dehradun, September 17 The Directorate of Health Services, Government of India, has expressed dissatisfaction in the report submitted after reviewing the first quarter performance of the state RNTCP. Around seven tuberculosis clinics that were set up in 13 districts are bereft of TB medical officers. The remaining clinics where the medical officers have been deployed have not been imparted training in the RNTCP. “As a result of mismatch between the requirement of the programme and the availability of human resource, the state continues to figure among the low performing states,” said Dr GS Joshi, DG, Medical, Health and Family Welfare. The state has 55 Tuberculosis Units (TUs) and 151 District Microscopy Centres (DMCs) to cover around 106.20 lakh population in 13 districts to meet the population norms of the RNTCP. Further, 25 of the 148 laboratory technicians deployed at the DMCs are not trained in the RNTCP programme. Only 61 per cent of the medical officers of the general health facilities are trained in RNTCP. “In the absence of training, the detection of pulmonary and extra pulmonary TB will continue to suffer. There will be chances of over dosage and under diagnosis. This is the reason that the instances of multi-drug resistant TB are rising,” said Dr Ajit Gairola. While there has been stress on providing adequate equipment and machines in the districts, several district health facilities continue to be without X-ray and CT scan facilities. “The detection of extra pulmonary TB cannot be possible without the presence of adequate equipment as extra pulmonary TB affects other parts of the body,” added Gairola. |

Prepare disaster mitigation plan: Trust
Mussoorie, September 17 The Divine Light Trust director Sunil Sanon met the SDM, Mussoorie, and presented a memorandum in this regard at his office today. Dr Sanon said due to unpredictable nature of the Himalayas, coupled with climate change, the Himalayan region is fast turning into a disaster-prone zone, and in such conditions a fresh approach to reduce the number of such disasters was required that can begin from the local community level, in which the administration can play an important role. Dr Sanon suggested that in order to be prepared for such disasters at the grassroot level, it was essential to train around 4 per cent employees from boarding schools on ways of using well-equipped first aid kit at the disaster site. Organisations such as NCC and scouts can play an important role. He said the hotels and restaurants in the town should ensure that they have at least two stretchers, splinters and kit available for rescue in case of disasters. He also appealed to prepare at least four members from each ward of the town by training them in disaster management and also to incorporate various organisations such as Mazdooor Sangh and guide associations and provide them timely training so that they can also contribute effectively during any disaster in future. He suggested felicitating and honouring such volunteers who have undergone the disaster mitigation training here. He suggested installing lightning conductor in every building in the town and activating the Red Cross Society unit of the town that has been lying dormant for the past several years so that it can contribute positively during any disaster. Dr Sanon showed through demonstration that medical kit like prudence collar can save the life of a disaster victim if placed at the initial level of the disaster. He announced the trust will open a “ham radio station” at Balowganj soon. He said the trust would train around 10 volunteers in disaster management efforts at Nehru Institute of Mountaineering in Mussoorie. He announced assisting five volunteers by providing them traverse kits to be used for rescuing disaster victims. SDM, Mussoorie, Ramji Saran, said he agreed with the suggestions and would try to raise them at the higher level.

Dehradun, September 17 According to data, out of the 3,173 persons who have been registered as missing by the Department of Disaster Management and Rehabilitation hailing from 22 states/union territories, a total of 2,801 certificates have been issued and 372 are still remaining. “These certificates are still remaining due to incomplete procedure followed by the state from which they hail,” said a senior official. |

In the Rabbits category, Ranjit section emerged victorious closely followed by Pratap, Shivaji and Chandragupta. In the Juniors category, Chandragupta section came first closely followed by Pratap, Shivaji and Ranjit. Cadet Shashwat Sharma of Shivaji section was adjudged the most upcoming player while the best player was Cadet Ravi Ranjan of Chandragupta section. In the Middles category, the first position was bagged by Ranjit section followed by Shivaji, Pratap and Chandragupta sections, respectively.
