The e-rickshaw is recognized by the government as special purpose battery operated vehicle having three wheels and intended to provide last mile connectivity for transport of passengers, said Delhi BJP president Satish Upadhyay.

Suicide abetment case: Bail granted to DU college principal

A Delhi court has granted bail to Delhi University's Bhim Rao Ambedkar  College Principal G K Arora in an abetment of suicide case of a woman who was employed with the institution.

Man dies as bike skids off road

A 25-year-old man died and his friend was injured when their motorcycle skidded and rammed into a roundabout at Patel Chowk in New Delhi around midnight.

As students of Jawaharlal Nehru University (JNU) have started resorting to newer ways of escaping the varsity's plagiarism software, "turniton", the JNU Teachers' Association (JNUTA) has constituted a committee to look into the growing menace which threatens to destroy the university's research ethos.

Swachh Bharat: Security beefed up at Rajpath

A strong security cover has been put in place at Rajpath, where the Prime Minister, Narendra Modi, will launch the "Swachh Bharat Mission" and flag off a walkathon tomorrow.

Government offices near Rajpath such as the Rail Bhawan and South Block and North Block were shut at 1 pm today. The Delhi Police began sanitising and sealing the offices at 2 pm. The police have been deployed in these buildings, while snipers will be placed on the rooftops during the function. The security personnel will remain there until the end of the function.

The bomb squad will also sanitise the area. The police will also barricade roads around Raisina Hill as part of the security measures. An air defence system has also been put in place at the venue of the function. Quick Reaction Teams and the National Security Guards will also be deployed at the venue.

The Central Secretariat and Udyog Bhavan Metro stations will remain open until 7.45 am so that people can reach the venue, which will start at 8.45 am.

Five thousand schoolchildren will participate in the event. They will arrive in buses. The programme will also be attended by government officials and diplomats.

The walkathon will start from the crossing of Rajpath and Rafi Marg and then pass through Sunehri Masjid Road, Krishna Menon Marg, roundabout of Gole Methi, Tees January Marg, Gandhi Smriti roundabout, Claridges Hotel roundabout, Q-point, Aurangzeb Road, Shahjahan Road and terminate at Children's Park, India Gate.

To facilitate the smooth conduct of the function, Rajpath and Rafi Marg will be closed for traffic from 5 am to 10.30 am, while Janpath and Man Singh Road shall be closed between 8 am and 10.30 am.

"Motorists are requested to avoid the New Delhi area. General public and motorists are advised to plan their journeys in view of the events and advance their journeys so that possible delays can be taken into account. Motorists are advised to follow the directions of the traffic policemen, deployed for traffic arrangements, to avoid inconvenience," said Anil Shukla, Joint Commissioner of Police (Traffic).

DMRC regulates train movement at C. Sec, Udyog Bhawan stations

On the basis of advice given by the Delhi Police, the Delhi Metro Rail Corporation (DMRC) has decided to regulate train movement at two Metro Stations of Yellow Line - Jahangirpuri to HUDA City Centre - at Central Secretariat and Udyog Bhawan.

This decision was taken keeping in view of the tomorrow's programme of "Swachh Bharat Abhiyan" to be held at India Gate. The programme will be presided over by the Prime Minister, Narendra Modi.

Spokesperson for the DMRC said passengers will be allowed to exit only from 7.15 am to 7.45 am at these two stations. No entry of passengers will be allowed during these timings.

He also said that no entry and exit of passengers will be allowed at these two stations from 7.45 am to 10.05 am as trains won't be stopping at these stations during this period. No interchange will be available during these timings at the Central Secretariat station for passengers of Line 2 (Jahangirpuri to HUDA City Centre) and Line 6 (Central Secretariat to Badarpur) and vice-versa. However, interchange will be available at the Mandi House Metro station for such passengers of Line 2 (Jahangirpuri to HUDA City Centre) and Line 6 (Central Secretariat to Badarpur).

Train services on all other lines will be run as per normal schedule throughout the day.

Speaker launches drive in assembly premises

Taking a major step towards cleanliness of the compound and premises of the Delhi Assembly, Speaker MS Dhir today himself came forward and took up the initiative to do so.

The cleanliness drive launched by the Speaker is part and parcel of "Swachh Bharat Abhiyan" launched by the Government of India in wake of promise made by the Prime Minister, Narendra Modi, during his Independence Day speech and marking 150th birth anniversary of Mahatma Gandhi.

Present on the occasion were Vidhan Sabha Secretary LR Garg, along with other senior officials and employees of the assembly.

During the campaign the emphasis would be upon sanitation of complex, weeding of old records and streamlining and removing unserviceable items, informed Dhir.

"Gandhi never hesitated to clean the surroundings of his room and he also inspired others to keep the environment clean," said the Speaker.

On this occasion Dhir appealed to all citizens of Delhi to take part in the drive with enthusiasm and true spirit. He also urged those present on the occasion to actively involve themselves in month-long drive and also inspire others to do so.

Steps to ensure hygiene discussed

Principal Secretary (Education), Delhi government, Anindo Majumdar today urged heads of all schools to learn from each other's experience while dealing with administrative and day-to-day problems.

He also invoked all officials of the Department of Education to take all possible steps ensuring the hygiene and cleanliness of their work environment and to make the premises look refreshing and inviting.

Addressing a conference held in a form of open discussion over implementation of action plan prepared under "Swachh Vidalaya-Swachh Delhi Abhiyan", the Principal Secretary emphasizes on cleanliness of schools making a good example of hygiene.

During the discussions, principals came up with several innovative and creative ideas to improve the overall academic standard and quality. Ten selected principals shared their experiences of successfully dealing with challenges like theft, indiscipline and lack of punctuality, with their counterparts.

"Sharing of views enhance our experience which in turn helps in dealing with problems in a more rational way. I urged all officers to voluntarily implement new ideas 
generated and shared during the session," said Padmini Singla, Director of Education.

She further appealed to the school administrators to involve members from all sections of community in order to make "Swaccha Vidalaya-Swaccha Delhi Abhiyan" successful.

Health camps to be organised at Ramlila venues

The BJP-led Central government has decided to set up health camps at the venues for Ramlila and Navratras.

Health Minister Harsh Vardhan today announced the Swastha Chetna Evam Jan Sahyog Abhiyaan (SCEJSA), the first government initiative to draw people into health checkups alongside festivities.

"The SCEJSA camps have been opened at five big Ramlila grounds and a Durga Puja mandap in Chittaranjan Park during the festive season. I urge all to get themselves checked by doctors from leading hospitals and avail free diagnostics and secondary treatment opportunities," Vardhan said.

The locations of camps are Luv-Kush Ramlila at Lal Quila Maidan; Sri Balaji Ram Lila at CBD Ground, Karkardooma; Ramlila Ground Trinagar (Keshavpuram); Shalimar Bagh near BL Block and Ramlila Ground in Ashok Vihar Phase 1 (near Dhyan Chand Stadium). More than 50 lakh people participate in the Ramlila celebrations during the Navratra period.

In all, 26 doctors, 90 paramedics and nurses and over 200 volunteers are involved in the initiative. They have been drawn from AIIMS, Ram Manohar Lohia Hospital and various hospitals of the Delhi government.

JUNSU organises oath-taking programme

The Jawaharlal Nehru University Students' Union (JNUSU) is organising an oath taking programme, stating that any cleanliness drive that does not address the issue of sanitation workers' rights and exploitation is a "farce".

The JNUSU is demanding the rights and dignity for the sanitation workers, said JNUSU president Ashutosh while asking what will the NDA government's cleanliness campaign offer to these exploited workers?

"Despite the prohibition on manual scavenging, several continue to be employed as manual scavengers in complete violation of the law. Further, they are made to do this without basic provisions such as gloves, footwear and masks. Even as workers in all sectors are becoming increasingly vulnerable to denial of rights, the workers employed in sanitation departments are the most exploited lot," said the JNUSU.

DU to join drive

Delhi University (DU) has constituted a 20-member committee which would be responsible for creating awareness among the students about cleanliness, hygiene and safety.

The drive, which will be launched by the Vice-Chancellor tomorrow at Gandhi Bhawan, DU, will continue for five years, said Prof Bipin Tiwari, one of the coordinators of the committee.

The university has told various departments and colleges to set up sub-committees to conduct the campaign. "They have been asked to encourage teachers and students to participate in the campaign. Basically the idea of cleanliness has to be inculcated so that everyone contributes towards a clean and safe campus," said Prof Chandrsekhar, the co-chair of the committee to be chaired by Prof SC Batla.

BJP hails Centre’s notification on e-rickshaw

The BJP today welcomed the Gazette notification by the Ministry of Road Transport and Highways aimed at re-starting the operation of e-rickshaw.
The e-rickshaw is recognized by the government as special purpose battery operated vehicle having three wheels and intended to provide last mile connectivity for transport of passengers, said Delhi BJP president Satish Upadhyay.

The government said the maximum passenger carrying capacity of such vehicle should not exceed four excluding the driver and payload luggage capacity of not more than 40 km.

The net power of its motor is not more than 2,000 watts and the maximum speed of the vehicle is not more than 25 km per hour.

Every driving licence issued or renewed by a licensing authority to drive an e-rickshaw shall be valid for a period of not more than three years from the date of issue, as the case may be, or till the validity of the driving licence, whichever is earlier.

"The efforts of Central Road Transport and Highway Minister Nitin Gadkari is appreciable as due to his continuous endeavour the way for the legal and safe operation of e-rickshaw found sanctity," said Upadhyay. "Now it is the responsibility of state government to ensure the operation of e-rickshaw and remove legal hindrances if any in the way," Upadhyay added.

Delhi's BJP president also urged LG Najeeb Jung to apprise Delhi High Court of this gazette notification and in turn request the court to remove the ban on operation of e-rickshaw.

Suicide abetment case: Bail granted to DU college principal

A Delhi court has granted bail to Delhi University's Bhim Rao Ambedkar 
College Principal G K Arora in an abetment of suicide case of a woman who was employed with the institution.

Metropolitan Magistrate (MM) Jagminder Singh granted the relief to Arora, noting that a Sessions Court had given him anticipatory bail last month, the victim's advocate Uday Gupta has said.

The court had earlier summoned Arora and another official of the college Ravinder Singh as accused in the case, while rejecting the closure report of the police. It had said that there was sufficient prima facie material to proceed against them.

Ravinder, who was denied anticipatory bail by the Sessions Court, has now moved the Delhi High Court which has asked the Delhi Police to file a status report in the matter, Gupta said.

According to the FIR, the woman had on September 30, 2013, had set herself on fire in front of Delhi Secretariat and later died at a hospital here.

She, in her dying declaration, had alleged that the principal and Ravinder tortured and forced her to commit suicide as the duo wanted to establish physical relations with her.

The case was lodged against the two under section 306 (abetment of suicide) of the IPC. — PTI

Man dies as bike skids off road

New Delhi, October 1
A 25-year-old man died and his friend was injured when their motorcycle skidded and rammed into a roundabout at Patel Chowk in New Delhi around midnight.

The deceased has been identified as Ashish and his friend, Ashok (20), was injured in the accident. Ashok was admitted to Ram Manohar Lohia (RML) Hospital. His condition is fine.

A police officer privy to the details of the accident said the two men were going to Kalkaji in south Delhi on a Pulsar motorcycle. They were to attend a religious ceremony there. "The motorcycle was being driven at a high speed. When they reached the Patel Chowk roundabout near the Patel Chowk Metro station, the driver lost control of the motorcycle which skidded and collided with the roundabout," said the officer.

Ashish had suffered head injuries and died. The accident took place about 12.30 am. "No other vehicle was involved in the accident," said the officer, adding that no case has been registered in regard to the accident.

28-yr-old man ends life

A 28-year-old man allegedly committed suicide by hanging himself at his home in Rohini late last night.

The deceased has been identified as Pankaj. Although the police have not recovered a suicide note from him, they suspect that a failed love affair may be the reason behind the suicide.

Pankaj was married and also has a daughter.

Some of his close friends said that he had been interested in a woman. Pankaj had a liking for a woman other than his wife and a failed love affair with the same woman might have led him to take this step.

JNU forms panel against plagiarism

As students of Jawaharlal Nehru University (JNU) have started resorting to newer ways of escaping the varsity's plagiarism software, "turniton", the JNU Teachers' Association (JNUTA) has constituted a committee to look into the growing menace which threatens to destroy the university's research ethos.

The move comes after the shocking revelation by the chair of a school/department of the NAAC-accredited JNU during a recent viva-voice exam that there has been more than 50 per cent plagiarism in many of the dissertations with whose help students have not only passed but even secured good grades.

"There have been reports of increasing instances of plagiarism in dissertations submitted. We have found that students are adopting new means to fool the "turniton" software so we have formed a committee with four members and one convener representing various schools to look to what extent the software is helpful and how to motivate students to for better research. It is our attempt to restore the faculty-student faith and research ethos back on track," said JNUTA president Prof Arun Kumar.

Pointing out that technology helps in research it can also pose a hindrance, Prof Arun said, "JNU is a hub for research and knowledge generation. Research is about originality and new knowledge but students nowadays feel copying is routine."

"Plagiarism can be done in different ways and in order to beat the checking software students are translating the theses to other foreign languages and back to English or copying from non-web based sources so that the faculty cannot catch," he said.

The committee will look into various aspects of plagiarism and give a wider perspective on the problem and how it is dealt in other universities and countries and submit its report to the JNUTA Executive Committee by end of October. Extent of plagiarism caught by the software and how much is acceptable level (if at all) and its implications on research work are some of the key areas of analysis.

The committee comprises four members - Prof Pramod Yadav of School of Life Sciences, Prof CSR Murthy of School of International Studies, Prof V Sujatha of School of Social Sciences, Prof Franson Manjali of School of Language, literature and Culture Studies and a convener - School of Sciences' Prof Arvind Mishra.
