Saradha scam: Assam ex-DGP shoots self
Guwahati, September 17
Former Assam Director General of Police Shankar Baruah allegedly shot himself at his residence today. The CBI had raided his house on August 28 in connection with the  multi-crore Saradha chit fund scam. Baruah, reported to be ill and hospitalised twice after the CBI raid, was released from a private hospital at 11.20 am today before he allegedly committed suicide.

On birthday, Modi calls for making poor self-reliant

Prime Minister Narendra Modi today held the previous governments at the Centre responsible for the economic degeneration of the poor in the country and said his government’s endeavour would be to make the poor self-reliant.

An SC Bench asked Attorney General Mukul Rohatgi to look into the petitioner’s contentions and come out with the Centre’s response tomorrow.

Strong Sino-Indian ties good for Tibet cause, says Lobsang

Tibet was the key to resolving border disputes between India and China, said Lobsang Sangay, Tibetan Prime Minister-in-Exile today.

The Tibetan Parliament-in-Exile held an extensive discussion on Chinese President Xi Jinping’s visit to India. Xi arrived in India on a three-day visit today. This is his first visit to India since his appointment as the Chinese President and is expected to bolster ties between the two countries.

Addressing the Parliament, Sangay was optimistic about the outcome of Xi’s trip. “During his visit, the Chinese President will try to restore harmonious relations with India. The Government of India will also try to bolster its economic ties with China. We respect India’s commitment to form peaceful relations with all its neighbours. We believe that strong Sino-Indian relations would be beneficial to the Tibet cause,” he said.

“During his three-day visit to India, we hope that the Chinese President Xi will see the beauty of Indian democracy, the unity in diversity, how it works, India being the land of many languages, land of many communities exist cohesively because freedom is the foundation of India and fear is not the foundation of India, that’s what keeps India together,” said Lobsang.

He urged Xi to lift restrictions imposed on the Tibetan people and ensure that they are granted their rights as enshrined in the Chinese Constitution. He also urged the Chinese President to resolve the Tibet issue through middle-way approach for genuine autonomy for the Tibetan people.

None of the Tibetan organisations held any protest against the Chinese President in Dharamsala.

Saradha scam: Assam ex-DGP shoots self

Guwahati, September 17
Former Assam Director General of Police Shankar Baruah allegedly shot himself at his residence today. The CBI had raided his house on August 28 in connection with the 
multi-crore Saradha chit fund scam.

Baruah, reported to be ill and hospitalised twice after the CBI raid, was released from a private hospital at 11.20 am today before he allegedly committed suicide.

SSP Anand Prakash Tiwari confirmed the former DGP’s death and said the actual cause of the death could only be confirmed after the police received his post-mortem report.

Baruah’s body was sent to Guwahati Medical College and Hospital for autopsy, while forensic experts were examining the site of the incident. The former DGP allegedly used his revolver to shoot himself.

Launching “Gujarat Swavlamban Abhiyan,” a combination of 11 initiatives of the state government to help the poor, Modi said successive Central Governments made the poor dependent on the government.

“It has reached a stage that where the poor would virtually die of hunger if the government schemes are not available to feed them,” he said, adding: “Instead of feeding the poor, we must devise programmes that will make them self-reliant.”

Modi began the second day today of his first visit to Gujarat after taking over as the PM by seeking his 95-year-old mother Hiraba’s blessings on his 64th birthday. Hiraba gave Modi Rs 5,001 for the PM’s relief fund to help those affected by Jammu and Kashmir floods.

Modi also took calls of birthday greetings from President Pranab Mukherjee, Vice-President Hamid Ansari and Japanese Prime Minister Shinzo Abe, besides Cabinet colleagues and key personages.

Modi launched the “Swavalamban Abhiyan” at Mahatma Mandir, castigating the past governments for initiating schemes that only led the poor to become excessively dependent on doles.

If local BJP leaders from UP are to be believed, one of the reasons behind the big byelection disappointment, particularly in UP, was the “treatment” meted out by the top leadership in New Delhi to party cadres and workers after the General Elections’ victory.

Even though BJP president Amit Shah gave a morale-boosting pep talk to party workers and asked them to gear up for the Assembly elections in the four states, party workers are not happy with the recent events.

Talking about the badly misfired “love jihad” strategy, a UP leader talked of the disappointment that several workers from his region had to face when they visited the BJP’s central office at 11 Ashoka Road after Shah’s anointment as party president.

“BJP workers have a lot of self-respect. If they are turned away or not treated politely or properly, they will not bother to return. Many workers, who came to visit the party office, were not allowed to meet the leaders,” he alleged, adding that cadre’s anger over the humiliation was also one of the reasons behind the party’s poor show in UP.

However, senior leaders call the extra vigilance at the central office a measure to keep a check on the increased rush of ticket seekers.

“We understand the value of our workers. We also know that BJP workers are extremely sensitive. Our doors are always open for our dedicated cadre. At times we have had to be a little careful is to ward off ticket seekers,” a senior leader said.

Another reason behind the drubbing is being attributed to the selection of candidates. Sources said many sitting MLAs, who had now become MPs, had demanded the ticket for a member of their family which was denied. The party will be conducting a seat by seat analysis to understand the exact reasons behind the drubbing.

PM to campaign in Haryana, Maharashtra

M’rashtra polls: Cong, NCP to decide on seats soon

Congress president Sonia Gandhi and Nationalist Congress Party chief Sharad Pawar will take a final call on seat-sharing arrangements for the next month’s Assembly polls in Maharashtra.

While state-level leaders of the two outfits are taking pot-shots at each other, they have been told by their Central leadership to lie low. “Seat-sharing arrangements between the two parties will be finalised in the next two or three days,” Chief Minister Prithviraj Chavan told reporters today.

Sources say both Congress and the NCP have decided to announce candidates in seats where there are no disputes between them. Both parties are also expected to exchange a few seats based on the performance of their candidates in recent local body elections. Names of the candidates for these seats will be announced at a later stage.

Both parties have also finalised candidates for all 288 Assembly seats in the state in case negotiations break down. However, with fresh rounds of talks approaching, no one is commenting on this contingency.

“Our aim is to win the elections in Maharashtra and keep communal forces at bay,” Chavan said.

Buoyed by the poor showing of the BJP in the recent round of byelections, leaders of both parties are looking to sew up an alliance in the coming days.

Cong booklet on BJP’s 100 days of ‘misrule’

Terming 100 days of the BJP- led NDA government as 100 days of misrule, the Congress today asked the Prime Minister what happened to the promises he made to the people during his election speeches.

Slamming the BJP government for “non-performance” and “non-fulfillment” of promises made to the people, the Congress today brought out a booklet to mark 100 days of the Modi government. Citing the results of 54 bypolls held after Modi became the PM, the booklet says that the people have rejected BJP’s politics of “hatred and hoodwinking”.

“The results of bypolls held after 2014 Lok Sabha Elections reflect people’s anger and rejection of the BJP politics of hatred and hoodwinking. The BJP’s number has come down from 42 to 21 in the by-elections,” the booklet titled Modi Government: The Truth of BJP Government: 100 days of Misrule, stated.

The Supreme Court today agreed to hear tomorrow a PIL plea for restraining the Centre from going ahead with the appointment of a new Central Vigilance Commissioner (CVC) in violation of the SC’s guidelines and restricting the zone of consideration to a section of IAS officers. An SC Bench asked Attorney General Mukul Rohatgi to look into the petitioner’s contentions and come out with the Centre’s response tomorrow.

The Centre has started the process for finding a replacement for CVC Pradeep Kumar, who will retire on September 28, and VC JM Garg, who completed his tenure on September 7, and another VC.

Women panel’s head appointed

The BJP government today handpicked its party spokesperson Lalitha Kumaramangalam to head the prestigious National Commission for Women.

The appointment approved by Prime Minister Narendra Modi comes at a time when Women and Child Development Minister Maneka Gandhi has been working hard to de-politicise the commission and give it an independent voice.

Maneka has piloted a comprehensive and controversial NCW Bill seeking to delink politics from appointments of members to the body which has so far been nothing but a retiring ground for politicians and bureaucrats. —TNS

SAARC conference: Rajnath leaves for Kathmandu today

Union Home Minister Rajnath Singh will leave for Nepal tomorrow to attend the sixth meeting of the South Asian Association for Regional Cooperation (SAARC) for Ministers of Interior/Home to be held at Kathmandu on September 19.

During the meeting, the Home Minister is expected to flag issues such as cross-border terrorism and dismantling of terror infrastructure operating from some SAARC nations. Issues such as suppression of terrorism, maritime security, piracy, narcotic drugs and psychotropic substances, combating corruption, cyber crimes will be discussed threadbare at the ministerial-level and official-level meetings of the law enforcement authorities of the SAARC countries.

Other issues to be discussed at the conference include mutual assistance in criminal matters, trafficking in women and children and promotion of child welfare in South Asia, an official release stated.

The Home Minister will call on Nepal President Ram Baran Yadav, Prime Minister Sushil Koirala and Deputy Prime Minister and Home Minister Bamdev Gautam and the leaders of Nepali Congress.

Before the ministerial-level meeting, immigration authorities of all SAARC nations is meeting today and secretaries of Interior/Home will meet tomorrow. The fifth meeting of the SAARC Interior/Home Ministers was held in Maldives in September 2012.

Focus on terrorism

* During the meeting, the Home Minister is expected to flag issues such as cross-border terrorism and dismantling of terror infrastructure operating from some SAARC nations

* Discussion will also be held on maritime security, piracy, narcotic drugs and psychotropic substances, combating corruption and cyber crimes
