New Delhi, September 23 The police had barricaded and cordoned roads leading to Singh's residence. The barricading of major roads around Tughlaq Road caused traffic snarls in various parts of central and south Delhi during the morning rush hour. Traffic also remained heavy at INA, Teen Murti, Aurangzeb Road and Rajesh Pilot Road. The Delhi Metro had shut down Race Course station from 8.20 am in view of the expected protests. The police had also imposed Section 144 of the Code of Criminal Procedure (unlawful assembly of five or more people) outside Singh's residence. RLD party workers, however, began to gather outside Singh's house and planned to stage a demonstration against the government's decision. The police detained 100 of them and took them to the local police station in DTC buses and police vehicles. Singh's supporters, including RLD leader Rakesh Tikait and other Jat leaders, were expected to hold a mahapanchayat outside Singh's bungalow today. They were likely to discuss the course of action for their demand to convert the bungalow into a memorial for Singh's father former Prime Minister Charan Singh. The bungalow is currently occupied by Ajit Singh, who has refused to evict the government property and has demanded that the bungalow be converted into a memorial to his father. The government, however, rejected the demand, saying the Union Cabinet in 2000 had banned conversion of government bungalows into memorials.

Bangla Sahib parking: Row set to escalate over its ownership
New Delhi, September 23 The incumbent president of the committee, Manjit Singh (GK), criticised Paramjit Singh Sarna for alleged "misconduct and abuse of his official position" for getting the agreement signed. "We do not recognise the terms and conditions of any MoU signed during the tenure of Paramjt Singh Sarna. He had no right to transfer the Gurdwara's land to any other authority," said Manjit. He said Sarna had authorised the then general manager of the DSGMC, Sawaran Singh, to sign the agreement on February 10, 2005 though he was in Delhi that showed his vested interests. The agreement said, "The area of 8,847 square metre adjacent to Gurudwara Bangla Sahib shall be formally handed over to the DSGMC by NDMC for the construction of a multi-level underground parking and a park on the surface for the use of public." It also said, "The ownership of the building and public park so constructed shall vest in NDMC for all intents and purposes and the DSGMC shall not be entitled to remove the same or claim any compensation whatsoever in respect of the same at any time." Manjit said, "We have raised the issue with the authorities and hope that some solution would be worked out soon." Sarna demands probe
Challenging the DSGMC, the Shiromani Akali Dal (Delhi) president Paramjit Singh Sarna today demanded an inquiry into the allegations that he had signed an agreement for transferring the Gurdwara Bangla Sahib Parking to the NDMC. He said that the DSGMC led by Manjit Singh (GK) should get an inquiry done by any sitting or retired judge of its choice into the allegations for transferring the parking lot to the NDMC. "If I am found guilty, I will quit politics." Sarna added, "Inquiry should also be done into the alleged corruption cases during one and a half years of the DSGMC ruled by the SAD

AAP slams BJP for hiking circle rates in Delhi
New Delhi, September 23 Stating that in the absence of a popularly elected state government, the move is suspect, the party said it was avoidable. The party wants the Lieutenant Governor and the Revenue Department to explain to the people of Delhi the reasons for such a steep hike in circle rates at a time when the Delhi Development Authority has announced its biggest-ever housing scheme for 25,000 flats. "The Delhi administration, which is controlled by the Central government, has chosen a strange timing to impose an additional burden on the buyers and it is taking undue advantage of its lack of accountability to push such decisions," it said. Won't this decision burden the new flat buyers? On what basis have the market rates been fixed? Isn't the Delhi administration giving rise to speculative property prices, which will only end up burdening the common man? AAP asked. The party demanded that the department concerned should make public the reasons behind its decision and whether any public consultation was carried out before the upward revision of property circle rates. Already, a number of discrepancies have been pointed out on why the decision is incorrect and needs to be reviewed to particularly include the views of elected representatives, it said. Congress demands withdrawal
The Congress today demanded withdrawal of this "anti-people decision" immediately. "The steep hike in circle rate has created deep resentment among Delhiites. We demand that this anti-people decision by the Delhi administration be withdrawn immediately," DPCC chief Arvinder Singh Lovely said. He also said BJP, which had promised to bring good days, was now scheming to keep out the poor and the middle class from Delhi forever with this steep hike in circle rate. "On the direction of the BJP-led Central government, circle rates have been increased in the national capital. This step will not boost the revenue collection of the government, but this decision would definitely prevent the poor people from owning a house in Delhi," Lovely added. DPCC chief spokesperson Mukesh Sharma also said that with new circle rates, owning a house will now be beyond the reach of the common people. "Owning a house would now be beyond the reach of the ordinary people, and even a rented house would prove to be unaffordable for them," Sharma said. He also questioned how colonies such as Rohini, Vasant Kunj, Mayfair Garden, Janakpuri and Uttam Nagar could be weighed on the same scale, when they have been categorised as residential colonies. "This categorisation of colonies also include industrial areas, posh colonies, resettlement colonies and unauthorised colonies, and applying the same circle rates on these colonies was against the rule of law and was totally impractical," the Congress leader said. —TNS/PTI |
Puja Samities told to use natural colours for Durga idols
New Delhi, September 23 Secretary (Environment) Sanjiv Kumar said a meeting of all the departments and agencies concerned, including Revenue Department, Delhi Police, Irrigation and Flood Control Department, Delhi Development Authority, three Municipal Corporations, Delhi Pollution Control Committee, Delhi Jal Board, Health and Fire departments, Traffic Police, was held today to discuss arrangements for the immersions. Representatives of the Divisional Commissioner said the exact location and the number of ghats will be finalized by the respective Deputy Commissioners (DCs) and the Police Department after site inspections. "The DCs concerned will make arrangements for construction of designated enclosures at the finalized ghats with the help of bamboo barricading, construction of approach roads to the ghats, provision of civic amenities providing ambulance and first aid services and ensuring overall law and order during the occasion. Necessary instructions in this regard will be given by the Revenue Department to Irrigation and Flood Control Department," said Kumar. The DCs have been requested to take follow-up meeting with various agencies regarding proper arrangements for security, civic amenities and other requirements. Kumar emphasized that awareness of the puja groups and samities towards use of natural colours and materials (like clay) in manufacturing of idols needs to be done. Durga Puja is celebrated with great fervour every year and immersion of decorated idols of Goddess Durga into the Yamuna is one of the major features of the festival in Delhi. Every year special arrangements are made so as to ensure the safety and security of the devotees as well as protect the water quality of the Yamuna during and after the immersions. |
Thousands of students suffer for GGSIU admission dispute
New Delhi, September 23 The varsity has withdrawn its notification related to the special round of counselling closing admissions for the year following the Supreme Court's intervention on September 3. The affected students and several individual colleges have approached the Delhi High Court (DHC) and the Supreme Court (SC) for relief. In the whole row, the varsity administration is drawing flak both by the Self-Financing Educational Institutions Association which challenged its notification and the affected lot and their parents who blame it for delayed counselling and admissions. In the matter, owing to the concerns raised by the association that seats would anyhow remain vacant as students may opt for a better college leaving the previous one, the SC advised GGSIPU to admit fresh applicants in the special counselling. However as the university, which cited the general elections and delay in approvals from AICTE-All India Council for Technical Education (AICTE) to courses in colleges for the delay in admissions process, stood firm on its decision to admit all applicants, but the court refused to allow. "The university took about two months in counselling and now students are left to suffer. The university is saying that it is bound by the court's decision and in this fight are caught our children whose one year is going to be lost," said Deepak Sharma, whose son didn't freeze seat in the previous counsellings in allotted colleges in Noida and Delhi. Noting that the university's stand is irrational, counsel of students and colleges Sanjay Sharawat, a Supreme Court and High Court lawyer said, "There was delay on the part of the university and the result 6,000 seats are lying vacant. Students who have qualified the Common Entrance Test are entitled to appearing for counselling and we want that desirous students be allowed." |

Huge cache of illegal liquor seized
New Delhi, September 23 "Around 2,880 bottles of liquor illegally branded under different names was successfully seized by our officials during various raids conducted almost simultaneously all over the city" said Neeraj Semwal , the Excise commissioner. The liquor is mostly non-duty paid and was being carried by the accused unauthorisedly. Its transportation is strictly prohibited under the law. Despite several attempts by the authorities to curb the menace, the illegal trade is flourishing in and around the city and bordering districts of Uttar Pradesh and Haryana, said sources in the department. The accused involved are in police custody and cases under the relevant sections of law are filed against them. They have been registered in Sonepat, Geeta Colony, Shahdara and Okhla. — TNS |
