Within hours of the murder, the police caught the accused Mahesh (34) from near Liberty Cinema in Karol
Bagh. He is a resident of Inderpuri in south Delhi. Narrating the sequence of events, a police officer said that Ishwar received a phone call from his driver, informing him that the windows of his car parked near his residence were broken. Ishwar reached there within minutes and while assessing the damage done to his car, he was attacked by
Mahesh. "Ishwar was stabbed twice in his back when he tried to run into a temple and save himself, but Mahesh pounced on him and stabbed him six more times in the temple leaving him in a pool of blood. Ishwar managed to crawl out of the temple, but collapsed near his house," said the officer. Mahesh then fled in his Hyundai Santro car. The locals informed Ishwar's family, who rushed him to the Deen Dayal Upadhyay Hospital in west Delhi. He was declared dead there. His family also informed the police about his murder. The police discovered that CCTV cameras had captured the attack. On the basis of the footage, the police also recovered the registration number of Mahesh's car. Within hours, the investigating officers were informed that the car had met with an accident near Liberty Cinema. A police team arrested Mahesh when he was trying to retrieve the vehicle. Mahesh told the police that Ishwar was his neighbour in 2011. "They had a fight over a petty issue in which Mahesh was beaten up. Since then Mahesh was looking for an opportunity to settle scores," the officer said, adding that Mahesh had also allegedly broken the windows of Ishwar's car. Mahesh's family had shifted to Inderpuri in 2012, but he had a shop in

Home Guards clamour for regularisation
New Delhi, September 29 The protestors were carrying placards and empty plates in their hands as a means of protest. They were protesting under the banner of Delhi Home Guards Sangarsh Samiti (DHGSS). The demonstration was supported by Delhi Pradesh Congress Committee (DPCC) president Arvinder Singh. The demonstrators shouted anti-government slogans and had heated arguments and skirmishes with the Delhi Police personnel. Later, they presented a charter of demands containing seven points along with a memorandum to the Union Home Minister. "The BJP government failed to provide safety and security to its citizens. The law and order situation is fast deteriorating in the Capital and by removing the jawans of Home Guards, the government is pushing them on the verge of starvation," said Singh. "If action is not taken on this sensitive issue, we would be organizing a 'gherao' before the Lieutenant Governor and the Chief Secretary," said Singh. Delhi Home Guard jawans are recruited for five years after which their services are terminated while the terms and conditions of the services of Home Guards in other states like Uttar Pradesh, Chandigarh, Himachal Pradesh and Uttarakhand are the same as those of the regular police forces. The recruitment and selection procedure for the Delhi Home Guards is the same as that of Delhi Police. |

New Delhi, September 29 In a letter to the Union Law Minister, Goel said, "While the Bar Council of India (BCI) may have justified its point, why the students of these institutes should suffer for any dereliction of duty by the management and faculty members of these institutes, universities and law colleges. They have spent three precious years of their lives for making a career in legal profession and now they are being stopped from being enrolled as advocates for no fault of theirs." "The students who are in the first, second and third year of the law course in these colleges are also looking at a career ruined even before it has begun. I am deeply concerned about these developments as the students and their parents are running from pillar to post to get some assurance in this regard," he added. "In view of these circumstances, I urge you to intervene in this matter and find a solution to assure that the law graduates from Delhi University and several other colleges should be able to get registered as advocates with the Bar Council while ensuring that the quality of legal education is not compromised. If any of the colleges is disaffiliated by the Bar Council of India, a provision should be made to shift the students to a recognised law college so that they do not suffer, said Goel. |
Govt may levy Rs 1 cess on liquor wholesalers
New Delhi, September 29 "We are not in favour of increasing liquor prices again as a result of the transport cess on purchase of every liquor bottle in the national Capital. A proposal has been prepared in this regard and will be sent to the Lt Governor for his approval," the official added. Earlier this month, Lt Governor Najeeb Jung had okayed the recommendations by a high-powered committee for imposition of a transport cess of Re 1 on purchase of each packet of cigarette or a bottle of liquor in Delhi to generate funds for promoting public transport. "We have come up with a proposal for wholesalers to be separately charged Re 1 on every bottle due to which the MRP will not increase," a senior excise department official said. According to officials, if transport cess is charged from a liquor wholesaler, it would not be a big cost for them. "According to the excise policy, if the transport cess is imposed, the cost per bottle of liquor will not increase by Re 1 but go up by Rs 5 to Rs 10. That may affect revenue collection. To avoid that, we are proposing that the wholesalers bear the additional cost of Re 1," the official said. |
DSGMC issues ID cards to women
New Delhi, September 29 For getting the card, a woman should follow the tenets of Sikh religion. She should never get her hair cut; Kaur or Singh should be added to her name. Manjit said when the Delhi government had made wearing of helmets compulsory for women, the Sikh leaders appealed to the government for exemption. At that time, the government had raised a question of identification. When asked whether the police have recognised the card issued by the DSGMC, Manjit said so far no complaint has come to the gurdwara committee. |
Shraddhananad ad hoc teachers refused salaries
New Delhi, September 29 The Swami Shraddhanand College Staff Association (SSCSA) today met the chairman of the college's governing body (GB) Prof Rup Lal, also the Dean of Examinations of Delhi University, who has assured the irate teachers of positive action. The association will meet North West Delhi BJP MP Udit Raj tomorrow and other authorities concerned seeking resolution of the matter. According to SSCSA president Manish Kumar, the chairman of GB was "misinformed" by the administration earlier about the status of employment of the six ad hoc teachers. Further, the interim report of the teachers' post committee has also highlighted the need of creation of more posts in the three departments in question (English, Hindi and History) thus contradicting the stand taken by the college administration. Earlier, the college had cited lack of workload for termination in August. The committee had recommended that additional three teachers in English, two in Hindi and history are required respectively. In this regard, a delegation of teachers joined by teachers' post committee member associate professor Suraj Yadav had gone to see Dr Kundra on September 25 but he apparently refused to meet them. Despite several attempts the principal, who is proceeding on leave, could not be reached. "The principal has gone back on his commitment and refused to release the salaries of six ad hoc teachers. The college GB chairman was also kept in the dark and looks like it has been a clear thought-out plan of the principal. The association is totally shocked at his negative attitude. Nothing in writing on the matter has been given and we are going to take up the matter with the authorities," asserted Manish. It is understood that the principal had last month assured the association that the salary of the six ad hoc teachers would be released once the college receives the fund either from the Delhi government or the UGC. |

New Delhi, September 29 According to the MeT department, the maximum temperature was recorded at 36.4° C, two notches above normal while the minimum temperature also remained two level above normal at 24.9° C. The city saw bright sunshine during the day and the humidity level oscillated between 38 and 81 per cent during the day. According to the weatherman, it is going to be a partly cloudy sky during the day tomorrow with the maximum and minimum temperature expected to remain around 36° and 25° C, respectively. New Delhi, September 29 In the letter to the minister, Kejriwal told Gadkari that his ministry officials say it will take some more time for the notification to be issued. On September 16, the minister had told a delegation led by Kejriwal that the Solicitor General had cited legal hurdles in the implementation of announcements made on June 17 at Ramlila Grounds. The minister had announced that e-rickshaws would start plying in Delhi within 10 days once the new draft for rules was worked out. Taking on Gadkari, he asked whether the announcements made by him were to mislead the drivers. "Poor e-rickshaw drivers are suffering for no fault of theirs and despite the Prime Minister's assertion that red tape is being eliminated from the government offices, the reality seems otherwise," said Kejriwal. |
Man hangs himself in Gazipur
New Delhi, September 29 The deceased was identified as Ankit Chauhan, who hailed from Bagpat in Uttar Pradesh. He was staying at rented accommodation at Pocket- C in Mayur Vihar Phase-3. He was working for a private company in Noida. The police have not recovered any suicide note from the spot. According to the police, the incident came to light at about 7 pm on Sunday after his neighbour informed the police that he had not opened his room door for a long time. "A police team rushed to the spot and broke open the door only to find Ankit's body hanging from a ceiling fan," said a police officer. There were no signs of injuries on his body. |
Fair Price Shops to be awarded for cleanliness
New Delhi, September 29 The cleanliness drive in circle offices will include weeding out and disposing of old records, cleaning the entire premises, including buildings and toilets, availability of potable water, etc. "Top three circle offices and three FPS would be adequately awarded on the basis of their performance in cleanliness" said Sajjan Singh Yadav, Secretary of the Food and Supplies and Consumer Affairs. "All 2,500 FPS and circle offices will be cleaned up properly. A cleanliness campaign and 'Shram Dan' would be organized at zonal offices and 70 circle offices of Food and Supplies Department. A circular had been sent to all offices in order to ensure active participation of all employees," Yadav said. "The campaign is phase 1 of 'Swachchha Bharat Abhiyan' and orders are issued to all officials concerned to take pledge along with their staff members regarding the same," said the officer. Under this phase of drive all assistant commissioners and food supply officers have been directed to coordinate with FPS in order to ensure cleanliness of their premises, replacement of old notices, information and sign boards and also to create a sense of awareness about cleanliness and sanitation. Around 2,500 students of the Delhi government schools will participate in a "walkathon" on October 2 when the Prime Minister, Narendra Modi, is to launch Swachh Bharat Abhiyan campaign at India Gate, said Director of Education, Delhi government, Padmini Singla in a circular moved to the Chief Secretary, Delhi government and others. The programme is aimed at creating a clean India by 2019 with people's participation, the circular said. It said the walkathon was being organised by the Union Ministry of Urban Development and the New Delhi Municipal Council to sensitize citizens of the Capital about making the cleanliness a habit in their daily routine. The walkathon will be flagged off by the Prime Minister himself. The student will walk about 3 km with posters and banners on cleanliness theme. The circular said, "This is a moment of pride for all of us as the Delhi school students have been invited to participate in this walkathon. It would be life time opportunity for students to listen to the Prime Minister live during the programme." |
