Govt: Sale of imported fireworks illegal
New Delhi, September 29 The government emphasis seems to be aimed at Chinese crackers which have penetrated into the Indian market in a big way in last few years. It has been brought to the notice of the Department of Industrial Policy and Promotion (DIPP) that fireworks of foreign origin were illegally brought into India under false declarations, a statement said. Various fireworks associations have informed the department that these smuggled items include the chemical potassium chlorate which is a dangerous and hazardous chemical and can ignite or explode spontaneously. The Tamil Nadu Fireworks and Amorces Manufacturers’ Association (TANFAMA) has said illegal fireworks of foreign origin had penetrated into our country and they were likely to be sold through retail outlets extensively during the Diwali season. Fireworks in India have been declared as a restricted item in respect of import by the Director General of Foreign Trade. The manufacture, possession, use, sale of any explosive containing sulphur or sulphurate in a mixture with any chlorate is banned in the country. Till date, no licence for import of fireworks has been granted under the Explosives Rules, 2008, by the Petroleum and Explosives Safety Organisation, a subordinate office of the Department of Industrial Policy and Promotion, Ministry of Commerce and Industry. The statement said the possession and sale of fireworks of foreign origin in India is illegal and punishable under the law. Information about the possession and sale of such fireworks should be reported to the nearest police station for suitable action.

Bihar CM should have taken action: Paswan
New Delhi, September 29 Paswan, also a Dalit leader, said: “Untouchability is a crime in the country. It cannot be allowed to take place to even an ordinary citizen. What can be more shameful when a CM says the temple was cleaned up after his visit. It cannot be more shameful than this.” “He should have immediately called police and asked them to raid the place. He should have sent the guilty to jail,” he mediapersons after sweeping an area outside state-run Food Corporation of India as part of the ‘Swachh Bharat Abhiyan’ (Clean India Mission). Yesterday, Manjhi — a Mahadalit — had said a temple in Madhubani district was washed and “purified” soon after his visit during Assembly byelections some months ago. “A deep-rooted bias prevails against Mahadalits and those from the down-trodden sections of society.... Govt won’t accept Chinese intrusion, says Rijiju
New Delhi, September 29 “These incidents are happening. But we are very, very clear this time that we will not accept any kind of their (Chinese) intrusion into our territory and we will not concede. This is something we are not going to accept,” he said on the sidelines of a function. Rijiju insisted India wanted peaceful atmosphere and tranquility along the border and there was nothing aggressive about its stand. He said some of the areas along the Sino-Indian border were not very well demarcated and Indian forces “go to the very point and Chinese PLA also come and sometime cross the area which India sees as its territory”. “But we are very firm about our position and we should not let our territory or our perceived territory to go into the hands of the other side. We are very clear on that. This should not be construed as we are being too aggressive or trying to destabilise the situation along the border,” he said. The minister, at the same time, said security forces would not carry out any kind of “misadventure” or get into confrontation which will lead to unnecessary strains in ties or escalate tension in the border areas. “But if they carry out any construction activity in our territory or in our perceived territory, then we have to stop them. That is why this tension goes along. We are very particular about our concerns and we stand by that,” he said. — PTI

New Delhi, September 29 The manifesto is expected to stress improvement in access to education and healthcare and correction in the state’s poor child sex ratio. Among expected announcements is a scheme to fight female foeticide and discourage the practice in “meaningful terms”. Sources said a target-oriented approach to improve the child sex ratio of Haryana could be announced. The scheme would be the Congress’ counter to the BJP’s much-hyped Beti Bachao Beti Padhao scheme at the Centre. Haryana has the worst child sex ratio in India with 830 girl children for every 1,000 males as against the national average of 914. The manifesto is also likely to promise a package on the education front with sources saying one university per district would be announced. “All 21 districts will get a university if the Congress is voted to power. We will bring top class skill-based institutions such as fashion and leather design,” a source said. The party is likely to offer free medicines at government hospitals, taking a cue from Rajasthan where former Congress CM Ashok Gehlot had introduced a highly successful scheme of free medicine supply through public hospitals. The Congress manifesto will further promise the establishment of an Industrial Model Town in Ambala on the lines of Manesar. The move would help the party counter its rebel Venod Sharma, contesting from Ambala from his own Haryana Jan Chetna Party. “IMT Ambala has been a long standing demand of the people of the region. We earlier received 1 lakh signatures from petitioners who wanted an IMT for Ambala on the lines of Manesar. The announcement will be made,” a source in the Congress told The Tribune. There will be focus on job generation and employment in the manifesto, besides the inclusion of the promise to enhance old age pension from Rs 1,000 to Rs 1,500; cent per cent interest subvention on short-term farm loans taken from state cooperate banks and 50 per cent interest subvention on long-term loans to SCs, STs and OBCs. Congress president Sonia Gandhi will formally launch the Congress campaign in Haryana from Meham on October 4. Congress candidate from Meham is Anand Dangi, a sitting legislator but all party candidates from Rohtak Lok Sabha segment will be present on the occasion. After the Meham rally at 11:30 am, Sonia will address a rally in Sirsa. Party’s former leader Gopal Kanda is contesting from Sirsa against Congress’ Naveen Kedia. BJP banks on floating voters in Maharashtra, Haryana
New Delhi, September 29 In fact, learning from the recent bypoll debacle — which, among other reasons, has been blamed on the high-voltage polarisation campaign that some of its leaders carried out —the saffron party will be strictly focusing on planks of “development and good governance” while electioneering in the two states. The BJP believes that the successful US visit of Prime Minister Narendra Modi — the party’s face in the coming elections — will favourably impact the poll outcome in both the states. According to party leaders, “floating votes” account for eight to 25 per cent of votes polled in any elections. “This chunk is bigger than any other vote bank. High percentage in polling mostly happens when floating voters come out to vote. These voters are largely responsible for any change in the government,” they say. Citing the example of Maharashtra, they say whereas there is every chance that all other vote banks — Marathas, Dalits, Muslims — will split many ways, the “floating voters” are expected to vote for the BJP’s “pro-development, pro-governance and anti-corruption poll planks and likewise in Haryana”. Anticipating favourable outcome from a multi-cornered contest in Maharashtra is one reason why the BJP did not work too hard to save its relationship with Shiv Sena even though saffron leaders claim to have tried their best to save the 25-year-old marriage. Again for the same reason the BJP has categorically ruled out the possibility of a post-poll arrangement with former Congress ally NCP, which parted ways with its 15-year-old partner minutes after the BJP-Shiv Sena split. Though the BJP is playing close to their chest so far as its equation with other Thackaray in the business — Raj — is concerned, they have strategically decided to avoid any negative campaign against Sena to avoid irritating the “floating voters”.

Indo-US joint Army exercise ends today
New Delhi, September 29 A Mountain Brigade of Indian Army and Company and Brigade Headquarter of the US Army participated together during the "Yudh Abhyas-2014" that started on September 17. This is the 10th exercise in the series, which started in 2004 under US Army Pacific partnership programme. The exercise strengthens and broadens interoperability and cooperation between both armies and complements a number of other exchanges between the two forces, Col Rohan Anand, Indian Army spokesperson said. Over the years, the two countries have decided to progressively increase the scope and content of the combined training. This year, it included discussion on strategic issues of mutual concern by experts of both countries and combined training between detachments of Special Forces.

New York, September 29 The meeting took place at New York’s Palace Hotel on the sidelines of the UN General Assembly during which Modi and Netanyahu discussed a wide range of issues, including defence cooperation and the situation created by the Islamic State (IS) in West Asia. Both the leaders are staying at Palace Hotel. During the 30-minute meeting, Netanyahu invited Modi to visit Israel at an early date. Netanyahu recalled that Modi had come to Israel in his earlier capacity as a chief minister but he now hopes that he could visit as Prime Minister, External Affairs Ministry Spokesperson Syed Akbaruddin said. Modi had visited Israel in 2006. The spokesperson said Prime Minister Modi had taken note of the invitation and this would be discussed further through diplomatic channels. — PTI

New York, September 29 Clinton and his wife Hillary Clinton had a 45-minute meeting with Modi, who was also accompanied by External Affairs Minister Sushma Swaraj. Chelsea, the daughter of Bill and former Secretary of State Hillary, gave birth to daughter Charlotte last week. “(I) am thrilled. In a brief address to more than 700 guests at a dinner hosted by the Indian Ambassador to the US, S Jaishankar, in New York on Sunday, Modi implored the nearly 3-million strong Indian-American community to promote tourism in India. “Terrorism divides, tourism unites,” Modi told an audience that included prominent Indian-Americans and US lawmakers. Modi noted that globally the tourism sector had seen a tremendous growth. However, he said, India had not taken advantage of this $3 trillion business. “His government is working to change that,” he said. He said, “If you send these tourists... we will not have to make (such) an effort to promote tourism.” “With tourism, the autorickshaw driver earns, the taxi driver earns and the chaiwallah also earns,” Modi said in a lighthearted nod to his past when he sold tea at a railway station in Gujarat. |

Haley, who is planning to take a trade delegation to India in November, also talked about the possible partnerships between South Carolina and India. “We had an exciting meeting with Prime Minister Narendra Modi this morning. Food security, trade facilitation to go together: PM New York, September 29 "Agreement on food security and trade facilitation will have to go hand-in-hand," Modi said while addressing the Council on Foreign Relations here. India had been saying that it will not compromise the interest of poor farmers and consumers at the World Trade Organisation (WTO). It has sought complete resolution of the foodgrain stockpile issue, which is essential for unhindered implementation of the country's food security programme. India's tough stand had led to collapse of the WTO Geneva talks recently. India had decided not to ratify WTO's Trade Facilitation Agreement (TFA), which is dear to the developed world, without any concrete movement in finding a permanent solution to its public food stock-holding issue for food security purposes. India has asked the WTO to amend the norms for calculating agri subsidies in order to procure foodgrains from farmers at minimum support price and sell that to poor at cheaper rates without attracting any penalty in the WTO. The current WTO norms limit the value of food subsidies at 10 per cent of the total value of foodgrain production. However, the support is calculated at the prices that are over two decades old. There are apprehensions that once India completely implements its food security programme, it could breach the 10 per cent cap. He was killed…,” said Congress spokesperson Raj Babbar when asked to respond to Modi’s reference to the Mahatma as “Mohan Lal…” instead of “Mohan Das.” “For people who invoke Mahatma Gandhi’s name only for namesake, he is Mohan Lal and for those who live by his values and wear his ideals on their sleeves, he is Mohan Das, the servant of God….All we have to say is we are sad that Gandhi was killed…,” Babbar said in an attack on Nathuram Godse, the assassin of Mahatma Gandhi, and his purported saffron links. Earlier, the Congress lauded Modi’s address at Madison Square in a satirical way saying he had finally acknowledged the good work done by the Congress governments in the past. “The PM spoke of India’s three strengths – democracy, demographic dividend and a workforce that can be supplied to the world. ‘Indians to see 10.8% salary hike in 2015’
New Delhi, September 29 As per the Towers Watson 2014-15 Asia-Pacific salary budget planning report, which included 2,900 sets of responses received from over 300 companies across a range of industry sectors and job grades from 20 countries, Pakistan, Bangladesh and Vietnam are set to lead the way with over 11% overall salary increases, while India is placed at number 4 with an increase of 10.8%. However, a corresponding rise in inflation in the region implies that pay increases in real terms will be eroded in the coming year, the report added. As per the report, China is expected to see the highest salary increase — 5.2 per cent in real terms in the region, followed by Pakistan (4.5%), Bangladesh (4.3%), Vietnam (4.1%) and Sri Lanka (3.8%). India drops down by two places to number 6 with a corresponding real increase of 3.5%.

Centenary commemoration of Komagata Maru begins
New Delhi, September 29 The government marked the commemoration as a tribute to the struggle of Indian immigrants against discriminatory immigration laws of Canada in the early years of 20th century. Culture Minister Shripad Naik honoured granddaughters of Baba Gurdit Singh, the hero of Komagata Maru incident, - Harbhajan Kaur, Satwant Kaur and Balbir Kaur - at the inaugural function. A set of commemorative coins of denominations of Rs 100 and Rs 5 was released to mark the occasion. Naik said the government was commemorating not only the 376 Indianson board the ship Komagata Maru, but also all Indians who have since the early decades of the last century landed in the shores of other countries in search of greener pastures. "It reminds us of a huge and vital role played by those who lived away from the country but kept bonds with India intact and alive," he said. Culture Secretary Ravindra Singh says they have received a proposal from IIT Kharagpur, which wants to throw light on the Komagata Maru journey by tracing it back from Budge Budge Kolkata to Punjab and to understand its significance for addressing contemporary discourse on nation, diaspora and citizenship. An international seminar titled "Komagata Maru: Context, Significance and Legacy" is also proposed to be organised. The National Implementation Committee has approved a proposal from Punjabi University, Patiala, for the production of a play titled "Komagata Maru - 1914." It has also decided to hold a week-long function at Vancouver from May 23 to May 30 next year.

Vadodara tense but peaceful
Ahmedabad, September 29 Finance Minister Nitin Patel and Director General of Police PC Thakur had rushed to Vadodara yesterday after a sudden flare-up with rioting spreading to newer areas covering Yakutpura, Pani Gate, Gendi Gate, Bawamanpura, Fatehpura and several other areas in the old city areas. The police had to fire three rounds in the air following heavy stone-pelting between the two warring factions in the Waghodia Road and Chmapaner Gate areas after two persons sustained injuries in stabbing. Both have been admitted to government hospitals and were reported to be out of danger. Disturbances had sparked off on Thursday following a minor accident between two two-wheelers driven by persons belonging to two different communities. A large number people from both sides had gathered at Fatehpura and threw stones on each other and the disturbances soon spread to other adjoining areas. The police claimed the real cause behind the disturbances could be hurting of the religious sentiments of both communities caused by morphing of some pictures circulated through the social media. Most of the shops in the main market areas in the riot-hit old city re- opened today after four days of forcible closure and the shop-owners promptly blamed the “failure” of the police for the heavy losses they had to suffer during the period of festivities. Meanwhile, the lawyers in Vadodara city and district went on an indefinite strike from today demanding an apology from city Police Commissioner E Radhakrishnan who allegedly blamed the legal professionals for the disturbances. One of those involved in the road accident involving the two two-wheelers happened to be a lawyer.

Shiv Sena’s Geete to quit Modi Cabinet
Mumbai, September 29 Thackeray’s decision to pull the Shiv Sena minister from the Union Cabinet came a day after his estranged cousin Raj Thackeray mocked him for partnering with the BJP despite being betrayed by it ahead of the Maharashtra Assembly polls.
Raj, who heads the Maharashtra Navnirman Sena, said the Shiv Sena was loath to let go of power and was in power along with the BJP in the Mumbai municipal corporation and at the Centre despite the “insult”. “I will take a decision regarding the BMC with a cool head,” Uddhav Thackeray said when queried about his party holding power in the civic body with its
all-turned-adversary. Raj Thackeray said had Bal Thackeray been alive, the Shiv Sena’s tie-up with the BJP would have ended a month ago. He said the Shiv Sena should not have accepted the Heavy Industry portfolio and should have stayed out of the Narendra Modi government in

Kavita Karkare, wife of 26/11 martyr, dies
Mumbai, Septemeber 29 “Kavita Karkare has been declared brain dead on Monday morning,” a statement from P D Hinduja Hospital and Medical Research Centre, where she was undergoing treatment, said. Kavita (57) was admitted to the hospital on Saturday after she suffered a brain haemorrhage. Later, she slipped into coma. Her children — two daughters and a son — had consented to donate her organs to needy persons, the statement from the hospital said. — PTI

Kunal Ghosh allowed secret submission
Kolkata, September 29 Kunal pleaded before the magistrate that his life was in danger and that he wanted to make a secret submission to him on the role of the Chief Minister and other leaders so that the guilty could be brought to book. After consulting senior judges, the magistrate in the evening allowed Ghosh to make his submission. The CBI and jail authorities were directed to assist Ghosh in this regard. Ghosh and two other accused — Sudipta Sen and Debjani Mukherjee — also requested the magistrate to grant them bail during the festival month, but the judge rejected the prayer. He remanded them in judicial custody till the court reopens after the festival i.e. on October 21.

Terror alert in Assam during festival season
Guwahati, September 29 A senior police official said all puja organising committees in the state had been issued specific guidelines by the police department regarding measures to be taken for facilitating safe celebration of the annual popular festival. The organisers of puja have been asked to install CCTV cameras, set up proper barricades, install basic firefighting equipment, install public address systems and metal detectors in puja pandals located in vulnerable populous areas. The puja organisers have been asked to engage sufficient number of volunteers in close coordination with local police stations. The security has been stepped up in Guwahati, which has been targeted by terror groups on several occasions in the past.

The Assam Police on Monday seized 400 gelatin sticks and 240 packets of explosives and arrested two persons from a bus at the Basistha crossing on the NH in Guwahati. The bus was bound for Goalpara in western Assam.

Jaya moves HC against conviction
Bangalore, September 29 The 66-year-old leader sought relief two days after a special court here sentenced her to jail for four years, as fallout of which she lost her Assembly membership and consequently the Chief Minister’s post. Jayalalithaa’s aide Sasikala, her relatives VN Sudhakaran and Ilavarasi also approached the court, seeking bail and challenging their conviction in the case. The three were also sentenced to four years of jail term and fined Rs 10 crore each on Saturday last by Special Judge John Michael D’Cunha, who has slapped a staggering fine of Rs 100 crore on Jayalalithaa in the 18-year-old Rs 66.65 crore corruption case. In the landmark judgment that saw the first conviction of a sitting Chief Minister in a corruption case, all four were held guilty of amassing wealth disproportionate to their known sources of income under the Prevention of Corruption Act and criminal conspiracy under the Indian Penal Code. Though the High Court will remain closed from September 29 till October 6 for the Dassehra holidays, a vacation bench will take up urgent or special cases on merits on Tuesday and Thursday. As the sentence is for a period more than three years, only the High Court can grant bail in Jayalalithaa’s case. A stay on the conviction will nullify the disqualification of Jayalalithaa as MLA. Unless the conviction is overturned by a superior court, Jayalalithaa runs the risk of being barred from contesting elections for 10 years — four years when she is in jail and six years after release. Panneerselvam sworn in as Tamil Nadu CM
Chennai: Jayalalithaa loyalist and AIADMK leader O Panneerselvam took oath as the Chief Minister of Tamil Nadu along with 30 other ministers in a teary-eyed ceremony at Raj
Bhawan on Monday. Panneerselvam broke down as he was administered the
oath by Governor K Rosaiah. The other ministers who followed were also seen openly weeping in a spontaneous expression of sorrow over Jayalalithaa's jail term. — PTI
