Lieutenant Governor (LG) Najeeb Jung today directed the land owning agencies to expedite the process of allotting land to 32 police stations which are currently running in rented buildings, porta cabins, tents, etc.

Mangolpuri woman set on fire by ex-husband
New Delhi, September 24
A 35-year-old woman was doused with kerosene and set on fire by her former husband in Outer Delhi's Mangolpuri area when she was on her way to work this morning. As the incident took place near the Mianwali railway track, the investigation was taken up by the Railway police who arrested the accused later in the day.

Driver held for obscene messages to doctor
New Delhi, September 24
A taxi driver has been arrested for allegedly sending obscene messages to a 30-year-old Afghan doctor and also threatening her that he would rape her. The accused has been identified as Faizan Akhtar, who is a resident of Nizamuddin, southeast Delhi. He was apprehended from the Lajpat Nagar Metro station last evening. He is a taxi driver. The victim works at a private clinic in south Delhi. She stays with her mother at rented accommodation in Lajpat Nagar.

Two Nigerians slit SC lawyer's throat
New Delhi, September 24
Two Nigerians allegedly slit the throat of a Supreme Court lawyer at his office at Jahanpanah Colony in Hauz Rani, south Delhi, today. The victim is undergoing treatment at the hospital and his condition is stated to be critical. The victim has been identified as Mohammad Shahid Hussain.

Class I student run over by truck
New Delhi, September 24
A seven-year-old girl was killed after being run over by a civic body dumper truck while her grandfather sustained injuries when the truck rammed into the scooter they were travelling on. They were heading to her school in Dwarka, southwest Delhi, this morning.

DDA okays regularization plan for farmhouses
New Delhi, September 24
On the recommendations of the Delhi Development Authority (DDA), the Ministry of Urban Development has approved the extension of the scheme for regularization of excess construction in the farmhouses up to March 31, 2015. Earlier, its last date was September 20, 2014.

Allot land to makeshift police stations: LG
As many as 32 of them are currently running in rented buildings, porta cabins and even in tents

Lieutenant Governor (LG) Najeeb Jung today directed the land owning agencies to expedite the process of allotting land to 32 police stations which are currently running in rented buildings, porta cabins, tents, etc.

The matter was taken up in a meeting with the Police Commissioner and other senior officers of Delhi Police.

"Policing is the topmost priority for our government. With expanding responsibilities, there is need to set up police stations in different parts of the city. The land agencies must extend their cooperation and fast-track the allotment of land for setting up these police stations at the earliest," said the LG.

Out of the existing 181 police stations, 32 police stations are currently running in rented buildings, porta cabins, tents, etc. and there is need to shift them to permanent structures, said the Delhi Police Commissioner.

Some of the locations where the new police stations are envisaged are Bharat Nagar, Neb Sarai, Safdarjung Enclave, Govind Puri, Pul Prahlad Pur, Subhash Palace, Kotla Mubarak Pur, IP Estate, Deshbandhu Gupta Road, Saket, Sonia Vihar, Fateh Pur Beri, Chhawla, Ranholla and Harsh Vihar.

The LG directed the land owning agencies and the officials concerned to submit a status report on each of these locations to him by the first week of October so that allotment of land for building the police stations is expedited.

In certain cases where formalities for allotment of land have been completed, the land owning agencies were directed to give possession of land to the Delhi Police immediately. The LG will review the allotment process with all concerned in mid-October.

Keep high moral standards, officers told

Lieutenant Governor (LG) Najeeb Jung today appealed to field officers of the Delhi Police to maintain high moral standards and work with integrity and sensitivity.

"If the perception about the Delhi Police has to change, dishonesty of any kind, has to become an anathema for the police. This should be done to restore pride to the uniform," said the LG.

He urged the senior police officers to take upon themselves the administrative task of changing perception about the police.

The LG said while punishment helps curb problems, it does not provide for long-term solutions. He said if one has to arrive at systemic solutions, then it must be mandated upon the senior officers to inspire their constabulary to raise their moral standards.

He asked the officers to inculcate sensitivity in their day-to-day public dealing

Mangolpuri woman set on fire by ex-husband
The victim suffers 40 per cent burns

New Delhi, September 24
A 35-year-old woman was doused with kerosene and set on fire by her former husband in Outer Delhi's Mangolpuri area when she was on her way to work this morning. As the incident took place near the Mianwali railway track, the investigation was taken up by the Railway police who arrested the accused later in the day.

The incident was reported at around 9.30 am by the locals residing near the Mianwali area. The victim identified as Kusum Sharma works at a shoe factory in the same area and had been living separately in Aman Vihar's Mubarakpur village with her two children after her divorce in early 2014.

Her former husband, later identified as 40-year-old Giriraj, had been allegedly following the victim for a few days as she had refused to negotiate with him.

The police suspect that the accused might have been demanding money from the victim.

He is unemployed at present. They also suspect that he might have been pressurising her to 
reconcile and come back. However, she kept refusing to reconcile with the accused.

"On Wednesday morning when Kusum reached the factory, she saw her ex-husband waiting for her. The accused began yelling at Kusum and asked her to speak to him.

In order to avoid a scene near the workplace, Kusum agreed to walk a distance.

The accused took her near the railway tracks where both of them got engaged in a heated argument," said a police officer.

Giriraj then allegedly took out a bottle filled with kerosene out of his pocket and threw some of it on the victim, who tried to run away.

"She tried to escape, but it was too late. The accused set her on fire and fled the spot. Some locals had noticed the commotion and quickly ran with buckets of water to save the woman. One of them made a call to the police and the victim was rushed to the Sanjay Gandhi Memorial hospital," said the officer.

The hospital authorities informed the police that the victim suffered 40 per cent burns and is out of danger.

Besides her body, the victim's face and head also received grievous injuries.

The victim's statement was recorded by the police and the accused arrested.

Driver held for obscene messages to doctor

A taxi driver has been arrested for allegedly sending obscene messages to a 30-year-old Afghan doctor and also threatening her that he would rape her. The accused has been identified as Faizan Akhtar, who is a resident of Nizamuddin, southeast Delhi. He was apprehended from the Lajpat Nagar Metro station last evening. He is a taxi driver. Akhtar allegedly confessed to the police that the doctor visited the neighbourhood where he stayed. After noticing her, he wanted to be in a relationship with her. He managed to access her mobile phone number and allegedly sent her obscene messages and videos. The police discovered that since September 18, the day when he obtained her phone number, he had allegedly sent her about 150 porn videos and 300 vulgar messages.

A few days ago, the victim had filed a complaint against Akhtar at the Lajpat Nagar police station. She told the police that she was being harassed by a man who is constantly sending her messages. He continued with this behaviour, even after the victim had warned him.

The police made a plan with the victim to apprehend Akhtar. They asked the victim to call him to the Lajpat Nagar Metro station. She called Akhtar and told him that she wanted to see him alone. Last evening, when she reached the Metro station, she saw Akhtar waiting for her at a platform.

After the accused approached the victim, the policemen caught him. They booked him under relevant sections of the Indian Penal Code.

He has been sent to Tihar Jail.

Two Nigerians slit SC lawyer's throat

Two Nigerians allegedly slit the throat of a Supreme Court lawyer at his office at Jahanpanah Colony in Hauz Rani, south Delhi, today. The victim is undergoing treatment at the hospital and his condition is stated to be critical. The victim has been identified as Mohammad Shahid Hussain.

The incident took place about 8 pm today when Hussain was at his office. The two Nigerians had managed a friendly entry at the office and attacked him.

Locals alleged that both of them were carrying butcher knives and after slitting his throat, they escaped the spot. Hearing the victim's screams, the locals reached the office and found him lying in a pool of blood. One of the locals, called the police. A Police Control Room vehicle and a station house officer (SHO) reached the spot. The victim was immediately rushed to AIIMS Trauma Centre, where he is undergoing treatment and his condition is stated to be critical.

Sources said Hussain had reportedly caught the two Nigerians while they were committing a robbery at a person's house in the past. However, the police said it was too early to conclude that the duo had allegedly carried out the attack to take revenge. The police are searching for the culprits.

After the incident, the angry locals staged a demonstration in the area demanding that the colony should be free of Nigerians. "We have deployed a heavy police contingent in the area to maintain the law and order situation," said a police officer.

Meanwhile, AAP leader Somnath Bharti also reached the spot to look into the matter.

Class I student run over by truck

A seven-year-old girl was killed after being run over by a civic body dumper truck while her grandfather sustained injuries when the truck rammed into the scooter they were travelling on. They were heading to her school in Dwarka, southwest Delhi, this morning.

The deceased has been identified as Ishani Sharma, alias Shan, who was studying in Class I at OPG School in Dwarka Sector-17. The incident took place near the school. Her 55-year-old grandfather has been identified as Roop Chand Sharma. The truck driver fled the site and was arrested later. The truck was on garbage collection duty for the South Delhi Municipal Corporation in the Najafgarh Zone.

This morning, Ishani left her Rose Wood Apartment flat at about 7 with Roop on his scooter. They were a few metres from the school when the truck hit the rear side of the scooter. Ishani and Roop fell to the road. The girl came under the left rear wheel of the truck. Roop sustained a few scratches, according to the police.

Roop was wearing a helmet, while Ishani, who was not wearing one, had also sustained head injuries. A passerby called the police.

The truck driver has been booked under Sections 304 A (causing death by negligence) and 279 (rash and negligent driving), the Indian Penal Code.

DDA okays regularization plan for farmhouses

On the recommendations of the Delhi Development Authority (DDA), the Ministry of Urban Development has approved the extension of the scheme for regularization of excess construction in the farmhouses up to March 31, 2015. Earlier, its last date was September 20, 2014.

The extension will be on the rates already notified. In order to bring transparency and accountability in the whole process of sanction of building plans, all the municipal corporations have been directed to accept applications in an online mode only and the entire information such as date of submission, approval, fee charge, etc., will be kept in public domain on their respective websites.

Besides, self-assessment has been made mandatory for the farmhouse owners in respect of building plans and the area to be regularized of the farmhouses. The regularization process will resume only after online system has been made operational by the respective municipal corporations and the dates of operationalization will be communicated by the corporations to the Ministry of Urban Development.

This decision has been taken at a meeting of the DDA vice-chairman, Additional Secretary of Urban Development and commissioners of the three municipal corporations.

Govt decision on AIIMS CVO final: Vardhan

The removal of Haryana cadre's IFS officer Sanjeev Chaturvedi from the post of Chief Vigilance Officer of AIIMS indicates a "political inference" into the bureaucratic functioning or so it seems.

The BJP national general secretary and Rajya Sabha MP from Himachal Pradesh, JP Nadda, appears to have been instrumental in the process. He had written as many as four letters to the then DoPT Minister and the then Union Health Minister but undeterred by the refusal of the previous Congress-led UPA government, he pursued the matter with his party's Narendra Modi-led BJP government's health ministry through letters dated June 24 and August 3, 2014.

However, Union Health Minister Dr Harsh Vardhan said that there was nothing "mala fide" in the government's decision to reprofile the job role of Chaturvedi while making it clear that his ministry's decision in the matter is irrevocable.

Mountain biking race to begin tomorrow

Participants from the Indian Air Force and the Indian Army are part of the 67 cyclists who will be competing in the toughest mountain biking race in South Asia--the Hero MTB Himalaya.

There are 15 cyclists from the Indian Army, six cyclists from the Indian Air Force and one cyclist from the Indian Navy who will be participating in the 10th edition of Hero MTB Himalaya. There are also 17 cyclists from other countries participating in the race which starts from September 26 and will witness six days of a 500-km-long adventure biking race. The race will be flagged off in Shimla on September 26.

At a press conference today, Hero Cycles announced its collaboration with Himachal Adventure Sport and Tourism Promotion Association (HASTPA) to support MTB Himalaya 2014, India's International cycling event.

The total vertical climbing of the race will be close to 12,500 m making it one of the highest in the world.
